In the past, participating in town hall meetings often meant taking time from work or family, arranging child care and driving across town. Mission success for our nation by Lt. Col. John Zapata 86th Communications Squadron commander

ission success in the Air Force has always required a high level of commitment. Former legendary Green Bay Packers head coach Vince Lombardi once stated, “Individual commitment to a group effort — that is what makes a team work, a company work, a society work, a civilization work.” Nowhere is teamwork more important than in the U.S. Air Force, and today it may be more essential than at any time in our history. The Air Force is undergoing tremendous change and uncertainty. We face major challenges as we near the drawdown of operations in Iraq and Afghanistan, the retooling of an aging aircraft fleet, the uncertain future of an unstable world, and a fiscally constrained environment that requires incredible stewardship of our taxpayer dollars to

fund the day-to-day mission and training requirements. How will we make it? How will we continue to deliver, as we always have for the American way of life? The answer lies in Lombardi’s quote and the reason for his success as a coach — a burning commitment to the team and goals of the organization. In order to achieve the kind of success our nation requires we must have two essential components that I have talked about and written about in the past — motivated followership and positive leadership. Motivated followership — what does that mean? I believe it means following the direction, vision and goals of our leadership with a spirit that inspires others. As I often tell my unit, there are approximately 330,000 members on the active-duty force and approximately 270,000 of them are enlisted Airmen — there should be no mistake about who makes the mission happen every day. Our enlisted

Airmen are the key to our success. Their motivated followership as an element of the team’s commitment to excellence will surely help us meet any challenges on the horizon. I also believe attitude is a key component of motivated followership. Retired Maj. Gen. Ted Mercer used to say, “If you believe it, you can achieve it!” A positive attitude is one of the most desired traits of a teammate and an absolute requirement for motivated followership. It is the glue that holds the team together during the turbulent times, which we know are always just over the horizon. Another vital component to the team success is positive leadership. I believe there is no other organization in the Air Force with more positive leaders than we currently have here in U.S. Air Forces in Europe and at Ramstein. Having just spent a week in the USAFE squadron commander’s course and having the opportunity to listen and spend time with Gen. Mark

Welsh and our 86th Airlift Wing Commander Brig. Gen. C.K. Hyde, it is clear we have leaders who truly epitomize positive leadership. But what does that mean? I think it means genuine concern for your people, a clear way ahead to meet the mission requirements and an infectious positive attitude. Make no mistake about it — our leadership carries a tremendous responsibility and places great thought on where we are going as a team. Effectively combined, motivated followership and positive leadership enable a team to overcome any adversity, achieve any goal, and in our case, ensure our nation’s freedoms and way of life. Or, as Vince Lombardi so aptly stated, “People who work together will win.” I believe in the tough days ahead our success will depend on our followership and our leadership combining to deliver on the promise of success our Air Force and nation demand.

Almeria 786th Force Support Squadron Detachment 3 first sergeant At a recent NATO summit in Chicago, leaders from the world’s most successful political-military alliance agreed to embrace the tenets of “Smart Defense” to ensure the alliance can develop, acquire and maintain the capabilities required to meet the goals for a more capable and modernized alliance through increasing our respective forces’ abilities. This often flows into talks of new technology, weapons and capabilities. But what does that look like at the NCO level? It’s easy and it’s ongoing. The NCO leadership courses in multinational environment are aimed at not just improving an NCO’s abilities and knowledge on the national level, but making them better international NCOs, ready to be more effective leaders in an multinational environment. roops driving to Frankfurt to sort out immigrations issues for foreign family members might be a thing of the past, thanks to a new U.S. Citizenship and Immigration Services outreach effort. Each month a USCIS representative will be at Sembach Kaserne, a U.S. Army Garrison Kaiserslautern installation, to accept immigration petitions (I-130) and answer questions on naturalization. Army and Air Force service members and civilians from the KMC, plus those at U.S. Army Garrison Baumholder, are welcome to use the new service. Applicants often fill out forms incorrectly or don’t include supporting documents, which can cause delays, said Don Owens, a USCIS immigration information assistant, who will be offering the outreach. “Most applications — about 60 to 70 percent — are filled out incorrectly or missing documents,” Owen said. “We can help people fix those things on the spot.” Nearly every day a service member arrives at the Kleber Kaserne passport office asking how to bring a foreign born family member stateside, said Sean Osborne, a garrison passport agent. Planning early is the key thing. “We have a lot of Soldiers and family members say they are leaving in two weeks and need to get a visa,” Osborne said. “That’s not enough time.” Filing the I-130 form can be challenging. Immigration applications can take several months, he said. Without proper documents, foreign-born family members entering the U.S. may face legal issues. One former employee’s spouse entered the U.S. under

false pretenses and was then barred from the states for five years, Osborne said. Now, with the USCIS outreach, those service members can avoid

booking appointments, driving to Frankfurt, finding parking and returning several times to correct errors, Osborne said. “This should streamline the pro-

cess, help customers more and also save time for office,” Osborne said. Most applications are for military members with foreign born spouses. Others are for parents, children or siblings to immigrate. In the past, USCIS visited the KMC annually. Recently, they noticed several applications from service members in the Baumholder and Kaiserslautern areas, prompting the monthly outreach. “It’s a pretty large community, so we’ll bring the services to them,” Owens said. “This is a trial run. If there’s a great response, we’ll continue this service.” The upcoming USCIS outreach takes place from 9 to 11 a.m. and 12:30 to 2:30 p.m. Aug. 7 in Bldg. 151, Room 236, on Sembach Kaserne. ant commander, conduct lifesaving aeromedical evacuations for wounded warriors, and bring fallen comrades home to the nation and the families who love them. “They fight shoulder to shoulder with Army, Navy and Marine Corps comrades on the battlefield and they patrol the skies above them, ready to respond when lives are on the line,” Welsh said. When asked about the Air Force’s fiscal 2013 budget request, Welsh said that should he be confirmed, he would look to improve the process by which the service develops its budget proposals. “I believe that there needs to be a more inclusive coordination process on the budget,” Welsh said. “I think what matters the most today is how we move forward from here.” The general vowed that, if confirmed, he would work closely with the National Guard Bureau, Air National Guard, Air Force Reserve, state Guard leaders and others on future budget deliberations. The Senate committee also asked Welsh about the challenge of stopping sexual assault in the Air Force. “Everyone is trying to do the right thing and figure out some way of stopping this,” Welsh said. “But the fact is we haven’t even reversed the trend.” The Air Force has institutionalized sexual assault prevention and response training during the past 10 years from the most junior levels to the headquarters level, the general said. Additionally, bystander intervention training is a requirement for the entire Air Force. “The simple fact is the goal for sexual assault in the United States Air Force is not a decline in the trend ... it is zero,” Welsh said. Welsh was also asked for his thoughts on the Defense Department’s new Defense Strategic

Something that both services utilize is a deployment processing center that enables a faster transition to and from theaters of operation. For Lt. Col. Rod Bloker, 86th Logistics Readiness Group deputy commander, going on this tour shed new light for his understanding of Army operations. “It was a great day and one more step in fostering the joint relationships we share in the Kaiserslautern area,” Bloker said. “Opportunities like this help us learn more about each other’s missions and can lead to synergies and improvements in how we operate.” This tour helped the new leaders of Team Ramstein and the 21st TSC meet their Army or Air Force counterparts. “We’ve had a major transition of leaders from both the Air Force and Army, so this is a good time to do this,” Piggee said. “I think it worked out great.” During the tour, Brig. Five things physicians, patients should question

hoosing Wisely is an initiative aimed at promoting conversations between providers and patients by helping patients choose care that is supported by evidence, not duplicative of other tests or procedures already received, free from harm and truly necessary. In response to this challenge, national organizations representing medical specialists have been asked to “choose wisely” by identifying five tests or procedures commonly used in their field that should be questioned and discussed. Below is the list from the American Academy of Family Physicians: 1. Lower back pain: Don’t do imaging (X-ray, MRI, etc.) for low back pain within the first six weeks, unless red flags are present. Red flags include, but are not limited to, severe or progressive neurological deficits or when serious underlying conditions such as osteomyelitis (bone infection) are suspected. Imaging of the lower spine before six weeks does not improve outcomes, but does increase costs. 2. Sinusitis: Don’t routinely prescribe antibiotics for acute mild-to-moderate sinusitis unless symptoms last for seven or more days or if symptoms worsen after initial clinical improvement. Most sinusitis in the ambulatory setting is due to a viral infection that will resolve on its own. SMART DEFENSE, from Page 2

As such, I recently had the special honor and privilege of returning as a guest instructor to the course in Lucerne, Switzerland, to help lead 28 students from 15 allied and partner nations over two weeks of extensive classroom work and field exercises, putting the theories and academics into action under stressful conditions — always with a multinational focus and team makeup. We promote a lot of interaction in and out of class, all the way down to mixed billet arrangements so roommates always come from another nation to underscore and promote the importance of understanding cultural diversity and the impact that has on thinking and operating. For nearly all of my students, this was their first introduction into the Persolog DISC personality profiles — one of our longest lessons, taught over the first two days, but perhaps the most important. Communicating with others across language and cultural barriers is a little easier when you know the type

Sinusitis accounts for 16 million office visits and $5.8 billion in annual health care costs. 3. Bone density tests: Don’t use dual-energy X-ray absorptiometry screening for osteoporosis in women younger than 65 or men younger than 70 with no risk factors. DEXA is not cost effective in younger, low-risk patients, but is cost effective in older patients. 4. Annual EKG: Don’t order annual electrocardiograms or any other cardiac screening for low-risk patients without symptoms. Falsepositive tests are likely to lead to harm through unnecessary invasive procedures, over-treatment and misdiagnosis. Potential harm from this routine, annual screening exceed the potential benefit. 5. Pap smears: Don’t perform Pap smears on women younger than 21 (regardless of sexual activity) unless the woman is experiencing pelvic pain or vaginal discharge. Pap smears are not helpful in women after a hysterectomy (for non-cancer disease) and there is little evidence for improved outcomes. As leaders, we all become more effective when we understand what motivates our teams and find the best way to communicate with them. Any boss can demand compliance and be successful in the short term. We aim to give our students the tools to generate enthusiasm and be successful and effective over the long term, and this tool proves very useful in this regard. Some of our allies and partner nations come from a very different point of view when it comes to dealing with people, and getting everyone harmonized on what works best in a multinational environment is not an easy task. Moving forward in an area of austerity and trying to maximize all of our resources, we all understand that people are our most important resource — this is true whether you are an American Airman, a Dutch sailor or a Kazak paratrooper. The class dynamics are amazing. It doesn’t take more than the first few hours on the first day to realize that viewpoints are usually dictated by one’s upbringing and culture, and we had no shortage of differences on topics such as gays in the military, a recent major topic for the U.S., but

a non-news item for several of our allies. Conversely, the role of women in the military is a non-issue for the U.S., but a major topic for others. Rules of engagement, the Law of Armed Conflict, counseling and stress management — we all recognize a need to educate and help ensure there is a true level of understanding among all of our Soldiers, Sailors, Airmen and Marines on these important topics, but how do we do that effectively in a multinational environment when working closely with other nations? These courses give students a way forward, by giving them a chance to do critically important things like counseling those from other nations in practice to get those “first time jitters” out of the way and provide helpful, constructive feedback. Some of our students are already in important leadership roles, giving advice and influencing those around them, and many are leading younger enlisted service members from around our alliance. The problems of tomorrow promise to be more complex, more dangerous and more transnational than the previous generation of “simple” problems. To be effective in preserving democracy and our way of life, we must be able to work well with our neighbors, friends, allies and partners, not just at

the ministerial level, but at the level that is the backbone of each of our forces — the NCO level. We have a lot of experience throughout our partner nations, and getting all of us to become an even better team is one of the best investments for taxpayers not just in the U.S., but throughout our nations. These courses are unmatched in their abilities in preparing today’s enlisted leaders to lead and succeed in a multinational environment, and they are a must for those coming into and operating in diverse environments. I would encourage leadership to look at these courses for your NCOs who may be coming into the NATO environment to help them become highly effective in a much different atmosphere than what most Airmen are used to operating in. Smart Defense is not just about new weapons platforms and better technology. It is also about our ability to effectively communicate and to form and lead successful teams at the NCO level. To have a part in working toward this goal is a tremendous honor. I have added more wingmen I can call on, as they have earned one in me, fulfilling our goal of giving our students a value added education and more tools to be effective leaders.

Airman assigned to the 1st Communications Maintenance Squadron are in high demand, providing specialized communication maintenance technicians who support cyberspace systems throughout U.S. European Command and U.S. Africa Command areas of responsibility. In 2011, the 1st CMXS spent more than 5,200 combined days on the road throughout the theater, visiting 45 sites in 11 countries on four continents. “So far in FY12, the 1st CMXS has spent over 3,000 days on the road and is currently in our busiest time of the year,” said Maj. Angela Freeman, 1st CMXS commander. The 1st CMXS is Freeman’s first command and she has witnessed the unit’s ability to solve complex problems and provide expert emergency restoration, preventative maintenance, training expertise and maintenance support throughout the theater. “Commanding the 1st CMXS has been an amazing experience,” she said. “The personnel in this unit are hand-selected, so they are the best our cyberspace community has to offer.” Additionally, the unit maintains a vehicle fleet of 86 vehicles. Fully equipped, they are valued at more than $7 million. This fleet includes specialized vehicles to perform theater-wide emergency repairs within 24 to 48 hours. The Cable Antenna Systems Maintenance Special Communications Team falls under the 1st CMXS and is a handpicked team that installs, inspects, upgrades, removes and performs emergency repairs on more than 667 antenna systems, valued at $106 million and supporting 109,000 missions per year for Department of Defense, NATO and EUCOM. “There are very few bases that actually maintain the antenna side of the career field,” said Master Sgt. Mark Malloy, 1st CMXS cable and antenna field supervisor. “Like the bases in the U.S., here we tend to assist and maintain several projects engineering and installing infrastructure across U.S. Air Forces in Europe and Royal Air Force.” The Cable Antenna Systems Maintenance SCT’s are heavily involved in an Air Force-wide High Frequency Global Communications System decommissioning effort, setting the stage for system upgrades. The most recent decommission was at Royal Air Force Croughton where 11 antennas and 25,000 pounds of equipment was removed. Using the 1st CMXS for this decommissioning saved the Air Force $5 million in contractor fees to accomplish the same mission. Whether it is providing 24-hour communication maintenance response or traveling to repair antenna towers in remote locations across the European theater, the 1st CMXS has proven time after time their unit’s ability to provide some of the most highly trained technicians the Air Force has to offer.

t was a warm morning when I sat down to interview a client who had received multiple sessions of training and counseling through the Army Community Service Financial Readiness Program. She wished to remain anonymous so for the purpose of the interview I will refer to her as Jane. Jane wanted her story to be told because her life had changed significantly over the past year. I began the interview, wondering what life changes could prompt a young woman of 29 to be so passionate about the ACS Financial Readiness Program that she requested the interview. ACS: So, Jane, you came in today to talk about your life and the changes you have made. Let’s start at the beginning. What was happening that made you realize you needed help? JANE: My life was OK. It wasn’t really one thing; it was more gradual. I have a good job, making OK money and live in Germany. I don’t have to worry about housing really, but I started to notice a pretty bad trend that just kept getting worse and worse. I came to Germany with debt. I had over $6,000 on one credit card alone. I picked up another credit card to buy some furniture and help with initial moving expenses. I had a new car that cost me a lot of money every month and insurance on it was so high. I had an emergency surgery, so I accrued some heavy medical bills on top of my credit card debt. And at the end of the day, I have a huge student loan. I got into this cycle where I would literally just stare at the calendar willing pay day to come faster. I would live off of $20 a week and when I ran out, I would take out mini loans. The second I would get paid, I had to put almost the entire paycheck toward paying back my loans and bills. I guess, actually, the deciding factor came with my utility reconciliation. It turned out I had been underpaying my utilities and got hit with a several thousand euro bill. I remember just holding that bill in my hand and wanting to cry. I guess that is when I decided I needed help. ACS: It sounds like you were in a really rough spot, Jane. I know there are a lot of other people in our community who are probably in pretty similar situations. When you had that bill in your hand and were feeling at an all time low, what prompted you to come to ACS? JANE: Well, I’m not a Soldier, so at first I didn’t know if ACS could even help me. But I heard about some of their financial classes they offer so I thought even if I had to pay, I needed to do something to get my life back on track. I never had any money. I called and spoke with Denise Fesel, the financial readiness adviser. I was really surprised when she said not only could I attend the classes for free, but she could offer me one-on-one counseling. I guess you only have to have an ID card, which I didn’t know, so to find that out was the first

big stress that came off. I took a friend and went to one of the credit and debt classes. There was a lot of wake up moments for me during that class where I realized I had been doing everything wrong and, literally, nothing right. When the first thing I heard was that I had to start saving before I could pay off debt I thought that was impossible. ACS: Let’s talk about that. What do you mean you have to save before you can pay off debt? JANE: According to this class, a person needs to have at least $1,000 in a savings account. I thought that was crazy because if I couldn’t pay off a bill, how could I save and then pay off a bill? But I was given a budget sheet to take home and write down all my expenses and income on. When I brought it back, the financial adviser really did sit down with me and go over everything. I found some hidden money I didn’t even realize I had that I had been spending wrong. I was able each paycheck to siphon a little off to the side to build the savings. You see, if you have $1,000 hidden away in a savings account, when you run into a problem, instead of taking out loans like I had, I was able to pay for those problems up front. ACS: So, the Financial Readiness Program helped you develop a budget and learn to track your spending. How long did it take to get over some of the debts you were describing earlier? JANE: It was really hard at first. Really hard. In fact, it was one of the hardest things I have ever had to do. I sold my brand new car and that was one debt that made a big difference. I was able to put that $550 toward bills. I had so much stress that I would just get these horrible muscle aches

in my shoulders. My friends probably thought there was something wrong with me because I stopped going out shopping with them like I had in the past, but I had to. I had to get my life under control before I hit bankrupt. It took me about eight months of gradual progression and struggle, but it has been worth it. ACS: And where are you today Jane? JANE: I still sometimes struggle with spending, but it has felt so good to knock out one debt after another. I completely paid off and cut the one credit card I had with such a high interest rate and paid off most of my medical bills. The day I was able to go into the utility company and hand over my debit card and pay cash for my outstanding bill, I felt like I lost 10 pounds. I am mostly debt free and have learned how to track my money, so I actually have fun now and still manage to spend less and save more. I never traveled before because I couldn’t afford it. Now, in the past month I have been all over, to Austria, France, hiking in the Alps and next week I am going to Hungary. I feel like I can really enjoy living in Germany now. I am just so thankful for the help that ACS gave me. *** Jane was able to overcome some incredibly difficult financial burdens. AF releases mid-year selective re-enlistment bonus list, changes WASHINGTON — Air Force officials today released the fiscal year 2012 mid-year selective re-enlistment bonus list along with some changes to the program. In addition to a rebalance in overall payments, the Air Force identified 53 Air Force specialties, down from 78, to receive bonuses. Based on the semiannual program review that began in March, officials published the latest list, which includes Airmen in special operations, explosive ordnance disposal, tactical air control party, cryptological language analysts, and intelligence, surveillance and reconnaissance, to name a few. Deleted bonuses will take effect Aug. 18. The Air Force also reduced overall payments across most career fields and enlistment zones, and eliminated bonuses for Zone E re-enlistees or those in the 18 to 20 year range. While the Air Force remains at a 17-year high in overall retention, the bonus list is indicative of stressed or undermanned career fields within the Air Force. “We are facing the realities of high

retention in many areas of the force, and government-wide budget deficits,” said Lt. Gen. Darrel D. Jones, deputy chief of staff for Manpower, Personnel, and Services at headquarters U.S. Air Force. “These are difficult decisions — we need to be good managers of the most valuable resource in the Air Force, and that’s our dedicated Airmen. But we also need to be responsible stewards for the American taxpayer, and that means living within the budget.” Jones said that is what these SRB changes reflect. Lt. Col. Robert Romer, the acting force management division chief for the Air Force, said the criteria used to determine to which career fields the Air Force would pay bonuses includes current and projected manning levels, career field retention and re-enlistment trends, career field force structure changes, and career field stress indicators. Even though SRB multiples have decreased for many career fields that remain on the list, Romer said Airmen may still be able to get a bonus that approaches the $90,000 maximum

allowed by law by reenlisting for a longer term. “For our most critical Air Force specialty codes that have been offered bonuses with a multiple of seven that maxed out at $90,000 for a four-year re-enlistment, we reset the multiple so the average re-enlistee could still reach the max bonus with a six-year re-enlistment.” Airmen will have 30 days from today to re-enlist under the current

bonus offerings. Due to the continued budget trend, FY13 SRB multiples are projected to be consistent with the mid-year changes. The Air Force will release FY13 bonus offerings in October. Strep throat: not your average sore throat by Lt. Col. Patricia McKinney U.S. Army Public Health Command

eople often think that any painful sore throat is strep throat and that antibiotics are needed to make it better. This belief is not true. Strep throat is an infection of the throat and tonsils caused by streptococcal bacteria. The throat gets irritated and inflamed causing a sudden, severe sore throat. Most other sore throats are caused by a virus. Sore throats caused by a virus are also painful. If you have cold-like symptoms such as a runny or stuffy nose and coughing, you probably do not have strep throat. The Most Common Symptoms Of Strep Are: • Sudden, severe sore throat • Pain when you swallow • Fever over 101 degrees Fahrenheit (38.3 degrees Celsius) • Swollen tonsils and lymph nodes • White or yellow spots on the back of a bright red throat How Do You Get Strep Throat? People spread the bacteria by sneezing, coughing, shaking hands or close contact with people who are infected. You can also pick up strep by touching objects that were touched by an infected person (i.e., phones, doorknobs, tables) and then touching your eyes, nose or mouth.

How Can Strep Throat Be Prevented? • Avoid close contact with an infected individual • Do not share toothbrushes or eating and drinking utensils • Wash your hands frequently • Strengthen your body’s ability to fight off infections with a healthy diet, regular exercise, a good night’s sleep and managing your stress • Wipe down your phone How Is Strep Diagnosed And Treated? Strep throat cannot be accurately diagnosed by symptoms or by a physical exam alone. Diagnosis is made by swabbing the back of the

throat for a culture to identify the presence of strep bacteria. Sore throats should only be treated with antibiotics if the strep test is positive. Penicillin or amoxicillin are usually the antibiotics prescribed to treat strep throat infections. Antibiotics should be taken for the entire 10 days, even though symptoms are usually gone after a few days. If antibiotics are not taken for the full course of treatment, the infection may reoccur and stronger antibiotics may be needed to treat the infection. Remember, strep throat is not your average sore throat. If you suspect that you may have strep throat, see your health care provider.

US, Romania train together, improve CSAR Story and photos by Senior Airman Natasha Stannard 52nd Fighter Wing Public Affairs CAMPIA TURZII, Romania — Her aircraft was downed in a field near Campia Turzii. She was alone with no food or water — only her survival skills and equipment. She found safety in some bushes to take cover, made a signal for her rescue and established contact with her comrades in the air. A-10 Thunderbolt IIs pilots from the 81st Fighter Squadron and Romanian IAR 330 helicopter pilots of the 71st Air Fotilla searched for her — the survivor. That was the scenario Capt. Maureen Hartney, 81st FS executive officer, simulated with the help of Staff Sgt. Daniel Wiggins, 52nd Operations Support Squadron survival, evasion, resistance and escape specialist, in a combat search and rescue exercise during Dacian Thunder July 19. Dacian Thunder is a joint and coalition exercise in which the U.S. Air Force, Romanian air force, U.S. Marine Corps and the Royal Air Force members work together to strengthen techniques, tactics, procedures and capabilities. The purpose of training together in this scenario was to establish unified methods and learn coalition and joint procedures used in CSAR. “This is a part of building partnership capacity,” Hartney said. “We get used to working with them, and they get used to working with us. This way, if a coalition contingency operation happens, we already have unified tactics, techniques and procedures established. We won’t have to establish these in a real-world situation because we’re already familiar with one another.” The A-10 and IAR 330 pilots worked together throughout the CSAR training to find and rescue Hartney. The A-10s had direct radio communication with both the survivor and the Romanians giving them the ability to funnel information to both parties. The A-10s also escorted the IAR 330s by surveying the area for any threats that could harm or prevent the IAR 330s from landing to pick up the survivor. They also guided the helicopters into the rescue location. Once the A-10s established the area was clear of threats, the IAR 330 pilots swooped in for the rescue. Romanian special forces members ran to Hartney and used their tactics and procedures

to identify her as the survivor. Once she was identified, they guided her to the helicopter to fly to safety. It’s important to establish these

methods now instead of during a real-world capacity, because any misunderstandings or questions can be answered here in a training environ-

ment rather than during contingency operations, she said. Training here also helps different forces understand one anothers capabilities, Wiggins said. “I’m learning tactics and procedures other countries practice during rescue,” Wiggins said. “So now, I can tell high-risk isolated personnel what to expect if recovered by our Romanian partners.” A-10 pilots also gained insight from working with their coalition partners. “They have different aircraft we don’t fly with a lot,” said Capt. Mike Krestyn, 81st FS A-10 pilot. “This is a good opportunity to fly with foreign fighters and see their capabilities.” This also provided A-10 pilots the opportunity to conduct upgrade training in various roles such as locating the survivor, assessing the survivor’s health and safety, establishing threats in the area, and controlling the helicopters as they come in to rescue the survivor. “This was an absolute success,” said Lt. Col. George Stanley, 81st FS A-10 pilot. “We were able to integrate four A-10s with two (IAR 330 helicopters) and two Romanian ground teams in a CSAR mission and get upgrades for two A-10 pilots.” This was one of eight CSAR training scenarios the U.S. Air Force and Romanian air force are conducting to learn from one another during Dacian Thunder.

He may not have served with the 86th but there is an enduring connection from the inveterate daredevil pilot and founder of the Air Corps Aerial acrobatics team the Flying Trapeze. He was also an instructor at the Air Corps Tactical School at Maxwell Field (now Maxwell Air Force Base) in Montgomery, Ala. Chennault was a maverick, to say the least. He would fly his Air Corps plane to his home on the old Selma Road at lunch time and land it in the field behind his house. While he was eating, one of his sons practiced take offs and landings with the plane. The practice seems to have had some benefit as both of Chennault’s sons went on to become Air Force pilots. On one occasion, Chennault flew his plane upside down under the Alabama River bridge on the way back to the base from his home. Yet, he was also one of a group of brilliant young officers at the Air Corps Tactical School who gave shape to the basic tenets of airpower employment theories. The same warfare doctrines, tactics and strategies that were later employed during the air battles and strategic bombing campaigns of World War II. Chennault retired from the Army Air Corps in 1937 and within a short time entered the service of Chiang Kai-shek to conduct a “confidential survey” of the Chinese air force. Within a year, he helped to develop a “new” Chinese air force spearheaded by American volunteers. In 1941, Chennault, with the backing of the Roosevelt administration, established the American volunteer group, also known as the Flying Tigers, to aid China in defending itself against Japan. The

Flying Tigers, who distinguished themselves in the India, Burma and China theaters, were disbanded only to become the 14th Air Force under the leadership of General Chennault. The first of the three Chennault connections to the 86th came about in July 1945. At that time, the 86th Airdrome Squadron was assigned to the 14th Air Force Service Command. The squadron was inactivated Dec. 26, 1945. It was reconstituted and redesignated as the 86th Operations Support Squadron on May 1, 1991, and assigned to the 86th Operations Group at Ramstein. The other two connections to the 86th were of a more personal nature. The first came in the form of his oldest son, Col. John S. Chennault, who served as commander of the 86th Fighter Bomber Wing from May 31,

Chennault who served as a pilot with the 527th Fighter Squadron/86th Fighter Bomber Group in 1952 at the same time that his older brother commanded the wing. Captain Chennault also recorded one of the first accidents at the then under construction Landstuhl Air Base on June 13, 1952, when the engine in his plane exploded as he was on the runway readying for takeoff. No one knows which of the two Chennault boys practiced with their father’s plane on his lunch time trips to the farm, but whichever one it was, the Air Force derived some benefit from the illicit practice jaunts, as both went on to serve honorably as pilots and officers with the U.S. Air Force.

AFSEC clarifies use of electronic devices for pedestrians on roadways by Staff Sgt. Mike Meares Joint Base Pearl Harbor-Hickam Public Affairs JOINT BASE PEARL HARBOR-HICKAM, Hawaii — The Air Force Safety Center released a letter of interpretation this year prohibiting the use of listening and entertainment devices, including single ear pieces and external speakers, when on a roadway. The use of portable headphones, earphones, cellular phones, digital music players, or other listening and entertainment devices, other than hearing aids, are prohibited while walking, jogging, running, bicycling, skating or skate boarding on roadways for the sake of ensuring good situational awareness resulting in a lower possibility of a mishap, according to officials. “Safety needs to be involved in everyone’s daily activities to ensure we are meeting mission requirements,” said Tech. Sgt. Scott Yonushonis, of 15th Wing ground safety here. “Without safe and healthy Airmen, we will not be able to complete our mission. “It is not possible to prevent all mishaps, so that is why we do (operational risk management),” Yonushonis continued. “The Air Force hasn’t had a spike in incidents due to electronic devices, but there have been studies done that show you lose your situational awareness when you are using these types of devices.” The intent of the requirement is to prevent pedestrian-vehicle mishaps and applies only to roadways. The roadway is defined by the AFSEC as a strip of land dedicated to the conveyance of vehicles, including the shoulder and median when present, as well as parking lots.

The wearing of these devices while on roadways and streets may impair recognition of emergency signals, alarms, announcements and the approach of emergency vehicles. Pedestrians may, however, wear listening devices on athletic field tracks and beach areas not encompassing sidewalks. “For some runners, listening to music motivates them and keeps their mind off the distances,” said Tech. Sgt. Jennifer Hutcherson, the 647th Force Support Squadron NCO in charge of the

he Kaiserslautern Armed Forces Communications and Electronics Association Chapter 158 hosted the 2012 Technology Expo July 17 and 18 at the Ramstein Officers’ Club. This year’s theme, “Discovering solutions for every mission,” educated more than 700 service members, civilians and contractors on the advances in modern technology to support global warfighting capabilities. Approximately 75 exhibitors attended the event, each highlighting a different field of technology thought to be new and of interest to the military community. Most exhibits offered hands-on interaction and take-away gadgets, while others were information based.

Vance Clark, USAFE Intelligence Surveillance Reconnaissance Future Operations manager. The expo included exhibits from Dell Inc., HP, Cisco, Verizon, B&H Photo, Video, Pro Audio, CommVault and DRS Defense Solutions and offered a networking area, where attendees conversed about the exhibits, new advancements and future possibilities. Like other Americans, military warriors, past and present, and their families feel the effects of obesity through negative health impacts and out-of-pocket costs. For example, the inability to meet service weight and physical fitness standards is a common reason for early discharge. According to a recent Army study, “Too Fat to Fight,” 27 percent of all Americans 17 to 24 years of age are too heavy to join the military. Another major concern is the negative effect of obesity on

force readiness. We have an opportunity to improve the health and well-being of warriors, past and present, military families and military communities as a whole. To achieve this outcome, health promotion and wellness initiatives should be focused on influencing behavior throughout the “life space”— the 525,500 minutes in a year that Soldiers and retirees, their family members and Army civilians are not seeing a health care provider. One critical component of this complex issue is ensuring the affordability of and access to healthier food options.

whether healthy foods are really more expensive is explored in the May 2012 U.S. Department of Agriculture Economic Research Service report titled, “Are Healthy Foods Really More Expensive? It Depends On How You Measure the Price.” In the report, authors Andrea Carlson and Elizabeth Frazão compare prices of healthy and less-healthy foods using three different measures: the price per calorie, the price per unit of edible weight and the price of an average portion. he USDA free/ reduced-price lunch program can save a family up to $464 per child attending Department of Defense Dependents Schools every year. The program is offered at all KMC schools and is designed to meet federal requirements for nutritiously balanced meals and offer free or reduced-price meals to eligible children. Families must re-submit their application each school year

to determine eligibility. Eligibility for receiving free or reduced-price lunches is based on total family income and household size. When determining income eligibility, COLA and housing are not included as income. For example: An E-7 with 14 years of service and a total household size of four (sponsor, spouse and two children) may qualify for the reducedprice lunch program providing there is no additional income in the household. Or, an E-8 with 20 years of

service and a total household size of ﬁve (sponsor, spouse and three children) may qualify for the reduced-price lunch program, again providing there is no additional income in the household. The current price of reduced lunch is 40 cents (all grades) versus the full price of $2.40 (elementary school grades) or $2.55 (secondary grades); this is under the reduced price program a possible savings up to $391.20 per child during the course of the school year. Take a moonlight tour of Falkenstein Castle T

he view of the Falkenstein castle ruins is already spectacular on approach via the windy roads up the hill. The legendary ruins sit atop this steep hill and overlook the wild and scenic valley of Falkenstein. Philipp I. of Bolanden founded his own royal line here in 1233. King Richard of Cornwall married Philip’s beautiful daughter Beatrix in 1269 in the town, which later became Kaiserslautern. Since then, the impressive castle has been changed tremendously by the hands of time. In 1647, it was blown up by the French army. Despite this, the ruins that sit on a former volcanic vent have not lost their idyllic appearance. It is especially during dusk when the hills in the background grow darker and the rising full moon puts the narrow valley, the nature reserve “Schelmenkopf” and the castle walls in an eerie blue light. Now the ruins look the most beautiful. During a special guided tour in English, with moonlight guaranteed,

you can enjoy this unique atmosphere. Colors and contrasts will become vivid at dusk and the moonlight will create a fairytale scene. Bonfires and lanterns will add to the effect. Even if you think you belong to the faint of heart, the ghost of Falkenstein Castle will actually help ease your chill. The guided tour in English is scheduled for Aug. 4 and is geared toward the American community members living in the area. The tour will start at 8 p.m. and take about two hours. It is recommended to bring sturdy shoes and flashlights or lanterns. The meeting point is in the arena in front of the open-air stage, close to the “Burgstubb” pub. Annweiler hosts medieval fest

nnweiler will celebrate its eighth medieval festival to honor Richard the Lionheart of Brittany today to Sunday. The event will feature a medieval market, knights camp, vendors, jugglers, children activities and musical presentations. The fest will ofﬁcially open at 7 p.m. today with medieval music by the Trifels Herolde, a fanfare group. The medieval market with more than 70 stands will be open from 5 p.m. to midnight today, noon to midnight Saturday and 11 a.m. to 8 p.m. Sunday. Craftsmen including a turner, potter, goldsmith, stone cutter, glass blower, paper maker and tailor will present how their work was performed in former times. Medieval groups will perform dancing, singing and music on medieval instruments. Children can watch puppet theater performances, try out archery and listen to fairy tales. Jugglers and

magicians will demonstrate their special skills. A falconer will show off five birds of prey. A fire show is scheduled for Saturday night. Starting at 6 p.m., the whole park will turn into festival grounds presenting musicians, ﬁre dancers and food specialties. Bands will perform on stages near

the entrance, on Kaiserberg hill and in Neumühlepark. Children can enjoy some time on the adventure playgrounds and admire the dinosaurs. The Gartenschau area, including the willow church, will be illuminated. The trio Yes we Play! will present hits from the charts, ballads and rock ‘n’ roll oldies stating at 6:30 p.m. on

the open-air stage in Neumühlepark. At 8 p.m., musicians and singers of The New Generation will begin with their entertaining stage show. Waymond Harding, known as “The King of Soul,” will play his saxophone and sing at 7 p.m. on the stage at Kaiserberg hill. The renowned regional band Nimm 2 will present piano pop and swing

Rock hard: from unhealthy mom to bodybuilding competitor But when you talk to them and hear some of these women have lost 70 to 80 pounds, some of them have overcome major health issues, it is amazing.” By the end of this year, she will have competed in 16 bodybuilding competitions. Most recently, she competed in a World Fitness Federation competition in Austria, where she finished in the top five, and at the National Amateur Bodybuilders’ Association World Championship in Dublin. Although at first, she felt ill-prepared to compete against world-class athletes, she is more confident today. “I feel like I belong on the stage with these athletes,” she said. “I have a lot more improvements and a lot more I can learn, but I feel like I am getting there.”

andi Griffin was headed down a dangerous path. About 10 years ago, the Air Force spouse and U.S. Army Garrison Kaiserslautern Family and Morale, Welfare and Recreation personal trainer moved from Arizona to Germany when her husband got stationed here. “As much as I was excited to be living in Europe, seasonal depression was really hard,” said Griffin, who added that leaving her church and being in a new country with cultural differences and the language barrier made it really difficult to adjust. Then, of course, there was the introduction to completely different food, she said. “The bread truck delivered bread right in front of my home every morning at 7 a.m.,” Griffin said. “We were also eating out a lot.” Subsequently, Griffin packed on 25 pounds the first year she lived in Germany. “As the weight came on, I felt really insecure about myself and embarrassed about the way I looked and it just kept going and going,” she said. “I never really was overweight before. I was what I call ‘skinny fat.’ I wasn’t healthy. I never exercised. I just maintained an average weight.” The Turning Point As her weight increased, Griffin began to have some health issues, both related and unrelated to her weight, which she used as an excuse to not workout. Finally, the turning point came in 2007. Griffin had a good friend who suffered a debilitating aneurysm due to unchecked high blood pressure and being overweight. She also found she had a family history of Type 2 diabetes. These things made her give her own life a good, hard look. “I saw myself heading down a very, very dangerous path,” Griffin said. “I was about to be put on high blood pressure medication and I was 33 years old and already headed toward pre-diabetic stuff. I wanted to be a healthy mom for my kids.” So began her long journey that eventually led her to the bodybuilding stage and to her becoming a certified personal trainer, working with clients to educate them on how to stay healthy. “I made a deal with myself,” she said. “If I did two days in a row on the recumbent bike, I could go tanning. That will also help me with the seasonal depression.”

While continuing to work out, she slowly started changing eating habits. “At that point it wasn’t an overhaul, I just started paying more attention,” she said. Griffin started spending time in the gym and going to spin classes. Friends started noticing her weight loss, which encouraged her to keep going. Her husband, who had competed in a bodybuilding show in the past, suggested she do a bodybuilding competition. “He started telling everyone I was going to do a show,” she said. “People started coming up to me and asking me when it was. I was too scared to say I was too chicken to do it.” So, in 2008, Griffin competed in her first show. “It was terrifying,” she said. “It was the first time that I was ever in a bikini bathing suit. I am very shy.” However, she said it was a great experience. “All the competitors were so encouraging and talking to other girls and hearing their stories was inspiring,” she said. “Especially in a military community there are a lot of women who may not look contest-ready, with ‘perfect’ conditioning and shape.

Educating Clients After Griffin had done a few competitions, her coach encouraged her to become a personal trainer. FMWR offers nationally certified personal trainer services at all of their fitness facilities. “Everyone started seeing these changes I had made in weight loss and at competitions and kept asking me for help,” she said. “I didn’t want to risk hurting someone or giving them bad information.” Today, Griffin spends eight hours each day in the Landstuhl Fitness Facility working with clients and then works out for another two hours to prepare for her competitions. One of her clients, Jill Cowart, has been using Griffin as a personal trainer since October and is thrilled with her results. “I recently turned 45 and thought the best gift I could give to my son was to be a healthy mom,” said the Army spouse. Cowart, who works with Griffin twice a week, said she didn’t have the knowledge to do it on her own. “Sandi is a fantastic teacher,” Cowart said. “Sandi is so great because she has had her own experiences with not being healthy and I think she just really embraces anyone who really wants to be healthy and to change their life.” Adding in little pieces, such as going for a quick walk that gets your heart rate up, can make huge differences and can make you feel better. “You may not see physical changes right away, but you will notice that you sleep better, you have more energy during the day and that you feel better that you accomplished something,” Griffin said.

Area Operations Manager Pulaski Barracks Description/Job Summary: The Area Operations Manager is responsible for ensuring operational success throughout the Kaiserslautern USO by supporting both the military community and USO center operations. Responsibilities/Duties • Plan, coordinate, and execute both small and large (3,000-person) community outreach programs. • Seek, develop, maintain, and grow relationships with persons, organizations, groups, and corporations that support our many programs. • Contribute to the development and execution of a programs budget. • Manage all aspects of grant funding to include solicitation, planning, execution, and stewardship reporting. • Support all USO staff in the execution and reporting of all programs. • Highlight the USO and its many promotions/giveaways during live radio interviews on a weekly basis. • Manage, review, maintain, and correct the programs reporting database. Required Qualifications: • Bachelor’s Degree in Business Administration, Marketing, or related field. • 2 years of event planning and management experience. • Exceptional interpersonal, organization, and time management skills. • Ability to work collaboratively with teams and to manage a volunteer workforce with integrity and professionalism. • Demonstrated initiative/self-motivation, attention to detail, and accuracy. • Demonstrated proficiency in written and oral communications as well as knowledge of various software programs including but not limited to Microsoft Word, Excel, PowerPoint, and Outlook. • Willingness and ability to work non-standard hours (evenings, holidays and weekends) as needed. • Willingness and ability to tow and operate a mobile canteen trailer. • Must be a strong advocate of the USO’s mission to support active duty military and their families. • Public speaking experience is preferred. • Must be able to lift and carry items weighing up to 50 pounds • Must have USAREUR driver’s license and be able to drive a van to deliver USO materials to special events Details: • This position is located at the USO Administration Office on Pulaski Barracks. • Preference will be given to local candidates within commuting distance. • Relocation assistance is not provided for this position. • Resume and cover letter are required for full consideration.
