For the first time in 20 years, American marksmen won bragging rights at Monte Kali. The Wiesbaden team consisting of 1st Lt. Jarod Steen, 1st Lt. Hans Seller, 1st Lt. John Scudder and 1st Lt. Joel Castillo took first place in the interna-

tional team (non-German) category at the 31st annual Monte Kali International Shooting Competition, Europe’s premiere intermilitary shooting event. More than 1,800 Soldiers from 13 countries took part in the event May 8-10 at the Wackernheim Range Complex. Company D, 1st Battalion, 214th Aviation

Regiment, 12th Combat Aviation Brigade, served as the lead U.S. proponent for the event, where Soldiers can qualify on different firearms, compete in team shooting events and simply get to know their brothers-in-arms from around Europe. “It’s a chance to bring everyone together and build camaraderie and see different styles and techniques,” said Capt. Michael Connelly, company commander of Company D, 1-214th Aviation Regiment and officer-incharge of the range for the second year in a row. “I could have used another cup of coffee, but I feel OK.” That was Gina Twyman’s reaction after raking in $570.61 worth of goods during a two-minute commissary shopping spree May 12. Twyman, a community volunteer, won the shopping spree during the U.S. Army Garrison Wiesbaden’s Volunteer

Not all that glitters is gold in European scams With the onset of spring, Army law enforcement officials again expect to see cases of swindlers trying to defraud Americans traveling in Europe. “One popular scam involves someone flagging down vehicles to get money by falsely claiming they need help,” said Joseph Day, law enforcement chief at the USAREUR Office of the Provost Marshal in Wiesbaden. This approach often happens close to

a barracks gate, at a highway rest stop or on a road outside of town where you have to drive slowly. Often the scammers entice large sums from their victims by offering them gold jewelry as collateral, claiming they will pay the money back later. Unfortunately the rings and chains that change hands turn out to be worthless brass imitations. A variation of this scam involves beggars who

give passers-by a “gold” ring stating that the ring no longer fits. If someone accepts the gift, the man or woman then begs for money and can become quite aggressive if the ring recipient does not want to part with any money. A Department of Defense Dependents Schools-Europe Headquarters employee died early May 12 while working out at the Wiesbaden Fitness Center. Don McAllister, age 63, a labor and employee relations specialist, had been with DoDDS-Europe since December 2012. The Kinston, N.C., native served more than 36 years with the federal government, including assignments with the Justice Department, U.S. Treasury, U.S. Navy, U.S. Air Force and DoDDS-Europe. He was selected as the Air Force Civilian Personnel Officer of the Year in 2008. McAllister is survived by his wife, Oglatha, and their five children. (DoDDS-Europe Public Affairs)

Service members are reminded that the following regulations apply to working out at the fitness center:  improved physical fitness uniform or appropriate civilian attire,  Army Combat Uniform allowed only during lunch hours or if Army Physical Readiness Test uniform is ACU for combatives or physical training,  physical fitness lunch hours are 11:30 a.m. to 1 p.m.,  wireless devices not authorized when wearing military uniform,  no dirty or muddy combat boots allowed on cardio equipment. Spot checks will be conducted by garrison and community leaders, and standards enforced by unit leadership.

Community members may be curious about a multitude of small construction projects that have been underway since May 2 near many of the high-traffic buildings on Clay Kaserne and in Hainerberg Housing. Soldiers of the 902nd Engineer Company (Vertical), 15th Engineer Battalion have been hard at work with the installation of seven bike racks and a gazebo in the community. “We identified there was a significant shortage of bike racks on post,” said Adam Fick, Transformation Stationing Management Office plans and operations chief. The fake officers produce imitation credentials, “check” the currency but do not find any violations. Only later do the victims realize that many of the high-value bills are missing. Day recommends you keep these tips in mind: O Offers too good to be true usually are.

O Beware of distractions if you are in your car alone. Someone talking to you on the driver’s side of the car could be trying to divert your attention while a buddy steals your purse or wallet from the other side. O Always consider the relation between the trouble someone claims they are in and what they are asking for. People in real need rarely ask for more than what is absolutely necessary. O Never give large amounts of money to anyone on the road. The most anyone should need is enough to fill a tank full of gas. Day advises anyone who has been approached in any of these ways to write down any car license plate number and contact the nearest military or host nation police station. Host nation and U.S. military officials met to discuss ways to reduce the effects of aircraft noise on the local population during the garrison’s first Noise Abatement Commission meeting of 2014. “This is a forum where we can exchange ideas and discuss suggestions,” said Col. David Carstens, U.S. Army Garrison Wiesbaden commander, welcoming Wiesbaden Lord Mayor Sven Gerich, members of the U.S. Army Europe aviation staff and fellow area mayors to the forum in the Community Activity Center May 6. Noting that it was the first time for many of the surrounding town mayors to attend the forum, Carstens said, “While this forum exists to discuss concerns, it also exists to find solutions.” Gerich underscored the importance of the semi-annual NAC meeting saying, “You can see through the extended circle of participation that we’ve already achieved quite a lot.” During the meeting participants were given an in-depth look at the numbers of flight movements so far this year as compared to other years, a breakdown of flight noise complaints

Cub Scouts celebrate decades of peace, remember WWII fallen

More than 50 scouts and family members from Cub Scout Pack 13 traveled to the Normandy Camporee April 25-27, joining 3,500 others to celebrate 70 years of peace in Europe at Omaha Beach, one of the Allied landing beaches in France’s northern region of Normandy during World War II. The 2,000 scouts in attendance represented groups mostly from the United States, Germany, France and England. The Transatlantic Council Boy Scouts of America and Normandy body “Planete Bleue... SOS” organized the ceremony and events, including an ecumenical prayer for peace at the Bayeux Cathedral, a special beach bonfire scout

They’re usually running the show behind the scenes, but spouses were in the spotlight at Army Community Services’ Military Spouse Appreciation Luncheon May 2. Members of the U.S. Army Europe Chorus crooned and danced for attendees, taking time to serenade some on bended knee. U.S. Army Garrison Commander Col. David Carstens offered grateful words, acknowledging that while service members’ missions simplify when they deploy, they “dump all the challenges into your lap to deal with alone.” “My No. 1 most-hated Army term is ‘dependent,’” Carstens said. “I say ‘baloney’ to that. If anyone is dependent, it’s me who is dependent on my wife to keep things together.” Camille Howes, a strategic planner for the garrison, served as keynote speaker. She admitted that she had “no idea” what it was like to be a military spouse, so she solicited input from spouses through an online survey. What she learned forever changed her, she said. One woman said she had a master’s degree but had to beg for GS-4 jobs.

Another had been separated from and was unable to speak with her husband for an entire year. The two biggest takeaways were that the top challenge is the time separated from their service member, and that transition is a type of torture, noted Howes. “Not only is it the packing up of an entire house, it’s a search for new doctors, dentists and friends — and it’s the pits,” she said. “When I think about your

jobs it’s like taking a drink from a fire hydrant. This is a flavor of patriotism I’m not sure I’ve considered before. You humble me.” Howes told the story of a nongovernmental organization worker who was tasked with improving Vietnam’s child malnutrition problem in six months with minimal resources and a barebones staff, a seemingly impossible mission. He noticed that some moms — “bright

spots” — fed their children four times a day and included sweet potato greens and shrimp in addition to rice, providing essential nutrients. Their children were stronger and bigger. When he recruited these women to teach others to cook and employ good food safety practices, 65 percent of the children in that village were healthier and stayed that way. She identified spouses in attendance as the “bright spots” in the Wiesbaden community and encouraged them to reach out to others — especially as permanent change of station, or PCS season approaches. “People in our community, they don’t need stuff. They need to know someone cares,” Howes said. “What looks like loneliness is often a lack of clarity,” adding that while she’s lived in Wiesbaden six years, it took three years before she felt comfortable venturing to local stores and shops. Support can be as simple as bringing a new neighbor a fresh batch of homemade cookies, giving someone a hug or inviting someone to lunch, she said. The students were especially impressed with the herd of sheep, or “biological lawnmowers,” as Gordon described them, which roam about the top of the landfill and keep the grass trimmed. Yadrianna Cruz, 10, said she was proud to wear the club’s T-shirt. She joined because she “wanted to help save the Earth.” “A dirty Earth can hurt us, plants and animals,” she said. Every Thursday, she and 26 other students in the club take 45 minutes to go around to all the classrooms in the school to collect paper and plastic and bring them to the receptacles outside. They also help teachers show students which items go in each bin. “They are ambassadors for recycling,” said Wheeler-Sahm, who has lived in Germany for 24 years. “It’s interesting for them to see the end results of their efforts at school and where it goes next. [Recycling] is so doable, it’s a shame to see people not doing it.” ESWE offered more recycling tips, such as simply leaving yogurt cups “spoon clean” rather than washing them out so as not to waste water. Used paper towels, often a source of confusion, should be thrown away with organic waste. And when in doubt, just throw it in the trash. Just one misplaced recyclable can render a whole truckload un-recyclable. Ensure compliance with Affordable Care Act Congress enacted the Patient Protection and Affordable Care Act in 2010 with the goal to increase the number of Americans covered by health insurance and decrease the cost of health care. One key provision in the ACA is its individual mandate, which requires most Americans to maintain “minimum essential” health insurance coverage for themselves and their dependents. For those who are not exempt, and who do not receive health insurance

through an employer or a government program, the means of satisfying the requirement is to purchase insurance from a private company, typically via a state-run exchange or marketplace. Beginning in 2014, those who do not comply with this mandate must make a shared responsibility payment to the Internal Revenue Service for each month of noncompliance. Do Tricare health plans met the ACA’s minimum essential coverage requirement? Tricare offers three basic options for non-Medicare eligible beneficiaries: Tricare Prime, Tricare Standard, and Tricare Extra. The first criterion is for U.S. citizens who are not physically present in the United States for at least 330 full days within a 12-month period. If met, such citizens are deemed MEC-compliant for those 12 months. The alternative criterion is for U.S. citizens who are bona fide residents of a foreign country for an entire taxable year. If met, such citizens are deemed MEC-compliant for that year. U.S. citizens who meet neither the physical presence nor residency criteria will need to secure MEC (which they can do merely by maintaining Tricare coverage), qualify for an ACA exemption or make the shared responsibility payment for each month of the year. The key provisions to review when addressing OCONUS questions are 26 U.S.C. 5000A.f.4 and 26 U.S.C. 911.d.1. As this is a complicated issue, U.S. citizens living abroad who have questions are encouraged to consult with a certified public accountant for specific tax guidance based on their particular circumstances. Schools page — Partners in education Shadowing mom gives career insight Commentary by Kierra Carr Special to the Herald Union

A recent opportunity gave me an insight to how hard my mother works at her occupation. I had a chance to go to work with my mom on April 24 when Hainerberg Elementary School hosted “bring your daughter to work day.” My mom works as an aide for children who need extra assistance in the classroom. I went through the same routine as my mom did, waking up at 6:15, getting dressed and reporting to work at 7:45. In the first classroom we went to, all the kids were vivacious. My mom and I worked with two in particular who were amazing and ready to get to work. I helped a child come up with a creative story about dancing turtles. It was interesting witnessing the different ideas the children came up with. Next, we went to the computer lab and worked on interactive fractions and decimals. To be honest, it was a refresher for myself. Most of the kids were moving onto the next question, breezing by the online math equations while I was still working out the fraction in my head. The following task was a spelling test. Most of the spelling errors came from students spelling a word by its pronunciation and forgetting the silent letters and sounds in a word. It reminded me of the words I can spell easily without having to think about if the word “vacuum” has two Cs or two Us.

In the class after that, kids were reading a book and had to choose their favorite character in the story. They all had to describe their character’s personality and appearance based on the content they read about on that particular role. I helped the kids by focusing directly on their person and what kind of attitude and tone their character had to determine their personality traits. My fifth class was working on division problems. Most kids couldn’t grasp the concept of division because they learned multiplication first and by nature they just wanted to multiply everything. My group worked from mini white dry-erase boards and markers. If they went wrong on a step I could help by simply erasing the error. They were fascinated by how much easier division is once you break down the steps. Before I knew it, it was the final class of the day and they were working on my least favorite subject of all — science. They had to read four pages in the science book and answer the questions following. Most of the students had to refer back to the text. After the day was over, it was an eye-opener that being an elementary school educator was a field I would most likely not go in to. It requires a lot of explaining because at that age, kids are so curious as to why something is the way it is. Overall, I am glad that I got to spend a whole day with my mom and have the opportunity to take part in a new learning experience. (Kierra Carr is a student intern with the Herald Union.)

Math Olympiads

Twelve Aukamm Elementary School students were among the 110,000 students participating in this year’s Math Olympiads program. More than 5,000 teams from 48 states and 27 countries participated in the series of five monthly contests from November to March. Aukamm’s high scorer was Chris Bispels who placed in the upper 10 percent of all students participating. Paddlers wanted

Hassles. Short deadlines. Unrealistic expectations. Life today is full of stress. And lots of things can cause it. Stress can cause symptoms in many areas of life including physical, mental, emotional, social or spiritual. Stress can make one ill or leave one susceptible to injuries. It can cause headaches, stomach discomfort, trouble sleeping, or leave one feeling run down, irritable or forgetful. The bad news is that all stress cannot be avoided. The good news is that some stress is healthy. It motivates people to accomplish things and to make necessary changes. It is also something a person can influence. A person’s attitude can help him or her handle stress. Sometimes one needs to gain perspective by stepping back from a problem and asking how important it is. What will it matter 100 years from now? Sometimes one needs to grieve the loss, theft

or death of a person, object, opportunity or status. Sometimes one needs to go with the flow and be flexible, accepting the things outside of one’s control. At other times, it helps to do something. In such times, a person must first determine what is causing the stress. Is it a shortage of time, energy, money or space? Is it a conflict of values? Is the stress coming from one’s job, environment, personal relationships or personal expectations? Where is it possible to make a change? If there are many stressors, it helps to choose one or two areas to change. Changing too many things at once often causes more stress. Making changes that affect the biggest stressors often has the added benefit of relieving stress in other areas. The most critical factor in dealing with stress is control. Knowledge and planning are important aspects of control. The most difficult things a person will face are the unanticipated and the unavoidable. However, one can prevent or lessen some problems

by planning, and this can lower stress. Next, one can plan ways of coping with the stress. Regular exercise, adequate sleep, a healthy diet and lifestyle and interacting with others help to keep one healthy and to regain perspective and the mental energy necessary to solve problems. Taking care of one’s spirit also helps in managing stress. Many things like journaling, meditating, time management, play, hobbies, laughter and singing can help refresh the spirit. Trying something new occasionally will help to avoid boredom. One must put his or her plan into action in order for it to be effective. A person should allow at least three weeks for his or her plan to bring some relief. After three weeks, it helps to reevaluate one’s stress level and adjust the plan as needed, by trying different ways to lower stress in the same area, or by dealing with another area that is causing stress. Those unable to find relief from their stress are encouraged to speak with a chaplain or mental health provider.

Montenegro

Meandering near mountains and sea

or most people, a European experience would not include Montenegro. It is off the beaten path and not well-known by most Europeans, let alone Americans. Yet there I was in pursuit of a go-and-see philosophy that includes visiting everywhere that is adequately safe and conscientiously possible. My travel companion Jayne Short did travel down the Adriatic coast in the 1970s, so it wasn’t entirely unfamiliar. Montenegro was settled with numerous changes in geopolitical powers, including centuries under the Republic of Venice and years of Ottoman control. After the dissolution of Yugoslavia in 1991, the state union of Serbia and Montenegro was established. In 2006 the state passed a historical referendum on independence. In 2010 it became a member of the European Union. Montenegro has an international airport located in Podgorica, the inland capital that was known as Titograd under the communist dictatorship. A major business center endowed with comfortable hotels and ample availability of good food, it makes a logical base camp for daytrips. It is surrounded by vistas of snowcapped mountains that we enjoyed from our panoramic hotel restaurant. Our first clue on perilous driving in Montenegro was the car rental company’s €800 deposit. Montenegro is a mountainous country dominated by switchbacks and hairpin turns on narrow roads, with livestock roaming freely and a very casual driving mentality. Montenegro translates to “black mountain,” and we also soon discovered that going over or through a mountain brings you to another mountain. It did not take a translator to understand

Take it to the public beach, which is free for you to plop yourself down on and soak up the sun. Families play among sleek and sexy twentysomethings showing off their privileged bodies. When the sun goes down, head back to the Condamine (port area) for clubs and bars that won’t mind you wearing rubber sandals instead of stilettos. French Legion soldiers on leave, British couples celebrating their anniversary, American tourists getting into the European groove; you’ll find them all here, and if you’re lucky, a fun funk band, too. Even if you don’t belong here, Monaco won’t mind dazzling you for a day.
