Vulnerability, Resilience, and Adaptive Capacity are three related concepts to explain

how human and natural systems respond to risks and shocks. These concepts are used to

understand the responses to factors or the occurrence of shocks and crises. There is a need to

not only focus on the vulnerability of the systems to failure but also the ability to manage and

minimize the impact of any failures to be more resilient to changes (Seville, 2008).

1. Vulnerability

Vulnerability reduction is a core element of resilience and disaster risk management. Individuals and communities are exposed

and vulnerable to several factors such as wealth, race, education, health status, etc. Lack of resilience and capacity to anticipate, cope

with, and adapt to changes are important factors of vulnerability.

a. Stresses

Stress in the environment can worsen vulnerabilities and cause relapses. Identifying internal and external stressors is essential

in the identification of vulnerability and resilience factors.
