As the New Year approaches, another exercise closes. The 86th Airlift Wing Inspector General and Wing Inspection Team members concluded Operation Varsity 19-04, Dec. 13. This iteration included various simulated air and ground attacks throughout the wing’s area of responsibility and reached geographically separated units at Lajes Field, Portugal, and Morón Air Base, Spain. The wing employed Operation Varsity each quarter throughout 2019 to enhance readiness and proficiency

when responding to potential adversarial threats and attacks. Airmen from various Air Force specialties supporting the wing’s mission participated in the exercise which generated a myriad of scenarios. “When we first began last spring with OV 19-01, we focused mostly on emergency management responses which relied on Emergency Medical Services, such as active shooter, fire, and Mass Accident Response Exercise situations,” said Lt. 786 CES deploys during OV 19-04 by 86th Airlift Wing Public Affairs Less than 48 hours into Operation Varsity 19-04, two 786th Airlift Wing civil engineer teams deployed to geographically separated units in Spain and Portugal. Using airlift from the 37th Airlift Squadron, a C-130J Super Hercules aircraft departed Ramstein Air Base and transported diverse teams and capabilities to each GSU in a matter of hours. The teams included 16 Airmen expertly trained in their own individual specialties: Electrical, water and fuels systems, heating venti-

lation and air conditioning, and structural support. The first eight-man team offloaded at Morón Air Base, Spain. Morón, home to the 496th Air Base Squadron, provides expeditionary combat support, transient support and staging of aircraft for U.S. and NATO missions. The deployed team worked a variety of real world quality-of-life projects. They tested and installed electrical and plumbing lines, troubleshot equipment, and refurbished damaged wooden table tops. “In just two days, the 786 See OV 1904, Page 2

Since then, we have modified intelligence scenarios to add realism and refined the exercise to react to more complex attacks while still accomplishing our daily mission.” Every experience differed between Airmen, but the combination of those experiences became the backbone of the exercise. “After every OV, we’ve had the opportunity to provide feedback, not only for how our office responded, but on the scenario itself,” said Capt. Michelle Fletcher, 86th Airlift Wing Public Affairs media operations chief. “We’ve provided feedback on how it could be altered or added to in order to make it more realistic, and the exercise has evolved each time. ” With each iteration of OV, Ramstein’s readiness factor has only improved. “We were more engaged and busier as the exercises evolved,” Fletcher said. “We went from simply reacting, to proactively planning while still operating under strained conditions. I’ve not only learned something new each time, but I’ve built on my lessons learned and definitely feel more ready

to do it again than before.” Maintaining operational status when faced with unexpected adversarial threats is a capability that requires training. The reoccurring exercise equips Airmen with the knowledge and competencies to do so. “With OV 19-04, we focused more on aircraft generation and accomplishment of our primary mission in a contested and degraded environment,” Stanton said. “OV as a whole has allowed us to evaluate and execute our operational plan and, in turn, fix any deficiencies that would affect real world contingencies.” Operation Varsity enabled Airmen to hone skills important to maintaining national security for both the U.S. and NATO allies. “Exercising allows the 86th Airlift Wing to assess our capabilities while working with our partners so we will be ready at a moment’s notice, no matter the request,” Stanton added. “It also showcases our capabilities to potential adversaries and deters aggression because of it. Every Airman is able to identify how he or she fits into the wing’s combat mission, should the need arise.” The wing plans to continue the Operation Varsity initiative in 2020.

Bartness said one exercise objective was the ability to command and control multiple, dispersed teams of engineers within the theater. “It felt great being empowered to lead and make decisions for my team. I also felt the weight of that responsibility,” Bartness said. Both teams successfully accomplished vital missions while operating under the additional stress of time constraints and maintaining exercise standards at Ramstein.

The Ramstein Air Base dining facility will be closing on Jan. 15, 2020, for renovations. Below is key information pertaining to the DFAC closure and how these renovations will improve the service and quality of food service to its patrons.

What renovations are being done to the dining facility? The dining facility will receive a reconfiguration of the serving line to ease flow and modernize the serving area. Additionally, new equipment will be added to maximize storage, efficiency and food preparation capabilities. Furthermore, the flooring will be removed and replaced to ensure solid structural integrity. The goal of the renovations is to ensure the entire building receives support system updates in order to comply with current fire, health and safety codes.

How long will the Ramstein Air Base dining facility be closed? The facility will be closed for approximately 18-24 months.

How will dorm Airmen receive food after the dining facility closes? Airmen will receive a basic allowance for subsistence (BAS) entitlement based on where they work and live. BAS will provide financial support for Airmen residing in the dorms to purchase food.

How will night shift employees receive food after the dining facility closes? The flight kitchen will remain available for night shift workers.

What will happen to the employees who work at the dining facility after it closes? Military and civilian employ-

How long has this renovation been planned? Renovation plans started in 2005. The Ramstein dining facility was built in 1952 and has not received a full renovation since then.

How will these renovations benefit Ramstein Air Base? The renovations provide facility upgrades and quality of life improvements for employees and customer alike. The renovations will then allow a higher quality of service to its customers.

How much money is going into the renovations? Approximately 7.2 million

How many people on average visit the DFAC each year? The Ramstein dining facility serves about 235,000 meals each year. This renovation will impact about 1,200 Airmen directly.

What measures will replace the DFAC? Meal card holders will begin receiving BAS I or BAS II.

What is the difference between BAS and

BAS II? BAS I is 369.39 dollars monthly, and BAS II is 738.78 dollars monthly, which is twice the standard rate.

Who will receive BAS and who will receive

BAS II? The amount of the allotments are dependent on available cooking facilities. If a member can reasonably be expected to keep groceries and prepare meals, they will receive BAS I. If a member is limited in regard to preparing meals, they will receive BAS II. The 86th Civil Engineer Squadron is working to identify information about each dorm building in order to determine which individuals need which BAS entitlement.

The majority of dorms do not have adequate kitchen space, therefore, residents will qualify for BAS II. Ramstein directive also states if a DFAC is closed for longer than 30 days and residents do not have access to another DFAC on the installation, residents are entitled to BAS II regardless of access to an adequate kitchen. Thus, all those who live and work on Ramstein are entitled to BAS II. The 86th Comptroller Squadron stated Airmen who miss more than 18 meals per month, at a rate of no more than one meal per day, and have access to a DFAC are entitled to BAS I. Those who live at Kapaun and work at Ramstein, and those who live at Ramstein and work at LRMC (depending on shift) all have the potential to miss at least one meal per day but have access to a DFAC, entitling them to BAS I. Commanders and First Sergeants will decide what category Airmen fall into. Those who live on Kapaun and either work at Kapaun or LRMC will have access to three meals a day and will remain on meal card.

When will Airmen begin receiving BAS and BAS II? Airmen will begin receiving BAS Feb. 1, but may not receive their full pay for 2-3 pay peri-

ods. Since the DFAC closes on Jan. 15, Airmen will receive back-pay for Jan. 15-Feb. 1 and any missed payment periods. BAS II will be divided along with the rest of the Airman’s payments in their LES.

Will BAS II be affected by Leave or TDYs? Yes, BAS II will decrease for time taken on Leave or TDYs. BAS I will be unaffected.

Will dorm Airmen receive any other allotments? Yes. When Airmen begin receiving their BAS or BAS II, dorm Airmen will also receive increased COLA. The current rate is 8.26 dollars daily, and will increase according to grade (subject to fluctuation). • E-1 (<2): 12.22 dollars • E-2 (<2): 13.11 dollars • E-3 (<2): 13.11 dollars

Are there any good ways for Airmen to properly manage their new entitlement? The Airman and Family Readiness Center offers individualized budget assistance. For more information, call their DSN at 480-5100. They are available for appointments.

Will transportation be provided for dorm residents without cars? There are no plans for transportation options at this time.

Post Office handles holiday influx with volunteers

by Airman 1st Class John Wright 86th Airlift Wing/Public Affairs Airmen from the 786th Force Support Squadron put in extra hours and effort, and receive help from volunteers to support the holiday influx of mail at Ramstein Air Base post offices. Some of the ways Post Office personnel are helping during the holidays is by increasing weekday shifts from nine to ten hours, keeping customer service open an extra hour Monday through Friday, and opening the Northside Post Office for additional hours on Sundays from 10 a.m. to 2 p.m. “We do get a lot of recognition during this time of the year,” said U.S. Air Force Senior Master Sgt. Lakisha

Taylor, 786th FSS postal flight superintendent. “We do something a little extra that we’re not required to do to help the customers out.” The extra time military postal clerks spend at work makes shipping and receiving parcels faster and more convenient for customers during the busiest time of year for mailing operations. An electronic email notification system, rolled out August 2019, also streamlined the process of receiving and getting packages to patrons more quickly. “Instead of writing yellow slips like we used to, we now scan everything in electronically,” said U.S. Air Force Staff Sgt. Thomas A. Bonelli, 786th FSS postal service center NCO in charge. “Now, we’re surpassing USPS (process-

Christopher Parente 86th Communications Squadron For more than seven years, the Ramstein Air Force Association Chapter 507 has fostered a strong and reliable relationship within the Kaiserslautern Military Community and especially with the Kaiserslautern High School. The AFA mentorship program is currently teamed-up with KHS’National Technical Honor Society to provide a variety of focus areas. Ken Robinson, KHS NTHS sponsor, provides subject-matter expertise on a variety of areas to include the KHS Information Technology Certification Program, CyberPatriot National Youth Cyber Defense competition and the StellarXplorers National Space Challenge. In addition to those activities, the KHS NTHS program conducts two Project Horizon events during the school year in which students design, engineer and build a high-altitude balloon payload equipped with several

cameras and sensors for reading the earth’s atmospheric conditions. At an altitude of more than 100,000 feet, the KHS team performs numerous scientific experiments to include the effects of solar radiation, Mars compatibility studies and more. The data is processed and interpreted into meaningful information that the students use to validate or invalidate hypotheses. This true interdisciplinary project brings science, technology, engineering and mathematics components together as students develop real solutions to relevant issues of both scope and complexity. The AFA’s partnership with KHS is a valued endeavor to successfully accomplish their mission goals of educating, advocating, and supporting stem education in support of the Air Force Family and promote aerospace education. The AFA has supported KHS on multiple occasions through monetary sponsorships and direct involve-

ing) standards by about 16 hours.” Additionally, the system saves the Air Force money as the post office no longer spends thousands of dollars per year on labels that were used prior to the email notification scanning process, Bonelli said. Lower processing times are also the result of using new equipment such as the stationary conveyor belt to unload mail trucks. In the past, military postal workers had to set up multiple roll-out conveyor belts that were more cumbersome and labor-intensive. “It actually stretches all the way into the truck, so an Airman doesn’t have to pull a belt into the truck on a ramp,” Bonelli said. “It’s also lower to the ground, so Airmen don’t have to heave these heavy packages up onto the belt.” Even with extra work hours and useful tools, the majority of help during the holiday season comes from the Holiday Volunteer Program, which supports Ramstein Northside and Southside post offices and Kapaun Air Station Post Office, during the high volume times of the day. “Without it during this time of the year, we would suffer,” Taylor said. “I don’t even know if we could really get our mission done effectively.” Volunteers start arriving as early as 6:15 a.m. to help unload the mail truck, among various other duties. They are a welcome sight to Post Office personnel because their help takes a burden off of workers, allows prioritization of other important duties, and streamlines work that must be done

before parcels can be given to the customer, Bonelli said. With the help of volunteers, modernized equipment and innovative new processes, military postal clerks are able to sort mail faster, reduce misplaced items, and increase quality practices. “I think our team is awesome and works really hard every day to accomplish the amount of work we do here,” Taylor said. “I know sometimes customers don’t see the inner workings of our operation, and only notice that their box may be a little crushed, not realizing that it may have arrived to us in that condition. Our Airmen dig deep to find an inner strength to put in the long hours and keep providing our customers with the best service possible.”

On Dec. 16, the Ramstein Chapter coordinated a unique opportunity to provide a mentoring visit from a lifelong science and engineering enthusiast, Dr. Jay Simpson. Simpson has held a variety of positions during his professional career including Distinguished Member of Technical Staff at AT&T Bell Laboratories where he was part of a team that developed specialty optical fiber and optical amplifiers for telecommunications. He held a Technical Manager position at Lucent Technologies as well as Senior Director of Photonics, Amplifiers and Fiber at the Ciena Corporation before becoming a Technical Director and Program Manager for the Central Intelligence Agency in Washington, D.C. Simpson is responsible for 80 publications and 15 patents in the field of optical fiber technology and authored books on the subject. The AFA and KHS partnership has led to Simpson

becoming an adjunct STEM advisor to the students as they explore a variety of experiments throughout the school year. During his recent visit, Simpson covered his autobiography and discussed the scientific process from inception to production with insight into industry practices. He also met with the STEM students for hands-on activities.The next high-altitude balloon launch is scheduled for March 2020. Currently, the KHS STEM program is soliciting mentors for IT subjects such as: Windows Systems Security (STIG Implementation), Linux Systems Security, Raspberry Pi and Arduino microcontroller integration. Language course enhances BPC mission

Story & photos by Staff Sgt. Devin Boyer 86th Airlift Wing Public Affairs Since 2006, the Department of Defense has increased its emphasis on the mission of building partnership capacity, or BPC. For the 435th Air Ground Operations Wing, BPC is a predominant part of operations. When thinking of BPC, several elements come to mind: training, mentoring, equipping and exercises. Leadership from the contingency response units within the wing recognized a strategic need which enables the BPC mission: language and culture training. “Our unit is a little bit different than the other air advisor units because we work in many different countries,” said U.S. Air Force Master Sgt. Daniel Williams, 435th Contingency Response Support Squadron air advisor flight chief. “As air advisors, part of our initial certification is we are required to do 40 hours of language training.” The Balkans are a hotspot for BPC missions for the wing. Dozens of languages are woven throughout this region, and so leadership chose to focus on a single language closely related to the alphabets they use. Thus, the 435th CRSS hosted a Russian Language Course. “The course is introducing our Airmen to the Russian alphabet which uses letters from the Cyrillic script, grammar, common phrases and culture,” said U.S. Air Force Capt. Jonathan Soeun, 435th CRSS air advisor and Russian Language Course facilitator. “Cyrillic is used across Eastern Europe. In my personal

experience, showcasing something as simple as being able to read Cyrillic has garnered a lot of praise and smiles from our partner nation members. Additionally, Russian is the unofficial language in many former Soviet countries. “Simply put, while we understand that each of the countries in Eastern Europe have their own cultural identities, they share some similarities with Russia,” Soeun explained. “If we can create a more conducive relationship and environment with these countries, it will allow for greater interoperability and interactions as we further both U.S. and Partner Nation interests.” Airmen enrolled in the course found learning even the basics of another language beneficial while on missions in the Balkans. “For me personally, Russian is

going to help bolster my knowledge of the Bulgarian language which is going to benefit me when I’m on the road,” Williams said. “It goes a long way when you can take care of the initial pleasantries of greeting your coworkers of a partner nation in their native tongue.” He described his first experience in Bulgaria to be a bit of a culture shock because it had been a while since he brushed up on his language studies. That changed with the help of language and cultural studies. “When I was asked to go back a second time, I really focused on making sure that I studied up on my Bulgarian and I refreshed myself on the alphabet,” Williams said. “I noticed there was a big difference when I went back that second time. When I was able to introduce myself with a couple of full

December 20, 2019 sentences in Bulgarian, even though I got a couple pronunciations wrong, I got a pretty warm welcome. I think that sets the tone and helps build rapport a lot faster than if you were to go in not even trying to understand their language and their culture. If you have that trust with each other, you can get after the mission and get to the end state a lot faster.” Familiarizing Airmen with the language and culture of partner countries is a small decision with large advantages. Such advantages contribute to the bigger Air Force mission, and an even larger DoD mission. “Sometimes we could be asking for access to that country’s airspace,” Williams added. “Sometimes we need to do in-depth training with them to build their capacity so they can take care of their own business. Working together with our other partner nations and increasing their capacities is huge for us as a nation and a military.” While the host nation benefits from the knowledge the U.S. military has to offer, it’s not simply a one-way street. “We learn new ways of doing things, and we learn how to operate within this joint, multinational environment every time we go out on the road,” Williams said. The language course is but one attempt at sharpening Airmen’s skills. Souen said they are looking into other options to bolster their capabilities. “Additionally, Ramstein has many Russian speakers,” he said. “We are looking to solicit their help to host informal workshops as another method to reinforce what our students have learned either in class or on their own. “We are given an opportunity to broaden our horizon as we peer into the culture, politics and military of a near-peer adversary. Partnering this with watching or reading the news on [our near-peer adversary’s] activity, we begin to see and understand the ‘why.’ ‘Why are we doing exercise ‘X’ in this country?’, ‘Why do we have a contingent of military personnel at this location?’, and ‘Why am I here in Germany?’ Having our Airmen think about these questions helps them as they take on the roles of future strategic leaders for our Air Force.” The second course concluded Dec. 13, but leadership plans to host more in the future. “As the class reaches its conclusion, the instructor will provide outlets for students to continue self-study,” Souen added. “As we continue to build this capability, we would eventually like to open this up to the other wings at Ramstein.”

‘Good Neighbor’ policy voluntarily limits weekend range training by Stefan Alford U.S. Army Garrison Rheinland-Pfalz Public Affairs U.S. Army Garrison RheinlandPfalz Commander Col. Jason T. Edwards reassured Landstuhl Union Community Mayor Peter Degenhardt during a meeting Dec. 16 in Landstuhl, of the Army’s intent to limit Saturday training at the 7th Army Training Command’s Breitenwald range to less than 10 times per year. “We strive hard to be excellent neighbors,” Edwards explained. “We try to avoid or at least minimize inconveniences that our military activities may cause as best we can. With regard to the military training requirements for our Army Reserve Soldiers, however, the occasional use of the Breitenwald shooting range on Saturdays is inevitable because of their availability.” Edwards had previously discussed the training requirements necessary for U.S. Army Reserve Soldiers with Degenhardt at a recent Mayor’s Forum, as well as in a personal letter. “We will continue to do our best to minimize noise on weekends,” Edwards said, noting that in 2019, training only took place on six out of 52 Saturdays and that those range times “were unavoidable for military reasons.” Edwards also clarified the misconception that the Army brings Soldiers from out of the area to train Saturdays at the Landstuhl-area range: “Most Army Reserve Soldiers are all locally employed as civilians during the week. Consequently, the mission essential training for Army Reserve Soldiers who can be called to active duty at any time and be deployed, must be primarily conducted on weekends. This training is critical to ensure the operational readiness of all our Soldiers and continue to meet NATO defense support requirements.” Degenhardt stated during the meeting he appreciated Edwards’ willingness to meet and listen to his concerns

on the noise impact the range has on the local community and asked if such training could be moved to alternate locations, specifically to the firing range at Baumholder. However, Edwards said the Baumholder range offers fewer shooting lanes and to cycle Soldiers through the training there would be a multi-day operation as opposed to one afternoon. That’s not feasible with the already limited training time Army Reserve Soldiers have to accomplish all of their readiness requirements, explained Col. Scott Thomson with the 7th Mission Support Command at Daenner Kaserne, the senior U.S. Army Reserve Command in Europe. “The answer (as to the drawbacks of switching ranges) is range availability and travel time,” Thomson added. “Our training requirements are nearly equal to an active-duty Soldier, but with much less time to accomplish. If we travel farther with limited training time available, we lose valuable time to conduct other readiness activities that are necessary to prepare our formations to support U.S. Army in Europe.” Edwards also took the opportu-

nity to differentiate between U.S. and German Reserve Soldiers. A German Reservist may be on the military rolls but not called to train during the course of a year unless recalled to duty for a specific mission. U.S. Army Reserve Soldiers have monthly weekend requirements and a minimum of two weeks per year to maintain individual and unit readiness. Due to recent community complaints on Saturday range noise, the mayor raised his concerns on the training to the German Federal Ministry of Defense. The ministry ruled in October that U.S. forces are allowed to conduct range training on Saturdays as part of the Status of Forces Agreement and range operating procedures. A similar review by U.S. Army in Europe hostnation legal officials of existing hostnation agreements concurred such training can be conducted Saturdays, with consideration to limit weekend firing to 10 times per year and with advance notice to local elected officials to notify their communities. While those ministry and legal reviews took place, the Army shifted a planned Saturday range event at

the last minute from Breitenwald to Baumholder to respect the procedural actions in the interim. However, this change to planned training was cost prohibitive in terms of time and money. Further, as the Baumholder facility is unable to support a large capacity of Soldiers, the change reduced the number of Soldiers able to qualify on their weapons. The mayor hopes there are other viable alternate range locations in the area to relocate training on Saturdays: “It’s not realistic, of course, to get rid of the range entirely,” he said. “That’s not toward the common goal. I understand it’s a military training requirement.” Degenhardt brought up possible use of German Bundeswehr ranges for local weekend training and the garrison commander said he’d forward those suggestions on his behalf. “We understand the concerns,” Edwards said. “In an effort to reduce the military noise footprint, we’ve voluntarily restricted our firing hours from the maximum permitted and have limited our training to accommodate the concerns of our neighbors. However, the facility still needs to support those Soldiers who can’t train during the week, and it’s only used for those unavoidable situations.” “As an Army leader, (I’m aware) the potential exists that both our Soldiers and Airmen can be put in harm’s way – it is critical we ensure their readiness and, in turn, their safety if deployed,” Edwards added. It was Degenhardt’s first visit to USAG Rheinland-Pfalz Headquarters on Rhine Ordnance Barracks and a follow up to Edwards hosting a Landstuhl Community Engagement this past spring with key local mayors. “I always want to be open and transparent about any issues that affect our communities and engage in discussion to find positive outcomes for all concerned,” said Edwards.

USAFE-AFAFRICA Traffic Safety by HQ USAFE - AFAFRICA Safety Office U.S. Air Forces in Europe and Air Forces Africa Motor vehicle accidents continue to be among the leading causes of fatalities each year across the Air Force, and U.S. Air Forces in Europe and Air Forces Africa Airmen are not exempt. Whether commuting to work in Italy, heading out on holiday in the U.K., or driving on the local autobahn in Germany, unfamiliar signage, narrow roadways, high speed limits, and various other hazards continually pose threats to our safety. As part of an ongoing effort to maintain awareness of these hazards, the headquarters USAFE AFAFRICA Safety Staff and subordinate wing safety offices have put together the following list of tips to help you and your families stay safe on local roads throughout your tour. 1. Stay alert — Environments change frequently and quickly on European roads. Heavy pedestrian activity, wildlife, wet leaves/ roads, and decreased visibility can all wreak havoc on a leisurely drive if you’re not paying attention. Actively watch other drivers and pedestrians around you for cues to their intent and ensure you are always prepared for the unex-

pected horse in the road. 2. Know and follow local laws — Ensure you know the applicable traffic laws and signs for the country you reside in and any countries you may be visiting before you hit the road. Additionally, while you can’t depend on others to signal their intentions when driving, you can certainly control whether or not they have realistic expectations for your actions. Always use your turn signals appropriately when using roundabouts, making lane changes or turning. 3. Avoid distraction — There are a multitude of dangerous distractions that drivers need to avoid while operating a vehicle: fiddling with radios, using phones, adjusting GPS systems, eating, sightseeing, and interacting with passengers are just a few examples of the types of distractions that you should take care to avoid when driving. 4. Buckle up — Wearing your seat belt is an essential safety tip for drivers. Not only are you more likely to get injured in an accident if you aren’t wearing a seat belt, you can also be fined for failing to do so. 5. Obey speed limits — When driving, it’s important to adhere

Germans observe New Year’s traditions

by 86th Airlift Wing Public Affairs People throughout the world observe New Year’s Eve, which is a special night to celebrate the arrival of the new year. In Germany, New Year’s Eve is called “Silvester.” The name refers to a pope in the fourth century. Silvester I, who was bishop in Rome in 314 and died Dec. 31, 335. Later he was canonized and since 354, the church celebrates Dec. 31. Traditionally that night, Germans

like to have dinner in a restaurant, watch a theater performance, attend a festive dance or have a party with friends at home. People celebrating at home usually observe old German traditions. At midnight, they wish each other the very best for the new year, propose a toast and then go outside to shoot firecrackers. This tradition goes back to former times, when people wanted to scare away evil demons so they could not do any harm to them in the

Another custom is to give little pigs, chimney sweepers, horseshoes or four-leaf clovers made of marzipan, chocolate, wood or porcelain. These symbols are good luck charms. In ancient times, people would make sacrifices to various gods. They brought eggs, chickens and pigs to the altars hoping the gods would treat them nicely, send them rain for their vegetables on the fields and not too much snow in winter. The horseshoe originates in a time when farmers used horses to plow their fields. In those times, horseshoes were put above the door to protect the family from fire and lightning. The chimney-sweeper frees the way to the top of soot and dirt and brings fresh wind. Also with the cleaning of the chimney, the chimney sweeper banned the danger of fires and therefore was seen as good luck. The four-leaf clover is supposed to bring luck but only when being found and not being searched for. The clover is known to have that power of luck because it is so scarce. Also, it can be viewed as a salutary cross. Besides

If roads are bad enough, maybe it’s better to just stay home. Far too many of the vehicle accidents experienced within USAFEAFAFRICA can be prevented simply by drivers slowing down and taking their time. Know the common hazards, be mentally prepared for changes in the roadway, and slow down so you can safely maneuver your vehicle. Get out and enjoy your local culture, but do so safely. Traditions continue the first day of the new year. It is said that people shouldn’t get up late, because, if so, they will sleep poorly all year long and have bad dreams. On New Year’s Day, children receive huge pretzels, the “Neujahrsbrezel,” and in many villages in the KMC, people go from door to door wishing a Happy New Year and getting a shot to drink. Throughout the following days, the phrase “Prost Neujahr!” can be heard whenever people meet again for the first time that year. It means a toast to the New Year and good luck.

LRMC’s forensic examiners: Empowering victims across European theater Story & photo by Marcy Sanchez Landstuhl Regional Medical Center From the Azores of Portugal to the Black Sea, United States military operations throughout Europe are continuous, sustaining the U.S. military’s ability to rapidly deploy combat-ready forces across the theater of operations. To support the needs of Service Members, medical professionals are regularly assigned to deployed units; however, a special class of healthcare experts offer a unique service during distressing times. “[The Army Sexual Assault Medical Forensic Examiner program] is not one everybody really knows or understands and it’s a small group of healthcare professionals,” said Florence Hare, the sexual assault medical director and program manager at Landstuhl Regional Medical Center. “This environment of care which we’ve created in the Military Health System is really locked in research and shows [that these] patients… have far fewer long term negative health effects, heal faster, and have a quicker behavior health recovery.” Military Sexual Assault Medical Forensic Examiners are physicians, physician assistants, nurse practitioners, certified nurse midwives and registered nurses who undergo specialized education and training in the provision of trauma-related healthcare as well as the performance of forensic medical examinations. Certified medical staff work in coordination with other responders to meet the medical and behavioral health care needs of adolescent and adult sexual assault patients, to include documenting and collecting forensic information. According to Hare, the SAMFE providers represent a wide array of medical specialties from multiple geographical locations. “The forensic program here is really unique in that we don’t only see patients here in the emergency room for forensic exam or care, we also have a 24/7 on-call mobile team to go anywhere there are U.S. Army aid stations, clinics, anywhere military medical care is being delivered],” said Hare, an adult nurse practitioner by trade at LRMC. “We go to the patient and take the forensic exam to them.” The team’s ability to deploy helps

Additionally, SAMFE providers ensure rotating deploying units are aware of the resources available to ensure timely responses to any forensic examination needs in deployed environments and provide consultation for deploying SAMFEs while in Europe. “It’s really a unique setting where you deal with different patient experiences and situations,” said Liudmyla Nelson, a SAMFE provider and registered nurse with LRMC’s Medical Surgical Unit. “When something traumatic happens in a patient’s life, it’s important to approach it in a specific manner that will not re-traumatize them because it’s pretty sensitive.” Examiners undergo rigorous training at Joint Base San Antonio, Texas, to prepare them for the sensitive nature of the profession. Hare, a veteran forensic examiner of 20 years, led the training course which consists of information on sexual violence dynamics and prevalence, skills

to properly care for victims of sexual assault, the collection and preservation of evidence using the Department of Defense Sexual Assault Evidence Collection Kit, identification of common injuries resulting from sexual assault, understanding the criminal justice system, sex offending behavior, working with military and civilian Sexual Assault Response Teams, and providing skills for testifying in military court as a fact or expert witness. According to Hare, the program is unique to military medicine because the civilian equivalent, Sexual Assault Forensic Examiners, do not concentrate on the Uniform Code of Military Justice or the relationship between military Criminal Investigation Divisions, other authorities and the military medical treatment facility. “(Examiners) also work with patients who may not choose to have a forensic exam but have had a sexual assault experience,” said Hare. “We want to ensure they understand any interventions we may offer, such as behavioral health, medical care and so forth.

Hare, a native of Watertown, New York, said that the approach taken with patients is rooted in empowerment. “The one thing a sexual assault survivor has had removed from their life is power and control,” said Hare. “One of the first principles we teach SAMFEs is to allow every opportunity to give back power and control to survivors. We are only there to help guide them in their decisions, but it’s their decision (on how to go forward).” Although a sensitive and difficult position for most individuals, examiners find purpose in patients’ recovery. “These patients are in a place where they might not have ever been before, where they feel helpless and sad. We get to see those patients grow back into healthy, productive people and that’s the whole idea,” said Hare. “(The program) is not centered on the forensic exam, it’s centered on the patient and their experience.”

WRIGHTPATTERSON AIR FORCE BASE, OHIO  If you plan to ring in the new

year with resolutions of becoming a healthier you, what a better way to stick to that commitment than to sign up for the 24th Annual Air Force Marathon. Registration opens Jan. 1, at midnight, offering the lowest prices of the year with a New Year’s resolution special. “Last year we made a significant overhaul of the course, added a kids race, and more entertainment and displays throughout the course,” said Brandon Hough, Air Force Marathon race director. “Based on the feedback, runners had a great experience so we hope to continue to make the Air Force Marathon bigger and better every year.” After a successful turnout of the first kids run last year, the Tailwind Trot for children ages 4-12 will return and due to its popularity, the number of registrations will increase. In addition, the Fly! Flight! Win! Challenge will again offer the option to run either the half or full marathon along with the 5K and 10K run to receive the special finisher medal.

New in 2020, a “virtual marathon” option will be available to allow runners from all over the world to join in from afar. “We have Airmen all over the world who want to be involved in this incredible annual tradition, but due to deployments, temporary duty assignments, remote assignments and a host of other reasons, they are not able to join us,” Hough said. “Adding a virtual option allows them to challenge themselves while taking part in the

annual celebration of the Air Force Marathon.” Participants can choose between the virtual half or full marathon and will need to run their selected distance between Sept. 12-27 next year. Once runners submit proof of their accomplishment, they will then receive their finisher medal and race shirt. The virtual marathon option is open to all runners. Registration prices will increase throughout the year leading up to the

in the medical field and patient care. A passion for learning has led to her pursuit of a career in military medicine. Most notably, Iturri was recently selected for commission through the Army Medical Department Enlisted Commissioning Program, and will be commissioned as an Army Nurse Corps officer upon the successful completion of a nursing program. “I love being a lab tech, I love chemistry, hematology and behindthe-scenes patient care,” said Iturri. “I decided after lab school that I wanted

As a junior in an early college high school program, Iturri found herself surrounded by peers who were optimistic for their way ahead, discussing future plans with hopes of attending prestigious universities. For Iturri, those ideas weren’t realistic due to the financial burden of tuition. “I didn’t know what I wanted to do but school wasn’t an option, financially,” said the 22-year-old Tampa, Florida native. Following high school, Iturri enlisted in the Army as a laboratory technician, eventually serving in the Department of Pathology and Laboratory Services, Landstuhl Regional Medical Center. There, Iturri found herself striving to improve her work environment and impacting peers, all while pushing herself beyond her own limits. “I’ve always been the type of person who wants to take care of people, that was always me,” said Iturri, now a specialist in the Army. “I think it comes

from taking care of my brothers and sisters. My mom wasn’t really in my life so I was just handed this role (as a caretaker).” After a couple of promotions and gaining experience in her medical specialty, Iturri’s altruistic character shined through her efforts as one of several LRMC Soldiers to tackle the Army’s Basic Leader Course, graduating with distinction and earning the Distinguished Leadership Award, an honor influenced by peer input. She also earned the Iron Warrior recognition, presented to the Soldier with the highest physical fitness score, and was selected to the Commandants List, a lineup of Soldiers with the top 20 percent grade point average. “Even though she’s very goal-oriented it’s not for selfish reasons. She wants to do better, not for herself but for those around her,” said U.S. Air Force Staff Sgt. Marcus Shannahan, the chemistry noncommissioned officer in charge, Department of Pathology and Laboratory Services, LRMC. “She has her goals in mind and is very adamant about accomplishing those goals.” Iturri’s compassionate nature, which developed while helping raise her three brothers and sister, led to her interest

I just know that I have these goals and the Army plays a huge role in them.”

With all the different Mexican restaurants in Kaiserslautern, it is hard to choose which one to go to. If you’re looking for a different concept, then you need to check out the Primavera Mexican Restaurant in Einsiedlerhof. In 2020 they will offer a large Mexican fusion buffet with authentic, unique and flavorful dishes promising a “taste for life” experience. The Primavera wants to take a moment to thank its loyal customers and the valuable suggestions given. As per your request, the buffet has been tested and was a crowd pleaser. Now Primavera will be the first restaurant in the area to offer a buffet every day. When you walk into the Primavera, the first thing you notice is how spacious it is. There is a large bar to the right, separated from the dining area. Besides the typical Mexican beer Corona, Sol, Negra Modelo, you’ll also find Budweiser, San Miguel or Kilkenny. Of course, cocktails are a must with Mexican food: coladas, daquiris, margaritas… Try their very own “Primavera Margarita” with lime flavor. You can also order all of these drinks at your table. On the left side is a large seating area with couches and a TV where you can hang out if you’re waiting for your to-go order or while you’re wait-

ing for the rest of your party to arrive. Then you walk through to the dining area and can’t help but smile. “Mi casa es su casa” — my house is your house: It’s welcoming, colorful and bright, quite like Spring (which happens to be the meaning of “primavera”). With seating for up to 200 people including a party room for up to 100 people, the restaurant is ideal for any company function or private party for all occasions. There is also a kids’ room to keep the littles ones occupied — what more could you ask for!? If you’re not a fan of buffets, don’t worry, the regular menu is still available, too. There are vegan and vegetarian options, also dairy free and gluten free dishes available. Talk to your server when ordering to make adjustments accordingly. Are you craving a specific dish? If you have something in mind and can’t find it while you’re paging through the menu, just let them know. Explain to them what it is you would like to have and they’ll do their best to make it for you. Now that’s what I call customer service!
