OST Fairford deemed ‘successful’ by Airman 1st Class Trevor Rhynes 86th Airlift Wing Public Affairs RAF FAIRFORD, England — Members of Team Ramstein participated in a successful off-station training April 23 to 27 here. “This has been a very successful mission, especially in regards to getting out the door in a deployment aspect and being operational within 24 hours,” said Capt. Ryan Wilson, 37th Airlift Squadron pilot and mission commander, Fairford OST. “We got planes off the ground the next evening and were able to start the training mission.” A variety of training was held over the week. Aircrew with the 37th AS practiced airdrops and low-level flights in unfamiliar airspace; maintainers of the 86th Aircraft Maintenance Squadron kept four aircraft ready to fly two missions a day; and finally, security forces Airmen of the 435th Contingency Response Group provided around-the-clock, real-world security for the OST. Airmen of the 86th AMXS also hit the ground running, ensuring almost all operations went smoothly. “We’ve been able to successfully operate
in a bare-bones environment, having to bring our own equipment with us,” said Master Sgt. Shane Hiett, 86th AMXS aircraft section chief. Airmen with the 435th CRG put the finishing touches on the team environment by providing security. “During real-world operations, we all need to team up to ensure the mission is completed,” said the Expeditionary Contingency Response Element commander. “It makes sense for us to train with each other, so we can understand how other groups operate. We were extremely successful in supporting the 37th’s training and the 86th [Airlift Wing’s] ability to execute real-world missions.” With more than three airdrops and five low-level flights, these groups worked together to accomplish deployment training. “We were able to adapt to not only the airspace, work with maintainers to get equipment they need because this is a bare-bones base and the CRG has ensured our airdrops get off successfully,” said Wilson. “Overall it has been great to work as a team to get the mission out. I think adapting is what we do best.”

Two joint town halls addressing child safety on military installations were held Tuesday and Wednesday at Vogelweh Air Station’s Galaxy Theater and Ramstein Air Base’s Hercules Theater. Lt. Gen. Making a better Air Force: Mantras for Airmen Commentary
by Master Sgt. Krystal Marks 86th Medical Squadron In discussing leadership and followership, we are sure to pick up a few “one-liners” in our careers. These serve as mantras — phrases that help us when we need them most — just as marathon runners use mantras to push through that wall at 23 of 26.2 miles. When I’ve found myself in the most challenging situations as an Airman, supervisor, senior noncommissioned officer, or in these days as a first sergeant — these are the mantras that seem to resurface and give me the inspiration, motivation and focus I needed to continue cranking the mission. They just may guide you in times of adversity as well. Happy reading! “If you keep saying ‘I’— people will look right past you.” This is an up or out Air Force. Yes, there is a certain amount of self-promotion that we must learn to do at times. Yet, as we earn our way through the ranks, there needs to be a drastic reduction in stating “I did this” and so much more “we” and “they” and “all of us accomplished this together.” What matters is what our units accomplish, what our sections achieve, and how much we push our Airmen to go further than we have. The Air Force does not “Fly, Fight and Win” on one person’s actions alone. It’s about our dedicated teams, and how they complete the mission every day. Promote the teamwork of leadership more than you ever promote yourself. “It’s not about me.” Okay, very similar to the section above, but here is a different flavor to it. If you are a part of a unit that would fail without you — you have, in fact, failed that unit.
One person making or breaking a mission is not a testament to how “good” someone is — it is a mistake on that person’s part to hoard information and knowledge. Our mission as leaders is to make ourselves obsolete — learn all we can, and then pass it on. Make Airmen miss you when you are gone, not need you when you can’t be there. Remembering “It’s not about me” is also very helpful when you are at odds with someone you must work with. Take yourself out of it — make it about the team and the mission. Differences will inevitably fade away to those that are working toward a common goal. “Own what you have, and love what you own.” There may have been a time in your career that you felt you were not being placed in the position that showed appropriate progression in your career (“It’s not about me” works here, too!). If you didn’t get what you thought you deserved — reevaluate yourself before you discredit others. Ultimately trust in our system that made us the most feared and revered Air Force ever! Inspire that morale in our Airmen! Always leave it better than you found it and pave the way for your Airmen to take over and be better than you were — your dedication and leadership will be recognized. If you feel differently, there is a Little Blue Book that I’d like to suggest for your reading pleasure as well. “How do we get to YES?” If Airmen always hear “no” from you — they will stop coming to you. Spend time avoiding the negative — and Airmen will be positively drawn to you. “Eat Less, Run Faster.” Enough said. These lines have served as my compelling voice in times when I needed a push. Pass your own mantras forward — all they can do is help!

Updated Air Force officer and enlisted classification directories have been posted on the Air Force Personnel Services website (see link at the end). These updates include AFSC change summary and conversion guides reflecting the April 30 cycle and the latest details on approved Air Force specialties. Classification changes within a conversion cycle vary from minor text corrections to establishment of a

new AFSC or AFSC suffix said Barry Craigen, AFPC Military Classification Development Branch Chief. A cycle may also include creation or modification of special experience identifiers. While conversion cycles have been implemented and announced quarterly, Craigen said, starting Oct. 31, conversion announcements will be semiannual, Oct. 31 and April 30. According to Craigen, one example of a classification change occurs when an AFSC is created or modified, including adding suffixes to more specifically identify the work actually being performed. “For example, the enlisted network intelligence analyst AFSC is 1N4X1. Effective May 1, the AFSC will split into 1N4X1A, fusion analyst, digital network analyst, and 1N4X1B fusion analyst, analysis and production. including insert or supplements, does not constitute endorsement by the DOD, the Department of the Air Force or the AdvantiPro GmbH of the products or the services advertised. The Airmen involved will be converted to the appropriate suffix,” he said. One special duty identifier update this cycle is to professional military education instructor entrance and retention requirements which were extensively revised, explained Craigen. “This is one of a number of changes announced in the change summary and conversion guide, which will be included in Attachment 1 of the April 30 enlisted classification directory,” Craigen said. Classification changes also occur when an AFSC is deleted, created, or transitions to a new number because the prior AFSC no longer meets the needs of the functional community, he explained. For example, in January, changes occurred in the 2A3X1 enlisted avionics systems AFSC.
The change was necessary to provide aircraft-specific suffixes at the 5-skill level and rename the AFSC. The new AFSC will be 2A3X4, Fighter Aircraft Integrated Avionics. Suffixes identify the aircraft serviced, including the CV-22 avionics systems, Craigen explained. “Developing and maintaining clearly written classification qualifications and standards is critical,” Craigen said. “Clear, measurable standards and qualifications enable us to accurately, objectively establish manpower positions within units and determine qualifications for Airmen.” For more information about career field changes visit the Air Force Personnel Services website at https:// gum-crm.csd.disa.mil and search for classification directory.

dents, the description of the suspect and the action requested of the community. The status and identity of the suspect are still under investigation. The suspect is described as a white male in his mid-20s with short brown hair, shaved on the sides and wearing Army Combat Uniform pants, a tannish-green T-shirt and tan combat boots. Franklin said the clothing does not indicate the person is an Army member or even a military member. “It could be anybody … I need you to remain vigilant. If you see somebody…lurking around where children are and you don’t know who they are – it’s time to call somebody,” he said. “Tell your children not to engage with strangers. I think our parents are
our first line of defense, and the best line of defense. We need you to speak with your children.” Audience members were also informed of the recent change to rules concerning children supervision. Children aged six and below must be attended by a parent or caregiver at all times both on and off base. After receiving the brief, audience members asked questions concerning the issue of child safety in the community, specific case information, child supervision enforcement, curfew rules, neighborhood watch, where to find updates and installation security. Comments voiced by one Soldier received applause from the audience. “This is your community,” he said. “If you have kids, you are their first line of defense … Get to know your neighbors, get to know their kids … Do what you need to do to teach your kids about strangers.”

KMC Child Supervision Policy Matrix This matrix provides standards for the supervision of children within the KMC. Parents are ultimately responsible for the welfare and actions of their children, and failure to exercise those parental responsibilities may constitute child neglect. Parents must use good judgment and consider the physical, emotional and psychological maturity of their child when determining the level of supervision required. Children with a history of ADHD, ADD, Developmental Delay, behavior problems, impulsivity, psychiatric problems or other impairments should not be given the degree of self-management/responsibility indicated in this policy.

Dogs on leash
The Ramstein-Miesenbach Office of Public Order keeps receiving complaints about dog owners who walk their dogs unleashed. The union community administration released a danger prevention ordinance which regulates the walking of dogs inside and outside of towns. Dog owners must keep their dogs on a leash while walking them on public streets in housing areas. In all other areas, dogs must be automatically put on a leash when other people approach. Violators may be punished with fines up to € 5,000.

LRMC Women’s Care Clinic holds Open House May 16 by Capt. Paula J. Neemann Women’s Care Clinic, LRMC An Open House will be held from 3 p.m. to 6 p.m. May 16 at the Women’s Care Clinic (WCC) at Landstuhl Regional Medical Center (LRMC). The open house will include free food, birth control methods/models available to view, handouts on common gynecology issues, tours of the facility and have providers available to answer questions. The LRMC WCC provides health services and screenings to all eligible women: active duty, civilian, family members, retirees and contractors. The WCC is staffed with two board-certified gynecologists, two certified women’s health nurse practitioners, one certified nurse midwife and four nurses. WCC providers are specifically trained to address routine well woman care as well as female gynecological concerns. The WCC is an open clinic, therefore no referral is necessary to receive a clinic appointment. All women who are Department of Defense ID cardholders are eligible for care. Common medical issues that can be addressed, managed, and followed by WCC providers include: annual well woman examinations to include cervical cancer and breast cancer screening, birth control counseling, menopause therapy, menstrual disorders, postpartum care and abnormal Pap smear follow-up. The WCC is conveniently located in the main LRMC building adjacent to Family Practice in Wing 1F. The WCC even has a separate outside entrance, private check-in desk, independent waiting area and an individual appointment line phone number. For the ultimate inpatient convenience, a parking lot is located right outside the WCC entrance. The WCC is open from 7:30 a.m. to noon, and from 1 p.m. to 4:30 p.m. Mondays thru Fridays. 603rd AOC demonstrates capabilities with 3rd AF commander by Lt. Col. Paul D. Baldwin 3rd Air Force Public Affairs In the command room overlooking the combat operations division, a computer monitor on the wall suddenly filled with blinking lights and symbols as ballistic missiles from the enemy launched at friendly targets. Communication equipment in the room burst to life as operators identified and tracked incoming threats. Third Air Force and 603rd Air and Space Operations Center leadership quickly voiced decisions and directed responses. The training scenario held April 25 on Ramstein was a first for Lt. Gen. Craig Franklin, 3rd Air Force commander, since assuming command late March. The 603rd AOC is charged with operational command and control of airpower supporting U.S. European Command and U.S. Africa Command. The general takes on the Area Air Defense Commander role as the Joint Forces Air Component Commander, explained Maj. Michael Ziska, 603rd AOC senior air defense officer. “We talked about the European Phased Adaptive Approach,” said Ziska. “We discussed employment options and other responses to different crises and threats.” The training showcased the capabilities of the AOC, a new 55,000 square-foot facility that opened October 2011. More than 400 people reside in the AOC, including the 19th Battlefield Coordination Detachment and
elements of the 10th Army Air and Missile Defense Command. “The AOC is (General Franklin’s) capability we bring to him as command and control over the entire environment, both the European and Africa combatant commands,” said Ziska. Ziska is the Area Air Defense Commander’s representative on the combat operations division floor in charge of the Defense Operations Cell, which integrates command and control of air and missile defense. This concept aligns with the Air Force’s core function of air superiority, and originated under defensive counterair. “This is one of my most important missions,” said Franklin as he thanked members of the AOC conducting the training. In addition to the operations scenario, the training included turnover coordination for Regional and Area Air Defense Commanders, and an overview of the ballistic missile defense architecture and related systems. The scenario and instruction are part of a continuing program the AOC facilitates to keep commanders proficient in their role as Area or Regional Air Defense Commanders, as well as to test equipment and procedures. “It was really good to do hands-on training with Lt. Gen. Franklin,” said Ziska. “I think he left with a better understanding of the decision support systems available to him, and the fast-paced environment he’ll use them in.”

Heartlink seminar educates Air Force spouses by Airman 1st Class Hailey Haux 86th Airlift Wing Public Affairs The Ramstein Airman and Family Readiness Center hosted its first, improved Heartlink seminar April 27. Heartlink, which consisted of a full day of briefings, has now been cut down to a half day of briefings and now includes a tour of a few facilities on base. The seminar is designed to help Air Force spouses learn about military life, etiquette and what the military has to offer. “It’s hard being in a foreign country, and as a military spouse, it can be even more difficult,” said Jan Devitt, Airmen and Family Readiness Center lead community readiness consultant. “Moving away from friends and family is hard. We are here to give them all the information they need to start out successfully.” A protocol representative touched on dining etiquette and customs and courtesies; how to act, where to sit, which fork to eat with, etc., while a finance repre-
sentative went over how to correctly interpret a leave and earning statement. A first sergeant was also on hand to explain his role in helping out all Airmen and their families. Being here for only three weeks, the information shared was very helpful, said Lacy Nichols, whose husband works for the 721st Aircraft Maintenance Squadron. “We don’t want our spouses to be overwhelmed,” said Devitt. “We wanted to get them out and about, see the base and have a good time.” The spouses received a first-hand look at a C-130J Super Hercules, toured the fitness center, the Health and Wellness Center and several other facilities. “It was great to come here, it refreshed my memory on some things I was told when we arrived over a year ago,” said Tracy Duplantis, Heartlink attendee. Officials explain new sexual assault policies by Karen Parrish AMERICAN FORCES PRESS SERVICE WASHINGTON (AFNS) — Senior Defense Department officials said April 25 they hope more service members who are victims of sexual assault report the crimes as a result of a policy change Defense Secretary Leon E. Panetta announced last week. Panetta issued guidance April 20 withholding “initial disposition authority” from any officer who is below the O-6 — colonel or Navy captain — level and who does not hold special court-martial convening authority. In other words, unit commanders at the company or squadron level no longer have authority to decide whether to take further action in reported cases of attempted rape, forcible sodomy or sexual assault. In announcing the new policy, the secretary said the change will ensure that sexual assault cases receive high-level attention. A senior defense official told reporters April 25 during a background briefing that the new policy will allow more experienced and less partial officers to make the initial decision on whether a sexual assault case goes to trial. That will add consistency to how such cases are handled, the official added. “The further ‘north’ you go [in rank] the more attention there is paid to this,” the official said. “They get a level of training that somebody at the O-3 level wouldn’t necessarily get.” The defense official cited a hypothetical case
in which an alleged attacker and victim belong to the same company-level unit of about 115 enlisted people and five officers working for the same Army captain or Navy lieutenant commander. In the past, the official said, a victim in that unit might choose not to report an assault because the commander liked the alleged attacker more, or because the victim’s performance in the unit might cause the commander to disbelieve the victim’s report. Now, that unit commander must forward such reports up the chain of command to a colonellevel special court-martial convening authority. A Joint Staff official told reporters, also on background, that the new policy is intended in part to remove decisions from the “immediate level of the crime.” More senior officers will have “a more neutral ability to take a look at the facts ... and make a reasoned decision,” the Joint Staff official said. The change also means that officers making future disposition decisions typically will have legal and medical staff members who can assist in determining proper handling of the case, the defense official said. The new policy also applies to any associated charges related to an alleged assault, the official added. “Any suggestion or appearance of retaliation would have to be resolved at the same [higher] level,” the official said. The official noted there are several precedents for the withholding policy. A similar approach — placing authority for case disposition under the Uniform
Code of Military Justice with more senior officers — typically applies in cases of officer misconduct, cases with national security interest or in alleged misconduct by civilians accompanying the force, the official said. The official said Panetta has directed that other new policies also take effect: • Establishing “Special Victim’s Unit” capabilities within each of the services, to ensure that specially trained investigators, prosecutors and victimwitness assistance personnel are available to assist with sexual assault cases; • Requiring that sexual assault policies be explained to all service members within 14 days of their entrance on active duty; • Allowing reserve and National Guard members who have been sexually assaulted while on active duty to remain in their active-duty status to obtain the treatment and support afforded to active-duty members; • Requiring a record of the outcome of disciplinary and administrative proceedings related to sexual assault, and requiring that copies of those records be centrally retained; • Requiring annual organizational climate assessments; and • Mandating wider public dissemination of DOD resources, including the DOD Safe Helpline, a free, anonymous and confidential resource that can be reached worldwide, 24 hours a day, to connect victims with live sexual assault support professionals. http://www.af.mil/news/story.asp?id=123299523

435th CRG assesses RAF Fairford airfield by Senior Airman Katherine Holt 86th Airlift Wing Public Affairs RAF FAIRFORD, England — The 435th Air Ground Operations Wing Contingency Response Group airfield assessment team assessed the airfield here for the arrival of 37th Airlift Squadron forces, April 23. The 12-member team, equipped with all-terrain vehicles and professional gear, did an initial sweep of the 10,000-foot runway and confirmed that nothing was on the surface to keep the remaining aircraft from landing. “Our primary goal is the landing surface,” said Master Sgt. Thomas Franz, 435th CRG contingency airfield manager. “We will make an initial call back once we determine the landing surface is usable.” On the surface, a runway may appear suitable to land aircraft, but until the engineer conducts his test to assess the strength of each layer, underneath the asphalt or concrete, there is no way to know how the landing surface will react to an aircraft landing. “[The engineers] are one of the key parts of the assessment team,” said Lt. Col. Rhett Champagne, 435th Air Mobility Squadron commander. “They’ll test the strength of the soil underneath the pavement. If the pavement isn’t strong enough you can’t land.” The assessment, which can normally take anywhere from two to six hours, was completed in half the time. “We performed an initial runway opening,” said Staff Sgt. Jesse Stokes, 435th Security Forces Squadron civil engineer. “We knew we had to get this runway open as quickly as possible to bring on the follow-on forces.” With this 10,000-foot runway, the team assessed the areas necessary to complete their task. “We assessed the runway for the parts we needed,” said Champagne. “We needed to know the aircraft could land and park. Then we would assess the rest of the runway.”

435th SFS provides real-world security for OST by Senior Airman Katherine Holt 86th Airlift Wing Public Affairs RAF FAIRFORD, England — The 14 members of the 435th Security Forces Squadron have been providing real-world security for the 37th Airlift Squadron’s Fairford off-station training since four C-130J Super Hercules and 140 personnel landed here, April 23. Since their arrival, the 435th SFS has been working around-the-clock on the flightline, guarding aircraft, and at the entry control point of site 14 (where OST participants are housed). “We are working 24 hours a day controlling entry in and out of the base to make sure it is secure,” said Staff Sgt. Brandon Bendele, 435th SFS. “We are using the exact same proce-
dures as we would at home station.” While defenders are posted at the ECP keeping the personnel safe, there are also personnel and assets on the airfield being guarded. “We are here for the security of flightline personnel and aircraft,” said Staff Sgt. Jimmy Clark, 435th SFS. “We are watching maintenance making sure there are no unauthorized personnel approaching the aircraft.” Being on the flightline isn’t just about watching, it’s about being ready to respond if necessary. “We are a response team,” said Master Sgt. Brian Johnson, 435th SFS. “If we get a notion of duress we will immediately respond. Our guys will put ourselves between the perpetrator and the resource then initiate challenge at a safe distance from the
aircraft and remove them from the area.” The defenders were also responsible for knowing all local policies and procedures. This meant they would have to work hand in hand with local law enforcement. “We have a great relationship with these guys,” said Bendele. “They walked us through all the base procedures guaranteeing that we had the necessary knowledge to accomplish the mission. Since the CRG is a unique assignment for security forces, this was an opportunity for them to get back to their roots. “It’s about getting back to the basics,” said Staff Sgt. Stephen Baker, 435th SFS. “We are getting back to law enforcement and installation security.”
SFS faced a few challenges upon arrival. One of their main challenges was lack of communication between posts. “We set up radios for communication from the ECP to the flightline,” said Tech. Sgt. Nicholas “Sizzle” Siburt, 435th SFS communications. “We set up a repeater radio between the airfield and the ECP.” After just two hours, and all the radios were programmed, the defenders were back online. The defenders have also been charged with real-world security for the 352nd Special Operations Group’s operational readiness inspection scheduled to begin today. “We’re just out here defending freedom,” said Tech. Sgt. Shane St. Laurent, 435th SFS.

Air Force’s first operational weather squadron runs 14 miles to new location by Staff Sgt. Travis Edwards 86th Airlift Wing Public Affairs There are 74,976 feet in 14.2 miles. If that’s not daunting enough add in rough, twisting roads; slippery woodland areas and steep, treacherous hills littered with animal — footprints. That’s what the Airmen of the 21st Operational Weather Squadron conquered as they ran their organizational guidon from their old office at Sembach Air Station to their new one on Kapaun Air Station April 20. “This was a chance to do something new ... something that not many people ever get a chance to do,” said Senior Airman Robert Pratt, 21st OWS weather forecaster. “My favorite part was running in formation at the end and completing a victory lap with my squadron. It was a great time.” Pratt’s team had one of the shortest legs of the run, but that only appeared to be an advantage for the quartet. “I was happy about having the shortest distance,” said Pratt. But little did Pratt know there was a monstrous hill awaiting him and his four-man team of runners. “It was a giant hill, and it looked fine at first,
then it started getting harder and harder to see the path, eventually we couldn’t see it at all and were jumping over branches and ducking overgrown trees,” said Pratt. “It felt like forever.” He admitted there was a time he felt like giving up. “The hill just wouldn’t stop, we kept going further and further up and I thought it wasn’t going to end,” Pratt said. “But once we crested the hilltop, it was easy and all downhill from there. I think I can speak for all of us when I say we were relieved to reach the top.” What started as a joke in a staff meeting, turned into weeks of preparation to pick the best and safest route to bring the Airmen to their final destination: their new home in Kapaun. The 14.2-mile trek was broken into six different legs manned by four runners for each leg, which included a squadron formation run in the beginning and at the end of path. “We got 24 Airmen from the shop to help run the length of the route,” said Tech. Sgt. Michael Adcock, 21st OWS noncommissioned officer in charge of standardization and evaluation. “We all ran the beginning and the end, but the smaller teams of four took individual legs in the middle,
about two miles each.” The feat was finished in an unexpected and respectable two hours and five minutes. “This is a momentous occasion in Air Force weather history,” said Senior Master Sgt. Bill Knight, 21st OWS operations superintendent. “As the Air Force’s first OWS, which started at Sembach 14 years ago, we couldn’t be more proud of this accomplishment and of all the Airmen involved in making this run a success.” According to Knight, the move was necessary because of multiple, different factors. However, he said primarily, the Air Force is scheduled to close down operation on Sembach. “This new building is bigger, up-to-date and much more convenient for our Airmen,” said Knight. He added that Kapaun already housed the Airmen who live in the dormitories, so the trip to work was cut exponentially. “Now we have a commissary, places to eat and gas station,” he said. “The quality of life for all of our Airmen is just better here and seemed like a more natural fit.” For now and for years to come the guidon is placed in its holder at the 21st OWS, where it will await the next commander’s hands.
Review shows no disparities in access to behavior health care for Soldiers by Ed Drohan Europe Regional Medical Command HEIDELBERG, Germany — A recent review of access to behavior health care services throughout the Europe Regional Medical Command shows there is no disparity between access provided to Soldiers who are returning to duty and those who are in the process of leaving the Army for medical reasons. The ERMC Inspector General conducted a review of behavior health services at all 17 ERMC military treatment facilities in February and March 2012. The findings show that Soldiers who are separating from the Army for medical reasons, either through a Medical Evaluation Board or the Integrated Disability Evaluation System, have the same access to treatment for behavioral health issues, such as post traumatic stress disorder, as those Soldiers who will be returned to duty. In fact, the review indicated that in some cases, access to care is enhanced for transitioning Soldiers, such as those assigned to Warrior
Transition Units. “Taking care of our Soldiers is our top priority,” said Brig. Gen. Nadja West, ERMC commanding general. “We took a thorough look at the behavior health services available at our facilities in the region and found Soldiers transitioning out of the Army have the same access to care as those returning to duty. The review also determined that transitioning Soldiers at times have enhanced access as our providers will often go to the Warrior Transition Units to provide care for Soldiers assigned there.” West initiated the command-wide review after an individual raised concerns that Soldiers at Landstuhl Regional Medical Center who were returning to duty had better access to treatment for behavioral health issues than their counterparts who were in the process of medically separating from the Army. The review showed that is not the case, and that behavioral health services are available at all military treatment facilities in the region. One specific concern raised was that the Evolution Program, an eight-
week intensive outpatient PTSD treatment curriculum at Landstuhl Regional Medical Center designed to help Soldiers in the European theater who are struggling with combat stress symptoms, was open only to Soldiers slated to return to duty. While it is designed primarily for those who will be remaining on active duty, Soldiers early in the process of transitioning out of the Army for medical reasons have also been accepted to the program, the review found. “This is an intensive program that requires a Soldier’s attendance at a multitude of different sessions during the eight-week period, so it can be difficult for someone working through medical separation process to meet the program requirements,” West explained. “If a transitioning Soldier is accepted into the Evolution Program, their separation process stops until they complete the program because the medical separation process would interfere with the Evolution appointments.” Transitioning Soldiers accepted into the Evolution Program are usu-
ally at the beginning of the medical separation process so the impact is minimal. A provider must refer a Soldier for the Evolution Program, and each Soldier is looked at on an individual basis to determine the best course of treatment, whether through the Evolution Program or through treatment at a local military treatment facility. IG representatives who conducted the review also spoke personally to Soldiers assigned to the Warrior Transition Units in Europe. The WTU Soldiers interviewed each indicated they had no problems accessing the behavior health system. West said the review was the right thing to do given the circumstances. “We are here to provide the quality health care our Soldiers, family members and other beneficiaries deserve,” West said. “When someone expresses a concern that one group isn’t getting access to needed treatment, we’re concerned as well. We have a very important responsibility — taking care of America’s heroes — and it’s something we take pride in doing very well.”

From Cold War to Desert Storm: Ramstein and the 86th Tactical Fighter Wing by Dr. Silvano Wueschner 86th Airlift Wing Historian In 1989, the world watched with fascination as one country after another in Eastern Europe began to throw off the shackles of communism. On Nov. 9, 1989, the Berlin Wall started to come down amid cheers and spontaneous celebrations. Indeed, only two years before I participated in a seminar at Truman State University on Eastern Europe, I asked one of the presenters, a professor from MIT, what the chances were that the wall would come down anytime soon? His answer was that it would not be likely to happen in our lifetime. Yet, two years later a contingent from Ramstein Air Base was in Berlin to revel in the historic moment as East Berliners flooded into the west. Members of the 86th Tactical Fighter Wing brought back pieces of the wall, including large slabs of concrete that were placed in an area between U.S. Air Forces in Europe headquarters and the Officers’ Club. There was a good deal of optimism about the future in Nov. 1989. At the beginning of 1990, there was a feeling that the Cold War was in its waning
days and questions about the future of U.S. Forces in Europe began to arise. The exuberance displayed in those halcyon days of the winter of ’89 was soon overshadowed by events in the Middle East. On Aug. 2, 1990, Iraq launched an invasion of Kuwait. The following day the United Nations Security Council adopted Resolution 660 (1990) which condemned the invasion and demanded that Iraq withdraw its forces immediately and unconditionally from Kuwait. The UN passed 12 resolutions in all which urged Iraq to withdraw from Kuwait. In the meantime, a 30-nation force led by the United States arrived in Saudi Arabia to defend it and its oil installations from a possible attack by Iraq. The operation dubbed Desert Shield began on Aug. 7, 1990. Ramstein became an intermediate support base for American forces deployed to the Persian Gulf. On Aug. 10, 1990, Ramstein began to receive Military Airlift Command stage crews as the base became an overflow airfield for Rhein-Main AB supporting strategic airlift traffic to the Persian Gulf. In addition to serving as a central overflow hub for airlift traffic flying between the U.S. and the
Arabian Peninsula, Ramstein also established an intermediate engine repair facility for deployed F-16s enforcing the no-fly zone over Iraq. The base also became a huge collection and distribution center for gulf-bound munitions, and on Jan. 15, 1991, Ramstein’s aeromedical staging facility activated a 150-bed hospital and blood transshipment center in Hangar 1. The hospital provided triage to its first patients from the Persian Gulf that same day. Additionally, personnel from virtually every squadron subordinate to the 316th Air Division augmented Air Force and Army units deployed to the gulf. Operation Desert Shield ended on Jan. 17, 1991, when the military offensive (Operation Desert Storm) against Iraqi forces in Kuwait began. Following the conclusion of the war, 86th TFW aircraft flew combat air patrol and armed reconnaissance missions over northern Iraq in support of Operation Provide Comfort. From April 6, 1991, when the operation began, until Sept. 1993 when its commitment ended, the wing flew nearly 5,000 sorties over Iraq. For its participation in Provide Comfort, the 86th TFW received credit in a Joint Meritorious Unit Award.
409th CSB’s top NCOs battle in competition by Rachel Clark 409th Contracting Support Brigade GRAFENWOEHR, Germany — Staff Sgt. Booker Jordan competed with other noncommissioned officers and was selected as the 409th Contracting Support Brigade’s NCO of the Year during an intense threeday competition here March 28 to 30. Jordan, a contracting NCO assigned to the 903rd Contingency Contracting Battalion, based in Kaiserslautern, Germany, will go forward and compete at the Army Contracting Command NCO of the Year competition May 21 to 23 at Camp Bullis, Texas. “The 409th CSB’s Noncommissioned Officer of the Year competition was an outstanding event. It allowed me to get out of the office and literally, shoot, move and communicate, like we’re trained to do. It felt great to compete against other outstanding and knowledgeable Soldiers,” said Jordan. Soldiers contended in events that included urban orienteering, a formal board and essay, rifle marksmanship, land navigation and the Army Physical Fitness test. The final event was a 12-mile road march carrying
a 40-pound rucksack. “All the hard work really paid off. The competitors did a bang up job,” said Master Sgt. Gary Weir, the 409th CSB noncommissioned officer in charge of mission operations. The competitors were evaluated on their knowledge of several subject areas as well as proper wear of the uniforms and drill and ceremony. “The most difficult part of the whole competition was the formal board. You have your senior NCOs scrutinizing you and asking you anything and everything from the NCO study guide,” Jordan said. “After the board, the panel met with me immediately and gave me verbal feedback. The members were supportive enough to mentor on my shortcomings and I’ve been working on them every night since.” This is the second year the 409th has conducted its NCO of the Year competition. “The 409th CSB is the only brigade within the Expeditionary Contracting Command that puts on an NCO competition of this magnitude. I want our Soldiers to represent the best that we have to offer,” said Command Sgt. Major Bentura Fernandez, the 409th CSB command sergeant major.

Airmen gain valuable lessons from FTAC Scared, wide-eyed and fresh from learning the basics of their trade, first-term Airmen journey onward toward their first duty assignment. Moving from the routines of basic training and technical school, these Airmen begin to evolve into proficient members of the Air Force. The First Term Airmen’s Center assists in the transition from a training lifestyle to becoming an active-duty Airman. FTAC holds an eight-day class beginning every other Monday to help first-term Airmen get all the information they need about the base and all it has to offer. “We guide the Airmen through their first duty station and let them know what is standard and what’s expected of them,” said Tech. Sgt. Ian Quiza, 86th Force Support Squadron First Term Airmen’s Center noncommissioned officer in charge. Airmen are briefed on a number of things during their eight days in the class, including a welcome brief by the Command Chief of the 86th Airlift Wing, Chief Master Sgt. James Morris. “I explain who I am and how I am here to help,” said Morris. “I educate them on the dangers of being stationed in Germany; high speeds on the autobahn, the young drinking age and not mixing the two together. I also let them know the things they can get involved with, like taking advantage of the many volunteer opportunities we have here.”
FTAC students are also shown what it is like to meet a promotion or awards board. “Meeting the board was my favorite part because it showed me what to expect of the board. I now know what to do in that situation,” said Airman 1st Class Stephanie Torres, an FTAC student and a class leader who graduated Wednesday. Airmen are also briefed about the Enlisted Force Structure (Air Force Instruction 36-2618). “Being briefed on the force structure was a great learning experience,” said Airman 1st Class Zachary Kettner, an FTAC student and the other class leader who graduated Wednesday. “It gave me an idea of what is expected of me as well as what I can anticipate from my supervisors. It also gave me insight as to what will be expected as I move up in rank.” Along with briefings and a tour of the base, the students go to physical training five out of the eight days of the class. “We have the Airmen go through a mock-fitness test to see where they are,” said Staff Sgt. Maurice Morrell, 86th FSS FTAC flight leader. “On the last PT day the Airmen play volleyball against either the first sergeants or the chiefs. The West Hartford Public Schools is a renowned program which has received the Kennedy Center Award for Excellence in Arts Education, performed at the White House, has repeatedly been invited to the Essentially Ellington Competition at Lincoln Center and has repeatedly won first place at the Berklee School of Music Jazz Festival in Boston. Bake sale Kaiserslautern Elementary School student council, run by Rikki Smoot, recently hosted a bake sale. The money raised during the sale will be given to the Wounded Warrior Center. School Notes CCAF graduation
Ramstein will hold the annual Community College of the Air Force graduation ceremony at 2 p.m. today in the Ramstein Officers’ Club. Graduation rehearsal will be held at 9 a.m. the same day and location. Rehearsal is mandatory for all graduates participating in the ceremony. Uniform for CCAF graduates is service dress. If you are PCSing, separating, deploying or retiring prior to this date, provide the necessary information to education@ramstein.af.mil. Members at a GSU who are located more than one hour away from Ramstein will have their diplomas forwarded to their first sergeant. Participation in this ceremony is optional, but CCAF requires diplomas to be awarded in an appropriate ceremony. If you elect not to participate, first sergeants and commanders will be notified to pick up your diploma(s) to be awarded at a commander’s call or during an alternate ceremony after the official ceremony in May.

May carnival starts May 11 in Kaiserslautern by Petra Lessoing 86th Airlift Wing Public Affairs The Kaiserslautern May carnival called “Maikerwe” starts May 11 on the Messeplatz fairgrounds. The event, which will run through May 21, is known as the biggest folks fest in the West Pfalz. More than 140 ride owners and vendors will offer their attractions, merchandise and food specialties in the giant “amusement city.” Maikerwe will officially open with tapping the first keg of beer at 6 p.m. May 11 in the festival’s tent. A fireworks display will be lit around 10 p.m. The carnival offers a variety of rides for adults and children. Highlights will be the double looping rollercoaster and the Skater, which gives a good shaking. Visitors can enjoy looking over the fairgrounds from the roof terrace and skyline Café of the biggest mobile skyscraper of the world, the Tower Center. The walk upstairs will offer thrills and surreal surprises. The Magic House exhibits the fantastic world of magic on three floors. Fast rides will be provided in Nightstyle, Green Hell and Taiga Jet. The giant Ferris wheel called Amore allows visitors a good view from a height of 40 meters. Children can have fun with skills games, pony-riding or taking rides in miniscooters and merry-go-rounds. Beer gardens, the chicken tent and fest tents will lure hungry and thirsty visitors. Palatinate and international culinary specialties such as crispy
chicken, ham hocks, crepes, pizza and fish are also available at the food booths. The “shopping alley” will provide shopping fun until late at night. Vendors will sell a variety of merchandise to include clothes, household items, leather goods, jewelry, spices and arts and crafts items. Family Day with reduced prices and special offers until 7 p.m. is scheduled for May 16.
American carnival-goers can enjoy a Dollar Day May 18. American customers can pay in their own currency and most ride owners are willing to trade one to one that day. The carnival concludes with a fireworks display around 10 p.m. May 21. The rides are open 2 to 11 p.m. each day, and until midnight Saturdays. Some food booths and vendors open at 11 a.m.

The Gartenschau Kaiserslautern will offer a medieval spectacular Saturday and Sunday. The medieval spring fest will feature a medieval market with vendors, knights’ camp, various performers, games and food specialties starting at 10 a.m. on both days in Neumühlepark. Crafters and vendors will demonstrate skills and merchandise from the Middle Ages. Visitors can watch blacksmiths, bronze smiths, potters, candle makers and other crafters. They will be able to learn about jewelry, gowns, furs, leather wares and herbs and spices used in former times. Wandering druids will provide mystery and herb doctors will demonstrate how people were treated in medieval times. Culinary delights of the Middle Ages being served include pork on a spit, stuffed hemp bread and mead. Jesters, jugglers, acrobats and minstrel singers will entertain the visitors. Knights will present jousting games. Saturday night, the park will be lit with torches and campfires. To conclude the fest Saturday, a medieval fireworks display will be held around 10 p.m. above the pond. Airmen who exceed deployed time get added time off WASHINGTON (AFNS) — Airmen who serve in excess of the Secretary of Defense’s established rotation goals are now eligible for additional time off, as written in the newly updated Post Deployment or Mobilization Respite Absence policy, officials said here April 25. Contained in Guidance Memorandum 4 to Air Force Instruction 36-3003, Military Leave Program, PDMRA is intended to award extra administrative absence days to service members who exceed the desired deployment or mobilization-to-dwell ration. All eligible Airmen can receive PDMRA for service in Combat Zone Tax Exclusion areas. Reserve component Airmen involuntarily mobilized outside of the U.S. pursuant to sections 12301(a), 12302, or 12304 of Title 10 of the United States Code can also be eligible to receive PDMRA. Receiving PDMRA is a twostep process: eligibility and accrual, officials said. Airmen must have exceeded the desired deployment or mobilization-to-dwell threshold in order to accrue PDMRA. Active component Airmen are eligible to accrue PDMRA if, on the first day of their current deployment, they have been deployed in excess of 12 of the previous 36 months. Reservists are eligible to accrue PDMRA if,
on the first day of their current Title 10 activation, they had been mobilized pursuant to sections 12301(a), 12302, or 12304 of Title 10 of the United States Code in excess of 12 months out of the previous 72 months. In addition, voluntary deployments on 12301(d) orders to a CZTE area count toward breaking dwell and PDMRA eligibility. Airmen who exceed the desired deployment or mobilization-to-dwell threshold on the first day of their current deployment or Title 10 activation can accrue PDMRA for service in approved locations. Eligible active duty Airmen accrue two PDMRA days per month when entitled to CZTE for service in a CZTE area. World Malaria Day: Malaria - the neglected killer According to World Health Organization, malaria is the world’s most important tropical parasitic disease with a high death rate. The rate is so high it created a tremendous economic and social impact. Malaria makes up more than 10 percent of the total disease burden in Africa and kills far too many people. In May 2007, the World Health Organization established World Malaria Day. World Malaria Day is an opportunity for people worldwide to unite in the fight against malaria. This year World Malaria Day was commemorated April 25, and recognized the global effort to effectively control malaria. Globally, malaria is widespread in tropical and subtropical regions, including much of Sub-Saharan Africa, Asia and the Americas. Currently, 3.3 billion people in 106 countries are at risk of contracting malaria. In 2010, malaria caused an estimated 655,000 deaths, mainly women and children in Africa. Malaria is the number one cause of sickness in many African Armed Forces. Its ability to reduce the armed forces’ readiness numbers should not be taken lightly. The threat of malaria is not limited to the African population. In 2011, 124 U.S. military members were diagnosed with malaria. The number of malaria cases in 2011 was the third highest of the previous nine years. Of those cases reported, approximately one-fifth of them occurred after a deployment to Africa. With increased operations in Africa, more military personnel may be infected with this disease if appropriate precautions are not taken. Malaria is caused by a parasite called Plasmodium, which is transmitted through the bites of infected Anophelesmosquitoes. It can also be transmitted by blood and blood products. In the human body, the parasites multiply in the liver and then infect red blood cells. The symptoms typically include fever, chills, vomiting, headache, body aches and general malaise; in severe cases it progresses to coma and death.
In a non-immune individual, symptoms appear seven days or more (usually 10 to 15 days) after the infected mosquito bites. If not treated within 24 hours,Plasmodium falciparum, one of the five types of malaria, can progress to severe illness often leading to death. Although malaria can be a debilitating disease, it can be successfully controlled and prevented through effective environmental and community vector control, a committed health care system, an informed public, and a committed blood donor program. Currently there is no vaccine for malaria, but the Malaria Vaccine Technology Roadmap set the goal for a “second generation” malaria vaccine with 80 percent efficacy to be developed and available by 2025. The goal of eradication in the remaining endemic regions of the world, particularly sub-Saharan Africa, would require more effort and resources due to a number of factors unique to the nature of the disease in these regions. For example, poverty, environmental degradation, poor communication, inaccessibility to health care services, poor Public Health infrastructure, migration, wars’ civil strife and disasters, and lack of political will and prioritization. Malaria is a serious and deadly illness. It is always prudent for travelers to malariarisk locations to seek protective measures from their travel medicine physician before their trip, even when they are not sure of the presence of the mosquito in the area. Travelers who become ill with a fever or flulike illness either while traveling to a malaria endemic location or after returning home (for up to 1 year) should seek immediate medical attention and should tell the physician their travel history. Tips to preventing the disease: Malaria is preventable and curable. Non-immune travellers from malaria-free areas are extremely vulnerable to the disease when they get infected.
Following the below recommendations will help prevent disease: • Cover exposed skin surfaces and remain indoors or under a treated bed net at peak biting times to reduce exposure. Permethrin-treated clothing is advisable. Long trousers, long-sleeved clothing and socks thick enough to stop the mosquitoes biting also protects you, and should be worn outside after sunset (it may seem hard to follow such advice in a hot climate, but the discomfort from being warm is far less than the discomfort from suffering with malaria). Light colors are less attractive to mosquitoes. • Treated bed-nets (permethrin and deltamethrin) have proved remarkably effective in reducing sickness and deaths in malaria-risk areas. Sleep in rooms that are properly screened with gauze over the windows and doors. There should be no holes in the gauze and no unscreened entry points to the room. Air-conditioned rooms are good, too. • Use of insect repellents such as diethyltoluamide (DEET) on exposed skin surfaces is recommended as the most effective form of bite-preventive treatment. • Choose the most appropriate malaria prevention medicine. Taking medicines to prevent malaria is essential if you’re visiting an area where malaria is prevalent. Because resistance to some malaria drugs is spreading, preventive (prophylactic) medicines that were effective five years ago may no longer be so today. Therefore it is very important to talk with your travel medicine physician before travelling. This year the theme for World Malaria Day was “Sustain Gains, Save Lives: Invest in Malaria.” Our efforts should focus on prevention and control, eliminating deaths from malaria, and reducing the associated severity and duration of illness. Local clubs help fund equine therapy Kaiserslautern Landstuhl Spouses’ Association and the Kaiserslautern Chapter of the American Legion have teamed up to help fund the Warrior Transition Battalion-Europe’s Top Team equine therapy pilot program. The WTBE has developed this pilot program for Soldiers to participate in over the course of the next several weeks to help develop better coping skills, enhance problem solving strategies, develop better communication skills and strengthen family roles. The equine Top Team Program was formulated by a non-profit organization by the name of Equine Assisted Growth and Learning Association. EAGALA provides education, stan-
dards, innovation, and support to professionals providing services in Equine Assisted Psychotherapy and Learning around the world. The facilitator, a host nation psychologist, Ilka B. Parent, Dipl.-Psych./LPC, has a wealth of experience using Equine Therapy to treat American Soldiers in the states dealing with PTSD and other mental illnesses.
