European Partnership Flight — Albania strengthens regional airbase operations through multinational collaboration

TIRANA, ALBANIA – More than 60 military members from six nations gathered in Tirana, Albania, for the European Partnership Flight Air Base Operations and Development Conference, July 13 – 17, focused on strengthening regional air power through shared expertise and collaboration.

Hosted by the Albanian Ministry of Defense in partnership with U.S. Air Forces in Europe–Air Forces Africa, the conference brought together military professionals from Albania, Bosnia and Herzegovina, Italy, Kosovo, Montenegro, North Macedonia and the U.S. to exchange best practices and enhance interoperability across critical air base functions.

Throughout the week, participants engaged in presentations, demonstrations and smallgroup discussions covering topics including airfield management, base defense, logistics and supply chain operations, aircraft rescue and firefighting, communications, integrated air base air defense, expeditionary site surveys and command and control. The conference also included a visit to Kuçovë Air Base, where attendees participated in a base tour and collaborative discussions with Albanian counterparts.

U.S. Air Force Lt. Col. Andrew Zimmer, Headquarters USAFE-AFAFRICA/A5I Eastern Europe branch chief for international affairs and senior Air Force representative for EFP, emphasized that effective airpower begins on the ground.

MASTHEAD

“A military air base is not just a runway or a depot. It is a highly active weapons system,” Zimmer said. “When [it] runs efficiently with fast refueling, strong security, quick maintenance and clear communications, it becomes a launchpad for immediate action.“

The EPF conference serves as USAFEAFAFRICA’s premier air-centric engagement designed to build regional capability through subject matter expert exchanges. By fostering technical collaboration and operational dialogue, the conference helps participating nations develop the military capability, capacity and mutual confidence necessary to strengthen collective defense and enhance regional security.

“Our greatest strength lies in our ability to work as one team,” said Brig. Gen. Edmond Voci, Air Force of the Republic of Albania commander. “Sharing knowledge, learning from one another, and building the trust that enables us to operate seamlessly whenever and wherever we are called upon.”

The conference also encouraged participants to build lasting professional relationships that extend beyond the classroom.

Through bilateral and multilateral discussions, attendees shared lessons learned, identified common challenges and explored solutions that improve operational readiness across Allied and partner air forces.

As security challenges continue to evolve across Europe, engagements like the European Partnership Flight reinforce a shared commitment to readiness and interoperability while ensuring Allied and partner nations remain prepared to operate together whenever and wherever needed.

KMC hosts Civil Air Patrol European Encampment

Story & photos by Airman 1st Class Joseph Curzi 86th Airlift Wing Public Affairs

80 Civil Air Patrol cadets representing units across Europe and the United States concluded nine days of leadership development, aerospace education and hands-on Air Force immersion at the Civil Air Patrol European Encampment at Ramstein Air Base, July 9-17.

Hosted by the 86th Airlift Wing, in partnership with CAP senior leaders, the annual encampment challenged cadets to develop leadership, discipline and teamwork while exploring career opportunities across the U.S. Air Force.

“The Civil Air Patrol is important for our young adults and teenagers because it exposes them to different areas of aerospace, leadership opportunities and volunteer service,” said CAP Capt. Lena McFarland, encampment administrator. “It broadens their knowledge, helps them explore future career paths and opens the door to opportunities they may not have experienced otherwise.”

For many cadets, the encampment was their first opportunity to experience a structured military environment.

Beginning before sunrise, Cadets followed a daily schedule emphasizing accountability, teamwork and communication. Without access to personal electronics, participants relied on each other while learning to solve problems and lead under pressure.

“My favorite part of Civil Air Patrol is probably the community,” said CAP Cadet Staff Sgt. Chaya Swift, a first-time encampment attendee. “It’s amazing to feel like you’re part of something with so many incredible people.”

Swift said the experience pushed her outside her comfort zone and helped her become a more confident leader.

“Civil Air Patrol has taught me how to be a more commanding person with my presence and my voice,” Swift said. “I was very quiet when I first started, but now I can talk to people more, be more articulate and get my point across better.”

One of the encampment’s leadership challenges required cadets to work together during a model rocket exercise. Swift said her flight faced early communication struggles, but the experience helped them learn to collaborate more effectively as a team.

“We started by looking at what our failures were and finding a solution through communication,” Swift said. “Once we stopped arguing and started working together, everything improved.”

Beyond leadership training, the encampment also fostered friendships and lasting memories through team-building activities that strengthened camaraderie among the cadets.

“If I had the chance, I would absolutely come back,” Swift said. “I’ve loved the people. It's been such an uplifting and amazing learning experience, and I'd recommend it to anyone who's curious.”

The encampment concluded with an awards ceremony recognizing outstanding performance throughout the week. Delta Flight earned the title of Honor Flight, while CAP Cadet Airman Alani Rigsby received the Honor Cadet Award for exemplifying excellence in leadership, character and performance.

For McFarland, those accomplishments represent the true purpose of the program.

“My favorite part is seeing the cadets smile,” McFarland said. “Watching them achieve a promotion or reach a milestone is such a heartwarming experience. Seeing them smile and say, ‘Hey Mom, Dad, I did it,’ makes everything worth it.”

ABC in KMC: Lake Constance

Today’s trip will lead us to Lake Constance, known locally as the Bodensee, a vast freshwater basin at the foot of the Alps that stitches together Germany, Austria, and Switzerland. As Germany’s largest lake, it is 63 kilometers long and 14 kilometers at its widest point.

Its shoreline is dotted with medieval towns, islands, museums, and cycling routes that invite slow travel and discovery. Lake Constance is a luminous borderland where Alpine silhouettes meet gentle promenades. Towns and cities such as Meersburg, Friedrichshafen, Unteruhldingen, Lindau, Bregenz, and the Pfänderbahn invite visitors to relax and enjoy with an almost Mediterranean ambiance.

Meersburg and Unteruhldingen Meersburg sits like a storybook on the lake’s western shore. Narrow lanes, a hilltop castle, and vineyards that slope down to the water. Meersburg’s medieval castle and lakeside promenade make it one of the region’s most photographed towns. There is even a Medieval style hotel on the main road with knights in shining armor standing along a torch lit staircase. Stroll the lakeside promenade, enjoy a coffee or an ice cream at the waterfront. Hop on a boat to admire the town from water, then turn your gaze south to the Swiss Alps, where snow-tipped peaks glitter in the sun across the shimmering lake. The Bodensee Weinfest takes place from Sep. 11 – 13 this year. https:// www.meersburg.de/en/Tourism

Nearby Unteruhldingen preserves an altogether older human story at its Pile Dwelling Museum, where reconstructions of prehistoric stilt houses recall life on the lake

millennia ago. The outdoor museum is an evocative counterpoint to Meersburg’s medieval charm and a UNESCO World Heritage Site. https://www.pfahlbauten.de/en/

Friedrichshafen and the Zeppelin legacy

At about the middle of the northern shore, Friedrichshafen celebrates the age of lighter-than-air flight. The Zeppelin Museum traces the technological and cultural history of airships and anchors the town’s identity. Visitors can explore exhibits that connect local industry to global aviation history, the Dornier Museum displays replicas of vintage aircraft where visitors can climb aboard.

The city also has a long promenade along the lake with an outdoor concert stage, beach bars and beer gardens, and holds numerous events throughout the season. Restaurants and cafés invite visitors to sit by the sea and enjoy fresh fish, a pedestrian zone offers unique small shops and eateries. The nearby airport offers blimp rides over the lake, a bit pricey but worth the amazing view. https:// www.friedrichshafen.de/ Friedrichshafen’s harbor is a busy hub with multiple ferry routes: a two-hour sailing to Bregenz, a direct ferry to Romanshorn in Switzerland, and a fast catamaran that reaches Konstanz in under an hour. From the water, sailboats, stand-up paddlers, and anglers criss cross the route, adding to a lively, ever-changing lakeside scene.

Lindau and island life

Lindau, an hour’s boat ride east, crowns a small island with a compact medieval core. Its harbor entrance is famously flanked by a Bavarian lion and a lighthouse that together form one of the

lake’s most photographed vistas. Narrow, cobbled streets climb past the Mangturm and the ornate Neues Rathaus, while cafés, galleries, and boutique shops spill onto sunny squares.

The island is linked to the mainland by a short causeway, yet retains an intimate, almost Mediterranean atmosphere against an Alpine backdrop. Regular boat services make Lindau a lively hub for lake crossings, and its lakeside promenades, marina, and seasonal markets invite slow strolls and easy access to nearby towns and islands. https://www.lindau.de/en/

Bregenz and the Pfänderbahn East of Lindau and across the border in Austria, Bregenz combines cultural ambition with mountain access. The Pfänderbahn cable car lifts visitors from the lakeside town to panoramic viewpoints in six minutes. From the summit one can see the lake framed by hundreds of Alpine peaks, standing in Austria you can see Switzerland on the south coast and Germany to the right. The Pfänderbahn is a short, scenic ascent that opens hiking trails, a wildlife park, and sweeping vistas over the border triangle. www.bregenz.at

Konstanz

The bird’s eye distance between Bregenz and Konstanz, located in the southwest, is 46 kilometers. The city blends a compact medieval old town with modern amenities: university life, museums, and a busy harbor. The city’s harbor is a starting point for scheduled roundtrips and liner services that visit Meersburg, Überlingen, and the island of Mainau, making Konstanz an ideal base for day trips on the lake.

Stroll the old town in the morning, take a short boat or ferry ride in the afternoon, or head back to Meersburg with a stop along the Blumeninsel Mainau (Flower Island). Mainau is best known for its extensive, year-round gardens, arboretum, and themed floral displays. The island is a horticultural showcase that draws families, gardeners, and photographers. www. konstanz.de, https://www.mainau.de/de

Romanshorn

Surprisingly, the border to Switzerland is just behind the city limits of Konstanz and Romanshorn can easily be reached by car, bus or by boat.

The town feels genuine Swiss, with oversized cowbells, fluttering flags, and dark wooden houses that give its streets a timeless charm. Its harbor is the focal point, which offers a landscaped promenade lined with cafés and restaurants, a busy marina, and an active ferry terminal that keeps the waterfront lively. If you plan to cross the border into Switzerland, carry your passport and check entry requirements for U.S. travelers in advance; there are immigration and customs checks both on land and at sea. https://www.romanshorn.ch/

Rhine Falls

The Rhine Falls, near Schaffhausen and Neuhausen in northern Switzerland, span roughly 150 meters across and plunge about 23 meters, creating a thunderous spectacle that can be enjoyed year-round. Here the Rhine, fed by meltwater from the Gotthard region of the Alps, gathers strength before embarking on its roughly 1,250-kilometer journey northwest to the North Sea at Rotterdam in the Netherlands.

Überlingen

The last stop on our journey around the lake is in Überlingen, which sits on the Überlinger See, a side arm of Lake Constance. It is prized for one of the lake’s longest promenades, lively harbor activity, and its role as a departure point for scenic boat excursions. The town’s landing stage is a convenient gateway for roundtrips and direct services to Mainau and Konstanz. www.ueberlingen.de

Beaches

Beach lovers won’t be disappointed: the Bodensee offers numerous sandy and grassy spots for swimming and sunbathing, from Strandbad West, Ost, and Nußdorf in Überlingen to Strandbad Hörnle, Litzelstetten, and Dingelsdorf near Konstanz, plus pleasant public shores at Meersburg and Friedrichshafen and many smaller coves scattered along the shore. Facilities vary by location, some strandbäder provide cafés, changing rooms, and diving platforms, while others are more basic, so check amenities in advance. Not all beaches have lifeguards, and many lakefront entries are pebbly, so bring bathing shoes for comfort and safety. https://www.weg.de/inspiration/ straende/bodensee

A region for movement and reflection

The lake invites both leisurely, reflective days along its promenades and lively exploration by boat, bike, or on foot. The Bodensee is a layered landscape: prehistoric pile dwellings, medieval ramparts, industrial museums, and sweeping alpine panoramas. Each town offers a different window into the lake’s long story and something to delight every kind of traveler!

Supporting allied capabilities: NISRF facilitates Belgian MQ-9B deployment

Story & photos by NATO Intelligence, Surveillance and Reconnaissance Force

SIGONELLA, ITALY — Between April and July, the NATO Intelligence, Surveillance and Reconnaissance Force supported the temporary deployment of a Belgian MQ-9B remotely piloted aircraft at Italian Air Force Base Sigonella.

The deployment highlighted another important aspect of the Force beyond its day-to-day mission. Through its established infrastructure, secure operating environment and multinational organisation, NISRF was able to facilitate the deployment by providing hangar facilities, local coordination and liaison support in close cooperation with Belgium and the Italian Host Nation.

This deployment is an excellent example

of what multinational cooperation within the Alliance looks like in practice

The deployment demonstrated how the infrastructure, partnerships and experience developed at NISRF can create opportunities to support wider Allied activities when required. It also reflected the value of close cooperation between NATO, Allies and the Italian Host Nation in enabling complex remotely piloted aircraft deployments.

For Belgium, the deployment also represented a significant milestone. Conducted under Operation Silent Spear, it included the first transfer flight of a Belgian MQ-9B from Florennes Air Base to Italian Air Force Base Sigonella. During the deployment, the MQ-9B and Belgian crews flew more than 400 hours in support of NATO’s Operation Sea Guardian and Operation Noble Shield, providing NATO with accurate maritime

situational awareness while maintaining a high level of operational readiness.

“This deployment is an excellent example of what multinational cooperation within the Alliance looks like in practice,” said Brigadier General John B. Creel, Commander of NISRF. “By bringing together the expertise of Belgium, the support of our Italian Host Nation and the capabilities available at NISRF, we created the conditions for a successful deployment. That spirit of cooperation is one of NATO’s greatest strengths and something we are proud to contribute to every day.”

The Belgian MQ-9B deployment took place during one of the busiest operational periods in the Force’s recent history. While facilitating the deployment in Sigonella, NISRF simultaneously conducted its Agile Combat Employment deployment to Norway

and Finland, supporting NATO’s Eastern Sentry activity and Exercise Ramstein Flag 2026. Together, these activities demonstrate the continued development of NISRF as a mature multinational organisation capable of successfully delivering multiple complex tasks in support of the Alliance.

As NATO continues to strengthen its Intelligence, Surveillance and Reconnaissance capabilities, NISRF will continue to evolve alongside the Alliance. During the recent NATO Summit in Ankara, Allies announced the procurement of up to five MQ-4C Triton aircraft, which will complement the NATO-owned RQ-4D Phoenix fleet operated by NISRF. Together with examples such as the Belgian MQ-9B deployment, the announcement reflects the Force’s continued evolution as the Alliance expands its ISR capabilities.

USAG Rheinland-Pfalz transfers authority from Higgins to Wood in change of command ceremony

Colonel Jeffery Higgins passed command authority of U.S. Army Garrison RheinlandPfalz to Col. Jerry L. Wood, Jr., in a change of command ceremony at Defender Field on Rhine Ordnance Barracks July 13.

More than 200 guests, including distinguished U.S. military and host nation civic leaders, garrison Soldiers and employees, attended the ceremony to witness the ceremonial transfer of leadership.

Wes Leisinger, Installation Management Command-Europe chief of staff, served as the ceremony’s presiding officer on behalf of Tommy R. Mize, IMCOM-E director.

In his farewell remarks, Higgins reflected on the many challenges that the garrison team met and overcame during his tenure, including sweeping civilian personnel force structure changes, a hiring freeze, the longest government shutdown in U.S. history and resource constraints.

“Instead of stepping back, this workforce stepped up,” Higgins said. “You proved that while this Garrison may be under-resourced for its mission, it punches way above its weight class. You consistently [demonstrated] your genuine commitment to this community and the meaning of the motto ‘Stronger Together.’”

In his two years as garrison commander, Higgins oversaw the successful planning and implementation of a more than $1.5 Billion infrastructure investment in the Baumholder Military Community to prepare for the integration of incoming special operations forces, invested in Soldiers and civilian employees through targeted leadership development programs, provided continuous security, services and support to tenant units and further

strengthened partnerships with host nation leaders and organizations through major community outreach events.

Higgins served as garrison commander since July 2024. He will retire from active-duty Army service later this year after a distinguished career spanning more than 25 years.

Wood thanked Higgins for his leadership, noting that he had left the garrison better than he had found it.

He acknowledged that the garrison team has faced challenges and emphasized his intent to learn from the expertise of those who have served with dedication in the face of adversity.

“The hardest problems solved together are the ones that build the strongest teams,” Wood said. “I believe genuinely that the people of this garrison are more than capable of rising to those challenges.”

He underscored the importance of each employee’s contribution to the readiness of Soldiers and the care of families across the garrison footprint.

“United States Army Garrison RheinlandPfalz is not a supporting installation,” he said. “It is the mission...YOU are the mission.”

As USAG Rheinland-Pfalz commander, Wood leads a team of 1,500 employees supporting a total force community of 44,000 servicemembers, civilian employees, family members and retirees across 26 sites in Germany, including sites in Baumholder, Miesau, Landstuhl, Kaiserslautern, Sembach, Mannheim, Gruenstadt and Germersheim.

Medical Readiness Command, Europe emphasizes safety — on and off duty

Military and civilian staff members assigned to Medical Readiness Command, Europe participated in safety briefings, demonstrations and discussion during the command's Safety Standdown Day at Vogelweh Park in Kaiserslautern, July 16.

The widely attended educational event featured hands-on instruction and briefings on critical risk-reduction topics, including substance abuse prevention, fire safety protocols, motorcycle and privately owned vehicle operations, and suicide prevention.

“Medical Readiness Command, Europe Headquarters conducts routine safety standdowns to directly safeguard the force and optimize operational medical readiness across the theater,” said U.S. Army Cpt. Benjamin Armstrong, headquarters and headquarters detachment commander for MRC,EUR. “These events pause routine operations to fulfill mandatory in-person training requirements and replace passive briefings with hands-on, seasonal risk-mitigation drills. By stepping away from daily tasks

together, personnel establish a shared understanding of risk tolerances and build the mutual trust required to safely execute their support missions. Ultimately, this collective focus on safety cultivates a resilient, cohesive team where every member is empowered to identify and mitigate hazards before they result in casualties.”

According to U.S. Army Safety officials, this type proactive training directly supports the overall Army Safety mission of preserving personnel and resources by seamlessly integrating occupational health and safety practices into daily military operations, tactical training, and off-duty activities, emphasizing that safety remains a shared responsibility for everyone from senior commanders to individual Soldiers.

U.S. Army Safety officials suggest that everyone, regardless of rank or position, is a safety officer and should report any unsafe, or potentially unsafe acts.

“If someone sees an accident, unsafe act, or near miss they can and should submit a report via the Army Safety Management Information System 2.0 (ASMIS 2.0) at https:// mishap.safety.army.mil/” added Armstrong.

HOT SUMMER, HOT CARS, HOT CLOTHES

Flip-flops on, sunglasses on, and off to the outdoor pool: On hot summer days, many drivers opt for breezy clothing and lightweight footwear. But is it allowed to drive in flip-flops—or even barefoot? There are numerous myths surrounding driving in the summer. The police explain what is actually permitted, what consequences unsuitable footwear can have, and what road users should pay special attention to in high temperatures.

So, is it allowed to drive in flip-flops?

In Germany, flip-flops or other shoes without heel straps are generally permitted for private individuals while driving. Driving barefoot is also not prohibited. However, wearing unsuitable footwear can have legal consequences in the event of an accident.

The potential consequences of wearing unsuitable footwear:

There is no legal requirement to wear sturdy footwear, according to the Westpfalz Police Headquarters. However, if an accident occurs as a result of wearing unsuitable shoes, this could lead to legal consequences regarding liability and insurance.

For reasons of traffic safety, the police recommend wearing sturdy, well-fitting shoes. These include, for example, sneakers, low-top shoes, athletic shoes, lightweight leather shoes, or flat casual shoes with a sturdy heel.

Is it allowed to drive while wearing a bikini or without a T-shirt?

In Germany, women are generally allowed to drive while wearing a bikini or swimsuit. There is no legal ban on summer clothing while driving. Light, airy clothing is the order of the day in summer temperatures. Bikinis and swim trunks are the go-to outfits at the pool. But what about when driving?

The Westpfalz Police Headquarters has the answer: In principle, women are allowed to drive in a bikini or swimsuit, and men are allowed to drive shirtless.

Hot cars

In summer temperatures, the interior of a vehicle can quickly turn into an “oven.” In this case, the police offer some tips that can make driving in the heat more bearable:

• Ventilate the vehicle before starting your trip

• Use reflective mats and sunshades

• Park in the shade whenever possible

• Check tire pressure

• Set the air conditioning to 22 to 25 degrees

• Do not leave spray cans or electronic devices in the car

• Lock the windows and doors when parking

• Do not leave valuables such as smartphones, cash, or handbags in the car.

Sunshades on the windshield can prevent the vehicle’s interior from overheating in summer temperatures

Hot children and pets

Another important reminder from the police:

Never leave children or pets in the car. Even with the windows open, the interior can heat up to life-threatening temperatures within just a few minutes. If a child or a pet is left inside a vehicle and needs to be rescued, this can result in heavy fines!

CROSSWORD

one of Germany’s most beautiful national parks, which offers four-season hikes, diverse animal life, waterfalls, lakes, and day trips to fantastic nearby towns.

Black Forest National Park: Where to start

The national park, which was established in 2014 and which encompasses approximately 25,000 acres of heavy, hilly forest south of Baden Baden and north of Triberg, feels mysterious and fairy-tale-like. It’s easy to imagine Roman legions refusing to enter, as happened two thousand years ago when they first called it Silva Negra, or the Black Forest.

Fortunately, a much friendlier fate awaits today’s visitors. The national park visitors center in Ruhestein is an excellent place to begin. Entrance is free, though a small fee is charged if you want to see a pretty cool exhibition on how the forest is returning to its wild ways.

Fantastic national park hikes

The Ruhestein center is also located very near the Schliffkopf nature reserve, which offers some of the best hiking in the Black Forest. During the spring and summer, hikers can find peace and quiet quickly. Lucky hikers will spot deer or even snakes (although some might consider that less lucky). For a reasonably easy peak hike, consider the Schliffkopf hike, which begins in the parking lot of the Schliffkopf hotel. The loop trail winds through classic terrain – heaths, forests, and meadows – and offers incredible views of the Rhine Valley. When you reach the 1,053-meter peak, you’ll be grateful.

Another excellent hike, in the northern portion of Black Forest National Park, is the Hoher Ochsenkopf trail. The forest surrounding it contains a number of rare and endangered species of fauna and flora. Be on the lookout for the “Hurricane” portion of the

trail, where 1999 hurricane winds laid waste to a whole portion of the forest. The peak is nearly the same height as the Schliffkopf, at 1,054 meters.

Even if you’re not into Black Forest peaks, there are tons of other walking options. More than 180 kilometers of trails stretch through the park, many of which push past traditional farmhouse shops that offer clocks (naturally) and Black Forest cake.

Nearby towns – 3 great Black Forest side trips

One of the best parts of living in Germany is that wilderness and civilization sit cheek to jowl. Here are three great stops to put on your Black Forest list.

Freudenstadt, located 30 minutes south of Ruhestein, is an overlooked gem in the Black Forest. The centuries-old city marketplace was destroyed during World War II, and then rebuilt into the beautiful (and historic-seeming) place that it is today. Freudenstadt is packed with fountains, great places to eat, and offers surprisingly decent weather most of the year. Fun fact: the town’s layout was based on a traditional board game called Nine Men’s Morris, which was played in Roman times and is still played today!

Triberg , an hour south of Freudenstadt, is another excellent Black Forest destination. Famed for its waterfalls and waterfall-associated hikes, Triberg also has an excellent cuckoo clock museum (which is way more fascinating than it sounds) that features the world’s largest cuckoo clock, which logs in at more than two stories tall!

Getting to Black Forest National Park

Reaching the Ruhestein Visitor’s Center by car takes just over two hours from Kaiserslautern or Wiesbaden, and 1.5 hours from Stuttgart. Check with Deutsche Bahn for train options to Baden Baden, Freudenstadt, or Triberg.

Surviving the summer surge: A guide to reducing the stress of transition season

The permanent change of station is a hallmark of military life. But even for seasoned service members, the combination of packing up a household, changing jobs, and uprooting a family can create a perfect storm of anxiety.

Army military psychologist Lt. Col. Isaac Lopez knows this firsthand. In his 18-year career, he has made seven PCS moves. His spouse, also a lieutenant colonel, has moved nine times in her 18 years of service.

“I am one of those that enjoys a PCS and am ready for a new job and location after two or three years,” Lopez shared. “My spouse... hates it.”

That stark contrast within a single household highlights a critical truth about military moves: the experience is deeply personal, and the stressors extend far beyond lost household goods or delayed travel vouchers.

From Lopez’s perspective as a psychologist, a PCS is fundamentally different from a civilian relocation due to the frequency, the competing demands of gaining and losing units, and the intense pressure placed on families to rebuild their lives rapidly.

The Unseen Toll: Battling Isolation

While logistics often dominates PCS conversations, Lopez points to a more insidious psychological challenge for families: isolation.

“Isolation is the biggest challenge,” Lopez

explained. “It is difficult for individuals to pick up and move their lives, essentially starting over. For spouses and children, they have to build a social and support network again.”

For the spouse who has just arrived in a new, unfamiliar town, taking the first step can be overwhelming. However, Lopez emphasizes that being proactive in developing a network is essential for mental wellbeing. He recommends leaning into established military and community structures immediately.

“Engaging in programs like the Family Readiness Group is helpful,” he said. “Additionally, it can be helpful to become involved in community networks such as churches, youth sports leagues and other children’s activities. They can be a great place to meet others.”

Financial Strain and the Power of Partnership

Beyond social isolation, financial strain remains one of the heaviest burdens for military families, particularly for junior enlisted personnel on a tight budget. While the military provides moving allowances, the unexpected expenses, from stocking a new pantry to covering temporary lodging gaps, can quickly escalate into marital conflict.

To mitigate these arguments, Lopez advises couples to approach financial planning as a team and to establish rules of engagement before the tension peaks.

“A key is to make time to have deliberate conversations about the PCS,” said Lopez.

“It may be beneficial to set ground rules prior to the discussion, such as agreeing to take a break and circle back if conversations become tense. Conversations should be goaloriented, and both individuals should treat the conversation as if they are partners.”

Ideally, this financial preparation should begin a year in advance of the move cycle to build a safety net for those inevitable, out-ofpocket expenses.

Pre-planning to Mitigate Stress

Even for a psychologist who enjoys the PCS process, a smooth transition requires deliberate strategy. For Lopez and his family, managing the chaos comes down to aggressive pre-planning.

“The things that we do to prepare include research on our new location, to include both the base and surrounding area,” he said. “If possible, we physically travel to the location and determine what area we want to live in, consider schools for our daughter, and look at the distance to base to calculate commute time.”

This preparation extends to the workplace as well. By doing a “deep dive” on the specific units and commands to which they are assigned, service members can mitigate workplace surprises before day one.

“Pre-planning as much as we can allows us to manage the stressors,” said Lopez.

A PCS will never be entirely stress-free, but by recognizing the psychological toll of isolation, communicating openly about finances, and utilizing available resources,

military families can protect their mental health during the summer transition season.
