Exercise OV 20-04 began Oct. 13 and tested the sustainability and readiness of base personnel in events that ranged from deployment scenarios to simulated air and ground attacks. “In future conflicts, we will have some Airmen deploy at a moment’s notice to forward locations to support the conflict at hand, however we will have other Airmen remain and support from here,” said Brig. Page 2 OV WRAP UP from Page 1 cise, the wing deployed Airmen and several C-130J Super Hercules aircraft to Poland to participate in the Aviation Detachment Rotation, and the wing hosted a NATO fly-in featuring German, Belgian and Dutch Airmen and aircraft to improve how NATO forces integrate and plan operations. Although the base held a three-day exercise in September, this was the first Phase I and Phase II exercise of the year. Ramstein normally holds OV exercises every quarter, but the base paused the exercise schedule earlier this year to balance efforts with mission partners and provide real-world support to areas impacted by COVID19. For this exercise, planners and unit leaders ensured participants followed strict health and safety measures to mitigate the spread of COVID-19. “Every member has to wear a mask and sanitize when they enter and exit rooms,” said Maj. Benn Slikker, 86th Airlift Wing Inspector General director of readiness. “It is something that the IG has continued to evaluate to ensure that the rules are being followed.” While experiences differed, many Airmen found themselves tasked with doing their jobs in a much more stressful environment than usual. “For the Airmen on the ground turning wrenches, it’s being able to do their mission while they

are working with communication issues,” Slikker said. “They are in elevated alarm conditions with additional gear they have to wear testing their ability to do their day-to-day job while experiencing additional stress.” One of the key goals of every exercise is improving base readiness and response to simulated threats, and the scenarios build readiness skills that most Airmen do not get to practice during normal work weeks. “These skills are perishable,” Slikker said. “If you lose them, the safety and security of the airfield and our mission will be degraded.” Another key to exercise success is cooperation and proper planning. “We have up to 100 wing inspection team members who have been working diligently over the last six months to put together these scenarios and sequence them in a manner that gives the base the ability to survive and operate in a contested environment,” Slikker said. “No exercise is planned by one person or even one team.” Maintaining base readiness is yet another way Airmen help maintain the 86th AW’s title of “World’s Best Wing.” “As the gateway to the world, Ramstein has to remain open and operational, no matter what threats exist,” Olson said. “Over the past two weeks, we have proven we can do that.” The OV series is planned to continue into 2021.

Department of the Air Force to conduct focus groups on interpersonal violence by Secretary of the Air Force Public Affairs The Department of the Air Force will soon conduct focus groups with Total Force Airmen and Space Professionals about their experiences surrounding interpersonal violence. The focus groups are scheduled to begin the week of Oct. 26 and consist of interpersonal violence survey participants who volunteered to take part in smallgroup discussions. Interpersonal violence ranges

from stalking and bullying to domestic violence, sexual assault and abuse. “Within the interpersonal violence survey, members could opt-in to take part in a limited amount of focus groups. These groups will help us understand our members’ perspectives surrounding interpersonal violence,” said Brig. Gen. April Vogel, director for manpower, personnel, recruiting and services at the National Guard Bureau, and the interpersonal violence

task force lead. “Their voices are an imperative piece to determine if we are keeping our Airmen and Space Professionals safe when they face interpersonal violence.” The focus groups are part of an approach in which the focus-group data, survey data and data gathered from reviewing past cases involving interpersonal violence will be used to identify any themes or proposed areas for improvement. The survey portion concluded Oct. 9, and approximately 68,000 Total Force Airmen and

Space Professionals participated, including civilians. “Thank you to everyone who took part in the survey. We know your time is very valuable. We explored multiple avenues to gather data and this survey was the most comprehensive way to initially reach the Total Force,” Vogel said. “Currently, the collected survey data is being analyzed by our experts, and we will begin to compile our findings.” A comprehensive review of the findings, to include both the

focus group and survey data, is scheduled for early 2021. The task force stood up in July with the goal of exploring processes, programs and leadership actions associated with keeping Airmen and Space Professionals safe when faced with interpersonal violence situations. The task force will ultimately be developing recommendations for senior leadership review focused on improving Department of the Air Force policies, processes and actions in this area.

Kleber Gate 4 closed The U.S. Army Garrison Rheinland-Pfalz will be closing Kleber Gate 4 (Real side) through Nov. 13 for the replacement of the front swing gate. All traffic will enter and exit through Gate 3 (clock tower gate) for the duration of repairs. DOD must rethink, prioritize strategic deterrence by Terri Moon Cronk Department of Defense News The nation has not seriously considered the possibility of engaging in competition through a crisis or possible direct armed conflict with a nuclear-capable armed adversary in more than 25 years, Navy Adm. Charles “Chas” A. Richard, the commander of the U.S. Strategic Command said today. The commander spoke virtually in a keynote address to the International Security at the Nuclear Nexus seminar hosted by the Center for Strategic and International Studies. “Given Russia and China’s expanding capabilities in increasingly aggressive behavior, and those posed by nuclear North Korea and possibly Iran, we must reinvigorate the national conversation on the importance of strategic deterrence,” he said. During the last 30 years, however, the Defense Department has focused on capabilities-based development and planning, because there was no existential threat, he said. “Our post-Cold War experiences of operating in uncontested domains are over. Our adversaries took advantage of this period,

emboldened … their aggressive behavior, expanded their capabilities and reconsidered their tactics and strategies.” But, as the commander in charge of employing strategic deterrence capabilities for the nation and U.S. allies, Richard said he simply doesn’t have the luxury of assuming a crisis conflict or war won’t happen. “I know I painted a pretty sobering picture, but I really want to highlight the reality in front of us. It’s also important to understand how our modernization programs support and integrate with our

efforts to rethink how we do strategic deterrence,” he noted. The admiral said the DOD must prioritize the sustainment modernization of U.S. intercontinental ballistic missile bombers, ballistic missile submarines, weapons complex and its nuclear command, control and communications systems, also known as NC3. Richard said he is committed to investing in modernizing NC3 systems to be more robust and survivable against physical, electromagnetic and cyber attacks. DOD must first face the reality that its adversaries have blurred the lines between conventional and nuclear conflict, and have developed capabilities to directly challenge the strategy, doctrine and advantages the United States has held as a nation and alliance. “We can no longer expect our potential adversaries to act within our long-standing, self-imposed constraints based on our rule sets or values, particularly between conventional and nuclear,” he said. Richard has challenged Stratcom to revise its 21st-century strategic deterrence theory that considers U.S. adversaries’ decision calculus and behaviors and identifies threat indicators or conditions that could indicate potential actions. Crafting this revised theory, he added, minimizes risks inherent in competing against another nuclear-armed state. “It’s an exhaustive assessment to fully account for current conditions, emerging capabilities, changing norms and rule sets, and potentially unintended outcomes within a spectrum of conflict,” he noted. “By the end of the decade, if not sooner, we will face two nuclear-

capable peer adversaries who have to be deterred differently. We’ve never had to face that situation in our history,” Richard said. Additionally, the DOD must engage in the environment early to shape its potential adversaries’ actions, using a synchronized whole-of-government and integrated global mindset, he said. “Our ability for globally integrated planning, communications and execution in a defined, shared understanding of the threat and what we do about it may be our last remaining advantage over the adversary,” the Stratcom commander said. The DOD must advance its abilities to integrate its coordination processes across the globe and across all domains, Richard said, adding that will include rethinking how DOD executes its NC3. “As advanced kinetic capabilities are developed, we must have the ability to detect, identify, track and integrate our command and control architecture. NC3 architecture is a patchwork of deliberate systems that have been piecemealed over decades, [and] it works quite well, but it needs to be updated,” he said.

According to Petrov, NATO’s collective defense mission requires all Allies to carry out joint tasks in the interest of the integrity and security of the airspace of the Allies. “In this sense the performance of tasks by the Bulgarian and American crews is a guarantee of stability and security on a regional scale,” he added.

As a peacetime collective defence mission, the goal of NATO Air Policing is to ensure the integrity and security of the Allies’ airspace. The enhanced Air Policing mission is part of NATO’s Assurance Measures that demonstrate the Allies’ commitment and determination to deter aggression and solidarity with the members on the eastern flank of the Alliance. “At the end of the day, our partnership ensures the sovereignty and integrity of Bulgarian airspace as part of the common NATO airspace,” said General Harrigian. “No nation can confront today’s challenges alone, and our collaboration ensures that no NATO nation will ever have to,” he added. Bulgaria’s constant execution of NATO’s 24/7 Air Policing mission, participation in Black Sea regional defence, and presence in NATO exercises not only strengthens the Alliance, but also sends a strong message of readiness to any potential adversary.

and follow different procedures. “While the airlift mission capabilities are very similar across the board, mission planners were challenged to navigate details through various countries’ tactics, techniques and procedures,” Cordell said. “This was very important in ensuring the formation would be executed effectively and safely.” U.S. Air Force training events enable participating units to learn from each other and better integrate in real-world scenarios. These formations serve multiple purposes, including building relationships that will improve the ability to respond to crises or contingencies together. “Ultimately, (tactical formations) seek to strengthen international ties and improve our ability to provide airlift to the combined forces commander in the combined joint operating arena,” Cordell said.

She came to Kaiserslautern with her husband, who was in the U.S. Air Force. She originally worked for the Stars and Stripes newspaper as an advertising account executive before moving over to the garrison. “We’re very lucky to have her,” said Dr. Kevin Griess, USAG Rheinland-Pfalz deputy garrison commander. “When Janna takes on a project, you can have complete confidence it will be a success. She’s a shining star in the garrison and this award validates that.” Once the COVID pandemic started, Henderson established procedures for 100 percent accountability of the more than 600 FMWR employees, ensuring supervisors communicated with their workforce on a daily basis. She also activated the garrison Arts and Crafts Center and organized volunteers to sew more than 4,000 face coverings for FMWR personnel, other garrison personnel and a neighboring garrison within IMCOM-Europe. Henderson said that while she’s excited about the award, she doesn’t feel like she does anything special. She said she’s happy to be part of a fantastic team. “For me, what’s important is coming to work and loving what you do,” she said. “I love my role here, I love my job, I love the people I work with. I think it all starts with leadership and goes from there and this organization is like a big family.”

Winterize your house Although there can be more warm days ahead of us, the cool nights are a good reminder winter is just around the corner. You likely do not own the house you live in while stationed abroad, but that doesn’t mean you get out of all those “honey to-do” list items you would like to forget. If you are new to your new home, there are some things to think about before the days get short and cold that will help you get ready for the eventual European winter. We have accumulated a list to help you get ready!

Fill your oil now Don’t wait to fill your tanks in the winter when prices are at their highest. If you have a house with big oil tanks for your heating and hot water (as many older houses will have), you will need to schedule an oil delivery. Appointments may take some time to schedule depending on how busy the oil company is, so make the call now to avoid the mad rush. “Heizöl” or “Heizoel” means “heating oil” in English. Also make sure to tell them you would like to use a VAT form! Get your fireplace wood delivered You may start seeing signs on the side of the road reading “Brennholz.” This is

the German word for firewood. Prices will vary, but there is a limited supply of dry wood (that has been sitting for a year or two) in some areas, which may make it a bit harder to get wood when it is cold. Fresh wood is more difficult to burn in open fireplaces, so act early to get dry wood. Ask if they will deliver to your house or if that is extra. Run your ceiling fans in reverse Once the temps dip down enough where your heat kicks on, you will want to switch your ceiling fans so they rotate in the clock Read more on last page of Property Section

Block drafts by doors You can save up to 30 percent of wasted energy just by putting a door snake in front of exterior door jams on the floor. Warm air escapes very easily, even on newer doors with a good seal. Make it yourself or get them at the store. Lower your hot water heater temperature You can save up to 10 percent on your annual heating bill just by lowering your hot water heater. In the winter, it will feel plenty warm since that air is cold around you. Clean your gutters There are likely some rainy days coming as the

days get shorter. You will need to have good clean paths in your gutters, so clear them of debris and fallen leaves. Make sure you leave some time to clean the gutters to avoid poor drainage. Deal with dead tree limbs If you live at a place that has any trees or hearty bushes, you will want to cut those dead limbs down before they come down in the inevitable winter storm that carries strong winds with it. Contact a specialist for those bigger or higher limbs. In German, tree cutting service is “Baumpfleger” or for small jobs, garden service is “Gartenpfleger.” Check your chimney Generally, the “Schornsteinfeger” or chimney sweep comes around for regular visits every year to each area. He or she usually checks your chimney, even when you don’t call for an appointment. If you are unsure if your chimney has been

checked or swept, you may want to call your local “Schornsteinfeger” to see if he can give your place a look. Mind your mold In northern Europe, mold can grow very easily. You will want to take car of any spots in your house that are already springing up before the winter comes, when it is more difficult to get rid of because windows are not opened as frequently. “Schimmel,” mold in German, can be easily combated with a cleaning spray from the hardware store or “Baumarkt.” Look for “Schimmelspray.” The store employees can help you understand how to use it (and they often speak English!).

Protective measures for COVID will also decrease the spread of influenza. Across the United States and Europe, influenza activity is minimal. The influenza vaccine is one key to protection. TRICARE beneficiaries who are children 3 and under and adults 65 and older can come to the Ramstein Immunizations Clinic to receive the vaccine. Patients age 4-65 receive a different vaccine. We administered our initial shipment of 5,000 doses to first responders, medical personnel and active duty service members. We are expecting 15,000 additional doses to arrive in the next two weeks, and will publish more details once we receive the shipment. On a final note, there is a concerning trend with individuals going to work or school while they have (even minimal) symptoms of illness. If you have any symptoms that could be COVID or influenza, stay home and call your clinic, nurse advice line, or primary care provider for advice. Help keep us all healthy!

Spouses get head start on career with Dental Training Program by Rebecca Schwab USAG Rheinland-Pfalz Public Affairs Higher education costs a lot of money, and many people go heavily into debt for it. However, military family members in Baumholder have an opportunity to gain a marketable skill for free, while also giving back to their local community here in Rheinland-Pfalz. The Dental Assistant Training Program, run jointly by the American Red Cross in Baumholder and the Baumholder Dental Clinic, offers free training for military ID card holders. Prospective students are welcome to apply through the Red Cross, which then chooses candidates for the interview and selection process with the dental clinic. Applicants who are selected are required to complete the Red Cross volunteer intake process before they can start training. “These volunteers are a crucial component for the dental clinic to operate at its highest capacity and provide necessary health services to the Baumholder Military Community,” said Riley Swanson, regional program specialist for the American Red Cross in Baumholder. “They are an incredibly valuable resource that we are lucky to have.” Swanson said the training program is six months long and has two components: classroom instruction and clinical chair-side rotations, for a total of 500 hours. Training is provided by the dental clinic, and training slots are available based on the needs of the clinic, which provides all necessary equipment. “Those selected will receive intense training in all aspects of dental assisting — from dental radiology to dental anatomy, and from sterilizing dental instruments to chair-side clinic time,” Swanson said. Graduates are eligible to take required state board examinations, enabling them to volunteer or become employed in any other military or civilian dental clinics. Capt. Joo Park, general dentist at the Baumholder Dental Clinic, said that includes entry-level positions in federal service.

“Participants get the benefit of starting a new career that can be continued anywhere you PCS,” Park said. “It’s not always easy to find a job when you PCS around the world, but this program will open up the opportunity to put your foot in a career where there is always a demand.” Hyojeong Fisher, one of this year’s graduates, was born and raised in South Korea and moved to Germany with her husband Joey in 2018. The training program, she said, was a big opportunity for her. “As an immigrant, I needed a whole new career to adjust and get along with new people from different cultures,” she said. “As a military spouse, I wanted a career that I can work on any military base with consistency, since I have to move every two to three years.” Coming from an economics background, Fisher said the training was tough in the beginning. “Everything related to dental was new to me,” she said. “Even basic words. But it was totally worth it. I was having fun learning new things. I would 100% recommend this program to anyone interested in the dental field. It is very hard work, but so rewarding.” Fellow graduate and military

spouse Samantha Valentine has a degree in interior design, but after moving from Fort Irwin to Baumholder, she said finding a job was difficult. “I’ve quickly learned how difficult it is for military spouses to land good jobs unless you are trained in a career that can travel with you, or you have a trade that is needed everywhere, even in small towns,” she said. Although she had always had an interest in the medical field, Valentine had no dental or medical experience. She said the first two weeks of training focused on terminology, anatomy, and procedures of general dentistry, followed by exams and hands-on work. “This was very accelerated learning, and it requires a lot of studying,” she said. “It’s a lot to absorb at first, but after a couple months, all of the puzzle pieces really come together. The staff at the Baumholder Dental Clinic have been great teachers.” The program was paused in March due to COVID-19, but Fisher and Valentine were eventually able to resume their training and graduated this month. Both have applied for dental assistant openings at the Baumholder Dental Clinic.

Graduates of the program can find opportunities here in Rheinland-Pfalz at clinics both on and off post. “There are multiple dental assistant positions available throughout six dental clinics in the Rheinland-Pfalz area,” Park said. “These positions generally require work experience to apply, which we can also offer the graduates to do extra volunteering after completion of the program.” The program runs once a year from January to June. For volunteers interested in applying for 2021, the application period is Nov. 1-20, with applications due

no later than Nov. 20. Interviews will take place in early December, and the program will begin on Jan. 11, 2021. Military spouses, family members over the age of 18, and military retiree ID cardholders are all welcome to apply. Selectees must provide for their own transportation and childcare needs during training. Similar volunteer opportunities and training programs are available at other military installations both CONUS and OCONUS. Mainz: Four more winning ideas Downtown Mainz is packed with good stuff to do. Here are four ideas to help make your day trip a great one. Alstadt walking tour. You can soak in a ton of beauty in less than an hour in old Mainz. Start at the Marktplatz and wind toward the beautiful half-timbered Kirschgarten neighborhood. Then make your way to Schillerplatz. HOW MINDFUL MEDITATION WILL HELP YOU STAY HEALTHY IN THE COLD

Winter is here! Worried that the cold might get you and your family sick more often?

So how do you practice mindful meditation? Here are a few steps to get you started.

One thing that definitely makes us sick more often is our body’s response to stress and anxiety. Obviously, having to deal with the holidays can make us stressed out. This stress directly impacts your body and your general health. The better that we are equipped to deal with stress-induced anxiety, the better off our health will be.

1. pick your location. Scene and setting are very important for getting the appropriate mood for mindful meditation. We recommend finding a quiet room with a candlet and a cushion to sit on.

One great way to deal with stress is the process of mindful meditation. Mindful meditation, instead of other forms of meditation that focuses your attention outward, commands us to pay attention to the present. It commands us to be aware of what’s going on inside our bodies and our minds. The goal is to simply acknowledge the reality inside ourselves, instead of constantly focusing on how to change our situation. Once you move from the tendency to want to change things to the point of accepting your true and ultimate reality, you get closer to the goals of mindful meditation. This gives us the opportunity to see and appreciate ourselves for who we really are. Mindfulness simply provides nonjudgmental

They both offer free trial periods! There is a common misconception that meditation is the absence of thoughts when really it is more about the recognition of thoughts and the ability to put them aside for the few moments of calm you’re going for.

While it does take practice, there is no such thing as ‘can’t do it’ or a wrong time to start. You’ll find it gets easier with each practice and even on days you have trouble focusing, the mantras that will be read on the apps mentioned above will provide food for thought no matter the mood you’re in.
