Are you professional? by Lt. Col. Lloyd A. Malone Jr. 603rd Air Operations Center

COMMENTARY

May 13, 2016

As you go about your assigned daily duties in the Air Force, do you consider yourself a professional Airman? Why ask such an obvious question? A professional in any industry can be defined as an individual formally certified after completion of a delineated course of studies and whose competence can be measured against an established set of standards. Considering yourself a professional means your opinions have more impact when it comes to your particular area of expertise. As Airmen, we are viewed by the public as having in-depth knowledge of airpower, ready at any moment to apply that knowledge as part of a concentrated effort to support our country’s overall strategic goals and objectives. That responsibility is also paramount as we form a cohesive bond with our European allies here in Germany. They depend on us to bring our best effort to the table every day. Rightly so, we are considered a professional just by showing up in uniform and

(USAFE-AFAFRICA commander) about a year ago,” Palmer said. “Our goal is to increase understanding and transparency with U.S. legal systems operating in Germany and also build collaboration with our legal partners here.” After a tour of the Kaiserslautern courthouse, the team of legal professionals partook in several briefings and discussions.

Topics discussed during the conference included criminal law; jurisdiction issues, in particular concerning traffic accidents with fatalities; changes in German law concerning sexual assault; and cybercrime. Subject matter experts spoke on each respective topic. “This was an opportunity for us to reinforce many of our relationships with local prosecutors, judges and presidents of local German courts

having achieved the entry goals to become an Airman. What do you do to reinforce that image? Are you striving to become an expert at your job? Are you thought of as a source of information by those around you? Do you understand how your responsibilities fit in the overall effort of the Air Force? While difficult to discern and completely explain, I challenge you to have that mindset, to understand how an aerial porter compliments the efforts of the supreme allied commander Europe in his command of U.S. European Command or how civil engineering supports U.S. Air Forces in Europe’s efforts in U.S. Africa Command. Supervisors are tasked with showing this on fitness reports, but can you truly articulate your competence if asked by nonmilitary family and friends? To do this, let’s ask a few questions: • Are you cognizant of the overall happenings in the Air Force? Do you know the most pressing issues facing our service as we evolve from what we were yesterday to what we will be in the future? • Do you understand the morale and ethos of your unit? • How do you embody and demonstrate

and establish other relationships with key officials within the various jurisdictions where our Airmen and Soldiers live and work” said Col. David Penczar, 86th Airlift Wing staff judge advocate. “Having strong relationships fosters cooperation on a range of legal issues.” Additionally, Penczar explained the mission of the 86th AW and Ramstein Law Center. “We provided an overview

your abilities and awareness on a daily basis? • Where do you see yourself next year? In five years? Ten years? How are you challenging yourself to do better? How are you challenging others? I don’t expect everyone to have complete answers to these questions, but you should be thinking about them on a regular basis. As an Airman, you are expected to be a knowledgeable source of information and be able to articulate what you do to anyone who asks. You should represent what it means to be an American and part of the world’s premiere Air Force. Being a professional Airman means wearing the uniform proudly and presenting a positive image that instills confidence in peers and the public alike. This cannot be over emphasized in light of ongoing terrorism. Take pride in what you do and the reputation you have earned and in the future you are building while in the service of your country. I challenge you to be that source of confidence and strength attributed to U.S. Air Force personnel and the rest of the armed services and imbue that which is expected by your fellow citizens. Be a professional!

of how the 86 AW legal team fits within the greater USAFEAFAFRICA legal structure,” Penczar said. The Ramstein Law Center is the largest Air Force legal office overseas, servicing more than 6,550 clients in 2015. Furthermore, they maintained the busiest courts-martial docket in the Air Force last year. To conclude the daylong conference, German legal professionals toured Ramstein to

see all the units, family housing area and supporting facilities. The team also visited a static display of a C-130J Super Hercules and ended with refreshments and further discussion as they toured Ramstein Law Center. Participants said they hope to attend this conference on a yearly basis to continue to strengthen the ties and relationships between the host nation, Army and Air Force legal systems in Germany.

When residents need the assistance of an emergency locksmith after being locked out of their home, the following tips may help prevent ending up with an excessively high bill: • When calling a locksmith, ask for an estimate over the phone. • Don’t make any payments before the lock is opened. The locksmith is not allowed to ask for advance payment. • You do not have to pay on the spot. If the bill seems too high, get legal advice from the German legal assistance section at an Army or Air Force legal office. They will advise you about the legality of the bill and, if necessary, help you prepare a rebuttal letter to the company.

Travelers who have booked and arranged their official travel using Defense Transportation System are required to provide copies of the official travel orders to the local Sato travel office within 72 hours of the scheduled flight. Frankfurt USO closes

The USO permanently closed its center at the Frankfurt International Airport due to several operational factors. Over the past three years, the center has seen a decline in the number of visitors using the facility as a result of the shift of arriving military personnel and their families from Frankfurt to Ramstein. The location now primarily serves as a spot for visitors to wait for commercial shuttles to local installations. Additionally, force protection and security concerns coupled with limited and costly options to reduce risk contributed to the decision.

Airman strives to serve, honor, challenge self Story and photo by Senior Airman Larissa Greatwood 86th Airlift Wing Public Affairs Some days she’s practicing precision and bearing while holding a flag. Other days, she’s greeting customers and sorting their mail. Regardless of what challenge she’s taking on, she embraces it with full force. Airman 1st Class Kara Woods, 86th Communications Squadron postal specialist, said joining the military was something she had planned from a young age. She wanted the biggest challenge she could find, and for her, that was joining the ranks of the world’s greatest Air Force. While pursuing a military career, Woods met her husband through mutual friends. He was stationed in Germany, and she was living in Washington. Their long-distance online friendship eventually became more serious, and he asked her to visit him in Germany. “I didn’t want to risk everything I had, quit my jobs and put getting into the (military) on hold. So I told him I’d only come out if after the 90 days (being in a foreign country without a visa) was up, he either asked me to marry him or send me home so I could get back into enlisting,” Woods laughed as she recalled. “I went to visit him in September (2013), and we got married in Denmark two months later. I’ve been here since.” After marrying her husband, Woods still had her heart set on joining the military. “My husband is the reason I ultimately chose to join the Air Force specifically,” Woods said. “I decided to go in the direction (of joining the military) because I wanted the

biggest challenge. I’m glad I joined because of all of the opportunities I have.” Woods spoke with an Air Force recruiter here and in three short months had a contract to work in air traffic control. Three months later, on April 7, 2015, she left for basic training. “I started out in air traffic control when I joined, but I wasn’t great at it,” Woods said. “It’s very numbers-oriented, and I’m very good at thinking and reacting quickly, but I didn’t have the right mathematical mindset. At the time, I was really bummed I couldn’t make it through training, but I’m glad things worked out for the best. I’ve had a lot of opportunities in my postal career field that I wouldn’t have had in air traffic control. Besides being in administration, which is more flexible, I have really great leaders who allow me those opportunities.”

Woods now works at the Ramstein Northside Post Office. Aside from her normal obligations, she has taken on multiple additional duties. Three months ago, Woods became a member of the base Honor Guard. “I joined Honor Guard because I wanted to (honor fallen service members) in their funerals,” Woods said. “The idea of giving back to people who gave the ultimate sacrifice, I feel like that’s the most humbling thing I could do. I realize the chances of me being a part of someone’s funeral that died in combat are extremely slim, but that’s what initially attracted me to the program. Once I started practicing with them, I realized everything they do is really neat. “Coordination is not my strong suit, but I’m getting better,” Woods added. “I knew Honor Guard would be a challenge for me because

has given Woods the opportunity to push herself. “My favorite thing about my job is actually my leaders,” Woods said. “As soon as I got here, they were very supportive of me wanting to help with the volunteer program we have at the post office, as well as me wanting to join Honor Guard and become a facilitator for the base. I do my best to make sure the activities I take on don’t interfere with work, which inevitably they do, but I try to keep them as separate as possible. Despite the inconveniences, they still support and encourage me to do more. They and my co-workers are the main reason I love my job. “The biggest reason for taking on so many extra duties and activities is that I wanted to start my career off as strong as I possibly could,” Woods continued. At this point in her military career, Woods says she plans to stay in for at least 20 years. Through her desire to constantly strive to work hard and challenge herself, whether it’s in her office or participating in Honor Guard, she foresees her career being long and full of opportunities to better herself as a person and an Airman.

Being able to communicate with different people helps to build their social skills as well.” The students not only conversed with each other but they were also partnered with a volunteer buddy who assisted and cheered them on. Dating back to 1910 when then-President William Howard Taft originated it for the U.S., the first pitch is a long-standing ritual of American baseball in which a guest of honor throws a ball to mark the end of pregame activities and the start of the season. According to Bernard Fleming, KMC Youth Sports and Fitness director, it’s a tradition the KMC holds dear by performing the ritual each year. “The opening-day ceremonies have been a part of this community for as long as I can remember,” Fleming said. “They give the kids, parents, spectators and command the perfect opportunity to see the actual size of our program firsthand.” From T-ball to high school baseball, the age groups participating in the event ranged from 4 to 17 years old. The ceremony began with a parade of players holding custom signs that displayed pride for their team while a large crowd of more than 400 people cheered them on. According to Brook Sands, Ramstein Youth Sports and Fitness director, the raw emotions people feel are part of what makes the ceremony’s atmosphere so exciting. “For the kids, coaches and parents, it’s a very proud moment to see their kids in the parade, in their team and in their uniform in front of so many spectators,” Sands said. Once all the teams were ready, the commander walked onto the field to mark the beginning of a new baseball season with the first pitch. This season, more than 800 players will demonstrate their one-team, one-fight spirits by playing 340 games in a span of eight weeks within the KMC.

Crêpes Suzette Ingredients for 4 people: 8 tablespoons all purpose flour, sifted 3 large eggs ½ cup milk 1 teaspoon sugar 1/8 teaspoon cinnamon 1/8 teaspoon salt 2 tablespoons Grand Marnier (French Orange Liquor/Brandy)* 1 teaspoon margarine for each crepe 1 tablespoon butter 2 whole oranges * If you would like to enjoy this dessert with your children, omit the alcohol. Peel oranges with a knife so that no peel remains on the orange. Then slice the orange into sections to remove the inner peel. The final product will have no peel, but pure orange meat. Squeeze the juice out of the remaining peels. Pour over the meat of the orange in a bowl and set aside. Whisk flour, eggs, milk and ½ of the sugar. Add spices. This should be a thin, runny batter. Heat a non-stick pan on me-

dium heat. Add a teaspoon of margarine and one scoop of batter so that you have a nice thin crepe. Cook 2 minutes on each side. It shouldn’t stay in the pan until it is brown. Take out at the yellow stage of cooking. Put on a plate and keep it warm in a low heat oven. Continue until all batter is used. Caramelize sugar in 1 tablespoon butter on medium heat. Allow it to get a nice golden color. It will be very easy to burn this, so stay right with it, stirring constantly. Add orange meat and the orange juice. Add the Grand Marnier. Fold each crepe twice. Drizzle the Grand Marnier sauce with the orange meat over each crepe. Add whip cream if desired.

Air Force report on sexual assault highlights program’s progress by Secretary of the Air Force Public Affairs WASHINGTON — Air Force reports of sexual assault decreased slightly in fiscal year 2015, while reporting by male victims increased

according to the service’s annual report on sexual assault released May 5. The report highlights an increase of more than 5 percent for both unrestricted and restricted reports of sexual assault from male victims.

“I think we’re making progress on sexual assault and heading in the right direction, but I’m certainly not satisfied that the work is done,” said Secretary of the Air Force Deborah Lee James. “We have to keep up the focus and pressure to make sure we

are taking care of victims. We have to make sure more Airmen — male and female — feel comfortable reporting, which enables us to follow up appropriately in the justice system.” A positive sign in the 2015 report is the increase in male reporting, which rose by 5.4 percent in unrestricted reports and 6.3 percent in restricted reports, said Chief Master Sgt. of the Air Force James A. Cody. “Every victim of sexual assault responds differently and requires different support to become a strong survivor. We want Airmen to come forward and seek help, and it’s our job as leaders to instill confidence that they’ll receive the care and support they need,” Cody said. “We are absolutely committed to providing the best possible care and support to our Airmen, and I want our Airmen to know they can trust their leaders to support them when they file a report of sexual assault.” Unlike the previous year’s report, the fiscal year 2015 report is not accompanied by data from the Workplace and Gender Relations Survey, which is only conducted every other year for the active-duty force. The Air Force uses the survey to measure the prevalence of sexual assault in the force. The Air Force compares prevalence rates to reporting rates to evaluate Airmen’s confidence in coming forward to report sexual assault and receive support. Ideally, the service wants to eliminate the gap between prevalence of the crime and the number of reports received, then see both numbers come down to zero, said Col. Mark Ramsey, Air Force Sexual Assault Prevention and Response operations director. Without the survey data, it is difficult to determine if the decrease in reports this year is tied to a decrease in prevalence or another factor; a closer look will have to be taken at next year’s report to see if a trend can be identified, Ramsey said. According to the report, the Air Force increased its focus on prevention efforts over the past year, hosting a summit to understand Airmen’s perspectives and implementing a fiveyear prevention strategy focused on eliminating sexual assault. “As long as we have even one report of sexual assault in the Air Force, we have a problem,” Ramsey said. “We’re going to continue to draw on every resource at our disposal, and thankfully, we have the best resource in the world — American Airmen. I’m confident our Airmen will continue to drive change across our force and move us toward our goal of eliminating sexual assault.”

Warrior Transition Battalion passes torch for Wounded Warrior care Story and photos by Gino Mattorano Regional Health Command Europe Warrior Transition BattalionEurope officially ended its distinguished service to wounded warriors in the European theater during an inactivation ceremony May 5 at the KMC Onstage Theater on Kleber Kaserne. WTB-E hands over responsibilities to the new Warrior Transition Office assigned to Regional Health Command Europe. The WTO assumes the responsibility for helping qualified Soldiers with the application process to a stateside warrior transition unit to participate in a warrior treatment care plan. Since its inception in 2008, WTB-E has successfully managed the transition process for more than 1,200 Soldiers who were wounded, ill or injured in the European theater of operations. At its height of operations, the WTB-E was in service on 14 separate bases. “It is our sacred duty as a nation and as a service to take care of those who have sacrificed so much to take care of us,” said Col. Lawrence Burns, outgoing Warrior Transition

Battalion-Europe commander. “Not only to help them heal and recover from their wounds, both visible and invisible, but to empower them and their families to set the conditions for their future success, whether they continue with military service or transition to the civilian workforce as a Soldier for life.” Burns went on to say that it takes

a community to empower transition. “We joined forces with multiple agencies and organizations from in and outside of the U.S. Government, employing a comprehensive approach and collaborative relationships to gain access to resources and services that maximized the potential for positive transition outcomes,” Burns said.

Outgoing WTB-E Command Sgt. Major Leigh Perry expressed her appreciation for the work done by the WTB-E cadre and staff. “No matter what the challenge, time and again I watched our cadre and staffs succeed and provide the best quality of care and compassion to our Soldiers,” Perry said. “The incredible support received from the garrison communities made their job easier and set our Soldiers up for success.” Army Medicine directed the inactivation of WTB-E and 10 other WTUs in the U.S. no later than Aug. 1. As a result, all Soldiers in Europe who are accepted for WTU admission will be re-assigned to a stateside WTU. Brig. Gen. Van Coots, Regional Health Command Europe commander, made it clear that while the WTB-E has been inactivated, the command remains committed to providing the best care for wounded, ill and injured Soldiers in the European theater of operations. “These Soldiers will still be able to apply for the services and care they need to heal and return to duty See warrior, Page 16

Ask an attorney: Social networking pitfalls by Holger Blug Kaiserslautern Legal Services Center Q: All my friends are into social networking. Are there any legal pitfalls I should be aware of before I post? A: Social networking has become commonplace, but many users remain blissfully ignorant of the many risks and pitfalls it entails. The internet is not a legal vacuum. You are not invisible when you go online. What you don’t know can hurt you. When you join a social network, you have to disclose a lot of personal and private information. By doing so, you make yourself vulnerable. There is a good chance strangers will try to gather information about you and use it to harass you or even plan criminal acts. Hence, you should know and use the tools every social network provides to protect your privacy. Most of the privacy settings need to be adjusted by you, as the basic settings of social networks usually do not include sufficient pre-installed protections. Think twice before you post information about your new flat-

screen television and then tell your Facebook friends that you will be on vacation for the next two weeks. Burglars might take this as an invitation to break into your house while you’re away. Be careful what you post. Employers routinely search the internet and social networks for background information on job applicants and employees. Posting photos of you and your barely dressed drunken friends partying could seriously complicate your job search or your chances for promotion. Employees have been fired for making derogatory remarks about supervisors and coworkers on social networks. Also, be careful when you post photos or video clips showing other individuals without first obtaining their permission, as this could be considered a violation of their privacy rights and could easily lead to lawsuits or even criminal investigations. Photos or videos produced by someone else are often protected by copyright and cannot be used without the authorization of the copyright holder. Even choosing a cartoon character for your profile picture is most likely a copyright infringement and could result in the

copyright holder seeking a cease-and-desist order and claiming financial compensation. Publishing insults, slanderous statements and incorrect facts on social networks is not allowed and can also lead to lawsuits and criminal consequences if the authorities find out or someone reports you to the police. Even if you are not the author of the insulting or hostile comment, you can be held accountable for hitting the “LIKE” button, signaling your concurrence. Once you post something, it is almost impossible to delete it from cyberspace. It takes on a life of its own and can have serious legal repercussions. Americans stationed in Germany are subject to German law, and German courts do not interpret freedom of speech as broadly as American courts do. So be prudent when posting, especially when talking about other individuals or controversial subjects. Loose lips sink more than ships. Editor’s note: This article is for general information only and does not constitute legal advice or create an attorney-client relationship. You should always consult an attorney for specific legal questions.

or to successfully transition to civilian life,” Coots said. “Commanders will still have access to the resources and services that ensure they can meet the personnel requirements of their unit and still take care of their Soldiers by getting those who need long-term care into the right status and thereby setting their unit up for ‘green’ when it comes to readiness.” Coots also highlighted that of the 1,200 wounded warriors from units across Europe, Africa and Southwest Asia, many of those Soldiers returned to duty, and the others transitioned to the civilian workforce as Soldiers for life. “These are cases that benefited more than the Soldier,” Coots said. “They also impacted families as well. For me, each one of those is a success story, a testament of the Army taking care of its own, and an accomplishment of this unique unit.” The commands the WTB-E served were able to better maintain unit readiness by utilizing the services of the WTB-E, Coots said.

Col. Lawrence Burns, Warrior Transition Battalion-Europe commander, salutes the color guard and BHC-E company leadership during the WTB-E inactivation ceremony May 5 at the KMC Onstage Theater on Kleber Kaserne.

“The WTB-E also boosted the readiness of the Soldiers who transitioned to civilian life,” Coots said. “These Soldiers were better prepared and ready for their transition thanks to WTB-E services. Health Powers Readiness, and the WTB-E mission is a prime example of that.”

Fittingly, the final wounded warrior assigned to WTB-E transitioned back to the U.S. on the same day as the inactivation ceremony. The WTO is fully operational and is already picking up where the WTB-E left off, assisting commanders and their qualifying Soldiers with

the application process and permanent change of station move to a stateside WTU. The WTO’s area of responsibility includes U.S. Army Europe, U.S. Africa Command, U.S. Special Operations Command Europe and U.S. Central Command. WTO-Europe’s goal is

to help commanders maintain unit readiness and help qualified Soldiers receive the care they need to either return to duty or fully prepare them to transition into civilian life. For more information, call the WTO at 314-590-2767 or 06371-9464-2767.

Germans observe Pentecostal traditions Sunday, Monday by Petra Lessoing 86th Airlift Wing Public Affairs

Sunday and Monday, Germans observe “Pfingsten,” or Pentecost. It’s a religious fest, and Monday is considered an official holiday in Germany. Stores, banks and official institutions will be closed. Pentecost comes from the Greek word “pentekoste,” which means 50th. Christians celebrate Pentecost, also called Whitsun, the 50th day after Easter because they believe that’s when God sent down His Holy Spirit. After receiving the Holy Spirit, the Apostles started spreading the new Gospel into the world. Therefore, the fest also represents a celebration for the foundation of the church. In Old Testament times, the fest had the character of a harvest fest, and in late Judaism, Pentecost was the day to commemorate the foundation of the Israelites in Sinai, 50 days after the exodus from under the Egyptian oppression. Some areas in Germany observe specific Pentecostal customs. In Bavaria, people dress in the national costumes of their region, walk in processions to church and pray for a good harvest. In Franconia, horsemen perform the annual Pentecostal ride. Led by priests, they carry church banners and crosses to church. In the KMC, the village of Schmalenberg sticks to some Pentecostal traditions. In Schmalenberg, the boys and men cut branches from pines, birches and brooms and create three skirts, which the so-called “Quack” has to wear from his neck down during the parade through town. He also wears a hat made of thin rods. Sunday afternoon, children go from house to house and collect flowers, which are also attached to the hat. The men spend the night in a barn watching the green costume so other men from neighboring villages cannot steal it and present as a trophy. During the night, the men go through town from time to time sing-

ing the traditional “Quack” song. Monday at 9 a.m., the parade, with the “Quack” in his costume and children carrying colored Pentecost rods, goes through Schmalenberg led by colorful decorated horses carrying two or three children. The children sell the collected flowers after the parade and go from house to house asking people for donations of eggs, bacon and money. A village fest will begin after the ride. The biggest traditional Pentecost event in the vicinity is the historical auction of a billy goat in Deidesheim every Tuesday after Pentecost. According to a document from 1404 by King Ruprecht, residents of Lambrecht, which is a neighboring town of Deidesheim, had the right to use the Deidesheim forests as pastureland. Contracts between the former monastery of Lambrecht and the town of Deidesheim mention that people in Lambrecht had to pay with a good-looking billy goat for the use of the forests. The youngest citizen of Lambrecht had to take the billy goat to Deidesheim and tie it to the town hall before sunrise the Tuesday after Pentecost. He then received a bottle of wine and a cheese sandwich. In the late afternoon, the billy goat was put up for auction to fill the town’s cash box. Throughout the years, there was a lot of arguing about the shape and the condition of the billy goat. In 1808, Napoleon even got involved and signed an edict saying the pasture rights would be granted for a “well horned and capable billy goat.” Between 1851 and 1857, the billy goats were not accepted. The case had to be taken to the Zweibruecken court, which decided that in 1858 eight billy goats had to be delivered. Today, it’s up to the most recently married couple to deliver the billy goat. Together with the Mayor of Lambrecht and other officials, they walk to Deidesheim town hall. According to new regulations, they don’t have to arrive before 10 a.m. Tuesday. Here, Deidesheim

city council, school children and groups in national costumes greet the Lambrecht group. A fest with music, folk group dancing, drinking and eating starts in the afternoon. The traditional auction is from 5:45 to 6 p.m. In the last 15 years, the price ranged from €2,000 to €6,000. The prices paid for the billy goat reflect the people’s economical situation. Last year, a company from Shanghai that runs a local hotel paid €4,444 to use the goat as their mascot. Deidesheim is located on the German Wine Street between Bad Duerkheim and Neustadt.

Lee Gates is a TV personality whose insider trading tips have made him the money guru of Wall Street. When Kyle, a viewer who lost all of his family’s money on a bad tip from Lee, holds Lee hostage on air, ratings soar as the entire country tunes in to this media frenzy to find out just how much a man’s life is worth. Starring Julia Roberts and George Clooney. Jungle Book (PG) Mowgli, a man-cub who’s been raised by a family of wolves, finds he is no longer welcome in the jungle when fearsome tiger Shere Khan, who bears the scars of man, promises to eliminate what he sees as a threat. Urged to abandon the only home he’s ever known, Mowgli embarks on a captivating journey of self-discovery, guided by pantherturned-stern mentor Bagheera and the free-spirited bear Baloo. Along the way, Mowgli encounters jungle creatures who don’t exactly have his best interests at heart, including Kaa, a python whose seductive voice and gaze hypnotizes the man-cub, and the smooth-talking King Louie, who tries to coerce Mowgli into giving up the secret to the elusive and deadly red flower: fire. Starring Scarlett Johansson and Bill Murray.
