The team of Airmen ﬂying with the aircraft made stops in Spain, Senegal and Liberia, which is the most heavily affected area of the Ebola outbreak in Africa. With President Barack Obama’s announcements to increase U.S. efforts to respond to the Ebola virus epidemic, U.S. Africa Command is working with the U.S. Agency for International Development to deliver much needed support. The 21st Theater Sustainment Command and its subordinate units have provided logistical and sustainment support to Operation Atlantic Resolve in the Baltic region of Europe and Poland since the operation’s inception.

In the early stages of OAR, the “First in Support” command provided reception, staging, onward movement and integration support to all Soldiers moving into theater. This included processing, accounting for and coordinating movement to ﬁnal the destination for every “Sky Soldier” involved in the operation. The 21st TSC also worked with the Defense Logistics Agency, Army Central Command, Theater Logistics Support Center-Europe and host nations to provide fuel, food, water and ammunition to Soldiers on the ground, said Maj. Celebrating Hispanic heritage by Maj. Carlos E. Chirivi 786th Civil Engineer Squadron Operations Flight commander I often reflect on what a great privilege it is to serve for a military service composed of people from all the corners of the Earth fighting together for a common purpose: world peace. This is a family of professionals, and this family grows in strength and courage through its diverse members offering unique and unmatched capabilities to meet all challenges. The Air Force appreciates what each member does for the country and recognizes the accomplishments of all heritage groups. From Sept. 15 to Oct. 15, our Air Force celebrates Hispanic Heritage Month. The history of Hispanics in America started

in 1492 when Christopher Columbus arrived in the new world and stretches to today. Hispanics have served in the armed forces since the American Revolutionary War to our current war in Afghanistan, with 42 Hispanics receiving the Medal of Honor. Our first awardee was Cpl. Joseph H. De Castro of the Union Army on July 3, 1863, and our most recent awardee is Sgt. 1st Class Leroy Petry, who fought in Afghanistan. We honor them for their sacrifices. It is always important to pay tribute to our fallen warriors, but it is also important to recognize those who excelled when challenged, such as flying ace Col. Manuel J. Fernandez, who flew 125 combat missions in the Korean War; Gen. Richard E. Cavazos, who became the Army’s first Hispanic four-star general; and Edward

Hidalgo, the secretary of the Navy in 1979. These great men contributed significantly to the success of the U.S. military. I am Hispanic, and I’m very thankful to my parents who ventured into the United States in search of the American dream. They ventured into the factories of New Jersey where they met and started a family. I am a first generation American of Colombian parents who, ever since my brothers and sisters were young, told us of the violence they experienced as they grew up leading them to migrate. It is important to recognize the sacrifices and courage of many Hispanics who left their loved ones to face many challenges and hardships. Sometimes, these Hispanics don’t have a choice. by Valerie Seitz 86th Medical Operations Squadron Family Advocacy Program Each October for Domestic Violence Awareness Month, the Family Advocacy Program puts a special focus on the prevention of domestic violence in the Air Force. This year’s campaign theme is, “Thanks for Asking.” When incidents of domestic violence are not reported to authorities, community members become vital in detecting silent victims of abuse. When you see people in your community suffering from abuse, whether they are Airmen, dependents or civilians, regardless of gender or rank, we challenge you to reach out to them. Domestic abuse is contrary to everything the military believes in. Simply asking, “Are you okay? Can I help you?” could be the key to saving a life. Our military families can experience significant stress, including working long hours, having to go on frequent deployments and being separated from their primary sup-

‘RUfit?’ jumpstarts resiliency, overall fitness by Staff Sgt. Ryan Crane U.S. Air Forces in Europe and Air Forces Africa Public Affairs “RUfit?” officially rolled out Oct. 1 across bases in U.S. Air Forces in Europe and Air Forces Africa to focus Airmen on a culture of balanced, holistic health. Being mentally, physically, socially and spiritually fit can help Airmen, civilians and their families cope with the strain of daily life and recover when challenges are overwhelming. The program, Comprehensive Airmen Fitness, was created to do just that. “Our Air Force has made a significant investment in programs focused on our people,” said Gen. Frank Gorenc, USAFE-AFAFRICA commander. “Airmen need to know what services are available to them and where to go to find those resources.” But as Airmen, NCOs and officers were asked about the various programs the Air Force offers, the resounding response was, “I had no ebola, from Page 1

The host nations have diesel, and a lot of the vehicles from (the 173rd) can use diesel.” The 21st TSC has also been responsible for the actual transportation of Soldiers and unit equipment in and out of theater. Through coordination of the 21st TSC’s 39th Movement Control Battalion, 16th Sustainment Brigade, over 120 short tons of equipment have moved into the OAR theater, said Lt. Col. Joan T. SweenyDent, 21st TSC SPO transportation integration branch chief. “These Soldiers and their equipment are moving regularly into theater using Common User Land Transportation assets. This is the very meaning of invisible logistics. You may not see the 21st TSC and its units working, but everyone and everything is getting where it needs to be through great effort and coordination behind the scene,” Sweeny-Dent said. “Our teams are coordinating the movement of everything from Humvees to Howitzers.” In the near future, there will be a shift from the 173rd BCT

to the 1st Brigade Combat Team, 1st Cavalry Division. With this change comes a change in requirement from a light infantry unit to a mechanized infantry unit with more equipment demands and greater fuel needs. The 21st TSC has been planning and coordinating for several months to prepare for the change. “With this transition from light to heavy (1/1 Cav.), their fuel demands will be much greater, so we will preposition equipment to accommodate that demand,” Day said. “We will have a much bigger part to play.” In the coming months, the 21st TSC will deploy a forward command post to assist U.S. Army Europe in managing sustainment operations for all OAR Soldiers. “Team 21’s forward logistics support provides the vital distribution and sustainment link for Operation Atlantic Resolve. Our enabling capabilities enhance both European and continental U.S. based regionally aligned forces’ combat power and readiness,” said Maj. Gen. John R. O’Connor, 21st TSC commanding general. “This access allows persistent engagement with our European partners to strengthen ties and counter potential threats.”

elect areas of the Ramstein and Vogelweh housing areas will start to have the speed limit raised to 30 kph today due to recommendations from a base-wide traffic study. Drivers must continue to obey all posted speed limits during the change since not all signs will be replaced at once. The change is consistent with standards in the local community, which eliminates conflicting procedures between off-base

and on-base traffic controls. Although most 20 kph limits will be removed, others will remain in place in areas where the conflict between pedestrians and vehicles is high. “In the interest of pedestrian safety, the speed limits in these regions, primarily school and child day care zones, will remain 20 kph,” said Lt. Col. Paul Silas, 86th Civil Engineer Squadron commander. “Regardless of the higher speed limit, drivers are expected to act responsible and remain vigilant for pedestrians and should always be prepared to stop suddenly to avoid an accident.”

The new speeds in miles per hour are 12 1/2 mph in school areas and 18 1/2 mph in housing areas. The speeds are similar to posted speed limits in school and residential areas in the states. “Security Forces members will continue to enforce traffic codes, including the adjusted speed limits, as we always have,” said Capt. David Ratte, 86th Security Forces Squadron operations officer. “Our dedication to ensuring full compliance with safety precautions and laws is to guarantee a secure environment for the entire Ramstein

community and visitors passing through.” The installation traffic code is reviewed annually and updated as required based on decisions from the Traffic Safety Coordination Group. “We ask for everyone’s continued assistance in adhering to posted speed limits and traffic-flow patterns,” Ratte said. “To further protect pedestrians and children in the housing areas, we have begun implementing speed cameras throughout the base, similar to those used on German roads and highways.”

Air adviser aides Bulgarian, NATO interoperability by Senior Airman Timothy Moore 86th Airlift Wing Public Affairs It is not always easy to step out of your comfort zone, but for military members it is sometimes required. One Airman from the 435th Air Ground Operations Wing’s Contingency Response Group had the opportunity to step out and excel. Staff Sgt. Luis Devotto, 435th CRG Air Adviser Branch air adviser special vehicle maintenance, trained 16 members from two Bulgarian movement control teams on the operations and maintenance of a Halvorsen aircraft loader. “This was the first training event for the Air Adviser Branch,” Devotto said. “Normally, we do familiarization events, advise and even assist in different subjects that countries may request. This request came down through Air Force Security Assistance Training.” AFSAT’s mission is to develop, deliver and manage education and training solutions in support of U.S. Security Cooperation objectives. This training event was designed to help increase the interoperability of the Bulgarians with other members of NATO as the Bulgarian military moves to more modern equipment.

Devotto, alongside Staff Sgt. Jonathan Rasmussen, 48th Logistics Readiness Squadron transportation specialist from Royal Air Force Lakenheath, England, took on more responsibility than air advisers normally do. “Normally for missions like this, people get handpicked,” Devotto said. “They try to get a master sergeant, someone that has been in the career field for a long time. In this case, since it was vehicle maintenance, I got to carry that weight.” Devotto coordinated the event from beginning to end. He notified the units, got in touch with the embassy and made sure training documents were cleared by the Foreign Disclosure Office and the vehicle maintenance and operation technical school. He also made sure what he and Rasmussen were saying was accurate and followed the guidelines. “When I first got the mission, I was told I would be doing training and be the air adviser,” Devotto said. “That doesn’t happen. It was kind of daunting, but as the coordination and the planning came through, I just felt very comfortable. It was definitely a confidence boost.” For some it not only built their skill sets, but also helped build partner-

I can safely say that I have made many new friends, and I look forward to the possibility of going again.” For the Bulgarians, the experience seemed to be invaluable as well. “What I liked the most was how we combine operations and maintenance,” said Bulgarian 1st Lt. Dimitar Muldavliev, Movement Control Team 14380 leader, Plovdiv, Bulgaria. “For unexperienced operators, it’s very hard to understand what’s really happening under the hood of the vehicle, but when the driver has basic operator and basic maintenance skills it is easier. Of course everything comes with practice, but I think if you have knowledge from different areas, you start a few steps higher in the beginning.” After the operation and maintenance training was done, Devotto and Rasmussen then conducted a “train the trainer” course so members of the movement control teams could continue training their own people independently. “This is just another step to make the Bulgarian armed forces more interoperable with other NATO forces,” Devotto said. “I was glad to be a part of that.”

Capt. Spanky meets Sparky the Fire Dog Hello, Ramstein! It has been a wild week! I’m usually not a huge fan of other dog spokeshounds, because, well, you have Capt. Spanky, so who needs more, right? But when my good friend Sparky the Fire Dog invited me out to celebrate Fire Prevention Week and help spread awareness, I couldn’t help but feel a little honored. After all, I’ve got to keep my adoring fans safe. So when I got to Sparky’s gig at the Kaiserslautern Military Community Center, I was happy to see Sparky spending time with all the children and parents. He has an important message, and if you listen, it could save lives. Here are a few tips from the big dog himself: • Electrical cords are in good condition (not damaged) • Appliances and lights are plugged into separate electrical outlets • All smoke alarms work when tested by a grown-up • All escape routes are clear of clutter and easily accessible • Curtains and other things that can burn are away from the stovetop • Portable space heaters are off whenever a grown-up leaves the room and goes to sleep • Portable space heaters are 3 feet away from anything that can burn • All extension cords are used safely (not under carpets or across walking areas) • The clothes dryer has a clean vent and ﬁlter (no lint build-up) • The furnace has been inspected in the past year • The chimney has been inspected and cleaned in the past year • Have an all-purpose ﬁre extinguisher on hand in case of an emergency • Test alarms at least monthly by pushing the test button. • If smoke alarms do not respond properly when tested, replace them immediately

Stephen Hawking continued to realize his highest potential even through his disability, a principle Ramstein’s 86th Airlift Wing Equal Opportunity Office practices every day. Striving to accomplish their goal of helping all Air Force members reach their highest potential, the EO office is spreading awareness of specific Air Force members during National Disability Employee Awareness Month. “The reason we are raising awareness of this matter is to make sure disabled, yet qualified, people are not being overlooked while applying for a job,” said Tech. Sgt. Shajita Rios, 86th AW EO adviser. “Many times someone with disabilities is less likely to be hired over someone with none, even if they are capable of doing the job all because the person hiring has a misconception that they can’t do the job.”

According to the Bureau of Labor Statistics, a veteran looking for work has a 25 percent chance of being discriminated against due to a disability received during their service. “This is a huge pool of people that can be discriminated against and lose out on a job,” Rios said. “This limits the choices to fill that position, even if they are 100 percent qualified. Having meaningful employment is a civil right; you can’t deny someone of that just because they are a little different.” The EO office hopes to rid the discrimination of age, ethnicity and other variables that create inequality within the work force, as well as fighting for the rights of the disabled “How would you like to go to work every day and be judged because of your race, age or skin color?” said Master Sgt. “It not only helps us as EOs, because it gives us the extra experience, but when it’s time to hang up the uniform we know the Air Force has already taken that extra step to take care of its people.” While discrimination and inequality persists, the Ramstein EO office will continue to guide those looking for a career and brighter future.

AF updates voluntary education programs for FY15 WASHINGTON — Active-duty Airmen who want to take advantage of military assistance programs for voluntary education in the coming academic year will experience several changes. Since Oct. 1, Air Force Credentialing Opportunities Online, or AF COOL, started taking the place of the military tuition assistance, or MilTA, certification program for enlisted and total-force Airmen seeking certifications. Military tuition assistance guidance will be updated. “Education is what keeps our Airmen and our Air Force at the leading edge of change,” said Chief Master Sgt. of the Air Force James A. Cody. “This is a valuable benefit that Airmen have a responsibility to manage, whether it’s keeping their GPA up or meeting all the deadlines for applications.” Airmen who are currently enrolled in a certification program funded through MilTA will have one year to complete their program. Enlisted Airmen submitting new applications through AF COOL will be able to apply for certifications based on their duty Air Force specialty code, with a lifetime cap of $4,500. Senior NCOs are also eligible for leadership and management credentialing programs within the lifetime cap. Funding for the program is currently scheduled to begin in January 2015. However, the

website has been fully functional since Oct. 1. “We created AF COOL in part to meet FY14 (fiscal year) National Defense Authorization Act requirements but also to separate credentialing from other military tuition assistance and ensure we had a cohesive, user-friendly system for our enlisted Airmen who are interested in obtaining duty-related certifications,” said Russell Frasz, Air Force director of force development. MilTA will also see some changes in fiscal year 2015, Frasz said. In line with the updated Defense Department instruction on voluntary education released in May, Airmen who receive grades of a C or below in graduate courses and D or below in undergraduate courses will be required to reimburse MilTA funds. This is effective with all term start dates on or after Oct. 1. If, after six semester hours at the graduate level or 15 semester hours at the undergraduate level, students cannot maintain the requisite GPA, they will no longer be eligible to receive MilTA until they have raised their GPA. In addition, the DOD instruction no longer allows for MilTA to pay for fees. Eligibility requirements for MilTA will remain the same, except for students with active suspenses

such as incompletes or other pending reimbursement actions. These students will be ineligible until those suspensions are closed. Airmen who are approved to receive MilTA may still receive up to $4,500 per fiscal year and a maximum of $250 per semester hour, but will now have a cap of up to 124 semester hours allowed for undergraduate program and 42 semester hours for graduate level courses (some restrictions apply for the undergraduate and graduate caps). This change affects all current and future MilTA users. The window for MilTA requests will be limited to no earlier than 45 and no later than seven days prior to the start of the academic term. Additionally, Airmen must obtain approval for their educational goals from their academic institution. All new MilTA users and those who haven’t taken any classes in the past year are required to have face-to-face counseling with an education adviser prior to receiving MilTA, but all students are encouraged to meet with education advisers and review the updated Air Force instruction to ensure they are familiar with all the changes to the program, Frasz said. For example, some are affected by the violence of narco-terrorism and claim political asylum. Many Hispanics have surpassed all adversities and become role models for all. One story in particular that I want to highlight is of Olga Custodio, who wanted to be a military pilot but was turned down by two military branches. This did not stop her efforts to make her dream come true as she tried once more when the Air Force was recruiting women to become pilots. Eventually, she became the first Latina to make it through military flight school and went on to complete a 20-year career as a pilot for American Airlines. Her advice to all is that people should not give up on their dreams, and her mantra is: “Querer es Poder” (when there’s a will there’s a way). There are several ways to immerse oneself into the Hispanic culture and learn its past. Two of these ways are through the Linguistic Enabled Airmen Program and the Hispanic Heritage Committee. I am part of LEAP, and I just came back from a linguistic and cultural immersion in Brasilia, Brazil, where I had the opportunity to learn a new language and discover the fascinating Brazilian culture. The Hispanic Heritage Committee is another way to get involved with activities throughout the year, and I heard they are working on a Latin dance program, Spanish classes and cooking. CIMIC personnel can learn to work together before a disaster, she added. Each nation has a center of excellence but in a different specialty, Pitrone said. However, this is the only CIMIC COE schoolhouse. “We have developed different courses on different levels, and we are also teaching those courses here at the CIMIC Centre of Excellence and also at other locations abroad,” Groothedde said. Parsons said he recommends anyone interested in CIMIC attend future courses. “It is good to learn from them and their real-world CIMIC experiences,” he said.

Mailing meat stateside draws fines by Robert Szostek U.S. European Command Customs Public Affairs It is illegal to send meat and sausages to the United States without U.S. Department of Agriculture approval. Those U.S. personnel in Europe who choose to ignore this prohibition and mail packages of sausages, ham, pate or other meat products to the U.S. will receive fines from the USDA. Even pasta or soup mixes that contain dried meat are not allowed.

The Bureau of Customs and Border Protection conducts inspections of mail arriving stateside and refers violations to the USDA. Fines can range from $100 to $1,100. Infestations of animal disease potentially cost the U.S. taxpayer millions of dollars each year. Trying to sneak meat into the country is a violation. CBP routinely checks packages from overseas and employs specially trained dogs to sniff out food. Service members overseas should keep this in mind when preparing holiday shopping lists.

“All packages mailed to the U.S. must have a customs declaration,” said Scott Sanner, USDA adviser at the USEUCOM Customs and Border Clearance Agency. “In many cases, people falsely list the contents of packages. Energy Action Month educates Airmen WASHINGTON — October is Energy Action Month throughout the federal government, and in the Air Force, Energy Action Month is the centerpiece of the “I am Air Force Energy” campaign dedicated to educating Airmen on ways they can maximize their energy efficiency and mission effectiveness. The Air Force launched its month long series of educational opportunities and activities with a letter to all Airmen from Secretary of the Air Force Deborah Lee James, Air Force Chief of Staff Gen. Mark A. Welsh III and Chief Master Sgt. of the Air Force James A. Cody. The leaders wrote, “Energy is a fundamental component of all Air Force operations. The smart use of energy means flying our aircraft farther, transporting more cargo and accomplishing our mission in a more efficient and effective way.” Throughout October, the Air Force will share innovative ways in which Airmen and their families can make more energy-aware choices. These include turning off lights, limiting the time vehicles idle, shutting down unnecessary appliances and other equipment and observing energy efficient behavior on the job.

Implementing these sorts of best practices can have a significant impact on reducing energy demand. “Since fiscal year 2011, the Air Force has created a 10 percent increase in the distance we can carry a ton of cargo on a gallon of fuel, while simultaneously decreasing the related costs by more than 8 percent,” said Miranda Ballentine, the assistant secretary of the Air Force for installations, environment and energy. “This is one of many success stories driven by great suggestions from the field.” Airmen can submit their energy ideas at the Airmen Powered by Innovation website. Airmen have already greatly improved the Air Force’s energy efficiency during the last several years. In 2013, the 97th Air Mobility Wing at Altus Air Force Base, Oklahoma, implemented scheduling and airspace initiatives which resulted in $30 million saved. Their innovations include giving scheduling priority to their closest air refueling tracks and creating a racetrack re-attack route at their drop zone, which trimmed 18 minutes of flying time per sortie. Enterprise-wide, the Air Force nearly doubled the use of alternative fuel sources in ground vehi-

cles in 2013, as compared to 2008, and it increased the percentage of energy capacity from renewable sources to 8 percent. The Department of Energy recognized teams of Airmen from installations throughout the Air Force with eight of the Federal Energy Management Program awards. Of the 25 FEMP awards presented in 2014, 10 different government agencies were recognized, but none had more awardees than the Air Force. The eight Air Force winners included: Joint Base ElmendorfRichardson’s Richard Hiatt and Griffith Turpin, who worked with the city of Anchorage, Alaska and Doyon Utilities to build a landfill gas waste-toenergy plant on the installation. For years, the city had collected and burned landfill gas, primarily methane, next to the base, and now it is used to generate more than 26 percent of the base’s yearly electric need. The project is expected to save $73.6 million during its 46-year lifecycle. The office of the assistant secretary of the Air Force for installations, environment and energy’s energy analysis task force in D.C., made up of Cols. Alan Sims, Col. Michael Smith, Lt. Col. Chip Bulger, Lt. Col. Jeffrey

Havlicek and Lt. Col. Mark Lyons leveraged the expertise of 18 Air Force Reserve members to identify and embed six industry best practices across the service. One example was a partnership with Air Mobility Command to enhance cargo load processes that eliminated 1,044 sorties and saved $12.6 million in fuel. The Air Force Space Command energy program team of Jim Jacobsen, Monie McVay, Randall Pieper, Tim Pugh and Fox Theriault at Peterson AFB, Colorado, focused on two top energy users — high-efficiency exterior lighting and vehicle fleet fuel. AFSPC connected Clear Air Force Station, Alaska, to the electric grid, saving $1.5 million annually; made upgrades to a power plant at Thule Air Base, Greenland saving 636,265 gallons of jet fuel and $2.6 million annually; and they saved $1 million annually by installing 6,600 LED lights, street and parking lot fixtures across the command. rucks, high pressure hoses, engines, ladders, hard hats and a station dog are all essential tools to put out a fire, even those that don’t burn. The Kaiserslautern area has more than 50,000 American citizens living within its boundaries, and keeping the military chain of communications open depends on Airmen affectionately called “Cable Dawgs.” A vast infrastructure comprising antennas and manholes provides the communication backbone for the KMC. Airmen such as Airman 1st Class Dillon Fowler and Senior Airman Joshua Cruz, 86th Communications Squadron cable and antenna maintenance specialists, are responsible for climbing these metal monsters and diving into the depths under the streets to tackle the jobs that keep the stream of information flowing. “We provide a path of communication,” Cruz said. “All over base you’ll find (communication nodes) containing all sorts of cables necessary for interconnectivity. We maintain, replace and install these to ensure communication stay up throughout the KMC.” Many Cable Dawgs have the opportunity to work hands-on in varying situations. Depending on the location and season, working inside a manhole or on top of an antenna may require extra security precautions.

“We have to be prepared for many precarious situations,” said Staff Sgt. Aaron Kline, 86th CS cable systems crew chief. “Oftentimes we will find manholes filled with water, which can be full of lethal and combustible gasses as well.” Cruz said maintaining the KMC’s system of cables can be challenging, but it’s never mundane or repetitive. “There are a lot of interesting opportunities we find ourselves in,” Cruz said. “I’ve climbed 90 plus feet into the air and then walked 15 plus feet out on an antenna arm for a quick repair. It’s all part of what we do.” Occasionally, there is confusion on what these Airmen can accomplish. Though they might install and maintain a colossal amount of communication infrastructure, they don’t make email quicker. “It’s funny sometimes,” Fowler said. “When people do see us they usually ask if we can fix their computers or make their Internet better.” Even though Internet strength isn’t something their shop handles directly, they do provide a pivotal role in establishing it. “Within three days we’ve set up and installed a whole network inside a four-story building,” Fowler said. “We’re kind of like ghosts; we can get anywhere, and people rarely see us.” Their job isn’t usually highly visible, their fires don’t burn bright into the night, and many might mistake why they have to dive into the depths below the surface streets, however their responsibilities are just one more critical link that keeps Ramstein and its communications flowing.

Adjust driving habits when driving in fog Dense fog, wet leaves and the first black ice — this is autumn. Motorists should be extremely careful driving in foggy weather. A lot of accidents are caused when motorists drive too fast and don’t keep enough distance in foggy conditions. German automobile clubs recommend motorists adjust their driving habits and the vehicles’ lights to avoid accidents. Many drivers judge visibility incorrectly and cause accidents through excessive speed. If it’s foggy, motorists should plan on more time if they need to get somewhere on time, because time pressure is the biggest enemy when visibility is bad. In fall, drivers must expect sudden fog at any time, especially near rivers, lakes, wooded areas and moorland. The following tips can help motorists drive through fog safely: • Turn on the headlights at the first indication of fog. The vehicle will be seen more easily. • Expect poor visibility when vehicles with lights approach from the opposite direction. • Turn on the windshield wipers from time to time. If the fog is dense, keep them on constantly. Fog settles on the windshield and limits visibility. • Keep the windows (inside and outside), headlights and taillights clean. • In thick fog, keep the radio’s volume low to avoid distraction. • Adjust speed to range of sight. If visibility is only 50 meters ahead, don’t drive faster than 50 kilometers per hour. If it’s 100 meters, don’t drive faster than 80 kph, and if visibility is 150 meters, don’t drive faster than 100 kph. • Always count on vehicles to appear suddenly and the need to brake immediately. • Don’t rely on the backlight of the car in front. Keep enough distance, especially when the other car is moving slowly. • Focus on the safety poles, not the center stripes. The poles on the right side always have rectangular reflectors, and those on the left have two round reflectors. The density of fog can be estimated by the distance of those safety poles. On regular roads, the distance between two poles is 25 meters, and on the autobahn it’s 50 meters. • Don’t trust normal ability to estimate distance since fog causes blurriness and simulates greater distances. • Obey all warning signals. Automobile club officials say motorists tend to overlook warning boards and blinking lights, which warn of notorious “fog holes.” • Driving in fog requires full concentration. Observance proves cybersecurity is a team effort U.S. Army Europe Cyber security officials want to remind members of the U.S. forces community in Europe that October marks the 11th annual National Cyber Security Awareness Month, and it’s everyone’s duty to protect Army information and communications. “Today the Internet is part of everyone’s life every day. But while people routinely use the Internet at work, home, for enjoyment and to connect with friends and family, being constantly connected brings increased risk of theft, fraud and abuse,” said Daniel Hingtgen, chief of Cyber security, Policy, Programs and Training for the USAREUR office of the Deputy Chief of Staff for Communications. No country, industry, community or individual is immune to cyber risks. Americans face constant cyber threats against the nation’s critical infrastructure and economy. As individuals, cyber security risks can threaten finances, identity and privacy. “Our reliance on critical infrastructure and the digital technology that operates it makes cyber security one of the U.S.’s most important national security priorities and one in which every American has a role to play,” Hingtgen said. “The slogan ‘cyber security is a team effort’ underscores that shared responsibility.”

During October, USAREUR cyber security officials plan to engage the Army in Europe community through events and initiatives designed to raise awareness, to educate people about cyber security, and to increase the resilience of cyber infrastructure to prevent or respond to cyber incidents. Free cyber security courses will be offered in communities across USAREUR, officials added, to provide social networking systems awareness and training to Soldiers, Department of Defense civilian employees, contractor employees and family members in the Army in Europe community. Sessions will be held from 9 to 11 a.m. and 1:30 to 3:30 p.m. Oct. 24 at the Kaiserslautern Community Center on Vogelweh. USAREUR’s cyber security experts also recommended some basic year-round cyber security tips: • Set strong passwords, and don’t share them with anyone. • Keep operating systems, browsers and other critical software optimized by installing updates. • Maintain an open dialogue with family, friends and the community about Internet safety. • Limit the amount of personal information you post

Increased surgery access at LRMC Increased opportunities for surgical procedures are currently available at Landstuhl Regional Medical Center for retirees, Department of Defense civilian employees and family members. “When the conflicts in Iraq and Afghanistan were busy, our focus was treating wounded warriors arriving at LRMC from theater,” said Col. (Dr.) Brian Sonka, chief of the Division of Surgery at LRMC. “Now that the flow of patients has thankfully slowed down from the Middle East, Landstuhl wants to allow greater access to care to our beneficiaries and the opportunity to keep our surgeons gainfully employed.” The surgical specialties at LRMC include orthopedic surgery, ophthal-

mology, general surgery, neurosurgery, spinal surgery, plastic surgery, urology, obstetrics and gynecology, ear/nose/ throat surgery, oral surgery, and occupational and physical therapy. “There is a lot of capability at Landstuhl, and our surgeons have years of experience dealing with complex trauma and surgical cases from the Middle East, Africa and Eurasia,” said Capt. Rob Davis, chief of LRMC Managed Care. “We want to capitalize on maintaining these skill sets and providing a high level of care to the retirees and DOD civilians in the Kaiserslautern Military Community that support the active-duty population and their families every day.” The change is especially significant

for DOD civilian employees and retirees whose German doctor refers them to a surgical specialist. In most cases, Sonka said retirees and DOD civilians can be seen at LRMC for surgical consultation unless the patient has a problem that requires a specialty or capability not available at LRMC. Other specialties, such as dermatology, endocrinology, rheumatology and gastroenterology, would be determined on a case-by-case basis. How does this work? How do I access LRMC if I am seeing a host nation provider? If a retiree or DOD civilian is seeing a host nation provider for primary care and has a specialty care refer-

ral, they can either call the LRMC TRICARE office at 590-4830 or 06371-9464-4830 and ask for referral management, or they can bring their referral to the LRMC TRICARE office in person in Bldg. 3744 (near the Army and Air Force Exchange Service gas station) at LRMC. The LRMC referral management team at the TRICARE office will work with the clinics and/or surgeons at LRMC and facilitate the care, if appropriate. The LRMC referral management team can take referrals in German as well. There is no need to have them translated before contacting the LRMC TRICARE office. Aiming a weapon effectively, parachuting out of an aircraft or even patrolling the base would be incredibly difﬁcult without a healthy set of eyes. To help the 86th Airlift Wing mission succeed and keep Airmen safe, the 86th Aerospace Medicine Squadron optometry Airmen ensure their patients are taken care of with professionalism. “Our mission is to provide the highest quality optometric services possible in a timely, expedient and professional manner,” said Senior Airman Lloydon Balili, 86th AMDS ophthalmic technician. “We do our best to ensure our

patients’ needs are met.” Despite having a small staff, the office supports 54,000 Americans, the largest American military population outside of the U.S., seeing approximately 50 patients a day. Any identification cardholder is eligible to be seen by the office. Whether the patient thinks they may need surgery or just wants to get a routine eye exam, they can make an appointment by contacting the optometry office. “We conduct routine eye exams, screen patients for the doctor and ensure gas mask readiness,” said Staff Sgt. Whitney Chaney, 86th AMDS ophthalmic technician. “We’re also in charge of certain programs, such as the contact lens program and the refractive surgery program.” Regardless of the service they provide, interacting with patients and ensuring

Kingfish do it again! O

n Sept. 27, the Kaiserslautern Kingfish swim team hosted four other teams from across Europe at the Ramstein Aquatic Center. The Kingfish once again swam away with the victory, beating the Wiesbaden Wahoos, Lisbon Bullsharks and Lakenheath Barracudas 1257-792-154-141. “I am very happy with the swims today,” said head coach Karina Plocek. “There were so many outstanding

ones it was hard to keep track.” The Kingfish swam strong from the beginning, sweeping the medley relays in all age groups. Swimmers Kamrin Markus, 9; Robert Haas, 9; Jack Waibel, 10; Andrew Hendrickson, 10; Leomar Ayala, 10; and Jada Meade, 12, swam for four personal best times. The Kingfish bookended the meet by sweeping the free relays at the end as well. Ayala couldn’t help but inspire teammates, as he broke two Kingfish

A Glance at Metz

Etienne has the largest expanse (70,000 sq feet) of stained glass windows in the world. The windows are the works of master Gothic and Renaissance glass makers from the 13th to the 20th centuries. Three of the windows were made by the 20th century Russian Jewish painter Marc Chagall. Additionally, on exhibit at the cathedral is the collection of the Bishopric of Metz collection, artifacts of the Holy Roman Empire.

Metz is situated near the tripoint along the borders of France, Germany and Luxembourg, and on the banks of the Moselle and the Seille Rivers. This friendly city is a cultural, commercial and transportation center of Lorraine and it is one of eight cities in which the French government has targets for special planning and development. Metz dates back 3000 years and has many Roman ruins including an aqueduct, thermal baths and remains of an amphitheater, as well as many buildings preserved from the medieval period. Metz has been submitted on France’s UNESCO World Heritage Tentative List due to its historical, cultural and architectural background.

A branch of Pompidou arts centre of Paris, the Centre Pompidou-Metz is a modern and contemporary arts museum that was designed by Japanese architect Shigeru Ban and opened in 2010. Inspired by the shape of a Chinese hat, the building is marveled for its unique and complex roof structure. The museum exhibits semi-permanent and temporary exhibitions from the collection of the French National Museum of Modern Art. Past works that were exhibited at the museum include Picasso, Miro and Calder. Live performances, films and talks also make up the temporary exhibition. The museum offers ongoing art workshops for kids and teens.

The Saint-Etienne Cathédral (Saint-Stephen Cathedral of Metz) is a magnificent Gothic cathedral that was built between 1220 and 1552. It is the most visited religious structure in Lorraine and the most luminous cathedral of France. Nicknamed God’s lantern, Saint-

France is known around the world for its exquisite food and “to die for” pastries. The Covered Market (a large covered structure) should not to be missed when in Metz. At the historic market are permanent stalls and shops by local food producers and retail-

ers. The building intended to be the palace for a bishop when construction began in 1785. However that plan was interrupted by the French Revolution, in which it became the Covered Market in 1833. Adjacent to the Covered Market is the Chamber’s Square (Place de la Chambre), a place where numerous great restaurants and wine bars are located. Local dishes include quiche, potée, the Lorraine pâté, and suckling pig. Local pastries include Metz balls, the Metz cheese pie and a ganache-stuffed biscuit covered with marzipan, caramel and dark chocolate. The regional wine is the Moselle wine, which is seldom seen in the export market.

Annual Events

Metz hosts the second most popular Christmas market in France during the months of November and December. Other events that bring visitors to the city are the popular Mirabelle Festival with open markets, live music, art exhibits, parades, fireworks and more; a literature festival; Montgolfiades hot air balloon festival and more.
