HOME is everything. It’s the starting place of love, hopes and dreams. It’s where our memories are made, the place our kids will remember and hopefully come back to again and again.

In the nine months to March, an incredible $124 million was spent in Greater Shepparton on new homes or home improvements alone.

The Great Estates Magazine spoke with director Peter Mintern of Development Edge, the developers responsible for the estate.

Making a home in Kialla Lakes

WHEN researching for the Great Estates Magazine, our team came across a couple who had recently bought land and built a home for themselves in the heart of one of the Goulburn Valley’s most iconic housing estates.

K

evin and Colleen Borrman, a couple coming up on their first year in their new home, had their house built by Hotondo Homes in Kialla’s iconic Kialla Lakes Estate.

The couple has a long history in the area, and their move into their new Hotondo home comes after Kevin retired from a career in the gas industry. Colleen, a hairdresser, still works in Shepparton. The Great Estates Magazine caught up with the couple in their stunning new home.

Why did you choose to move to Kialla Lakes?

Colleen: We lived for 35 years on a larger property in Kialla, and we wanted to downsize.

Not house-wise, but property-wise. I was born in Shepparton, and we love the area.

Kevin: Kialla Lakes has got everything here. We’ve always lived in the south of Shepparton and now we’ve got neighbours right next door, great neighbours. I know the bloke who lives next door, he’s a friend of mine. There are good people all around.

How long did the build take?

Colleen: It was pretty quick, eight or nine months from start to finish. Hotondo finished in the time-frame they said they would.

How was your experience building with Hotondo Homes?

Kevin: The whole process has been really good with Hotondo Homes, and the reason I like

They let me utilise the stone masonry skills of my son to complete the stonework we wanted.

I could go onsite and look at the progress. The tradespeople they used were very good, and even after completion if there were little things that needed to be done, Hotondo helped out and sent someone around.

Colleen: We felt like we could ask Hotondo anything, and they’d offer us a couple of options of what we could do. We could customise the house the way we wanted.

According to Rocky, who started his career back in 1998, the region’s real estate market has been slowly but surely picking up over the last four or five years, but ven before COVID-19, the region was experiencing a building boom, which that pace has increased over the last 12 months. has continued, if not intensified, despite the pandemic.

“The move was already on with people looking to relocate to the country, however COVID-19 has sped things up for people wanting to settle here,” Michael said.

“Shepparton is attractive to investors as well as those wanting a tree change from the city.”

One of Michael’s, and SPIIRE’s, proudest achievements was winning the Urban Development Industry of Australia ‘Consultant of the Year’ in 2016 for the delivery of The Boulevard Estate in Shepparton.

RIGINALLY from the western suburbs of Melbourne, John, a lawyer with Victoria Police, and Chelsea, who works in early childhood education, lived in Bendigo for a period before making the move to Shepparton two years ago.

When they realised building their own dream home was within their grasp, they jumped at the chance and used the State Government’s First Home Buyer’s Grant to make up part of their deposit.

With a young daughter, Penelope, coming up on her second birthday, the decision to put down roots was an easy one to make.

John: “We love it. Seriously, we’ve had the opportunity to move back to Melbourne, but this is where we want to be. The fact it takes me seven minutes to get from my doorstep to work, it’s unbelievable.”

Chelsea quickly made friends with other young mums in the area, and John joined a local cricket club. The pair have immersed themselves in the community.

Their new four-bedroom home, built by SouthernVale Homes, is due to be completed in October. They couldn’t have been happier with the build so far.

Chelsea: “We looked at all the display homes along Sanctuary Drive in Kialla Lakes and the SouthernVale home was our favourite. We actually found the house we wanted first and the block later.

“The builder has encouraged us to ask lots of questions. We haven’t felt we were pushed in any direction. At times we’ve said: This is what we want and this is our budget, and they’ve managed to find a way to make it work. It’s been wonderful.”

Compared to their previous lives in Melbourne, the couple couldn’t be more comfortable living regionally in the Goulburn Valley.

Gesturing to the space around her new family home, Chelsea said, “It’s not so rushed; everything is not tense. You can breathe here.”

State Government support helps first time buyers enter the market IN A STATEMENT from the State Treasurer, Tim Pallas, in April, the Victorian Government announced the $20,000 regional First Home Owner Grant (FHOG) would be extended for a further 12 months to June 30, 2021.

he regional grant, which had been due to end in June this year, was extended to assist Victorians through the Coronavirus pandemic.

“We know the Coronavirus pandemic is making it even tougher for young people to achieve their dreams of homeownership. That’s why we’re extending the grant, which has helped so many regional Victorians,” Mr Pallas said.

“Owning your own home shouldn’t be a pipe dream. We’re helping out with the financial kick-start they need to make it a reality.”

The extension gives more Victorians the opportunity to continue to live locally and enter the property market for the first time, while channeling work to the regional building and construction industries as we continue to deal with the economic impacts of the Coronavirus pandemic.

To be eligible for the FHOG, the purchaser (or purchasers) must be first home buyers buying or building a property valued at under $750,000, which must also be

urchasing a new block for your dream home is a joyous occasion, however it may come with some legal technicalities, and to make the process stress-free, it may be worth consulting a trusted legal team.

The Great Estates Magazine discussed the topic with Michael McIlroy, a director at Camerons Lawyers, a team of legal experts who can help with advice on property and conveyancing transactions.

We asked him what were some of the most common questions asked when purchasing property...

1. Is the land on a separate Title?

If the Plan of Subdivision that your future parcel of land is within is not yet registered, it may take some time before you are able to settle and become the registered owner of the land. You should enquire with the developer how long they anticipate it will take for the Plan of Subdivision to register (so the land you are purchasing becomes a separate title

of land, so settlement of your purchase can occur).

2. Have you measured the block?

You should compare the measurements shown on the Plan of Subdivision with the land you are purchasing. If the land is already fenced, you need to ensure that the fences are on the Title boundaries in the plan. If the land is not yet fenced, ensure that survey pegs are in the ground, so that you are able to confirm the measurements.

3. Do you have your finance in place?

Speak to a broker or banker regarding funds to be borrowed for both land and building and seek pre-approval for your land purchase. Advise your lender if the Plan of Subdivision has not registered.

Also, ensure that your purchase contract is subject to your finance being approved.

4. Have you checked the local planning provisions?

• All land is subject to a Planning Scheme, which is governed by the local council.

• Is the property in a designated Bushfire Prone Area? This can affect your building costs as you will need to comply with certain construction requirements, such as using fire-retardant materials.

5. Are there any easements on the lot?

An easement provides access and/or use rights to another party over land, such as the water authority, council, telephone, power or gas company. You should not construct buildings over an easement.

6. Is there a restrictive covenant?

Covenants are imposed by the developer and registered on all lots in an estate to create a level of amenity within the subdivision, such as minimum or maximum house and shed size, fencing and roofing or construction materials.

7. Is there a section 173 agreement?

These agreements are usually registered on behalf of the council and will contain further restrictions on the entire development and/or your particular lot. Your solicitor or conveyancer will advise if your lot is subject to a section 173 agreement.

Timeline of Shepparton Land Development

1982

1997 Kialla Lakes First concept plan of the new estate takes shape. The developers, Kavant Nominees’ founding director, Lance Woodhouse, Max Brown, Peter Ross Edwards and Norm McArthur had a vision of turning a wheat field south of the Broken River into a series of lakes with a residential development.

Grahame Shaw, who was also responsible for development of Patterson Lakes in Melbourne, had come on board and plastered the walls of the Shepparton Council Chamber with his proposal of an estate built around beautiful water features.

Kialla Lakes marks 400 blocks sold, with almost as many houses under construction, with plans for more than 1000 lots.

2014 The Boulevard Estate Land acquired in Shepparton’s north, with the first sod turned two years later in 2005. Property and infrastructure consultants Spiire came on board to help develop the estate, which was to ultimately sell more than 400 blocks over the next 14 years.

2017

2016 The Vines Development Edge commence infrastructure work, on land previously a vineyard, with the first home built in 2018. The iconic Wine Barrell is constructed and installed by Shepparton artist Tank.

2015

The Boulevard Estate Spiire wins the Urban Development Institute of Australia Consultant of the Year Award for their work on the project. The final lot would sell three years later in 2019.

Seven Creeks Development Edge acquires land in Kialla for the Seven Creeks Estate, now home to one of the region’s premier display villages. Work on the first property commences in 2017.

Council to decide on 2050 Growth Plan T

HE Shepparton and Mooroopna 2050 Growth Plan will be tabled for implementation at the Greater Shepparton City Council’s August meeting, after councillors sought further clarification and delayed a vote at July’s meeting.

The vision for Shepparton and Mooroopna identified in the Growth Plan, is that by 2050 it will: • Be a thriving regional hub with diverse and sustainable economy supported by essential infrastructure • Draw new residents and investors to the area due to the affordable and liveable lifestyle • Protect and enhance the natural and cultural heritage significance of the area • Be overseen by engaging, transparent and financially responsible leadership committed to delivering positive and sustainable outcomes Created in 2018, the Growth Plan was first brought to Council last month however the vote was delayed with further clarification sought over land east of Doyles Road, where issues of rezoning agricultural land had to be considered.

The August Council Meeting is scheduled for August 18.

Meanwhile, Council has begun preparing a structure plan for land in Tatura that will support the growth of the township for the next 30 years.

The plan will guide development of land to north, north-east and east of the township, as identified in the Tatura Framework Plan and will identify all open space, stormwater drainage and transport infrastructure required to support population growth in the area.

Council director Sustainable Development, Geraldine Christou, said, “Greater Shepparton is growing and there is a need to realise additional residential development fronts across the municipality, including our townships.

“The Tatura Structure Plan will guide the sustainable development of Tatura for the next 30 years and will enable more people to move to our municipality and take advantage of our regional lifestyle.”
