COMMENTARY: I’M STILL HERE

Imagine for a minute you’re a nervous 17-year-old high school kid. You’re the president of a club, and you’ll be giving a speech at the club’s annual banquet. Not only that, but a state representa tive whom you admire is going to be there listening to your speech.

Your heart is pounding, your hands are sweaty and you are vis ibly shaking. Several times you felt like throwing up and wanted to leave. What if your dad showed up and embarrassed you in front of everyone who meant some thing to you? What if he stumbled into the room completely wasted, reeking of alcohol, and ruined everything?

Everyone already knew your family was poor and the farm was run down, but did they know your father was a drunk? Did they know your father was emotionally abu sive and blamed you for every thing? Did they know, despite how much you tried to help him, he still said you weren’t good enough?

Hi, I’m Rose, and my father is an alcoholic.

There are countless stories through the years of my dad strug gling with alcohol abuse. He had multiple DUIs and even more

arrests, leaving us, his family, to feel the repercussions. It took me years to come to terms with this, and even longer to heal.

I wanted to help him no matter the cost to me, but I couldn’t figure

out how to break through to him. At the time, I didn’t understand how emotionally abusive alcohol could make a person. It took him hitting me once to fully realize how bad it had gotten.

He’s still my father and I love him, but I deserved better than that.

I moved away to college and began a new journey surrounded by new people, experiences and the difficulties of peer pressure and societal expectations. I luckily found amazing friends and sur rounded myself with positivity. The world became a little brighter and, somehow, it was therapeutic to share the challenges I faced.

I didn’t invite my father when I graduated with my bachelor’s degree, but he was probably in jail at the time anyway. I lost track over the years. I was satisfied walk ing across the stage with my mom, brothers and a few good friends cheering for me.

A year later I had joined the Air

Force and thought enough time had passed that I could let my guard down a little, and there was no way another human could pos sibly be as bad as my father. The naïve farm kid from Wisconsin was wrong.

Only a couple weeks after I got to my first base, I drove a group of intoxicated people I thought were friends back to the dorms. One of them was aggressive and assaulted me. It wasn’t long before people assumed the worst of me because, naturally, the party guy was so charismatic that he would never harm anyone. I was moved offbase for my safety.

To keep busy and focus on posi tive things in my life, I jumped at the opportunity to join Airmen Against Drunk Driving. I got elect ed to the council, personally volun teered several hundred hours and coordinated well over 1,000 hours after I revamped the program as an airman first class. My main thought was that if I couldn’t help

my own father, maybe I could help someone else.

At the same time, I had to come to terms with my mom having can cer. I focused on what I could con trol — I got into fitness and made some quality friends. Over time, I began making decisions based on my values and didn’t compromise what was important to me.

When my mom was placed in hospice care, I went back to my hometown so I could make good memories with my family. One afternoon, I drove by the farm I grew up on and saw my dad’s red pickup parked at a local saw mill where he worked after he was forced to sell the farm. I’m not sure what compelled me, but I pulled into the parking lot.

My heart raced like it did back in high school, unsure if I wanted to see my dad or not. I hadn’t seen or spoken to him in years. He emerged through the doorway, and we sat down across from each other in a conference room. It didn’t take long before he blamed my brothers and me again for everything, and I remember feeling disappointment, sadness and anger all at once.

It was in that moment I knew he didn’t truly want help. I couldn’t continue to let it weigh me down, so I walked out, figuratively and literally. The interaction still occa sionally plays out in my head like a movie, as if a scene was ending in my life and the emotional abuse was finally over.

As I drove away, I looked in my rearview mirror to see my dad standing in the parking lot, alone.

He is still my father, and I still love him.

At my core, I hope he figures out for himself that he is an alco holic and needs help, but he must truly mean it — not just say what people want to hear. I can’t make that decision for him, and I cannot afford to waste away trying and hoping to make it happen.

I have my own job to do, Airmen to lead and life to live, but if my father finally decides to make a change for real, I’ll be here.

Gen. Otis Jones, 86th Airlift Wing commander, and U.S. Army Col. Reid Furman, U.S. Army Garrison Rheinland-Pfalz com mander, discussed several topics to include energy conservation.

During the meeting, the KMC commanders signed a joint ener gy conservation memorandum, which affirms the Kaiserslautern Military Community’s commitment to reduce its energy usage in soli darity with host nation initiatives.

“Our host nation partners see us as one collective military force so coordination and communi cation across all Department of Defense services here is essential for upholding our partnerships and friendships in the area,” said France, who also holds the title of Kaiserslautern Military Community commander.

The memorandum includes examples of installation mea sures, like delaying the start of heating season, setting limits to office temperatures and radia tor settings, reducing unneces sary interior and exterior light ing, and turning off unnecessary office lights throughout the day, overnight and weekends.

The memorandum outlined several energy saving measures

required for U.S. installations in the KMC, but also gives com manders the flexibility to adjust measures, if needed, to maintain mission readiness.

“As community partners, all U.S. Air Force, U.S. Space Force,

and U.S. Army personnel in the KMC area are expected to apply measures to reduce energy con sumption both at workplaces and in private households,” said France. “Together, we as the KMC can make a difference.”

ENERGY TIP OF THE WEEK

» If you want cool crisp air, remember to lower the temperature settings when you open or tilt the window. Leaving the settings up will increase energy waste, since temperature travels from hot to cold areas.

» While many enjoy colorful holiday light decorations during the season, many light fixtures are real energy guzzlers. Set a timer or manually switch lights on and off from about 5 p.m. to max. 10 p.m. to avoid unnecessary energy consumption late at night.

Post office changes — Electronic custom forms

Customers will now be required to provide electronic customs forms in order to ship out packages at the Northside Post Office and Kapaun Post Office. This is a huge step forward to decrease customer wait time in the facility prior to the start of the holiday season. Customers can create the electronic customs forms by visiting www.usps.com. Customers can choose to either (1) print the electronic customs form from their home or (2) by creating and printing the electronic customs form at the stations located in each Post Office’s lobby. How-To instructions will also be provided at each station.

24 IS paves way for future of ISR Airmen development

Developing Airmen has always been a crucial part of sustaining a successful organization and allow ing members to reach their full potential.

In January, U.S. Air Force Chief of Staff Gen. CQ Brown, Jr and Chief Master Sgt. of the Air Force JoAnne S. Bass published the Enlisted Force Development Action Plan as the way forward for developing Airmen to fight and win future wars.

Although the action plan was published earlier this year, the 24th Intelligence Squadron at Ramstein Air Base has been using a unique construct to deliberately develop its Airmen since fall of 2021.

The squadron is one of many geographically separated units of the 480th Intelligence, Reconnaissance and Surveillance Wing based out of Joint Base Langley-Eustis, Virginia. Leaders across the 24th IS felt their unit was not getting the most out of its private organizations that focused on professional development. To meet their specific needs here, the squadron created a Headhunters Senior Noncommissioned Officer Council, referred to as HHSCO, to better align with their priorities and major graded areas. The four major graded areas of managing resourc es, leading people, improving the unit, and executing the mission were developed from procedures or requirements based on public law and Department of Defense policies.

“We decided as a group the con struct as a private org was not work ing for us,” said Chief Master Sgt. Michael Addington, 24th IS senior enlisted leader. “Previous private orgs sometimes got stuck on fund raising, elections and extra bureau cracy. HHSCO is not a private org, but more of a fellowship of profes sional Airmen deliberately develop ing each other across the unit.”

The HHSCO differs from typi cal private organization structures because it is broken into seven dif ferent areas, or bins, where SNCOs and company grade officers can lead in a topic they are passionate about. The bins are: foundations, SEL focus, tradecraft and innova tion, education, diversity and inclu sion, and culture and climate

“While in training, I was always told by everyone to find a senior NCO and follow them wherever they go,” said 2nd Lt. Rachel Solarz, 24th IS analysis and exploitation team lead. “I feel like the SNCO Council makes it really easy to do that because they are there, they are present, and they want to help you.”

The structure of HHSCO allows Airmen to focus on the bin, or bins, they are interested in. Flyers with updated points of contact are regu larly circulated through the squad ron to ensure all members know how to get in contact with their respective bin.

“It allows people to vector them selves based on what they are pas sionate about,” Master Sgt. Joshua Driscoll, 24th IS AET flight chief.

“If people like professional devel opment, they can go to that bin. If people like teaching about educa tion and life skills and things like that, then they pursue those. It is basically an open outlet for every body to focus on what is important to them.”

One example of a successful HHSCO program is the squadron’s diversity and inclusion initiatives. Master Sgt. Lisa Vasquez, 24th IS AET flight chief, is the Diversity and Inclusion bin primary point of contact.

“I think we are leading the 693rd Intelligence, Surveillance and Reconnaissance Group on this effort,” said Vasquez. “We are actu ally in the process of helping to rewrite the 480th ISRW’s strategy for diversity and inclusion. We are also reaching out to fortune 500 companies to get their best practices for their diversity and inclusion pro grams.”

In addition to rewriting wing strategies, the diversity and inclu sion bin has hosted virtual town hall meetings to discuss concerns Airmen in the squadron have had. The HHSCO developed an app for members to submit questions and comments anonymously to facili tate open communication.

Another initiative derived from the HHSCO which has allowed Airmen in the 24th IS to thrive is the Airman Leadership Top-Off Course in the foundations bin. Additionally, they planned a resiliency trip to Normandy for the 80th anniversary of the squadron, with their Airman Resiliency Team and tradecraft and innovation bin.

The course, taught by Driscoll, focuses on developing others and stepping into the role of performing as an NCO. The class touches on

traditional supervisory duties such as writing bullets, decorations and enlisted performance reports.

Driscoll mentioned that although HHSCO is just getting past the developmental phase, it has been instrumental to the develop ment of Airmen and the unit has no plans of slowing it down.

“We have a few catalysts in the road, but once we hit those catalysts we can really let this boom,” said Driscoll. “We are starting to create a more cyclical structure where it is easier to plug and play people in at a base like Ramstein with a high turnover rate.”

It is clear to members in the 24th IS that HHSCO has been ben eficial. Airmen and leaders from the squadron hope the program catches on and is adapted by other organi zations across the Air Force.

TALK OF THE TOWN: Union Community Baumholder

Many members of the Kaiserslautern Military Community have found temporary or even permanent homes in one of the many villages and towns sur rounding Kaiserslautern or in the heart of the Palatinate Forest.

Talk of the Town is a series highlighting the union commu nities within the Kaiserslautern Military Community. The series aims to inform American service members and their families about the communities they’re joining during their time in the KMC. A Union Community is an admin istrative territorial community composed of a group of individu al towns or villages. Each month we feature a different community and provide facts about its history, heritage, and the local experiences it offers.

The last stop in our series will lead us to the District of Baumholder, located within the County of Birkenfeld. Baumholder is the furthest outpost with in the Kaiserslautern Military Community and is geographically separated from all the other union communities. The county seat is in the City of Birkenfeld and the District of Baumholder lies in the Westrich region. Once again, we invite you to discover interesting and maybe not-so-well-known facts about your home away from home.

The District of Baumholder con sists of the 13 the individual towns and villages of Berglangenbach, Berschweiler, Eckersweiler, FohrenLinden, Frauenberg, Hahnweiler, Heimbach, Leitzweiler, Mettweiler, Reichenbach, Rohrbach, Rückweiler, Ruschberg and the administrative seat in the City of Baumholder.

The total District community has about 9,700 residents and an addi tional 8,500 Baumholder Military Community members also call it their home, making up a remark able 47 percent of the population.

Mayor Bernd Alsfasser has been in office since 2016 and would like to extend a warm welcome (see Page 7).

Early history

Baumholder was first official ly mentioned as “Bemondulum” in a documentary in 1156 and was then held by the Bishop Albert of Verdun. Up until the French Revolution, Baumholder was under the ownership of the Duke of Zweibrücken. Although town rights were never explicitly granted, Baumholder acquired a number of privileges over the ages, such as market rights and a fortification. From 1816 on Baumholder, along with the rest of the Principality of Lichtenberg, belonged to an exclave to SaxeCoburg-Saalfeld, which is locat ed in today’s Thuringia/SaxonyAnhalt and then sold to the Kingdom of Prussia in 1834, a

year later it was permitted to call itself a city. In 1880 there was a tremendous fire and a great part of the middle age structures were destroyed, but small parts of the city wall and some buildings are still intact for a visit.

From a Garrison to a Boomtown

In the early 20th century, Baumholder became a garrison town when the Wehrmacht built its barracks and a military train ing area. In order to do so, several thousand inhabitants were force fully resettled. Between 1941 and 1945, a part of themilitary train ing area was used as a prisonerof-war camp for Soviet, Polish and other prisoners. Thus, Baumholder has played a significant role as a strategic military installation for over a century.

After World War II, Baumholder was part of the French occupation al zone and French forces were sta tioned there until 1951 when the U.S. Army took over the barracks buildings. This later developed into one of the largest U.S. garrisons in Germany and Smith Barracks is still home and duty post to U.S. Soldiers and their families today.

Economic upswing and a breath of America

The small town of Baumholder experienced a considerable eco nomic upswing in the 1950s when bars, dance and music halls popped up one after the other. Local residents found job opportu

nities in their war-torn region and many a farmer or house owner became a landlord or lady over night to house the over 20,000 members stationed at Baumholder at that time.

But, not all was fun and games and “Boomtown” Baumholder quickly became known for its wild nightlife and bar fights far beyond the region. Although it was never stated by name, the town gave inspiration to a tril ogy on German television in 2021 entitled “Ein Hauch von Amerika” (A breath of America). The series tells a story of struggle, farmers protesting to keep their fields, mis understandings between the local population and the “occupants,” but also of mutual respect, friend ship and love between Germans and Americans. Many GermanAmerican friendships or even mar riages have lasted throughout the decades and it is said that numer ous former soldiers come back to visit every year.

A Golden Angel and an Oven Museum

Baumholder has a lot to offer when it comes to military his tory. An interesting place to visit is the regional museum “Goldener Engel,” which presents photo graphs, music, press articles and artefacts depicting how the “American way of life” was brought to a small agricultural town. A further place of interest is in Reichenbach, in particular with winter coming around the bend. The Ofenmuseum (oven museum) displays 40 antique wood fired ovens from three centuries. This is a great place to visit and warm up on a dreary winter day, and upon prior request coffee and cake is also on sale. You may have the chance to chat with the passionate collectors and initiators Maria and Wolfgang Lengler, who opened the museum in 2013. belonging to the Sponheims and illegally began constructing a castle near the Nahe River. After all diplomatic avenues had failed, Loretta resorted to a more drastic measure and had the archbishop kidnapped and captivated at Starkenburg. After lengthy negotiations and paying ransom, the archbishop was released and had to surrender the new castle to Loretta, where she lived until she died 15 years later. The castle soon became known as “Frauenburg” (women’s castle) and is a popular excursion site, well worth a visit. A premium 13-km-long hiking path “Traumschleife Gräfin Loretta” leads you along the castle with a fantastic view.

Primeval forest and wild cats

National Park HunsrückHochwald is partially in RheinlandPfalz and in the neighboring State of Saarland. The large, combined forest area is already considered to be a “hot spot” for biological diversity. The largest number of wild cats in Europe live in the park. Wild cats are very shy and need plenty of space and undis turbed nature. It takes time and patience to keep this scenario alive and allow the park to develop back into its primeval state — more or less an ancient woodland — without any interference or impact by humans. Therefore, the park is divided into three zones: Zone 1a is left completely natural and in Zone 1b coniferous wood is continually replaced with original beech trees. Zone 2 acts as a buf

fer, forestry care is conducted and development projects are possible, this part is also used to supply citizens with firewood. In addition, there are cultural relics of Celts and Romanss. Discover the old town with the night watchman Night watchmen Dieter Heinz and Ernst Schmitz will lead you through the old town of Baumholder on an evening walk ing tour. Learn about the history of the town and visit the Alte Rathaus (old town hall) and Schmiede Bier (blacksmith shop). The “Dicker Turm” or thick tower is part of the old city wall and was built as a round tower. From 1986 – 1988 it was reconstructed to its full height based on a drawing from 1860. Romantic couples can enjoy an extraordinary wedding ceremony from May through October. The Dicke Turm and the Leichenpforte (corpse gate) through which deceased were carried to the cem etery, are the oldest structures in Baumholder. • Baumholder’s sister city has been Delaware, Ohio, since 2011. The partnership was founded upon close ties to the soccer team at Weslayen University located in the City of Delaware and initiated by former Commander of the U.S. Garrison, LTC Paul Pfahler.

• Baumholder is often mispro nounced as “bomb holder”? “Baum” (pronounced “bowm,” as in “town”) means tree and “holder” meaning pleasant, lovely or fair, could be best translated as “fair or lovely tree”

• Baumholder was the host of the Rheinland-Pfalz-Tag (State Fair) in 2007. A number of local U.S. Army units participated in displays along with the German Bundeswehr und U.S. Air Force counterparts. The whole town became one giant and colorful fairground with about 100,000 visitors over three days.

An example of this long, joint history is the regional museum “Goldener Engel.” The former Hotel Goldener Engel displays history of the region, the development of the Military Training Area Baumholder and more than 70 years as a U.S. military installation as well as its impact on the city and the surrounding communities.

Among other facts, it is evident that the U.S. Military installation Area, established in 1951s, brought about Americans at a very early stage and with it a modernization of daily life. Other areas in Germany would experi ence that much later.

es in nature such as hiking, biking or the Nationalpark Hunsrück-Hochwald just around the corner. The Stadtwei her in the heart of the City of Baum holder is an ideal place to relax and recuperate for the whole family during any season.

Lajes Field: Supporting air, land, sea

Lajes Field, which is hosted on the Portuguese Air Base 4, is home to the strategically locat ed 65th Air Base Group. Due to the geographic location of Lajes

Field, and the large size of its flightline, the base provides plen ty of space to support transient aircraft.

“The strategic value of Lajes Field cannot be overstated,” said Col. Brian Hardeman, 65th Air Base Group commander. “Out of all the bases in USAFE, Lajes has

the largest ramp size, 21 percent of the total ramp size in square miles, compared to any other base in Europe.”

The airfield has the ability to act as a strategic projection platform allowing bombers and fighters to maintain their dis tance outside of the threat ring, but within range to provide any necessary support the European Deterrence Initiative and Middle East operations.

Lajes Field is a hub that closes the gap in the Atlantic provid ing mission-critical support, such as centralized refueling, main tenance support and lodging, to transient aircraft utilizing the base. Members from the 65th ABG provide the necessary tools to keep the mission going.

“We support expeditionary forces as a strategically located checkpoint, executing all missionessential requirements,” said Lt. Col. Andrew Standeford, 65th Air

Base Squadron commander. “Our personnel provide critical ground maintenance support to multiple aircraft, from bombers and fighters to tankers and cargo.”

In addition to other sup ported agencies, Lajes Field pro vides the U.S Navy with a tran sient point to commute back and forth between the U.S. and any jump-off points, including Rota, Scotland and Sigonella. This location allows an oppor tunity to shift with the needs of the mission.

The U.S. Navy P-8A Poseidon is the premier long-range mari time anti-submarine warfare asset. The aircraft operates in anti-submarine warfare, antisurface warfare, and intelli gence, surveillance and recon naissance. The aircraft has the capability of searching large areas of ocean and land quickly, at both high and low altitudes.

“We typically fly with a crew

of nine people,” said U.S. Navy Cmdr. Matt Fannin, VP-4 execu tive officer. “We drop what is called a sonar buoy and listen for submarine frequencies and signatures that we can use to track adversarial submarines.”

The P-8A Poseidon is unique in that it is the only U.S. military asset capable of tracking sub marines all over the world, and Lajes Field is a steppingstone for this and many other missions.

With the constant evolution of the world and its threats, Lajes Field continues to provide a stra tegic axis point for a strong joint force, which is paramount to stay ahead of future challenges.

“When we come here, we know that we will have what we need to complete the mission,” said Master Chief Petty Officer Rawley Lemmel, maintenance master chief petty officer. “At Lajes, we are a part of the U.S. Air Force family.”

Airlifter of the Month: Family first

Growing up in Guam, MC Garrette Dela Cruz looked up to his uncles who served in the U.S. Air Force.

Dela Cruz said he loved living in Guam, but wanted a chance to see more of the world. After the birth of his daughter, he decided to join the Air Force to provide financial stability for his family.

He joined the Delayed Entry Program in 2007 and left for Basic Military Training in 2008.

Now Tech. Sgt. MC Garrette Dela Cruz, 86th Airlift Wing adminis trative executive noncommissioned officer in charge, has been in the Air Force for nearly 15 years and said he would do it all over again.

“My family and I would not have been able to see other places,” he said. “I don’t know what I would

be doing if I hadn’t joined. No regrets.”

Out of the seven places Dela Cruz has been stationed, being able to experience Daegu, South Korea, where he served as the postmaster, was his favorite assignment.

A large part of why Dela Cruz loved being in Korea was his family, one of his biggest motivators, who were able to experience it with him after having command sponsorship approved for his two-year tour.

Recently, Dela Cruz was award ed Airlifter of the Month for his accomplishments not only within his unit, but also for his involve ment in the Kaiserslautern Military Community. The team he works with also motivates him on a daily basis.

“I am very grateful for my team,” he said. “From the expe riences I’ve had prior to this, I am also grateful to be a big part of [Armed Forces Against Drunk

Driving the Ramstein Enlisted Summit].”

Dela Cruz is a task force leader for AADD. The program coordinates volunteers to be designated drivers, getting KMC service members home safely if they have been drinking on the weekends.

He also played a large role in facilitating the most recent Ramstein Enlisted Summit in October. The Enlisted Summit was an all-day event focused on equip ping enlisted Airmen with resilien cy tools, and empowering Airmen to become more confident leaders.

“He is usually the first one to get here and the last one to leave,” said Senior Airman Isaiah Zavala, 86th AW commander’s executive admin, one of Dela Cruz’s troops. “Anytime there is an opportunity to take something on, he is always the one whose hand is up first. All of his hard work, and leadership, put him in the spotlight.”

Navy liaison assigned to Army correctional facility wins Sailor of the Year

The Army is accustomed to rec ognizing Soldiers that stand out amongst the rest, but this year the 21st Theater Sustainment Command recognized one of the Navy’s finest Sailors working at the U.S. Army Regional Correctional Facility – Europe.

Petty Officer 2nd Class Elizabeth Pichardo, a Navy and housing liai son for USARC-E, is the 2021 Sailor of the Year for U.S. Naval Forces Europe and Africa.

“I nominated DC2 because she showed great motivation,” said Petty Officer 1st Class Carla Olivares, USARC-E Navy liaison. “Her ‘can do’ attitude is what a leader dreams of. She’s competitive and takes on a task head-on and for these reasons, and many more, I felt she had to get recognized for all the work she put in.”

This is not the first time Pichardo has won an award at this level. She was Junior Sailor of the Year in 2019. The recogni tion still reverberates within her as she looked up and emulated other award winners.

“There were some who had a phenomenal appearance, always had shined boots and a great uni form, others were just great at their jobs,” said Pichardo. “They had a

great way of making everyone feel like they were a part of something great. I saw them be great, and I wanted to be just that.”

For Pichardo, working at

USACF-E is a special duty assign ment.

“I opted into a special duty to do this, this is definitely out of my rat ing,” said Pichardo. “I had to do a special screening for this. I thought this would be a great opportunity.”

Normally Pichardo is aboard a ship training Sailors as a damage controlman.

“I work with fire systems, fire prevention and pipe plugging and patching procedures,” said Pichardo. “I am a battle damage ready trainer. We specialize in fire fighting and teaching the crew how to combat and control fires and flooding — pipe ruptures.”

Pichardo was recognized for being a watch commander whose duties include space searches, inand-out processing of prisoners and frisking and searching inmates in a 24-hour environment.

Duties as a watch commander are vital to the safety and liveli hoods of the staff and the prisoners within the facility.

“The tasks she and others com plete on a daily basis can mean the difference between life and death or serious injury,” said 1st Sgt. David Stroh, first sergeant for USARC-E. “All it takes is one overlooked homemade weapon to cause seri ous injury and change a prisoner or correctional staff’s life forever. Safety is one of the main priorities for a confinement facility.”

Additionally, Pichardo was rec ognized for her contributions out side of her normal duties.

“I was the Assistant Command Fitness leader, volunteered at an animal shelter in the local area and coordinated with others to volunteer,” said Pichardo.

Her duties as an ACF leader meant that she helped Navy per sonnel in the area conduct physical readiness tests and body composi tion assessments which tests the readiness of the Navy’s personnel.

In her day-to-day work at the correctional facility, Pichardo works with prisoners as a liaison helping secure escorts for tem porary release, coordinating with outside organizations for bringing in a prisoner, assisting with set ting up meeting times with their lawyers, in-and-out processing of prisoners and handling adminis trative paperwork for the Sailors assigned to the unit.

Being in a new job brought challenges, but Pichardo was able to overcome them by reverting to her training.

“The first six months I was here I was doing shift work,” said Pichardo. “That was not my favorite. It was very intense, really intense. The patience you have to have for prisoners. They teach you how to have patience with the prisoners at the school house prior to coming, but practicing

it, it made a lot of sense why they stressed it so much.”

Working for the Army has given her new insights into different leadership styles.

“The leadership is different from the Navy,” said Pichardo. “The Navy is very proud of what they do, but the Army leaders are even more proud and take pride in their work and their MOs. They are also very accepting of other branches coming in and doing their job.”

Pichardo’s devotion to the mis sion made her stand out amongst her Army peers.

“As a Navy liaison that position is often used to take a knee or not be part of the team as USACA-E has limited command and control of the liaisons,” said Stroh. “DC2 Pichardo is the exact opposite and has impressed all levels of the Army command. She wants to be part of everything and is willing to do exactly what her Army coun terparts do. She does not look for a way out — she looks for how she can contribute to the team and accomplishes any task given to her.”

Winning an award of this level is personal to Pichardo.

“Being Sailor of the Year means making my younger self proud and I’m doing what I set out to do and hopefully I can inspire a few along the way,” said Pichardo.

Army Community Service hosted the annual Army Family Action Plan Nov. 17 on Kleber Kaserne and Smith Barracks in order to tackle issues head-on concerning the military commu nity in the U.S. Army Garrison Rheinland-Pfalz footprint.

For over 40 years, commu nity members have been urged

to submit quality of life con cerns and readiness issue via ACS’

Army Family Web Portal Issue Management System. Rising utili ties off-post and TRICARE for overseas military retirees over the age of 65 were among the topics discussed at this year’s AFAP.

Concerning the importance of AFAP, ACS generalist Julie Stephens said: “While there are many different avenues to raise these issues (ICE comments,

town halls, working groups, focus groups), AFAP gives the instal lation an opportunity to ele vate these issues along a clearly defined path at a conference that meets the first quarter of every fiscal year.”

Over the years, issues such as veterinary care for retired mil itary working dogs, household goods weight allowance based on number of dependents and Military OneSource eligibility for

retirees were some of the success ful concerns-turned-policies that stemmed from AFAP.

Delegates from around the gar rison — to include Department of the Army civilians, Soldiers, both single and married as well as retirees — joined the work ing group to address the issues of the high cost of utilities and TRICARE coverage for retirees. The subject matter experts ranged from TRICARE, the legal office, community recreation, Civilian Human Resources Agency, finan cial readiness and the Utility Tax Avoidance Program.

“It was great to see represen tation of all U.S. Army Garrison

Rheinland-Pfalz demographics at one conference, working togeth er to improve our community,” added Stephens. “We all came together to listen to the concerns that were raised, understand the contributing factors, prioritize issues and elevate those that were most important to the members of our community.”

To submit community concerns, issues can be submitted online at https://ims.armyfamilywebportal. com/. The queries will be worked immediately and if the issue needs to be elevated, it will be presented during the next AFAP conference in 2024.

What you should know about RSV: Symptoms, prevention, care

You may have heard of a virus called respiratory syncytial virus, also known as RSV. RSV is a sea sonal illness of special concern to children under age two, adults over age 65, and people of all ages who have a weakened immune system. Its symptoms closely resemble a cold or annual flu, so it’s important to know the signs of RSV. RSV symptoms can change quickly and put patients at risk of serious illness, hospitalization, and even death.

“RSV is a common virus that can affect anyone of any age, and its symptoms are generally mild and manageable,” said Col. Patrick Kennedy, chief of the Armed Forces Health Surveillance Division at the Defense Health Agency. “However, certain populations such as infants, especially premature infants or babies who are 6 months or young er, are at higher risk of serious disease. TRICARE encourages you to be familiar with the signs of RSV and see your health care provider if you think you or a family member has RSV.”

Recognizing RSV symptoms

According to the Centers for Disease Control and Prevention, RSV symptoms can appear in

stages — not all at once — about four to six days after infection. Some signals that you may have RSV usually include: • Fever • Runny nose • Decrease in appetite • Coughing • Sneezing • Wheezing

Signs of RSV in very young infants may be irritability, decreased activity, having a hard time breathing, and breathing apnea (pauses between breaths). The most serious symptom of RSV is difficulty breathing. If your child’s breathing is rapid, as if they’re trying to “catch their breath,” or if you can see their ribs when they breathe, seek medical care immediately.

Preventing RSV

Most children will have had RSV before age 2, but anyone can catch RSV again. RSV is highly contagious and there’s currently no vaccine for the virus. Take extra care to keep infants or young children healthy, especially those who:

• Were born prematurely

• Have chronic lung or heart disease

• Have a weakened immune system

The CDC suggests these pro active steps to protect others and to avoid getting sick with RSV:

• Wash your hands often for 20 seconds with soap and water, and help young children do the same. If soap and water are unavailable, use an alco hol-based hand sanitizer.

• Avoid close contact with people who have cold-like symptoms.

• Avoid touching your eyes, nose, and mouth with unwashed hands.

• Always cover sneezes and coughs with a tissue or upper shirt sleeve.

• Clean and disinfect hightouch surfaces, such as doorknobs, toys, and mobile devices.

• Stay at home if you feel sick.

Here are five ideas to help you make the most of the holiday season in Kaiserslautern.

1. Take a night walk in the city

Winter has the power to turn even the most active among us into hibernators. Fight the urge to sleep, especially when the sun goes down early!

Fortunately, Kaiserslautern has some great hibernation antidotes. One of the best ones involves bundling up and walking around the city center after dark. It’s like a whole new city. Gaslights, street lights, and shop lights illuminate pedestrian plazas. During the Christmas season, you get an added bonus of beautiful illumination.

Shopping isn’t required to make this a refreshing outing. Even if you’re only going to sneak peaks at shop windows, the time spent will be well worth it.

2. Check out the Christmas markets

That’s right, Kaiserslautern has mar kets, as in plural, as in more than one. The Fruchthalle, in the city center, offers a large variety of vendors, goods, and goodies. There is also a smaller outdoor market nearby.

In addition, lots of smaller villages surrounding Kaiserslautern offer their own Christmas markets. These include Otterberg, Johanniskreuz/Trippstadt, Falkenstein, Homburg and many, many others. Get out there and immerse your self in the fantastic scented clouds of gin gerbread and mulled wine!

3. Tour neighboring villages

Speaking of KMC villages, many of them will be well worth your while, for a variety of reasons. Otterberg has a lovely downtown, an ancient church that’s worth a look, and a cute little plaza. Föckelberg

offers incredible views of the surrounding area. Neuleningen has an always-open castle, narrow winding streets, and breath taking views of the Rhine Valley.

The list goes on and on. If you live anywhere near Kaiserslautern, there are sure to be loads of hidden gems less than thirty minutes from your place. Ask your friends for tips. Ask your neighbors. Do a little research. And then start your visit!

4. Hit the forests

German forests are excellent. Trails that wind through trees are outstanding for many reasons: the route stays the same, and the scenery changes every season. They’re never subject to travel restrictions. You can walk (almost) wherever you want. They’re free. And they give you hours and hours of fun and fresh air.

5. Try out winter specialties

So when you’re done braving the great outdoors, there’s also this: Germans know how to eat well and drink well during the holidays.

If you haven’t done so already, join them. Put down those microwave taquitos and frozen pizzas. Save that run to the food court. Find a butcher’s shop, a bakery, a farmer’s market or a Christmas market. Start simple by looking up German reci pes online. Discover mulled wine, or Pfalz wine, or German beer. Buy a bottle of spru del and learn to love the bubbles.

Kaiserslautern has all of these things, in spades. If you’re going to stay local during the holidays, don’t be afraid to try living like a local. It makes the season all the more magical!
