European leaders steer F-35 integration

tion of more than 226 publications and almost 4,795 compliance items. In the letter delivered to Airmen, Secretary of the Air Force Heather Wilson, Chief of Staff of the Air Force Gen. David L. Goldfein and Chief Master Sgt. of the Air Force

Kaleth O. Wright said they owed the force an update. “We view this as a warfighting imperative, empowering commanders to use good judgement to accomplish the mission,” Air Force senior leaders said in the letter.

The modernized, fifth-generation capabilities the F-35 brings to the fight include advanced stealth, improved electronic attack and electronic protection, and special sensors for enhanced situational awareness. These capabilities combined with traditional fighter characteristics of speed, maneuverability, and precision weapons enable victory in high-threat environments. Lee Flint, USAFE 5th Generation Integration Division deputy chief, explained the difference between 4th generation and 5th generation fighters. “In a nutshell, it’s blending unparalleled situational awareness with stealth,” Flint said. “[The F-35] provides aviators the capability to work in situations where they never could have worked before.” Rather than replacing older

fighters, Flint explained, the F-35 is designed to integrate with 4th generation aircraft and compliment the technology already in place. Integrating the F-35s in Europe takes coordination. The general officers user’s group meets annually to strengthen ties and steer the aircraft’s future in Europe. Participating nations include Denmark, Israel, Italy, the Netherlands, Norway, Turkey, the United Kingdom, and the United States. Flint noted several of the participating nations including, the United Kingdom, Norway, and Italy, already have operational aircraft in Europe. The U.S. can learn from the experiences unique to Europe those nations have had. “We’re very excited to learn from their experiences and springboard from those to rapid operational capability,” Flint said. “We need to keep those conversations going,” he continued. “That’s why opportunities like the European F-35 user’s group are so important to us.”

The group discussed how to ensure there is solid infrastructure in place for operational training when the aircraft arrive. An example of the infrastructure challenges is making sure aviators have the airspace they need in order to practice and fly like they would in combat, Flint explained. He said personnel are learning to create air spaces in Europe to provide pilots with the room they need to hone their skills. Another topic the user’s group discussed was the cost associated with the aircraft. The manufacturer, Lockheed Martin, reduced the cost of procuring and employing the aircraft, and intends to continue that trend. “It’s important to remember that the F-35 is just getting started,” Flint said. “Even though more than 300 airplanes have been delivered worldwide, we’re just going into full-rate production very soon, and that’s where you’re really going to see dramatic improvements of purchase and maintenance costs. We’re learning every day.”

Flint said the Air Force has already experienced many operational and maintenance innovations that have reduced costs. “It’s really young Airmen who are making the difference,” Flint said. “It’s people who are touching the airplanes every day. These young Airmen are innovators, and they’re creative. They’re working with the contractors to do things smarter, faster, better, and cheaper.” Flint said that while some countries will not be operating the F-35s, they are still using their own capabilities to ensure the aircraft are successful in Europe. “By blending those capabilities together, we’re creating opportunities to defend ourselves and to protect our way of life, and that’s what this is about,” Flint said. “It’s not about excluding people who don’t have airplanes. It’s about cooperation and integration.” The user’s group is scheduled to reconvene later in the year to assess progress and determine the next steps for the F-35’s future in Europe.

PUBLICATION REDUCTION from Page 1 In addition to eliminating more than 226 publications, Air Force senior leaders updated 212 publications, with another 309 in formal coordination. Functional communities supporting the review considered whether publications add value, set policy, describe best practices and delegate authority to the lowest practical level. The initiative has been a priority for Air Force leadership as they continue to provide Airmen and their local leadership more flexibility to accomplish the mission in a way that makes sense. “We trust you to make the right decisions for your Airmen,” they said. “That’s what we want commanders to know.”

Remembering 9/11 on Ramstein Story and photos by Airman 1st Class Kristof J. Rixmann 86th Airlift Wing Public Affairs Members from the 86th Aerospace Medicine Squadron booster club and other U.S. service members gathered together on Ramstein Air Base, Sept. 11, to honor victims of the 9/11 terrorist attacks and all service members who paid the ultimate sacrifice in the subsequent global war on terror. U.S. Airmen, friends, and family participated in a sixkilometer ruck march throughout the Woodlawn Golf Course. As individuals made their way through the course, they read 18 different graphics which commemorated 18 different heroes in our military who acted selflessly in times of extreme duress. U.S. Air Force Col. Joseph Wenckus, 86th Airlift Wing vice commander, opened the morning’s event with a word on what 9/11 means to him. “For many of us, 9/11 plays a big part in our lives,” said Wenckus. “I think everyone serving in the military remembers exactly where they were and what they were doing when the 9/11 attacks struck. I don’t think there is a more noble cause that we do on a daily basis than to remember our fallen warriors and our wounded warriors. They have given so much more than we could ever give, or imagine to give, and they did it, sacrificing, without hesitation and without delay.” Two wounded warriors, retired U.S. Army Sgt. Richard Rice and U.S. Air Force Special Agent Joshua Goodwin, then shared a few words on their motivations behind joining the military and their experiences of combat. “I would just like to say, really from the bottom of my heart, what an honor it is to speak today,” said Rice. “Today, for me, it’s not just remembrance of the victims of 9/11 or those who paid the ultimate sacrifice in response to aid, but it’s a memory to me of the spirt of why I joined the military, and why,

I’m sure, you joined the military. It takes some courage and a certain person to put on that uniform every day, to have the will and drive to aid and serve the people of our nation.” Following the opening remarks, U.S. service members, along with family and friends, then began their ruck march. Individuals were seen marching throughout the golf course wearing their job-specific “progear,” along with backpacks containing additional weights. Members from the 786th Civil Engineer Squadron Explosive Ordnance Disposal flight wore their bomb suits while firefighters wore their fire safety gear. The American Red Cross and the Wounded Warrior Project also assisted in organizing this year’s 9/11 memorial. Kristy Hogan, Wounded Warrior Project international outreach coordinator, believes it is important for service members and Americans to continue their remembrance of 9/11 victims and fallen service members. Hogan was one of the lead representatives from the Wounded Warrior Project who helped ensure the success of the event. “Always remembering what happened on 9/11 is important because thousands of civilians, first responders, and service members lost their lives that day,” said Hogan. “Since then, service members from all branches of our military answered their nation’s call, and it is important to continue to honor and empower them.” Hogan prompts individuals to remember service members are still in need of services and programs to support them and help them transition to civilian life. “If we as a nation forget what happened 17 years ago, we will be doing a disservice to everyone who perished on 9/11 and everyone, past and present, who has put on the uniform,” said Hogan. While the years between the attacks and the present continue to grow, the impact of the attacks remain anything but a distant memory.

Traffic pattern change at Ramstein East Gate As of Sept. 20, pattern changes at the Ramstein Air Base East Gate have taken effect. Of note, the left turn into the East Gate was previously the priority flow of traffic. The left turn will no longer be the priority and must yield to traffic coming from Mackenbach toward the traffic circle. This change is not expected to cause delays. B37 detour The B37 between Hochspeyer and Frankenstein will be blocked for traffic until Oct. 24 due to surface renewal. A detour will be indicated by road signs. Motorists are asked for their understanding and to apply necessary caution while driving around the detour. L498 road work The L498 between Burgalben and Donsieders will be blocked for traffic until Dec. 30. Main Street (Sandweg) in Waldfischbach-Burgalben will also be partially blocked. The carpooling parking lot will still be accessible for vehicles. Road work has become necessary as rain has washed out the embankments potentially causing rocks to roll down onto the road. Motorists are asked to apply caution and to have understanding for any inconveniences this may cause.

Parking discs needed In certain parking lots on Ramstein Air Base, display of a parking disc is required. Parking without displaying a disc or remaining past the allowed time could result in a citation. Green Dot Training Have you taken your annual Green Dot training? Customers should understand with the process, waiting times may be longer than usual. The VCC opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Don’t be a victim: Protect yourself from cyber crime Story and photo by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs There is an epic battle raging worldwide which transcends every national boundary — and everyone is involved whether they know it or not. It is the war in cyberspace: a realm many experts are calling the newest battlefield. This war is not fought with guns or cannons, but with technology most people carry in their pockets and keep on their desks. “Cyber security is a family affair,” said Lt. Col. Becky Russo, 691st Cyberspace Operations Squadron commander. “A twoyear-old kid nowadays can navigate an electronic device like anybody else. Teaching them the disciplines of cyber vigilance could save your family from compromising your security at a moment’s notice.” Ahead of Cyber Awareness Month, cyber operations experts from the 691st COS discussed various methods to stay ahead of the adversary in the vast expanse of the digital world. The 691st COS is a major

cyberspace focal point in the U.S. Air Forces in Europe-Air Forces Africa major command. It delivers globally integrated cyberspace capabilities across various theaters of war and safeguards the security of Air Force assets around the world. “We live in a digital world,” said Master Sgt. Bobby Nooner, 691st COS Weapons and Tactics Flight chief. “If you don’t own your digital life, then somebody else will. It’s very easy for the adversary to steal your information and do whatever they want with your life.” Nooner listed a variety of tactics cyber criminals use to trap internet users and exploit them. One is a scam in which a perpetrator impersonates the email or social media account of a user’s friend or colleague and entices them to open a link or click an attachment. Nooner also compared a cyber-attack to a spreading virus, saying the effects can spread within a network or organization. “In the cyber world, anyone can be the weakest link,” he said. “As soon as the threat attacks one target, it’s in the chain.”

A simple phone call to a friend or colleague to confirm uncharacteristic messages can save a person from plenty of negative consequences, Nooner added. Other cyber scams include phishing attacks, which are fraudulent emails purporting to come from reputable companies or organizations, and planting of malware into downloadable programs disguised as legitimate software. Capt. Chad Speer, 691st COS Cyberspace Integrations Flight commander, said vigilance on the worldwide web does not end at home or the workplace, but extends to public Wi-Fi networks. Malicious entities can intercept unsecured connections and cause damage to networks or steal information, he warned. “Make sure you use a virtual private network when you connect to public Wi-Fi,” Speer said. “These are available from legitimate sources for your computer or handheld device. VPNs are very useful in protecting you when you surf the web on public networks.”

While the variety of traps and pitfalls in the digital world seem to be endless, so are the ways web users can defend themselves, said Capt. Gregory Huete, 691st COS Cyberspace Protection Flight commander. Huete listed the consequences of falling victim to a cyber-crime: identity theft, loss of personal and work-related property, a tarnished image, and in extreme cases danger to one’s life. People can save themselves a lot of trouble by exercising basic

discipline and caution in every facet of their lives, and should not treat the virtual world as an illusion just because they can’t physically feel it, he said. “If you allow somebody to steal your information, they do with it as they see fit,” he said. “It lets them control the narrative, even allowing them to tell a different version of the truth. They can paint a picture of you that does not match reality. Your cyber security is important not only for yourself, but for your family and the Air Force.”

86th Maintenance Group: Getting aircraft in the air Story and photos by Airman 1st Class D. Blake Browning 86th Airlift Wing Public Affairs U.S. Airmen assigned to the 86th Maintenance Group on Ramstein Air Base, performed unusual repairs following a resupply mission to Libya, Aug. 14. On the way back to Ramstein, loadmasters noticed a leak in the aileron boost pack which caused hydraulic fluid to spray the inside of the aircraft. The crew called an inflight emergency and landed immediately. The team landed in Naval Air Station Sigonella, Sicily, notified their leadership of the issue, and requested the parts needed for repair. While waiting for the parts to arrive, the Airmen began preparing to remove the damaged parts from the aircraft. After removing panels underneath the flight deck, Staff Sgt. Christopher Edgington, 86th Maintenance Squadron repair and reclamation craftsman, and Staff Sgt. Christopher Torres, 86th Aircraft Maintenance Squadron flying crew chief, noticed a number of bearings rolling around the bottom of the aircraft, signaling more damage had occurred. “The repairs were unusual and required a lot of patience,” said Torres. “There’s no room for error, especially when dealing with flight controls. You really have to take your time and constantly double check everything.” After relaying the additional information back to their leadership, the crew realized there would be no manuals regarding the repair because the manufacturer pressed the bearings in mechanically. This meant the repair would also require

a new rudder tube assembly. The setback meant additional personnel, rigging equipment and other tools would also be required because of the technical nature of the repair. “No one in our shop has ever done this repair before,” said Senior Airman Kaleb Lemons, 86th MXS repair and reclamation journeyman. “An aircraft can typically go its entire lifespan without us replacing these parts.” With the new rudder tube assembly on order, it would take several weeks before the new part could be delivered to the aircraft. However, to get the aircraft fully mission capable again, the 86th MXG cannibalized the rudder tube assembly from an aircraft on Ramstein and sent it as the replacement.

“I think we were pretty prepared going down there,” said Lemons. “We had the experience of removing the part home-station. We went through the job guide and had the tools we needed; there wasn’t anything we needed down there that we didn’t have access to.” The team was able to repair the aircraft in about 12 man-hours, making it fully mission capable and ensuring its safe return home. “This was actually my first temporary duty assignment, so I really felt like I made an impact on the mission,” said Lemons. “This was the first time I went to a plane that could not fly and because of what we did we were able to fix it and bring it home safely.”

New commander uses experience to lead Europe’s largest garrison Story and photos by Mary Ann Davis USAG RP IMCOM Public Affairs The responsibility of leading a sizable garrison encompassing 29 sites on 10,307 acres and more than 2,000 people would be daunting for anyone — unless you are U.S. Army Garrison Rheinland-Pfalz Commander Col. Jason T. Edwards, who brings more than 22 years of experience and leadership to the garrison team and is up for the challenge. With two months on the job, Edwards is actively visiting all the installations within the garrison footprint to familiarize himself with its unique mission of delivering unmatched mobilization and installation support services to enable readiness for a globally-responsive Army. “I am obligated be physically present and seeing the sites I am responsible for. My calendar is structured to most efficiently do that,” he said. In the spirit of becoming better acquainted with the garrison, the commander had breakfast with Baumholder educators, Aug. 24. “Is it important enough to get up early, spend two hours on the road and break bread with our teachers? Absolutely,” said the father of two school-age kids. “Children are our future, and I’m speaking to the people who are educating our future. I’m doing everything I can to maximize my physical presence on our installations.” And so far, after visiting nearly all the sites, the commander said he’s impressed with the “amazing collection of Army professionals” serving the garrison. “We have pockets of excellence everywhere in this command, and I’m blown away by the history of the people that work here. It’s so important for me to listen to their stories,” he said. “We have some real heroes in these ranks, but sometimes we get so focused on the job that we don’t realize what amazing human beings we have here. Our garrison has some living legends, but you’d never know it unless you get to know them.” Edwards served in several joint contingency operations in Kosovo, Japan, Iraq and Afghanistan over the years, which helped him prepare for the challenge of caring for a sizable garrison in the Rheinland-Pfalz region. Throughout his career, he’s served during national and international events that happened around the globe, worked in requisition and readiness and even went to Harvard to study for a year recently. The trick, the commander said,

is the never-ending quest for selfimprovement — and not getting comfortable or complacent. “The biggest danger that people have is getting complacent. People can get more confident in their jobs every day, but should never get comfortable. The day you get comfortable is the day things start going wrong,” he advised. The commander learned about leading and participating in teams throughout his upbringing in Coldwater, Mich., while competing in football, baseball and wrestling. The year-round practices and drills taught him discipline and endurance that he would unknowingly use in his future career. The colonel was no stranger to the Army — his father, Sgt. Thomas J. Edwards, was a door gunner with the 134th Aviation Company in Vietnam in the late 1960s. Although he grew up listening to all the thrilling stories and seeing images of his dad’s wartime service, Edwards didn’t feel compelled to serve in the military until he checked out the ROTC program at Central Michigan University — that’s where he found his calling. While attending an ROTC basic camp, “within days of being there, I knew that this is what I wanted to do — no question. The rigor and discipline was in my wheelhouse,” he recalled. After completing the camp, Edwards traded his wrestling scholarship for a full-ride ROTC scholarship and two years later, pinned on second

lieutenant bars in 1996. As his career progressed, the commander had several mentors who stepped forward throughout the seasons of his life from his parents and coaches to military friends and colleagues to guide and counsel over the years. “I have dozens of mentors,” he said. “I’ve been blessed and had personal relationships with a lot of people, and fortunately, they pick up the phone when I call and listen to me — even after they retire,” he said. “Now, I am clearly in the point in my career when I need to answer the phone when people call me — I need to be a mentor for others.” As a mentor and leader, Edwards listens a great deal — a skill he acquired along the way, because “when you are under massive time constraints and resource limitations, you need to put your phone down, stop looking at the computer and listen to people. To me, listening means connecting. If we are having a meeting, you will have my undivided attention. I owe you that. If we are talking, I’m going to listen and understand what your needs are.” On top of that, action in a timely manner is important to the commander as well. He strives to understand whatever information is presented and, in the right time horizon, action the material. It’s also important for him to be physically present, empathetic and genuinely care about people.

“In this business, we talk about infrastructure — improving buildings — that’s all good, and you need to understand those processes, but this business is about people,” he explained. “Some of the greatest moments are when people are getting the things they need. To me, that’s the best feeling. The only reason I’m in the military is so I can make it better for those who will be coming in next.” As the fourth commander since the garrison was activated Oct. 1, 2013, Edwards is defining what it means to be the commander of a large garrison and making strides to learn its processes, fix its issues and keep it moving in a positive direction. “There is an awful lot of good things happening in the garrison, and I need to make sure the community knows that, because we have a responsibility to communicate the good and fix the things we need to improve on. If we are not doing something well, then I see it as an opportunity to excel. We’ll figure it out. I know we have the leadership and the talent to solve these problems,” he said. Lastly, the commander said he’s very blessed to be here and wants to make a difference in RheinlandPfalz. “This is where I wanted to come and be a garrison commander. I wanted to take everything I’ve learned over 22 years in the Army and apply that to a community. I’m exactly where I want to be,” he concluded.

The Raider girls defeated both opponents by equal 7-2 scores to remain perfect on this season, while the Raider boys’ also won twice to stay undefeated.

The Lady Raiders had Aiva Schmitz, Vicky Thais Lopez and Taylor Larned each sweeping both their singles and doubles matches. Schmitz, a freshman, swept her No. 1 singles matches 6-2, 6-0 against Vicenza and 6-0, 6-0 against Naples. She teamed with Lydia Butler for doubles wins, as well. Lopez, also a freshman, did not drop a game in her two Pro Set 8 singles matches. The No. 1 doubles team of Larned and Lopez battled against tough Naples and Vicenza squads and prevailed in a championship tiebreaker against Naples, while also earning a close twoset win over Vicenza. For the boys, top KHS singles player Mark Butler swept both of his singles and doubles matches, as did No. 4 singles player junior Randy Moon. Butler won his singles matches against Naples 6-1, 6-0 and Vicenza 6-1, 6-2, while sophomores Luca Petritz and William Alsing also swept their singles matches. Olaitan Powdar and Darren Moon combined forces to win a key doubles point for the Raiders. Kaiserslautern now travels to meet SHAPE, which also has an extremely strong pro-

Ramstein boys win, girls fall to Wiesbaden The powerful Wiesbaden girls tennis squad scored a convincing 9-0 win over host Ramstein last weekend but the Royal boys evened the score by also taking a 7-2 victory. Ramstein continues play this weekend on the road at Vilseck. Ramstein got boys’ singles wins from Jordan Leibig (8-1), Conner Sankey (8-2), Colin Kent (8-8, 7-5 tiebreak) Nick Rojas (9-7), and Danny O’Brien (8-0). Leibig and Kent scored a 6-0, 6-0 doubles win and Sankey teamed with O’Brien for another RHS victory. The Ramstein girls were competitive against WHS and won several game points, but were unable to score a match win. The closest match came at the top of the doubles lineup, where the Lady Royals duo of Alex Pinkham and Mercedez Shelton worked hard but fell 6-2, 6-3.

CROSS COUNTRY Kaiserslautern, Ramstein runners place high Kaiserslautern and Ramstein competed in separate cross country meets to start the season last weekend and each found pockets of success. At a meet hosted by Vilseck, the Ramstein runners were almost able to overcome the dominance of Stuttgart, even as Stuttgart won the overall boys’ and girls’ team titles. Ramstein placed second on both sides and the schools will see each other again at a meet this weekend. Denver Dalpais was third overall in the individual standings with a time of 17:23. The winning time of 17:07 was posted by a Stuttgart runner and Royals’ coaches said several RHS athletes missed the meet with the flu. “We will travel again this week and it will give everyone a new chance to compete,” said RHS head coach Allen Correa.

Ramstein also had Conner Mackie (17:42) in fourth place overall, Jacob Heath in seventh, Benjamin Brewster in ninth, and Ezra Letz in 11th. The course was slow overall and athletes from several schools were running in their first-ever 5K race. The girls’ competition was also won by a Stuttgart runner at 19:13, but Ramstein’s Jordanne Hill (21:01) came in fourth and Annika Zimmerer (21:03) was fifth. Kristin Lucero was seventh, Sophia Pak was 10th, Alexis PierreLouise was 13th, and Haley Deome was 15th to round out the Lady Royals’ best finishers. Kaiserslautern and Baumholder were both part of a large meet on Rhine Ordnance Barracks, where the Raiders took first place on the boys side and second with the girls. Baumholder’s boys were third overall and the Lady Buccaneers were fourth. Chloe Martin of Kaiserslautern posted a time of 19:25 as the top competitor from area schools while Piper Parsells took seventh place. Joseph Purvis of KHS had a time of 17:02 for second place in the boys’ race, with teammates Orlando and Yadiel Rojas also finishing under 17:25 for third and fourth place, respectively. Griffen Parsells (17:30) was fifth and Ethan Cooper (18:10) was seventh to fuel the Raiders’ team title.

Also placing best in the final standings were Wiesbaden’s Jonah Galvan and Nicholas Burnett, plus Ramstein’s Micha Webb and Kaiserslautern’s George Stephen.

VOLLEYBALL Ramstein, KHS open with matches against Vicenza, Naples In a joint meet last weekend, Ramstein and Kaiserslautern both competed against Vicenza and Naples. The opener gave all four schools a chance to test themselves and Ramstein came away as the most accomplished of the group. Ramstein defeated Vicenza 25-15, 25-23, 15-25, 18-25, 15-6 after sweeping the first two games, losing the next two, then winning the fifth one. The Royals also defeated Naples in straight games 25-18, 25-19, 25-13. Kaiserslautern made some big plays at times but fell to both Vicenza and Naples. The Lady Raiders will join the Lady Royals and Lakenheath in another joint meet this weekend hosted by Wiesbaden. Baumholder falls in four-team match The Baumholder Lady Bucs started off at a joint meet and dropped matches to Sigonella, Brussels, and Ansbach. Each of the matches featured high scores but the BHS team was unable to register its first win. Baumholder will see Ansbach again this weekend. A three-team match is set to take place on the Baumholder campus as BHS, Ansbach and Hohenfels will take turns competing.

Ramstein couldn’t turn back the hands of time and replay last season’s tight championship game loss to Stuttgart, but they got a slight measure of revenge with last weekend’s 41-19 win over the Panthers. The teams traded scores in the first quarter but it was 25-6 in favor of Ramstein by halftime. The win came after Ramstein had blanked Stuttgart in the junior varsity game, 18-0, and it was Senior Day on the RHS campus, creating a memorable afternoon for the program. “We are blocking well and setting our quarterback up, then you see all the options he has to go to,” Ramstein head coach Carter Hollenbeck said. “So much of that is Coach (Chad) Horne up there with the offensive line, which is doing really well for us and we

defensive backfield with other RHS skill players. Jalon Lewis and Jones each had an interception and the stiff Royals defense was paced by Bailey Holland, Katroy Wright, David Faust, Kyle Lloyd, Cole Strom, Gabe Davis, Logan Ridenbaugh, and several other contributors. Instrumental at both defensive back and runner, J.J. Little turned in another fine game. He combined with Arizpe for 175 rushing yards and three touchdowns. Holland and Lloyd each had six stops and the interior line play, led on both sides by All-Europe senior Nick Scherzer, was one of the defining aspects of the contest. “Football is a contact sport and you

are making plays because of them. I’m proud of all our position coaches and I’m proud of our players.” Dominique Arizpe and Naser Eaves had touchdowns, the second one coming after quarterback Jakob Steinbeck passed to Drew Hodges and Jason Jones for key first down pickups. Carl Norman had a big catch and run to set up the next score — on a TD catch by Jones — then Eaves and Arizpe scored again to create a wider lead. “It really shows the depth of Ramstein, how we have such consistency throughout our depth chart and we are able to plug in whoever we need whenever we need them,” senior quarterback Steinbeck said after going 12-of-18 passing for 158 yards. Editor’s Note: This article was published in a previous edition of the Kaiserslautern American and the information has been updated to reflect this year’s event. A farm fest with creative market will take place 11 a.m. to 7 p.m. Saturday and Sunday at the Hitscherhof farm. The traditional event

will highlight pumpkins and present regional products as well as arts and crafts. Farmers will offer fresh agricultural products such as fruit, vegetables, potatoes, meat, cheese, honey, wurst and bread. Calculating your LQA or OHA when purchasing a home by Robert Mitchell Mitchell Consulting I am often asked exactly how to calculate ones housing allowance when purchasing a home overseas. Generally along with this question comes the misunderstandings of what they have been told by others. Some have said that your Living Quarters Allowance is based on how much your actual mortgage is. Others note it is based solely on what your allowance is for your pay grade. Hopefully, I can explain how your allowances are calculated which will clarify the rumors. Keep in mind the base of these calculations is the same for both Active Duty Military and Civilian Employees. The difference between the two is that the military member’s OHA is left in the foreign currency and converted for each pay period based on that period’s exchange rate and the Civilian’s LQA is converted back to U.S. Dollars at the time of the purchase. This means the military member’s USD payment will fluctuate with the currency exchange while the civilian’s USD payment will be fixed on their exchange rate at the time of purchase. So a military member will always get paid just the right amount to cover their calculation each month while some months a civilian may make extra money with other months coming up short. Historically this has balanced out to where the civilian does not notice these ups and downs through their course of ownership. Active Duty E-7 with dependents Purchase Price: €240,000 Maximum OHA: €1400/month Utility allowance: €703€/month At the time of this writing the maximum allowance for an E-7 in the Kaiserslautern area of Germany was €1400 per month for housing plus an automatic payment of €703 per month for utilities. This amount may have changed. When someone buys a home for €240,000, the military will pay the mortgage via their OHA for 10 years.The easiest way to calculate this is to know that there are 120 months in 10 years. With that being said, you can simply divide the purchase price of €240,000 by 120. €240,000 / 120 = €2000 This member would be allowed to take €2000 per month for the purchase of the home. Since the allowance is €1400, the allowance will be maxed out

and pay €1400 per month for 10 years. As the military member progresses in rank, the monthly OHA can increase up to the calculated maximum of €2000 per month. In addition to this €1400 per month, the member will automatically take the €703 per month utility allowance.

Example 2

Active Duty O-4 with dependents Purchase Price: €165,000 Maximum OHA: €1670 month Utility Allowance: €703 month € 165,000 / 120 = €1375 per month An O-4 with dependents buys a home for €165,000. She has a cap of €1670 per month plus €703 for her utilities. By using the same formula as in example 1 (purchase price / 120) you will see that she will take €1375 per month. This less than her cap of €1670. If her goal was to maximize her OHA, she would need to buy a more expensive home.

Example 3

GS 11 with 1 dependent Purchase Price: €300,000 Maximum LQA: $49,000 per year or $4,083 per month For this example we will use a civilian that receives LQA. He is a GS-11 with 1 dependent that receives $49,000 per year. This is different than a military member because his allowance is offered in USD rather than Euro. The first thing that is done is his purchase price is converted from USD to Euro based on the date of the purchase. The conversion of .732 will be used for this example. €300,000 / .732 = $409,836 Once we have the dollar figure for this purchase, we are able to calculate the monthly allowance in the same manner as for military members, but in USD. $409,836 / 120 = $3415 per month This leaves him with $668 per month remaining in his LQA to cover utilities.

These calculations have nothing whatsoever to do with the financing amount of your home or the monthly loan payment. You could pay cash for your home and you would still receive this allowance based on these calculations. There are many other aspects to be discussed regarding the OHA/LQA regulations and what costs can be included. This article is meant simply to show the basis on which these calculations are made.

Newly added is the lunch where guests can choose their course from a map of the region. The new management and the well-known staff are open to suggestions also and is expressly desired as the team is adapting the menu according to the taste of the clientele in the next few months. The restaurant presently offers popular classics like the soup of the day and a selection of appetizers. Nine Schnitzel variations are offered, diced filet of pork and rump steak. For those of you who prefer hearty German dishes, Palatinate dishes with liver dumplings and bratwurst are also served. A daily recommendation card is offered that could contain anything from sliced veal to diced salmon in dill sauce. A new homepage is in the works and should be available at the end of July.
