On Feb. 8, 1943, moving several locations from its original assignment at Homestead Army Air Field, Florida, before eventually being assigned to Ramstein AB.

“The 76th Airlift Squadron has served in any capacity it has been called to,” said U.S. Air Force 1st Lt. Issac Giefer, C-21A aircraft pilot assigned to the 76th Airlift Wing. “Today, the World’s Fastest Airlift Squadron’s [C-21A aircraft] sit alert 24 hours a day, 365 days a year, ready to launch within 2 hours to do aeromedical evacuation if called.”

Alongside the C-21A aircraft, the C-37A aircraft transports politicians, diplomats, and military personnel to wherever duty calls, allowing them to carry out crucial missions around the world.

Since its inception, the 76th AS has been an integral part of many missions, including but not limited to, aiding the transportation of U.N. troops to the Suez Canal in 1956, participating in the evacuation of Saigon in 1975, evacuating Americans from Panama during Operation Just Cause in 1989, participating in Operation Desert Shield in 1990, and Operation Desert Storm in 1991.

Celebrating 80 years of service gave service members the opportunity to remember the sacrifices of all those who have been a part of the squadron, and honor those who paid the ultimate sacrifice for their country.

The celebration consisted of several family events, a history presentation, and a piano burning event.

Piano burning, although the origin is still uncertain, is said to have began as a tribute to a fallen soldier during World War II. They are used today to mark special occasions and to honor pilots who have lost their lives.

Upcoming OCOLA decrease for KMC service members

The Overseas Cost-of-Living Allowance will decrease for Ramstein Air Base and other bases in the Kaiserslautern Military Community in November.

Decreases will be implemented in two increments, with the first half of the total decrease effective on Nov. 16, and the second half of the decrease effective on May 16, 2024. The increments are intended to allow service members and families time to financially adjust to the change.

The allowance rates vary based on rank, years of service, number of dependents, and currency exchange rates. For example, using current OCOLA and currency exchange rates, payments to a technical sergeant, who resides off base in the KMC with 10 years of service and 3 dependents would receive $270 per pay period. The same service member — without considering currency exchange rate fluctuations - would receive $232 and $193 per pay period after the November and May OCOLA rate decreases, respectively.

The purpose of the OCOLA program is to maintain economic parity between service members stationed in and outside the continental U.S. to offset higher costs of living while stationed overseas.

The National Defense Authorization Act for 2023 enforces specific limitations on OCOLA decreases, ensuring they occur no more than once every six months or

when a member arrives at a new overseas permanent duty station. This limitation introduces greater stability and predictability in financial allowances for mili -

tary personnel stationed abroad. The OCOLA program takes factors such as inflation rates and currency fluctuations into account. Data collected from

the 2021 Living Pattern Survey indicated to the Office of the Secretary of Defense that the combination of inflation and the U.S. dollar strengthening warrants a decrease in the OCOLA rate.

Because OCOLA is not a fixed amount and fluctuates regularly, DoD officials advise service members to base their fixed expenses, such as rent and car payments, on what they can afford without relying on OCOLA. This approach ensures service members maintain stability in their finances regardless of OCOLA rates.

Ramstein leaders also encouraged members of the Kaiserslautern Military Community to participate in the next Living Pattern Survey, which is available to take in September 2024, to ensure their purchasing habits are accurately captured.

“I understand OCOLA is an important part of Airmen and Guardians’ financial readiness, and I am committed to continue to advocate accordingly,” said U.S. Air Force Gen. James B. Hecker, U.S. Air Forces in Europe - Air Forces Africa commander.

Hecker encouraged military members to review their Leave and Earnings Statements regularly and take advantage of the various financial planning resources offered to ensure financial success.

700th Contracting Squadron — our story

I vividly remember my family and I being welcomed to the 700th Contracting Squadron in June of 2022 when I took command last summer. It was such a humbling experience, and I felt an enormous responsibility being tasked to lead the largest contracting cquadron in United States Air Forces in Europe – Air Forces Africa. As soon as I arrived, I knew I was joining something special and my appreciation for the team has only grown as we continued to move forward together.

The 7000th Procurement Squadron, now known as the 700th Contracting Squadron, was activated on Feb. 1, 1974. We are coming up on 50 years of acquisition support in the Kaiserslautern Military Community. The team is built with 88 Military, Local National, and U.S. Civilian contracting professionals that support over 1,000 organizations across Europe, the Middle East and Africa. This team makes huge lifts year after year, we executed $188 million in fiscal year 2022 for the 86th Airlift Wing and mission partners, our largest spend in history and breaking the record we had just set in 2021.

Our team is called upon to turn dollars into warfighting capabilities providing our mission partners with mission inorganic execution capabilities. We are tasked with understanding the regulations that

govern our acquisition processes and navigating them to propel the mission forward. Just like a regulator that controls the pressure of fuel supplied to an engine, our job is to control the pressure of executing money at the speed of relevancy. This is why we call ourselves, The Regulators.

We are guided by our mission, “Buy to win!” and our vision “It’s your Squadron, own it,” to deliver innovative mission-focused business leadership enabling power projection for the Global Gateway and our mission partners. We execute mission requirements to ensure our USAFE-AFAFRICA team has what it needs when it needs it to win the fight and are empowered to own our battlespace and execute for the team of teams in the 86th Mission Support Group.

We are a remarkable team with an incredible story that is often behind the scenes. We award contracts for information technology equipment, furniture, vehicles, building renovations and updating roundabouts like the famous bronze boar. Our support doesn’t stop there as we also cover grounds maintenance, recycling, contract support for 37th Airlift Squadron field exercises, contracts for staffing some of our medical professionals in the Military Treatment Facilities. Still our reach goes further, executing non-appropriated funds contracts for events like Freedom Fest or the Ramstein Bazaar, firefighter

and defender equipment, aircraft arresting systems, remote control aircraft towing equipment, and many others not named. The team also helped turn an old high school into a contingency quarter in just 72 hours that could beddown up to 2000 forces, providing laundry service and 24/7 care of deployers while they transitioned through Ramstein. Our members also deploy and support contingency and humanitarian operations across three areas of responsibility. We buy it all.

However, as a lot of you know this process is not always easy and requires projection of needs, communication, and teamwork. That’s why as Regulators, we will continue to embrace change and work with our mission partners to navigate the many roadblocks that arise in the world of spending money.

The 700th Contracting Squadron is more than just a squadron, it’s an incredible and resilient family that enables the 86th Airlift Wing and our mission partners to execute our vital mission every day. I am proud to lead a team of so many selfless individuals with amazing stories that all come together to Buy to Win! I am excited to continue writing this ATLAS STRONG story by finding ways to buy faster and equip our team of teams here at the 86th Airlift Wing with the resources needed to continue to “Build Airmen, Project Power, and Support Partners.”

IEAFA hosts first in-resident Inter-African Professional Development Seminar

The Inter-European Air Forces Academy hosted the Inter-African Professional Development Seminar composed of 18 students from Benin, Côte d’Ivoire, Madagascar, Morocco, Nigeria and Sierra Leone, Kapaun Air Station, July 10-21.

The seminar was designed to develop non-commissioned officers, senior non-commissioned officers, warrant officers and commissioned officers in an environment intended to prepare them for increased leadership roles and responsibilities.

This seminar also recognized differences in education, training and leadership methods for all military personnel serving across U.S. Air Forces Europe – Air Forces Africa, focusing on non-commissioned officers as a key enabler towards building an interoperable military across Europe and Africa.

“We look forward to further developing the leadership skills and relational ties that will directly enhance

stability and security across Africa,” said U.S. Air Force Maj. Melissa Guldan, IEAFA dean of academics.

The seminar focused on experiential activities to solve physical and mental application-level tasks while learning together, explained Johnna Hayes, Security Cooperation Analyst IEAFA lead associate at Kapaun Air Station. This unique learning format showcases the benefit of the professional officer and enlisted relationship and how it contributes to mission success in USAFE-AFAFRICA.

The class is broken up into two main functions. One is an in-classroom lecture setting to discuss leadership and cultural differences, and the other is applying those skills.

“This course primarily focuses on relationship and leadership skills to build a cohesion between the officer and enlisted core structure,” U.S. Air Force Master Sgt. Stephen Davenport, IEAFA director of education, explained. “It has been an honor seeing the camaraderie between the different nations. I hope they remember the skills they learned in this course when

dealing with other cultures and nations in the future.”

During the seminar, graduates acquire dynamic leadership skills in problem solving, critical thinking and team building that can be taken back to any military setting, explained Davenport.

“One of the biggest things I learned in this course was understanding people have different personalities that influence how they conduct themselves in the workplace,” said Nigerian Navy SubLieutenant Felicia Ene Odunayo, IAPDS student. “ I also really liked how the instructor gave eye contact modeling how being an active listener can make a difference when working with someone. I hope we are able to bring more people out here to attend this class and I look forward to sharing what I learned with my superiors and subordinates.”

Kaiserslautern Polizei recognizes two 21st TSC employees

Two individuals, Shaylee Rawls Borcsani, 21st Theater Sustainment Command public affairs specialist, and Stabsfeldwebel (SGM) Sandra Bauer, a Bundeswehr liaison with the 21st TSC, were publicly thanked by the Western Palatinate Police Department for their contributions in establishing a partnership between the Kaiserslautern Polizei and 21st TSC on July 24.

Seeing a need in the community to address the difference in American and German laws, Bauer and Borcsani reached out to the local Polizei office for assistance and guidance.

“A foundation stone for a successful cooperation was then laid,” said Cristof Gastauer, vice president of the police headquarters Westpfalz region. “In the summer of 2022, Mrs. Borcsani and Mrs. Bauer approached the press office of the Western Palatinate Police Department for information on traffic prevention and crime prevention topics that should be provided in short videos.”

Through this partnership, the two organizations created public service announcements through videos to bring awareness to the Soldiers, family members, and civilians of the laws governing Germany.

“Because of the broad audience we have, the videos aired on the American Forces Network and our social media accounts,” said Borcsani. “We were able to partner with Ramstein Air Base and do a video with our command sergeant major and their chief.”

The video products created by the 21st TSC have also been used throughout the European Theater.

“Many of the laws are similar throughout Europe, and they are very relevant to everyone stationed in Germany,” said Borcsani. “This allowed us also to air it throughout Europe on AFN. The public announcements helped positively impact our community and the rest of the units in Germany.”

Bauer and Borcsani helped lead the way in establishing the relationship between both entities through that partnership.

“This partnership is actually one of the most important ones we were able to create during my time as the Bundeswehr liaison

noncommissioned officer in charge to 21st TSC,” said Bauer. “It gives us the possibility to educate our Soldiers and their families about German laws and regulations, prevent accidents, and hopefully make their tour to Germany more enjoyable.”

Prior to the award ceremony Brig. Gen. Ronald R. Ragin, commanding general of the 21st TSC, met with Gastauer, signifying a continued relationship between the 21st TSC and the Polizei.

“I strongly believe that the visit between our new commanding general and Mr. Gastauer signifies our continued working relationship,” said Bauer.

This partnership has paved the way for a long-lasting relationship that will benefit all parties, ensure public awareness and safety, and deter risks around the Kaiserslautern Military Community.

“To be part of this ceremony and be recognized was probably one of the coolest things in my career,” said Borcsani. “But most importantly, it was great to know that what I did impacted the community and the Polizei by building a lasting relationship. It was not a check-the-box and be done. We have done multiple videos outside of E-Scooters and had a couple partnership events, with future events planned.”

General Allvin nominated to be next Air Force Chief of Staff

Air Force Vice Chief of Staff Gen. David W. Allvin, a command pilot with expertise in joint planning and strategy, has been nominated as the Air Force’s 23rd Chief of Staff, President Joe Biden and Defense Secretary Lloyd Austin III announced July 26.

Allvin would assume the highest military position in the Air Force, responsible for the organization, training and equipping of 689,000 active-duty, Guard, Reserve, and civilian members serving in the United States and overseas. If confirmed by the Senate, he is poised to replace Gen. CQ Brown, Jr., who was recently nominated to be the Chairman of the Joints Chiefs of Staff.

Allvin’s nomination by President Joe Biden, was met with support across the service for a senior leader who is well known. He has served as the Air Force’s second-highest-ranking military officer for three years.

Allvin’s 37 years of service is highlighted by his leadership, dedication and experience, which are seen as critical qualities for meeting the demands and expectations of the position.

In 1986, Allvin graduated from the U.S. Air Force Academy with a Bachelor of Science in Astronautical Engineering. He is a command pilot with more than 4,600 hours, including 800 flight test hours in more than 30 aircraft and 100 combat hours in Iraq and Afghanistan.

He has commanded at the squadron and wing levels, which included serving as the Commander for the 97th Air Mobility Wing and 618th Air and Space Operations Center. He also held major command staff assignments and served in several Joint Staff positions, including as a Commanding General for the NATO Air Training Command – Afghanistan and NATO Training Mission-Afghanistan/ Combined Security Transition CommandAfghanistan, and Commander for the 438th Air Expeditionary Wing.

Allvin has served as the Director for Strategy and Policy for Headquarters U.S. European Command and Vice Director for Strategy, Plans, and Policy (J-5) at the Joint Staff. More recently, prior to his current assignment, he was the Director for Strategy, Plans, and Policy (J-5) Joint Staff and the senior member of the United States Delegation to the United Nations Military Staff Committee.

Key leaders plan for enhanced partnership

The ASA-Black Sea garrison command team hosted the second edition key leaders engagement event with civic leaders and communities of Mihail Kogalniceanu and Constanta, July 21.

The KLE attendees discussed ways to strengthen the communities' ties, improve readiness, find innovative solutions and enhance quality of life.

“Sometimes it’s not how you start, it's how you finish,” said Lt. Col. Brian C. Fiddermon, garrison commander of the Army Support Activity-Black Sea at Mihail Kogalniceanu Air Base.

In attendance were Ionut Rusu, Deputy Mayor of Constanta; Ancuta Belu, Mayor of Mihail Kogalniceanu; Chief Inspector Gluga

Constantin Adrian, Chief of Police Constanta County; Col. Dan Constantinescu, Deputy Chief of Emergency Services Constanta County; Ruxandra Serescu, Chamber of Commerce General Manager; Commander Eduart Dodu, Mihail Kogalniceanu Airbase Deputy Base Commander; and Sgt. Maj. Mircea Piticar, Mihail Kogalniceanu Airbase Sergeant Major.

This event opened the floor to broaden discussions between the chamber of commerce, the ASA-Black Sea and the 918th Contracting Battalion to reach out to the citizens of MK and Constanta.

Serescu expressed her interest in partnering with the 918th CBN to facilitate businesses in the community.

“I will need to know what goods and services are needed,” said Serescu. “I believe that there will be a lot of business interest.”

Maj. Eric T. Kufel, assigned to the 918th CBN, 409th Contract Support Brigade, discussed a plan to expand local business through the proper registration processes.

“We are very excited to partner with the Constanta Chamber of Commerce for our upcoming local industry outreach events,” Kufel said. “This will provide us a great opportunity to support the vendor base in Romania while expanding the number of local businesses who are interested in receiving theater contracts in support of the U.S. Military in the Victory South area of Operation.”

After their discussion, Kufel and Serescu were able to share ideas on how the chamber of commerce and the 918th CBN could facilitate business opportunities through future conversations.

“We are very interested in continuing to sustain and build upon our relationship with the Romanians,” said Command Sgt. Maj. Ronis J. Gutierrez, senior enlisted advisor of ASA-Black Sea. “Our soldiers are here, they live in the local communities, and they spend money on the economy.”

The KLE also offered an opportunity to facilitate open and streamlined communication, so all parties can work together to find interactive community engagement activities to include the local Romanian veterans.

The ASA-Black Sea suggested an initiative called the “Good Neighbor Program” that aims to recognize a Romanian veteran quarterly from any theater operation, and at year-end plant a tree or rose in their honor.

“Partnership requires action,” Fiddermon stated. “One of the things that we

realize is that talk is cheap, actions matter, we are not just talking about being good partners but we are actively doing things accordingly.”

For ASA-Black Sea, events and initiatives like the “Good Neighbor Program” are an integral part for the growth of partnerships and community relations.

Other events that will be taking place in upcoming months will be an airshow that MK Airport will host on August 5, and joint partnership training between the U.S. Army and other NATO allies, and partners for peace.

“We will be opening up our base to the general public,” said Fiddermon.

He urged the local communities to come out and see what is happening.

Belu spoke on important key points about the utilization of resources, emergency organization and the expansion of MK in the future.

“The presence of the U.S. Army is good, but we also need support from your side to actually tackle the important issues,” Belu said. “We are happy to be your hosts, but we also need your support.”

Fiddermon took note of Belu's concern and proposed a plan of action to approach this issue.

“We understand your concern and one of the things we can do is advocacy,” said Fiddermon. “We can certainly take that and push that up to Bucharest where the embassy is and have them weigh on it. ”

The impact of KLEs shape positive interactions and soldiers’ quality of life by allowing us to capitalize on what this community has to offer, so we can be good guests, Fiddermon explained.

“Key Leadership engagements,” Fiddermon said. “This impacts the quality of life for soldiers and the community. When soldiers go outside of the gate, they’re part of this (Mihail Kogalniceanu) community.”

Rusu spoke out about how he wants the growing military presence to be more than just inhabitants while in MK and Constanta.

“We don’t want you all to be the guests,” Rusu proclaimed. “We want you all, the guests, to be a part of the family.”

These conversations are what KLEs are for, to engage ASA-Black Sea and the surrounding local communities and establish meaningful relationships and partnerships that will set new opportunities for the future.

“We want to keep the interaction and interoperability going,” James D. Adamski, Garrison Deputy Manager said. “Working with these key dignitaries just shows the support that both sides have to make a great long-lasting friendship and family moving forward.”

While partnerships tend to focus on training opportunities and operational efficiencies, it is also about maintaining mutually beneficial relations and enhancing quality of life for the Army and local communities.

“We are willing partners,” Fiddermon said. “We will advocate to senior leaders. This is what we are doing, this is how we are making life better and we are building those relationships at the grassroot level.”

ASA-Black Sea KLEs are on an annual basis and the next iteration is planned for 2024.

“Strictly GI:” Discovered WW2 plane crash site memorial

86th Airlift Wing group commanders joined German Luftwaffe from NATO Allied Air Command, local civic leaders and members from the Rheinland-Pfalz Historical Research Community at a memorial service near Neustadt, July 28, to honor the American aviators of the B-17G Flying Fortress, “Strictly GI,” aircraft that crashed on Sept. 9, 1944.

The ceremony unveiled plaques at the crash site and brought the descendants of the aviators together for the first time since the crash’s investigation started in 2017. This gave the chance for the U.S. Air Force, German Luftwaffe, and local communities to strengthen ties and pay respects to past conflicts.

“I am deeply honored and grateful for having the opportunity to pay my (and Germany’s) respects to these fellow aviators,” said Lt. Col. Stefan Zwetsch, German national representative HQ NATO Allied Air Command. “They all deserve our

respect for their courage and dedication as they stand for the tradition of the USAF, which is a tradition of boldness and pride.”

Col. Brent Echard, 86th Operation Group commander, also spoke to the descendants representing the 86th AW thanking them for their ancestors' service.

“The legacy [the aviators] left behind remains unforgotten and continues to thrive in the hearts of their descendants and relatives, who graciously honor us with their presence,” said Echard. “We could not stand here today if not for the bravery of Lieutenants Jensen, Burkhead, Hankey and Klein; and Sergeants Valentine, Kasperko, Laird, Morris, and Wright. May their legacy endure forever. Thank you.”

The guests of the ceremony were driven to the memorial site in the middle of the Mußbach forest by local World War II era historical military vehicles. Once the plaques had been unveiled and the military and local officials spoke, the descendants had the opportunity to meet the German local who found the plane crash as a

young boy back in 1944. Attendees also witnessed a USAF C-130J Super Hercules aircraft flyover, took a walk through the forest to the exact spot where the survivors of the crash took refuge until captured, and gave speeches of their own to express their gratitude.

“Since I was a small boy, my father told me short stories about his big brother, Herman, who flew in the Army Air Corps and had been killed in a B-17,” recalled U.S. Army Lt. Col. Herman Valentine, retired, and nephew of Sgt. Herman Valentine.

Valentine expressed how his uncle inspired him and his father to join the service, but his father sadly passed before he was able to come to Germany for the memorial. He closed his speech thanking the historical research community for their work and bringing closure to so many families.

After the ceremony, all the guests and presiding officials attended a reception hosted by the city of Neustadt, and each family of the descendants each received a piece of “Strictly GI” to take back home.

US Army reactivates 7th Engineer Brigade after 31 years

Soldiers from the 21st Theater Sustainment Command held a reactivation ceremony for the 7th Engineer Brigade July 27 at Hangar 2 on Katterbach-Kaserne.

In March of 1944, U.S. Army Gen. Douglas MacArthur requested that the War Department authorize him to activate two construction brigades to manage base and other construction projects under his command. This led to the founding of the 5202nd Engineer Construction Brigade later that year in June 1944 which formed into the 7th Engineer Brigade.

The brigade served for fifteen months in the Pacific Theater, where it earned campaign streamers for the New Guinea, Leyte, and Luzon campaigns, and the Philippine Presidential Unit Citation and Army Meritorious Unit Citation. After the end of hostilities in August 1945, the brigade left Manilla for Yokohama, Japan, where it participated in occupation duties until its inactivation on Dec. 5, 1945.

The Army reactivated the unit as the 7th Engineer Brigade at Fort Belvoir, Virginia, on 1 October 1948. The brigade was quickly redesignated as the 7th Engineer Aviation Brigade and sent to the Pacific to construct facilities on Eniwetok Atoll in the Marshall Islands. This would lead important missions around the world during peace and war as the only engineer brigade in Europe before its inactivation in 1992 at Ludendorff Kaserne, Kornwestheim.

The brigade’s call back to service 31 years later strengthens U.S. strategic readiness capabilities and enhances the ability to rapidly mobilize, deploy, and sustain U.S. and Ally

forces on multi-domain battlefields in Europe.

Col. Kyle T. Moulton, commander of the 7th Engineer Brigade, and Command Sgt. Maj. Rufus Beaman, senior enlisted advisor, assumed command and responsibility today of the unit during the ceremony. Ragin emphasized the importance of this brigade, its history and the impact it will have within the European Theater.

“This decorated brigade’s history of leading the way — whether fighting for freedom or providing humanitarian assistance — is its blueprint to being an essential contributor to U.S. readiness and capability in the European Theater,” said Brig. Gen. Ronald Ragin, commanding general of the 21st Theater Sustainment Command. “In this game centimeters make the difference. In this game Sappers make the difference. In this game Engineers make the difference. That’s why you’re here. That’s why we’re having this ceremony. You enable the freedom of movement of every Soldier in this Theater. From horizontal construction to clearing obstacles, you clear the way.”

To cherish the history and impact this brigade is set to have across Europe, was a special guest that shares the bloodline of the last leader to command the Tower brigade. Traveling all the way from just outside Seattle, Washington, Ms. Amy and Leland Zender, daughter and grandson of the late Col. Samuel Raines, came to witness the ceremony personally.

Raines commanded the 7th Engineer Brigade through Operations Desert Shield and Desert Storm. As a decorated Vietnam War veteran earning both the Distinguished Flying Cross and Air Medal of Valor, he utilized his vast experience to enable and protect

VII Corps throughout the 100-day war, earning the unit a Meritorious Unit Citation. With a career spanning over 30 years, the Tower Brigade would be the last unit he would command before retiring in 1995.

The Tower brigade did not hesitate to invite Zender to honor her father’s legacy.

“I am honored and humbled to be included, to have my son with me on this precious and special day, it is poignant to see the brigade that once swelled to nearly ten thousand strong during wartime under my father’s command, that defined our social life and had a place at every holiday,” said Zender. “I have learned new history, and while I could envision the love and admiration I had for my father, it has taken my breath away seeing the indelible footprint he left behind unfolds before me through the memories and stories from others. I am a very proud daughter, and I know he is with us all today.”

Moulton desires to honor the legacy of the Tower brigade he is undertaking and promised to pay the investment the Army entrusts in them forward.

“We have inherited a tremendous legacy from the great Tower Soldiers and leaders who proceeded us,” said Moulton. “With this reactivation we pledge to provide a sustaining return on your investment. We will provide you with a combat credible force, that is trusted to deliver the required solutions to challenging problems.”

The 7th Engineer Brigade now exercises command and control of expeditionary forces at the strategic, operational, and tactical levels in support of U.S. European Command and NATO operations and stand ready to support U.S. Africa Command operations.

Driving in Germany

Welcome to our brand-new informational series. In the next few weeks, we’ll publish both basic rules and expert knowledge, on driving in Germany.

Let’s start with a quick overview on the standard behavioral rules on the Autobahn.

1. Looking at the bottom left of the graphic, you’ll see a blue sign with a white street and white car. This is the official sign to indicate an Autobahn starts at this point. Autobahns in Germany are numbered from A1 to A999. As a rule, even-numbered Autobahns connect West and East and odd-numbered Autobahns connect North and South.

2. The recommended speed to go on the Autobahn is 130 kilometers per hour, which equals approximately 80 miles per hour. In order to be allowed to drive on the Autobahn, your vehicle must be able to drive at least 80 km/h. There are many

parts of the Autobahn where there is no speed limit, but the majority of the German Autobahns does have speed limits indicated via the normal speed signs. These are not a suggestion but law. Going over the speed limit can be quite expensive but we’ll cover that in another post.

3. Tailgating, or not keeping enough distance between two vehicles, is prohibited in Germany by law. It is especially dangerous on the Autobahn due to the high speeds. The rule of thumb is to keep “half a speedometer’s” distance, which means you take your speed and divide it by two: that is the distance you should keep. The white-and-black posts on the side of the street are positioned at a distance of 50 m from each other, so they are a good way to estimate distances.

4. The German Traffic Regulations stipulate the right-lane rule. This means that everyone must drive in the lane furthest to the

right unless they are passing another vehicle.

5. If you want to pass another vehicle on the Autobahn, always pass them on their left. Even though there is an empty lane on their right, you are not allowed to pass

there. If you are approaching a vehicle from behind and they are driving in the middle lane even though the right lane is empty, still pass them on their left. The only instances in which passing on the right is allowed is when

the speed is below 60 km/h in all lanes. The right lane can then not go faster than 80 km/h (i.e. in traffic jams).

6. After you have passed a vehicle, drive to the very right lane again. You cannot just stay in the middle lane.

Keep moving: Navy vet, 100, continues competitive running streak

“I’ve always had good luck.”

Roy Englert, a 100-year-old World War II Navy veteran, recently said that ahead of his 36th appearance at the National Senior Games, which are like the Olympics for people over 50. And judging by his story, I’d say it’s a pretty good summation of his life.

Not only did Englert survive the war, but he’s been a competitive runner since he was 60. He’s broken several world records, as recently as 2019, and he’s done so without injury. In fact, he hasn’t been sick in over 50 years.

“I had a kidney stone in 1971,” Englert said. “I missed two days of work, and that’s the only two days I ever missed of work because of illness.”

So, yes — luck and good fortune might have something to do with it. Probably a few good life choices, too.

Either way, Englert has a pretty amazing story to tell. He grew up in Nashville during the Great Depression, and when his father died when he was 5, he had to help his mother take care of his sister. He got his first job at 19 while also getting a degree from Vanderbilt University. He joined the Naval Reserve his junior year of college and worked out a deal to join the war effort after graduation in 1943.

Englert was part of the massive force that took part in the D-Day invasion of Normandy, France, on June 6, 1944. He served as a supply officer on a landing ship, or LST, that carried troops and equipment to the beachheads.

“We arrived off the coast of France, Utah Beach, around 4:30 in the morning,” Englert remembered. “We had about 300 or 400 troops who we were ready to discharge onto the beach. Around daybreak … battleships and cruisers behind us started shelling the beach, and it was a spectacular fireworks display. We were close in, and they were shooting over us. We just sat there and watched.”

Since the beachhead wasn’t yet secure, his ship initially delivered troops — who Englert said kept to themselves — over the sides of the ships into smaller boats. Once the beachheads were secured, his LST was the first to land onshore to deliver trucks and tanks.

Soon, Englert’s ship was sent to the south of France, where Operation Dragoon was carried out. Englert said that mission was a good bit different than Normandy.

“When we got the call to go in, we went in too fast. We got stuck on the beach, and we couldn’t get off,” Englert laughed. “To get off the beach, we had to get two LCIs — smaller ships — to help pull us off the beach. And while they were doing that, one of the [other] LST’s got hit by a German shell. It landed in the sick bay of the ship and exploded there. Nobody was in the sick bay at the time, so nobody got injured. But we did get off the beach.”

Eventually, their ship went back to the U.S. for refurbishment before being sent through the Panama Canal and onto Hawaii. They eventually ended up taking part in the Battle of Okinawa after the beachhead there had been secured.

“While we were anchored in the bay there, a kamikaze plane came over. It just cleared our mast and struck the ship behind us,” Englert said. “We were lucky.”

There it is — that word again.

After Okinawa, Englert’s ship sailed to the Philippines to train for the invasion of mainland Japan, which never happened because the war ended.

When he returned from the Pacific, Englert attended law school and settled in Washington, D.C., where he started a 22-year career with the Department of the Treasury. He eventually moved to a private law firm and business consulting before retiring at age 73.

It was during those years that Englert read a book about the benefits of exercise and was inspired. So, at age 60, he picked up running.

“There was a meet held at Georgetown University, and I decided to try it,” Englert said. He ended up winning the silver medal. “I thought, ‘This is fun. Let’s do more of it.’ So, that’s how I got started.”

Not that it was easy from the get-go.

He’s also competed in every National Senior Games since the event’s inception in 1987. Earlier this month, about 12,000 senior athletes competed in the annual event in Pittsburgh. Several veterans took part, but Englert, who ran the men’s 400-meter race, stood out from the rest.

“I started running in my basement. I had a pretty large house, and I could not go a quarter of a mile without getting winded,” he said. “But I kept at it. Pretty soon, I graduated to high school tracks, and then I started doing [meets]. I learned that I am not a sprinter. I have no speed, so I started concentrating on the longer events, the 5k and the 10k.”

His record over the decades has gotten more and more impressive. In 2014, Englert and a team of 90-year-olds set a world record in the 4x100-, 4x400- and 4x800meter relays. In 2018, he set a world record for men in the 95-99 age group at the USA Track and Field Masters Outdoor Championships, finishing the 800-meter race in under 6 minutes. At the same event in 2019, he set another world record for completing a 5,000-meter race in just over 42 mins.

“The other record had been 50 minutes and some seconds, so that was quite outstanding,” Englert said. “I got a lot of comments about that, a lot of praise.”

He didn’t have any competition in his 100+ age bracket, so he was really just running to challenge himself. He finished in 6 minutes, 10 seconds this year — just over the goal he’d set for himself. Because the weather was so hot, he had to stop a few times on his way around the track. But officials said that once he got within 50 meters of the end, the crowd went wild cheering for him. Once he crossed the finish line, they said he smiled and waved like the race hadn’t taken anything out of him at all.

For Englert, he was just happy to be part of the fun.

“I always enjoy my experiences,” he said. “As for my race, no matter how many times I have done so, I always exuberate at crossing the finish line.”

When asked if people thought he was crazy for starting competitive running at such a late age, he replied, “My mother said, ‘Roy, you’re too old to run. Stop doing that!’

“She should see me now,” he continued.

As someone who has defied the constructs of age, Englert said he believes being “too old” is mostly an excuse people make.

“So many people, older people, make themselves old. They say, ‘I’m too old for this, I’m too old to do that.’ But pretty soon they are old. They convince themselves,” Englert said. “I think you should just keep going.”

It’s clear that Englert has mastered the art of longevity. His advice to others was pretty simple: “Keep moving, keep moving, keep moving.”

435th CTS hosts first full AFFORGEN Silver Flag exercise

The 435th Construction and Training Squadron hosted their first full Air Force Force Generation Silver Flag mission qualification course at Ramstein Air Base, July 24-28.

More than 150 total force U.S. Air Force Airmen assigned to the Alaska Air National Guard 176th Civil Engineer Squadron, Joint Base ElmendorfRichardson, Alaska, Utah Air National Guard 151st Civil Engineer Squadron, Roland R. Wright Air National Guard Base, Utah, and 52nd Civil Engineer Squadron, Spangdahlem Air Base, Germany, attended this year’s Silver Flag course.

Silver Flag is one of the first Air Force exercise programs to align with the new AFFORGEN deployment model. Tyndall Air Force Base, Florida, hosted the Air Force’s first Silver Flag course for its Airmen in the AFFORGEN deployment cycle earlier this year.

The participating civil engineers

were tasked with deployment in the AFFORGEN cycle and were qualified on required wartime tasks. The mission qualification course tested the Airmen’s ability to build a bare-base, respond to base attacks, and rapidly recover airfields all while living in a simulated deployed environment for the week.

“This exercise gives all the participating members a chance to work as a team,” said Master Sgt. Nicholas Barnum, 435th CTS emergency services contingency training section chief.

“The strategic level is our assessment of this expeditionary air base. [The results] go to the MAJCOM, and that gives a higher validation of the skills the Airmen have received and ensures our units in the Air Force are prepared to deploy.”

Silver Flag builds on the MultiCapable Airman concept. Participants performed duties outside of their day-to-day jobs, which they might be required to do in a real-world situation. The qualification course is required for civil engineers every three years or before a deployment.

The course also allows for the Airmen to work together with different career fields, helping them become more fluent in tasks they might be less familiar with.

The mission qualification course acts as another building block to continue strengthening foundational skills learned at the Airmen’s home station. The Airmen put those skills to the test at Silver Flag while being observed and graded by 435th CTS cadre.

“These skills are necessary not only for my job, but for every job to know before you go to any sort of deployed environment because there is no reaching back for help,” said Senior Airman Nicholas Maley, 52nd Civil Engineer Squadron explosive ordnance disposal technician. “It is all up to you to take what you are given and be able to produce good work out of it.”

Exercises like Silver Flag are important to ensure Airmen are ready to complete the mission at any time and in any location, especially in contested environments.

Ask a Dog: Inside the Life of a Walter Reed Facility Dog

When you’re in pain, need comfort, or just a reason to smile, time spent with a furry friend may be just what the doctor ordered.

The facility dog program at Walter Reedopens TRICARE National Military Medical Center offers all of this and more to their patients and staff. The program provides interactive care with innovative animal assisted interventions to reduce stress and increase overall feelings of well-being.

Facility dogs are trained to be service dogs for the disabled but learn new therapy skills that enable them to work in military hospitals and clinics. WRNMMC facility dogs make frequent visits to patients and staff in the inpatient and outpatient areas of the hospital to give comfort and support to those in need.

One of the stars of the program is Corpsman Luke, named for Saint Luke, the patron saint of doctors. This energetic, five-year-old German shepherd is “spectacular,” according to his handler and “mom,” Amy O’Connor, the program’s project manager and a licensed social worker.

“He never tires out,” she said. “He is the happiest heart coming into the hospital every day. We say that he’s like a cup of coffee. He boosts people’s moods and makes them smile.”

Q: Hi, Luke! Can you tell us more about what you do for your job?

I love my job! I’m so grateful to add positivity to the patient and staff experience at Walter Reed.

I am a member of the patient and staff experience team and work with my fellow facility dogs and human handlers to visit staff and patients daily. We go to wellness meetings, visit with families, and attend ceremonies. Our goal is to bring smiles to the human faces and happiness to their hearts.”

I typically work about an hour and a half, twice a day. Facility dogs need lots of rest. I don’t need as much as others though, so I can work for longer if I’m needed.

I make a walk through the hospital with my handlers. Then, I might visit the intensive care unit, or the pediatric infusion clinic, and then go outside to play. I take a walk at lunchtime

and come back in to make my rounds again in the afternoon.

I love to help service members. And because I'm a German shepherd, some service members are drawn to me, particularly ones that are energetic and fun. Sometimes it's hard for me to relax. But I can remember going into a service member's room, laying down, and spending time with him.

Q: Why do you think the facility dog program so important?

The program is important because it can cheer patients up in many different ways. When someone comes to the hospital for care, they lose a lot of control. When I come in their room, I give them control back. I ask nothing of them. I am there for them. I'm there to pick up a ball or for a friendly tail wag. I'm giving of myself. That’s what makes the facility dogs so special.

There is so much to see and do in and around Rome. Here are four great places to begin.

Must-see: The Colosseum

The Roman Colosseum is so iconic that, ironically, some visitors are ready to give it a pass. Don’t be one of them. The Colosseum is a must-see.

Why? For starters, the size of the place will stir your imagination. For Americans, and especially for football fans, it is staggering to think that the place could have hosted a bowl game with put 80,000 fans in the seats. With 80 entrances, it was the largest arena in the Roman Empire.

It also didn’t look like a sun-bleached ruin when it was built (which is easy to forget). The Colosseum was detailed in bright color. It also originally had a roof that provided spectators with relief from the Italian sun.

Standing inside the Colosseum is also an essential experience, mostly because it’s so much easier to imagine everything that once happened there. There were gladiator fights, wild animal hunts, naval battles on the flooded floor, and a hundred other events, both good and truly awful. And all of it lasted for more than 500 years after the Emperor Vespasian ordered the building built in the first century AD.

A country within a city: The Vatican

So, technically, the Vatican is a country (the smallest in the world!) within a city. That said, it is an essential part of the Rome experience. Much of Europe’s history was shaped from the Vatican, where powerful popes allied with (or plotted against)

emperors and kings to shape the political face of the continent.

Even if those days are gone, the Vatican remains exceptional. It is filled with priceless artwork and incredible architecture. The Sistine Chapel, with its Michelangelopainted ceiling, is rightfully famous. But visitors need to see the other astounding works of art, like that in the Raphael Rooms, or the Gallery of Maps inside the Vatican Museum.

Adventure can still be had in the Vatican, too, especially for those who are willing to climb to the top of St. Peter’s Basilica (where you’ll be rewarded with an amazing view of Rome), or for those who are lucky enough to get tickets to visit St. Peter’s tomb.

Off the beaten path: Capuchin Crypts

If you’re looking for a well-kept secret in Rome, this place might be it. Rome has catacombs, which contain the bones of around 4,000 Capuchin (a Roman Catholic religious order) Friars.

A bit like the famous Parisian catacombs (though much smaller), the crypt was built in the 1600s. It contains six rooms, a wall of bones in the shape of a church, and a slightly creepy atmosphere.

The crypt is also well located, despite being off the beaten path. It’s only a short walk from Rome’s famous Trevi Fountain, for example. So after the bones, head to the fountain and buy a gelato. Because life is short, right?

Great side trip: Villa Adriana

The Villa Adriana, or Hadrian’s Villa, is located in Tivoli, roughly 30 minutes out-

side of Rome. The villa is special for a lot of reasons, not the least of which is that it looks really good for a place that was built almost 2,000 years ago.

It’s an ideal spot for a break from the speed and noise of Rome. There are beautiful pools, elaborate fountains, lush gardens, walking paths, and room to breathe. Some of the sycamore trees are centuries old. At Villa Adriana, it’s very easy to imagine Roman emperors strolling around. Even though it is outside of Rome, the place feels just as eternal.

Getting there

Direct flights to Rome from major German airports are easily and frequently available. By car, Rome is just over 12 hours from Kaiserslautern and Wiesbaden, and just over 11 hours from Stuttgart. Check with Deutsche Bahn for train information.

ABC IN KMC: Celts at Donnersberg

There are many stories about Celts in the world, but the bestknown ones are Asterix and his friends, who have fought against the Romans for 2,000 years, although they only exist on paper or in cartoons. Many theories focus on the Celts and their actual origins. One states that first tribes came from what is now Türkiye and Iraq about 4,000 years ago to settle in various locations around Europe.

It is a proven fact though that the Celts play a decisive role in the history of Rheinland-Pfalz with settlements such as in Trier. There they were overrun by the Romans about 100 B.C. and gave the city its first name “Treviris” based on the name of the tribe then a days. Ruins of a ring wall can be found in Otzenhausen along A62, there are traces of settlements near Landstuhl and Ramstein, mound graves were also found near Weilerbach.

The best-known place to

experience the lives of the Celts and just nearby is at Steinbach below Donnersberg, north of Winnweiler. Over 2,000 years ago, Celtic ancestors erected an impressive central city on the plateau of the mountain, referred to as an Oppidum. This Oppidum was the central hub point in the Rhine River valley and was one of the largest Celtic settlements north of the Alps. Take a journey

into history and experience the mystic and exciting world of the Donnersberg Celts.

A visit to the Celtic village in Steinbach is like a fascinating journey into the mystical world of early inhabitants. The reconstructed village is more than a museum, you can actually experience the culture of the Celts. Dwellings with wooden posts and semi-timbered structures, wooden

shingles and facades made of clay, give a realistic insight to the lives and times of the early inhabitants of the region. A nearby garden with stone sculptures in a circle can also be visited.

Visitors can become active and try out Celtic handcraft techniques such as felting, building arrows or creating beads out of clay. The village is open on weekends during the summer months and ends the

season with a Samhain Festival, the early ancestor of what we consider Halloween, at the end of October with spooky torch walks and tales at the bonfire.

Whether the Celts were more or less driven out by Romans or Germanic tribes, or wandered further on their own accord, cannot always be historically reconstructed. In any case, numerous tribes made their way to Ireland, via Spain, France or Belgium. The best-preserved ruins in all of Europe can be found on the island and shaped its history for over 2,000 years.

Direct descendants of these people still inhabit the western regions along the Wild Atlantic Way and have maintained their language and some traditions of their ancestors to date, with Gaelic (or Irish) being an official language in Ireland. Fáilte go Eire! Fáilte go Donnersberg!
