521 AMOW partnerships allow transient movement

See PARTNERSHIPS, Page 3 Evacuees prepare to leave Ramstein and head to other transient locations during Operation Allies Refuge at Ramstein Air Base, Aug. 30. In order to process passengers seeking transport to their next destination, 521st Air Mobility Operations Wing Airmen have repurposed their maintenance hangar into a small international airport to build a cohesive system in coordination with the Department of State, Transportation Security Administration and other agencies. Partitions are used to separate different outgoing flights during processing. Operation Allies Refuge is facilitating the quick, safe evacuation of U.S. citizens, Special Immigrant Visa applicants, and other at-risk Afghans from Afghanistan. Evacuees receive support such as temporary lodging, food and water, and access to medical care at Ramstein Air Base while preparing for transportation to their final destinations.

How to take advantage of plentiful bike trails in Kaiserslautern area Story and photos by Kat Nickola for MilitaryinGermany.com “It’s freezing!” my son yelled as he dipped a toe in the Wassertretbecken (water treading pool). Statement by Secretary of Defense Lloyd Austin III on end of American war in Afghanistan Today, we completed the U.S. military evacuation of civilians and the removal of all U.S. forces from Afghanistan. I am deeply saddened that, in the course of this historic evacuation mission, we lost 13 of our own, along with so many others who were killed and wounded days ago by cruel terrorists. We mourn alongside the families of those who were lost, and we will never forget your loved ones’ heroism and sacrifice. They gave their lives trying to save the lives of others. And I know that you share my pride in them. I hope that all Americans also share my pride in all the troops and diplomats who raced to help save lives during those critical days of August. Our service members secured, defended, and ran a major international airport. They learned how to help consular officers screen and verify visa applicants. They provided medical care, food and water, and compassion to people in need. They flew tens of thousands of people to safety, virtually around the clock. They even delivered babies. No other military in the world could accomplish what we and our

allies and partners did in such a short span of time. That is a testament not only to our forces’ capabilities and courage but also to our relationships and the capabilities of our allies and partners. Over the course of more than four decades in service, I have never ceased to be amazed at what an American service member can do. I remain in awe. And I am thankful for the skill and professionalism with which they do it. I want to thank all those who labored so hard and under such difficult circumstances over the past few weeks, including dozens of our diplomats, to move some 6,000 of our fellow citizens out of harm’s way and evacuate more than 123,000 people from Afghanistan — the vast majority of whom are Afghans, friends and allies who fought by our side and fought for our shared values. We will help these Afghan friends as they now turn to the task of beginning new lives in new places. We will provide these men, women, and children with temporary living spaces, medical care, and sustenance at military facilities at home and abroad. We will continue to support the interagency effort led by the Department

of Homeland Security to screen them and to process some of them to lead new lives in America. And we will work hard to defend our citizens from terrorist threats emanating from anywhere around the globe.

Now, the end of this operation also signals the end of America’s longest war. We lost 2,461 troops in that war, and tens of thousands of others suffered wounds, seen and unseen.

The scars of combat don’t heal easily, and often never heal at all. As we look back as a nation on two decades of combat and struggle in Afghanistan, I hope that we will do so with as much thoughtfulness and humility as we can muster. And I know that we will wish for a brighter future for the Afghan people — for all their sons, and for all their daughters. Amid these discussions, we must remember our Gold Star families, and the support that we owe them. We must remember the wounded and the family members and the caregivers who still tend to them. We must remember the veterans of this war, those still on duty and those who have hung up the uniform. This country owes them all a profound debt of gratitude. And we must remember the citizens whom we serve and the nation that we defend. For my part, I am proud of the part that we played in this war. I am proud of the men and women who led me. I am proud of those with whom I served and led. And I am proud of the intrepid, resilient families who made what we did possible. — Lloyd J. Austin III

Evacuees prepare to leave Ramstein and head to more transient locations during Operation Allies Refuge at Ramstein Air Base, Aug. 30.

PARTNERSHIPS from Page 1 Story and photos by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs The 521st Air Mobility Operations Wing is streamlining the process to expedite the transportation of evacuees from Ramstein Air Base to other transient locations. With the help of the U.S. Army, Homeland Security, Transportation Security Administration, Department of State, German nationals and military members, the 521st AMOW has turned one of the largest aircraft hangars at Ramstein into a supplemental passenger terminal. “We’re continually looking for ways to make things more efficient,” said U.S. Air Force Col. Adrienne Williams, 521st AMOW commander. “We’ve moved the different stages of the passenger terminal to different locations so we could maximize our gate capacity and get our evacuees to the U.S.” Along with U.S. Air Force aircraft, there are approximately 13 commercial airliners that are

taking evacuees from Ramstein to the U.S. and other transient locations. “This is a humanitarian mission and we’re focused on saving lives,” Williams said. “For us in Air Mobility Command, this is what we do. We move people, take care of airplanes and we focus on rapid global mobility.” The new innovative procedures ensure evacuees are processed through security for the safety of the passengers and the flight, then bags are tagged to ensure that evacuees aren’t separated from their valuables during travel. “We’ve definitely improved our process by leveraging our partnerships with the 86th Airlift Wing and the 521st AMOW. We’ve accomplished so much already,” said U.S. Air Force Capt. John Burdick, 721st Aerial Port Squadron Air Freight Flight commander. “I want to thank every agency who has helped to create this process, and every agency that maintains and secures our facility.” As of Sept. 2, more than 12,000 evacuees have departed Ramstein.

More than medical care: EMEDS prescribes hope

by Kelly Sanders 86th Airlift Wing Public Affairs In less than 24 hours, medical and logistics personnel transformed Ramstein’s Southside Fitness Center Annex into an expansive Expeditionary Medical Support System during Operation Allies Refuge. EMEDS is a mobile field hospital, complete with an emergency room, medical surgical unit, fully functioning pharmacy, and capability to conduct X-rays, run labs and perform electrocardiograms. More than 20,000 Afghan evacuees have transferred through Ramstein Air Base in recent days. Upon arrival, medical teams do an initial health check before evacuees settle into their temporary quarters. Some conditions, like mild dehydration, can be treated on-site. EMEDS functions as an intermediary hospital for evacuees with more emergent medical needs. EMEDS in a conflict zone are void of specialties like pediatrics or obstetrics, however, these are included during a humanitarian crisis. Air Force pediatricians from Royal Air Force Lakenheath, England, were brought in to augment 86th Medical Group personnel. “As pediatricians, we rarely get deployed to austere environments,” said Capt. Jason Lambert, 48 MDG pediatrician. “For pediatrics in the military, they have a [medical

humanitarian] course that helps us prepare for situations like this.” Lambert says many of the arrivals are young children, most of whom haven’t received the level of medical care considered standard in the United States. Doctors have no medical records to reference and language is a constant barrier. Despite the challenges, Lambert and his teammates are able to provide exceptional care. On Aug. 26, an 8-year-old Afghan boy suffering from dizzy spells and weakness was brought to EMEDS. Neither the boy nor his parents spoke English so Lambert and fellow 48 MDG pediatrician, Maj. Diana Kofron, used expressive gestures, translation apps and a few translated medical cards to communicate. The boy’s father relayed that his son has a hole in his heart. He said his son is normally weak, but became increasingly worse off during the travel to Ramstein. The pediatricians took vitals and found out the boy’s oxygen saturation

was well below healthy levels. They made the astute decision to call upon the expertise of nearby Landstuhl Regional Medical Center Cardiologist, Dr. Antonella Quattromanio. Quattromanio came to the rescue to examine the patient and perform additional tests. She diagnosed the boy with Tetralogy of Fallot. This congenital heart condition is very serious and usually corrected for in infancy in the United States. Lambert and Quattromanio say the boy isn’t their only patient with an undiagnosed congenital heart condition. “Unfortunately due to the expense of cardiothoracic surgery in an underserved nation like Afghanistan, congenital heart disease or other conditions are common and unfortunately not treated surgically,” said Quattromanio. Lambert said the EMEDS station has seen multiple children who have been living with serious medical

conditions their entire lives. “Children are resilient and amazing, which is why I’m a pediatrician,” he said. A proper diagnosis is the first step to getting the boy on a path to health. Knowing his condition meant the physicians could start the process to initiate a medical evacuation flight. “This intermediary diagnosis [helps us] figure out the safest way to get them to their next destination. In certain heart conditions, high altitudes can be deadly; right now an air [medical] evacuation will have more control and abil-

ity to nominate oxygen based on a patient’s need,” continued Lambert. The medical teams celebrate each success, but the work is far from over. They will remain at Ramstein for as long as the mission requires. “In every interaction I’m having with children and their parents, they are just so grateful and so happy,” said Lambert. “Happy not only that we removed them from a dangerous situation, but that they are finally able to get the care for their kids that they’ve always wanted. That’s why we are here, that’s why we do this.”

As one of the four pillars of a comprehensively fit Airmen, spiritual health is just as important as your body, mind and heart. “Do not be shy, a lot of people get that stigma where if they come to the chaplain it will hurt their career, or cause them to become non-deployable,” said U.S. Air Force Tech. Sgt. Rashard Speller, 86th AW Chapel, noncommissioned officer in charge of readiness and training. “We want to get rid of that stigma. Here at the chapel we have 100 percent confidentiality and want nothing but to make sure you are spiritually and physically fit.” The south side chapel provides a variety of services including worship services, counseling and courses such as oxygen for relationships, five love languages and back to a better marriage. “At the end of the day make sure you are taking care of yourself and your wingmen,” said U.S. Air Force Master Sgt. by Airman 1st Class Madelyn Keech 86th Airlift Wing Public Affairs During Operation Allies Refuge, public health technicians from the 86th Operational Medical Readiness Squadron have been keeping the pods sanitary at Ramstein Air Base. Public health technicians go through each pod three times a day to inspect and identify any health risks and hazards. “We walk around the whole area seeing if there are water bottles, feces, diapers and things like that and notify [Airmen from the 786th Civil Engineering Squadron],” said U.S. Air Force Staff Sgt. Courtney Tancos, 86th OMRS public health technician. “They’re having Airmen, volunteers and manpower go through and clean up the trash.” Tancos said a challenge that comes with having about 4,000 evacuees per pod is cleaning the bathrooms. There are cultural hurdles to overcome as some evacuees are not familiar with

porta-potties or toilet paper. “Making sure they’re not throwing trash in the toilet is a big thing,” Tancos said. “[If trash] or diapers end up in the porta-potties, the contract to clean the inside of the portapotties can’t come out, and then that area is overflowing until somebody is able to come out and clean.” In addition to removing health hazards, the team, which contains 22 members, is making sure each pod has handwashing

U.S. Army 1st Lt. Neha Sharma, 66th Military Intelligence Brigade intelligence officer from U.S. Army Garrison Wiesbaden, talks to children at Ramstein Air Base, Aug. 25. Sharma volunteered to assist in the female hangar during Operation Allies Refuge.

When she was sent to the female pod, she didn’t know exactly what it entailed. She went from thinking about memories from her own experiences while fleeing India to diving head first into assisting anywhere help was needed.

“We are in the female pod and we have all these women [service members] who know what these women [evacuees] want and who know how to get it done,” she said. “All of us are just looking out for these moms and children.”

One of her favorite parts was setting up a playpen for the children with donations of toys from the American Red Cross pod in the back of the hangar. “Those kids have not left the playpen all day,” Sharma said. “The mothers are super happy.” Sharma said the entire experience has been very rewarding for her and has been her most memorable moment of serving in the Army. She loves that the volunteers want to be there, making the experience much more enjoyable for her. “Everyone wants to bring these people out of danger,” she said. “It was not like that for us when I was young. It definitely wasn’t this nice. There wasn’t guaranteed food and other things like that [when I fled India]. I’m glad to be a part of it.” KAISERSLAUTERN

U.S. Air Forces in Europe-Air Forces Africa is providing temporary lodging, medical and logistical support to evacuees at Ramstein Air Base, as part of Operation Allies Refuge. During this time, volunteers are working around the clock to sort, package and distribute donated items to evacuees. “When the donation effort was stood up, the intent was to channel the compassion of the population into an actionable way to serve the immediate need of clothing deficits and appropriate weather clothing,” said U.S. Air Force Maj. Kevin Rasmussen, 86th Dental Squadron chief of oral and maxillofacial surgery. “It started out as a grassroots effort by the Kaiserslautern Military Community First Sergeant Council. The next phase was to create a

distribution system for all of the donations, and then channel them to backfill the efforts of the Red Cross.” The 86th Airlift Wing Emergency Operations Center is responsible for coordinating and delivering the donations twice a day. The kits are pre-packaged according to gender and age and then delivered. “The volunteers are working so hard and people keep asking how they can do more,” said Heather Leonard, military spouse. “I'm so happy to see a community come together for strangers and to have so many give what they have, whether it’s donations or it’s their time.” Nearly 100 volunteers a day, working side by side with the American Red Cross, have moved thousands of kits. “As their items deplete and they await more from their side, we are able to deliver and backfill their

operations,” Rasmussen said. “This allows our distribution system to directly support the heroic efforts of our Red Cross volunteers.” As evacuees depart, the wing's augmented members assist in cleaning, reorganizing, and restocking the pods in preparation to receive more evacuees. It's at that time that volunteers deliver the pre-made kits. “We did what we do best in the military, which is identify a gap, create a process to mitigate it, find and support the manning and then test it out,” Rasmussen said. “This process, from the design, to changes, setbacks and then to miracles, has touched thousands, all because of those willing to give, adapt, serve and willing to find a way to make a miracle happen.” Operation Allies Refuge is about humanity, it’s about taking care of people, saving lives and providing hope.

Story and photos by Tech. Sgt. Anthony Plyler 86th Airlift Wing Public Affairs She and her husband returned home from a day of work when the phone rang. It was her leadership asking for volunteers to help in-process evacuees for Operation Allies Refuge at Ramstein Air Base. Having a strong desire to help, U.S. Air Force Capt. Renee Hawn, 691st Cyber Operations Squadron chief of weapons and tactics, got back into uniform and over the course of three days, both she and her husband volunteered 41 hours on the flightline. It was on the last day of vol-

unteering that she was moved to do even more to help those in need. “While in-processing evacuees, my husband noticed a little girl who looked like she was alone,” Hawn said. “I immediately stopped what I was doing and ran to her. She had been separated from family and had nothing but the clothes on her back. She was just the sweetest person that you’d ever talk to in your life. ” Hawn then escorted the girl through in-processing to make sure she was safe. For the next week, every day after her shift, Hawn checked in to ensure that she had everything she needed until it was time for her to board

an aircraft to continue to her next destination. “I went right over from where I was volunteering to see her off and to once more ensure that she felt safe,” Hawn said. “I just found out this morning that she has reunited with her aunt. While that’s one feel-good story, I hope to have dozens more.” Hawn is now getting that chance. After talking with her leadership about the experience, her commander encouraged her to become an augmentee. During Operation Allies Refuge, augmentees are tapped to assist for 30 days. They work 12 hour shifts, six days a week. She is now the augmentee lead at the Kinder Pod, which is

The State Department has the lead in identifying and providing services to unaccompanied children. The Department along with a number of international partners are working hard to ensure their safety, security and to reunite them with their families. “She’s dedicated to this mission due to her personal experience and she has the touch for this,” U.S. Air Force Capt.

Maritza Andicoechea, 86th Operations Support Squadron weather flight commander, said. “She has both the patience and the heart for this operation. She’s simply amazing.” Hawn also said that she wouldn’t feel right sitting back, knowing there are so many evacuees who need assistance. “I just see so many people in dire need of help and I just want to be there every step of the way,” Hawn said. “I can’t imagine uprooting my entire life, leaving my loved ones and my possessions behind just to find safety. However I can assist in helping the evacuees at Ramstein is honestly what I’m here for. I just want to help.”

At the start of the operation, civil engineering Airmen were pulling 18-hour shifts to get the pods running and have switched to 12-hour shifts with 24-hour operation in the past two weeks. “Being motivated the entire time is extremely important because

we’re making an impact, and that supports your ability to keep going,” said U.S. Air Force Airman 1st Class Tyreece Watkin, 786th CES electrical systems apprentice. Airmen have been providing and maintaining electricity for evacuees, medical, admin, and command control pods and ensuring they have access to lights, heat, and ventilation. “At one point, there were six power outages inside the pods, and we resupplied power to one of the areas where the medical pods are, and the people were so thankful,” said U.S. Air Force Tech. Sgt. Ernie Williams, Kisling

Noncommissioned Officer Academy electrical systems technician. A civil engineering electrical systems Airman’s duty usually consists of servicing airfield interior electricity and exterior electricity, which can be many things from underground utility holes to streetlights. During Operation Allies Refuge, the mission is similar to situations an airman would experience while deployed or training. During this experience, I’ve learned that planning is vital,” said U.S. Air Force Senior Airman Vania Payne, 786th CES electrical systems journeyman. “We trained for this, and everything we’ve learned in training is applied here. It’s important so we can do our job adequately.”

You are not alone — current events trigger strong emotions by Eleanor Prohaska 21st Theater Sustainment Command Troop withdrawals and evacuations from Afghanistan coupled with the upcoming 20th anniversary of the 9/11 terrorist attacks have had a triggering effect on many veterans, active duty service members, civilian employees and their families. Within the 21st TSC area of operations, those triggers may be amplified as units support evacuation and life-sustainment efforts during Operation Allies Refuge. “The reactions to the current situation can be complex and overwhelming,” said Dr. Darcy Sowards, Chief, Division of Behavioral Health at Landstuhl Regional Medical Center. “Thoughts and emotions can range from anger, depression, disappointment, frustration as well as worry and concern for the people who have been left behind. Unsurprisingly, Service Members’ thoughts may turn to the families and Service Members who have made enormous sacrifices. They may wonder, ‘Was it worth it?’” Sowards said talking about those feelings can help them naturally run their course, and encourages Service Members to reach out to friends, family, battle buddies or a trusted counselor or provider. 21st TSC Command Sgt. Maj. Sean Howard knows those feelings well. Having served four tours in Afghanistan, feelings of anger and frustration grew as he watched events unfold. “I’ve seen a lot of great work that we’ve done as an Army,” said Howard. “I’ve seen a lot of great nation-building that we helped do as an army, and to see that just kind of collapse in a matter of weeks…..just really triggered a lot of things in me.” He acknowledged that making sense of the situation is not an easy task. “With all the blood, sweat and tears and sacrifice that our service members have made, whether it be time away from home, whether it be loss of limb, whether it be loss of life, 20 years over there is a lot of investment.” Recognizing the value of sifting through his thoughts and emotions, he made time to meet with 21st TSC Chaplain Col. Stanton Trotter. “I thought it was important enough for me to sit down and talk with him,” said Howard. “Over the course of that hour and a half, it was very therapeutic for me. I came out of the session with a better mindset. “I understand that there is going to be others out there who are struggling, and I just really

You are not alone. The withdrawal of troops and evacuations from Afghanistan have had a triggering effect on many Service Members and veterans. Service members are encouraged to reach out to their unit chaplain, Military and Family Life Counselors, behavioral health providers and their battle buddies. want to encourage them to talk to a friend, talk to a [Military Family Life Counselor], talk to people who are going to be there to listen to them and help them get through this time right now.” Army Chief of Staff Gen. James McConville’s recent message to the troops encouraged Service Members to take care of each other. “In the next few days and weeks, I'd ask that you check in on your teammates as well as our Soldiers for Life, who may be struggling with the unfolding events,” said McConville. Howard echoed McConville’s statement. “One of the things that bond us together as Soldiers is that commonality—commitment to serve our nation, to serve one another, to sacrifice. So a lot of times Soldiers are more likely to reach out to one another, and I would encourage them to do that.” The VA recommends the additional coping and stress management strategies: • Focus on the present and engage in activities that are meaningful and valuable to you. Check out local MWR activities and volunteer opportunities. • Consider your thinking. Ask yourself if your thoughts are helpful to you right now. Are there ways you can change your thinking to be more accurate and less distressing? For example, are you using extreme thinking where you see the situation as all bad or all good? If so, try and think in less extreme terms. For example, rather than thinking “my service in Afghanistan was useless” con-

sider instead “I helped keep Afghanistan safe.” Stay connected. Spend time with people who give you a sense of security, calm, or happiness, or those who best understand what you are going through. Organizations like Better Opportunities for Single Soldiers (BOSS) may fit the bill. Practice good self-care. Look for positive coping strategies that help you manage your emotions. Listening to music, exercising, practicing breathing routines, spending time in nature or with animals, journaling, or reading inspirational text are some simple ways to help manage overwhelming or distressing emotions. Stick to your routines. It can be helpful to stick to a schedule for when you sleep, eat, work, and do other day-to-day activities. Limit media exposure. Limit how much news you take in if media coverage is increasing your distress.

I’m proud of every Service Member that deployed in support of the Afghanistan mission and remember and honor the sacrifice of those who did not return.” Army Chief of Staff, Gen. James C. The sacrifices you've made, have and will be a lasting legacy of honor and commitment for all to remember. DOD building capacity to support up to 50,000 Afghan evacuees by C. Todd Lopez Department of Defense News As part of Operation Allies Refuge, the Defense Department is building capacity to house up to 50,000 Afghan evacuees on seven different military installations across the United States. “The request for assistance from the State Department specifically requested that the Department of Defense provide culturally appropriate food, water, bedding, religious services, recreational activities and other services such as transportation from the port of entry to the location of accommodations, and some medical services as well,” Air Force Gen. Glen D. VanHerck, commander of U.S. Northern Command, said during a press conference today at the Pentagon. Those services are now either being provided, or will be provided at Fort Bliss, Texas; Fort McCoy, Wisconsin; Joint Base McGuire-DixLakehurst, New Jersey; Holloman Air Force Base in New Mexico; and Fort Lee, Marine Corps Base Quantico and Fort Pickett, all in Virginia. Right now, capacity at Fort Lee, Fort Bliss, Fort McCoy, and Joint Base McGuire-Dix-Lakehurst stands at about 21,000 persons, though as the other three bases start bringing in evacuees, that number will grow. The department expects by Sept. 15 to reach the full

The Department of Defense, through U.S. Northern Command, and in support of the Department of State and Department of Homeland Security, is providing transportation, temporary housing, medical screening, and general support for up to 50,000 Afghan evacuees at suitable facilities, in permanent or temporary structures, as quickly as possible. capacity of 50,000, and it’s possible also that new installations could be opened up to provide additional space if needed, VanHerck said. Ports of entry for those evacuees now include both Dulles International Airport in Virginia, and Philadelphia International Airport in Pennsylvania. VanHerck said Northcom is supporting the Operation Allies Refuge at those

transportation hubs by providing services and additional forces, including assisting with managing the flow of evacuees. Onboard the installations currently housing evacuees, VanHerck said military efforts have been augmented by local communities and non-governmental organizations who are pitching in to ensure Afghans are well taken care of.

“They’re coming here, starting over with what they bring with them,” he said. “We’ve been incredibly well supported by the local communities, by the non-governmental organizations, etc., that have jumped in to help these families with things of need, such as diapers, formula, clothing — you name it.” The general said at one location he could visit with one of the

Afghans there to inquire about the conditions for him and his family. “I asked them if they had what they needed, if they were doing okay, getting enough to eat, and getting enough ... sleep,” he said. “The father thanked me, saying they had what they needed, and that it was the first time in a long time that he has slept without being afraid for his family’s safety.”

405 AFSB to establish facilities for 4,200 more Afghan evacuees in Germany, Kosovo

405th Army Field Support Brigade Logistics Civil Augmentation Program-Europe contractors set up billeting tents to support Operation Allies Refuge at Rhine Ordnance Barracks in Kaiserslautern, Aug. 25. Operation Allies Refuge is facilitating the quick, safe evacuation of U.S. citizens, Special Immigrant Visa applicants and other atrisk Afghans from Afghanistan. This initiative follows through on America’s commitment to Afghan citizens who have helped the United States, and provides them essential support at secure locations, where they and their families can complete the SIV process safely.

by Cameron Porter 405th Army Field Support Brigade Europe & Africa Evacuees from Afghanistan began arriving in Kaiserslautern this week as part of Operation Allies Refuge. Initially, the Deployment Processing Center at Rhine Ordnance Barracks — configured to accommodate just over 2,200 people — was activated to support the arriving Afghan evacuees, but thanks to the 405th Army Field Support Brigade’s contracting capabilities as part of its Logistics Civil Augmentation Program-Europe, ROB’s capability will increase by 3,000 more in the next few days to a total of more than 5,200. Additionally, LOGCAP-Europe has issued a contract to support 1,200 more individuals at Camp Bondsteel, Kosovo, at part of Operation Allies Refuge, which is also scheduled to be fully operational in the next few days. The 405th AFSB LOGCAP contracts will provide fest tents, containerized shower systems, containerized latrine systems, a laundry capability for individuals and for linens, a full-service dining capability, cots and everything else life support related, said Michael Johnson, LOGCAP-Europe senior planner for the 405th AFSB. Johnson said this no notice mission, from concept to execution, was completed in record time. “I’ve seen LOGCAP in the past operate super-fast,” said Johnson. “In weeks, we’ve supported exercises. In just 10 days, we supported a regionally aligned forces rotation of a thousand Soldiers, but what happened with Operation Allies Refuge – we were able to receive notice on Friday they might need something. By Saturday night

we issued the contract to increase capacity by an additional 3,000. In four days, we had equipment arriving on site and in an additional four days, the site will be fully operational.” Although this is one of the first no notice requirements for LOGCAP, Johnson said all the exercises and training up until now – the Defender Europe, Saber Guardian and Saber Strike exercises – have definitely prepared the 405th AFSB for this. “I think the most amazing thing about this operation as a whole is – pretty much every military member I’ve talked to who has done a deployment to Afghanistan has had some sort of positive experience with the Afghan population,” said Johnson. “So I think the entire military community has made it a priority to make this happen. Because of that – from the senior leadership all the way down to the individuals on the ground – every single person is motivated. I think that is the number one reason this is happening so quickly and so efficiently.” The process was flattened as much as possible, and everything that is required to be done to get the contractor on the ground to execute has happened, said Johnson. “Previously, we have moved quickly, but not at this speed and this capacity,” Johnson said Johnson said the 405th AFSB has also been tasked to increase capability at Camp Bondsteel, Kosovo, to support 1,200 more personnel – to include beds, tents, latrines, showers, food service and all life support needs. “The contractors are mobilizing now and are expecting to have the first 600 beds ready either tonight or tomorrow. The next

Logistics Civil Augmentation Program-Europe contractors set up billeting tents to support Operation Allies Refuge at Rhine Ordnance Barracks in Kaiserslautern, Aug. 25. The 405th Army Field Support Brigade’s LOGCAP is providing the life support capacity for 3,000 people at ROB. The LOGCAP process worked quickly and the contractor mobilized to provide initial capacity only 96 hours after the notice to proceed. Photo by Olga Pagano

600 will be available about three days after that, and by the end of the week we’re going to have the capacity in place to support 1,200 individuals down at Camp Bondsteel,” Johnson said. Operation Allies Refuge is facilitating the quick, safe evacuation of U.S. citizens, Special Immigrant Visa applicants and other at-risk Afghans from Afghanistan. This initiative follows through on America’s commitment to Afghan

citizens who have helped the United States, and provides them essential support at secure locations, where they and their families can complete the SIV process safely. The 405th AFSB is assigned to U.S. Army Sustainment Command and under the operational control of the 21st Theater Sustainment Command, U.S. Army Europe and Africa. The brigade is headquartered in Kaiserslautern, and provides materiel enterprise support

to U.S. Forces throughout Europe and Africa – providing theater sustainment logistics; synchronizing acquisition, logistics and technology; and leveraging the U.S. Army Materiel Command materiel enterprise to support joint forces. KMC BIKE TRAILS from Page 1 town, and stopped to learn about the city’s synagogue memorial. North of town, we hopped on the Lauter Radweg (radweg means bike path in German) — a 40km/25mile bike trail along the valley between here and the town of Lauterecken. We stopped to splash in the river, play at playgrounds, pet horses, and take that cold foot plunge. In Hirschorn village, we looped westward along the Pfalzerland Radweg, which follows another quiet green valley. We kept to the trees, stopped for snacks and visited the Celtic burial in Rodenbach village. Here we joined a third trail – the Barabarossa Radweg – which led us back toward Kaiserslautern. The final leg was mostly forested. We rode past the animals in the zoo, and we stopped for some ice cream and pommes (french fries) at the imbiss (snack bar) near a small series of lakes called Hammerwoog. It took us all day, but the many stops and snacks and “look more cows!” kept my kids motivated and happy to be out. Also, ice cream near the end is a huge motivator. Here are a few tips to help you enjoy the trails: • Take advantage of the bike trails while you are in Germany. There is no need to find a specific trail, or do a special route. Those are fun, but one of the most rewarding experiences is finding out where you can go from your house. The trails are well signposted with mileage to nearby sights or towns. • Bike touring trails can be paved, hard-packed dirt, or

stone. Most named trails include some of each. • Trails are intended for a touring or hybrid bike; mountain bikes will also be fine. Gears are highly recommended. If you’ve got a child on a single-speed, it’s ok to let them walk up hills. • You will be biking on roads while in a town. The trails seem to dump into the villages and pick up again on the other side. There are usually designated biking streets. Follow the bike signs. These routes tend to have very little traffic, but it is still important that everyone knows to stay single file and follow the rules of the road. • Pack food and water, but now that coronavirus numbers are down you don’t need to overdo it. There are springs to refill water bottles and small imbisses along the routes for your snack cravings.

• It is helpful to have a bike with some kind of storage– whether a basket, panniers, or – my favorite – a milk crate bolted to a rear rack. A backpack will always work, too, but you may find it cumbersome and hot on longer rides. • Workout clothes are the most comfortable. The kids and I wear padded bike shorts, which make the distance less noticeable. A small packable rain jacket is also a good idea to bring along. Don’t forget helmets. Using apps can help There are so many bike trails around Germany, it can be a bit overwhelming if you want to plan a long route ahead of time. I have used many outdoor apps, but I consistently find the free RLP tourism app (also called the Rheinland-Pfalz Gold app) the most accurate for planning

bike trips in the Kaiserslautern area. Being a tourist app, it has sightseeing spots and points of interest accurately labeled and updated by the organization. I have also used the well-loved Komoot to compare its routing suggestions; Komoot is updated by users.

between Weilerbach and Rodenbach, and our hot feet didn’t balk at the temperature. We all dipped our legs to cool off. “Mom,” my daughter said, “maybe next weekend we can bike to the pool.” What a great idea.

Detours Happen; Roll with it With any route planning, however, be prepared to make different choices along the way. When in doubt, follow the bike signage instead of any app. During our big day out there was a detour at the beginning of the Lauter Trail. It is being upgraded between Kaiserslautern and Otterbach. It was well-signed with “Radweg Umleitung” (bike path detour) signs, and quite a pleasant trail away from the busy road. Later in the day, we passed a second Wassertretbecken
