With no time lost the barbell is jerked up once more for another repetition. Thirty-six warrior Airmen from the 86th Airlift Wing, 435th Air Ground Operations Wing, and U.S. Air Forces in Europe headquarters broke into teams to complete a grueling Explosive Ordnance Disposal Fallen Warrior Workout known as “Tripwire” at the 435th Security Forces Squadron’s gym on Ramstein Air Base, Jan. 5. “This workout is in honor of Tech. In awe of human potential: SERE psychologist shares experiences Story and photo by Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs “Humans are very resilient,” said the red-haired, uniformed woman. “People are a lot stronger than they think they are, and have the capacity to endure horrific circumstances through the sheer will to survive.” Maj. Neysa Etienne has seen people endure some of the worst situations. She is the 86th Medical Squadron,

Clinical Medicine flight commander and primary Survival, Evasion, Resistance, and Escape psychologist for U.S. Air Forces in Europe and U.S. European Command. Etienne has been helping to repatriate victims of isolation for the past two years. “I’ve worked with individuals held captive from five-and-a-half years, to 8 years, including children born into captivity,” Etienne said. “Since 2015, there have been 21 individuals who came through Germany from these

types of situations.” She paused and chose her words carefully. “They’ve been pretty severe situations.” Examples of the kind of isolating situations Etienne’s returnees endure include terror networks taking individuals captive, or a helicopter going down in a remote or hostile location. Etienne joined the military as a licensed clinical professional. Before that, she worked for the Department of Corrections and the Department of Veteran’s Affairs, but she always

wanted to be part of the Department of Defense. Currently stationed at Landstuhl Regional Medical Center, Etienne works with both U.S. and allied partner nation active duty members and civilians. She recently received the Department of Defense-wide Allied Health Leadership Excellence Award for senior clinician of the year. She also works with NATO partSee HUMAN POTENTIAL, Page 2

Both the personnel recovery and medical communities often invite her to speak and share these extensive experiences. Etienne’s passion for helping service members perform to the best of their ability began with an experience she had at a younger age. “When I was about 10 years old I found a box in the attic,” Etienne said. ”I brought it to my bedroom. It was full of war paraphernalia, pictures, and an old uniform.” Etienne’s father had been a combat vet in Vietnam, but she never even knew he was in the military. “When my dad came home from work and saw what I had found it looked like he’d seen a ghost,” Etienne said. “That started a dialogue between my father and me. It opened up a whole world for both of us because he’d never talked about his experiences in the military or in combat.” As a child, Etienne listened to her father’s many stories about his time at war, and a whole new world of his history opened up to her. “I think that significantly impacted me at an early age,” Etienne said. “It helped me learn about my dad and understand his behavior a little bit better.” In the months and years that followed, Etienne watched her father start to re-engage and make contact with his former Army friends. He also started to attend reunions. “What I got to see in my own home, was a transformation as a result of my dad telling his story,” Etienne said. “People coming out of captivity have a story to tell, and part of my role is to help them tell that story.” Even after practicing psychology in the civilian sector for years,

Etienne retained a desire to work in a military setting because of her connection to her father. She achieved her desires, and says she is now privileged to work with some of the world’s most experienced military medical professionals. Her time at LRMC has led Etienne to some one of the most significant cases to date. “Oftentimes, depending on the length of captivity, victims may have had very little human contact and after years of isolation and abuse people may struggle with human interaction,” Etienne said. “Upon reception, individuals will often be in a state of shock.” Etienne explained that building rapport and establishing trust are key to helping people start communicating about what they have endured. “Before these missions are over, we often witness some amazing transformations,” Etienne said. “Watching people walk off the unit on their own, engage in conversations, and reconnect with what is meaningful in their life is a tremendous honor and privilege. Sometimes, at the beginning of a mission, people are skeptical about what we will be able to accomplish because of the severity, but time and again, our team has witnessed radical changes and observed first-hand proof of exceptional, human resiliency.” Etienne said that the missions may last one to three weeks. The medical team essentially works round the clock to help reestablish predictability and control and empower the returnee as they regain ownership of their life and freedom. “Sometimes it almost feels as if we are rebuilding a human,” Etienne said. The team also spends a significant amount of time with the returnees in debriefing and decompression activities, providing an ideal environment for them to tell their story. Etienne said that witnessing these recoveries has been among the most meaningful experiences of her career

and increased her understanding of human capacity. Perhaps one of the reasons Etienne believes so strongly in resiliency is because she had to find her own while accomplishing SERE Level C training, the most intense SERE training available. It pushes participants to their limits as they endure austere environments and simulated captivity. “Sometimes people in the class are surprised at themselves at how resourceful they became in those situations, and the different ways that they can mark time,” Etienne

recalled. “What we know from history, research and many of these recent, real-world recoveries is that maintaining a hope, keeping faith in something or someone, and establishing a sense of meaning and purpose tend to be positive indicators for a more rapid recovery post isolation.” Etienne reflected further on her experiences. “I think so many of us sell ourselves short,” Etienne said. “I often stand in awe at human potential: what people are capable of doing, creating and achieving.”

USAF depends on Foreign Area Officers to strengthen security cooperation by the International Affairs Specialist Team, Secretary of the Air Force International Affairs WASHINGTON — The Department of Defense and the Air Force have placed renewed emphasis on professionalizing the security cooperation enterprise, as indicated in the National Defense Authorization Act for Fiscal Year 2017. This decision highlights defense leadership’s resolve to more effectively build alliances with international partners. In his October letter to the Armed Forces, Defense Secretary James Mattis underlined strengthening alliances and attracting new partners as key Defense Department priorities. U.S. Air Force Secretary Heather Wilson reiterated this importance in her July 2017 statement on Air Force priorities. These partnerships would not be possible without the unique skillsets of International Airmen, such as Foreign Area Officers. Their language skills, cultural experiences, and advanced education are critical enablers for the Air Force, ensuring access and interoperability with capable partners abroad. Due to the strategic significance of these positions, it is imperative that core AFSC development teams vector highly competitive, top-quality Airmen to these programs. Officers in these positions require the ability to effectively communicate and engage global partners as diplomatic representatives of the Air Force, the Department of Defense, and the United

States — a skill that is not innate to every Airman. “This development opportunity is designed to create and sustain a cadre of officers with in-depth regional expertise. FAOs maintain a profound understanding of culture, language, politics, geography and socio-economic factors in their region of expertise,” said, Maj. Matthew Stines, Chief of International Affairs Specialist Strategy and Policy. Because the Air Force runs a dual-track FAO career field, with officers alternating between FAO assignments and those in their primary career fields, FAOs maintain currency and competency in their core career fields while developing regional expertise as a FAO. In terms of promotion and career development, FAO positions are almost always positions of high-visibility, such as defense attachés, security cooperation officers, or staff members at the Office of the Secretary of Defense, Joint Chiefs of Staff, Headquarters Air Force, combatant commands, or Air Components, which increases their opportunities for recognition by senior leaders. The FAO program is not new to the Air Force. Formerly known as the Regional Affairs Strategist program, the FAO program deliberately develops Airmen with expertise in international affairs by enrolling them in intensive foreign language courses as well as regionallyfocused Master’s degree programs. In addition to classroom instruction, the Air Force funds hands-on training abroad, where officers

can gain strategic experience in the region where they will be deployed to. These officers may be aligned to any of the regions that correspond to the five geographic combatant commands. “For example, a PACOM FAO may be sent to learn Japanese for a year, earn a Master’s at the Naval Postgraduate School in East Asian security affairs, and spend several months in Japan, South Korea, and Vietnam for cultural immersion and strategic engagement,” said Lt. Col. David Huxsoll, Chief of the International Affairs Specialist office, which manages the FAO program. “As relatively junior officers, FAOs will get the opportunity to serve in very demanding and high-visibility positions. Sometimes they are the single Air Force or Department of Defense representative to a partner nation or on a Joint or Interagency staff, which is a huge responsibility.” Air Force FAOs are also accessioned from prestigious fellowships such

as the Olmsted Scholar Program and the Mansfield Fellowship Program. These top-tier students add value to the already esteemed pool of FAO selectees. Additionally, Airmen with significant experience in security cooperation positions may apply for direct utilization certification. Interested Airmen indicate their desire to become FAOs on their Airmen Development Plan. The July 2017 change from RAS to FAO has made the Air Force program consistent with joint community terminology and implements some of the lessons learned from the program’s 10 years of existence. “The RAS designation was conceived when the program started in 2005 to purposely differentiate it from the previous Air Force FAO program that lacked adequate resourcing, program management, or focused development of its officers,” explains Mr. Mike Nolta, Acting Chief of the International Airmen Division, which manages the FAO program through the IAS office.

Despite significant improvements made by the RAS program, the career field’s unique name caused confusion among the Services and within the Air Force. The term RAS was often conflicted with another program in the IAS office, the PAS program; while these programs have similar names, they have discrete requirements for certification and lead to very distinct career paths. This change makes the Air Force’s FAO program consistent with all other Defense Department counterparts’ career fields. FAOs bring with them unique skills, experience and expertise which should be leveraged and utilized by Core AFSCs when these officers return for assignment to their Core. For FAOs in particular, DTs must ensure that quality officers continue to remain viable and competitive for promotion in their primary AFSC and are provided the same assignment and development opportunities afforded to all officers within their career fields.

Customers should understand with the new process, waiting times may be longer than usual. The VCC changed its operating hours. It opens at 6 a.m. and closes at 10 p.m., seven days a week. After hours, customers may still sign in guests at the west gate. The sponsor must be registered in IACS to sign in visitors. Furthermore, ID card holders who forget their ID may also be searched in IACS and be granted base access. New office hours The German Legal office is operating under new customer service hours until March 5 as follows: 11:30 a.m. to 3:30 p.m. Mondays and Wednesdays; 8 a.m. to noon Tuesdays and Thursdays, and Closed Fridays. Small base, big mission: Morón Air Base enables the fight

Senior Airman Elizabeth Baker 86th Airlift Wing Public Affairs MORÓN AIR BASE, Spain — In Sevilla, Spain, a small base is operating with a big mission: supporting military aircraft and personnel during contingencies so they can reach their destinations within Africa, Europe, and the Middle East. Morón Air Base is a special, flexible base which expands from a skeleton crew to fully-manned in order to support contingency operations whenever needed. The 496th Air Base Squadron is a geographically separated unit under the 86th Operations Group at Ramstein Air Base. The 496th works as a team to support refueling tankers, along with all the personnel and cargo that come with them. Those tankers fuel fighter aircraft so they can reach their final destinations. “We’re setting up an air bridge,”

said Tech. Sgt. Justin Hairston, Air Base Logistics Flight Small Air Terminal manager. “There’s fighting going on and those personnel need close air support from aircraft. That’s directly what we’re supporting here.” Tankers come with maintenance teams, cargo, and other support personnel. When a contingency arises, the men and women of Morón jump into action to support the aircraft and personnel who respond. “We have to feed and house all those people,” Hairston said. “They need email and communication so they can do their job, and we provide that. Depending on what we’re supporting, we can go from limited hours to 24-hour operations; essentially we go from being here to keep the lights on to full contingency operations.” Hairston explained how Morón is uniquely suitable for its supportive task.

“We’re close to Africa and Europe,” Hairston said. “That gives us rapid mobility, meaning we can get people to different areas of responsibility quickly.” While other bases are capable of receiving aircraft and personnel, Hairston said those other bases have limited space and other priorities to focus on. “Here on Morón we have a lot of open space,” Hairston said. “In fact, we have the largest runway within United States Air Forces in Europe. We’re flexible.” Hairston explained that it takes no small effort to perform Morón’s mission. “It takes about seven mini miracles to successfully support a group of airplanes and everything associated with them,” Hairston said. “It takes the ability to manage chaos. We’ve got the services team to receive them, the communica-

tion flight to take care of anyone who sends an email or communicates with the tower or an aircraft by radio, and the logistics flight to download and upload aircraft cargo. Everyone makes sure everyone’s supported. It takes that community to get it done.” Morón’s personnel make global impact with their efforts. They enable missions such as the ongoing Operation Juniper Micron, in which the U.S. supports French efforts to combat terrorism in Mali. There are also U.S. efforts against militant groups like Boko Haram, an extremist Islamic organization which committed such crimes as kidnapping 276 female students. Other operations they have supported include Freedom’s Sentinel and Inherent Resolve, and the fight against ISIS continues. Throughout all these efforts, Morón is standing by and ready to support.

Medically ready to be mission ready by Shireen Bedi Air Force Surgeon General Public Affairs FALLS CHURCH, Va. — From periodic health assessments to regular dental exams, every Airman should know the importance of maintaining their Individual Medical Readiness at all times. What many may not realize is that medical readiness is a multi-layered, collaborative approach among many Air Force Medical Service teams to ensure each Airman has met the requirements to deploy. “Medical readiness is a collaborative effort between medics who see Airmen at the military treatment facilities, the immunization clinic, the pharmacy, as well as the Public Health branch that manages medical readiness rates, as well as other AFMS departments” said Lt. Col. Marie McIntee, Chief of Physical Standards Development for the AFMS. “It is a whole group of people that work together to get Airmen medically ready to deploy.” Maintaining IMR and being medically cleared for deployment are two key components to medical readiness. “The IMR program is a commander’s program,” said Col. medical equipment such as prescription gas mask inserts. IMR status functions as a baseline assessment of an Airman’s medical readiness record and medical conditions. These assessments help address any potential conditions that could affect an Airman’s ability to complete their mission or deploy. In addition to IMR, the Public Health branch manages all the additional requirements that Airmen might need to deploy. This includes health threat briefings on any potential hazards in the area of operations, special immunizations, and guidance on illness prevention. “Through our deployment medical clearance database, Public Health serves as the final check point to make sure Airmen have what they need medically before they are deployed,” said Mullins. All Airmen must also meet basic physical and medical standards to

ensure they are healthy enough to serve and to perform their duties, whether that is in home station or deployed to an austere environment. The AFMS Flight and Operational Medicine team establish these standards. “It all starts with what are the standards an individual needs to meet in order to serve in the U.S. Air Force,” explained McIntee. “We want everyone to be deployable and healthy enough to do their job, so we do not accept people who do not meet certain, baseline conditions.” Flight and Operational Medicine teams also set the standards Airmen must meet to perform special duties. Some deployment-specific requirements go beyond IMR, and are specific to geographical location. These come into play prior to deployment and are not part of the in-garrison IMR.

“If an Airman is tagged to deploy to an area where there is a risk of Yellow Fever, then we would require them to get additional immunizations,” said McIntee. “We set these requirements not only to ensure the safety of Airmen, but also to ensure that the unit remains effective in executing the mission.” Public Health and the Flight and Operational Medicine teams rely on various medical professionals who work to maintain Airmen’s medical readiness and work together to fulfill those requirements. “When you have a whole squadron that is tagged to deploy, you need to make sure the military treatment facilities are able to meet the requirements to ensure each Airman’s readiness,” said McIntee. “You need to make sure that the pharmacy is able to meet any prescription demands, that MTFs are able to complete any missing health assessments, and Airmen are up to date on their eye exams so they are able to receive the necessary gas mask inserts. Logistically, there is a lot to consider for medical readiness.” While there are many components to medical readiness, setting baseline medical standards and monitoring IMR are integral in ensuring a unit has the capability to perform their mission and to ensure that the Airmen in that unit are ready to deploy. “It is vital that all Airmen keep their IMR up, so there is less work to be done to get them ready to deploy,” explained McIntee. “The theory is that if we keep our Airmen ready in-garrison, then we are always able to execute the mission when called on.”

The Ramstein and Vogelweh fitness centers annual Biggest Loser program is scheduled to begin Jan. 20 at the Southside fitness center on Ramstein Air Base. “The overall goal of our Biggest Loser program is to get people to become active and provide different avenues to explore fitness,” said Summer Whisennand, Ramstein and Vogelweh fitness center program manager. The KMC fitness centers implemented this fitness program in 2009. It’s important for the KMC community to be active and make healthy choices, said Whisennand.

Registration began Dec. 16 and ends today. The fee for each participant is $20 and the first official weigh-in is Tuesday. “Throughout 10 weeks, participants will take part in a variety of group fitness classes,” said Whisennand. “Participants will earn points through fitness sessions, weight loss percentages and involvement with health promotion classes.” Whomever has the most points by April 13 will win a prize for being the biggest loser, said Whisennand. There will be a male and female winner. The Biggest Loser is open to anyone in good health, military or dependent. Participants can also go to the Northside fitness center on Ramstein, as well as any of the Vogelweh centers to participate.

Wing command chief. “On Jan. 5, 2012, all three EOD technicians were killed while conducting combat operations in the Helmand Province, Afghanistan, when their vehicle was struck by an improvised explosive device while on route clearance patrol.” The workout, “Tripwire,” consists of a 1-mile run, 180 reps of bench press, 180 reps of push press, 180 reps of high pull, and a final 1-mile run, all of which is completed by a team of three Airmen. Many aspects of the workout are drawn from the type of mission Team Tripwire would routinely run while downrange. “Route clearances can cover many miles and are typically ‘outand-back’ missions beginning and ending in the same position,” said Tempel. “The workout opens with a 1-mile run to signify the travel required for the operations EOD teams conduct. There are typically three personnel assigned to an EOD team. As teams work together to complete the necessary repetitions of the three exercises, it symbolizes the teamwork required to neutralize IEDS. The workout ends with another 1-mile run, again signifying the distances covered during the mission as well as Team Tripwire’s final journey home.”

January 12, 2018 Tempel, a former EOD Airman, found the event to be a perfect way to accentuate critical aspects of being a service member. “Fallen Defender workouts are a 435th Security Forces Squadron tradition and attending these events inspired a joint SFS/EOD workout in honor of Team Tripwire,” said Tempel. “Hero workouts are always special, team-oriented events. They bring us together as a unit while underscoring the importance of heritage and legacy. This event was particularly special in that we had some important guests: Candice White, the sister of Bell, and her husband, Chris White. Chris was the roommate of Bell during EOD school and fast became friends. Candice met her husband through his friendship with her brother, Bryan. Both are active-duty Airmen assigned to Ramstein, and when I learned that they were here I was very excited to make them a part of this day.” Before the workout began, Staff Sgt. Candice White, USAFE/HQ protocol technician, spoke to the participants and expressed her gratitude. “I want to thank everyone for coming out and participating in this workout,” said White. “This is important because it is honoring all who have fallen and keeps them alive in our memories.”

Put chicken in a pot with cold water. Heat it slowly. Remove the foam on the top after it starts to simmer. When there is no more foam, add vegetables and season to taste. Reduce the heat to simmer for 1.5 hours. Make sure that the chicken remains covered with liquid for the entire time. Take chicken out and put in cold water to cool it down. Remove the skin and debone the chicken. Remove the vegetables from the broth so that you have a clear chicken broth. • • • • • • • • • •

2 tablespoons flour 2 tablespoons margarine ¼ cup white wine 1 cup milk 8-10 cups of chicken broth Chicken meat diced 3 cups of sliced fresh mushrooms 1 cup heavy cream 2 egg yolks Salt and Ground White Pepper for seasoning

To make the roux, melt 1 ½ tablespoons margarine in a pot, careful not to overheat. Add the flour, reducing the heat to a minimum while constantly stirring. The longer you gently roast the flour on low heat the less time you will need for the soup to simmer to remove the flour taste in the soup. Add milk and white wine, stirring constantly. The goal is to get the least amount of flour crumbs as possible. Add chicken broth. Bring to boil, stirring constantly. After it has come to a boil, reduce heat to medium, continuing to stir constantly. This will prevent the soup from sticking to the bottom of the pot. Let simmer for 20-25 minutes, stirring constantly. In a second pot, melt ½ tablespoon margarine. Add mushrooms, stirring until there is no more liquid in the pot. Take a fine strainer and strain the soup into the mushroom pot. Bring to boil. Season to taste. Add the chicken meat. Gently whisk the heavy cream with the two egg yolks in a bowl. Take the soup off the stove. Let it sit for 2-3 minutes. Then gently fold the egg and cream mixture into the soup. The soup should not come to a boil again at this point. A glass of Silvaner or Riesling will be nice with this soup. If you prefer Italian wines, a Pinot Grigio or Lugana would complement this soup very nicely.

by Margaret Cayce Kaiserslautern High School Public Affairs Intern When Senior Airman Yumi Podjuban, 86th Operations Support Squadron intelligence analyst, joined the Air Force she knew nothing about the honor guard, but gravitated toward the special duty because she felt it was a good way to give back. Overseas, the honor guard program is comprised solely of volunteers, and joining is easier than one thinks, said Podjuban. Staff Sgt. Terry Cooper, 786th Force Support Squadron Ramstein Honor Guard noncommissioned officer in charge said: “The honor guard is a great volunteer opportunity for up-and-coming NCOs.”

Candidates must have a good physical and work performance track record. Preferred candidates have not received any Letters of Counseling, or Letters of Reprimand, but service members may be accepted into the honor guard on a probationary basis. Podjuban remembers her first month in the honor guard as the most difficult. She had to learn new methods of flag and rifle movement. The differences between certain details proved difficult, but not impossible. As things became second-nature in the following months, the honor guard became an enriching experience. The Ramstein Honor Guard provides an opportunity for service

members to learn discipline, pay their respects to others, and hone leadership skills. Podjuban learned many things from her experience in the honor guard, including learning how to teach others, organizing her time, and communicating effectively. The most rewarding part of the honor guard is paying respect to those retiring f rom their career or fallen military members, said Podjuban. “Knowing that someone is retired, (and) getting paid the respect they deserve, or knowing that at a funeral you are paying your respect for their service,” she added. The honor guard is a one-year commitment, cemented by a contract signed by both the service

member and their leadership. Attending practice on Tuesday and Thursday at the honor guard hangar each week is mandatory. After successfully completing an evaluation, which includes perfectly reciting the honor guard charge, members receive the honor guard badge, colloquially known as “the cookie.” Following this process, positions in details will be filled in based on schedules. The most important part of participating in a detail is ensuring “everything goes off without a hitch,” said Podjuban. US, coalition forces ready to ensure the enduring defeat of ISIS in 2018 by Combined Joint Task Force Operation Inherent Resolve SOUTHWEST ASIA — Today, the 70 nations and four organizations that comprise the coalition that is dedicated to the defeat of the Islamic State of Iraq and Syria reflect on progress made in 2017 and look forward to 2018, Combined Joint Task Force Operation Inherent Resolve officials reported Monday. The defeat-ISIS campaign, which commenced in 2014, achieved its most significant progress in 2017 as key cities in Iraq and Syria, including Mosul, Hawijah, Qaim, Tal Afar, Raqqa and Tabqah, were systematically liberated from ISIS’ so-called caliphate, officials said. During 2017, over 61,500 square kilometers of territory was liberated from ISIS across Iraq and Syria, meaning “more than 98 percent of the land once claimed by the terrorist group has been returned to the people,” said Army Lt. Gen. Paul E. Funk II, commanding general of Combined Joint Task Force Operation Inherent Resolve. Liberation of millions More than 4.5 million people were liberated from ISIS oppression in 2017, said Funk, who added this represents a “remarkable achievement by our partners leading to [the liberation

of ] a grand total of 7.7 million people over the three years of Operation Inherent Resolve.” The coalition began 2017 with 67 member organizations, and concluded the year with 74, Funk said. This, he said, indicates that the international resolve to defeat ISIS is “stronger than ever, and we will continue our efforts to prevent the resurgence of this perverse ideology.” However, ISIS’ “repressive ideology continues,” the general said. And, he added, the conditions remain present for ISIS to return. “Only through coalition and international efforts can the defeat [of ISIS] become permanent,” Funk said. Looking to future success The coalition looks forward to further success in 2018, and those who made the ultimate sacrifice in the global effort to defeat ISIS in 2017 will be remembered, officials said. This includes hundreds of brave Iraqis and Syrians who gave their lives for their nations, service members from coalition nations and the many innocent Iraqis and Syrians who have died as a result of ISIS’ terrorism, officials said. As 2018 begins, the Iraqi government looks forward to continuing to help its people rebuild after the nation’s complete liberation from ISIS, officials said. Building on these accomplishments, the coalition’s efforts are refocusing on supporting the international community’s whole-of-government efforts to prevent the re-emergence of ideology-based terrorism and to assist partners in bolstering security that will enable stability in the region and around the world, officials said. future success of non-military activity will be decisive in the defeat of ISIS, officials said. Continued training The coalition’s contribution will be largely through continued training of Iraqi security forces and the Syrian Democratic Forces, who will provide security for their people and their national borders, officials said. The coalition will build on the training that has already been delivered to over 126,500 Iraqis and more than 12,500 Syrians to date, officials added. “Support from the international community is vital to the defeat of ISIS and achievement of stability in the region,” said British army Maj. Gen. Felix Gedney, deputy commander of strategy and support for CJTFOIR. Despite a string of successes by ISF and SDF, much work remains to ensure the enduring defeat of ISIS, officials said. The terrorist group is still attempting to establish regional networks and remains a regional and global threat through its ability to organize or inspire acts of violence against innocent people around the world, officials added. Coalition officials urge international governments and nongovernmental organizations to answer the call of the Iraqi and Syrian people to build conditions that prevent the reemergence of violent extremism, so that the people of Iraq and Syria can be permanently freed from the horrors of ISIS.

Germany celebrates ‘crazy’ season: Fasching by Petra Lessoing 86th Airlift Wing Public Affairs This is the time when certain areas in Germany celebrate their “fifth season,” also known as the crazy season. Depending on the region, it is called Fastnacht, Fasching or Karneval. Here, in the Pfalz region it’s called “Fassenacht” or “Fastnacht,” in Bavaria it’s “Fasching” and in the Cologne area it’s “Karneval.” Fasching officially begins 11:11 a.m. on the 11th day of the 11th month. Carnival clubs and associations start preparations for all kinds of events including parades taking place during the fifth season, which always ends Ash Wednesday, which this year is Feb. 14. Carnival clubs are represented by a Fastnacht princess or prince. Every year, a new princess or prince is elected and usually is crowned the night of New Year’s Eve or around that day. Traditionally, the mayor hands them the keys to the city and thus the executive power. Fasching celebrations officially can start now. Events such as a “Maskenball” (masquerade ball), “Faschingstanz” (Fasching dance), or “Prunksitzung” (pomp session) will get

announced on signs, posters, or in advertisements in newspapers. There are parties, dances, funny speeches and parades. It’s a time for being crazy and wild, cheering up, having fun and the most important factor, it’s the time to disguise. Visitors of Fasching events are encouraged to dress up in costumes. If they are not in disguise, they have to pay a higher admission fee when entering Fasching events in community halls, culture centers, sports gyms and ballrooms. Some organizations conduct best costume contests and hand out prizes. There are some special Fasching rules for females. If they would like to go to a dance, they do not need a male escort. It’s even up to women to ask men for a dance — and the men better not say “no.” A typical Fasching event is the “Prunksitzung,” which literally translated means pomp session. Traditionally, carnival associations sponsor and organize this event. Amateur comedians hold, in their local dialect, humorous speeches spiced with sarcasm about local happenings, people or politics in general. In between speeches, carnival club members sing and present dances. A commit-

Fastnacht has its origin in ancient times, when people realized that with the start of a new year, spring would soon be on its way. To make it possible for spring to arrive, the demons of winter had to be chased away. Therefore, people dressed in evil-looking costumes and masks. They danced in the streets looking like devils, demons and witches and used noise-making devices, bells and drums to scare away the winter ghosts. Through the centuries, the season developed into

a Christian ritual. The literal translation of the word “Fastnacht” means “night of fasting.” Today it’s the time of merriment and laughter preceding Lent, the 40-day period before Easter. The word Karneval also refers to the fasting period. The Latin expression “carne vale” means “farewell, meat” and describes the time of celebrations before Lent, when people have to renounce meat, opulent meals and festivities. The main days of the crazy season are Altweiberfasching (Old Women’s Fasching) Feb. 8, Rose Monday on Feb. 12 and Fat Tuesday on Feb. 13. Rose Monday is known for colorful parades with floats, musicians, dancers and walk-

ing groups in creative costumes going through towns. The biggest parade in the Westpfalz area always takes place on Fat Tuesday in Ramstein-Miesenbach. The carnival club of Ramstein-Miesenbach called “Bruchkatze,” is in charge of this parade. They are still looking for American bands, dancers, cheerleaders, scouts or walking groups in disguise, who are interested in taking part in the parade. The running division of the sports club TSG 1861 Kaiserslautern will sponsor its 37th Half Marathon Run March 25 in Kaiserslautern. The 13.1-mile course is free of traffic, mainly paved with minor differences in height. “We invite every runner to join this fun run through the beautiful nature surrounding Kaiserslautern,” said Matthias Goettel, deputy division chief of the running division. “We are looking for beginners, who just want to complete the course, or regular longdistance runners, who like to beat their personal best time.” Start and finish area will be the Bertha-von-Suttner School (Schulzentrum Sued), Im Stadtwald, 67663 Kaiserslautern. Follow the signs reading “Stadion” and “Halbmarathon.” Start will be at 9:30 a.m.; finish will be around noon. Registrations can be made 7:30 to 9 a.m. at the school lobby. Calculating your LQA or OHA when purchasing a home by Robert Mitchell Mitchell Consulting I am often asked exactly how to calculate ones housing allowance when purchasing a home overseas. Generally along with this question comes the misunderstandings of what they have been told by others. Some have said that your Living Quarters Allowance is based on how much your actual mortgage is. Others note it is based solely on what your allowance is for your pay grade. Hopefully, I can explain how your allowances are calculated which will clarify the rumors. Keep in mind the base of these calculations is the same for both Active Duty Military and Civilian Employees. The difference between the two is that the military member’s OHA is left in the foreign currency and converted for each pay period based on that period’s exchange rate and the Civilian’s LQA is converted back to U.S. Dollars at the time of the purchase. This means the military member’s USD payment will fluctuate with the currency exchange while the civilian’s USD payment will be fixed on their exchange rate at the time of purchase. He is a GS-11 with 1 dependent that receives $49,000 per year. This is different than a military member because his allowance is offered in USD rather than Euro. The first thing that is done is his purchase price is converted from USD to Euro based on the date of the purchase. The conversion of .732 will be used for this example. €300,000 / .732 = $409,836 Once we have the dollar figure for this purchase, we are able to calculate the monthly allowance in the same manner as for military members, but in USD. $409,836 / 120 = $3415 per month This leaves him with $668 per month remaining in his LQA to cover utilities. These calculations have nothing whatsoever to do with the financing amount of your home or the monthly loan payment. You could pay cash for your home and you would still receive this allowance based on these calculations. There are many other aspects to be discussed regarding the OHA/LQA regulations and what costs can be included. This article is meant simply to show the basis on which these calculations are made.

AMERICANS CAN STUDY IN GERMANY FOR FREE

Germany is established as one of the world’s higher education elites. In fact in 2009 more than a quarter of a million international students chose to study in Germany. According to the QS World University Rankings® 2014/15, the Ruprecht-Karls-Universität Heidelberg is ranked 49th in the world, followed by Ludwig-Maximilians-Universität München (52th) and Technische Universität München (54th). Additionally, every major German city has at least one university ranked among the world’s best. And what makes German universities so attractive to many in addition to their quality education? A high quality of life, relatively low and sometimes no tuition fees, extensive support and scholarship schemes for international students, and a good post-graduation employment prospects. Degrees Taught in English Germans and foreigners alike are able to earn degrees that are taught exclusively in English. In recent years German universities have been offering more and more study programs taught in English, especially in the Masters program. These degrees are called International studies. The German government finds it beneficial to offer international degrees

to prepare German students to communicate in English. The other benefit of these international programs is that it attracts future/potential skilled workers to the country. There are approximately 900 undergraduate or graduate degrees that are offered exclusively in English. In general, anyone who has an international university degree/higher education qualification is permitted to study in Germany. However, certain requirements are linked to the recognition of the qualification. It is also possible to be accepted into the university with a high school diploma, however assessment tests and preparatory courses may be necessary. Degrees Taught in German Americans and other foreigners also have the opportunity to earn a degree taught in German. However, one obstacle may be the language barrier; you must have an adequate knowledge of German in order to participate in the courses. But this is not the case for the international programs, for certain post-graduate courses or for those who may want to study in Germany for one or two semesters. Your high school diploma must also prove sufficient knowledge of the German language before admittance. Additionally, your high school diploma must

be accredited by German universities. Students from most countries outside the European Union may need to take additional tests as well as special preparatory courses. It is a good idea to take German language classes for half a year or more before taking university classes in German. Taking them provides the opportunity to make friends as well as learn more about the German culture. Often universities will offer these classes as well as local language schools. To prove sufficient German language skills for university entrance, one of the two following certificates are required. One is the Deutsche Sprachprüfung für den Hochschulzugang ausländischer Studienbewerber (DSH), which can be taken at a German university. The other certificate is the Test Deutsch als Fremdsprache and it can taken whilst abroad. Perhaps you would like to transfer college credits to a German university from a foreign (i.e. American) university? As it is the decision of the German university, applicants would need to contact the university of their interest for details. It is recommended to find out as much as possible about the degree program of your interest and to prepare your academic transcripts and letters of recommendation. To find out information about the

international students and exchange programs, contact the university’s Akademisches Auslandsamt (an administrative department). Applicants should contact the university’s Studentenwerk for information about local housing, leisure activities and student welfare. No Tuition Fees After a few years of tuition fees, in 2014 studying at state-funded German universities is once again free of charge. International students can also study in Germany without having to pay tuition fees. All students will have to pay is administration fees which usually range between 50 Euros to 150 Euros per semester. This fee also includes the compulsory contribution to the local student union and a ticket for public transportation (trams, buses and trains). The fee also covers for services that are provided by the support organization Studentenwerk. Studentenwerk provides student services such as discount meals at the university cafeterias, mental health counseling and support for disabled students and pregnant students.
