Thracian Fall 19 wraps up in Bulgaria

PLOVDIV, BULGARIA  Three C-130J Super Hercules aircraft and more than 90 personnel deployed to Plovdiv, Bulgaria, from Ramstein Air Base for Thracian Fall returned home Oct. 4. During the 12-day flying training deployment, the 37th Airlift Squadron flew 42 sorties and conducted 121 personnel drops for Bulgaria’s 68th Special Forces Brigade. Aircrew executed 19 low-cost, low-altitude airdrops, upgrading five pilots on the LCLA capability, and dropped 36.3 tons of heavy equipment. The SAPR Volunteer Victim Advocate Program trains active duty and DOD civilians to provide 24-7 advocacy and response for victims of sexual assault. They provide initial response at the emergency room, continue case management, and provide resources and referrals for the victim. Steven Sarandos, 86th FSS community cohesion coordinator, was recognized by Col. Matt S. Husemann, 86th AW vice commander, and Chief Master Sgt. Ernesto J. Rendon, 86th AW command chief, among his peers for his outstanding achievements. As the sole commu-

nity cohesion coordinator, Sarandos positively affected the morale and welfare of more than 60,000 members of the Kaiserslautern Military Community through the rollout of Chief of Staff of the Air Force’s United Program, which provides commanders with funding for initiatives to benefit all Airmen through morale, welfare, and recreation events. Sarandos was integral in the organization and execution of six major events and was a key player in the success of Ramstein’s Freedom Fest and Bazaar that raised about 250,000 dollars. “The best part for me is taking care of the Airmen,” said Sarandos. “That’s what

Brown is Ramstein Air Base’s government travel card administrator, where his efforts cut the delinquency rate by 1 percent for more than 5,000 accounts in his portfolio. Brown also manages both the 86th Comptroller Squadron and Wing’s government purchase card account. Col. Matt S. Husemann said. “What all that equals for us is money back to the Airmen. And so that tells me something about who you are and how you come in everyday to do that job.” Additionally, Brown spearheaded the successful in- and out-processing of 116 Airmen within 30 calendar days. Brown is a retired Master Sgt. from Des Moines, Iowa, who has worked 24 years for the Air Force. Brown previously worked as a unit program coordinator, taking care of maintainers at Mountain Home Air Force Base, he said when the opportunity came to move to Ramstein, he went for it right away. “And it hasn’t disap-

pointed,” Brown said. “I still feel that same energy, taking care of comptroller staff agencies and the members across the base.” Brown said it feels awesome to be recognized. “I don’t seek that kind of stuff out,” Brown said, “but when it happens, yeah, it’s pretty awesome. People are always telling me that I’m the ‘go-to’ person, but that’s not true because I have my teammates and we all do phenomenal work and all work super well together.” Th e Airlifter of the Week program recognizes Ramstein personnel who, through their hard work and dedication, make the 86th AW the “World’s Best Wing.”

a family member, and now I get to coordinate these events for the Airmen.” Another facet of Sarandos’s nomination was his intent to work for Airmen at all costs. He volunteered for a sixmonth deployment where he will work as a Community Activities Center flight chief improving the downrange experience for other deployed personnel. “I think this is an impor-

tant time of year to be in the position I’m heading to because deployed personnel will be away from home during the holiday season,” said Sarandos. “I’ll be able to give back and have a direct impact on their experience.” The Airlifter of the Week program recognizes Ramstein Airmen for their hard work and dedication, making the 86th AW the “World’s Best Wing.”

Enhanced Access Clinic at LRMC to close Nov. 1 by Alofagia Oney Landstuhl Regional Medical Center The Enhanced Access Clinic at Landstuhl Regional Medical Center will permanently close, Nov. 1, in an effort to maximize medical and budgetary resources for Active Duty Service Members and their families. The healthcare providers from the EAC will be transferred to the Emergency Department and primary care clinics in order to increase access to care for TRICARE beneficiaries. Starting Nov. 1, LRMC will only offer same-day space-available appointments from noon to 4 p.m. Monday through Friday, a major change to the sevenday advanced booking currently offered in the EAC. “The primary mission at Landstuhl Regional Medical Center is to support the needs of combatant commanders by ensuring that the joint warfighter is medically ready to fight and win,” said Col. Richard Kynion, chief medical officer at LRMC. “Doing so also means caring for the families of our Active Duty military personnel and ensuring that they too enjoy outstanding access to care at the hospital. To accomplish this primary mission, we need to redistribute our limited personnel resources to other areas of LRMC and close the EAC.” The EAC opened in May 2016 when an abundance of staff and resources were available to Medical Military Treatment Facilities across the Department of Defense, allowing LRMC to offer more same-day appointments for TRICARE beneficiaries who were unable to schedule a visit with their normal primary care provider. The additional appointments in the EAC also increased the number of spaceavailable visits open to those who were not TRICARE beneficiaries, such as DOD civilians, Department of Defense Education Activity staff, and U.S. contract employees. Historically, the EAC was staffed by three doctors, two nurse practitioners and six licensed practical nurses, making access to space-available appointments for non-TRI-

CARE beneficiaries almost guaranteed. During the three years since the EAC opened, that number of providers has steadily decreased in order to boost the number of staff in the Pediatrics, Internal Medicine and Family Medicine clinics. EAC providers were also considered “floaters,” meaning they could be assigned for duty in a different clinic that had a staff shortage that day. Spaceavailable care — an available appointment not already booked — declined as a result; however, even now, nearly 70 percent of all EAC patients are non-TRICARE beneficiaries who are only able to receive care on a space-available basis. “The Military Health System’s Priorities of Care categorizes Active Duty military and their families as our top two patient groups, meaning available appointments for them must align with the TRICARE Access to Care Standards,” said Kynion. With the closure of the EAC, many of its current patients, namely non-TRICARE beneficiaries and military retirees who do not already have an assigned primary care provider at LRMC, will have to seek medical treatment in a host nation facility. Kynion noted that some of the main adjustments those patients will have to make involve billing processes with their health insurance carrier, as well as the variety of differences in healthcare delivery between German and American providers. “LRMC is an outstanding hospital and we appreciate the trust our community has placed in us to provide for their medical needs” said Kynion. “I am not surprised that DOD civilians, DODEA employees, and contractors prefer to be seen at LRMC, but I want to assure them that we have built so many amazing partnerships with host nation providers in our area and I am confident that they will get the same level of safe, quality care at a German healthcare facility that they would at LRMC.” Impact of the closure on emergency medicine According to Maj. Mark

Jones, chief of the healthcare support division at LRMC, there is a correlation between low access to care levels and the increase in patient volume at the LRMC Emergency Room. “When patients have difficulties booking an appointment with their primary care provider, usually their next stop is to the emergency room,” said Jones. “Patients with non-emergent issues end up in the ER waiting room for hours and get bypassed for care by those who come in with true emergencies.” Jones, who oversees a variety of patient support areas such as access to care, patient satisfaction, and clinic capacity and availability data, said that by transferring the providers in the EAC to primary care clinics at LRMC, more appointments will be available for routine and acute care issues and the ER should see a decrease in the number of non-emergent cases. “Waiting in the ER can be painful, both physically and mentally,” said Jones. “And by permanently relocating the EAC providers to both the Emergency Department and our primary care clinics, we can reduce the patient backlog that we’ve been experiencing.” One concern for Maj. Mark Black, chief of the emergency department at LRMC, is that non-TRICARE patients who can no longer obtain primary care at the EAC may begin to use the ER for routine care. “Sometimes patients will come to the ER knowing their situation isn’t an emergency,” Black said. “All this does is increase everyone’s ER wait time and truly stresses the emergency and trauma response systems. A lot of the cases that come through the ER are more suitable for visits with primary care doctors, so it’s very important to establish that patient-provider relationship early.” Through collaboration between Jones and Black, LRMC will begin a new program that identifies TRICARE patients in the ER whose situations are better situated for a primary care visit. If a space-avail-

able appointment in one of the LRMC primary care clinics is open within the hour after being triaged in the emergency room, the ER staff will be able to book the appointments and reroute those patients to the clinics for faster routine or acute care treatment. This option for care will only apply to TRICARE patients currently empaneled with a primary care provider at LRMC.

This frequently updated roster provides information on specialty services available to ADSM, ADFM, Retirees and their families, and non-TRICARE beneficiaries. Specialty care at other RHCE medical treatment facilities varies widely across the region based on staffing and support to operational units. Beneficiaries in these categories should not rely on space-available care as their primary source for health care.

313th Expeditionary Operations Support Squadron innovates operation planning by Airmen 1st Class Daniel Sanchez & Crystal Young 86th Airlift Wing Public Affairs In a room at the 313th Expeditionary Operations Support Squadron building on Ramstein Air Base, the newest tool for operational planning quietly laid the foundations in a three-to-one scale, three-dimensional model of geographic areas along flight routes. As part of an innovation program, the squadron requested funds to purchase a 3-D printer to provide another way to inform pilots of challenges they may face along routes they fly. “Having a topographical map really helps to put yourself in that situation,” said Tech. Sgt. Richard Atkins, 313th VICTIM ADVOCATES from Page 1 ing all questions along the way. “The position is not to be taken lightly,” said Kelly Dominguez, 86th AW SAPR coordinator. “There is a stringent application process, including commander’s approval, an interview with the SAPR office, and a background check.” The SAPR office is looking for the cream of the crop, and, as Master Sgt. Melody Bell said, the job is challenging. Bell is an 86th Aerospace Medicine Squadron bioenvironmental engineering craftsman, and a volunteer victim advocate. “It can be tough, like getting up at one in the morning to respond to a call,” Bell said, “but being there for somebody and then having them come back later and say ‘You really did help me,’ that’s it; that’s the gasoline that makes me do this.” Bell has been a victim advocate at Ramstein for seven years. She said that she receives a special kind of fulfillment from volunteering as a VVA that she doesn’t receive anywhere else, because she helps people when they need it the most. “It’s so rewarding,” Bell said. “Working as a VVA was the catalyst for getting a masters in social work. I love it. It has changed my life 180 degrees.” The volunteer victim advocate position is open to most active duty E-4 and above, and DOD civilians GS-7 and above. Mandatory reporters such as 1st sergeants and medical personnel with direct patient care are not eligible. Currently there are 34 VVAs on Ramstein. Bell believes that empathy is one of the most important factors it takes to be selected as a VVA. An advocate may be the first person a victim talks to about their situation, and they are trained to support the victim through their entire process.

Atkins said the 313th is using the technology to explore ways to improve intelligence operations. “Now there is a physical object to look at,” Atkins said. “This is a great back-up just in case we lose all of [the other technologies] we have a physical map [operations teams] can look at and use for planning.” Atkins said his squadron is developing procedures they hope will be adopted by other Air Force organizations to enhance intelligence operations.

“If you have empathy, you’re gonna be a great VVA,” Bell said. The 86th SAPR office conducts initial VVA training twice a year, and the next will be in the spring. Graduates receive a nationally accredited certification. VVAs then attend monthly trainings, 1-2 hours each, to maintain their certifications. he served in several capacities to include distribution platoon leader, transportation officer in charge and S3 operations officer. His most recent assignment was logistics officer in charge for the 39th Transportation Battalion, 16th Sustainment Brigade. Armentrout thanked the garrison commander for the opportunity to come early to the garrison and learn how things work from the front office. He said the experience was “invaluable in continuing to strengthen the HHC and support USAG Rheinland-Pfalz.” “I’m ready to get started and continue working with everyone here at the garrison. Protect IT.” A Virtual Private Network is a very effective tool for you to do all three in a cost efficient, easy to set up way. Don’t use your cellphone or laptop to play over-the-internet games, stop checking your bank account and social media over public Wi-Fi. All of these things put you at risk of disclosing your information to an unauthorized user. Log into your VPN or be exposed. VPN is programming that creates a safe and encrypted tunneled connection over a less secure network,

such as the public internet at a coffee shop. A VPN works by using the shared public infrastructure while maintaining privacy through security procedures and tunneling protocols. The best way to explain a VPN is as follows: The President walks down a bad neighborhood and wants to be protected. So, the government sends guards to help him reach his destination. Using a VPN will add an extra layer of security to your data, ensuring you bypass the coffee shop’s ISP and encrypting all your communication. In very simple terms, a VPN connects your PC, smartphone, or tablet to another computer (called a server) somewhere in the world, and allows you to browse the internet using that computer’s internet connection. That way if someone is trying to gain access to your informa-

tion, they will only see the IP address of the server you are using and not your computer or cellphone. So, if that server is in a different country, it will appear as if you are coming from that country, and you can potentially access things that you couldn’t normally (like watching the programs Netflix puts on for the United States but not Germany). A VPN service is typically only a few dollars a month and they allow for multiple devices to connect to utilize it. There are free options that you can use; however, they aren’t always as secure and as well maintained as the ones you have to pay for. You can even put the VPN on your router at home and automatically connect all the devices in your house to a more secure network. The downside to a VPN however is that

they can slow your network speed because it takes an additional step to get a connection. Safety over convenience is always a good idea and the benefits greatly outweigh the cost. Most VPNs are not free and some are not even reliable, so always do your research before buying a VPN. Get what best suits your needs and fits your price quotes. By no means are VPNs the best security procedure but, it is a great security practice. Nothing is ever 100 percent secure because the internet is always progressing. Pumpkin season at Kaiserslautern’s Gartenschau Kaiserslautern Gartenschau is currently showing an exhibition of pumpkins. On Sunday, visitors get to enjoy the pumpkin festival and be introduced to ancient Rome. All figures and Roman buildings have been made from pumpkins. More than 50,000 of them were handcarved into wonderful Roman characters and buildings. A special highlight in this year’s “Romans” pumpkin exhibition, are the popular french comic heroes Asterix and Obelix. Visitors of all ages will be musically entertained by the jazz trio Elmar Federkeil on the stage set

up at Neumuehlepark and the musical brass band from Otterbach, set up at the beer garden. A highlight specifically for young visitors will take place at Neumuehlepark on Oct. 27, starting at 2 p.m. Children get to “harvest” pumpkins and carve them into creepy designs prepping for Halloween. They can also get their face painted and partake in handcrafting their own lantern. At dusk, children get to show off their handmade lanterns in a procession to finish the day. Special food offers for hungry “ghosts” will be available on site.

Jonathan Bass 86th Airlift Wing Public Affairs The 4th Combat Training Squadron assigned to the Warrior Preparation Center at Einsiedlerhof Air Station, recently hosted Nigerian and Tunisian service members for the first iteration of a new two-week course. The Africans participated in the first Air to Ground Integration Course as part of a 300 million dollar congressionally approved funding program. The course develops air to ground integration capabilities with African nation partners.

“Air to ground integration is the coordinated air attack by fixed wing and rotary aircraft against hostile targets,” said Capt. Matthew Roberts, 4th CTS chief of plans and programs. The United States is committed to partnering with African countries to address compatible strategic security objectives, added Staff Sgt. Baumholder Keystone Club collects items for Hurricane Dorian victims Story by Erinn Burgess U.S. Army Garrison Rheinland-Pfalz Members of the Baumholder Keystone Club packaged their first shipment of hurricane relief supplies to be sent to the Bahamas, Sept. 19 at Wetzel Teen Center. The Keystone Club holds a collection drive through Dec. 1 for an orphanage that was ravaged by Hurricane Dorian. “I feel that if you are in a good place and you’re able to help out others without hurting yourself, you should,” Keystone Club President Mia D. said. “We’re all able to give a little bit of something. People [in the Bahamas] don’t have basic items right now, so if we can help in some way to make their day better, we should do that.” The club’s vice president, Jasmine J., added that collecting donation items is a way to help others and give them what they need. Mia and Jasmine were key players in the youth-developed initiative to collect items for the orphanage, along

is to reach Legacy level for the fourth year in a row — the highest recognition level for Keystone clubs. In order to reach Legacy level, clubs must plan and implement a variety of outreach events, complete service learning activities and track volunteer hours, Ryan Flynn, Wetzel Teen Center director and Keystone Club adviser said. But the Keystone Club youth

aren’t the only ones staying busy at the Wetzel Teen Center. In August, four youth members and their families took a resiliency trip to Garmisch-Partenkirchen, paid for by a grant awarded through the Installation Management Command Master Resiliency Program. Flynn said the focus of the trip was to learn specific resiliency skills and put them to the test with experiential learning, for example, beating mental games and maintaining a positive frame of mind during a ropes course. “Through the experiential learning and talking through things, we hope the youth will be able to take [the skills] back into their regular lives as force multipliers,” Flynn said. More than 80 colleges and universities were present to answer questions concerning college for teens and their parents. “College Night is an important event for parents and students because not every student is afforded the opportu-

nity to return to the States for college visits,” said Lynn Rice, garrison school liaison officer. Nicholas Sifer, garrison chief of staff, added, “This event helps teens gain insight and knowledge from individuals that have firsthand knowledge and experiences at these schools, helping them in their decision-making process. For parents, this event also helps them understand the environment that they will be sending their sons and daughters to, which helps put them at ease.”

Parents and teens gain key information such as costs, curriculum details and the application process for the specific schools they are interested in, Sifer said. Prospective students should seize the opportunity to research what college they would like to attend as some colleges and universities provide scholarship opportunities. In addition to the colleges and universities represented, there will be organizations which provide scholarships to students,” Rice said. A few European

universities will also be represented. As to what can be expected during College Night, Sifer said to expect “many smiling faces and folks that truly want to help. This is perhaps the one opportunity teens and family members will have to talk to graduates from attending universities, so they should grab that opportunity and don’t be shy. 2019 recommended holiday season mailing dates, mailing tips by Lionel Rivera U.S. Air Forces in Europe - Air Forces Africa Air Postal Squadron The 2019 recommended holiday season mailing dates for postal customers assigned to the European theater are: • USPS Retail Ground/ Space Available Mail (SAM) – Nov. 27 • First Class Mail – Dec. 11 • Priority Mail – Dec. 11 • Priority Mail Express Military Service (PMEMS) – Dec. 18 These dates are for mail originating in Europe and destined to locations in the United States. Customers in the U.S. who mail to European APO/FPO/DPO addresses normally use the same recommended mailing dates. “U.S. Air Forces in Europe and Air Forces Africa postal patrons should plan ahead and mail early to ensure letters, cards, and packages arrive to intended U.S. destinations in time for the holidays,” said Lionel Rivera, USAFE Air Postal Squadron Postal Operations Flight. Customers can avoid long lines at the post office when they mail early and can take advantage of using the cheaper, although slower, space available mail service military post offices offer in Europe. “USPS Retail Ground/ SAM service takes longer to arrive at the end destination and moves via ground once it arrives in the states,” said Rivera. Customers who want faster service should consider using priority mail or priority mail express military service if available. This costs more but these classes of mail get pre-

ferred and/or expedited service. Most mail accepted at military post offices in Europe is flown to the U.S. on commercial aircraft. Once mail arrives stateside, it’s transported based on the service selected and paid for. Customers should keep in mind, packages transiting through the mail stream are handled numerous times, and therefore proper packaging is very important. The following USPS mailing tips are provided to help ensure packages arrive safely and undamaged: The Box Choose a box with enough room for cushioning material around the contents. Sturdy paperboard or corrugated fiberboard boxes are best for weights up to 10 pounds. If reusing a box, cover up or mark-out any old labels and markings. USPS Provided Boxes Priority Mail Express and Priority Mail boxes are available at no cost to the customer at the post office for items sent using either of these services. Cushioning Place cushioning around your items. Close and gently shake the box to see whether there is enough padding. Place an extra address label with the delivery and return addresses inside the package to ensure it can be delivered in case the outside label becomes damaged or falls off. Sealing • Tape the box shut and reinforce the seams with 2-inch wide tape. Use

USPS Extra Services Extra services can provide additional protection and peace of mind. • Adult Signature – Requires the signature of someone 21 years of age or older at the recipient’s address. • Certificate of Mailing – Provides evidence of mailing. • Certified Mail – Provides proof of mailing at time of mailing and the date and time of delivery or attempted delivery. • Insured Mail – Provides coverage against loss or damage up to 5,000 dollars. Fee based on value of item. • Registered Mail (service not available at all locations) – Provides maximum security.
