Triumph over ‘dibs and dobs’ to become a Grey Wolf

By David Lee ACHIEVING the Grey Wolf Award in cubs is a challenging task, but local Resident, Stephanie Fleming has worked on her ‘dibs and dobs,’ taking on the mission and becoming only the sixth cub in the Shepparton district to do it in 10 years.

After unintentionally joining the First North Shepparton Cub Scouts only 18 months ago, Stephanie decided to take up the task of getting the Grey Wolf Award, which is the highest achievement acCub can earn, in July this year, which on average takes 12 months to achieve.

Stephanie said, “It’s a big achievement and I’m very happy.

“To get the award I had to already have my Gold Boomerang badge, I had to complete four Level Two achievement badges from different categories, I had to make a 2m by 1.5m mural backdrop and present it to the group, I had to plan and lead a two hour hike, attend and participate in two pack council meetings, organise and complete one overnight camp, attend one inter-pack activity and gain a ‘special interest’ badge.

“Some of the tasks to get the Grey

Wolf Award were easy and some of it was challenging and time consuming.

“I decided to go for it when I first heard about it because I love a challenge.”

District Leader Cub Scouts Goulburn Murray District, Jim Garcia said, “Not every cub can achieve this award and it takes a lot of determination and effort and a lot of outside time.

“We are proud of Stephanie for her achievement and it shows other cubs that this award is achievable.”

By David Lee THIS year’s day of remembrance is set to be an extra special occasion, with locals getting set to mark the anniversary of 100 years since the beginning the First World War. The Remembrance Day Service will begin at 10:30 on Tuesday, November 11 at Memorial Park on Welsford Street, Shepparton and will include a wreath laying ceremony and an address by guest speaker Vietnam Veteran, Glenn James and will culminate at 11am with one minute of silence.

RSL Shepparton Sub Branch Vice President, Brian McInerney said, “This year is a pretty special year because of the anniversary.

“We are selling poppies as per normal around Shepparton including at Shepparton Marketplace, the Safeway Shopping Plaza on Archer Street, Fairley’s SUPA IGA and on Wyndham Street in front of John Anderson Pharmacy.

“This year has also seen the beginning of a new initiative between the RSL and Woolworths, where a box of poppies will be at every register in every store right across Australia.

“We hope to have a good crowd at the memorial service this year as we always have done.”

Good spirits flow as $2M African facility opens

By David Lee G O OD spi r it s f lowe d t h rou g h t he traditional African song that rung through the air last week, when the new $2M purpose built St Paul’s African House and adjoining St Paul’s Lutheran Church facilities were officially opened to the community.

After eight months under construction, the new 600m2 church at 54 Poplar Avenue, Shepparton will seat up to 250 people and the 500m 2 African House will provide a central gathering space for the growing African community as well as offices for administration, a kitchenette and meeting rooms with retractable walls to create a much larger space for community functions such as the African community celebrating

the independence of their country.

St Paul’s Lutheran Church Pastor, Matt Anker said, “It became apparent five years ago that our 60 seat church was not going to be big enough and the journey to find a new location started.

“We pray that this new facility will support, nurture and serve the growing African community and bring opportunities and friendship to all who use it.

“We’d like to thank the generosity of donations that came in for this project from around the Lutheran Churches of Australia, in particular by a $1M donation from Martin and Betty in South Australia, as well as the St Paul’s African House being jointly funded by the Victorian Government, who provided $483,000.”

Youths to benefit from $200,000 Headspace funding YOUNG people in Shepparton are set to benefit from a $200,000 investment by the Victorian Coalition Government in Shepparton’s Headspace, which will see the centre expand its services.

The funding will be used to redevelop the current site so that other services such as alcohol and drug counselling can co-locate on the site and provide spaces for group work.

Member for Shepparton, Jeanette Powell said, “This investment means that young people in Shepparton will have better access to Headspace services as well as to the other services which Headspace brings in.

“Headspace provides many services for young people including assessment and referral, bulk-billing General Practice clinics, bulk-billing counselling services, secondary consultations, therapeutic group work programs, alcohol and drug services.

“Importantly, they also provide access to external services including housing, education and employment support.”

The Nationals Candidate for Shepparton, Greg Barr said, “Young people struggling with issues such as alcohol, bullying and body image should know that their local Headspace is a place to go to for help.

“Their staff include youth workers, GPs, psychologists, psychiatrists, counsellors, nurses, alcohol and drug workers, education and employment specialists who are experienced and passionate about working with young people.

“I am pleased that this funding will help Headspace provide improved facilities for staff and clients,” Mr Barr said.

Bypass plans ready for government approval

By David Lee A FINAL plan for the Shepparton Bypass has now been completed, with Greater Shepparton City Council, the GV Freeway Shepparton Bypass Action Group and Committee for Greater Shepparton signing off on the proposal to begin tackling Stage 1 (a) of the plan, but forward movement cannot proceed until both sides of the government have cast their eyes over the proposal and committed to funding.

G V F r e e w ay S h e p p a r t o n B y p a s s Action Group Chairman, Peter Johnson said, “What we wanted to do was to give something in a succinct form to the government. This will help them to focus on where we’re at and what our proposal is.

“Over the last month we have had meetings with VicRoads, the councils and out of that we have established what we think is a staging process for the project that would be acceptable to the government.

“The project as one entity is too big for us to get any action with it. We now have a proposal for Stage 1, which is broken down into two sub-stages.

“Stage 1 (a) would go from Wanganui Road, across the river and join up with the Echuca-Mooroopna Road just north of the Mooroopna cemetery.

“Stage 1 (b) is an extension of that from Echuca-Mooroopna Road down to the Midland Highway.

“W hat we are tr ying to do is get a commitment from the government for $20M for the preliminary investigation and initial works, which will get us to the point

where we are ‘shovel ready.’

“If we can get to that point, then the next step is to get the commitment from government for the project’s funding which would be approximately another $100M to $120M for Stage 1 (a) and then to follow on with Stage 1 (b), which has been predicted at $80M. “We have accepted the reality that in the first instance we will not get a duplicated highway, it will be 10km of single lane road either way, but Stage 4 and Stage 5 will encompass an upgrade to duplicate the highway.”

ALLIES IN THE COUNTRY Dear Editor, In the lead up to the election, we are urging voters to understand that the Government of the day who takes power on the preferences of the Green vote will govern with a Green influence due to favourable pay backs.

The Greens are not a friend of the farmer, the Greens are not a friend the fisherman, the Greens are not a friend of recreational shooters, the Greens are not a friend of horticulturalists and the Greens are certainly not a friend of irrigators. Our region depends on the prosperity and the livelihood of our farmers, underpinned by the vital importance of water, which has a flow on effect to our entire economic outcome… the Greens are not a friend of our region.

History tells us that members of the Greens have asked for a reduction in the irrigating footprint of up to 50 percent here in the Goulburn Valley. The outcome of a reduction of this magnitude would be disastrous.

The Australian Country Alliance will never depend on Green preferences to advantage ourselves in politics. We will put them last on the voting ticket and we strongly urge that voters do the same.

Research the major parties and their preference line up and put Greens last.

Yours sincerely Steven Threlfall Country Alliance WAITED LONG ENOUGH FOR BYPASS Dear Editor, Several weeks ago the Australian Country Alliance (ACA) candidate for Shepparton, Robert Danieli said his party had developed an alternative option for the Goulburn Valley Highway Shepparton Bypass (GV Bypass) which was much less expensive than current plans.

Then in the Shepparton News on October 18 ACA promoted an alternative proposal for the GV Bypass.

It is hard to see how having t wo Shepparton bypass routes will be cheaper than one but that is what Mr Danielli seems to propose. To make matters worse the ACA ‘new’ proposal would see us lose the second river crossing from Wanganui Road to north of Mooroopna that is crucial to our growing community.

With no apparent idea of costings or process it seems nothing more than a thought bubble at best.

The proposed GV Bypass route was settled years ago after extensive consultation.

The planning study to determine the alignment for the future Goulburn Valley Highway bypass of Shepparton began in 1995. In December 2001 the Minister for Planning adopted alignments to the west of Shepparton. The boundaries for the bypass were finalised and incorporated into the local Planning Scheme in late 2006.

I recently participated in a meeting with key stakeholders including GV Highway Action Group, the Member for Shepparton, Jeanette Powell, Committee for Greater Shepparton, local governments including Greater Shepparton, Campaspe, Moira and Strathbogie, VicRoads and transport representatives, where it was agreed that it is vital a united front is presented in identifying and prioritising the stages of the project.

It would be an absolute disaster for our community and for the GV Bypass project if we had to start the entire process all over again – especially when the project is gaining momentum.

I think we have waited long enough to bypass Shepparton without having to go back again to the drawing board.

BMW pride FOR local Shepparton BMW Second Year Apprentice, Tim Smith being nominated by his Service Manager, Darryl Herring for Apprentice of the Year was a humbling enough experience, and he certainly didn’t expect to win.

At Friday night’s 2014 Powercor 95 3SR FM Business Awards, Tim beat out all of the other finalists in his class to take home the honour.

Tim is, by nature, very humble and not at all comfortable with the spotlight, but the recognition by his colleagues and the people who he respects was by all accounts, well deserved.

Darryl Herring said, “I nominated Tim because of how well he was going at school and how well he is developing here at Shepparton BMW. “He’s a good guy, he’s a hard worker and he’s just so dedicated to what he does.

“I’ve worked in the trade for over 25 years, I’ve trained a lot of people over this time and Tim is a stand out in terms of what he has achieved in such a short period of time.

“Tim has effectively completed three years of schooling in one year, which shows remarkable dedication and work ethic on his behalf. He’s motivated, he’s passionate about what he does and he just applies himself everyday.

“He loves his job and being a mature aged student, Tim has had the opportunity to work outside the automotive industry, so he came into this role with a clear understanding of what he wants and what drives him, which we

believe sets him apart.

“Tim is outstanding. He has a bright future ahead of him and he deserves all of the accolades he gets. We are so proud of him for his Apprentice of the Year Award achievement.

Australian legend to appear at Euroa

EVERY so often a song or recording comes along that resonates with a whole generation. There was Don McLean’s American Pie, Ralph McTell’s The Streets of London and, here in Australia, there was Ross Ryan’s I am Pegasus.

2014 sees Ross celebrating the 40th anniversary of the release of his triple gold My Name Means Horse album - featuring his signature tune, I Am Pegasus - still a favourite of Australian radio and named in 2003 by ABC TV Love is in the Air as an Australian Anthem.

FRIDAY night’s 2014 Powercor 95 3SR FM Business Awards saw one of Shepparton’s favourite central services inducted into the Hall of Fame with the team at John Anderson Pharmacy being honoured for 35 wonderful years in business.

First opened in 1979, John Anderson Pharmacy has and continues to be one of Shepparton’s most recognised pharmacies with John Anderson, his wife, Agata and daughter, Bridget at the helm.

John Anderson Pharmacy started out with just three and a half staff members over 35 years ago and today, employs more than 20 staff members who continue to service second and third generation families.

John Anderson Pharmacy has overcome challenges in the changing landscape of retail business and has been able to maintain success and grow within its original shop front in Wyndham Street.

John and his family are well liked and respected amongst the community and are proactive in the efforts in contributing back to the community. John is a member of the Community Fund Board as well as Shepparton Rotary and has been a long term member of the Shepparton Chamber of Commerce and Industry.

Shepparton Chamber of Commerce and Industry Executive Officer, Lucy Cerrone said, “This is a truly well deserved award for John Anderson Pharmacy who have delivered

Agata said, “We’ve raised a family at the same time as our clients so we understand our families. It’s a journey that we’ve been on together. They’re so important to us.”

“Our team are a special mold of people.

When our team are all together, whether they’re 21 or 68, they are just so interactive. It’s magic.

“As a husband and wife team, we work together, we garden together, we do everything 24/7 together and the business wouldn’t be the same if either one of us wasn’t there.

40 YEARS OF SUCCESS

SHEPPARTON’S own dedicated Driver Education Centre of Australia (DECA) celebrated their milestone 40th birthday during the week, welcoming around 80 team members from across Australia to join in the celebrations during a two day event.

DECA Shepparton Business Manager, Warren Smith said, “DECA, or Goulburn Valley Driver Training Complex as it was first known, was the concept of a very forward thinking, Eric Montgomery. Eric Montgomery was a Shepparton detective whose vision was for a facility, which would help reduce the road toll and make our roads safer. And it worked.

That’s where it all began and that’s what we’re still primarily about.”

DECA developed over the years into not only a successful driver training complex, but a model for driver training which would go on to be implemented across Australia as well as internationally.

Mr Smith said, “There are so many people who

can be recognised for the part they played in the development of the complex. Eric Montgomery and Peter Ross Edwards were instrumental in developing the idea and gathering the support to get the place off the ground.

“The original Goulburn Valley Driver Training Complex provided an opportunity for school children to learn all about road rules and traditional beginner driver lessons, which was wonderful. But as times changed, DECA has evolved into a much larger body providing more specialised and advanced driver training services both locally and internationally.

“We are very excited about a number of new programs which DECA is offering including our Outdoor Works Program. For the first time in our 40 year history we are providing specialised training for earthmoving and large scale machinery, which is fantastic.

“With our Outdoor Works Program, participants learn to drive all of the large scale machines as well as gain a nationally recognised qualification, which allows them new job opportunities. They go away from our program with a bunch of qualifications

including truck licence, forklift licence, traffic control and manual handling skills as well as machinery qualifications so it opens up a lot of doors as far as employment opportunities are concerned. It’s a really great program and with current government support, it is very affordable.

PASSIONATE trainers, Greg Sutherland and Bevan Florence have been a part of the team at DECA since 1981 and hold the record as the driver training facility’s longest serving team members. Of course, Greg takes the main honour beating Bevan as longest serving member by a marginal four months.

The pair are passionate and enthusiastic advocates for driver training and on-road safety and have been honoured to be a part of some very rewarding programs over the years.

Greg and Bevan admit that they’ve seen many changes in their time from car technologies and capabilities to modernised computerised programing, but it is these evolutions, which keep their jobs so interesting.

Greg specialises in stunt and defensive driving siting lots of ‘hairy’ moments along the way and Bevan has tried his hand at just about everything, but his core role is driver training for trucks and forklifts.

Both Greg and Bevan have enjoyed several stints overseas in China, Papua New Guinea and Dubai implementing programs and putting core DECA driver training methods in place.

Bevan said, “It makes you really proud to be a part of programs which have become so important. There’s been a lot of changes, as industries have changed, the courses have evolved and that’s been great.

“In the late ‘80s we had the privilege of writing and implementing courses for major national suppliers like Shell, training all of their drivers and helping to improve their procedures. It’s projects like these which stand out in your memory and make you really proud to have been a part of such a wonderful organisation.

“We’ve always been customer orientated, our clients are our prime concern and that is probably what I’ve enjoyed most about what we do.”

Greg said, “We’ve had a lot of ups and downs, but one of the other main highlights of working at DECA is the wonderful team. It’s a wonderful environment.

“Working with people who have such a huge variation in experiences has been very rewarding.”

CELEBRATES 40 YEARS OF SUCCESS

TIMELINE THE HISTORY OF DECA

1970

The idea for a dedicated ‘off-road’ driver training facility was conceived

by Founder, Eric Montgomery.

1974

The official opening was set for May 16, however on May 14 the Goulburn Valley suffered its most severe flooding in history. The complex went under four feet of water and damage was estimated at more than $22,000.

1972

GJK FACILITY SERVICES

By November, accumulated funds raised from service clubs throughout the district and with Government support thanks to the backing of Leader of the State National Party, Mr Peter Ross-Edwards, funds in the amount of $110,000 had been raised, which was enough to commence development.

Construction began in December.

1973

Earthworks officially began in February with the layout being designed and supervised by Eric Montgomery and engineering staff from the Shepparton City Council.

Damp conditions and inflation increases hampered works and drove up the costs of the project, but with further government and community support, the project proceeded.

1974

1975

The Hazardous Areas Authority Program was established via VicRoads for driver training in high altitude and difficult conditions (ie. Snow and black ice hazard).

November 1, 1974 finally saw the official opening of the Goulburn Valley Driver Training Complex, the region’s first dedicated driver training facility.

1978-1980

Further extensions were erected during this time which included the development of a new Truck and Bus Division.

1984

The range in courses became very extensive and staff numbers increased considerably. The complex also celebrated ten years of operation and became a non-profit company limited by guarantee after separation from the Shepparton College of TAFE was granted.

1981

On July 1, 1977 new classrooms, a staffroom and a workshop were opened with additional vehicles for newly introduced courses.

The complex, as a component of Shepparton Technical School moved into a TAFE system.

Two significant grants were also received of $250,000 and $500,000 from the Ministry of Transport and Treasury respectively for further roadworks and the development of a ‘skid pan’ facility.

The Goulburn Valley Driver Training Complex Limited commenced operation as Driver Education Centre of Australia (DECA) to provide a national acceptance and identification.

1985

1986

The Melbourne office of DECA commenced operation, further growing staff numbers. There was also a new building erected to accommodate additional classrooms, resource facilities and staff.

And recognition for the facility’s operation increased nationally and expanded into the South Pacific region.

In recognition of Victoria’s 150th Anniversary, the Prince and Princess of Wales participated in a tour of DECA enjoying demonstrations of the facility’s operation.

1987

Through promotion in the international market, DECA’s services expanded to Papua New Guinea and South-East Asia.

1976

Following an Education Department Seminar held at the complex, the complex was recognised for its relevance as a Technical Schools Division and steps were taken to bring the complex under the Victorian Education Department’s jurisdiction.

DECA Shepparton Business Manager, Warren Smith said, “Here at DECA we target drivers at all levels. From young people who may never have driven a motor vehicle before right through to very experienced truck drivers who may have been driving for 30 or 40 years. Our programs are about honing driver skills at all levels.

“Our programs have very much evolved over the years, but the core concept of driver training is still the same. Our Nationally Accredited programs are designed to improve driving skills at every level.”

The Altona site of DECA was developed from an old school into a state-of-the-art division of DECA with demolition works and rebuild being completed and officially opened on April 22, 2005.

2003

2008

DECA operations in Newborough and Carrum Downs commenced on May 16, 2003 further branching DECA’s reach to areas of Victoria.

DECA was recruited as a working party with the Dubai Road Transport Industry on a major project in Dubai to improve driver licensing programs and systems based on DECA’s Australian model.

2009

DECA introduced specialised state-of-the-art Stability Programs for heavy vehicle training.

2010

DECA secured a major army contract for 4x4 driver training with cadets at the Puckapunyal Army Base.

2014

DECA and its dedicated team of staff continue to strive to produce leading driver education programs to be modelled throughout Australia and internationally into the future.

1998

A DECA base was established in Riverstone, Sydney creating a permanent central New South Wales post for DECA services.

1982

Training for Instructors in conjunction with Hawthorn Institute of Education was introduced. The complex’s rapid growth and uniqueness prompted an application to TAFE for the complex to be separated from the Shepparton College of TAFE.

2002/2003

DECA was recruited to head a special driver training program for the release of a brand new car division in China.

2004

DECA created a unique model of driver training delivery, reaching all areas of Tasmania with a base in Moonah near Hobart.

2010

DECA introduced state-of-the-art simulators providing computerised skills based training.

2012

DECA amalgamated with Wodonga TAFE providing a unique collaboration between the two organisations and improving efficiencies through the partnership.

The collaboration encompassed a new branch of service delivery through the National Industry Skills Training Centre (NISTC) branch of Wodonga TAFE, Motor Sports Division as well as DECA in Shepparton, Altona North, Carrum Downs, Newborough, Puckapunyal, Tasmania, Riverstone in Sydney.

The Goulburn Valley Driver Training Complex Limited introduced the popular custom made Careful Cobbers driver education program for school aged children. George Hill, a Trainer at the complex who had an engineering background built the mechanics for the Careful Cobbers, which went on to become one of complex’s most loved programs.

Six locals to shoot hoops for Shepparton SIX local basketballers will be shooting hoops for Shepparton in the U16 and U18 Country Cup, after attending the Vic Country State and Australian Country Ju n ior B asketba l l Cup ‘t r y out s’ i n Shepparton recently.

Representing Shepparton in the U16 Girls Country Cup will be Ellie Dowling and Grace Egan and for the U16 Boys Country Cup will be Ryan Sarkady, while Bailey Michel, Elbino Yel and Matt Collins were

selected for the U18 Boys Country Cup. Overall, 220 athletes will represent Vic Country across all age groups in January at the Country Cup and at the Southern Cross events.

The athletes will be joined by 44 coaches and assistant coaches, 22 team managers, 22 referees and 9 referee coaches, which will contribute to making this a major regional basketball development opportunity.

Basketball Victoria’s High Performance

Coach (Country), Justin Schueller said, “The depth of basketball talent in the U18 age group in country Victoria is very good and all athletes were able to grasp the state concepts that we continue to drill into country basketballers.

“It is very well known that Vic Country has a proud history of developing athletes, coaches and referees and it is recognised that the bulk of this work is completed by local coaches and associations.” Justin said.

Bears’ call on old and potential players AN information night will be held for Shepparton Notre Bears Junior Football Club’s 2015 season next week, where the club will be seeking new players to join them next year.
