With talk of sequestration, cutbacks and furlough, it may seem like an odd time in the nation’s history to talk about giving money to a charitable organization. Messages from Washington don’t inspire hope for a better or brighter future.

But this is also when service members help each other out. While the rest of the country may worry about how bad things are, service members step up and ask how they can help. Service members have a unique opportunity during the Air Force Assistance Fund campaign to directly improve one or more of their fellow member’s lives.

Every April, the Air Force kicks off its annual Air Force Aid Society charity drive. The AFAS is an official charity dating back to 1942. The AFAS mission is to help relieve financial distress of Airmen and their families and to assist them in financing their higher education goals. AFAS accomplishes

Putting the ‘Precision’ in Precision Engagement

I

n World War II, it took an average of more than 9,000 2,000-pound bombs to destroy one target. Fast forward to Operation Enduring Freedom where a single B-2 aircraft was capable of destroying that same target with only one 2,000-pound bomb.

Precision engagement is one of the Air Force’s six distinctive capabilities, and striving for precision in all facets of the mission is core to our success as an Air Force. Taking precision to another level, the test measurement diagnostic equipment technician working in the Precision Measured Equipment Laboratory at Ramstein expands our knowledge of science and applies those rules to ensure the test equipment and calibrated devices we use throughout the Air Force is accurate to levels that are almost unbelievable.

For example, in the PMEL, Airmen can measure current as low as one PicoAmp. That is less than one thousandth of the current to power a hearing aid. On the other end of the spectrum, they can calibrate voltages as high as 40,000 volts, nearly double the voltage that powers Europe’s high-speed ICE trains.

its mission by providing interest-free loans and grants for short-term or one-time emergencies, such as food, rent and utilities. It can also help with car repair and emergency travel requirements.

There have been stories told of other charitable organizations collecting money but not distributing very much of that money to the people they are supposed to help. This is definitely not the case for the AFAS; every dollar donated supports AFAS emergency assistance, education and community enhancement programs.

In 2012, AFAS provided more than $17.8 million in support to 40,000 Airmen and their families. That $17.8 million was broken down into $10.1 million in emergency assistance going toward funeral expenses or emergency travel; $5.8 million in

PMEL’s capability to work across such a broad spectrum of electrical ranges is only the tip of the iceberg. They can measure the flatness of a surface to within five microinches. To put that in perspective, if two and a half Empire State buildings equaled one inch, then the width of a dime would be one microinch! When it comes to weight, these Airmen can measure up to 100,000 pounds of force or, conversely, if you took one gram and broke it into 30 million pieces, the Airmen in the PMEL could tell you if one piece was missing. Additionally, the lab’s GPS is continuously updated by orbiting satellites allowing Airmen to measure frequency down to one billionth of a second.

Equally impressive, Airmen in the lab can create a triple point of water. This is the condition where water exists as a solid, liquid and gas all at the same time. As this phenomenon is only possible by combining a specific temperature with a specific pressure, technicians can then use this as a reference for all temperature measurements. Bottom line, if it is a characteristic that can be measured, the Airmen in the PMEL can measure and calibrate the corresponding test equipment to a degree that boggles the mind.

education programs like education grants or spouse tuition assistance; and $1.9 million in community outreach programs like Give Parents a Break and phone cards for deployed Airmen.

That sounds great on paper, but who gets the assistance? Eighty-nine percent of emergency assistance dollars went to active-duty members and their families in grades E-6 and below.

If 50 percent active duty participation is achieved in this drive, AFAS will award a cash reward to Ramstein.

The charity drive is currently happening. Each squadron has a representative in charge of contacting its members and providing information about the drive. Take time to donate something. flight. This flight serves more than 425 customers across U.S. European Command, U.S. Africa Command and U.S. Central Command and leverages all these capabilities in many ways.

They are the only military PMEL authorized to calibrate infrared target simulators that ensure sidewinder missiles hit their target and nothing else. They also calibrate various Tactical Air Navigation test sets that simulate ground stations and other aircraft. If calibrated incorrectly, this could lead to our aircraft being sent miles off course or unable to tell the distance to other aircraft in a crowded battle space. Additionally, the precision with which they calibrate the various scales that weigh vehicles, aircraft and pallets ensure the critical center of gravity is maintained in each aircraft to safely deliver tons of cargo around the world. TMDE’s customers are not limited only to flightline operations; they also calibrate medical equipment for our medical teams ensuring our Airmen receive the best care medical science can offer.

When the smallest measurements mean the difference in mission accomplishment and mission failure, the 62 proud members of Ramstein’s TMDE flight are there to apply the scientific knowledge that puts the precision in precision engagement.

ERMC HQ moves from Heidelberg to Sembach HEIDELBERG, Germany — Europe Regional Medical Command will case its colors at Heidelberg’s Nachrichten Kaserne during a ceremony April 23.

The colors will be uncased the following day 90 km away at Sembach Kaserne, officially relocating the command’s headquarters to the KMC. The move marks a significant step in transformation for Army Medicine in Europe. More steps will take place this summer as Europe Regional Dental Command and U.S. Army Research UnitEurope both relocate to Sembach.

ERMC Commander Col. Jeffrey B. Clark and Command Sgt. Maj. Robert Luciano will officiate at both the ERMC casing and uncas-

ing ceremonies. The casing ceremony will take place at 3 p.m. April 23 at the Wilson Theater, with the uncasing ceremony scheduled for 2 p.m. April 24 at Sembach’s Community Activities Center.

All are invited to attend.

The U.S. Army Europe Regional Medical Command was activated on Oct. 16, 1994.

Because the ERMC commander also serves as command surgeon for USAREUR and 7th Army, the command’s headquarters has been in Heidelberg since the summer of 1997.

Much of the command’s staff has already relocated to Sembach.

CCAF graduation

The Air Force Association Pitsenbarger Awards provides a one-time grant of $400 to selected top U.S. Air Force enlisted personnel graduating from the Community College of the Air Force who plan to pursue a baccalaureate degree. April to raise awareness on sexual assaults From the 86th Airlift Wing Sexual Assault Response Coordinators April has been designated Sexual Assault Awareness Month across the U.S. SAAM gives military members the opportunity to reflect upon how to prevent sexual assault through education and increased public awareness.

Dealing with a sexual assault must be done so in accordance with military law and specific sexual assault prevention and response protocol. If you, or someone you know, are victims of sexual assault, it is important to be familiar with the following terms:

Restricted Reporting

A report that allows sexual assault victims to confidentially disclose the assault to specified individuals and receive medical treatment, including emergency care, counseling, and assignment of a sexual assault response coordinator and SAPR victim advocate, without triggering an official investigation or notifying the chain of command. It is permissible to speak to a SARC, VA, medical personnel or chaplain and still have a restricted report.

Unrestricted Reporting

A process in which an individual discloses he or she is the victim of a sexual assault, without

requesting confidentiality or restricted reporting.

Under these circumstances, the victim’s report provided to healthcare personnel, the SARC, a VA, command authorities or other persons is reported to law enforcement and may be used to initiate the official investigative process. If you mention your sexual assault to a mandatory reporter, you will be unable to keep your report restricted.

Mandatory reporters include police officials, firstline supervisors, foreign medical personnel and commanders.

Independent Reporting

Is an unrestricted report that is brought to the attention of a mandatory reporter by a third party.

Regardless of your reporting preference, the first response to any sexual assault scenario should be to contact the SARC by calling 480-7272.

Sustained emphasis on education and public awareness is needed to establish a military culture intolerant of sexual assault. According to the fiscal year 2011 Department of Defense annual report on sexual assault in the military, victim reports per 1,000 Air Force members were at 1.6. The same report states that only 14 percent (about one in six) of the estimated 19,000 victims actually reported their attack.

Consequently, for every 100 service members, statistics show one will be sexually assaulted.

Consider the size of a squadron. Assuming the average size of 120 Airmen, it is probable at least one squadron member will be raped, sodomized, fondled or all of the above. Tragically, this may occur at the hands of a fellow service member. These actions devastate the victim and, in the case of blue-on-blue assaults, destroy the trust that is central to any military organization.

In light of these abysmal statistics, former Defense Secretary Leon Panetta transformed the SAPR office during his tenure. New policies include a two-star general at the helm of the SAPR office, expanded legal assistance, expedited transfers for victims of sexual assault, and extended retention of forensic examination and investigative reports.

These changes resulted in increased effectiveness of the court system. Of the 791 military assailants brought before the court for a sexual assault offense across the DOD, 489 (62 percent) had courts-martial charges preferred against them. That represents a 30 percentage point increase in the rate of courtsmartial charges preferred as compared to fiscal year 2007.

True greatness

T

he Air Force’s core value of service before self reminds us that service is not about serving ourselves, or for that matter being served, but is about serving others. Some have missed that point.

Do we care enough to lead by example, provide our people the resources necessary to accomplish the mission, and invest the time needed to develop our Airmen? We must serve our people so they can better accomplish the mission.

To properly serve others, we must first lead by example. It has been said that imitation is the greatest form of flattery.

If so, which of your qualities are your subordinates imitating?

The examples we set will last longer than our tenure. We need to show through our actions the example of the true servant leader. We must keep this tenet in mind: Airmen will not know it until you show it.

Furthermore, to help others strive for greatness, we need to provide the right resources.

We shouldn’t require our people to come up with the appropriate equipment and training on their own — that won’t work. By placing the right tools in the hands of the right people, we can better hope to get the mission done right the first time.

If our service does not include this principle we will never truly achieve greatness. Taking the time to deliberately develop our Airmen will also set us on the course to true greatness.

Co-mingled with our example and the correct resources is the need to invest the time to develop our Airmen.

The demands on today’s Air Force are increasing. Airmen are embracing a new normal that places high demands on our units and our families. In situations like this, there is the tendency to place less emphasis on professional development.

After all, the mission comes first, right?

Professional development is part of our mission.

It is worth what some may see as a short term “inconvenience” for the long term return on investment. True greatness cannot be achieved by short changing our people in this area.

Again, service before self is not about serving ourselves. It is about leading by example, providing our Airmen the resources to accomplish the mission, and investing the time to deliberately develop our people.

Leaders, let’s chart the right course.

Alcohol Awareness Month: ‘family-ness’ of alcohol misuse

A

pril is Alcohol Awareness Month and this year’s goal is to educate communities on the use and misuse of alcohol along with resources and services available for those needing help.

What is secondhand drinking? It is a term that describes the impact of someone who is on the receiving end of behaviors associated with alcohol use.

Some of these behaviors can include: • Physical fights • Verbal, physical or emotional abuse, neglect or bullying • Driving while impaired, riding in a car with an impaired driver, getting a DUI • Unprotected, unwanted or unplanned sex or sexual assault • Problems at work or school • Domestic violence Some risk factors associated with the individual or individuals being exposed are: • Early use of alcohol in children and young adults • Negative social environments associated with alcohol use

• Mental illness • Childhood trauma • Abuse/neglect People who are affected by secondhand drinking are spouses, children, parents and other loved ones.

An example of secondhand drinking is when a wife repeatedly promises to stop or cut down her drinking, but when confronted by her husband, she starts offensive attacks on something that he has or has not done, which then causes him to go into crazy and convoluted arguments to defend himself.

The effects on children could be devastating as well. When something happens that keeps a child up late, such as arguing and fighting in the home, and the child gets to school the next day and can’t concentrate during class and is embarrassed by a classmate’s snicker when the teacher asks him a question he cannot answer, e gets upset and punches the classmate in the face.

As you can see, secondhand drinking has a ripple effect creating memories and emotional damage that last a lifetime. It’s real and can forever change a person’s life if it’s not recognized or goes untreated.

The emotional consequences to family members and friends can be alarming.

loved ones try to cope, control, minimize, deny, protect themselves and others when faced with a loved one’s chronic substance misuse with little or no understanding of the condition or disease. The more risk factors a person has the more likely they have a problem with alcohol abuse or alcoholism.

urviving family members of fallen service members gathered recently at U.S. Army Garrison Kaiserslautern for a luncheon held in their honor by Survivor Outreach Services.

The April 4 event, sponsored by the SOS programs in Baumholder, Wiesbaden and Kaiserslautern, was held at the Landstuhl Community Club. About a dozen women and children attended, plus Army leaders from each garrison.

“The Army made a covenant to support Soldiers in good time and bad,” said Basil Forrest, the SOS coordinator for U.S. Army Garrison Baumholder, who organized the luncheon. “We’re here to help their families when the Soldier is deceased.”

In Germany, survivors face unique challenges, including financial and banking issues, based on their status, Forrest said. At times, survivors need tax assistance and translation services and grief counseling.

In 1981, on Easter Weekend, Stephanie Ide lost her husband, Cpl. Timothy Scott, to a drunken driver. Scott, an infantryman stationed in Baumholder, was riding his motorcycle to meet her at the movies when the accident occurred, said Ide, who now works as patient liaison at U.S. Army Garrison Baumholder’s health clinic.

SOS is an Army-wide program designed to provide dedicated and comprehensive support to survivors of deceased service members. Ide was glad when the Army set up SOS a few years ago, she said.

Europe, garrison SOS staff support families of the fallen — those who died in combat and from other causes while on active duty.

Now, there is a plan to create parking spaces on Army posts for survivors, a recognition that offers more than just convenience for them.

“It’s a way to honor family members and raise awareness about the sacrifices survivors make,” Koch said.

Maj. Gen. Aundre Piggee, 21st Theater Sustainment Command commander, and his wife, Kassi, met with the survivors. Offering them gift baskets, Piggee said the event honored those who died and their loved ones who also sacrificed.

“You volunteered to love your Soldier, who has given all,” Piggee said. “This is just a small token to say thanks to you and demonstrate what you mean to us. Our commitment is that we will never forget you. We’ll always provide you with whatever support you need.”

“This SOS program is priceless,” Ide said. “It’s a huge improvement of service. It feels good to be recognized, they know that you’re still there.

They’re saying, ‘We’re here for you.’”

During the event, Joshua Oberfoell, a U.S. Army Garrison Kaiserslautern administrative assistant, sang a moving a capella version of Bette Midler’s “Wind Beneath My Wings.” Afterward, Pamela Koch from Installation Management Command Europe Region explained the history of the Gold Stars Wives.

Burnett 21st Theater Sustainment Command Public Affairs Eighteen NCOs from around U.S. Army Europe graduated from the 21st Theater Sustainment Command-hosted motor transport operator Advanced Leadership Course during a ceremony March 25 held at the Galaxy Theater on the Vogelweh Military Complex.

The NCOs traveled from throughout Germany, Belgium and Italy to the KMC to receive training from a stateside mobile transition team. The course is typically conducted at Fort Lee, Va., but in the interest of military financial responsibility the school came to the students for class number ALC 13-704.

“It costs the Army roughly $28,000 to bring myself and another small group leader to Germany and conduct this course,” said Sgt. 1st Class Darryl O. Dotson, the senior small group leader for class 13-704. “If the Army were to send each of these students to Fort Lee, it would have cost $14,000 for each NCO.” During the three-and-a-half week course, the NCOs learned about the Blue Force Tracker and Brigade Combat Sustainment Support System

which tracks all allied forces, materials and routes in a battle space.

They also conducted hands-on training in rail operations and container management. They learned convoy operations including gun-truck operations and roll-over procedures, said Staff Sgt. Jason M. Talucci, the schools NCO for the 21st TSC’s 39th Transportation Battalion, 16th Sustainment Brigade.

“The class took place primarily on Rhine Ordnance Barracks and Panzer Kaserne,” Talucci

said. “In addition to the classroom training, the students used virtual training simulators to conduct simulated convoys and combat situations. They also went through the roll-over simulator.”

The graduating NCOs received their certificates from Command Sgt. Maj. Cynthia Howard, the command sergeant major of the 598th Transportation Brigade, Surface, Deployment, and Distribution Command.

“This was outstanding training, and it doesn’t matter that this was distance training. These Soldiers conducted the same training they would have at Fort Lee, and it was just as realistic,” Howard said.

All graduating NCOs felt a sense of accomplishment at taking the next step in their professional education. They agreed the course was challenging, beneficial and practical, since it was conducted closer to their home stations, said Sgt. Lamanda A. Jackson, a motor transport operations NCO assigned to the 51st Transportation Company, 16th Special Troops Battalion, 16th SB. “This course was very beneficial to all of us and we learned so much,” Jackson said. “One of the biggest benefits to the way we conducted this school is we got to do it in a familiar location. I definitely recommend this for future schools.”

Why so blue?

History of Air Force service uniform

by Airman 1st Class Trevor Rhynes 86th Airlift Wing Public Affairs The Air Force service dress worn today has gone through many changes over the years.

Originally, members of the Air Force were allowed to wear the olive green uniform of the Army Air Force until June 30, 1952. The first Air Force-specific service uniform was created in 1949, called the winter blue shade 84 service dress uniform.

This uniform differed from the Army Air Force’s olive uniform by removing the waist belt, revising the

color, and adding a black stripe across the wrist, instead of a brown stripe.

This uniform lasted for 16 years and was replaced by the blue shade 1084/1549 uniforms, which changed the material and color of the servicedress uniform.

In 1969 the Air Force implemented a switch to the Gen. John P. McConnell service-dress uniform.

During its 25-year tenure as the Air Force’s uniform, it began going through transformations that led to the uniform we currently use.

Modifications included using one shade of blue for winter and summer coats, insignia changes and

adjustments in material.

The uniform went through its third change in 1991, when Gen. Merrill A. McPeak, 15th chief of staff of the Air Force, modified the style completely.

The uniform went from four buttons to three, epaulets were removed and the four pockets were removed, being replaced with one left breast pocket without a flap.

Additions to that uniform included switching the image on the coat buttons to resemble those of the U.S. Army Air Corps wings and star and officer rank was worn on the sleeve.

The McPeak uniform lasted only three years before it was replaced,

which is the uniform worn today.

The retrofit service-dress uniform took nearly 50 years to come out, multiple changes to the style and material of the uniform, but it has lasted for 19 years.

Tradition as to when the service dress is worn has been modified throughout the years as well.

Recently, the policy was changed; giving wing commanders the ability to decide when their Airmen wear their blues.

For members of the 86th Airlift Wing, blues Monday will return the first Monday of each month from May through October this year.

Welsh III said, “the Air Force goal for sexual assault is not simply to lower the number. The goal is zero. It’s the only acceptable objective.”

In that vein, the goal of the SAPR coordinator and VAs is to enable military readiness by establishing a culture free of sexual assault.

Creating such a culture is made possible through training and education programs, coupled with proper treatment of and providing support for victims.

In honor of SAAM, the 86th Airlift Wing SAPR office has organized several educational activities to increase sexual assault prevention.

Dog Tag Dads Stay at home dads unite

by Carmen Schott Ramstein Family Advocacy outreach manager According to U.S. census data, the number of stay-athome dads has more than doubled in the past decade from 81,000 in 2001 to 176,000 in 2012. More families are balancing and re-addressing who is going to work outside of the home.

In the military community, many active-duty spouses are men. With military life comes frequent moves, deployments, child care issues and job instability. Many male spouses struggle to find employment and career advancement.

As a result, some dads are deciding to stay home and

raise their children, allowing their spouse to focus on continued active-duty service.

At Ramstein, stay-at-home dads have banded together to form the “Dog Tag Dads.” This group was designed by stay-at-home dads who enjoy getting out of the house to share stories, relax and have fun. This group meets at 11:30 a.m. every Monday and Tuesday and at Vogelweh Bowling Alley. The group also meets twice a month at the Kaiserslautern Military Community Center on Ramstein by the children’s play area (days and times vary). The group plans a variety of activities and ways for stay-at-home dads to unite and support each other.

Discounts offered for immediate payment of fines Motorists should know about traffic regulations and fines in other countries before traveling there.

Driving under the influence result in high fines and the withdrawal of the driver’s license by foreign government agencies. The German automobile club ADAC has put together a listing of fines for the most important travel destinations.

In Italy, passing the speed limit by more than 50 kph will cost about

€530 — €30 more than last year.

If running a red light, €170 will be fined. At night (from 10 p.m. to 7 a.m.), the fine will be reduced by a third. In very bad cases, not only the driver’s license will be withdrawn, but an imprisonment might be possible as well.

Scandinavian countries have the highest fines. In Norway, motorists must pay a fine of at least €480 when speeding more than 20 kph.

Motorists paying their fines immediately or within a decent time, will be able to receive discounts. In Italy, only the minimum fine has to be paid when paying within 60 days; in France, the fine will be reduced when paying within 15 days. In Greece, traffic offenders only have to pay half when payment is made within 10 days — this also applies to Spain for a payment within 20 days.

Prescriptions can be safely turned in

by Chanel S. Weaver U.S. Army Public Health Command Public Affairs National Prescription Drug Take-Back Day will be observed locally and nationwide April 27.

Sponsored by the Drug Enforcement Administration, the day is specifically set aside to allow an opportunity to empty medicine cabinets, kitchen drawers, purses and pillboxes of unwanted, unused and expired prescription drugs, and take them to authorized collection sites in local communities.

Drug overdoses and brain damage linked to longterm drug abuse killed an estimated 37,485 people in 2009, the latest year for which preliminary data are available, according to a report by the Centers for Disease Control and Prevention.

“Drugs now kill more people than motor vehicle accidents in the U.S.,” said Maj. Clifton Dabbs, a physician and epidemiologist at the U.S. Army Public Health Command.

Prescription drug use has increased over the years in the military. About 17 percent of military personnel reported misusing prescription drugs, including stimulants (other than methamphetamine), tranquilizers/muscle relaxers, sedatives/barbiturates, pain relievers, anabolic steroids, and erectile dysfunction drugs, according to the 2008 Department of Defense Survey of Health-Related Behaviors.

As in the civilian population, pain relievers were the most commonly misused/abused type of prescription drug across the military services and in the Army specifically.

According to the 2011 Substance Abuse and Mental Health Services Administration’s National Survey on Drug Use and Health, more than 70 percent of people abusing prescription pain relievers got them through friends or relatives, a statistic that includes raiding the family medicine cabinet.

Dabbs said that the abuse of opiates is becoming more prevalent across the Army.

“Our surveillance shows that there is a rapid increase in the numbers of Soldiers being diagnosed with opiate dependence or abuse since 2005,” said Dabbs.

Opiate drugs are narcotic sedatives that depress activity of the central nervous system, reduce pain and induce sleep. When misused, opiates can become deadly.

“Opiates act centrally on the nervous system and can actually suppress your ability to breathe,” said Dabbs.

For this reason, it is important to get rid of painkillers as soon as possible.

“It is highly recommended to flush any narcotic pain killer down the toilet when they are no longer needed for the treatment of pain in which they were prescribed,” said Dabbs. “This is because the risk of someone stealing them, taking them by accident, and or the temptation to use them recreationally when drinking is too high and the consequences can be deadly,” said Dabbs.

While flushing is not a recommended disposal method for many drugs, Dabbs’ advice about opiates is seconded by authorities such as the Food and Drug Administration.

Dabbs also pointed out that drugs can lose potency and effectiveness if they are stored improperly or kept too long.

Since the opportunity to dispose of unwanted and expired medications comes around only once a year, Dabbs thinks it’s an opportunity that should be seized.

“In the interests of both health and safety, it’s best to rid homes and barracks of unneeded prescriptions,” Dabbs said. “Disposing of old prescriptions through the take-back program removes the risk of misuse and precludes accidental overdose by children or pets.”

For personnel who are unable to visit an authorized collection site, the Food and Drug Administration recommends disposing of prescription medication by taking the medication out of its original container and mixing with kitty litter or used coffee grounds, then double bagging the item, and putting out with the trash.

Past Prescription Drug Take Back-Days have been very successful, according to the DEA. On Sept. 29, 2012, more than 488,000 pounds of unwanted or expired medication was collected at 5,263 take-back sites.

Artillery branch marks past, present at St. Barbara’s Day Ball

ore than 600 people enjoyed an evening of fun, dancing and prize giveaways at the annual Artillery Branch Ball, held at the Ramstein Officers’ Club March 22.

But, more importantly, the event, commonly known as the St. Barbara’s Day Ball, recognized the continuing importance of the artillery branch to the U.S. Army.

It was co-hosted by the Kaiserslautern-based 10th Army Air and Missile Defense Command and the 19th Battlefield Coordination Detachment. One common denominator bringing everyone together was a healthy respect and admiration for the artillery branch, which includes “The King of Battle” and “First to Fire” Soldiers.

The artillery branch enjoys a timehonored legacy of doing the difficult work that has to be done in combat, and that distinction hasn’t gone unnoticed in the highest reaches of power, said Riki Ellison, who served as the night’s keynote speaker.

Ellison, a former professional football player with three Super Bowl rings, is now a staunch advocate of missile defense working to bring awareness to national Air and Space challenges. He drew comparisons between his football career, present vocation and the daily challenges facing those in attendance.

“We’re going to be out there supporting your mission, which is much more important than being a professional athlete on Sundays,” Ellison said.

While Ellison’s comments, often filled with football anecdotes, provided the necessary historical and

cultural background highlighting the importance of the artillery branch, the evening’s pageantry helped define the U.S. Army, both past and present.

Col. Stephen Richmond, commander of the 10th AAMDC, presided over the posting of the colors at the beginning of the ball. Toasts were later made to distinguished guests and fellow comrades, including fallen service members who couldn’t attend.

One guest, Lindsey Lamage, was taking in her first military ball.

Married to husband Staff Sgt. Michael Lamage, an airlift NCOIC with the 19th BCD, her concerns of the event being overly formal quickly vanished.

“Everyone is a little more spirited than I thought they’d be, and everyone just looks beautiful,” she said.

After dinner, Col. Richmond was joined by U.S. Army Col. Steven Hite, commander of the 19th BCD in honoring recipients of the Order

of St. Barbara, whose membership is reserved for those who have served the artillery branch with distinction.

The two commanders also used the evening to recognize several ladies with “Molly Pitcher” medals, given to spouses who have made a significant contribution to the artillery mission through their support.

Col. Hite helped close the ball as he presided over the retiring of the colors, but that hardly marked the end of the evening. Indeed, for some it was merely the beginning, as couples took to the dance floor.

Baumholder community readies for Buc Night

by Ingrid Sparks and Ignacio “Iggy” Rubalcava Buc Night publicity and U.S. Army Garrison Baumholder Public Affairs Buc Night celebrates its 22nd birthday May 3.

That’s how many years the high school’s annual scholarship fundraiser has been helping seniors with their college expenses. All proceeds from Buc Night benefit high school seniors who elect to continue their education and who have already been accepted into an institution of higher learning such as a college or trade school.

Because the Rheinlander Community Club is being renovated, this year’s Buc Night will be held at the Hall of Champions beginning at 5 p.m.

For many of the seniors, the support from the Baumholder community is an important financial boost.

Buc Night is unique to Baumholder. No other military community in U.S. Army Europe has anything quite like Buc Night.

Buc Night is a fun-filled, carnival-like event for everybody with lots of food such as spiessbraten and brats, games, raffles for high ticket items like iPads, cake auction, home town basket auction, music and live performances.

The biggest source of the fundraising however comes from the baskets that are going to be auctioned off.

These baskets are created by the FRGs in the community and by other private organizations and merchants that support the Baumholder military.

The baskets are only baskets in name. These themed baskets often fetch upwards of $1,000 each at the live auction.

Examples of past themed baskets include: an antique schrank filled with porcelain; a kayak that was filled with all kinds of equipment that you need for kayaking; a baby crib filled with everything you need for a child’s nursery; a big tub full of 100 brands of beer; a barbecue grill with picnic bench and grilling accessories; a baker’s rack full of polish pottery; a Tuscany/Italian theme basket that included a bistro table, chairs and a wine hutch; and a wooden chest filled with board games for game night.

In past years, close to $30,000 has been raised for scholarships. Come and join the fun.

The painful facts about tattoos

he tattoo policy has been the subject of significant attention in the last several months, but tattoos are still authorized for service members provided they are not on the neck or face and are not degrading, racially charged or offensive, according to Army Regulation 6701, Wear and Appearance of Army Uniforms and Insignia.

Similarly, Air Force Instruction 36-2903 prohibits any tattoos/brands anywhere on the body that are obscene, commonly associated with gangs, extremist, and/or supremacist organizations or that advocate sexual, racial, ethnic or religious discrimination. For Air Force members, excessive tattoos/brands or tattoos on the neck, head, face, tongue or lips are also prohibited. Excessive is defined as markings that exceed 25 percent of the exposed body part and are readily visible in any uniform combination.

Service members should consider their career, choose their artist well and be prepared for pain before making the decision to have that colorful, permanent body modification inked into the skin, commonly called a tattoo.

Service members need to consider their career and their future before getting a tattoo. Tatoos are not only expensive but can be very painful. It is reported that 17 percent of Americans regret getting a tattoo and 11 percent have or will get a tatoo removed.

“Tattooing is considered a surgical procedure and is not without risk. Tattoos, even with proper care, can become infected, cause a severe skin allergy and turn into an eye-sore rather than a work of art,” said Lt. Col. Chad Hendrickson, chief of dermatology at Landstuhl Regional Medical Center.

Hendrickson advises service members think of their career before getting a tattoo.

“Those who don’t know their service-specific regulations risk counseling and separation from

military service if they do not have the tattoo removed,” he said. “Laser treatment sessions can be very painful, especially on larger tattoos. Often, the laser treatment is more painful than the tattoo, and it may take 20 or more treatments to fade significantly.”

Before starting the process of finding a tattoo shop, selecting an artist and paying for the tattoo, have an idea of what design will be tattooed.

Tattoo shops and artists will be better able to design and execute a tattoo installation if they have a general idea of what their client wants. Also, remember this is a permanent addition to a service member’s body and should be tasteful.

“Knowing what you want is just as important as selecting your artist,” said tattoo artist Tim Baxley.

“Walking in without an idea or with the intent of picking a design off the wall will get you either a generic tattoo or a frustrated artist.”

The first step is identifying the shop and artist that will install the tattoo. When researching a tattoo shop or studio, check the Internet or local publications for ratings. When physically visiting for the shop, look at how clean they are and ask questions about their sterilization process.

KHS FBLA competes strongly at conference F

uture Business Leaders of America is the largest and oldest business organization in the

world.

The Kaiserslautern High School FBLA chapter attended the Department of Defense Dependents Schools-Europe FBLA Student Leadership Conference March 26 to 29 in Garmisch-Partenkirchen, Germany.

The chapter’s adviser, Debra Hipes, a teacher at KHS and a state board member of FBLA, took a total of 17 KHS students to the State Leadership Conference to participate in various business competitions.

Continuing a strong history of success with extreme pride, the KHS chapter brought home a total of 36 medals: five gold, 10 silver, 15 bronze and six FBLA excellence medals.

At the Student Leadership Conference, students from all over DODDS-E competed against each other in addition to the online events that took place before the conference.

The five gold medals were won by freshman Cecelia Rooney for the event Job Interview I; senior Danielle Holland for Cyber Security and Networking Concepts; sophomore Aya Kone for Business Communications; and junior Katherizine Zamora for Business Procedures.

The KHS chapter has continued its role as a top contender at the State Leadership Conference, and they plan to continue that success next year.

Having eyes on the future, junior Marcel Dustin is already making plans to fill the holes of the graduating

seniors by increasing membership by recruiting fellow students of KHS. As the 2012-2013 school

year is soon coming to a close, the new year for FBLA has already begun, as well as the KHS chapter already mak-

ing its first steps on improvement.

KMC takes stand against sexual assault, harassment Story and photo by Staff Sgt. John Zumer 10th Army Air and Missile Defense Command Public Affairs Service members across the greater KMC know much work remains to be done before the lingering problems of sexual assault and sexual harassment are wiped out. A weeklong series of public awareness events pledged to help curb the unacceptable behaviors culminated in a community-wide event at Rhine Ordnance Barracks, April 3.

“It starts at the very highest level,” said U.S. Army Col. Stephen Richmond, commander of the 10th Army Air and Missile Defense Command, who addressed a group of service members at Vogelweh’s Galaxy Theater.

Soldiers from the 10th AAMDC and members of other KMC units spent much time over the previous week learning more about the Army’s Sexual Harassment and Assault Response and Prevention program, otherwise known as SHARP. The emphasis has been heavy because greater awareness and measures are needed to curb such incidents that continue to affect the armed forces.

Sexual Assault Response Coordinators helped facilitate the events. For many, the awareness began with a showing of the 2012 documentary “The Invisible War,” focusing on sexual assault in the U.S. military.

While sobering in several instances, the film and related discussions throughout the week are what the coordinators of the events had in mind.

comfortable,” said U.S. Army Sgt. 1st Class Michael Browley, the 10th AAMDC’s victim advocate.

Topics covered during the many lectures and focus groups included assault prevention tips, a “rape myth” survey that examined popular misconceptions, photos and images in the popular culture that can demean others and the different ways to report incidents that are available to service members.

The community-wide event held at ROB featured leaders pledging their commitment to stamp out the sexual assault and harassment problems that can ruin lives and leave victims feeling demeaned, helpless and hope-

less. U.S. Army Brig. Gen. Paul M. Benenati, commanding general of the 7th Civil Support Command, presided over the event. A cake-cutting followed that highlighted these renewed efforts, and ended with a short walk that fostered solidarity in tackling these serious problems.

“Soldiers are Soldiers, and all Soldiers are to be treated fairly and equally,” said Benanati, emphasizing that everyone deserves a safe environment free of victimization.

Representatives from community advocacy offices around the KMC were also available to talk with service members and distribute relevant contact and assistance information.

U.S. Army Pvt. Shanon Lautenschlager, a human resource specialist with U.S. Army Garrison, Kaiserslautern, was grateful for the resources put at the disposal of service members during the week, and quick to mention how it awakened his own calling.

“I hope to be a SARC/SHARP representative later in my Army career,” he said.

Others agreed that while the issues aren’t likely to vanish overnight, an important call to arms was taken during the week that will renew the joint effort across the KMC. “Let’s do our part to rid this cancer,” Richmond said.

To help you have a safe and enjoyable summer, Brig. Gen. C.K. Hyde, 86th Airlift Wing commander, and the Air Force Office of Special Investigations Joint Force Protection Team hopes you keep the following safety tips in mind.

Secure Your Home

• When you are not at home you should ensure your windows, doors and garages are locked. An

open door is an invitation. The use of rollladens is another great tool to secure your home. Never leave your house or apartment unlocked, even if you are just around the corner.

• When someone is at your door, ask to see identification and let them know you are going to call and get verification from their company before allowing them inside. If they are legitimate, they won’t mind the wait.

• Be a good neighbor and alert police to any unusual activity in your neighborhood. If it does not look or feel right, chances are it is not. Call 112 for Polizei Germany-wide.

• Plan for vacation by having your mail and newspapers stopped or having a neighbor pick them up. Also, leave inside lights on timers to create the impression your house is occupied. Be sure to set your alarm system, if available. Have a lawn service

or neighbor mow your lawn.

Child Safety

• Require your child to check in with a parent before leaving the house and when returning home.

Teach your child there is safety in numbers and it is best to be with a group of friends when going places without an adult.

• Know the route your child will take to and from a given location. Remind your child never to take a shortcut or deviate from the planned route.

• Provide a list of phone numbers of neighbors, family and friends your child can call in an emergency. Make sure your child knows how to dial 112 and when it is appropriate to do so.

“You are about to get a piece of art permanently put into your skin. This is an important decision,” Baxley said. “You need to find a tattoo artist who has the style you want. This is a serious decision; take the time to get an artist who will take it as seriously as you do.”

The place is found, the artist selected and it is time to get the tattoo installed. Once again, this is surgery without anesthetic, and it will hurt. Some tattoo studios offer topical anesthetics that are applied after the tattoo is started to lightly numb the

pain, but many do not.

“Some shops carry topical anesthetics that can be applied once the artist is already in the skin and some of the more expensive studios even offer full numbing,” Baxley said.

“In case the shop you decide on doesn’t offer any of that stuff, be ready to just deal with the pain as best you can.”

After the tattoo is installed, there is still a two-week healing process that includes proper care of the new ink.

Every tattoo artist has their own theory on proper aftercare, but a universal standard is to use a small amount of

“In addition to basic hygiene, you want to wear loose and comfortable clothing for at least the first few days after getting a tattoo,” Baxley said. “Whenever a fabric sticks to your tattoo you will run the risk of damaging the area and causing scarring.”

Hendrickson said proper skin care after getting

a tattoo is crucial.

“Moisturizers, gentle cleansing and use of a strong sunscreen is recommended,” he said.

Americans spend $1.65 billion annually on tattoos, and 14 percent of Americans (all ages) have at least one tattoo, according to 2012 statistics assembled by the Pew Research Center.

Service members should carefully consider the risks before joining the ranks of the 17 percent of Americans who regret getting a tattoo and the 11 percent who are getting or have had one removed.

IDS program keeps Airmen resilient

T

he Integrated Delivery System is a program that was created in response to the Fort Hood, Texas incident to provide a one-stop shop to the community, family and individual support and resiliency programs.

The program is comprised of several different organizations that have come together

to bring cohesion to the community.

“Different agencies come together to see if there are trends happening and they work together to stop them,” said Chief Master Sgt. James A. Morris, 86th Airlift Wing command chief. “When these agencies are isolated, you don’t get some of the information to the Airmen.”

The program integrates the multiple comprehensive Airmen fitness disciplines from the different participating organizations. Each agen-

cy has a “train-the-trainer” program that prepares selected Airmen to enhance awareness and education Air Force wide.

“Ramstein is so enormous and there is a lot going on here,” said Jan Devitt, 86th Airlift Wing community support coordinator. “The IDS agency forms a dynamic team that comes together to add resiliency to the community.”

ow many times have you driven up to the gate at Ramstein, frustrated when you realized you had forgotten your Department of Defense or base ID card either at home or in your office?

Not to worry. The friendly folks at the Ramstein Visitor Center can perform a manual Installation Access Control System look-up and verify your identity to grant installation access. No problem, right?

Quite the contrary. In 2012, the visitor center performed thousands of manual IACS look-ups to grant access to the installation for people who forgot their ID cards.

Each manual look-up and verification takes approximately two minutes to complete, which equates to a huge amount of wasted manhours to grant installation access simply because an individual forgot or misplaced their ID card.

Two minutes may seem like a minuscule number and not a big deal, but it is much bigger than that. These thousands of people stood in line, adding to the already massive number of customers the visitor center handles on a daily basis, leading to longer lines and frustrated customers having to wait longer to be served. This issue boils down to individual accountability and responsibility.

As DOD ID cardholders in general, we must be more mindful of where our ID card is, and

must take appropriate measures to secure it at all times. Without your ID card you can’t do much on the base, or worse, someone else may get a hold of it and use it for illegal activities, which could adversely impact the security of the base and the military community. The visitor control center’s “Forgotten ID Service” was put in place to assist you in a time of need and is not meant to be a primary means of accessing the installation. Be aware that the habitual abusers of the service are held accountable; first sergeants and supervisors will be contacted and may have to come down to the visitor center to sign in their personnel.

We are asking all commanders, chiefs, first sergeants and supervisors to stress the importance of making sure people are in control of their ID cards at all times.

Make sure you have your ID card before you leave the house, and if you simply forgot the ID card at home, return to the house and retrieve it.

Lost and/or stolen identification cards must be reported to security forces as soon as possible.

• Make sure your children know never to talk to strangers. Remind them that a person is a stranger until you say otherwise. Discuss actions for them to take if they are approached by a stranger, such as running to an adult they know or calling the police.

• Your children should be comfortable talking to you about things that happened, they aren’t sure how to handle, or things that made them uncomfortable. Talk to them about who their friends are and what activities they do when away from you.

Secure your belongings

• Secure your bicycles and do not leave them unattended. Also, public storage, such as the building’s bike storage area, does not guarantee your bicycle’s safety.

If possible, store it in your personal storage space.

• When you are traveling or just around town and you do not want to carry your valuables, lock your purse, wallet and other belongings in the trunk of your vehicle. Never place your valuables in your car where they can be seen. Leaving valuables in plain site is an invitation for theft.

Live healthier, cut your salt intake

M

y friend and I measured our blood pressure at a grocery store station this week. What should have been a quick exam changed when his blood pressure measured 135/100. All of a sudden, commercials flashed through my head: “High Blood Pressure Kills!” and “The Silent Killer!”

We did some detective work on high blood pressure and determined that blood pressure is the force of blood pushing against the walls of the arteries as the heart pumps. If this pressure rises and stays high over time, it can damage the body in many ways, such as heart attack and stroke.

Next, we wanted to know what the risk factors are that increase the chance of developing high blood pressure. Here they are: family history, advanced age, lack of physical activity, poor diet (especially a diet high in salt), overweight and obesity, and drinking too much alcohol. Other possible contributing factors included stress, smoking and secondhand smoke, and sleep apnea.

Although there were risk factors he couldn’t change (for example, family history and age), there were many lifestyle factors my friend could control. He decided to start by cutting salt in his diet. A lower sodium level — 1,500 milligrams (mg) a day — is appropriate for people 51 Courtesy photo years of age or older, and individuals

of any age who are African-American or who have hypertension, diabetes or chronic kidney disease. Otherwise healthy people can aim for 2,300 mg a day or less.

The Institute of Medicine reports the majority of the sodium we eat (75 percent) is added to commercial foods during processing or restaurant foods during preparation. Only 25 percent occurs naturally or is added at the table or in cooking.

A report from the Centers for Disease Control and Prevention said 44 percent of the sodium we eat comes from only 10 types of foods: breads and rolls, cold cuts and cured meats, pizza, poultry, soups, sandwiches, cheese, pasta dishes, meat dishes, snacks.

Your biggest bang for the buck is to eat less processed and restaurant foods.

Check the nutrition facts on food items and choose lower sodium versions. In addition, choose fresh fruits and vegetables.

Try these additional tips for reducing the sodium in your diet: • Buy fresh, plain, frozen or canned “with no salt added” vegetables.

• Use fresh poultry, fish and lean meat rather than canned or processed types (deli-meats). If you use canned meats, rinse them to remove some of the sodium.

• Use plain rice and noodles. Packaged foods such as flavored rice, ramen noodles, and macaroni and cheese are higher in sodium.

• Choose “convenience” foods that are lower in sodium. Cut back on frozen dinners, pizza, packaged mixes (instant soup, flavored rice, macaroni and cheese), canned soups or broths, and salad dressings.

• Sparingly use condiments such as salad dressings, soy sauce, steak and barbecue sauce.

• Limit salted snacks such as chips, pretzels and nuts.
