PLOVDIV, Bulgaria — Airmen from Ramstein went wheels-up for a bilateral training exercise with the Bulgarian air force July 14 through 24. More than 100 Ramstein Airmen deployed with three 86th Airlift Wing C-130J Super Hercules aircraft from the 37th Airlift Squadron to Plovdiv, Bulgaria. The

deployment allowed NATO allies to train together while maintaining joint readiness and building interoperability capabilities. “This is the sixth year we have participated in this exercise,” said Bulgarian air force Col. Petar Tsolov, 87th Division air force headquarters tactical branch commander. “The training we do together is very useful and beneficial to everyone involved. 35 days in command … and six years of separation

COMMENTARY

by Brig. Gen. Jon T. “Ty” Thomas 86th Airlift Wing commander It’s great to be back at Ramstein! As a prior Commander of the 86th Operations Group and Deputy Commander of the 603rd Air and Space Operations Center 20062009, I absolutely enjoyed the people, the mission and the privilege of living and working here at Ramstein Air Base. Serving as commander of one of the U.S. Air Force’s most dynamic operations groups, and helping lead one of our most critical command and control nodes, was incredibly rewarding — so much so that I thought a return trip would never be possible. Yet now I find myself in one of the few roles that tops them all — commander of the entire 86th Airlift Wing — the Mighty 86th! As I left my prior duty on the Joint Staff, en route to beautiful Germany, I knew much was likely to have changed at Ramstein and within the Kaiserslautern

Military Community. Yet I was also sure some things had remained the same. I was excited to see both, and I’d like to share some initial observations informed by my first 35 days in command — and the six years of separation from when I was here last in command. First, and you might find this funny, I see that things have moved on Ramstein Air Base. On day one, I went to put some fuel in my Privately Owned Vehicle. This became much more difficult than I expected, mostly because when I pulled up to where I thought the gas station would be, I found an empty lot of grass! Yes, that is how I found out the base service station had moved. Thank you to the Airman who provided directions to the new general on base! Second, on a more serious note, Ramstein and the KMC has always been a busy place, and today is no different than when I left in 2009. Then, we were deeply focused on operations in Iraq and Afghanistan,

supplying and sustaining our forward forces and recovering wounded warriors and transporting them to definitive care. Today, while Iraq and Afghanistan remain important, and thankfully the flow of aeromedical evacuation patients has slowed, I detect a very significant shift in focus in two aspects. Our own operations in support of EUCOM have a new sense of urgency, defined by the importance of reassuring allies and partners to counter new threats, and to develop their own capabilities to be resilient against coercion. Even more evident to me is the significant expansion of our support for AFRICOM. We are not just generating forces from Ramstein, we are conducting complex and demanding expeditionary operations in Africa every day. The demands these missions place on our Airmen require a truly expeditionary mindset, which is what I see clearly in the Airmen I have met over 35 days in command. Third, big changes are

afoot here with respect to missions and infrastructure. The clearing of the forested area outside the East Gate, so as to allow for the eventual construction of a new medical center to replace the existing facility in Landstuhl, was visually impressive. In coordination with the Army and other partners here in the KMC, our task is now to successfully plan for the integration of this facility and associated personnel into how we operate here. This is no small task; we must get it right. In a similar vein, although without the obvious visual indication, is the realignment of KC-135 aircraft and associated personnel from RAF Mildenhall to Ramstein. While this is not likely to actually occur until the end of the decade, the planning for such a complex transition starts now, and again, there is no substitute for getting things exactly right. Two things stand out to me as not having changed – and for this I am thankful. First, the sound and positive relationship with the local

community continues, and the continuity is impressive. Some of the mayors I’ve met recently are the same ones I knew six years ago! I clearly sense a spirit of partnership and cooperation from our host nation leaders which is vitally important. I ask for your help to sustain that spirit of partnership through your own actions every day. Finally, the spirit of the Airmen – defined as all of us, military, government civilian, and local national employees – here at Ramstein is as strong as ever. I’ve seen how you remain committed to success in our missions, to becoming better every day, and to caring for one another as we overcome the many challenges associated with our tasks. How reassuring, and inspiring that is! I’ll finish by simply saying how proud I am to be back here with all of you, leading the Mighty 86th and partnering across Team Ramstein. We are forward, ready, now — and together, we can accomplish anything.

Keep banned foodstuffs out of the US WIESBADEN, Germany — Personnel shipping household goods to the United States this summer should be careful when packing the contents of their kitchen, agriculture officials advise. The Bureau of Customs and Border Protection issues fines of $100 to $1,000 to first-time offenders who ignore the strict rules

that apply to sending food products stateside. “Red meats, sausages, pates and salami can harbor animal viruses, even if canned and are therefore barred from import,” said Julie Aliaga-Milos, U.S. Department of Agriculture adviser to the U.S. European Command. Even pasta or soup mixes that contain dried meats are not allowed, she added. Foot-and-mouth disease and bovine spongiform encephalopathy, BSE or mad cow disease, are exam-

ples of animal diseases that need to be prevented from entering the U.S. this way. Household goods such as fresh fruits and vegetables may not be sent to the U.S. because they can contain the eggs or larvae of voracious pests. The Mediterranean fruit fly is a good example of a bug that can hide in citrus and other fruits to bypass our defenses. However, it’s OK to ship processed fruit and vegetable products such as

canned fruit, olive oil, mustard and canned or processed sauces. There are no restrictions on fish or mushrooms either, Aliaga-Milos said. Commercially produced dried herbs and spices, tea, roasted coffee, cured cheeses, cakes, candies, cookies and roasted nuts are also OK. CAP turns teens into cadets

Children ages 12 to 18 from places such as Mildenhall Air Base, England, and Stuttgart, Germany, learned common military practices such as drill and ceremony, leadership, followership and aerospace studies.

According to 2nd Lt. Kevin Abington, communications focal point officer in charge of the 1st Air and Space Communications Operations Squadron, it’s about growing character. “This training is an opportunity for CAP cadets to go through common military practices and grow as young adults,” Abington said. CAP is a volunteer organization that serves as the official civilian auxiliary of the U.S. Air Force. It performs See CaP, Page 13

any Airmen have the opportunity to implement changes and find better procedures within their workplace, but few are able to upgrade their unit to the extent one Airman has, and he was honored for his dedication. Lt. Col. Scott Case, Polygone Warrior Preparation Center Detachment 3 commander, was awarded the Silver Cross of Honor of the German armed forces in April 2015 in Bann, Germany, for his efforts to bring Polygone, a multinational aircrew electronic warfare tactics facility, into the 21st century. “It was honestly the single biggest honor I’ve received in my entire life,” Case said. “I was completely caught off guard when they awarded it to me.” Polygone is a tri-national organization between the U.S., Germany and France that provides pilots with combat training by using simulators and real-world, surface-to-air missile systems, so keeping the facility as up

to date as possible is important. It was for this reason, despite it being uncommon for an American to have received this award, that the German military made the exception for Case. “It’s not very often this cross is awarded to a non-German,” said Lt. Col. Thomas Emig, German Polygone Detachment commander, who recommended Case for the award. “It’s a very special gesture of the German air force to present the award to a U.S. service member.” When Case arrived to his assignment, many of the systems that were in place were over 20 years old, which he felt didn’t provide the training pilots required for today’s combat situations. “We were in a position where Polygone was possibly going to close, and U.S. Air Forces in Europe was going to lose this training capability,” Case said. “I had to work closely with the German and the French air forces to come up with a solution that would carry the range into the next century and be able See 21St Century, Page 11

Veteran of postwar occupation returns to Kaiserslautern Story and photos by Ronnie Schelby 21st Theater Sustainment Command Public Affairs A veteran of the postWorld War II occupation returned to his former offices on Panzer Kaserne and Rhine Ordnance Barracks, as well as the scene of his marriage and much of his youth. Retired Maj. James Beckworth revisited the 21st Theater Sustainment Command headquarters, surrounding facilities and Kaiserslautern July 15 during

a remarkable journey through time. Born in Baxley, Ga., Dec. 20, 1928, Beckworth spent his teen years in a world at war. It was in this postwar environment in 1947 that Beckworth graduated high school. Coming from a patriotic family, he volunteered for the U.S. Army right out of school. “At that time, I never could imagine that during my career, I would participate in actual world-changing events and that I would see Gen. Douglas MacArthur not once, but twice in my life,” Beckworth said.

As an 18 year old, he had no idea that from his humble beginnings he would eventually travel the world, from the United States to Germany, and to the far East and back. Beckworth attended basic training in Fort Jackson, S.C., then went directly to Korea. He was assigned to the 52nd Signal Battalion and worked in personnel. Pvt. Beckworth was still there on Aug. 15, 1948, during the division of Korea. “That was the first time that I saw the great General See veteran, Page 15

Burnett 21st Theater Sustainment Command Public Affairs Leaders are gathering in classrooms and training sites all across Europe for one simple reason: change is coming. Trained instructors make their rotations among U.S. Army Europe units to bring valuable news about an updated system: the new Noncommissioned Officer Evaluation Report. NCOs from the 21st Theater Sustainment Command traveled throughout the U.S. European Command’s footprint to conduct training on changes and the new requirements associated with the new NCOER. The 21st TSC headquarters has three NCOs currently conducting “train the trainer”-style instruction on the new evaluation system. Their class, which takes four hours to complete, addresses complications inherent with the old NCOER and how the new system corrects these issues. The most recent 21st TSC-hosted class took place July 15 at Kapaun Air Station with instructing leaders from the 19th Battlefield Coordination Detachment, 10th Army Air and Missile Defense Command, 18th Military Police Brigade, Landstuhl Regional Medical Center, 16th Sustainment Brigade and other Kaiserslautern-based units. “The new evaluation system brings a significant element of change with it,” said Sgt. 1st Class Patrick B. Marrill, 21st TSC NCOER trainer. “It is important for all leaders to understand the system, know how to use it and implement it on Jan. 1, 2016 according to the guidance handed down from the

All leaders need to be well versed in the new system, not for themselves, but for their Soldiers.” The current NCOER DA Form 21668 has been in use since 1987 and has been the subject of some scrutiny. The greatest issue presented by the 28-yearold evaluation tool is the ability for leaders to inflate ratings for their subordinate personnel, according to Marrill. “Last year 90 percent of rated noncommissioned officers received top marks on their reports,” Marrill tells his class during training. “You all tell me if you think 90 percent of NCOs in the Army are among the best? Is that a fair assessment?” Marrill believes there are three key aspects to the evaluation system all leaders need to be aware of. The first aspect ties directly into the question he asks of each of his classes: not everyone is “among the best” on the new evaluation. When submitting the new NCOER DA Form 2166-9, senior raters can only give 24 percent of their

rated NCOs the highest rating. “Senior raters need to keep track of how many ‘mostly qualified’ ratings they give out and maintain compliance with the new system,” Marrill said. “Failure to maintain balance results in negative actions against the senior rater and a downgraded evaluation for the rated NCO.” A second key aspect to the new evaluation system is the need for raters and senior raters to develop a rating profile. A rating profile sets standards by which leaders rate their subordinates and establishes a qualitative and quantitative benchmark for each rating. This is something each leader develops internally and should be maintained for the rest of their career. “The best example I can give for this concept is demonstrated in the Army Physical Fitness Test,” Marrill said. “The Army standard for passing the APFT is a 180 — 60 points in each event. A Soldier scoring a 181 has technically exceeded the standard,

but that may not be the way a rater sees it. Maybe to that rater, a score of 180 to 240 is ‘meeting the standard,’ 241 to 270 is ‘exceeding the standard,’ and a 270 with 90 in each event is ‘far exceeding the standard.’ This standard needs to be established and communicated to rated personnel.” The final key take away is the importance of counseling. On the old evaluation system there is a block for quarterly counseling dates but no way to track if counseling had been done. Under the new system, raters are held accountable by senior raters through the Evaluation Reporting System. “The days of just throwing counseling dates into an NCOER are over,” Marrill tells his class. “Each quarterly rater counseling goes into the ERS and can be seen by the senior rater. Every rater should be counseling their NCOs — this just makes it official.” As Marrill concluded his class, the newly instructed leaders discussed what they had learned. “There are several benefits to the new NCOER, and it mirrors several aspects of the Officer Evaluation Report,” said Capt. Edwin J. Gonzalez, 19th BCD air defense officer. “As the Army is in a state of downsizing, it is important we recognize the achievements of outstanding NCOs. This evaluation system ensures those high achievers really stand out above the rest.” The leaders also commented on the class. “The instructor (Marrill) is very knowledgeable, and he maintained the attention of the entire class,” Gonzalez said. “He did a great job, and I think everyone in attendance received valuable information on the new rating system.”

Buying, selling used cars in Germany by Joerg Moddelmog Kaiserslautern Legal Services Center If you’re thinking about buying a used car downtown, or you are about to sell your car to a fellow service member, then it may be interesting to know that in both cases the sale or purchase is subject to German law. Therefore, it is good to know what host nation laws say on the subject of warranties and defects. Even though verbal contracts are valid and fully enforceable in Germany, only a written agreement enables you to adequately prove the terms of the agreement and clarify each other’s obligations under it. All terms should be reduced to writing and signed by the parties because written contracts are presumed to be correct, complete and without binding oral or side agreements. The buyer should have the car thoroughly checked out and tested before the sale is

concluded. The car should be inspected by a trustworthy, independent third party such as a car garage. Passing inspection is hardly enough proof that the car will remain a reliable one since it does not say anything about the real condition of the car. It just shows the car is doing fine at that moment. A clause like “inspection guaranteed” means only the seller has the duty and the right to place the car into such a condition so that it passes inspection. Normal wear and tear usually does not constitute a legally relevant defect even if it impairs the functioning of a used car, unless the buyer demanded a clear, concrete and binding representation from the seller to the contrary. Therefore, the buyer should ask the seller for specific assurances, express warranties or guarantees if a certain condition is important to him or her. It should be put down in writing.

In Germany, the average total life span of a car is 10 years. After eight years, rust is a significant danger for almost every car in Germany and is therefore considered to be normal wear and tear. When buying a new car from a dealership, the warranty period is two years. It is reduced to one year if you buy a used car from a dealer. Only when buying from a private person can the warranty be excluded completely

by terms like “as is,” “with all faults” or “Gekauft wie gesehen,” bought as inspected. It is also important to verify the seller’s name on the bill of sale and to keep a copy of the power of attorney if the seller is selling on behalf of another person. nnweiler, located below Trifels Castle, will honor Richard the Lionheart of Brittany with a Richard-Loewenherz-Fest, Richard Lionheart fest, today through Sunday. The English king, Richard the Lionheart, was a prisoner at Trifels Castle in Annweiler from 1193 to 1194. German Emperor Heinrich VI captured him on his way back from the Holy Land. Richard had to stay in prison until the English paid an incredibly high ransom. Trifels Castle still houses imitations of the former imperial insignia, crown, orb and scepter today. The medieval fest will feature a medieval market, a Viking and knight’s camp, vendors, jugglers, children’s activities and musical presentations in the historical part of Annweiler. Market activities with more than 80 stands in the streets will take place from 7 p.m. to midnight today. Vendors will sell clothes, glass and leather items, pottery, jewelry, swords, soap and spices. Craftsmen such as a turner, potter, goldsmith, stonecutter, glassblower, broommaker, weaver and tailor will demonstrate former skills. CaP, from Page 6

“The motivations they have once they go through the first formations, drill practices or even the physical training — it seems to inhabit a life of its own,” Parsons said. While cadets were training, the senior officers began notic-

ing certain trainees becoming more active leaders amongst their peers and trying to help other cadets adjust. “The biggest aspect of this program is that it is cadetled,” Parsons said. “They’re the ones who help plan events

and execute them. They figure out how to control the environment and impact others along the way.” The training camp was designed to develop cadets into disciplined, mature young adults.

Douglas MacArthur,” Beckworth said. “MacArthur and the U.S. Ambassador were there when Syngman Rhee became the first president of South Korea.” Beckworth transferred to Yokohama, Japan, in August 1948 to work with the 8th Army Signal Command. “It was a peaceful time — the Japanese were very friendly,” he said. While in Japan, Beckworth said he was “privileged” to be present for the Independence Day Parade held July 4, 1949 at Independence Palace Plaza in Tokyo. Some 40,000 troops, he said, participated including personnel from the 1st Cavalry Division, the 11th Airborne Division and his unit, the 8th Army Special Troops. “I’ll never forget that day,” Beckworth said. “I once again saw Gen. MacArthur — this time he had his pipe, his limo and his own honor guard. I had a direct line of sight to the general as he viewed the troops. I was within 50 yards of him when he was on the reviewing stand. It was such a thrill to be so close to him.” In April of 1950, just prior to the outbreak of the Korean War, Beckworth returned to San Francisco, re-enlisted and went to Fort. Bragg, N.C. That July, he requested reassignment to Germany and in November was assigned to ROB, then known as Rhine Ordnance Depot. Beckworth worked at ROD through the winter of 1951. Driving through ROB some 64 years later, Beckworth commented that it looked quite different than he remembered. “When I was here in the 1950s, there were two fenc-

Kaiserslautern American es surrounding the entire perimeter of the depot, and in between the fences there were Army guard dogs for additional security,” Beckworth said. “Also, all of the buildings were prefabricated — not permanent. In fact, there weren’t enough barracks to house us back then so we lived in tents.” In January 1951, the Army tasked Beckworth’s unit with establishing Panzer Kaserne. “At that time in history, everything west of the Rhine was still occupied by the French,” he said. “All of the kasernes in this area had also recently been under French control. This was the beginning of what would be known as ‘Rhine Military Post.’” On Panzer, Beckworth continued his career in military personnel. His office was located in Bldg. 3001. The first two floors of Bldg. 3002 housed the Women’s Army Corps Detachment, the WACS. Beckworth had a number of WACS working for him in personnel. Beckworth stayed in Germany until April 1953. On Dec. 31, 1952, he married his wife, Erna, a German citizen and resident from Landau, Germany, at the Lutheran Church in Kaiserslautern. In April 1953, Beckworth and his bride transferred to 3rd Infantry Division headquarters in Atlanta. He worked as an information and education adviser with the 3rd ID troops who were returning from the Korean War. He then was assigned to artillery in Fort Sill, Okla., for a year and a half. Beckworth then changed course and went to Officer Candidate School in Fort Benning, Ga. He was commissioned as a second lieutenant in December 1955. Beckworth helped train

troops until February 1958, then deployed with the 3rd ID back to Germany. They were replacing the 10th Infantry Division in areas around Würzburg and Bamberg. “Incidentally, the 1st infantry occupied the road from Nürnberg to Grafenwoehr,” Beckworth said. “They painted spades on the rocks alongside of the road to let everyone know they were there. You can still see some of the spades on that road today.” In 1959, the Air Force requested the help of the 3rd ID to train pilots in escape and evasion techniques. “We set up a dungeon on base and ‘captured’ the pilots,” Beckworth said. “If they were a little ornery, we would put them in the dungeon and take their clothes away for the night. They weren’t so ornery when the morning came.” Beckworth and the 3rd ID stayed in Germany until the Berlin Wall went up in September 1961. “When the wall went up,

the 7th Army had to go to their war positions in case the East Germans, the Russians and the other Warsaw Pact countries decided to make a move to the west,” he said. “All of our families were prepared to evacuate to France in case the U.S. had to go to war. We remained ‘on the ready’ for two weeks. “Also during this time the autobahn leading into East Germany was closed,” Beckworth continued. “The U.S. Army sent a battle group to break up the roadblock.” In 1963, Beckworth attended Intelligence School in Fort Hollisberg, Md. He then attended the Defense Language Institute, Foreign Language Center in Monterey, Calif., to learn Vietnamese. He also worked stateside during the war. From March 1964 through September 1965 he was stationed in St. Louis, Mo., as the logistics commander for Army Aviation Command. He was the chief of the “Red Ball Express.”

“We had a hotline from Saigon to St. Louis to send airplane and helicopter parts to Vietnam,” he said. “We had that line available 24/7, and we were able to get any part on a ‘lowboy’ to Travis Air Force Base within 24 hours.” In 1965, Beckworth again attended DLIFLC, this time learning the Thai language. He then went to Washington and worked for the Military Materiel Advisory Program, then returned to Vietnam for his third and last tour, during which he served as a Vietnamese/Thai liaison officer. Beckworth retired in 1972 after 25 years of serving his country. During his quartercentury of service, he earned two Bronze Stars, two Army Commendation Medals and a Joint Service Commendation Medal. “I am proud and honored to have served in the U.S. Army,” Beckworth said. “I certainly have a lifetime of memories to reflect upon.”

he Gartenschau Kaiserslautern will celebrate its annual summer night fest Saturday. Starting at 6 p.m., the whole park will turn into fest grounds presenting musicians, a light show with fire and food specialties. Bands will perform on stages near the entrance, on Kaiserberg hill and in Neumühlepark. Children will have entertainment as well, including the adventure playgrounds

and the dinosaurs. The duet Adams Apfel from Pirmasens with singer Evelyn Hollerith and guitar player Marko Burkhart will present unique songs starting at 6:30 p.m. on the open-air stage in Neumühlepark. At 8 p.m., the band Groovin Affairs will follow with their entertaining show performing funk, soul, rock and pop music. The regionally renowned duet Nimm Zwei with pianist Peter Klein and singer Timo Holstein will present popular songs from the past 40 years. The duet will begin performing classic

piano, pop and swing songs at 10:45 p.m. on Kaiserberg hill. The Metamorphosis of Lights, a light show, will also begin at 10:45 p.m. on the open-air stage. new study shows that frequent reading, playing electronic devices or sitting too close to the TV may not bring on nearsightedness after all. Having one eye exam before first grade could help predict whether your child will need glasses by the eighth grade. Parents may wonder whether or not their preschooler has a vision problem or when they should schedule their child’s first eye exam. Eye exams for children are extremely important — 5 to 10 percent of preschoolers and 25 per-

cent of school-aged children have vision problems. Early identification of a child’s vision problem can be crucial to effective and more responsive treatment. According to the American Optometric Association, infants should have their first comprehensive eye exam at 6 months of age with additional eye exams at age 3 as well as before the first grade around ages 5 or 6. This information is confirmed in the results from a 20-year study conducted by the National Eye Institute, that measuring children’s refractive error as early as age 6 could help predict those who will become nearsighted

by the eighth grade. The results pointed out that parents should be screening their children in order to evaluate whether they have more or less farsightedness. Children who will grow up with normal vision are actually slightly farsighted once they have reached the first grade. Dwell time, PT exemptions for new AF mothers increase by Secretary of the Air Force Public Affairs WASHINGTON — The six-month deferment for female Airmen to accomplish their fitness assessments following childbirth will be increased to 12 months to align with recent changes to the deployment deferments, Air Force officials announced July 14. The deployment deferment policy, as part of the Air Force’s 2015 Diversity and Inclusion initiatives, increases the deferment from deployment, short tour or dependent-restricted assignment, and temporary duty to one year unless waived by the service member.

“The goal is to alleviate the strain on some of our talented Airmen who choose to leave the Air Force as they struggle to balance deployments and family issues, and this is especially true soon after childbirth,” said Secretary of the Air Force Deborah Lee James. The one-year deferment applies to female Airmen who gave birth on or after the effective date of March 6 to provide predictability with minimal disruption to Airmen and the deployment process. As dwell times for deployment, permanent change of station and TDY increase, so too will the exemption from the current fitness assessment for female Airmen following

The Air Force continues to research opportunities, in conjunction with the Department of Defense, to extend the maternity and convalescent leave period similar to the recent changes announced by the Secretary of the Navy. Airmen currently receive six weeks, 42 days, of maternity leave in line with the DOD policy. By direction of the president, federal agencies can advance up to six weeks of paid sick leave to federal employees with a new child. “We want to make sure we develop an equitable policy that supports all of our Airmen and also maintains the ability to execute our mission,” James said.

Fitness center improvements

Over the last two months, a new system and its associated hardware were installed to enable 24/7 access to Vogelweh Fitness Center. Another major project to ensure the safety of customers will be a four-month fire detection installation project starting Monday. Though the scope of the project is large, the facility will stay open. The VFC has partnered with the 86th Civil Engineer Squadron to design a phased approach to the project, allowing to keep half of the gym floor open. Despite the decrease in space, they will reposition equipment along the gym floor so customers will still be able to complete their workout. Portions of the project require closing the locker rooms, therefore, customers will have to find an alternate shower plan such as their home, dorm or lodging. Additionally, new resistance and cardio equipment is on order for all three fitness centers run by the 786th Force Support Squadron. The northside and southside fitness centers on Ramstein will see new equipment including resistance/pulley training equipment installed in the parent-child rooms.
