As a tri-national detachment specializing in training U.S. service members and NATO partners to effectively support transient fourth and fifth generation aircraft, the unit became a squadron to increase manning, resources and further their combat readiness. “Our mission is expanding,” said Lt. COMMENTARY: Where mission meets might: 86 AW and 786 CES by Lt. Col. Alexander W. Nelson 786th Civil Engineer Squadron commander Over the course of the past year, my fellow 86th Airlift Wing squadron commanders have provided leadership insight from their experiences in command. I wanted to take this opportunity to build upon their insight and expand it by highlighting the leadership opportunities that are brought forth to the Airmen of the mighty 786th Civil Engineer Squadron. Through their leadership capabilities, the Airmen within this legendary squadron successfully execute the new 86th AW mission set forth by Brigadier General Olson: Build Airmen, Project Power, and Support Partners.

86th AW mission Build Airmen: Due to the 786th CES’ sheer size, we are able to provide leadership opportunities early in all our Airmen’s careers. Whether you’re a first-term Airman who demonstrates an interest in leading others, or you’re an Airman who just tacked on a pair of Senior Airman stripes, the 786th CES will provide the people, equipment and freedom of maneuver to execute incredible tasks. As a result, Airmen have the chance to assume responsibility and to lead. This introduction to leadership roles ensures Airmen will have a strong foundation to take on further responsibilities and demands that are incurred as they move up in rank. A strong leadership foundation also ensures adaptability, innovative solutions and good followership. For instance, take the 786th CES Facility and Leadership Excellence (FLEX) Team Leader, Senior Airman James Frick. Frick joined the 786th CES Water and Fuels Systems Maintenance shop in 2015 as an Airman First Class. In building his leadership foundation, he is now responsible for leading a 10-person team of First-Term Airmen, which rotates every two weeks. Frick demonstrates ‘Building Airmen’ by edu-

cating the team on being successful in the U.S. Air Force, hosting regular guest speakers and instilling a sense of purpose and pride. He also keeps each new member motivated to maintain the professional appearance of the Ramstein, Kapaun, Vogelweh and Landstuhl installations. Participation in the FLEX Team also helps ‘Build Airmen’ by providing them the opportunity to generate new networks and friendships with other Airmen outside of their squadrons. FLEX Team graduates leave with an enhanced knowledge of service, a sense of accomplishment, and pride for their contributions to installation excellence. The 786th CES offers a variety of programs for all Airmen who are committed to improving their leadership foundation, strengthening their resolve and expanding their technical knowledge. Every month, officers and SNCOs meet online, or outside when the weather cooperates, for the 786th CES Leadership Luncheon. During this luncheon, a SNCO and/or officer presents a summary on a leadership topic of their choice and facilitates a discussion that incorporates new ideas to enhance everyone’s leadership foundation. To strengthen resolve, every quarter the unit breaks for a squadron Resiliency Tactical Pause. This pause consists of trained 786th CES facilitators/volunteers who interact directly with Airmen in small-group settings to discuss resiliency tactics as well as address current issues and events facing Airmen. We like to think of these pauses as a quarterly GRIT downday on steroids. These are not an 86th AW requirement, but consistent participant feedback proves that these RTPs are not only beneficial, but also much appreciated. To improve our Airman’s warfighting capabilities, master scheduler, Staff Sgt. William Thomas from the 786th CES Expeditionary Engineering section hosts a Prime Base Engineer Emergency Force day every month. These events consist of hands-on training in Defensive Fighting Positions, Land Navigation,

Tactical Convoy Operations, Integrated Defense, Troop Leading Procedures, Mishap Survey, and equipment familiarization. For those that are looking to further expand their leadership or technical knowledge, the 786th CES hosts Professional Development Seminars on topics such as bullet writing, financial management, spreadsheet optimization, as well as Tririga work task database system refreshers. The 786th CES recognizes that there is always room for continued leadership development and fosters a culture of selfimprovement. Project Power: The 786th CES projects power; both in the KMC and abroad. In the KMC, the 786th CES maintains all high/low voltage power, backup power, water, sewage/fuel transport, HVAC, structural support, and entomology to 1,300 buildings at 13 bases, including Ramstein AB. We maintain structural requirements, pavements, aircraft arresting systems, signage, interior/ exterior lighting, locks, painted surfaces, airfield lighting, special purpose gardens, alarms, airfield vegetation, and water production plants. We run CE Customer Service, the Requirements & Optimization section, the U-Fix-It Store, Snow/ Ice Control teams, and the Service Contracts section which provides Contracting Officer Representative surveillances to $16.3M a year in contracts, with our close partners from the 700th Contracting Squadron. Contracts include refuse, custodial, grounds maintenance, recycle center, COVID-19 emergency disinfection, and maintenance contracts for antivehicle barrier, elevators, traffic lights, and about 22 other contract requirements. In short, we keep every facility, utility, and the airfield operational on all 86th AW installations in Germany. This mammoth effort enables four wings, three headquarters and 85 tenant units to execute their air, space, and cyberspace missions all over the world, 24 hours a day.

Additionally, the 786th CES trains 10,400 Airmen in four countries to respond to natural disasters and enemy attacks to safeguard their local mission and abroad. We sustain a very high readiness posture allowing us to project our power anywhere in the world with very short notice. Emergency Management experts like Master Sgt. Jessica Clayton and her incredible team teach Chemical, Biological, Radiological Defense; Control Center; Emergency Management Representative; CBRN Key Leaders; and Base Emergency Preparedness Orientation courses. Expeditionary Engineering leader, Master Sgt. Graeme Clouden, and Explosive Ordnance Disposal scheduler, Staff Sgt. Joseph Griffin, and their phenomenal teams maintain a vast array of training and readiness requirements to project CE power throughout the area of responsibility at any time. Clouden along with Pavements and Heavy Equipment master, Master Sgt. Daniel Bailey, and EOD professional, Master Sgt. Justin Beasley, are also organizing, training, and equipping the 786th CES by utilizing the most advanced programs/equipment in the USAF such as Rapid Airfield Damage Repair within an Agile Combat Employment construct, thus enabling them to deploy to forward operating airstrips and further project the mission. Support Partners: The 786th CES supports its partners, both in Germany and beyond. Not only is the 786th CES EOD flight the KMC’s primary American EOD responder, but they also deploy to support partners at forward operating bases and assist Very Important Persons Support Activity missions enabling distinguished visitors like U.S. and foreign political leaders to travel. What really makes the 786th CES EOD flight unique is their support for European and Asian EOD teams. Through years of trust and understanding, 786th CES EOD flight experts like Master Sgt. David Gerig, Staff Sgt. Emilio Solis, Staff

Sgt. Jonathon McCauley, and Senior Airman Edward Uhrick have executed Humanitarian Mine Action missions where they train, advise, assist, and mentor EOD units in multiple countries. By working closely with these units, they fasttrack them to be more proficient, which increases safety to these countries’ citizens and their military’s missions. Additionally, they have built long lasting alliances and friendships with EOD teams across Europe. Through these multinational networks, EOD professionals have trained, responded, and supported exercises with these EOD units. By working together, the 786th CES EOD flight has enhanced their inhouse programs in addition to their allies’ programs, which enables better emergency responses in Europe. The 786th CES EOD flight is just one of many great examples of how generous support and forming alliances helps support our partners at home and abroad. In conclusion, the people that make up the mighty 786th CES exemplify the 86th AW mission. Through three very distinct flights, leaders Build Airmen of all backgrounds and ranks in the 786th CES by investing time and energy through an assortment of leadership and resiliency programs. We also maintain the base, which enables Team Ramstein to Project Power and deploy to forward locations to ensure proper base maintenance. Lastly, we dedicate programs to Support Partners in order to strengthen connectivity within the 86th AW and ensure interoperability abroad.

THE HOUSING HYPE Kaiserslautern Military Community’s Family Housing The 86th Civil Engineer Squadron Furnishings Management Section, to comply with Air Force guidance and instructions, will no longer issue microwaves to off-base residents effective June 7. Microwaves were removed from the Furnishings Allowance List per AFI in 2016.

FMS continued to issue the microwaves until they were no longer serviceable or economical to repair and recondition. We have reached that point. Therefore, FMS will discontinue issuance of microwaves to off-base residents. The KMC Housing Office apologizes for any inconveniences this may cause.

The squadron activation process has been in development since 2019. The creation of a squadron gives the 19th EWS new resources to support and develop service members and integrate partner nations. “We are a squadron that meets the needs of 5th generation (aircraft) in theater and their integration with the rest of the international NATO force,” said Lt. Col. Jesse Palchick, 19th EWS commander. “They need more advanced training scenarios and

that’s what we’re here to offer.” The 19th EWS was officially designated during an assumption of command ceremony where Palchick became the first 19th EWS commander. “It’s daunting but also exciting,” Palchick said. “But the good thing is it’s riding the current momentum we’ve already had, further enhancing our engagement capabilities.” There is no rest for the newborn squadron as the next operation on their agenda is supporting exercises such as Arctic Challenge 21 alongside Norway, Germany and Sweden. “The question is not when the war will come, the postulation is that we’ll never have another war,” Palchick said. “The name of that game is deterrence, and Polygone is one of the many rocks that turn that ‘balloon of war’ way down.”

Required Qualifications

• High School Diploma or equivalent. Bachelor’s Degree preferred. • 2-4 years work experience in retail, customer service, recreation facility or related role, including 1+ years in a supervisory capacity. Relevant experience in a not-for-profit, military, multicultural and/or global organization preferred • Strong interpersonal, customer service and problem-solving skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism. • Proficiency using computers and electronics equipment. General knowledge of various software, applications, and programs including but not limited to volunteer management software, social media platforms, and Microsoft Office Suite. Experience with Digital Cheetah preferred. • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise. • Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities. KMC law enforcement honor National Police Week

Story and photos by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs Kaiserslautern Military Community law enforcement members gathered to commemorate and conclude National Police Week 2021 with a fallen soldier memorial ceremony, May 14. In 1962, President John F. Kennedy designated the week of May 15th as National Police Week to remember and honor law enforcement officers for their service and sacrifice. The KMC’s Police Week 2021 included many events such as a 24-hour ruck march, a 5K run, a fallen soldier memorial ceremony and a military police skill challenge. “This week’s events were to honor our fallen military law enforcement personnel,” said

Lt. Col. Phil Ferris, 569th U.S. Forces Police Squadron commander. “In addition to honoring the fallen, we used this time to train and hone our contingency skills.” As the names of fallen military law enforcement personnel were read off during the memorial service, the KMC military police used the time to reflect on their service and the sacrifices of the Airmen before them. “The events we conducted this week tested our Airmen’s physical and mental abilities, these skills are vital skills for the modern defender,” said Master Sgt. Erica McCaghren, 569th USFPS first sergeant. “I’m honored to have participated and walked in my Airmen’s shoes so I could appreciate what they do for us every day and what our fallen soldiers have done for us in the past.”

Kaiserslautern followed the wave of increasing cases but is now on the downtrend as well. The city and county are both under the 100 case mark per 100,000. The United States is likewise doing well at 68 per 100,000. On base our active case counts have been very low for weeks. I credit our extensive vaccination effort over the past month in helping us get to this point. I expect to continue to see these down-trending numbers as more and more people get vaccinated. Perhaps the best vaccine news is the FDA has approved the Pfizer vaccine Emergency Use Authorization for ages 12-17. Landstuhl Regional Medical Center is taking the lead in administering all Pfizer vaccines to our adolescent beneficiaries, and appointments

are now available. Parents can sign up their kids here: https:// informatics-stage.health.mil/ KaiserslauternCOVIDApp/. All of the Pfizer supply will be distributed at LRMC. Adults should continue to receive Moderna, as the shipments for Pfizer are based off the eligible population for ages 12-17. Speaking of adults, Moderna is now widely available to adults with appointments going empty every day. Additionally, there are walk-in hours from 11 a.m. to 1 p.m. every weekday at Ramstein’s vaccination location. To date the 86th Medical Group has given nearly 18,000 doses of the Moderna vaccine. In partnership with our local host nation medics, more than 1,600 doses have been administered to our local national teammates, as well. Being vaccinated has lots of benefits. Not only is there the protection from getting severe illness due to COVID, but your protection confers protection to your families (especially kids under 12 that cannot be vaccinated). Vaccination also lightens restrictions. There

is no need to quarantine if you are fully vaccinated and a close contact of a known positive, and it eliminates the need to quarantine upon arrival to Germany. On a social note, vaccination decreases some testing requirements, it allows meetings and gatherings in larger (fully vaccinated) groups, it lightens the mask wear restrictions, and travel will likely open up soon. Additionally, the installation is planning to open more facilities and opportunities soon for fully vaccinated people. From a mission perspective, it has greatly decreased the number of people in medical quarantine after close contact with known COVID cases. I have a significant amount of optimism now. We can see the light at the end of this dark tunnel we have been in for the last 15 months. We have all been in this together, and we will all get out of this together. Rachel Byrd, 86th AW drug demand reduction program administrative manager, excelled during the COVID-19 pandemic in one of the largest collection sites outside of Air Education and Training Command. “She has so many qualities that needed to be recognized amongst the wing staff agencies,” said Calvin Collosi, 86th AW DDRP manager. “She’s excelled in every challenge we’ve given her and it’s a blessing to have her as part of our phenomenal team

here. I know I can be away from the office and have superstars in the office to make sure everything goes smoothly.” Byrd has been part of the DDRP team for a year and a half. Her responsibilities during that time include accounting for more than 80 units, including geographically separated units, being the sole Government Purchase Cardholder for the DDRP office and collecting more than 3,700 specimens during normal testing and including wellness sweeps, dorm inspections and dorm checks. “It’s encouraging. Sometimes I just put my head down and do my job and it doesn’t seem like anyone’s paying attention,” said Byrd. “So it’s nice to get recognized like this.”

KMC honors Kindergraves with ceremony Story and photos by Airman 1st Class Alexia Givens 86th Airlift Wing Public Affairs From 1952 to 1971, American infants who died at birth or shortly after at the American military hospital at Landstuhl or nearby civilian hospitals were buried in the Kaiserslautern Main Cemetery adjacent to the U.S. Army Daenner Kaserne. At the time of these deaths, transporting the departed stateside was not available. The city of Kaiserslautern donated two public burial plots during the initial years, but the lease for these plots expired in 1986. In Germany, families have to make lease payments or risk losing burial plots. To prevent losing the plots, the German-American and International Women's Club secured the graves through donations. The gravesites were then moved to the heart of the cemetery and a new lease was

drafted. Now every year following Mother’s Day, a ceremony is held for these children. “Those children are the symbol and the reason for us to foster a relationship,” said Bruni Pütz, member of the GAIWC. “The city of Kaiserslautern provided the land and it’s a great symbol of compassion and close friendship.” After remarks from U.S. Air Force Brig. Gen. Josh Olson, 86th Airlift commander, leaders from across the wing lit candles for the deceased and led everyone in attendance to the gravesites. “This ceremony is a way for us to always remember the children that are buried there and honor the families that had to leave their children behind, which is an incredibly tough situation,” said Chief Master Sgt. Marc Gonsalves, chief enlisted manager at the 37th Airlift Squadron and co-chair of the Kindergraves Memorial Foundation.

Ramstein recognizes National Aviation Maintenance Technician Day by Senior Airman Thomas Karol 86th Airlift Wing Public Affairs The 86th Airlift Wing will recognize the 14th annual National Aviation Maintenance Technician Day May 24, at Ramstein Air Base. NAMTD highlights the hard work of aircraft maintainers across the globe. “National Av i a t i o n Maintenance Technician Day honors the professionals who work behind the scenes to make aviation possible,” said Chief Master Sgt. Alan Malcolm, 86th AW Maintenance Group superintendent. “It also marks the achievements of Charles Taylor, the man who built the engine used to power the Wright Brothers’ airplane.” NAMTD was made a U.S. day of recognition by Congress in 2007. It helps shine a light on the efforts of those who keep planes flying and gives people a chance to thank the people who generate air power. ”We often celebrate the achievements of aviators, and rightfully so, but behind each air-

craft in the sky is a team of proud maintainers who put it there,” Malcolm said. “Maintainers are working hard around the clock to keep them flying!” Aircrew get a lot of attention from people all over the world. But, often maintainers are lesser known names in history. ”When people think of aviation, some names come to mind: Yeager, Rickenbacker, Lindbergh, Earhart and Doolittle,” Malcolm said. “All of them deserve praise, but can you name any of their maintainers? Not likely, and that’s fine with us. Our pride comes from fixing an aircraft, watching it take off and return safely.” For many maintainers pride comes with the job and an appreciation for their craft. “As a crew chief, I like to work with different specialties to troubleshoot problems and it increases my knowledge about the air frame. To travel is one of the biggest highlights for me, especially traveling to places the unit hasn’t been to yet. Being on the road with the aircraft and making the mission happen builds a sense

county and the city. “In Germany, vaccination is done on a priority basis, so the U.S. Army's and Air Force's vaccination campaign can break through those vaccination priorities and give local national employees the opportunity to be vaccinated early in the process.” The “vaccine rodeo,” originally planned to run two days, was extended two extra days due to the positive response. Local national hires coordinated appointments through their respective units to minimize wait time and ensure adequate staffing. According to 30th MED Brigade’s Maj. Dana Cook, they are able to vaccinate 80-100 people each hour. U.S. employees who missed previous vaccination events or changed their minds, as well as TF Willkommen wards on site had the opportunity to get vaccinated on the added days of May 10 and May 12.

Vaccinations of U.S. dependent family members age 18 are ongoing. Individuals can make appointments at any military treatment facility through the DHA Appointing Portal at https://informatics-stage.health. mil/COVAX/. A choice between the Johnson & Johnson and Moderna/Pfizer vaccines is available at some sites. Regional Health Command Europe is working to bring a limited supply of Pfizer vaccine to the military community in Europe, specifically for adolescent family members. The Pfizer vaccine received Emergency Use Authorization for 16-17 year olds. RHCE expects a shipment after mid-May and will move forward with vaccinations for that age group. The recent Pfizer Emergency Use Authorization extension to 12-15 year olds also clears the way for RHCE to vaccinate that age group in the near future.

From squire to knight

Knight’s University is a professional development course designed to teach Airmen communication and leadership skills. “It was homegrown and it is the primary initiative to develop our folks internally,” said Chief Master Sgt. Clifford Thebodeau, 86th Aircraft Maintenance Squadron superintendent. The graduating class, 21-A, began April 4. The classes consisted of lessons that were three hours long, once a week, over the span of five weeks. Leadership designed Knight’s University with Airmen’s busy schedule in mind. “A lot of these guys are always at the grind and doing the job and it’s hard for them to get away to take part in professional developments during the day,” said Master Sgt. Ashley Haldeman, 86th AMXS specialist section chief. “So the idea was to give them something that’s made for us, by us, to help each other grow.”

The course began with teaching the Airmen administrative duties that they will encounter as they approach the ranks of a noncommissioned officer, then it moved on to teaching them leadership philosophy and expectations. Part of being a leader is also knowing how to accomplish certain tasks on the computer, which Knight’s University instructors integrated into the course curriculum. “It makes a more efficient Airman,” said Thebodeau. “It gives them valuable time back to the flight line and fixing aircraft. They don’t need to be in the building trying to figure out administrative work, so we can make that easier by teaching them how to properly do that.” At the course's end, Thebodeau spoke with the graduating Airmen about his personal philosophy on what leadership is and how they can develop it in themselves. The first class of graduates left with a greater wealth of knowledge passed on to them by their experienced leadership. “For me, learning about empowerment and delegation, I’ll be able to work on the flight line more efficiently with my team of Airmen out there,” said graduate Senior Airman Trevor

Story and photos by Senior Airman Daniel Sanchez 86th Airlift Wing Public Affairs The Deployment Transition Center remained active in multiple ways during the COVID-19 pandemic, and continues its mission of providing services for military members returning home from deployment. The DTC is a unique active duty Air Force detachment of the 86th Mission Support Group based at Ramstein, with the objective to enhance post-deployment outcomes of service members and government civilians. U.S. Air Force Technical Sgt. Jessica Martinez Santana, 86th MSG Detachment 1 mission set manager says, “The main mission is to provide reintegration skills and decompression opportunities for deployed personnel who are transitioning out of the deployed environment back to home life.” The center is ideally placed both logistically and geographically as the best location to receive military members returning home from deployments overseas. The DTC’s goal is for returning personnel to focus on relaxation, decompression and reintegration strategies designed to reduce PostTraumatic Stress Disorder symptoms. Under normal operations, the DTC offers classroom events with group discussions and a facility with extensive recreational and relaxation equipment. It also offers local outings to visit German cultural centers and historical landmarks. When Germany closed borders in March of 2020 due to COVID19, the DTC adapted and developed a static virtual DTC program with supplemental materials designed to meet the needs of 1,200 personnel who were nominated to attend the

program in the coming months. While local restrictions and a stop movement order from the U.S. Department of the Defense prohibited travel into Germany, the center found creative ways to remain active supporting Ramstein personnel. U.S. Air Force Lt. Col. Ken Sterling, 86th MSG Det 1 commander said, “As the months of lockdown and negative COVID-19 news mounted, the opportunity to utilize the DTC’s three master resilience trainers and over 20 resilience training assistants presented itself in the form of an onbase resilience outreach program.” Ramstein personnel were invited to the center for resilience classes and small group sessions. According to Sterling, the center has now hosted more than 1,250 personnel and delivered over 2,800 resilience classes. These sessions, he said, even helped to prevent three suicides. A live virtual DTC program was also developed to facilitate a more

interactive experience. This provided members globally with a more inclassroom experience, usually during their post-deployment quarantine. “Returning deployers who came into the live virtual DTC with an open mind had a generally positive experience during the program and exited with a broader understanding of available resources, and willingness to ask for help if needed,” said Martinez Santana. By adjusting to the challenges brought on by the pandemic, the DTC developed new programs that expanded their capabilities and left an impact on those who would have otherwise missed this opportunity. “Both the outreach program and virtual DTC were implemented as a means to provide support to service members in need while the traditional in-person program was too risky to utilize during COVID-19,” said Sterling.

In-person services for returning deployers resumed in January, and the staff works hard to remain flexible and satisfy all health requirements to remain open for

the foreseeable future. In April, new guidance made it easier for fully vaccinated arrivals to make use of the center’s services. These individuals can take part in DTC off-base German outings and take advantage of all available COVID19 compliant on-base recreation, shopping and dining opportunities. A DTC attendee offered feedback saying, “It’s the little things they did that really made me feel like I was transitioning back to regular life. Everyone was informative, friendly and helpful. The DTC helped me be able to relax. They also gave me a safe space to talk about my experiences, both good and bad.” Another attendee stated, “The DTC was perfect for me in terms of being deployed and then coming here to decompress rather than leaving and going straight home and having one day to decompress and get straight back into my old life.” To find out more about the DTC visit their website at www.ramstein. af.mil/Deployment-Transition-Center

The F-35A gives the U.S. Air Force and its allies the power to dominate the skies – anytime, anywhere. It’s an agile, versatile, high-performance, 9g capable multirole fighter that combines stealth, sensor fusion and unprecedented situational awareness. This is the 388th FW’s third

deployment to Europe. The first was the 34th FS deployment to RAF Lakenheath, England, in April 2017. MIHAIL KOGALNICEANU AIR BASE, ROMANIA — Hundreds of American and international military paratroopers jumping from a half-dozen cargo aircraft soaring over Romania, May 11, culminated weeks of U.S. Army Garrison Rheinland-Pfalz continuous support to one of the Army’s premier exercises. The garrison’s participation in DEFENDER-Europe 21 via its sites in Romania and Bulgaria, known as Area Support Activity-Black Sea, is a multipronged, ongoing effort staging American and international Soldiers and equipment for success. About 1,000 American Soldiers and Airmen, and Dutch, Polish, and German soldiers, called “MK” home for about 10 days. Weapons, ammunition, vehicles, and more are stored in dozens of facilities across the footprint, while the people live in 30 barracks and 22 newly erected tents. “We’re agile and responsive enough that we can continue to focus on garrison operations while supporting this massive exercise and taking care of the hundreds of warfighters training during DEFENDER-Europe 21,” said Dave Keller, MK director of operations, who added this multitasking capacity is in the site’s wheelhouse. “Operationally, we’ve been able to showcase the garrison’s vital role in supporting the warfighter, and that’s exciting.”

Much of the garrison’s effort in Romania culminated May 10 with a ’joint forcible entry’ conducted on Boboc Air Base, Romania, with 6 Polish Airborne Brigade, 82nd Airborne Division, German/ Dutch 11 Air Assault Brigade, and Romanian 495th Parachute Battalion. The Boboc jump was part of three near-simultaneous airborne operations done by multiple NATO allied nations supporting Swift Response 21, a military crisis response training event for multinational airborne forces, and another facet of DEFENDEREurope 21. Meanwhile, at the garrison site in Bulgaria, efforts continue in an austere environment. The Novo Selo Training Area comprises about 56 square miles of training space used by the U.S. and NATO for tank training and much more. More than 1,000 people have bulked up the site’s population, though much of their work for the exercise starts later. James Adamski is the deputy garrison manager for Novo Selo. He said it was a pleasure to play a key role in the support. “We focus on a very high degree of readiness to support all reception, staging, and onward movement of participants in the exercise. I’m very proud of our team here.” Sgt. Christopher Stocum is the IMCOM-E lead for Better Opportunities for Single Soldiers, but is deployed to help the MWR team. He said his BOSS experience and life as a young Solider helps him focus on his fellow GIs as people.

“Soldiers are more than just a number. It’s important to give people options and take care of them,” said Stocum, who highlighted a recent cornhole tournament drawing more than 40 people. “Taking care of them like people is number one. Soldiers with high morale are going to work harder than those without.” Tommy R. Mize, Director, Installation Management Command Directorate-Europe, said providing exercise support for Defender 21 is a one of the strengths of the IMCOM-E Team. “Our garrisons enable units in Europe to focus on operations, training, and deployments,” he said. “U.S. Army Garrison Rheinland-Pfalz and ASA-Black Sea’s support to this incredible exercise is another example of how we are fully engaged in providing world-class support for America’s premier fighting force.” Exercise support is shared with the garrison, the Romanian hosts, contractors, and Area Support Group-Black Sea, which oversees the two sites plus another in Greece, and directs the sustainment portion of the troops’ visit in Romania. Col. Andrew Conant, Area Support Group-Black Sea commander, said integration, cooperation, and communication between his team and the garrison has been critical to ensuring successful life support to rotational forces and exercise participants in Romania and Bulgaria.

The program will function similar to an actual university, and is the garrison’s way of formalizing the local education process to build a wide variety

of training opportunities in one place. “In its simplest form, RPU is Rheinland-Pfalz professionals teaching Rheinland-Pfalz professionals,” said Gary Burton, Family and Morale, Welfare and Recreation director, who also serves as RPU Chancellor. “It’s not just a website where you click through the pages. Instead, you’re learning from someone you know, building connections, and we’re all learning together.” RPU provides leadership and knowledge continuity within the garrison. According to Joshua Hampton, RPU supervisory training instructor, the garrison will see a considerable amount of its workforce retiring or moving on in the next few years, and the knowledge and experience going with them is invaluable. “RPU is the garrison’s way to retain some of the departing knowledge and provide leaders with ample opportunities locally,” said Hampton. “Training employees at a local level yearround ensures that our workforce is mission ready at all times.”

The new program also features the added benefit of students interacting and learning from each other. For Hampton, this gives garrison personnel a greater opportunity to “learn by doing” and provides opportunities for growth through interactions. “Online training alone simply cannot replace the knowledge sharing taking place in a traditional adult-learning classroom environment,” said Hampton. “RPU ensures employees have pertinent and relevant training consistently offered to them.” Though the program was initially intended to simply fill the knowledge gap through changes of personnel, RPU has increased its reach with courses for supervisors and new leaders through the School of Supervision, and technical courses for all personnel through the Technical Institute. RPU’s School of Supervision curriculum offers courses for all levels, ranging from introduction to USAG RP and instruction

on leadership styles, to advanced courses in Equal Employment Opportunity and communication. “The supervisor courses are not replacing the required courses from Army Learning or IMCOM, but are an extra opportunity for supervisors to hone their leadership skills locally and in an in-class format with their colleagues,” said Hampton. The RPU Technical Institute curriculum also lists several courses, ranging from introductory to advanced Microsoft Office Suite, to marketing and public speaking. When asked how RPU will ultimately help the local workforce, Hampton responded with one word: readiness. “We are here to support the mission — this has always been and will always be our number one priority as Army civilians overseas,” said Hampton. “By ensuring that our civilian workforce retains critical knowledge to move forward and by setting them up for success, we enhance everyone’s morale, well-being,

and quality of life.” RPU staff hopes to recruit dedicated professionals for the various courses. Local experts in their field are also invited to join RPU as adjunct instructors to share their knowledge with those interested. “A major sustainability factor for RPU will be recruiting a strong cadre of adjunct faculty,” said Burton. “The garrison can leverage the knowledge base of its current civilian workforce, and, in turn, bolster their visibility as they explore new opportunities and share knowledge.” Burton adds that any individual looking at the list of courses and thinking they know too much about the subjects to enroll, should think about signing up to teach a course to pass on their expertise. APS-2 equipment, vehicles issued to units in Estonia for DEFENDER-Europe 21

by Cameron Porter 405th AFSB Public Affairs TAPA, Estonia — DEFENDEREurope 21 involves about 28,000 U.S., NATO and partner militaries from 26 nations conducting live fire exercises, airborne operations, missile defense activities and a multitude of complex, bilateral operations simultaneously. To outfit an operation of this scale requires a lot of equipment. Several hundred pieces of equipment were shipped to Europe from the U.S. by cargo vessel, but over 1,000 pieces were drawn from the 405th Army Field Support Brigade’s Army Prepositioned Stock-2 sites here in Europe. Rhona Habets, a heavy wheeled vehicle mechanic foreman at the APS-2 site in Eygelshoven, Netherlands, said her team helped to prepare all the vehicles for movement to Estonia, to include getting the vehicles certified by German inspectors for transport across international borders. “They are inspected by the Germans because they have the strictest regulations in Europe,” said Habets. “And they are tough – the toughest in Europe.” Once in Estonia, Maj. Sherry Childs said the team from the 405th AFSB’s Army Field Support Battalion-Benelux immediately went into action.

“Everyone showed up and started working, downloading trucks, setting up expandable container workspaces, getting connectivity set up and getting the vehicles staged by type,” said Childs, the AFSBnBenelux Support Operations officer in charge. “Once we had accountability of all the equipment, they started loading all the secondary items and staging by unit identification code.” But the work didn’t begin in Estonia. Childs said when she arrived at AFSBn-Benelux in January of last year – within two months of her arrival the planning was underway, and it never slowed down. “We were actually still receiving equipment right up until the last minute, conducting maintenance on this equipment and turning this equipment around very quickly to issue it here,” said Childs. “You have to react quickly with the U.S. Army, but it makes it more challenging and I like a good challenge,” said Habets, a Dutch local national employee with the 405th AFSB’s AFSBn-Benelux. Joshua Steinlicht, also assigned to AFSBn-Benelux, is the Equipment Configuration Handling Area chief, at Tapa Barracks, Estonia. He said it takes a lot of work to set up a successful ECHA – meeting all the planning goals, getting the equipment on

site, getting everything placed on the issue grid and establishing the configuration for combat. “It’s important for us because it’s our primary mission as an APS site,” Steinlicht said, “Making sure all this equipment is 100 percent mission capable and ready so the Soldiers participating in the exercise can take the equipment out, use it and successfully accomplish their mission.” “It’s important that they can focus on training and not have to worry about maintenance too much,” said Steinlicht, a retired Forward Support Company first sergeant. Army Private Ricardo Jofre is a Forward Support Company supply clerk with 1st Battalion, 508th Parachute Infantry Regiment, 82nd Airborne Division. He and his unit are on the receiving end of all the planning and preparation that went into getting the APS-2 vehicles and equipment effectively configured and placed at the ECHA in Estonia. “I thought it was pretty crazy. It was more than I expected,” Jofre said. “We arrived by plane carrying everything on our backs and fell onto all this gear – transport trucks, fuel trucks, water trailers, Humvees, generators.” “It’s better that we are able to receive the equipment here and turn it in when we leave since we

are only scheduled to be here for about three weeks,” said Jofre. Army Sergeant 1st Class Roberto Ortiz is the Support Operations maintenance manager for AFSBnBenelux, 405th AFSB. He said in order to pull off a mission of this scale and magnitude it takes a total team effort. For AFSBn-Benelux in Estonia, the team is made up of Dutch local national mechanics and maintainers, U.S. Army civilian employees, Army officers and noncommissioned officers. “From a maintenance point of view, NCOs bring experience,” said Ortiz, who has served in the Army for over 19 years. “Our workforce is mainly Dutch — and a lot of stuff gets lost in translation — so I’m here to help them interpret what the Army regulations and manuals state.” Army Sergeant 1st Class Daneya McMillon, the senior enlisted advisor for AFSBn-Benelux, said “Exercises like this provide us with real-world scenarios where we can come out and work with multiple forces from multiple backgrounds.” “It makes us work together stronger, and in unison,” McMillon said. “And that’s what I strive to maintain here as the senior enlisted advisor for our battalion — that we work in unison and that we work as a team, as a family.” Steinlicht said the team from AFSBn-Benelux is completely dedi-

cated and committed to successfully making this exercise happen, and McMillon said the exercise has enhanced her knowledge and helped the unit perform better as a team. “We are very well organized and able to accomplish pretty much any task, regardless of how hard it is,” Steinlicht said. “Ultimately that’s our job,” said Childs. “The Soldiers who are going to use the equipment are going to be putting their lives on the line, so it’s not just about the equipment. It’s about protecting the lives of the Soldiers using it.” The 405th AFSB is assigned to U.S. Army Sustainment Command and under the operational control of the 21st Theater Sustainment Command, USAREUR-AF. The brigade is headquartered in Kaiserslautern, and provides materiel enterprise support to U.S. Forces throughout Europe and Africa — providing theater sustainment logistics; synchronizing acquisition, logistics and technology; and leveraging the U.S. Army Materiel Command materiel enterprise to support joint forces. 4x4x48: Army Europe and Africa community participates in ‘Ready and Resilient’ challenge

Courtesy Story U.S. Army Europe and Africa Last month, United States Army Europe and Africa conducted the first annual Ready and Resilient 4x4x48 Challenge. Over 70 participants ran, walked, or rucked four miles every four hours for fortyeight hours, with 35 participants completing all twelve legs of the challenge throughout the month of April. Participants met the challenge from all over Europe and the United States. Led by Brig. Gen. Jed J. Schaertl, Deputy Commanding General for Mobilization and Reserve Affairs, the challenge could be completed alone or at one of the socially distant group events. “The USAREUR-AF 4x4x48 Challenge is intended to stress an individual in a way that goes beyond a singular, short duration event,” Schaertl says. “The 48 miles within 48 hours highlights the many aspects of resiliency and provides an opportunity to learn more about ourselves and what we are capable of.” The challenge was not only meant to test the mental and physical resiliency of the participants, but also to educate and connect them with installation resources that relate to the five pillars of strength and wellness: physical, mental, spiritual, social, and family. “Resiliency gets us through tough times. It allows us to pick ourselves up and overcome obstacles that we face in life and continue to achieve our goals both professionally and personally. Some

of those are much tougher than a 4x4x48 Challenge,” says Schaertl, demonstrating the connection between the 4x4x48 and resiliency. Each leg of the challenge was dedicated to a different pillar of resiliency and highlighted specific programs. The socially distant meet-up locations also correlated to the segment’s theme, tying together the concepts of resiliency in the force. Soldiers, family members, and civilians from across Europe and the United States recorded the videos to educate and highlight the importance of incorporating resiliency into daily life. For the mental aspects of the challenge, the Ready and Resilient (R2) Performance Center in Vicenza Italy posted Facebook videos about resiliency skills. 30th Medical Brigade registered dietician, Capt. Samantha Rigby, gave tips on caffeine intake, supplement usage, hydration, and proper nutrition for both pushing through the challenge and in everyday workouts. In one of her videos, Capt. Rigby says, “one of the most important aspects of achieving and maintaining your physical fitness, both for this 4x4x48, as well as in your general health and well-being is what you eat. What you eat can set you on a path to success.” She also helps to link viewers with the various programs available to Department of Defense I.D. holders stationed in Europe. The United States Army Garrison Benelux Army Community Service chief, United States Army

Garrison Wiesbaden Chaplain, and USAREUR-AF Sponsorship program manager also contributed content to link participants with installation resources and programs. “Even if you feel like you are right at the edge of your limits, remember your spiritual strength, that part of you that gives you hope and strength and meaning in life,” says Chaplain (Lt. Col.) Troy Morken, demonstrating that spiritual strength doesn’t always have to mean religion. Rather, it’s more than that: it’s about finding those things that motivate and drive us to be better. Each segment theme and group meet up location was carefully selected to ensure the event was holistic and addressed resources for family members, civilians, retirees, and Soldiers stationed here in Europe, because the Army is only as strong as its people. Brig. Gen. Schaertl closed out the twelfth leg of the challenge by thanking everyone involved. “I cannot express enough my thanks that you signed up,” he said, “And that you’re willing to do it, that you’re willing to push yourself to try to do something different. So on behalf of myself and everyone in the US Army Europe and Africa command team thank you for getting out there and getting after it. 1. The Fairy Tale Route If you are a fan of those famous Brothers Grimm fairy tales, this is a perfect road trip for you! This 370-mile route stretches between the birthplace of the authors in Hanau near Frankfurt to the northern city of Bremen, where the famous story “The Town Musicians of Bremen” takes place. The route meanders through many of the towns and small places that inspired the Brothers Grimm to write their tales, as well as cities in which the authors

spent time living. There are various nature parks along the way and some very special towns that capitalize on their connections to the famous fairy tales. These include the house of Little Red Riding Hood in Alsfeld, the spa in Bad Wildungen, which has a Snow White Museum, and of course Hameln has a fountain dedicated to the Pied Piper. 2. The Romantic Road This is a popular road trip for those who want to spend time with their loved ones. When hotels are open, travelers can stop at romantic, secluded inns to spend the night. Or you can just get a meal and then enjoy the breathtaking countryside along the way. This 260-mile route starts in Würzburg and ends in Füssen in the German Alps. 3. The Castles Road For those who are into history, driving along the so-called Castle Road can be very enjoyable. It is a 625-mile long route that starts in the southwest of Germany with Mannheim’s baroque palace and ends in the east with the Prague Castle in the Czech Republic. There are dozens of centuries-old fortresses, castles and museums along the route. If you don’t have the time to stop at every castle along the way, there are several you should not not miss.

These include the Schwetzingen Castle, Heidelberg Castle, the Castle of Neuenstein, the Imperial Castle of Nuremberg, the Residenz in Bamberg, and the Castle at Colmberg which is a castle-hotel where you can spend the night. 4. The Wine Route The German Wine Route that winds through the Palatine region of Rheinland-Pfalz is the oldest of the tourist wine routes. It begins in Wissembourg in France and traverses the Pfalz north to the House of the German Wine Route in Bockenheim an der Weinstraße. This is also the finish line of the famous WeinStraße Marathon, which takes place every two years. The Wine Route is approximately 85 kilometers long and passes through the

beautiful vineyards of towns such as Bad Bergzabern, Edenkoben, Neustadt an der Weinstraße, Deidesheim, Bad Dürkheim and Grünstadt. For those living in Kaiserslautern it’s possible to dip into the northern points of the route in a day, but to really enjoy this wonderful experience take at least two days to start at the bottom and work your way up.
