Kaiserslautern Military Community Commander reinforces German-American connection

Third Air Force and Kaiserslautern Military Community Commander, Maj. Gen. Paul Moga, visited the German American Community Office and Villa Winzig Day Care in Kaiserslautern, April 10. While at the GACO, Moga met with Mr. Thomas Meschkat, Head of the Local National Works’ Council for Ramstein Air Base, to discuss workforce challenges and ongoing collaboration. The Works Council is critical to recruitment and coordination of Local National employment on U.S. bases while the GACO exists to bolster cooperation between the U.S. Armed Forces and local German community by facilitating open communication on issues that impact the Kaiserslautern Military Community.

Later, Maj. Gen. Moga visited Villa Winzig, a local German kindergarten, where he met with Ms. Susanne Christmann, Director of Villa Winzig,

and Ms. Caroline Moor, the kindergarten’s English language teacher. Maj. Gen. Moga read to the children and enjoyed a song performed by the class as part of the 86th Airlift Wing’s Grassroots community outreach program that began in 2009 at Villa Winzig and has expanded to two additional kindergartens. In this program, children are offered a unique English language curriculum and paid regular visits by U.S. military volunteers.

Maj. Gen. Moga expressed his appreciation for continued cooperation between the KMC and the Rhineland-Palatinate Ministry of the Interior, recognizing the MOI’s continued funding of the “English at the Kindergarten” project that provides the kindergarten a native English speaker. The early childhood English language program is unique to Rhineland-Palatinate and underscores the community’s commitment to fostering partnership for future generations.

Military Child of the Year for Air Force finds strength in tragedy

Sophia Pinero, 2025 Military Child of the Year for the Air Force, has learned to embrace life following the death of her father in 2023 after he served his country for 17 years.

Sophia, now 17, was 15 years old when her father, Master Sgt. Anthony Pinero, passed away tragically. She lives at Ramstein Air Base with her mom, Sheena Pinero, an executive services specialist and her younger sister.

As a military child, Sophia experienced 37 months of her father’s deployment and five changes of station. Moving most recently to Germany meant leaving friends and family even farther away than usual, but Sophia responded with resiliency, helping plan trips around Europe with her mom and sister.

“Of all of the bases that I have been stationed at, Ramstein Air Base has been the best,” Sophia said. “I have never felt as connected to the people around me as I do here. Whether it is pitching mail at the post office with active-duty personnel or recognizing volunteer excellence in the community, Ramstein Air Base has always felt like one big, connected family.”

Ramstein High School and Air Force JROTC have offered abundant opportunities to get involved. Sophia is a member of the school marksmanship team and assisted in breaking the all-

time school record at competition in 2024. She participates in Model United Nations, National Honor Society, and was president of the Junior Science and Humanitarian Symposium. She has commanded more than 10 Color Guard and formations in her role at Air Force JROTC, where she also volunteers for activities such as retirement ceremony ushering, color guards for sporting events, manning POW-MIA tables for retiree appreciation events, and basewide events such as 5k runs and toy drives for Ukrainian children.

Sophia is considering pursuing a career in engineering or medicine. She wants to attend the United States Air Force Academy or a university with a strong Air Force ROTC program, and she hopes to become an officer in the Air Force.

“Having a parent who served in the military has given me a deep sense of pride,” Sophia said. “Witnessing the hard work that my dad put into his career inspired a sense of strength in my own work and also in him.”

“The overwhelming support and love that I received from my friends, family, and community around the base and school helped me keep moving forward,” she said. “They pushed me to continue succeeding while also reminding me that it was okay to take breaks and grieve. The support I receive from the people around me motivates me to keep striving for success.”

Warrant Officers collaborate on near-future AI applications, data strategy integration in European Theater

HEIDELBERG — Nearly three dozen U.S. Army warrant officers from units throughout Europe filled a small conference room at the Hilton Hotel in Heidelberg, Feb. 19–20, to collaborate and network during a warrant officer professional development symposium.

The professional development event aimed to improve and expand core communications capabilities, instruct lessons learned, and share best practices. The event provided briefings from speakers who are up to

speed on the latest information of how the Army is adapting to the changing information technology landscape with the integration of artificial intelligence and data management and analytics. The event was also used as a think tank style atmosphere to get some savvy minds into the same room as a collective team of thought leaders from across Europe and Africa in the information technology, communications and data management professions, according to Chief Warrant Officer 3 Randy Nkoulou, the WOPD coordinator and data operations technician with the 21st Theater Sustainment Command.

The event was broken into two days. The first day focused on understanding near-future artificial intelligence applications and emerging technologies. Some of the briefing topics that covered the future of U.S. Army contracted artificial intelligence included an in-depth brief of the function and use of the U.S. Army Europe and Africa’s software factory and discussions on how generative AI works and how to communicate with AI platforms within the parameters of the U.S. Army network.

The event’s second day focused on data integration, management, and analysis. Briefers spent the

day tying the importance of good data management strategies to the better use of AI in the workplace. According to Capt. Derrick Kozlowski, the chief data officer for the U.S. Army Signal School and the office of the chief of signal, the more accurate data combined with good data management practices, the better a unit can harness the data for integration with AI or other work practices to make communication more efficient and effective.

“I think the discussions we generated during the professional development helped us all understand what’s going on in the theater and this event provided us the opportunity to put our heads together to understand how to fix theater problems,” said Nkoulou, regarding the effectiveness of this WOPD.

As the WOPD event concludes and warrant officers nestle back into their assignments across Europe and Africa, the 21st TSC communications team is starting the planning phase for next year’s event. This event was Nkoulou’s last one before his

permanent change of station to his next assignment. Chief Warrant Officer 3 Jonathan Davis will be taking over organizing and executing the professional developments. According to Davis, with his background, he feels he can bring his experiences working at the strategic level. Davis is working on enterprise-wide communications solutions, and he feels he will be able to place his unique knowledge set of modern work, interoperability, and security. By the conclusion of the WOPD event, some positive tangible effects were realized. “We found readily available AWS Wickr licenses to enhance secure communications on personal devices. We also learned we can procure advanced CISCO router capabilities to prioritize mission-critical data feeds and through discussions, we worked on a way to establish a theater-wide data lake. Processes to contribute to Army Futures Command and DISA projects were clarified for the attendees as well,” said Lt. Col. Holly Glisson, the 21st TSC’s G6.

Forever honored, eternally remembered:

76th AS recognizes crew of IFO-21

In memory of the 29th anniversary of the Implementation Force-21 crash on April 3, 1996, the 76th Airlift Squadron held a remembrance ceremony at Ramstein Air Base, April 10.

Six Airmen from the 76th AS, in addition to 29 American and Croatian passengers, lost their lives during a mission directed to establish trade partnerships in the aftermath of the Bosnian civil war.

“IFO-21’s mission was official trade. The U.S. Secretary of Commerce, Ronald H. Brown, carried an offer for normalizing relations between the U.S. and a former communist enemy, the newly independent Croatia,” said Shannon Murphy, 86th Airlift Wing historian. “As communism collapsed throughout Europe, the United States sought to help build new ties with new governments. This tragic accident started as a mission of peace, designed to forge stronger economic cooperation in the former Yugoslavia.” While various specifics of the

crash still remain unknown, this occurrence made it clear that change was necessary.

The subsequent impact of this incident drove guidance for all U.S. Air Force aircraft to be equipped with flight data and cockpit voice recorders, as well as, regulation changes requiring specific DOD approval for all foreign instrument approaches to meet criteria equivalent to U.S. standards.

“As with everything we do in the military, standards, regulations and instructions govern the way we operate,” said Brig. Gen. Adrienne Williams, 86th AW com -

mander. “Many of the rules we live by may seem arbitrary to the casual observer, but nearly every safety rule and regulation can be said to have been written in blood. Every time we step to fly we accept risk, but our risk is minimized when we enforce standards and follow regulations. Each one of us plays a crucial role in maintaining safety and readiness.”

The 76th AS memorializes those who lost their lives by holding this annual remembrance ceremony. This commemoration ended with a ceremonial wreath being placed at the remembrance

memorial, followed by a C-21A flyover.

“Grief is intensified by the idea that the person lost will be lost to history as an ever-growing distant memory,” Murphy said. “In the aftermath of a loss, personal identifiers like someone's birthday, the color of their eyes, what they like to drink, becomes a part of their history. But their stories, their experiences, how they affected other people, what they were passionate about: That becomes their enduring legacy. All stories matter. All lives are important.”

Medical Readiness Command, Europe hosts NATO Joint Medical Planners Course

U.S. Army Medical Readiness Command, Europe, in collaboration with the NATO School Oberammergau, hosted a fiveday NATO Joint Medical Planners Course at Sembach Kaserne, April 7-11.

The training course was provided by a Mobile Education and Training Team from the NSO with the goal of reinforcing multinational medical support planning across NATO operations. More than thirty U.S. Army medical personnel from various commands across the European theater took part in the training.

“The JMPC is designed to equip military medical professionals with the foundational knowledge required to effectively support NATO missions,” said U.S. Air Force Lt. Col. Matthew Kesti, course director and instructor for the Joint Enabling Capabilities Department at the NSO. “By focusing on interoperability and coordination within the NATO command structure, the course plays a vital role in preparing medical planners to operate in joint and combined environments.”

According to NSO officials, the JPMC marks a significant opportunity to enhance the readiness of NATO medical personnel. With growing complexities in global

security and multinational missions, the ability to integrate medical planning seamlessly into NATO operations has become a strategic priority.

“The Joint Medical Planners Course provides essential training to help ensure that when NATO forces operate together, their medical support systems are fully aligned,” said Dr. John Casey, Global Health Program Manager for MRC, EUR. “When you get down to it, it is really about saving lives by improving planning, coordination, and readiness across all levels of command.”

The five-day course covered a wide range of topics, including NATO medical planning principles,

operational medical doctrine, and the integration of medical capabilities in multinational operations. Course participants were able to engage in interactive lectures, case studies, and scenario-based exercises, all aimed at fostering a shared understanding of procedures and best practices.

“The NATO School Oberammergau plays a leading role in providing education and training across the NATO alliance and its course directors are subject matter experts in delivering these type courses,” added Kesti. “By deploying our Mobile Education and Training Teams, the NSO ensures that essential knowledge and skills are brought directly to operational

environments where they are most needed.”

According to senior military officials, training courses like the JPMC are vital to ensuring collaboration and cooperation among NATO partners.

“As NATO continues to respond to global challenges with unified action, courses like the JMPC remain central to building cohesion and operational excellence among allied forces,” added Casey. “With the successful execution of the JMPC at Sembach, our NATO medical planners will be better prepared to meet the demands of complex joint multinational operations — ensuring that no matter the mission, medical readiness remains a top priority.”

Ask the Doc: My nose knows LRMC celebrates 72 years of excellence

Dear Doc: I suffer from horrible allergies every year and I’ve just changed duty stations to an area that I’ve been told is especially bad for them in the spring. I’ve tried over-the-counter meds for years and nothing seems to work. With things starting to bloom, I’m almost afraid to go outside. How can I keep my allergies in check and make sure I can finally enjoy the warm weather in the next few months?

Dear Nose: You’re not the only one who suffers from allergies. I’ve had a few rough springs myself.

There are several ways to minimize the effects of springtime allergies. The easiest thing to do would be to stay inside, but that’s obviously not ideal. Not to mention, winter coupled with COVID-19 has had us doing a lot of that lately.

I recently talked to Air Force Lt. Col. (Dr.) Karla Adams, medical director for allergy services at Wilford Hall Ambulatory Surgical Center at Lackland Air Force Base in Texas. She had quite a bit of good advice about what you, as well as your nearest military treatment facility, may be able to do to make your spring a little more enjoyable.

Allergies to pollens and environmental allergens are pretty common. Some folks can suffer from year-round allergies and other people are very much seasonal in terms of their pattern of allergies, and it’s going to depend on what’s blooming and the individual and what they’re allergic to, as well as their location.

Like I said, we know that this is common and, as a matter of fact, allergies are increasing in the

general population. Our goal is to try to prevent symptoms as well as treat symptoms in several different ways. There are a few things you can do.

Try to limit your time outdoors during peak allergy season. If you can stay inside, obviously that’s going to help. I realize it’s not ideal for everyone to be indoors all the time, so you might think about changing the way you would normally do things. For instance, windy days tend to be worse for outside allergens because pollens are getting stirred up in the air. Given that, you can easily determine that a windy day during peak allergy season is probably not the best day to be outside.

If you know what pollens you’re sensitive to, there are several ways to check pollen counts wherever you live. There’s an organization called the National Allergy Bureau that has an online tool that allows you to type in your ZIP code and find out what pollens are in the air, and many local newspapers and television stations also report on pollen counts. It’s really all about keeping yourself informed.

You can also tailor when you’re going outside. We know, for example, when and where ragweed pollen is really high, it tends to be higher in the morning. Conversely, tree pollen tends to be higher in the evening.

Other practical tips include wearing protective eyewear to prevent allergens from getting in your eyes. If you know that mowing the lawn is a trigger for you, wearing a mask while you’re doing that activity can help.

It’s unrealistic to never go outdoors. We must go to work, school, things like that. Taking precautions like shutting the windows, chang-

ing your clothes, washing your hair, or taking a shower after coming inside can help to minimize bringing those pollens into the house. HEPA (high efficiency particulate air) filters in your vacuum or air conditioner, or stand-alone HEPA filters can help quite a bit to filter those things out, too.

Allergy medications can help, but there’s a difference between over-the-counter and prescription medicine. All the medicines are designed to treat symptoms, but some are better at preventing versus treating acute symptoms. Nasal sprays, for example, do a better job at preventing symptoms from developing in the first place. The key is to start medication one to two weeks before your peak allergy season. If you wait until the symptoms start, it’s going to be harder to treat.

Knowing which medications

work for you and talking to your primary care provider can help to find a good medication profile to help you get better.

If over-the-counter or prescription medications aren’t working, allergy shots are also definitely an option. Allergists can provide allergy shots for patients who have failed treatment with other measures. It’s a long process (three to five years), but it’s the one tool that we have that’s disease-modifying, meaning that we can make your allergies either better or, sometimes, completely go away.

One question that I get sometimes is, “Can I move to a location that doesn’t have allergens, so my allergies won’t affect me as much?” Unfortunately, allergens are present pretty much everywhere. You might have different patterns depending on location, but a lot of it is understanding what your

triggers are and finding out what works for you, whether that be avoidance measures or medication. Nose, I hope this advice helps and you’re able to get out there and enjoy the area around your new duty station as the weather warms up. I know I intend to get outside in as much as possible.

It’s all about finding a treatment that works for you, whether that be medication, taking precautions, a mix of both or even allergy shots. The first thing I would do if I were you (if you haven’t already) would be to go talk to my primary care physician. They should be able to help you figure out the best course of action.

USAG RP, German leaders explore mutually beneficial housing solutions

Representatives from U.S. Army Garrison Rheinland-Pfalz met with local German mayors and district officials April 1 to explore mutually beneficial off-post housing solutions for Soldiers and civilian employees.

The meeting, hosted by Baumholder District Mayor Bernd Alsfasser, comes as the garrison faces a housing shortage amid ongoing renovations and new construction. Alsfasser reached out to neighboring communities after the garrison commander requested assistance at a media event last November. Representatives from the districts of Kusel/Altenglan and Birkenfeld, the city of Idar-Oberstein and the Saarland communities of Freisen and Nohfelden attended.

Benjamin Werle, a member of USAG RP’s Baumholder housing office staff, presented information

about the housing situation, highlighting the need for off-post rentals even after the current construction projects are completed.

“We are building a number of new townhouses, and some of the large apartment blocks are currently being renovated,” Werle said.

He added that renovating through the garrison’s “right-sizing” program increases the size of renovated apartments while reducing

the total number of available units.

The housing staff detailed specific requirements for rental properties, including size, amenities, distance from the base and lease terms. Addressing concerns about potential language barriers, Housing Section Chief Markus Immesberger assured attendees that housing staff will be present for both move-in and moveout inspections with landlords and tenants.

Alsfasser encouraged local landlords to take advantage of the opportunity, emphasizing the unique German American cooperation in Baumholder and the surrounding area.

“Take advantage of this opportunity,” Alsfasser said. “The U.S. housing office is available.”

USAG RP BOSS program builds Soldier resilience through service, entertainment

The Better Opportunities for Single Servicemembers program isn’t just about activities, it’s about impact to Soldiers. Built on three core pillars — quality of life, community service and recreation — BOSS empowers single Soldiers by developing partnerships and providing support both on- and -off post.

BOSS gives Soldiers opportunities to engage in volunteer opportunities that give them a sense of purpose beyond their mili-

tary duties while benefiting the communities they serve.

Recently, Armed Forces Entertainment brought Soldiers together with a Niko Moon concert, made possible in part by backstage security provided by the BOSS team volunteers.

“It was a great night with good vibes!” said Pvt. Second Class Claudia Lujan.

“BOSS plays a vital role in shaping well-rounded, resilient Soldiers,” said 515th Transportation Company Staff Sgt. Abel Frederique. “It’s more than just a program; it’s a community and a support system that

shows the Army cares about its Soldiers’ well-being.”

Tina Dunn, Baumholder Morale, Welfare, Recreation civilian advisor, understands the unique challenges that come with being stationed in a foreign country.

“These Soldiers have to adapt and overcome to become more professional, confident and prepared to face any challenge,” said Dunn. “Witnessing their growth makes me proud.”

ABC IN KMC: Walpurgisnacht - Witches’ Night

The night from April 30 to May 1 is known as “Walpurgisnacht,” so beware the “witches” are out there!

It is not considered an official holiday but is still a noteworthy event for reasons that will become clear in a second.

In German folklore Walpurgisnacht is heavily linked to witchcraft and the supernatural. It is said that witches chose this day to dance on the peaks of hills and plague the populace by causing mischief.

between Halloween and April Fools. A big part of the “holiday” is playing pranks on unsuspecting people. Usually this is limited to minor nuisances like spraying shaving cream on door handles and wrapping lamp posts in toilet paper.

On occasion some people might overdo it with the pranks. Just to be on the safe side, do not leave items out in your front yard as people might carry them off. If you own a garage, park your car inside to avoid cleaning up shaving cream in the morning or decorative toilet paper on the antenna or mirrors.

Sometimes kids will drape toilet paper across a street and demand a toll. Of course, you are not required to pay it, but just a few cents will spare you the pleading and the puppy eyes.

German Labor Day –“Tag der Arbeit” May 1

“Tag der Arbeit,” usually simply referred to as “Maifeiertag” (May holiday), has its origins in the labor union movements of the late 1880’s. Just like American Labor Day, the day is now used to celebrate the achievements of workers past and present.

The first day of May is also used to celebrate spring. Traditionally communities will erect large, heavily decorated poles called “Maibaum” (May Pole) and light public bonfires. The festivities are often accompanied with songs and dancing. You might read a sign “Tanz in den Mai,” inviting you to a dance event. In some communities, young men (and women) will guard the Maibaum, have a jolly time doing so or will try to steal the tree in the neighboring village.

As with all federal holidays, stores and public offices will be closed on Labor Day, which is on a Thursday this year.

U.S. Army Dental Health Activity Rheinland-Pfalz held a change of command ceremony April 11 at the Landstuhl Regional Medical Center Fitness Center. The host for the ceremony was U.S. Army Col. (Dr.) Scott Rankin, center, commander of Dental Health Command, Europe. DENTAC-RP bid farewell to the outgoing commander, Col. (Dr.) James Giesen, right, and welcomed Lt. Col. (Dr.) Ryan Allred, left. DENTAC-RP manages dental care and services for approximately 10,000 active duty servicemembers, and other eligible beneficiaries, at five U.S. Army dental clinics in the German states of Rheinland-Pfalz and Hessen as well as U.S. Army dental clinics at SHAPE and NATO Headquarters in Belgium.

Here’s the thing: I love historical figures. There’s just something about learning what inspired humans to become who they became that fascinates me. I also love museums, poetry and endless walks in parks, which may just be the reason Weimar is one of my favorite cities in the whole world. Good news: you do not need to be excessively interested in any of that to enjoy the spirit of this good old German small town.

So let me become your personal tour guide for this extraordinarily peaceful city, haunted by the sweet ghosts of artistic masterminds that shaped the era now known as ‘Weimarer Klassik’ (Weimar Classicism, 1772 –1805). Whether you’re looking to find out more about Germany’s history or simply need a day away from the noise and stress of your daily life, Weimar is the place to go.

Fun fact: when asked to pose for this monument, Goethe said he will only do it if his friend Schiller can pose with him under the condition that they be portrayed the same size. (Schiller was much taller than him.)

The Impact of Anna Amalia

In 1758, Anna Amalia became duchess of Weimar and the town began its transformation to becoming the cultural capital of Germany. As one of the only female rulers of her time, she wanted the city’s education to focus on music and arts, which quickly drew in poets, painters and thinkers from all over the continent. To this day you can clearly see what her priorities were and it almost feels like a journey to simpler times.

The Anna Amalia library is simply beautiful. So even if you’re not interested in the literature itself, a wall of old books never fails to astound. Only a limited amount of visitors are allowed to go in per day so make sure to schedule it early in the day and buy your ticket in advance.

Goethe in Weimar Germany’s favorite poet, author and playwright, Goethe, was born in Frankfurt in 1749 and died in Weimar in 1832. On a special invitation by Anna Amalia’s son, Carl August, Goethe came to town, moved to what is now known as his Gartenhaus (garden house) in the heart of the Park an der Ilm and soon fell in love with the city’s charm.

His beloved Ginko tree, which has inspired many poems, is still

standing today. Despite many travels to Italy, he always returned to Weimar, where he eventually moved to what is now known as his Wohnhaus (living house).

He is buried next to his friend, fellow writer Schiller, whose house was located only a few yards from Goethe’s townhouse and serves as a museum as well, in the ‘Fürstengruft,’ only a short walk from the city center.

Attractions

If you’re travelling with children, you can’t miss the multimedia show of the town’s history at the Weimarhaus. The tour takes you through a series of rooms, guiding you through time from the first settlers to Napoleon’s arrival at the castle all the way to a mini show of Goethe’s most famous work, Faust. Narration is available in English.

Discover the city from an entirely new perspective: via horse-drawn carriage. Depending on the length of your tour, it will take you to its most important sights and the majestical Park an der Ilm. While we remain glad that we don’t have to travel by coach these days, it’s a surprisingly soothing way to get around and gain a general idea of where everything is located. Many coach drivers are bilingual to answer any questions you might have. No matter what your plans are or how long you’re in town for, you have to stop by the Goethehaus. It’s a magical combination of pompous furniture, bright accessories and anecdotes from the writer’s long life with just the right amount of books: innumerable. It serves as the home to the Goethe Nationalmuseum and houses many sculptures, paint-

ings and belongings that he collected throughout his life. Every room is painted in a different color; its meanings are explained in an English audio guide. The beautiful garden can only be visited during the summer months but you can catch a glimpse through the windows facing it. Just make sure not to pose too closely to his personal carriage because the alarm will go off. Trust me on this one.

Other visitable houses include the afore mentioned Schillerhaus. It may look less spectacular at first due to the writer’s lack of fame in his lifetime, but still gives excellent insight into 18th century life.

The Bauhaus Museum is an architectural museum on Theaterplatz, established in 1995, which exhibits over 250 works by Bauhaus School teachers and

students (1919-1933). Bauhaus style is famous for its modernist, independent designs.

Restaurants

Speaking of warming our hearts; a nice cup of hot chocolate or coffee can not be missing during your tour, so make sure to stop by Café Gretchen (which dubs as a highly recommended family hotel) or Lily’s Waffel und Mehr on Frauenplan for homemade cakes and drinks.

If you’re looking for some good old German delicacies, you have come to the right spot. Three deliciously traditional restaurants line the city’s market square, Markplatz: Elephantenkeller (elephant basement, as you do), Zum Schwarzen Bär (‘Black Bear’, apparently naming restaurants after large animals was big at that time) and Restaurant Anna Amalia. Getting to Weimar

Located in the heart of Thüringen, Weimar is only a 3.5hour drive from Kaiserslautern and Stuttgart and about an hour closer to Wiesbaden, so if you’re not looking to spend the night, you can absolutely turn it into a daytrip as well.

For public transportation options, check with Deutsche Bahn or Flixbus.

Getting around is easy thanks to public buses but most things are in walking distance of each other, so make sure to bring comfortable shoes and nothing can go wrong.
