Exercise Maroon Surge trains in crisis response

New parental leave policy gives secondary caregiver 21 days

WASHINGTON — In accordance with the Department of Defense Military Parental Leave Program, the Air Force announced an expansion to its parental leave policy on non-chargeable leave entitlements following the birth or adoption of a child.

Previously, Air Force policy authorized 12 consecutive weeks of maternity convalescent leave to female Airmen who gave birth. Additionally, 10 days of non-chargeable leave were given to an Airman whose spouse gave birth.

Effective immediately, the new policy applies to Total Force Airmen who are birth mothers and fathers, same-sex couples, as well as adoptive and surrogate parents. Reserve Component Airmen should refer to Air Force Instruction 36-3003 for specific eligibility requirements.

Covered service members are active component service members, or Reserve component Service member performing active Guard and Reserve duty or full-time National Guard duty more than 12 months. Who approves the caregiver type? Do commanders/supervisor have any say/control over approval of the leave and when it is taken?

Airmen apply for caregiver leave via LeaveWeb. Although care-

Port Dawg Memorial Run: Honoring our comrades

Air transportation members assigned to various Ramstein units performed a formation run around the flightline May 18 on Ramstein Air Base. In addition to honoring fallen air transportation community members, the purpose of the Memorial Run was to raise donations for the Fisher House Foundation.

Members of the Air Force air transportation community, commonly referred to as “Port Dawgs,” come together to remember fallen Port Dawgs and the contributions they have given to the Air Force.

Air Transportation members assigned to headquarters U.S. Air Forces in Europe - Air Forces Africa, 603rd Air Operation Center, 721st Aerial Port Squadron, 86th Logistics Readiness Squadron, and the 435th Contingency Response Squadron all gathered in tribute to their fallen comrades May 18 on Ramstein Air Base.

Memorial run participants performed a formation run around the flightline. After the run, active duty, reserve, guard, veteran, and retired Port Dawgs met in front of the 721st APS Passenger Terminal for hotdogs and hamburgers donated by the United Service Organization, and unit booster clubs.

“I feel like the run is humbling,” said

Airman 1st Class Alexandra Walters, 721st APS special handling craftsman.

“It allows us to keep the fallen in our memory and also gives Airmen a bit of perspective as to what they are a part of.”

Port Dawgs are responsible for military logistics related to aerial ports across the Air Force.

“We’re a jack of all trades,” said Tech Sgt. Micah Harlow, 721st APS special handling supervisor. “We have the capability to do everything an airport does. We’re a port that gets everything to and from the fight down range.”

Combined, Port Dawgs make up 0.0025 percent of the enlisted Air Force promoting esprit de corps and a bellowing sense of comradery throughout the career field.

“We’re a lot like a tight knit family,” said Walters.

The devotion to one another may come from many places but across the career field the annual Port Dawg Memorial Run nurtures the atmosphere of comradeship.

In addition to honoring fallen Port Dawgs, memorial run participants also raised an approximate $6,000 to support the Fisher House Foundation.

Closure in the area of the cloverleaf B 270 / Pariser Strasse (near Vogelweh) Kaiserslautern’s cityscape department is carrying out urgent work on the B270 between the Opel roundabout and the cloverleaf B270/ Pariser Strasse. The area will be closed off to public transport. Work on the affected road section will take place from 8:30 a.m. on June 25 until around 4 p.m. on June 29.

During this period, traffic coming from Siegelbach or the autobahn will be detoured from the B 270 to the Opel roundabout.

The detour takes place via Merkurstrasse, Vogelwoogstrasse, Reichswaldstrasse, Pariser Strasse, Rauschenweg, Hoheneckerstrasse and Landolfstrasse back to B270.

The VCC now issues passes with a scannable barcode. These passes are valid for one to three days and may be used at any KMC Air Force or KMC Army installation. Any request longer than three days will require customers to receive a long-term pass. Customers should understand with the new process, waiting times may be longer than usual.

The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors.

Story and photos by Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs Community visitors from across the local area learned about U.S. Air Force and Army expeditionary medical capabilities during the 86th Medical Group’s exercise Maroon Surge Community Outreach Day June 7 on Ramstein Air Base.

The Community Outreach Day kicked off Maroon Surge, a multi-day joint training exercise with the U.S. Army, German Bundeswehr, and the North Atlantic Treaty Organization forces, and aimed to strengthen bilateral ties through openness and interaction.

It also showcased the 86th MDG’s capabilities to all Department of Defense card holders and invited them to participate in saving a life by donating blood and bone marrow.

Other distinguished visitors included local leaders such as Ralf Hechler, Ramstein-Miesenbach city and union community mayor, Gudrun HeßSchmidt, Kaiserslautern county deputy commissioner, and Rudolf Jacob, Winnweiler union community mayor.

Four members of the Croatian armed forces attended as NATO observers, and further participated in Maroon Surge to train in mass casualty evacuation and strengthen ties with U.S. Air Force service members.

“We want to showcase to our KMC family what an Air Force Expeditionary Medical System capability looks like, and how it operates in a diverse environment,” said U.S. Air Force Capt. Ricardo Aldahondo, 86th Medical Support Squadron Resource Management

An EMEDS is a deployable medical unit, like a tent-hospital, that is fully equipped and has rooms that can be added and removed. Personnel can conduct emergency intensive care and stabilize patients for transport to a facility where they can receive further treatment.

“Hosting local national distinguished visitors at our EMEDS proved to be extremely important when it comes to creating partners with our local community,” Aldahondo said. “It’s an opportunity for host nation civic leaders to learn what Air Force medicine brings to the fight. In the event we’re asked to support the KMC in a natural disaster, wartime or contingency environment, our community leaders should know how we will work together with our NATO partners to accomplish the mission.”

The visitors received an EMEDS tour, from the diagnosis room to the surgery room. They also witnessed the teamwork it takes to transfer a patient during a simulated ambulance loading and unloading.

Later in Maroon Surge, the 86th MDG used the EMEDS to conduct a mass casualty exercise, wherein they practiced what would happen if Landstuhl Regional Medical Center became inoperable and had to transfer patients to another facility.

“The feedback we received was overwhelmingly positive.” Aldahondo said. “They very much appreciated Ramstein Air Base opening its doors to the 86th MDG as our medics trained side-by-side with our sister services and NATO partners to accomplish one goal: save lives.”

Exercise participants included 86th MDG, U.S. Soldiers from the 435th Field Hospital and 411th Hospital Center, German armed forces medical unit, 86th Logistics Readiness Squadron, Regional Health Command Europe, and five members of the Croatian armed forces who attended as NATO observers to train in mass casualty evacuation concepts and joint training in order to strengthen ties with service members outside of the Air Force.

Croatian armed forces Lt. Col. Ruzica Ravic-Kevric, head of medical support for logistics command, said the CAF is here to observe and use this exercise as a learning experience to examine how to build up medical treatment facilities and strengthen relations and camaraderie with our allies.

Maroon Surge, a weeklong exercise, showcased the medical operation procedures required during a crisis situation.

“Maroon Surge is an 86th MDG evacuation and care exercise to conduct joint training,” said U.S. Air Force Capt. Ricardo Aldahondo, 86th MDG Resource Management Flight commander. “The exercise allows us to test our skills, speed, and cooperation between multiple nations and branches of service in a mass casualty scenario.”

Systems (EMEDS) that are capable of supporting a mass casualty event where primary facilities become inoperable and patients are evacuated for further treatment.

During the mass casualty exercise, a German medical unit in Koblenz responded to the KMC to support joint response in incident command, patient movements, and medical care, Aldahonda explained.

“This is first time Ramstein Air Base hosted Exercise Maroon Surge.

It’s great to see how well the exercises have gone and to see everyone from different branches and nations working together,” Lee-Zerkel said.

361st Civil Affairs Brigade supports Saber Strike 18 Story by Spc. Daisy Zimmer 221st Public Affairs Detachment The 361st Civil Affairs Brigade is supporting exercise Saber Strike 18 led by U.S. Army Europe at training areas in Estonia, Latvia, Lithuania, and Poland, June 3 to 15.

The 361st CA BDE is providing civil affairs support, public affairs, personnel accountability and casualty liaison teams, and movement control to USAREUR units.

“As the only Army Reserve civil affairs unit stationed in Europe, we are the go-to unit to meet [USAREUR’s] requirements,” said Col. Bradley Heston, brigade commander of 361st CA BDE. “We must always be ready to perform the task when asked.”

361st CA BDE units supporting Saber Strike 18 include 221st Public Affairs Detachment and 406th Human Resources Company based in Kaiserslautern, 1172 Movement Control Detachment from Grafenwoehr, and C Company, 457th Civil Affairs Battalion from Wackernheim.

These training events will increase readiness by building teamwork within the total Army, including Active,

National Guard and U.S. Army Reserve forces. The exercise will also provide a multi-national, integrated,

productive environment where units can enhance their collective capability to respond as one fighting force.

Some units are providing support to key active duty units during the exercise. The C CO, 457th CA BN is providing civil affairs support to 2nd Cavalry Regiment.

“Civil affairs operations are crucial to building the relationships we have with our NATO allies and [Saber Strike 18] will increase our overall readiness,” said Heston.

Fathag, originally from Yap, Micronesia, is working alongside two Soldiers with 569th Human Resource Company from Baumholder.

The 406th’s purpose in Powidz during Saber Strike 18 is to receive training in an integrated environment where they can utilize the support of active duty medical units and also offer their own expertise on the DCIPS system to new Soldiers.

During a training scenario, the casualty liaison team will receive a notional casualty report for a U.S. service member or Department of Defense civilian who has been injured in theatre and admitted to a hospital.

The CLT is responsible for tracking that individual’s status until the Soldier is released from the hospital.

Every stage in casualty tracking requires attention to detail and adher-

ence to strict timelines, said Fathag.

The CLT must utilize the Defense Casualty Information Processing System to coordinate patient tracking amongst the 30th MED BDE, the Casualty Assistance Center, the Casualty and Mortuary Operations Center, and Human Resources Command. The DCIPS is located at Panzer Kaserne during this exercise.

“I think this mission as a whole replicates real life scenarios,” said Fathag. “This training is a very great opportunity to set [our unit] up for success.”

Participants can ride shuttles to the Freedom Fest from Ramstein’s North Side Chapel and Kapaun’s Armstrong Club parking lots.

Parking around the Enlisted Club will be limited.

Freedom Fest kicks off on July 3 at 5 p.m. with the Willi Pete Band performing at 6 p.m. and the Armed Forces Entertainmentsponsored performance by Rodney Atkins at 9 p.m.

Events will include free bowl-

ing, live performances and fireworks.

Festivities continue July 4 starting at noon, with the fireworks display scheduled for dusk and ending at midnight.

“We wanted to host this event to bring a taste and sound of America to the Kaiserslautern Military Community on one of our biggest holidays of the year,” said Mitchell Hebert, 86th FSS Chief Community Services Flight.

Entrance is free, but money is required to eat and participate in some of the events.

Vendors will only be accepting U.S. dollars. Participants are encouraged to bring cash prior to arriving, as ATM’s will be limited and lines for them may be long.

RIGA, LATVIA  While working with 18 other countries in the Baltics, KC-135 Stratotankers deployed to U.S. Air Forces in Europe are demonstrating, over Latvia, what the air component of warfighting is capable of doing.

During the U.S. Army Europe-led exercise, Saber Strike 18, KC-135s provided aerial refueling to A-10 Thunderbolt IIs and F-16 Fighting Falcons allowing the aircraft to extend their projection of air power.

“On any given flight we can carry more than 200,000 pounds of fuel and refuel multiple aircraft to increase their range of effectiveness,” said U.S. Air Force Senior Airman Andre McClain, 171st Air Refueling Squadron boom operator. “Potentially, we can double or even triple an aircraft’s maximum flight time. We can keep refueling aircraft to keep them in the air, as long as we have enough gas to get us back home safely.”

By efficiently leveraging the inflight refueling capability, pilots can more quickly respond to threats and assist friendly forces.

“In comparison to refueling on the

ground, aerial refueling cuts down the time it takes to refuel an aircraft by approximately an hour and a half,” said McClain. “This gets the aircraft back in the fight much faster. Saber Strike has been the perfect opportunity to practice this capability.”

In addition to fine tuning skills, the exercise also intends to build stronger partnerships to assist with maintaining regional security.

“Us being here gives us valuable training working with the Latvians,” said Maj. Deryck Castonguay, 171st Air Refueling Squadron KC-135 instructor pilot. “It’s valuable because it gives them insight to our training, how we work, and what we can do together (with them).”

In addition to the Latvians, aircraft refueled by the 171st ARS have also been assisting other partners from Estonia and Lithuania to help increase interoperability.

“Exercising with our partners is essential because it allows us to work together fluidly, properly posture ourselves, and to be prepared for anything,” said Castonguay.

U.S. Army Garrison RheinlandPfalz opens its new Landstuhl Army Post Office, delivering full-service mail operations for garrison customers, July 3.

The new post office is the result of a specialized assessment of the Landstuhl Regional Medical Center facility, noting mail handling should be conducted in a separate facility from where patients receive care. The new APO offers conventional customer service, finance, in- and outprocessing assistance, claims, 24-hour lobby access and official mail operations in freshly-renovated Bldg. 3723.

“A tremendous amount of planning and preparation was invested in this project,” said Mark Pechman, Postal Program Specialist. “Throughout this process, our No. 1 priority was keeping our community informed, while maintaining a positive focus on the effective and efficient handling of the mail and postal support.”

Pechman said the five-year APO renovation project falls in line with IMCOM-Europe’s Postal Transformation initiative to transition unit mailrooms into full-service Postal Service Centers.

“The new facility is designed in accordance with the U.S. Postal Service business model for mail distribution to include the numbering system for mailboxes and receptacles,” he explained. “In keeping with USPS numbering methods, the new mailboxes and receptacles do not have zeros as the last digit. This promotes more efficient and accurate mail processing and distribution.”

As a result, Pechman said a small number of customers who currently have mailboxes ending with zero will receive new mailbox numbers.

For these affected customers, their mail will automatically be forwarded, ensuring no disruption of service. However, as with any change of address process, customers are ultimately responsible for notifying their family, friends and any merchants of their new addresses to eliminate the continued need for directory services and to shorten their mail processing times. This can be done conveniently online at www.usps.com.

The USPS business design also promotes more efficient and accurate mail processing for customers, said Jason Simpson, Postmaster for Landstuhl and Rhine Ordnance Barracks.

“Landstuhl customers should be confident this transition is being executed within the controlled environment of the local USAG RP, Military Postal Service network and the new Landstuhl APO,” he said. “Customer mail is not at risk of being misrouted, delayed or returned to sender as a result of the transition effort, because the mail is correctly directed in this facility.”

The APO transition will take place from June 29 to July 2 to ensure all mail and packages are efficiently relocated to the new facility.

• Until June 29 (8 a.m.) — Customers can pick up mail and packages prior to the transition.

• July 2 — The 24-hour lobby will reopen and mail will be available to customers via their mail receptacle at the new post office (Bldg. 3723).

• July 3 — Customers can access all other services (mail and packages) at the new post office in accordance with established posted hours of operation.

During the transition ( June 29 to July 2), customers can mail items, purchase money orders and stamps at one of the other available Military Post Office facilities.

We appreciate everyone’s patience as we complete this upgrade, but please be assured, when we are at full staff, we will be full service.”

SVK Womens II win Bezirksliga Westpfalz League Championship Story and photos by Ingo Schenk SV Kottweiler-Schwanden coach On the last day of league play, the SVK Kottweiler-Schwanden’s Womens II team scored a victory (7-1) against 1 FFC Kaiserslautern and secured the Bezirksliga Westpfalz league championship.

Coach Ingo Schenk’s team, ended the season undefeated with only one tie. Despite their excellent statistics, the team faced their greatest challenge on May 5, when they defeated the championship favorite ASV Winnweiler 2-0. This game was difficult and demanded top play from the SVK ladies, but they rose to the challenge and rightfully assumed the top rung of the league. During the game against ASV and the rest of league play, they demonstrated their technical mastery of the short-pass game and a very sound tactical understanding of women’s soccer. The team’s success is a testament to the play-

ers’ efforts and practice during the previous years. This team, which has trained and played together for the last 6 years, consists almost entirely of players born in 2001 and also represent SVK as their U-17 Girls Soccer Team. This group of players won titles in each of the last three years. First the U-14 league championship and then followed last year by winning the U-17 league trophy.

Unfortunately, this team is unable to move up a level in league play since SVK’s top-tier women’s team already competes at the Landesliga level.

U-17 Girls Soccer win Westpfalz Trophy The U-17 Girls Soccer Team fielded by SV Kottweiler-Schwanden ended their season June 9 by winning the Westpfalz Trophy with an 8-2 victory over 1 FFC Kaiserslautern.

This U-17 team, motivated by their earlier women’s league championship, stepped onto the pitch ready to close their season with authority. The team

started the game quickly, with Haley Deome scoring the go ahead goal at the 13 minute mark. The team continued to play brilliantly and their opponents had little response to their fastpaced technical play. Deome added two additional goals in the first half.

After the opponents responded with a goal, SVK responded by upping the

tempo and ending the first half with a 6:1 lead. After a somewhat slower paced second half, the team won 8-2 and firmly secured their second consecutive Westpfalz Trophy.

SVK’s U-17 girls team consists of both German and American players and is a testament to the years-long cooperative development between SV Kottweiler-Schwanden and Ramstein High School.

by Thomas Warner contributing writer The area prep softball scene was extremely competitive but 2018 was extra special for Kaiserslautern as they won the school’s first-ever DODEA Division I title. The Lady Raiders were pushed and pulled in all directions by firm competition, finally outlasting Lakenheath in the championship game to secure the Euros tournament title.

Kaiserslautern (16-4) lost just once at Europeans but was challenged in a big way by Ramstein in the semifinals, then Lakenheath at the end. Both games required comebacks by the Lady Raiders and they relied as heavily on defense as they did on offense.

Lakenheath’s freshmen-charged lineup scored seven times in the fourth inning but KHS would not be denied it’s grand prize.

“I am extremely proud of everyone on our roster for not giving up when the score looked bad, not letting errors get them down, not ever stopping to believe that we could win it all,” said second-year KHS head coach Jesse Costa. “It was amazing because it was the first time Kaiserslautern had won a softball title, but it was also amazing how we did it and what we went through on the way to getting it.”

That group provided the most hits and showed a consistent ability to play multiple positions throughout the campaign. The Whisennand twins pitched, played outfield, caught, and played infield. Jackson was most always found at third base and posted a .450 batting average throughout the regular season and final tournament.

“I only pitch because I have to … my natural position is shortstop,” said Alamos, who went back and forth between the two positions during her senior year of 2018. Alamos combined with Phoenix Whisennand and Abigail Young to lead the pitching charge during the late season and the Europeans but it wasn’t until the

Ramstein and Lakenheath both had leads on the Lady Raiders in the last frames of the semifinal and finals games. Each time, Kaiserslautern reserves joined with starters to muster some sort of rally. The Lady Raiders scored three runs in the fifth inning versus Ramstein to tie the game, winning on an RBI-hit from Alamos.

“Before that hit, my heart was beating really fast and I needed to calm down.

I went to my left side and relied on ball placement with my left hand … base hits will win games, not home runs,” Alamos said.

Two innings later, with freshman Olivia Warren already aboard, it was hits by Erin Nuckols, Hunyh, and Chloe Whisennand that won the game. “It was scary … I’ll admit I was nervous about it, but I wanted to come through. We’ve been fighting for four years for this and now we’re actually champions,” Whisennand said.

Kaiserslautern American Conklin batted .580 on the year and scored a total of three times during the last two games.

“Lakenheath had already scored one run to go back ahead and I wasn’t going to let that ball fall,” said Conklin, who also caught a key foul ball late in the semifinal game against Ramstein. “I had dropped one earlier in the season and I didn’t want it to happen in a game that was this important.”

playoff stage. Phoenix Whisennand and Alamos combined to pitch well in the finals, after Whisennand threw the entire time in a 4-3 win over Ramstein.

Tenth-grader Abigail Young made hardly any mistakes at first base and Warren was steady at second. The Lady Raider outfield of Hunyh, Chloe Whisennand and Nuckols was able to quickly bring balls back into play or make big catches and very few raps got past Alamos or Jackson on the left side of the infield.

“I was so nervous at times in those two games (vs. Ramstein and Lakenheath) but we had made comebacks in other games this season and now, finally, it’s just so awesome to have finished on top,” said Phoenix Whisennand, who batted above .600 for the year and reached base about 70 percent of the time. “As older players we wanted to show leadership because this was basically a really young team.

It was awesome to play out there every game with my sister.”

Costa and assistant coaches Jose Velazquez and Dina Swaim will have big spots to fill not only due to graduation but knowing scattered players will PCS with their families. It will take the entire offseason to see who on the current roster develops and who moves into this area to join the program in 2019.

“I won’t forget this season because this was our goal, to win Euros,” said Jackson. “It is up to experienced players show new ones how to be successful, how to practice the right way, how to stay positive … I think we did that.”

Alamos agreed, pointing to the

Page 17 underclassmen who came up big for the Lady Raiders in 2018. “You saw so many people find a way to bring something to help us win,” said Alamos, who will continue playing stateside at a college in San Antonio.

“This wasn’t just a few people carrying the load.”

A new high school building will open this fall and the KHS team dodged multiple other ongoing construction projects taking place around Vogelweh, Pulaski and Kapaun installations. The softball team has earned a new banner to add to the KHS awards collection.

“We had great fans support and our coaches were fantastic,” said Chloe Whissenand. “I will miss this school and playing ball here. We were sort of down after losing to Vilseck (on day two of Euros) but we got to go out as winners and we always played hard no matter if we won or lost … we were committed to do that. I’m glad I got the chance to play here.”

None of it might have mattered were it not for sophomore catcher Mariana Conklin’s huge seventhinning catch of a pop foul ball to give her team a chance in their final at-bat.

Altstadtfest offers three days of entertainment Story and photos by City of Kaiserslautern When Kaiserslautern’s “Altstadt” (old city) becomes a giant open-airpub, it’s party time again. Culinary delicacies, street theaters, arts and crafts and live music of all kinds on nine stages await visitors.

With rock, soul or blues, Japanese cuisine or Palatinate specialties, high quality leather goods or individual jewellery — there will be somthing for everyone. Approximately 150,000 visitors enjoy this colorful mixture of entertainment, culture and delicacies every summer in the old city center of Kaiserslautern.

Each year, the Altstadfest Kaiserslautern lures around 150,000 visitors. This year it takes place July 6 to 8.

Visitors of the Altstadtfest can listen and dance to bands playing on 9 stages. The annual fest takes place July 6 to 8.

Children can have their faces painted and take part in other activities during the Altstadtfest.

The Emperor’s fountain in Steinstrasse at Mainzer Tor (Mainz Gate) is surrounded by activities of the Altstadtfest.
