I

t starts with one 10-inch book, and then one becomes 10 books. The planning and research takes hours if not days, but she knows helping her peers become better is important. She believes in what she is doing and is willing to sacrifice the time and weekends to ensure a successful legal system. Recently, other people saw her willingness and named Tech. Sgt. Holly Bambarger, 86th Airlift Wing Judge Advocate paralegal, the Air Force Outstanding Paralegal NCO of the Year.

The award is named in honor of Chief Master Sgt. Steve Swigonski. NCOs are selected upon demonstrating superior initiative, technical skills, leadership, attorney and paralegal teaming, and devotion to duty. “To me, it’s a very distinct award because it’s saying that you are the best of the best in the paralegal world,” Bambarger said. “It’s a huge accomplishment because I have worked with some amazing paralegals, people I consider far better than me. he 2014 Angel Tree program kicked off Nov. 17 at the Kaiserslautern Military Community Center on Ramstein and will continue through Jan. 5. Headed by the KMC First Sergeant Council, Angel Tree is an annual program that helps provide financial relief to military families during the holiday season. First sergeants are primarily responsible for identifying families that may need help. In 2013, more than 200 KMC families, with more than 400 children, received aid,

including money and commissary gift cards, through donations provided via the program. “Through our jobs, we get to know our Airmen and learn when they have run into some hard times,” said Master Sgt. Timothy Bliefnick, 86th Comptroller Squadron and Wing Staff Agencies first sergeant. “They had extra car repairs or had a new baby, and they are struggling to get back on track. With this program, we take the money we collect and turn it right back into helping those that need it for the holidays.” The first sergeants also look toward other members, espe-

To innovate, we can’t be afraid to fail

COMMENTARY

Robert Novotny 48th Fighter Wing commander ROYAL AIR FORCE LAKENHEATH, England — “Throughout history, people with new ideas — who think differently and try to change things — have always been called troublemakers.” — Richelle Mead, author. The Air Force is pushing hard for us to innovate. You hear it when our senior leaders give speeches or post articles imploring us to improve. Examples include the AFSO21 process or the new Airmen Powered by Innovation program launched in April. All of that is great, except for the fact that over the last 30 years, we’ve created an organization that is resistant to failure. When was the last time you heard someone say, “It’s OK to not spend all of your money at the end of the fiscal year,” or, “Getting a three on your EPR (enlisted performance report) is awesome!” Never, right? Clearly we have a problem. Innovation and fear of failure are incompatible. Like oil and water, a culture afraid to take risk is inherently unable to explore the sometimes-ugly world of innovation. Here’s some good news. Since the birth of the airplane, Airmen have always been innovative. Innovation is resident in our DNA — just maybe a bit dormant right now. A pair of brave, “troublemaker” bicycle mechanics took flight at Kitty Hawk, Doolittle’s courageous “troublemakers” launched B-25 bombers off of the USS Hornet, and don’t forget a fearless “troublemaker” named Chuck Yeager — all are legacy examples showcasing the rich history of risk-taking Airmen. If you’ve ever been to Edwards Air Force Base, California, you know that nearly every street is

named for an innovative Airman who gave his or her life pushing the envelope — failing while innovating. Given that innovation is part of our culture, how can we create an environment at Royal Air Force Lakenheath where our Airmen are willing to innovate without fear of failure? First, I think we need to agree that we have to be better than we are with our precious time, our tremendous Airmen and our finite resources. In the past several months, the Air Force released more Airmen in an attempt to meet Congressionally mandated end strengths. This reduction in manpower is stressing the team more than ever. Furthermore, our team is now in a period of mission-growth that I can’t remember in recent history. We all thought that the drawdown in Afghanistan would bring relief, but the new fight in Iraq and Syria, a pandemic virus coupled with declining security in Africa, and other resurgent threats demand improvements in the way we accomplish our mission. It is only appropriate that an old English proverb stated, “Necessity is the mother of invention.” I think that applies to us right now. Second, and most important, we have to foster a culture that is willing to experiment and fail during discovery. I have a big role in this culture, but I am convinced our first and second-level supervisors will make or break this effort. Every time I meet with the first-term Airmen, I am reminded that we recruit and retain brilliant Americans, and they have great ideas. They are also a fresh set of eyes in the organization with a long list of questions about how we’re doing business. If you’re a young supervisor, listen to your folks. Engage with them

about how to improve the organization. Our Airmen, regardless of rank or experience, are the key to our future. You have to empower them to take action on their ideas, and reward them when they succeed - and fail. As soon as we admonish an Airman for trying and failing, we can be certain they won’t try again. Without a doubt, we know there are areas where failure brings a high price — like flight and weapons safety and our health care. But there are countless areas around this installation, to include bureaucratic processes, communication, staffing, mission accomplishment and finances, where we can make improvements. If in doubt, start small and build some momentum. Every improvement, no matter how small, will make our team better. I know this is easier said than done, and we can’t change it overnight. I also know that some folks won’t trust me when I say it’s OK to fail. Fair enough. I can tell you we are listening to your ideas and making improvements. Because of your ideas, we’ve already raised the speed limit on the perimeter road, canceled monthly meetings, returned promotion ceremonies to the squadrons, deleted multiple briefing requirements, and so on. All of these improvements are incredibly simple and small changes that make our lives better — ideas that came from our Airmen. Those are not truly innovative ideas, but they are better ways of doing business, and we’re listening. Together we can push the boundaries. Our youngest Airmen hold the keys to this change. Listen to them, and take action. Don’t be afraid to try and fail. I’ve got your back. Don’t believe your idea will survive to implementation, but you still want to try it? Send it to me,

and I’ll try it. My post box is PSC 41, Box 1. Just scribble it on a 3x5 card, and stick it in the mail next time you’re at the post office. They’ll send it to me anonymously. We also have an active AFSO21 team that can help you get your ideas off the ground. Have you heard about the 48th Component Maintenance Squadron’s egress team that just finished an AFSO21 project on ejection seat inspections? To date, they have saved 21,000 man hours, $450,000 and turned in 501 tools while increasing the quality assurance pass rate from 67 percent to 100 percent. That great idea was successful, because the master sergeant running the shop listened to a senior airman and a staff sergeant. Ideas like that don’t come from colonels. Those ideas come from Airmen. We’re currently working an AFSO21 project on munitions scheduling, and I just asked a team of Airmen and junior NCOs to help improve our sponsor program. They had the ideas, not me. Innovation will save us money, which is good, but, more importantly, it will save us time — time that will go back to you and your team. I want you to keep that elusive “white space” time for yourselves. You know best what to do with your time. Hopefully you’ll use that time to get to the gym, travel Europe, mentor a young Airman, or experiment with ways to do our mission better. We can innovate together if we accept the fact that it comes with a price — a price we’re willing to pay. I like Winston Churchill quotes, so I’ll leave you with this one: “No idea is so outlandish that it should not be considered.” Trust your intuition, and let’s get after this together.

Operation Warm Heart brings holiday cheer to KMC Story and photo by Airman 1st Class Larissa Greatwood 86th Airlift Wing Public Affairs Kaiserslautern Military Community first sergeants held a voluntary commissary bagging event in support of Operation Warm Heart Nov. 22 and 23 at the Ramstein Commissary. Another event, the “Ring A Bell” campaign, will run the next two Saturdays and Sundays. Operation Warm Heart is a program where all the funds go right back to the KMC. The first sergeants purchased $17,500 worth of commissary gift cards to give to Airmen and families in need for Thanksgiving to help pay for their holiday meal. Master Sgt. David Delgado, 83rd Network Operations Squadron, Detachment 4 first sergeant, said the money is for anyone in need. “We’ve provided relief for those who have suffered from fires, active-duty deaths or something as simple as not being able to pay an electric bill,” he said. “It’s a very discreet operation done through the first sergeants. It doesn’t matter if you’re active duty, retired or civilian.” Operation Warm Heart does not discriminate on military affiliation. The person’s rank or paycheck also doesn’t matter. Anyone in need of financial assistance can seek help through first sergeants. “Sometimes our pride can get in the way, and we don’t want to be recognized as needing assistance,” Delgado said. “That’s why I like the discreet nature of Operation Warm Heart. I don’t need to know who you are or why you are in your situation. I just need paralegal, from Page 1

where she completed operational employment of tactical strategy by educating the Afghan forces on the Rule of Law and improving their techniques. She trained over 35 host nation personnel and ensured their mission readiness. Additionally, she trained 70 judges, clerks, staffers and others around the court system. This improved the investigative and court procedures. She said one of her biggest accomplishments in Afghanistan was the first live witness testimony against a Taliban member in her court. She added that she had to search through villages for the witness, because “you can’t just pick up the phone,” and once found, the witness requested to have their identity masked, because retaliation was a possibility. Her efforts led to one of the longest sentences.

She also volunteered as a base liaison for distinguished visitors and organized events directed at increasing morale. “I would have not received this award if it weren’t for the people I worked with,” Bambarger said. “A lot of it was based on the work we

did in Afghanistan. I had an amazing team of paralegals, not only from the Air Force but also from the Marines and Navy. It was a very diverse group of people and mission. If it wasn’t for them, my (award submission) would not have been as strong.” Though she won the Air Force-level award, she considers it only a stepping stone as she wishes to continue growing and developing not only herself, but her fellow Airmen.

7th CSC Soldiers tour German artillery school, museum Story and photos by Sgt. 1st Class Matthew Chlosta 7th Civil Support Command Public Affairs IDAR-OBERSTEIN, Germany — Five Army Reserve Soldiers from the 7th Civil Support Command visited the German Army Artillery School and Museum Nov. 14 during an information exchange event. The four-hour visit to the German army post started with coffee and a chat in the German dining facility with German army Lt. Col. Lars Kleine, commanding officer of the school’s foreign language training section. The primary purpose of the trip was for information exchange and having fun, said German Lt. Col. Thies Neelsen, German army Logistic Command liaison officer at the 21st Theater Sustainment Command, who coordinated the visit. Kleine led the museum tour, which spanned 700 years of artillery history, including World War I, World War II and the Cold War all the way through the recent war in Iraq and the current war in Afghanistan. “(The) collection is here to show the Soldiers and civilians the development of field artillery throughout the years,” said Kleine, who is from Idar-Oberstein. Staff Sgt. Ricky Scott, supply sergeant, Medical Support Unit, 7th CSC, said he thought the tour was interesting and informative. “I saw a piece of history,” Scott said. Scott said he didn’t realize how much different military equipment, especially field artillery, was moved around the World War I battlefield by horses. “I think it was a pretty amazing piece of history,” said Staff Sgt. Walter Egan, motor sergeant, Headquarters and Headquarters Company, 361st Civil Affairs Brigade. The final stop was to a school house where the 7th CSC Soldiers watched and then participated in

Capt. Spanky visits Spangdahlem AB Hello Ramstein! I just got back from my latest adventure, which was a continuation of my tour of U.S. Air Forces in Europe bases. Last week my human and I took a trip to our brother base in Germany — Spangdahlem Air Base. Before this trip, we had only stopped at Spangdahlem as a pit stop on our way to other places in Germany and Europe, so this time, we wanted to take a look around and give it the time it deserves. While we were there, we took a tour of the base, traveled the local area and immersed ourselves in the location. We even had a chance to learn about some of the history of the base. Did you know Spangdahlem became the first and only alldefense suppression wing outside of the United States? I had no idea, but I will say that hear-

ing those F-16s flying overhead was much different from the rumbling roar we’re used to hearing at Ramstein. I would recommend a visit to Spangdahlem Air Base, and when you go, take a look at their information here: www.spangdahlem. af.mil.

Goulash soup Servings 6 IngredIents: 200 grams onions, peeled and sliced 1 clove garlic, finely chopped 1 large green pepper, sliced 1 large red pepper, sliced 3 medium tomatoes 300 grams stewing beef, lean 3 tablespoons vegetable oil 1 liter beef broth* 3 tablespoons tomato puree Salt, to taste Freshly ground pepper, to taste Paprika, to taste 1/2 teaspoon caraway seeds Marjoram, to taste 1 dash Tabasco sauce, to taste dIrectIons: • Peel and slice the onions. Peel and finely chop the clove of garlic. Cut the peppers in half and remove the stalks, seeds and white ribs. Wash and slice into thin strips.

• Place the tomatoes briefly in a pot of boiling water then plunge into ice water to remove the skins. remove the cores and cut the tomatoes into quarters. • rinse the beef under cold running water and pat dry. Cut into small cubes. Heat the vegetable oil and brown the meat well on all sides. Add the beef broth and simmer for about 30 minutes. • Add the vegetables and the tomato puree. Season with salt, pepper, paprika, caraway seeds and marjoram. Simmer for an additional 15 minutes. Taste and season with additional salt, pepper and paprika if needed. • Add Tabasco sauce to taste. * For each liter of water, add about 4 to 5 tablespoons of broth powder or granules.

The romantic town of Sankt Wendel will hold its Christmas market combined with a medieval market Saturday to Dec. 14. Opening hours are from 11 a.m. to 8 p.m. each day. More than 140 little decorated Christmas booths will offer arts and crafts, gift ideas and regional culinary specialties. A medieval market with campgrounds will take visitors on a trip through time. Vendors in historical costumes will sell their merchandise, and craftsmen, such as basket makers, lantern makers, blacksmiths, potters, turners and soap makers, will demonstrate their work. Jugglers, dancers, singers, musicians and a magician will entertain in the streets and on stage. Camp groups will demonstrate how people lived, worked, ate and celebrated in the Middle Ages. A Roman re-enactment group will display Roman times during the time of Christ’s birth at 1:30 p.m. Dec. 13 and 14. St. Wendel’s mayor, Klaus Bouillon, organized a new attraction for this year’s Christmas market. He invited Miro Rismondo, a wellknown ice sculptor from Slovenia. He will present his skills Thursday to Dec. 14 on Schlossplatz. He will turn 250-kilogram ice blocks into sculptures by using traditional tools, such as an ice pick and saber. It will take about six hours to create one figure. Icefire, a show with fire, ice, rhythm, music and dance, will be presented by the Feuervogel theater ensemble at 6:30 p.m. daily, Dec. 11 to 14.

Actors on stilts will present a fight between the two elements fire and ice. Every afternoon at 4 p.m., the Three Holy Kings from the Orient and their camels will go through the center of town. Back at their camp they will perform the Christmas story in colorful scenes. Each day there will be a show with fire, lights, music and dancing. Children can meet Santa Claus and his reindeers Rudolf and Malenki at 11:30 a.m., 2:30 p.m. and 6:30 p.m. daily. They can have a seat on his slide and tell him their wishes for Christmas. A 12-meter-tall Christmas pyramid, life size nutcrackers, a miniature village with 200 dwarfs and a big Nativity scene will lure visitors as well. A toboggan run with snow from the Alps will provide some winter fun starting at 2 p.m. Monday to Friday, and 11 a.m. Saturday and Sunday. A nostalgic merry-goround, a colorful magic tree and live animals will provide some more excitement for children. A night watchman with horn and lantern will patrol the market at 7 p.m. before the brass players perform from the basilica tower at 7:30 p.m. to let visitors know that the market is about to close. by Petra Lessoing 86th Airlift Wing Public Affairs The City of Nuremberg is known for one of the oldest Christmas markets in Germany, called “Christkindlesmarkt,” and for the production of “Lebkuchen,” or gingerbread. Historical documents mention a pre-Christmas shopping fair that took place in 1628 for the first time. In the 18th century, selling booths were set up. A listing from 1737 shows 140 names of local craftsmen taking part in that Christmas market. Toward the end of the 19th century, the Christmas market became less important, but after World War II it was revived. Today it looks like a little town with more than 180 wooden booths with red and white roofs made of cloth. The most traditional items available for sale are holiday decorations, arts and crafts, toys, the plum men and sweets, including fruit bread and gingerbread. Most visitors of the Nuremberg Christmas market will take the chance and buy “Nürnberger Lebkuchen,” the gingerbread, which is known all over the world. In the 14th century, the making of gingerbread became popular in Munich, Frankfurt, Basel, Vienna and Nuremberg. Beekeepers from a little town near Nuremberg helped bring fame and a good reputation to the town. With plenty of fir and pine trees, oak trees and linden, sloe trees, hazelnut bushes, spurge-laurels and heather growing in the forests near Nuremberg, enough nectar was available for the bees. The so-called “Zeidler,” forest and house beekeepers, founded a large guild, and harvested the honey from honeycombs in tree holes or crevices. At that time, honey was the only existing sweetener. Due to worldwide commercial connections of local merchants, the bakers of gingerbread were able to receive all necessary ingredients — pepper, ginger, cinnamon and other spices.

In the Nuremberg area, the beekeepers maintained about 50 farms and in 1350, Emperor Karl IV gave them the privilege of being the only people authorized to harvest the honey in his forests. The beekeepers wore their own costumes, crossbow and arrows and were the emperor’s bodyguards. They also maintained their own court of justice where they handled all crimes committed in the forests and against the beehives. In 1796, Prussian occupants limited this jurisdiction, and three years later, they took it away totally. Today the making of gingerbread is still considered an art clothed in secrets. The modern production still relies on old recipes that masters have passed down from generation to generation. Gingerbread is a must when arranging a Christmas cookie plate in Germany. Commissary Value Brand returns for more savings by Kevin L. Robinson Defense Commissary Agency Public Affairs FORT LEE, Va. — In response to growing patron demand for products comparable to the low-cost private label items sold in civilian stores, the Defense Commissary Agency is reenergizing an “old friend” known as Commissary Value Brand. Starting in December, commissaries worldwide will highlight about 300 Value Brand products in 33 categories, such as frozen vegetables, pizza and entrees; pet foods; health and beauty care; cereals; cleaning supplies; soft drinks; coffee; canned fruit, soup and fish; disposable lunch and storage bags; condiments; and more. The average savings for Commissary Value Brand items will be about 25 percent when compared to the store brand and private label items

found in commercial retail stores, said DeCA Director and CEO Joseph H. Jeu. In some instances, savings will be as much as 50 percent. “We are rolling out a renewed program that will offer consistent, quality, everyday low-cost pricing on name brand products equal to or better than private label items in commercial stores,” Jeu said. “In essence, we are a making a good deal of a commissary benefit even better.” Now when customers venture into their commissary they will see select items on the shelf identified by an orange “Value” sign. They will also see posters, banners, buttons and danglers that point the way to these extra savings. The resurgence of the Commissary Value Brand comes as more and more customers are asking their commissaries to have products at prices similar to the private label savings they see off post, said DeCA Sales Director Tracie L. Russ. “We first began what was then known as the ‘Best Value Item’ program 14 years ago, and now the time is right for a comeback,” Russ said. “Over the years, what we called BVI took on many forms and eventually splintered into many individual sav-

Today, we have once again gathered the best of the best under one ‘Commissary Value Brand’ sign.” Russ said this program wouldn’t be possible without the agency’s industry partners — manufacturers, vendors and suppliers — whose representatives worked with her category managers to identify the brands from industry proposals that best met the Commissary Value Brand criteria. Every six months, patrons may see products added or subtracted to DeCA’s Value Brand inventory based on price, sales performance and market changes. “Those products are subsequently

guaranteed to be on our shelves at everyday prices for a minimum of six months that’s consistently equal to or lower than the store brand and private label products downtown,” Russ said. Commissary patrons looking for Commissary Value Brand items will see new shelf signage and, in some instances, special displays. Shoppers who venture on DeCA’s website, commissaries.com, or stay tuned to the agency’s social media outlets, especially Facebook and Twitter, will also be able to get a heads up on value deals before they hit the store. In addition to Commissary Value Brand items, shoppers will continue to see biweekly promotions and other special sales that offer targeted discounts. However, when it comes to comparing prices with commercial store brand or private label products, the Commissary Value Brand will take savings to a consistent, everyday low price, Jeu said. “Some things never go out of style and our Commissary Value Brand program is one of them,” he said. “So we’re dusting it off, giving it a new look and bringing back even more savings for our service members and their families who’ve earned this benefit.”

Santa Claus visits children Dec. 6 is known as “Nikolaustag,” or Santa Claus Day. On this day, children place their boots outside their rooms at night and Nikolaus fills them up with candy, cookies, nuts, oranges and little gifts. German Polizei: Pickpockets like Christmas markets They like the crowds between vendors’ booths and act fast — pickpockets do their job at Christmas markets. The criminal statistics by German Polizei shows a total of 136,000 cases of pickpocketing in 2013 in Germany, which is a rise of 15 percent compared to 2012 (117,300 cases). These thieves cause a damage of about €39.4 million. “Considering the rising number of pickpocket cases, citizens must get sensitized and learn how to protect themselves,” said Gerhard Klotter, chief of the Police Criminal

Prevention of the federal states and the federal government. “Our Polizei tips will help Christmas market goers to avoid bad situations.” The most important tips are: • Only take as much money as you actually need. • Carry money, credit cards and ID cards in various closed inside pockets of your clothes, close to the body. • Carry purses with the closing side (zipper) to the body. • Watch your valuables in crowds. Be suspicious if you suddenly get

pushed or two people sandwich you. • Never keep your PIN in your wallet. • If you lose a credit or bank card, get them locked. Pickpockets usually work in groups. One distracts the victim, while another reaches for the valuables and passes them on to a third person, who then disappears into the crowd. If they don’t get caught in the act, they are difficult to find, especially since victims don’t notice the loss until later. Pickpockets observe their possi-

ble victims for quite a while. They bump into them, ask flimsy questions, offer their help or smutch their clothes to get into contact. Thieves approach victims from the back, push them until they turn around and thus present their purses or wallets in coat pockets. Pickpockets can be recognized by their searching look. Warrior Care Month In commemoration of Warrior Care Month, the U.S. Army Warrior Transition Battalion-Europe hosted a Sitting Volleyball and Wheelchair Basketball tournament Nov. 18 at the Ramstein Southside Fitness Center. Adaptive sports and reconditioning activities, such as sitting volleyball and wheelchair basketball, play a major role in the recovery and healing process of wounded, ill and injured Soldiers recovering at warrior transition units. Wounded Soldiers can remain active and resilient. Both Air Force and Army teams battled it out on the court in the two adaptive sports. Wounded warriors played alongside healthy Soldiers and Airmen. The Air Force Network Warfare Squadron took first in the wheelchair basketball division while the U.S. Air Force’s 86th Communications Squadron/SCOK took first in the seated volleyball competition.

20 Best Christmas Markets in Germany In Germany, “Christkindlmarkt” or Christmas market, accompanies the four weeks of Advent. The most popular German Christmas markets are in Cologne, which have more than 3 million visitors every year, and in Nuremberg which are considered to be “the prettiest.” But here are my 20 best Christmas markets…

Berlin’s Christmas markets 1. The Weihnachtszauber – sells mainly handmade goods and gourmet food. Shopper’s Tip: There are nightly music performances from Monday to Friday. 2. Potsdamer Platz Christmas market – has an Austrian theme of ski huts. Shopper’s Tip: You can go ice skating or snow tubing if you want to take a rest from shopping. 3. Nostalgic Market at the Opernpalais – it takes traditional Prussian values seriously and the merchandise includes nostalgic pieces like antique jewelry.

Cologne’s Christmas markets 4. Cologne Cathedral market – the biggest Christmas market in the city. 5. Old market – located in Cologne’s Alstadt district. Open on 24 November and closed on 23 December 2014. 6. Angels market – located at Neumarkt square, it is known to be one of Cologne’s original markets. Opens on 24 November and closes on 23 December 2014. Munich’s Christmas markets 7. Munich Christkindlmarkt – this hugely popular market is filled to the rafters. Open on Christmas Eve but only from 10 a.m. - 2 p.m. 8. Munich Residenz Christmas market – this one has a farming village charmingly recreated in the courtyard of the Munich Residenz, the former seat of the Bavarian government.

Dresden’s Christmas markets 11. Striezelmarkt – the largest Christmas market in Germany’s eastern region with traditional merchandise such as handcrafted trimmings and decorations.
