From 1952 to 1971, 451 American infants lost their lives at birth or shortly after birth at local hospitals. Families buried the remains of those children in a cemetery near U.S. Army Daenner Kaserne. “Back in the ‘70s, nobody was looking after the graves,” said Chief Master Sgt. Philip Leonard, Ramstein Area Chief ’s Group member. “[The graves] were all over the cemetery and there wasn’t a paid lease.” See KINDERGRAVES, Page 9

The exercise focuses on U.S., NATO and multinational units working together to execute multinational artillery fire and test interoperability of both tactical and theater-level fires systems in a live environment. “The detachment’s mission is to observe, coach, and train air/land integration; not to just U.S. forces, but to all multinational joint terminal attack controllers here in Europe,” said Air Force Lt. Col. Patrick Foley, 4th ASOG, Det. 1 commander. “One of our focus items is interoperability. Human, technical and procedural interoperability amongst JTAC and the larger force as a whole.” The Det. 1 tactical air control party team functioned as an observer, coach and trainer team or OCT, based at Joint Multinational Readiness Center Hohenfels. Nicknamed “Bullseye,” the OCT team trained foreign JTACs to call close-air support during exercise Dynamic Front 18. “The mission of a JTAC is to be a liaison between the Air Force and Army,” said U.S. Air Force Staff Sgt.

William Cole, 4th ASOG Det. 1 TACP field instructor. “JTACs are a big force multiplier, if we can all stay on the same page, we can protect allies and partners, and make our forces stronger.” Cole added that training is important because JTACs have the ability to give ground commanders integration with close-air support, as they are the delivery method to tell aircraft what kind of bombs to drop, when to drop them and where. Foley said Det. 1 Airmen train members in live scenarios and virtual simulators to provide a well-rounded, replicated multi-domain warfare environment. He noted that training sustains readiness of JTACs, close-air support air crew members, and ground artillery teams, ultimately leading to the deterrence of future or potential adversaries — and if need be — a response to any sort of aggression. Coaching held during the exercise grew partnership between U.S. military branches and participating nations. “Unless we train together, we’re not going to know how to fight together,” said Foley.

Ramstein opens new dorm

Building 2411, a new dormitory, shines in the sunlight March 7 on Ramstein Air Base. The building will replace the older dorm 2413.

Story and photos by Senior Airman Joshua Magbanua 86th Airlift Wing Public Affairs Officials from the 86th Airlift Wing, U.S. Army Corps of Engineers, and German officials celebrated the inauguration of a new dormitory building March 7 on Ramstein Air Base. The crowd welcomed dormitory 2411 and its residents with a ribbon-cutting ceremony. Capt. Bethany Blackburn, 86th Civil Engineer Squadron housing flight chief, said 2411 will replace the older dormitory 2413. A parking garage for residents is expected to be built where 2413 currently stands, she added. “The new dorm, most importantly, increases the quality of life for 192 Airmen by bringing them more amenities into each quad,” she said. “Building 2413 will give way to a parking structure for our dormitory airmen that will include 360 parking spaces.” The setup of 2411 is four individual bedrooms per quad, with each quad having a shared kitchen and washroom. One advantage of the new dorm is that each individual bedroom now has its own private bathroom, Blackburn added. Blackburn described the building of 2411 as a colossal effort more than 10 years in the making from planning to construction. The 86th CES, Air Force Civil Engineer Center, U.S. Army Corps of Engineers, and Kaiserslautern State Construction Agency helped push the project forward.

“To see 192 Airmen living in the new dorm and enjoying all of the quality of life improvements is very special to the entire team who delivered it for them,” she said. “With a standout group of Airman dorm leaders and a dedicated 2411 dorm council, we are confident that the 86th AW will enjoy and take care of the dorm for many years to come.” Airman 1st Class Lorenze Billups, 1st Combat Communications Squadron tactical cyber transport systems technician, said that he enjoys the features of his new dorm. “The best things about it are having my own personal bathroom and not having to share a laundry area with the whole floor,” he said. “That in and of itself is always a good thing. You’re going to get everything fresh and new.” Lt. Col. George Nichols, 86th CES commander, praised those involved in the project, saying their efforts greatly improved the lives of Airmen on Ramstein Air Base. “In 18 years of service as a civil engineer, I’ve programmed many a military construction project that often you never see funded and then completed,” he said. “A ton of hard work by some really great professionals from multiple agencies made all of this happen. What an honor and privilege to bear witness to that accomplishment. The herculean efforts for sure are not for us as engineers, but for our Ramstein Airmen. They’ve earned this quality of life improvement.”

In certain parking lots on Ramstein Air Base, display of a parking disc is required. The maximum allowable time a car may remain in these lots is posted; the driver must set the disc to the arrival time and make it visible. The following are some parking lots where discs are required; MOMS, Ramstein Officers’ Club, the commissary, the library and the community center. Parking without displaying a disc or remaining past the allowed time could result in a citation.

The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. New process, new hours

The Ramstein Visitor Control Center recently changed processes on issuing passes. The VCC now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a longterm pass. Customers should understand with the new process, waiting times may be longer than usual.

Sembach, Smith child development centers earn national NAEYC accreditation by Erinn Burgess U.S. Army Garrison Rheinland-Pfalz Installation Management Command Directorate Sembach and Smith child development centers located at U.S. Army Garrison Rheinland-Pfalz and Baumholder Military Community have earned accreditation from the National Association for the Education of Young Children — the world’s largest organization working on behalf of young children. NAEYC accreditation is a rigorous and transformative quality-improvement system that uses a set of 10 research-based standards to collaborate with early education programs to recognize and drive quality improvement in early learning environments. “Earning this accreditation means so much to us,” said Shea Giagnorio, training and curriculum specialist at Sembach CDC. “Receiving accreditation demonstrates a benchmark of quality, which the community strongly benefits from. Giving parents the peace of mind that their child is in the best possible care, and the employees have mastered the 10 standards of NAEYC, speaks volumes,” she said. To earn NAEYC accreditation, Sembach and Smith CDCs went through an extensive self-study and quality-improvement process. This was followed by an on-site visit by NAEYC accessors to verify and ensure the program met each of the 10 program standards and hundreds of corresponding individual criteria. NAEYC-accredited programs are always prepared for unannounced quality-assurance visits during their accreditation, which lasts five years. “The process of accomplishing accreditation was long and strenuous,” Giagnorio explained. “Sembach CDC

worked countless hours, to include Saturdays and Sundays, and into late evenings. Once our accreditation visit was on the horizon, we felt relief, and we couldn’t wait to welcome the assessor into our program. The day of the visit was smooth, and we shone like stars.” Sembach CDC met requirements for all 10 standards with scores of 100 percent in seven categories. Christine Smith, training and curriculum specialist at Smith CDC, described the accreditation process as both labor intensive and rewarding. “You are working toward best practices, higher standards than even the Army requires,” she said. “It is professionally fulfilling when a team is set on

delivering the highest quality of care possible. This group of teaching staff worked together, learned together and succeeded together.” Smith CDC passed all 10 standards at 100 percent. “We’re proud to have earned the mark of quality from NAEYC and to be recognized for our commitment in reaching the highest professional standards,” said Suayn Moise, Smith CDC facility director at the time of accreditation. In the 30 years since NAEYC accreditation was established, it has become a widely recognized sign of high-quality early-childhood education. More than 7,000 programs are currently accredited by NAEYC - less than 10 percent of all

child care centers, preschools and kindergartens nationally achieve this recognition. Deputy to the Garrison Commander, Kevin Griess, Ph.D., praised Sembach and Smith CDCs for this achievement. “Army child care is the best there is, bar none,” he said. “I would put our CDC care and facilities up against any other Department of Defense agency or private sector provider across the nation. Our childcare has always been top-notch, but we have really upped our standards and quality to be unrivaled in this service. We are honored by our responsibility to take care of the children and cherish their presence in our community.”

100th Logistics Readiness Squadron deployment and distribution flight here, put together a cargo deployment function to send to Camp Lemonier, Djibouti, March 10. The CDF was comprised of almost 10,000 pounds of equipment to aid in continuing support of U.S. Africa Command. “We do CDF’s once or twice a week,” said Senior Airman Kelvin Mason, 100th LRS traffic management officer. “Depending on the size and nature of the mission, we can complete them in as little as a few hours.” The process of completing the CDF requires exact measurements, weight and most of all, timing. “The aircraft has to depart by a certain time, so we track how long it takes us to accomplish each task so the aircraft can leave at its scheduled depar-

ture time,” said Mason. “Everything we do is tracked from start to finish.” Depending on the needs of the mission, CDF’s can be accomplished using a variety of aircraft, including the KC-135 Stratotanker. “We are able to carry about 36,000 pounds of palletized cargo on board, which can contain anything from aircraft equipment to medical evacuation requirements,” said Master Sgt. Heath Tuma, 351st Air Refueling Squadron boom operator. The versatility of the Stratotanker allows the cargo to be stored in different ways to accomplish the mission. “We have two types of cargo we carry — floor load, where we strap it down directly to the floor, or palletized, where it’s built on a pallet,” said Tuma. “We can slide the pallets onto the aircraft a little bit more efficiently.” Tasks such as this one illustrate the flexibility of RAF Mildenhall’s Airmen and equipment to accomplish the mission and reinforce the strength of U.S. partners and allies.

The safety office receives a lot of phone calls reporting safety hazards every week. Sometimes, it is a vehicle operator calling about pedestrians not looking as they enter into a crosswalk; but more often, the calls are from pedestrians who explain that cars are not stopping for them while they are entering a crosswalk. Who is right? Both parties are correct because according to Section 1 Straßenverkehrsordnung, or the Road Traffic Act, which is applicable to the roads on base states: 1. The participation in traffic requires a constant awareness and mutual consideration. 2. Unless under unavoidable circumstances, every participant has to control their actions, so as not to cause another to be damaged, endangered, impeded or harassed.

These excerpts place responsibility to prevent accidents on both parties; pedestrian and driver. So what can you do to reduce your risk? Drivers can pay attention for pedestrians who may enter crosswalks, and stop for those already in the crosswalk. As drivers approach a crosswalk, they should prepare to stop if necessary, check their blind spots, and proceed with caution if there are no pedestrians present. Failure to take a second to verify could cost someone their life. Pedestrians should use a crosswalk if there is one available, because that is where the drivers expect pedestrians to be. Stop prior to entering the crosswalk, think about a common lesson parents teach their kids, and look both ways before crossing. Ensure any approaching drivers stop prior to stepping into the crosswalk. During hours of reduced visibility, consider wearing something brightly colored or reflective to make it easier for drivers to see. Taking a second to verify could save a life.

21TSC hosts alliance integration planning conference Thousands of Soldiers and pieces of military equipment will move across Europe by train, convoy and barge this summer in support Strong Europe operations, exercises and the rotation of regionally aligned armor and aviation brigades. In preparation for these complex moves military and civilian leaders across Europe came together at Rhine Ordnance Barracks, March 15 to 16 to plan and synchronize the various shifting pieces. The meeting, called a “rehearsal of concept” drill, brought key stakeholders together to discuss how to transport equipment, feed and move personnel, and provide other support around Europe. “These ROC drills are really important,” said Col. Michelle Donahue, commander, 16th Sustainment Brigade. “They provide shared awareness and shared understanding among all the participants for the (U.S. Army Europe)

exercises, but it also builds trust between the supporting and supported units. The U.S. Consulate in Frankfurt and the Ramstein and U.S. Army Garrison Rheinland-Pfalz Passport Offices are scheduled to host a Passport Outreach Day April 11, from 9:30 a.m. to 1:30 p.m. at building 2402 on Ramstein Air Base. This event will serve as an outreach to provide the Kaiserslautern and Baumholder Military Communities with expedited service for passport applications prior to the summer travel season. Before kicking off the clean-up, Moms Offering Moms Support Club of Kaiserlsautern, donated $400 to the Ramstein Area Chief ’s Group and the German-American Women’s Organization in support of the Kindergraves. The money will go to cleaning supplies, fuel for lawnmowers, and flowers for the graves. “It’s a great opportunity to serve not only the Americans that have been a part of Germany over the years, but also a way to serve Germany as well,” said Letz.

Ingredients (for gnocchi) • • • • • • • •

1 pound boiled peeled mashed potatoes 2 tablespoons semolina 1 tablespoon potato starch 1 tablespoon extra virgin olive oil 2 eggs 1 teaspoon salt ½ teaspoon ground white pepper 1/8 teaspoon nutmeg

Ingredients (for sauce) • • • • • • • • • • •

3 onions, finely diced 1 clove of garlic, diced 2 tablespoons sunflower oil ½ cup vegetable broth ½ cup milk ½ cup liquid cream ¼ pound gorgonzola cheese, cubed 1 ½ cups cherry tomatoes ½ teaspoon salt ¼ teaspoon ground white pepper A dash of nutmeg

Gnocchi Preparation Boil potatoes the night before. Peel them before storing them in the refrigerator for the night. Mash potatoes the next day. Add semolina, potato starch, eggs and seasonings. Make a firm dough. Lightly flour a work surface. Put your dough on the surface and knead it gently to incorporate the flour. Only knead for about a minute. Roll into ¾-inch roll. Cut into squares. Prepare a large pot of salted boiling water. Put about 12-15 gnocchi in the boiling water. Wait for them to come back to the surface. This takes about two minutes. Then they are done. Remove from pot and repeat until all gnocchi are cooked. Sauce Preparation Wash spinach and allow to dry. Heat a pan with oil. Add onions, garlic and spinach. When it begins to wilt, let it simmer for approximately 2 minutes. Add broth and milk and allow to simmer again for 2 minutes on low. Add cheese and allow it to melt. With a hand-held blender, mix the ingredients until the spinach is the desired size. Add seasonings and liquid cream. For serving, use deep dish plates, placing gnocchi in first. Add sauce and garnish with tomatoes or parmesan cheese.

Biography

Klaus learned from an early age that he had an interest in food and cooking when he started helping in his parent’s restaurant at the age of ten. He enjoyed the environment so much, that he started an apprenticeship at the Augsburger Hotel Riegele at the age of 16. Klaus has been working in hotels and restaurants ever since, including the famous Ecke Stuben in Augsburg and the Post Hotel in Garmisch-Partenkirchen. Throughout his career he has been cooking

traditional German and international dishes and found his love for crossover cuisine. Many of the recipes Klaus presents are his own crossover creations, which he is happy to share with you. Klaus has been offering private cooking classes for around three years now for groups up to eight people, either in your own home or in Klaus’ kitchen in the KMC, for slow food enjoyment with family and friends.

Holy Week

The meaning of Easter is universal, but it’s celebrated differently throughout the world. Even in the various states of Germany, people observe different traditions and customs. Little trees in backyards are decorated with Easter eggs, special Easter wreaths hang on entrance doors, and in houses, Germans put branches of forsythias, willow catkins and other trees in vases and decorate them with Easter eggs and ornaments. In some towns, Easter trees are put up, fountains are decorated with eggs, flowers and garlands, and Easter markets with selling booths and merry-go-rounds are held. The Easter market in Kaiserslautern with merrygo-round is set up in front of Stiftskirche and continues through Thursday. The Kaiserslauten Gartenschau will have a life-sized Easter Bunny passing out Easter treats to children starting at 1 p.m. April 1. For children, the most famous symbol of Easter is the Easter Bunny, who is as fascinating as Santa Claus. But while they get to see Santa Claus, the Easter Bunny stays invisible. Children believe that the Easter Bunny and

his helpers dye the eggs, bring them to their homes and hide them in the house or in the backyard for them to find. The hunt for Easter eggs is the main feature of Easter for children. The symbol of the Easter egg began in the ancient past. Early philosophers gave special significance to the oval shape of elemental things, from the raindrop to the seed, and the oval Easter egg is an outgrowth of ancient pagan rites associated with the rebirth of nature. For the Egyptians, Greeks and Romans, the egg was a symbol of fertility and life. They put clay and marble eggs in graves to facilitate the dead passing into another world. In China 5,000 years ago, it was tradition to give away decorated eggs for the beginning of spring. In Finland, people claim that the universe derived from one giant egg. In Persia, eggs were only combined with spring festivities, because during the season of the new sun, poultry started laying eggs again. It has not been explored why eggs play such a big role on Easter. A reason might be the strict prohibition by church to eat eggs during Lent. In former times, decorated eggs were given as gifts

throughout the year. Later it was just done on Easter. It was not only the Easter Bunny giving away eggs, but also storks, foxes and donkeys were the bearers of eggs in mythology. In 1682, the Easter Bunny was mentioned for the first time. When the production of Easter chocolate and bunnies as well as the printing of Easter picture books and postcards began around 1850, the long-eared bunny became an Easter trademark. In Germany, Easter celebrations start the Thursday before Good Friday, called “Gruendonnerstag,” or green Thursday. The word green is not associated with the color but rather with the old German verb “grienen,” which means “to bemoan.” It’s a custom in German families to eat green vegetables that day, preferably spinach. The following day, Good Friday, is an official German holiday. For Protestants it is one of the most important religious holidays, while Roman Catholics strictly observe it as a day of fasting. ASACS’s mission is to provide comprehensive counseling services to adolescents and military families stationed OCONUS while enhancing military readiness and quality of life. In addition, ASACS offers Life Skills classes that promote health and personal development in the Department of Defense schools. IMCOM-Europe names Installation Management Command Directorate-Europe announced its 2018 Best Warrior and Soldier of the Year today during a ceremony at the Wagon Wheel Theater, Baumholder, March 14. Spc. Nicholas N. Kernen of U.S. Army Garrison Ansbach earned IMCOMEurope’s Soldier of the Year and Sgt. Jeremy Lucena of USAG Bavaria earned the title of Noncommissioned Officer of the Year. Nine Soldiers from IMCOM-Europe garrisons tested their strength, stamina and mental acuity during three days of hard-hitting warrior tasks, March 12-14. This year’s Best Warrior Challenge, hosted by U.S. Army Garrison RheinlandPfalz, showcased competitors’ Soldiering skills during a series of physical and mental tasks to include day and night land navigation, marksmanship, physical fitness, board appearances, written exams, obstacle course, ruck marches and several additional tasks and drills.

The competitors are part of a Strong Europe team building partner capability to deter aggression, and each individual, in their own way, supports our allies, partners and NATO, remarked IMCOM-Europe Director Michael Formica. “I am honored to be with you today and with these tough competitors who represent our ready and resilient formations,” Formica said. “They remind us that the Army’s greatest asset is people, the finest men and women our great nation has to offer.” That is why this competition is centered on Soldiers who demonstrate a commitment to Army values and the warrior ethos, the director said. “This group of Soldiers, and every IMCOM-Europe teammate, belongs to a globally engaged Army,” he continued. “They are part of a Strong Europe team that is providing deterrence and enhancing partner capabilities.” IMCOM-Europe’s Command Sgt. Maj. Ulysses D. Rayford also congratulated the Soldiers for their considerable performance. “You represent what our Army is about

s Best Warrior winners — dedication and commitment,” the sergeant major said. “Everyone worked hard to get here, and it showed during an extremely tough, compressed schedule that forced you to complete three or four days’ worth of tasks in what was really two days.” After two days of grueling events, Kernen, a logistics specialist with USAG Ansbach, said he was glad it was finally over. “I feel pretty good now that it’s over,” said the Soldier of the Year. “It was a lot of hard work — physically and mentally.” The hardest part of the competition for Kernen was navigating the obstacle course. “You had to use a lot of upper body strength as well as strategy,” he said. “I’ll work on that for the next competition.” Lucena said he trained his entire career for this moment and was glad it paid off. “I’m really excited because I never won anything before in my entire military career,” said Lucena, a military police officer with USAG Bavaria. “For the next level, I’m going to study very hard. I know my weaknesses from the competition and train on them to prepare myself.”

Description/Job Summary: This person provides a comforting “Home Away from Home” to wounded, ill, and injured service members residing at the Medical Transient Detachment at LRMC. Position is full-time, 32 hrs/week. Qualified candidates must have a passion for serving our troops.

Description / Job Summary:Assist in the management of day-to-day center operations, ensuring a cost-effective, safe, welcoming, clean and well-maintained environment. Provide the operational support to ensure the smooth delivery of quality programs and services to service members and their families.

Responsibilities/Duties:

• Meet, greet, orient and assist patrons. • Maintain working relationships with US Military and local business community leadership to enhance awareness and generate financial/ in-kind support of the USO mission as well as local operations, program and service delivery. • Supervise volunteers for general and program activities including recruitment, scheduling, oversight, training, development and recognition. • Assist with supervision of USO staff. • Assist with program and operations communications and awareness. Compile and prepare announcements, stories, and photos for publication and distribution across multiple channels. • Operate center within approved budgetary guidelines, including cash handling. Maintain accurate inventory of supplies and assets. Provide information for consolidated financial, operational and statistical reports as requested. Provide any other ad hoc reports as required. • Control, safeguard and maintain the equipment and assets, fabric, furniture and fitments in the Center and maintain standards of cleanliness. Ensure that all applicable sanitary and food-handling regulations are followed. • Create and maintain a Standard Operating Procedure file that details local operational procedures and Center activities to enable prompt reporting, easy rotation and follow-on. • Perform assigned duties in the absence of Center Manager, and other duties as assigned.

Required Qualifications:

• High School Diploma or equivalent. Bachelor’s Degree preferred. • 2-4 years work experience in retail, customer service, recreation facility or related role, including 1+ years in a supervisory capacity. Relevant experience in a not-for-profit, military, multicultural and/or global organization preferred.

• Strong interpersonal, customer service and problem-solving skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism. • Proficiency using computers and electronics equipment. General knowledge of various software, applications, and programs including but not limited to volunteer management software, social media platforms, and Microsoft Office Suite. Experience with Digital Cheetah preferred. • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise. • Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities. Ability to quickly and easily adapt to changing organizational needs. • Ability to achieve desired results while working collaboratively in a team environment. • Ability to perform basic math and follow proper cash/donation handling and reporting procedures, business/accounting functions including project management and budget reconciliation. • Willingness and ability to work non-standard hours as needed. • Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver’s license.
