Airlifter of the Week drives innovative idea Story and photo by Airman 1st Class Jennifer Gonzales 86th Airlift Wing Public Affairs Senior Airman Josh Pedigo, 86th Vehicle Readiness Squadron vehicle operator, received the honor of being Ramstein’s Airlifter of the Week, May 16.

After 86th VRS transitioned to the American Association of Motor Vehicle Administrators standards there were increased training requirements for certification on commercial driver’s license class vehicles. Pedigo designed

and produced training aids which allowed Airmen to be trained and certified more efficiently, and they have since been implemented in the six primary squadrons impacted by the transition.

Additionally, Pedigo was directly responsible for 300 hours of on-the-job training for assigned 86th VRS ground transportation Airmen which resulted in the completion of 400 core tasks and the certification of 17 Airmen on three vehicle types.

Service secretaries tackle employment challenges for overseas spouses

by Secretary of the Air Force Public Affairs All three military service secretaries signed a memorandum today to jointly explore how military spouses can find employment and sustain careers at overseas bases.

“Military service is a team sport that begins with the family,” said Secretary of the Army Mark Esper.

“Helping our spouses pursue their careers while they support their service members is not only the right thing to do, it improves the readiness of the force and our retention of top talent.”

The joint memorandum directs each service assistant secretary for manpower and reserve affairs to support a tri-service team that seeks to understand the barriers to military spouse employment overseas. The team is expected to make recommendations to policies, programs and laws that would make employment for spouses overseas easier.

The tri-service team is expected to provide an update of their work to service secretaries by September 2019, with a final report and recommendations by December 2019.

“We must be mindful that while we recruit indi-

viduals, we retain families,” said Secretary of the Navy Richard V. Spencer. “Our military spouses support us without hesitation and it is only right to support them.

That is why we are committed to removing barriers and helping our military spouses find employment overseas.”

The effort is part of a broader initiative to holistically address readiness challenges, including retention.

Additionally, each service has released memorandums directing officials to implement re-licensure cost reimbursement for spouses based on authorities provided in the 2018 National Defense Authorization Act. The policy offsets the cost, up to 500 dollars, of professional re-licensure incurred by military families as a result of qualified military assignments that move the family across state lines.

“We’ve made an impact on reciprocity for licensure for family members stateside,” said Secretary of the Air Force Heather Wilson.

“When I was visiting Aviano recently, the issue of spouse employment overseas came up and things we might be able to do to make it easier. I’m glad we are doing this together.”

Road closure

State road 369, between Mackenbach and Kaiserslautern-Einsiedlerhof will be closed Saturday, May 25, 4 p.m. until Monday, May 27, 2 a.m. due to bridge construction for the new ROB Medical Center. The East gate will be accesible

Rixmann 86th Airlift Wing Public Affairs U.S. Airmen from the 1st Com­ munications Maintenance Squadron completed construction on the first training tower within the United States Air Forces in Europe and Air Forces Africa area of responsibility on Kapaun Air Station, May 12.

The construction of the 60 foot training tower results in significant savings in both time and money.

Instead of traveling back to the U.S. on TDYs to either Keesler Air Force Base, Mississippi, or Sheppard AFB, Texas, the 1st CMXS can now com­ plete training requirements in their backyard.

Specifically, 22,500 dollars will be saved annually as a result of the train­ ing tower by making temporary duty assignments for training unnecessary.

The reach and impact of the 1st CMXS training tower goes far beyond the U.S. Air Force and the local Kaisers­ lautern Military Community, however.

Since most service members

going on deployments are processed through Ramstein, anyone requiring their climb and rescue certification can participate in en-route training using the training tower before leav­ ing Ramstein.

“Airmen won’t be the only ones working on this training tower,” said Staff Sgt. Chase McDaniel, 1st CMXS Cable Maintenance team chief. “If other branches require training, we now have the capa­ bility to provide that. This train­ ing tower gives us the opportunity to train anyone within USAFEAFAFRICA.” The 1st CMXS started training on the tower following a ribbon cutting ceremony hosted by Lt. Col. Michael Williams, 1st CMXS commander, on May 17. Williams coined several Airmen and lauded them for their initiative and leadership throughout the entire project.

The project took three years from start to finish and cost 34,000 dollars.

The 1st CMXS projects the tower to have paid itself off and have hundreds of Airmen trained in under two years.

Garrison, 16 Sustainment Brigade partner to increase post office hours

by Stefan Alford U.S. Army Garrison Rheinland-Pfalz Public Affairs There will soon be more people waiting at the post office parcel pickup and finance windows.

Fortunately, they’ll be on the other side of the customer service counters and waiting to assist patrons with their postal service needs – helping to provide shorter lines and longer operating hours.

“Thanks to the great support and partnership between 16th Sustainment Brigade and USAG Rheinland-Pfalz, there will soon be better service hours at the Baumholder Post Office for parcel pickup and finance operations,” said Jim Bradford, Baumholder Deputy Garrison Manager.

The 16th SB’s 569th Human Resources Company will support the Baumholder Postal Service Center with a rotation of six Soldiers every five months.

“As the Baumholder Community continues to grow,

the expanded postal hours provide additional customer services to our families and the local community,” explained Capt.

Tayra Garcia, 569th HRC Commander. “Now, customers will be able to receive packages in addition to the current limitation of items that fit in a small P.O. Box and ship packages, even on Saturdays.”

The first phase of the program started April 30, and according to garrison postal superintendent Kirk Baldwin, the benefits can already be seen.

“The postal facility is processing mail quicker than ever before and with the addition of Soldier financial clerks, lines in the parcel mailing area should be greatly reduced,” said Baldwin. “Of further note is that by implementing this program our post office is now receiving mail six days per week.”

While providing obvious customer service benefits, the recently agreed-to Memorandum of Under­ standing also supports the needs of both organizations.

“This program was developed to aid both the Baum­ holder postal facility and the on-site military personnel,” said Baldwin. “It allows mail to be processed in a more timely manner and gives our Soldiers quality postal training so that they are better prepared for mission requirements.”

Garcia echoed that comment, adding: “For the community, it gets increased postal services, while 569th HRC directly

increases readiness by performing the Mission Essential Task of conducting postal operations.

The collaboration between USAG-RP and 16th SB allows postal-certified Soldiers the opportunity to refine skill sets that only a live mail room environment can produce outside of a combat deployment.”

Baumholder’s postal service center has already added parcel pick-up capability on Saturdays “and once the (finance) train-

ing of our new military personnel is complete, we will be adjusting our hours to provide Saturday mailing services as well,” Baldwin said.

Currently the Soldiers are being trained in multiple aspects of the postal service operation, to include directory services, mail processing, physical security, finance, official mail and accountable mail.

“Our primary focus is postal finance as this will enable the aforementioned expansion of hours,” said Baldwin. “Finance training requires 30 days before a clerk can be certified to handle USPS funds and transactions.”

The target date for the full capability of services is June 1, with mailing and parcel pick-up to be available from 11 a.m. to 2 p.m.

“We are looking forward to this broadened customer service opportunity and our continued partnership with the 16th Sustainment Brigade,” added the garrison’s Director of Human Resources, Mike Waschek.

The City of Kaiserslautern donated two public burial plots during the initial years, however, the lease for these plots expired in 1986. The graves were secured through donations from the German-American Women’s Club of Kaiserslautern, the Army and Air Force Spouse’s Clubs and other private sources. Maintenance and care for the Kindergraves is pro-

vided by the Ramstein Area Chiefs’ Group and the German-American and International Women’s Club.

“The retreat ceremony is the final event to sum up police week and say good bye to the last defenders or law enforcement officers who have lost their lives in recent years,” said U.S. Air Force Tech. Sgt. Leigh Salisbury, NATO Military Police shift lead. ”It’s a moment for all of us to come together and appreciate all the things law enforcement officers have done and the people who have sacrificed their lives,” Salisbury said.

The event was held as part of National Police Week, which was pro-

claimed by President John F. Kennedy in 1962 to pay special recognition to those law enforcement officers who have lost their lives in the line of duty.

Police Week 2019 included many events such as a golf tournament, 24-hour ruck march, 5K run, prayer breakfast, a Battle of the Badges competition, and a military working dog, combative, and taser demonstrations.

German Polizei, U.S. Army military police, Air Force Office of Special Investigation agents, and the U.S. Air Force security forces Airmen all participated and assisted with the week’s events.

Salisbury said she hopes event attendees realize what they do is so much bigger than checking identification cards at the gate or securing the flight line.

“It’s good to get back to our roots,” Salisbury said. “We see how it effects other people and how we can come together.”

21 TSC member recognized as Army’s top transportation civilian Story and photo by Capt. Doug Magill 21st Theater Sustainment Command A traffic management specialist from U.S. Army Europe’s two-star logistics command has been recognized as the U.S. Army’s top civilian transportation expert.

Patrick Robert, 21st Theater Sustainment Command traffic management specialist, was presented the 2018 Transportation Civilian of the Year award, May 7, during a ceremony at the U.S. Army’s Transportation Corps headquarters at Fort Lee, Virginia.

Robert oversees a team of six Soldiers and civilians in the 21st TSC’s commercial highway branch responsible for ordering of commercial transportation for U.S. Army Europe operations throughout the U.S. European Command area of responsibility. Robert’s team has taken over one-time-only contracting of trucks from U.S. European Command to move forces across Europe as part of U.S. Army Europe’s support to NATO deterrence. The one-time-only contracts are initiated for movements where there is a lack of existing rates between specific locations.

“We took on functions from U.S. European Command J4 to provide more timely and responsive support to U.S. Army Europe, while allowing the J4 staff to focus on increasing

capacity and establishing rates for Atlantic Resolve locations,” said John Gallagher, deputy in charge of 21st Theater Sustainment Command’s theater movements center, which oversees the commercial highway branch. “We set up the commercial highway branch in 2018 and we immediately saw a dramatic improvement in our access to commercial capacity and timely ability to support large movements.”

The commercial highway branch was functional at initial operating

capacity, May 2018, and at full operational capacity that September. 21st TSC performing this function instead of U.S. European Command, allowed for better service to U.S. Army Europe. By connecting the requiring unit with the commercial highway branch, we are better able to tailor the requested support to meet the requirement.

“In 2018, we really upped our game significantly,” Gallagher said. “The commercial highway branch increased access to our commercial transportation capacity and our ability to provide mission-focused solutions.”

In addition, Patrick and his team coordinate through the Movement Coordination Center Europe who in turn works with Host Nation support officers through their Inland Surface Transport cell from Eindhoven, The Netherlands. This allows the branch to access additional host nation military and commercial transportation resources.

Since 2018, the branch has been able to complete missions such as moving multinational partners from Georgia, Ukraine, and Romania to Hohenfels, Germany, for training; and moving multiple brigade combat teams from ports in western Europe to eight different locations in Poland.

When rail delays were expected after a derailment in southeastern Europe,

the Commercial Highway branch provided road solutions to clear two train loads of heavy military vehicles within 10 days of notification, to minimize impacts on unit training.

“The transportation movements center has taken on an enormous amount of responsibility from U.S. Army Europe and from European Command,” said Lt. Col. John Hirsch, 21st Theater Sustainment Command theater transportation operations chief. “Patrick was able to take a complex task and run with it. It turned out extremely well for the 21st TSC, in its ability to influence and effect transportation operations in U.S. Army Europe and U.S. European Command.”

Transportation operations in Europe can present a special challenge, partially due to the dynamic of moving military assets from not only the U.S. Army, but also of NATO allies and partner nations through multiple countries throughout the European theater. All making for a complex problem set, unique to the U.S. Army Europe mission.

“A lot of things that are happening in the Department of Defense are focused here in Europe,” Hirsch said.

“And having someone who has been recognized as the best civilian is not only a highlight for the 21st, but for U.S. Army Europe as well.”

AFN Television channels assigned new broadcast frequencies Existing on-base viewers of AFN free-to-air TV service must perform a channel scan

The frequency reassignment is part of some preliminary work associated with a largescale technical upgrade that TKS will be rolling out in the coming months at U.S. military installations throughout Germany.

For on-base viewers that are currently watching AFN free-to-air television service, a new “channel scan” or “channel search” must be done in order to continue to receive the existing AFN cable service. There will be no change to the actual AFN television channel lineup.

For existing AFN cable viewers only, a new channel scan should be done before or not later than

Tuesday, May 28, at which time the old frequency assignments will be deactivated. If the new channel frequencies have not been properly saved or captured to the television set, it will appear as if there is an AFN outage.

NOTE: The new channel scan does not apply to anyone living off base, or to anyone using a TKS easyTV receiver.

With a TKS device, the set-top box performs all channel updates automatically.

For new or first-time viewers connecting a television set to the onbase TKS cable network after May 2019, the initial channel scan will capture the new AFN frequencies by default; therefore no additional action will be required.

Who needs to do a new channel scan?

If you’re connecting to AFN cable for the first time after May 2019 – no worries – you’ll be capturing the new broadcast frequencies automatically by default.

How do you do a channel scan?

Unfortunately, there is no “universal” procedure because each television manufacturer organizes their menus and features somewhat differently. Generally speaking, look for the “channel scan” or “channel storage” feature within the “Channels,” “TV,” or “Cable” sections in your television set’s main menu.

Twice a year, in May and October, the traditional carnival is organized.

The carnival in May is also known as the “Maimarkt,” May market.

However “Kerwe,” carnival, is the used term in the Palatinate. The “Lautrer Kerwe” is the largest carnival in the West Palatinate and well known beyond its borders. It attracts between 200,000 and 250,000 visitors. For 11 days, more than 140 vendors and ride owners offer their rides, delicacies and merchandise. Rides not only include a giant ferris wheel and a chain carousel, but also a roller coaster.

The ferris wheel offers an impressive view over Kaiserslautern. For one who likes more excitement, take a ride on the “Alpen coaster,” “Break Dance,” “Frisbee,” “Black Out,” or the “Superwellenflug,” the great wave flight. The younger children can ride on the miniscooter, merry go-rounds or partake in games.

It is not only rides and games that attract visitors, some come to enjoy the beer gardens, wine tents, bistro tent, and the chicken tent. Food vendors offer culinary specialties such as crispy chicken, fish delacacies, ham hocks, crepes, pizza and more.

You can find a variety of different merchandise for example clothes, jewelery, leather articles, arts and crafts items and more on shopping street.

On May 30, Germans celebrate “Christi Himmelfahrt” or Ascension Day. On that day, Germans also celebrate Father’s Day. That means all stores and public offices are closed.

Ascension Day is the 40th day of Easter and occurs 39 days after Easter Sunday. It is a Christian holiday that commemorates Jesus Christ’s ascension into heaven according to Christian belief. The holiday is not only celebrated in Germany but in sev-

fundamentals of their sport. They try to put their players in situations that will test them to help develop courage and confidence in difficult instances, to see how they perform when the conditions are not perfect or even in their favor.

Coaches understand that the players will not know what they are capable of accomplishing unless they are put in a situation where their performance either helps them be successful or fail.

They teach them to control what they can and deal with what they cannot.

Garcia Carillo made a trip to the mound to talk to his young lefty, who was frustrated with the plate umpire’s strike zone, then decided to leave him in the game and let him ride it out.

“He’s got to work it out and be more experienced,” said a relieved Carillo after the game. “He has not had much experience throughout the regular season and we wanted to test him in our last game looking towards Euros. He needs to face batters and we just let him get that experience. Mentally he got a little bit tougher. He had to learn how to deal with his emotions and adversity. We need to be more resilient but we have to learn it is part of the game. Adversity is going to be in front

of us and we have to battle it through.”

Leclair got the next hitter to hit it on the ground to Guzaldo at shortstop, who got the force at second, but the hitter beat the throw to first.

Leclair bounced the next two pitches, but veteran catcher Nathan Kranz, whom Carillo calls “my guardian angel back there,” smothered them with his chest protector. Finally, on a 3-2 count, Leclair, who had been working down in the zone, fired a high fastball out of

Delp threw four innings of one hit shut out ball as Ramstein took game one 12-2 in the Saturday double header against crosstown rival Kaiserslautern. Nathan Kranz went 3-for-4, Chris Guzaldo and Makani Stenger also had multiple hits in Ramstein’s 12- hit barrage.

The Royals won the second game 13-4 by overcoming a tense third inning in which Kaiserslautern scored four runs and was knocking on the door for more before the Royals wiggled out of the jam.

In the inning, Raiders Justice Harper, Sam Newberry and Javyn Hill recorded base hits to fire the rally. Ramstein lefty Jeremy Leclair had not pitched many innings all year, but with the European Championships dead ahead, in which the Royals could play five games in three days, Coach Ozvaldo Garcia Carillo wanted to give several of his pitchers more innings in preparation.

Ramstein put it out of reach with seven runs in their third inning.

Guzaldo tripled, followed by a sacrifice fly by Miles Murphy, a groundout by Ethan Smith, an error on a ball put in play by Delp, and a double by Stenger.

The versatile Guzaldo has been a key cog in the Ramstein machine. He is a catalyst and is often in the middle of the Royals attack. The switch hitting sophomore said one of the secrets to their success is the closeness of the players.

“We are getting better as the year goes on,” he said between games. “We bond a lot off the field so we all get to know each other better. We get to play games against pretty good competition for the most part. We would like to play more games though.”

For the Raiders, it has been a trying year. The results have not been what they want on the field and there have been players lost to injuries and personal issues. They are down to their third and fourth catchers, so their depth is limited. But Bates knows how fickle baseball can be. The Raiders lost, but he saw some good things and he has coached long enough to know that in baseball there is always a tomorrow.

“This season has definitely been interesting,” Bates said. “We’ve lost some key players for various reasons.

Still, we maintain a positive attitude and focus on what we do well. We hit the baseball, throughout the lineup, as well as any team in the league.”

Taylor went four-for-four and Anna Marie Starkenburg and Jayda Roberts both went three-for-four to spearhead a 13-hit attack. Roberts had four RBIs while Madison Jarvis, Paige Nielsen and Chloe Culbertson each scored three times. The Royals led by double digits after their first at bat.

May 24, 2019 In the second game, it was as though Kaiserslautern’s players had awakened from hibernation and the Ramstein bats took their place. The Raiders picked up 12 hits and got very solid pitching from Young to take the second game 5-3. Skye Flanagan and Suzi Cox both went three-for-three.

The main story for the Raiders had to be Young. If one were to write a book about the doubleheader, it would be called “A Tale of Two Abbys” or maybe “Doctor Young and Mr. Hyde.”

In the first game, Young lasted just one-third of an inning. She threw 52 pitches, allowed three hits, walked six and gave up nine earned runs and when she did throw strikes, the Royals pounced. Young was replaced

by San Miguel in the first, who faced a similar fate. She gave up 10 hits and walked 10 in her nearly four innings on the mound. The Ramstein hitters were so tuned in that they could have hit the ball blindfolded.

In the second game, the Raiders starting pitcher was also named Abby Young, but this one seemed like a completely different person. Young pitched seven very efficient innings, throwing just 76 pitches. She walked one, struck out six and scattered

seven hits, an accomplishment against Ramstein’s powerful hitting attack.

The only blemish was a solo home run from second baseman Sydney Smith.

The teams are currently involved in pool play in the European Championships in the KMC. The

2A/3A baseball final will be tomorrow at 11:15 a.m. and the 1A championship will be at 1:30 p.m. at the field behind the Southside gym on Ramstein. The softball finals will be on the Landstuhl base just inside the entrance gate.

It starts with a visit of the Count Palatinate Hall of the former Casimir Castle, where official receptions of the city are held today.

Afterwards you descend to the subterranean tunnels. These passages are approx. 70 meters long.
