German Polizei, Kaiserslautern Military Community partner to prevent, reduce DUI

Maj. Gen. Paul D. Moga, Third Air Force and Kaiserslautern Military Community commander, and Michael Ebling, State Minister of the Interior of RheinlandPfalz, signed a cooperation agreement establishing a partnership between the KMC and the Police Presidium West Palatinate with the aim of preventing and reducing DUI offenses in the area July 15.
The agreement initiated a collaborative DUI prevention campaign meant to promote safety in the community.
“The safety and well-being of our Airmen, their families, and everyone in Kaiserslautern is of the utmost importance,” Moga said. “DUI incidents not only threaten public safety but also tear the fabric of our community. It is our collective responsibility to ensure the security and wellbeing of all residents, making this united effort essential. By pooling our resources, expertise, and outreach capabilities, we can develop effective strategies to prevent DUI offenses and encourage responsible behavior among U.S. military personnel and civilians alike. Together, we can create a safer, more supportive environment for everyone.”
According to the agreement, the objectives of the partnership include but are not limited to:
• Awareness and Education. Increasing awareness among military personnel and the local community on German drinking and driving laws and on the dangers and legal consequences of drug-or-alcoholimpaired driving.
• Promotion of Responsible Behavior. Promoting compliant alcohol consumption and use of alternative transportation options.
• Resiliency and Support. Providing resiliency and support services to individuals at risk of driving under the influence, including access to counseling and substance abuse treatment programs.

“The danger caused by drunk and drug-impaired driving is everpresent and affects us all. Every accident that can be prevented brings us closer to Vision Zero. Our common goal is a world without traffic fatalities and serious injuries,” said State Minister of the Interior Michael Ebling. “By signing the agreement, we reaffirm our commitment to a safe and secure environment for all residents of the KMC and the entire region.” The success of the cooperation depended on mutual trust, communication, and commitment to our shared goals. “I am pleased that we are entering into this new partnership with our American friends in Kaiserslautern, and I am confident that our joint efforts will bear fruit.”
To achieve these objectives, the KMC and local German Polizei have agreed to the following actions: Regular coordination meetings between representatives from local U.S. Air Force and Army installations and local police units to discuss strategies, share information, and evaluate the effectiveness of their efforts.
Collaboration on public awareness campaigns, including the development and distribution of bilingual educational materials in English and German.
Exchange of data and information related to DUI offenses to inform decision-making and task fulfillment.
This proactive collaboration and unified approach intends to help curb and avoid alcohol and drug-related traffic offenses.

The bags are free of charge and provided by your local recycling center.

Ramstein community center launches summer craft series for military families
This summer, the Ramstein Community Center has launched a series of craft events aimed at encouraging creativity and community among military families, targeting young children and their parents. The program offers a variety of weekly craft activities designed to engage children while providing a relaxing environment for parents.
Jules Caldwell, who has been a military spouse for over two decades and has dedicated her career to community building, spearheaded the development of this summer’s craft series. “Our aim for the summer craft series is to provide an outlet for children aged two to six to not only have fun and use their imagination but also for their parents to socialize and have some muchneeded downtime,” Caldwell said. She emphasized the importance of focusing on a demographic that often lacks specific programming,
young children who stay at home with their parents.
The series kicked off with a Fourth of July-themed craft, where children enjoyed creating festive decorations and participating in themed activities. “Each week brings a new theme,” Caldwell said. “In July, we dive into summer fun crafts that embody the season, and later in the month, we’ll explore the outdoors with bug crafts and dinosaur scavenger hunts.”
“It’s important for my son, who is half American, to connect with
his American heritage,” said Rosie Cutler, a parent participating in the event. “I love the inclusive and educational aspect of the crafts, especially during celebrations like the Fourth of July.”
The community center’s efforts extend beyond just seasonal crafts.
Caldwell highlighted upcoming events, including a large back-toschool carnival planned for late August. “The carnival will not only offer fun and games but also serve as an information fair, helping families get acquainted with various
programs available for the upcoming school year.”
Additionally, the center runs a ladies program designed to help women in the community forge new friendships and support networks.

USAG Rheinland-Pfalz marks transition of ROB Fire Station 7 to Army control with ribbon cutting ceremony

U.S. Army Garrison Rheinland-Pfalz conducted a ribbon cutting ceremony on July 15 to mark the transition of Rhine Ordnance Barracks Fire Station 7 to U.S. Army control.
After more than two decades of Fire Station 7 operating under U.S. Air Force management, garrison leaders and Air Force partners spent the past year planning the transfer of authority from the Air Force to the Army.
“Today marks the official assumption of mission for ROB Fire Station 7, our newest Army fire station — not only in Germany, but within the entire Army,” said Lt. Col Castillo, director of emergency services, USAG Rheinland-Pfalz. “I am proud to be part of this significant day.”
Castillo expressed his gratitude to the fire department team for their dedication in setting up and running the fire station, highlighting the importance of the transfer and acknowledging the effort put into its realization.
“With the transfer of this mission from the Air Force to the Army, we are expanding our fire department’s capabilities,” he said. “Looking ahead, we anticipate an increased role for our fire departments in the Kaiserslautern area, representing a significant moment for the Directorate of Emergency Services and our garrison as a whole.”
Fire Chief Gerald Adams, USAG RheinlandPfalz Directorate of Emergency Services, highlighted the commitment of the 15 firefighters assigned to the new station.
“Behind me you see 12 of the 15 firefight-
er professionals that are going to be working in this facility, 24/7, protecting the lives of the Soldiers, family members, and Civilians in our community,” said Adams.
“I am proud to have selected them for this location — I know they’ll do great things for us,” he said.

As part of the tradition, the fire station team ceremoniously pushed the fire truck into the building garage, marking the official transfer of the mission from the U.S. Air Force to the U.S. Army. This symbolic gesture signified the beginning of a new chapter in the station’s history under Army control, highlighting the unity and collaboration between the two branches of the military in ensuring the safety and security of the community.

USAG RP DES hosts first ERS class, provides crucial training for first responders from across theater

U.S. Army Garrison RheinlandPfalz recently held a weeklong emergency reporting class at the Sembach Education Center. The class aimed to offer Installation Management Command-Europe fire departments initial and refresher training on the U.S. Army Enterprise application Emergency Reporting System an allin-one data management and data analytics platform for Army fire and emergency services.
Between July 8 and 12, 28 first responders from seven garrisons throughout Europe including garrisons Ansbach, Bavaria, Italy, Rheinland-Pfalz, Wiesbaden, Stuttgart and Army Support Activity Black Sea (now part of USAG Poland) participated in the class conducted by USAG RheinlandPfalz’s Department of Fire and Emergency Services.
“This training is needed on a reoccurring basis as new firefighters are hired and promoted into new positions,” said Lt. Col. David Castillo, USAG Rheinland-Pfalz’s director of emergency services, noting that this

initial training will likely pave the way for similar classes in the future.
He explained that the training serves as a “train-the-trainer” session, equipping participants with the necessary skills to train their departments on the different modules within ERS.
“We were thrilled to step up as hosts for this training,” he said.

“Given that this system acts as the central hub for our fire departments, this training plays a crucial role in ensuring precise data management and enhancing overall quality.”
Attending the class provided firefighters with the essential knowledge to effectively monitor and oversee emergency response details, personnel, and equipment. This enhances
services for stakeholders of USAG Rheinland-Pfalz and guarantees precision in data submissions to the National Fire Incident Reporting System, Castillo said.
“Our firefighters are able to network and share experiences with fellow Army fire departments,” he added. “At the end of the day, this training is going to help further
professionalize our emergency service first responders and ultimately enable them to better serve our garrison communities.”
USAG Rheinland-Pfalz’s Fire and Emergency Services directorate is an all-hazard response agency recognized by IMCOM as the Best Large Fire Department of the Year for 2023 with additional Department of Defense Fire and Emergency Services honors achieved by Deputy Fire Chief Adam J. Montoya, who received the Civilian Fire Officer of the Year, and Interim Training Chief Tobias Lang, who received Fire Service Instructor of the Year for 2023. Fire Chief Gerald Adams was also selected as IMCOM’s best Fire Chief for 2023.

USAG Rheinland-Pfalz employee recognized as one of IMCOM’s ‘very best’

From June 4-6, over 200 leaders from 104 U.S. Army garrisons worldwide converged in San Antonio for the annual Installation Management Command Garrison Command Team Conference.
Hosted by Lt. Gen. Omar Jones, IMCOM commanding general, this pivotal event facilitated the exchange of best practices and innovative ideas on a spectrum of critical topics, including Soldier and family services, housing, barracks management, talent acquisition, and retention.
The conference featured esteemed guest speakers such as Sgt. Maj. of the Army (R) Daniel Dailey and Col. (R) Christopher Plamp, who provided valuable insights into the Association of the United States Army and the United Services Organization, respectively. A highlight of the conference was the recognition of the IMCOM Stalwart Award winners for FY23 by Jones and IMCOM Command Sgt. Maj. Jason Copeland.
The Stalwart Award, established in 2003 by the secretary of the Army, honors IMCOM Civilian professionals who have demonstrated the highest standards of performance and significantly contributed to the command’s mission.
“Stalwart Award winners are IMCOM’s very best,” Jones said.
“These professionals represent our commitment to finding innovative solutions and solving our most challenging problems in taking care of the Army’s home. We look forward to harnessing these winners’ experi-
ences and ideas to further our ability to invest in our IMCOM workforce and ensure the highest Quality of Life for the Army’s Soldiers, families, and Civilians.”
One of these awardees was George Brown III, who has a Ph.D. in business administration and criminal justice, the (former) chief of administration and operations for the Directorate of Public Works at USAG Rheinland-Pfalz in Germany.
While working as the administrative officer for USAG-RP DPW, Brown was essential in the management and oversight of public works for Europe’s largest garrison, with over $5 billion in construction projects and in 2023, spanning three countries.
Former USAG-RP commander Col. Reid Furman lauded Brown’s leadership and innovative approaches that have significantly benefited the USAG-RP community. Brown’s contributions span numerous initiatives aimed at enhancing operational efficiency, improving recruitment, and supporting mission readiness.
In 2023, Brown reversed a downward trend in on-board strength through 10 successful off-post local-national recruitment events.
Understanding the power of grassroots recruitment, Brown championed a policy to incentivize current garrison members to refer new talent, resulting in 10 successful onthe-spot cash award utilizations.
Brown’s commitment to innovative programs is evident in the Facility Manager training program, which trained over 100 leaders in
2023 and is now implemented by 7 other garrisons within IMCOMEurope. His ‘Join US’ recruitment initiative, in collaboration with German universities and businesses, significantly boosted DPW staffing from 78 percent to 92 percent, while reducing DPW overtime from 17,000 to 9,600 hours in FY23.
While serving as the AO for the Directorate of DPW, USAG-RP was recognized by IMCOM as the ‘Best Garrison in Europe’ and advanced to compete with garrisons around the world. His work on the garrison’s FACMAN training program, which has achieved overwhelming satisfaction and a 99 percent approval rating from 5,000 DPW comment cards annually, underscores his dedication to excellence.
Reflecting on his contributions, Brown stated, “It is a privilege to work in an organization that does not define leadership by position or rank, but more so on who can provide quality resources to our outstanding community. Our garrison supports innovative people and allows for everyone to be a leader.”
Col. Reid Furman went on to say, “George is a dedicated professional, clearly well-respected leader in our community having a daily impact on the quality of support to those living in this garrison. His efficient and effective methods ensured the DPW team was resourced to provide the community dependable and quality support 24/7.”
The 2024 IMCOM Garrison Command Team Conference not only provided a forum for sharing best practices for all the garrisons in
the world but also highlighted the exemplary contributions of leaders like Brown. His work at USAG-RP exemplifies the innovative spirit and dedication that IMCOM values, setting a high standard for others to follow. The conference underscored the importance of leadership, collaboration, and continuous improve-
ment in managing Army installations worldwide.
Brown currently serves at USAG RP as the Sembach Kaserne site manager in Sembach, a new position for the garrison aimed at providing exemplary service to the multitude of mission partners and Soldiers who live and work there.

Summer is the season for relaxing, having fun and spending time with your family and friends, but it’s also a time to remember simple precautions to keep yourself and your family safe.
Boat safety:
• Don’t overload — check the boat manufacturer’s capacity plate
• Know your boat — what you can and can’t do
• Keep a good lookout and situational awareness of other boats and objects
• Ensure crew and passengers wear a USCG approved personal floatation device
• Operate at sage and legal speed — watch your wake
• Know and respect the weather — heed weather warnings
• Take sufficient fuel in proper containers, know your cruising radius
• Keep your boat shipshape; check safety equipment
• Take necessary equipment such as fire extinguishers, signal devices and personal flotation devices
• Secure the boat properly. Stow loose objects
• Review the boating laws and obey them
• Never operate the boat while impaired by alcohol and drugs
Swimming
• Always swim with a partner
• Never allow young children to swim without adult supervision
• Never swim when you are tired, under the influence of alcohol, drugs, or medication

Germany is home to a rich tapestry of wildlife, but few creatures capture the public’s imagination like the stork. These majestic birds, with their long legs and striking white and black plumage, have a special place in German culture and natural history.
The primary stork species found in Germany is the White Stork. These birds are migratory, spending their winters in Africa and returning to Europe in the spring to breed. They are most often seen in the northern and eastern parts of Germany, with notable populations in Brandenburg, MecklenburgWestern Pomerania, and SaxonyAnhalt. These areas offer the wetlands, meadows, and agricultural landscapes that storks prefer for nesting and feeding.
White storks are known for their large nests, which are built in elevated locations such as rooftops, chimneys, and specially constructed platforms. These nests are often reused and added to each year, becoming substantial structures over time. Storks typically lay three to five eggs per clutch, with both parents sharing
the eggs and feeding the chicks. Stork nests are significant not only for their size, but also for their location — often becoming local landmarks. A stork nest on a building is traditionally seen as a good omen, symbolizing prosperity and fertility.
One of the most remarkable aspects of the stork’s life cycle is its long-distance migration.
They typically follow one of two main routes: the western route through Spain and Morocco or the eastern route via the Bosporus in Turkey.
Migration is risky, with storks facing numerous threats along the way, including hunting, habitat loss, and collisions with power lines. However, conservation efforts in Germany and across Europe are helping to mitigate some of these risks, supporting stork populations on their migratory paths.
Union (NABU) are vital in monitoring stork populations, advocating for their protection, and engaging the public in conservation activities. Programs such as the “Stork Route” in Brandenburg, a tourist trail highlighting prime stork-watching locations, help raise awareness and support for these birds.
Storks hold a special place in German folklore and tradition. They are often associated with good fortune, new beginnings, and family life. The legend that storks deliver babies is widespread in European folklore, including Germany. This charming myth likely originated from the storks’ tendency to nest on rooftops, symbolizing the arrival of new life.
Festivals and events celebrating the stork are typical in regions where the birds are prevalent. For example, the village of Rühstädt in Brandenburg, known as the “Stork Village,” hosts annual festivities that draw visitors eager to see these magnificent birds up close.
The White Stork population in Germany has fluctuated over the years due to various factors, including agricultural practices and habitat availability changes. In the mid-20th century stork numbers declined sharply, prompting conservationists to act. Efforts to protect wetlands, create artificial nesting sites, and promote sustainable agriculture have contributed to a gradual recovery of stork populations in recent decades.

Once known as “Rome of the North,” Trier was founded around 2000 B.C. by Trebeta (an Assyrian prince) centuries before and independently of ancient Rome. It became part of the Roman Empire in the first century BC and one of its five largest cities by the fourth century. It once served as the key city of the Roman northern territories.
Thousands of tourists flock to this city for its well-preserved Roman and medieval buildings which are easily accessed in the walkable Altstadt (old town). There is also a special 35-minute tour of the Altstadt on Römer Express, a mini-train for tourists. In fact, many of Trier’s key sites have had UNESCO World Heritage status since 1986. Here are a few of the historic highlights that you can expect when visiting Trier:
The Porta Nigra (Black Gate)
When first visiting Trier, the best place to begin your tour is at the Porta Nigra (Latin for “Black Gate”) which was erected by the Romans around 180 A.D. Originating in the Middle Ages, the Porta Nigra today is one of four city gates still standing and is the largest Roman city gate north of the Alps.
The sandstone structure has survived through the years only because it later became a church, designated as part of the Roman Monuments, Cathedral of St. Peter and Church of Our Lady. Though today there is not much to see inside the Porta Nigra, visitors can get great views of the city once climbing up into the complex. During the summer, guided tours are conducted by an actor portraying a Roman army officer (centurion) in full armor.
Trier Cathedral (Trierer Dom or Dom St. Peter)
Destroyed and rebuilt many times, the Roman Catholic church dates back to Roman times. Now a UNESCO World Heritage site, the cathedral received its extensive restoration from 1960-1974 after the WWII bombing raids.
The church is also said to be the home of the Holy Tunic, the robe Jesus wore when he died. Recorded back to the 12th century, the robe is irregularly exhibited only every few decades. Displayed in the Treasury is the Holy Nail, believed to be one that was used in the Crucifixion. The cathedral also hosts an impressive collection of artwork, architecture and holy relics such as the skull of St. Helena, the mother of Emperor Constantine.
The Church of Our Lady (Liebfrauenkirche)
Next to the Trier Cathedral is one of the most important early Gothic cathedrals in Germany. The Church of Our Lady was completed in 1235, replacing a Roman double church on the same site. The church is built “in-the-round,” and there is a cross-shaped vaulting with four corresponding portals completed by eight rounded altar niches so that the floor plan resembles a 12-petaled rose, a symbol of the Virgin Mary, and reminiscent of the 12 tribes of Israel and the 12 apostles.
The apostles, as well as the 12 articles of the Apostle’s Creed, are painted on the 12 supporting columns, completely visible only from one spot marked by a black stone. The intriguing optics are matched by splendid acoustics. This church is also a UNESCO World Heritage site.
Aula Palatina (Basilica of Constantine)
Built by the emperor Constantine at the beginning of the fourth century, the Basilica is a Roman palace and is ranked a World Heritage Site. Though today it is used as an evangelical church, the basilica contains the largest extant hall from antiquity.
Built to express the magnificence and might of the emperor, the size of the elongated, rectangular brick building is quite impressive. At 220 feet long and 98 feet high, it is the largest surviving single room structure from Roman times.
Roman Baths
There are ruins of three Roman baths, including the Barbara Baths, which is the largest Roman bath north of the Alps. The Trier baths are also part of the UNESCO World Heritage sites.
During ancient Roman times, baths (thermos) were facilities for bathing. Most Roman cities had at least one bath house in the center that was used for bathing and socializing. The water came from an adjacent river or stream by an aqueduct. Then the water was heated by a log fire before channeled into the hot bathing rooms.
The Barbara Baths were built in the second century. Though the largest baths north of the Alps, the foundation and subterranean service, the pools and the heating system can be studied better in the other Trier baths.
The Hauptmarkt
Situated in the historic center, the beautiful marketplace became the focal point of Trier during medieval times. Built by Archbishop Henry I in the year 958, it served as the medieval city’s main

market as the commodity sales and trading center. The market became the center of medieval Trier with the Steipe, the city council’s banqueting house, with access to the city’s St. Gangolf Church; the official city yardstick at the Steipe, the pillary (reconstructed), access to the Cathedral; access to the Jewish Quarter; as well as to six other streets. With all the roads leading to the Hauptmarkt, this lively, colorful marketplace is a great place to access various other directions. Standing at the Petrusbrunnen fountain, the Porta Nigra is to the north, the Cathedral to the east, and the Mosel River to the west.

This magnificent city is also popular for river trips and cycling along the banks of the Moselle and Saar.
Getting there
By car, Trier is just over an hour from the KMC, 1hour 45 minutes from Wiesbaden, and just under 3 hours from Stuttgart. Train options are available from Deutsche Bahn.
