This multilateral military-to-military security cooperation event is intended to strengthen U.S. strategic partnerships with key countries in Europe and Africa.

United States Air Forces in Europe and Air Forces Africa hosted an African-European Partnership Flight force development event at Ramstein Air Base, June 17 to 21.

The A-EPF is a security cooperation program with European and African partner nations to improve professional military knowledge and skills. This event included workshops in a variety of disciplines, including officer and enlisted development, recruitment and retention, quality of life programs, logistics, and other topics.

Approximately 40 air force dele-

gates from Ghana, Botswana, Zambia, Cameroon, Bulgaria, Albania, Bosnia and Herzegovina, and Croatia participated in the partnership event.

This multilateral military-tomilitary security cooperation event strengthens U.S. strategic partnerships with key countries in Europe and Africa.

In a closing speech, U.S. Air Force Lt. Gen. Steven L. Basham, USAFEAFAFRICA deputy commander, summarized the importance of the A-EPF event and how it further strengthens the partnerships between the U.S. and its allied nations.

It is a shame for a man to grow old without seeing the beauty and strength of which his body is capable.” — Socrates Although Socrates is quoted using the term man, this concept perfectly fits Shamiqua Victorine, a U.S. Air Force Staff Sgt. serving as Noncommissioned Officer in Charge of Career Development for the 65th Force Support Flight in the 65th Air Base Group located at Lajes Field, Azores, Portugal.

Staff Sgt. Victorine is originally from St. Thomas, Virgin Islands, and enlisted in the U.S. Air Force in May 2011.

drowning in student loans, I decided to join the Air Force as a means to further my education. I initially entered the Air Force Reserves, but after returning home from

technical training at Keesler Air Force Base, Mississippi, I decided I wanted more.

I contacted an active duty Air Force recruiter and a few months later I made the transition from a reservist to active duty,” said Victorine.

When Staff Sgt. Victorine is not taking care of Airmen in the Military Personnel Office you will likely find her working on her passion, body building.

In 2013, a serious health issue caused her to evaluate her priorities. She learned that her body had certain dietary limitations and she used body building as a mechanism to overcome those limitations.

Other personal and professional challenges presented themselves in 2014, and she was able to use her passion as a “resilience tool to overcome those challenges,” Victorine said.

After five months of intense training, on Sept. 27, 2014,

Page 3 she competed in her first body building show in Florida, the Ruby Championship where she placed 6th in the female under 30 age category.

“This is where I fell in love with the sport of body building,” Victorine said. Since then she has competed in five more competitions consistently placing in the top four. On Veteran’s Day, Nov. 11, 2018, she competed in her first international competition in Italy where she placed fourth in the under 30 category.

Staff Sgt. Victorine is currently preparing for an upcoming competition at her next duty assignment with the 39th Air Base Wing, Incirlik, Turkey.

As she continues to train and compete she also takes time to help other individu-

als struggling with health and fitness. In 2016, she obtained her Certified Personal Trainer certification from the National Academy of Sports Medicine.

As she continues following her passion she has a longterm goal of being “The first International Federation of Bodybuilding and Fitness Bikini professional from St. Thomas and that goal is not a matter of if but when,” Victorine said.

Staff Sgt. Victorine’s advice for people struggling with personal challenges “There are no shortcuts, invest in yourself, invest in appropriate coaches and understand this is a lifestyle. Remember resilient people sometimes have non-resilient moments, life is going to happen, use fitness as an outlet.”

PARTNERS from Page 1 but build relationships,” said Basham. “Those relationships that you’ve built within these eight nations and the relationships you will build throughout the rest of the program help to gain a better understanding of the different opportunities that are out there. Those opportunities give us the chance to improve regional security and regional stability. Individually, we each bring something to regional security and stability, but together we’re stronger.”

This A-EPF event focused specifically on force development. Foreign delegates found it interesting to learn and observe how consistent force development, on a large scale, impacts regional security and stability.

“I have seen how force development works on a small level, but this is the first time I’ve seen it done on a large level,” said Ghana air force Group Captain Reginald Cole, Tamle air force base commander. “It’s quite interesting and it’s been a good learning experience.”

This is the second combined A-EPF event since the program started in 2012.

This experience, involving countries from Europe and Africa, specifically impressed Albanian air force Col. Agim Shahu, Planning Branch chief.

“The great thing about this week was the participation

of the many countries in this event,” said Shahu. “It was the best thing to share your ideas with others and to also get their ideas as well. That was very beneficial.”

As attendees learned about U.S. Air Force force development, they asked: ‘How do you develop the force? How do you make them capable?

How do you improve upon their skill sets to do their job?

What about their leadership?’

Consistency in training was the primary theme in each answer.

“Prior to the commencement of this partnership (in 2012), (the Ghana air force) was not training people continuously throughout their service,” said Ghana air force Group Captain Thomas Okai.

“Based on our experience at Ramstein, that is when we implemented leadership schools to continue force development.”

Okai said the leadership schools and continued training for their airmen empower them and instill the necessary confidence to deliver in their work. He said he believes they are just getting started.

“It’s been a worthwhile experience and we’re all quite happy. Many thanks to the U.S. Air Force for letting us see what you have,” said Cole.

“We definitely know what we learned will be put to good use. We look forward to the next partnership flight.”

Devon Montgomery Air Force Reserve Command If you’ve ever met an inservice recruiter, you know how important their experiences, advice, and counsel can be for your career path and future opportunities. ISRs have a diverse background in active-duty service coupled with direct participation in reserve programs themselves.

They’ve been there, done that, and they know what to look out for when it comes to transitioning out of activeduty service and back to the civilian sector because they’ve done it themselves and have helped countless others do the same. Now, they serve as reserve advisors to the active component throughout United States Air Forces in Europe-Air Forces Africa.

At Ramstein Air Base, Master Sgt. Chanel Waters says insight into reserve programs is one of the most important resources ISRs have to off er active-duty members. Indeed, while total force missions have brought much reserve awareness to the active component, there are still many active-duty members who have little experience working with Reservists.

“Helping our active-duty counterparts understand differences in the reserve experience is vital,” said Waters.

“That insight helps them understand how a part-time position can enhance their civilian experience.

“That’s the best part for me really — helping our active-duty counterparts by providing the valuable insight they need to make

important decisions and having a positive impact,” Waters continued. “There’s nothing better than that.”

The in-service recruiting mission is essential to helping active-duty members become successful citizen Airmen.

ISRs achieve this by becoming subject matter experts on retraining eligibility and qualifications, keeping up with the day-to-day changes in assignment processes, knowing what information the active-duty service member is missing to help with their decisions, and what opportunities would be available.

“As a reserve advisor, it’s easy to see why active-duty members should seriously consider a part-time assignment as they prepare to rotate back stateside, especially when

separating from an overseas location”, said Master Sgt. Mark Moore, also an ISR at Ramstein,“ In many instances, some who choose to separate do not yet have a solid plan in place and may actually be relocating without full-time employment, health benefits, or other source of income set up. It’s great to be able to help those same folks keep their benefits along with a parttime income included with a pre-arranged part-time position close to home.”

Heather Bradley, 86th AW Equal Opportunity director said she’s overjoyed about the move.

“Now, we’ll be on the same installation with a majority of our mission partners; we’re collocated with the SAPR team, another helping agency we frequently work with,” Bradley said. “We’re able to synergize our efforts for support and

share our resources. A hand off can be done quickly and with comfort, if required. Our collocation is vital to anyone in need of our services.”

“The heartbeat of our business is connecting with people,” Bradley said. “Whether it’s providing options for resolving conflict, adding value to teams and individuals, or supporting leaders, we’re able to respond with fewer barriers, namely distance.”

Changes to Post-9/11 GI Bill transfers effective July by 445th Airlift Wing Public Affairs The transferability option under the Post-9/11 GI Bill allows service members to transfer all or some unused benefits to their spouse or dependent children. The request to transfer unused GI Bill benefits to eligible dependents must be completed while serving as an active member of the Armed Forces. The Department of Defense determines whether or not you can transfer benefits to your

family. Once the DOD approves benefits for transfer, the new beneficiaries apply for them at Veterans Affairs.

The option to transfer is open to any member of the armed forces active duty or Selected Reserve, officer or enlisted who is eligible for the Post9/11 GI Bill and meets the following criteria: • Has at least six years of service in the armed forces (active duty and/ or Selected Reserve) on the date of approval and agrees to serve four

additional years in the armed forces from the date of election.

• Has at least 10 years of service in the armed forces (active duty and/ or Selected Reserve) on the date of approval, is precluded by either standard policy (by service branch or DOD) or statute from committing to four additional years and agrees to serve for the maximum amount of time allowed by such policy or statute.

• Transfer requests are submitted and

approved while the member is in the armed forces.

• Effective July 12, eligibility to transfer benefits will be limited to service members with at least 6 years but not more than 16 years of active duty or Selected Reserve service. So service members with more than 16 years of service should transfer benefits before July 12.

Buying and selling used cars in Germany

by Joerg Moddelmog Kaiserslautern Legal Services Center Are you thinking about buying a used car downtown or are you about to sell your car to a fellow service member? Then you might be interested to know that in both cases the sale/purchase will be subject to German law.

Therefore, it is good to know what host nation laws say on the subject of war-

ranties and defects.

Even though verbal contracts are valid and fully enforceable in Germany, only a written agreement enables you to adequately prove the terms of the agreement and clarify each other’s obligations under it. All terms should be reduced to writing and signed by the parties because written contracts are presumed to be correct, complete, and without binding oral or side agreements.

The buyer should have the car thoroughly checked out and tested before the sale is concluded. The car should be inspected by a trustworthy independent third party, e.g., a garage.

Since it does not say anything about the real condition of the car, passing inspection is hardly enough proof that the car will remain reliable. Rather it just shows the car is doing fine at that one moment.

Normal wear and tear usually does not constitute a legally relevant defect, even if it impairs the functioning of a used car, unless the buyer demanded a clear, concrete, and binding representation from the seller to the contrary.

Therefore, the buyer should ask the seller for specific assurances, express warranties, or guarantees of certain conditions that are important to him or her. These should be put down in writing.

In Germany the average total life span of a car is 10 years. After eight years, rust is a significant danger for almost every car in Germany and, therefore, is considered to be normal wear and tear.

When buying a car from a dealer-

July 5, 2019 ship, the warranty period is two years.

It can be reduced to one year if you buy a used car from a dealer. Only when buying from a private person can the warranty be excluded completely by terms like “as is,” “with all faults,” or “Gekauft wie besichtigt,” which means “bought as seen.”

It is also important to verify the seller’s name on the bill of sale and to keep a copy of the power of attorney if the seller is selling on behalf of another person. Do not hesitate to ask to see the seller’s ID. Additionally you should keep the seller’s local address and phone number on file, in case you need to contact them later should a problem arise.

Garrison improves onboarding process for civilian employees

by Erinn Burgess U.S. Army Garrison Rheinland-Pfalz Public Affairs Inbound civilian employees will soon see an improved onboarding process thanks to the U.S. Army Garrison Rheinland-Pfalz Workforce Development Team.

In accordance with Army regulations for inprocessing of new employees, the WDT is incorporating new aspects to make the program more personalized to the employee and to the garrison.

According to Workforce Development Program Specialist Margaret Bunton, the desired end state of the revamped process is to make new employees feel like they are home.

“New employees are going to get a wonderful experience coming onboard, and it’s going to set the tone — which is going to be a very positive one — for their experience here in Europe. They will feel welcome — welcome home,” she said.

The WDT was established to ensure garrison employees get the proper amount of resources they need, and those resources start from the time they get their offer, Bunton explained.

That’s why Phase 1 of the new seven-phase onboarding process will begin once a tentative offer is given to the employee. The next six phases follow the employee through their onboarding and for a year after they’ve arrived.

Phases: Phase 1: Upon tentative offer, the supervisor makes initial contact, starts a folder on the new employee and identifies a sponsor.

Phase 2: Once the final offer is accepted, the sponsor reaches out to the new employee to collect details

to determine the information being provided is relevant and tailored to the individual.

Phase 3: The new employee’s work area is prepared once the start date is known. This phase ensures not only that work areas are clean and ready, but also that reasonable accommodations have been met if needed.

Phase 4: The new employee arrives; the sponsor arranges transportation or picks him or her up at the airport and helps the new team member get settled.

Phase 5: The new employee gets a protected two-week period to attend inprocessing briefs and any classes needed for their job, and to get integrated into the community.

Phase 6: The employee receives a tour of the USAG RP headquarters building and attends a meet-and-greet lunch with the Garrison Command Team. The employee and supervisor receive a briefing, and the supervisor provides an initial counseling.

Phase 7: The employee is released to the supervisor and the WDT follows him or her for a year, checking in quarterly, to ensure the employee is getting the assistance and resources needed to be successful.

Bunton said Phase 6 is something totally new and unique to USAG RP. “So many employees across the board get to their jobs, sit down, and wait weeks or months before getting their initial counseling. To get it right when they first start is something that will be great for both the supervisor and the employee because everyone will be on the same page from day one,” she explained.

Bunton encouraged supervisors and sponsors to take the time up front to properly prepare new employees.

“The idea is, once an employee shows up to work, they’re ready to work,” she said. “The first couple weeks are hard. A lot of times, new employees don’t even have a Common Access Card yet.”

Bunton said packing the briefings, classes, community integration and initial counselings into the very beginning makes efficient use of time and enables employees to be ready to go once they arrive to their desk.

The WDT makes sure employees, from the time they get their offer all the way throughout their garrison career, are receiving the proper tools they need in order to be successful in their jobs, Bunton said. In order to do so, Bunton asked supervisors to take an active role and reach out to the WDT to make sure they’re doing everything they should be doing in order to set their new employee up for success.

USAG RP Workforce Development Lead Darin Pemberton explained some of the new tools the team has developed to help supervisors.

“To move newcomers’ books away from simply three-ring binders with printed PowerPoint slides, we’ve produced a Welcome Guide designed to be user friendly, that cuts to the chase with important information for new employees,” Pemberton said. Along with the guide, the WDT also distributes guides for sponsors and supervisors filled with relevant and easily digestible hints, tips and resources to help them assist the new employee, he added.

The Workforce Development Team is working to turn that slogan into reality for new employees — to feel like they found a home here at USAG RP,” Pemberton said.

82nd Airborne Division airlifted to ‘battlefront’ for exercise Swift Response 19

The annual training event is led by U.S. Army Europe and entails a series of airborne operations in Bulgaria, Croatia and Romania from June 13-25. Swift Response allows allies to connect – personally, professionally, technically and tactically – to create stronger, more capable forces during times of crisis.

Swift Response promotes regional stability and security, while increasing readiness, strengthening partner capabilities and fostering trust.

The delivery of equipment and personnel was held to validate U.S. European Command’s ability to send high-readiness forces into a designated area while advancing airborne interoperability among NATO allies.

The annual exercise is one of the premier military crisis response training events for multinational airborne forces in the world.

An undoubtably unusual and inspiring event will come back to Kaiserslautern, July 19 to 21. The

annual music and theater festival “Alles muss raus!” (Get it all out) will transform the city into a meeting point without borders for the 13th time. International artists, disabled together with non-disabled, will perform a high-quality, magical and incomparable culture program.
