Homestead Tax Credit Program

The homestead credit program is designed to soften the impact of property taxes and rent on persons with lower incomes. The beneft available may take the form of an income tax credit or a direct refund. The credit is based on the relationship of your household income to the amount of your allowable property taxes and/or rent for the calendar year.

1. A legal resident of Wisconsin for all of 2022, from January 1 through December 31.

2. 18 years of age or older on December 31, 2022.

3. Less than $24,680 in household income for 2022.

And Meet One of the Following Conditions:

You (or your spouse, if married, and reside in the same household) have positive earned income during the year. 

You (or your spouse, if married, and reside in the same household) are disabled. 

You (or your spouse, if married) are 62 years of age or older at the end of 2022. 

You own or rent your Wisconsin homestead that is subject to Wisconsin property taxes during 2022. 

You are not claimed as a dependent on someone else's 2022 federal income tax return. Note: This limitation does not apply if you were 62 years of age or over on December 31, 2022. 

You did not live for the entire 2022 year in housing that is exempt from property taxes. Note: Property owned by a municipal housing authority is not considered tax-exempt for homestead credit purposes if that authority makes payments in place of property taxes to the city or town in which it is located. If you live in public housing, you should check with your rental manager. 

At the time of fling a claim, you are not living in a nursing home and receiving Title XIX medical assistance. 

You are not claiming Wisconsin farmland preservation credit for 2022. 

You are not claiming the veterans and surviving spouses property tax credit on 2022 real estate taxes. 

Only one claim may be fled per household. A married couple residing together is one household. 

You are not fling a claim on behalf of a person after their death.

You have not received Wisconsin Works (W2) payments of any amount or county relief payments of $400 or more for each month of 2022.

How do I claim homestead credit?

If you meet all of the qualifcations, you must complete a Wisconsin Homestead Credit Claim, Schedule H or Schedule H-EZ, to determine the amount of any beneft available. Please note that you may meet all of the qualifcations but still not receive a credit because the credit is based on the relationship of your household income to the amount of your allowable property taxes and/or rent. If you do qualify for a credit, you must submit a copy of your 2022 property tax bill (if you owned and occupied your home) or an original rent certifcate signed by your landlord (if you rented) along with your Schedule H or H-EZ. The fling deadline for a 2022 claim is April 15, 2027, for most claimants. Do not fle your 2022 Schedule H or H-EZ before January 1, 2023.

Cancellation Policy

We’d like to remind everyone of our policy regarding closures of the Meal on Wheels and Senior Dining Program. Meals on Wheels and Senior Dining Sites may be closed if we have heavy snowfall, extreme temperatures, icy roads, storms/ tornado/heavy winds, etc. If Eau Claire schools are closed due to weather, Meals on Wheels and Senior Dining Sites will also be closed. If Eau Claire schools have a late start, it’s at the discretion of Meals on Wheels if we will still deliver. For delivery, please have snow and ice removed from entrance and sidewalks so that our volunteers can safely deliver your meal to you. If your sidewalks are not cleared you run the risk of no delivery.

To check for our closings, you will be able to fnd them scrolling on the bottom of the TV along with the school closings on your local channels WEAU-TV 13 and WQOW-TV 18. You can also fnd our closings directly on their websites: www.weau.com and www.wqow.com. We also announce our closings on WAXX radio. Property Tax Payment Reminder

The frst Installment of Property Taxes is Due Jan 31st to your municipal Treasurer.

City of Eau Claire, City of Altoona and Town of Ludington residents pay 1st installment to Eau Claire County Treasurer by any of the following means:

Dropbox: located outside the main doors of the Government Building. If you want a receipt mailed back to you please include a selfaddressed stamped envelope.

Pay Online: at www.eauclairecounty.org/taxes with a debit card, credit card or e-check.

Pay in-person: available Monday thru Friday 8:00 A.M. until 4:00 P.M. at the Treasurer’s ofce.

You must sign and return the form before you can be certifed for and receive the credit.

FOOD SAFETY: Freezing

With the holidays coming to an end it comes with lots of extra foods that can be kept and eaten later. Here are some tps for frozen food safety. Food stored constantly at 0 °F will always be safe. Only the quality sufers with lengthy freezer storage. Freezing keeps food safe by slowing the movement of molecules, causing microbes to enter a dormant stage. Freezing preserves food for extended periods because it prevents the growth of microorganisms that cause both food spoilage and foodborne illness.

Does Freezing Destroy Bacteria & Parasites? Freezing to 0 °F inactvates any microbes bacteria, yeasts and molds present in food. Once thawed, however, these microbes can again become actve, multplying under the right conditons to levels that can lead to foodborne illness. Since they will then grow at about the same rate as microorganisms on fresh food, you must handle thawed items as you would any perishable food.

Nutrient Retenton The freezing process itself does not destroy nutrients. In meat and poultry products, there is litle change in nutrient value during freezer storage.

Freezer Storage Time: Because freezing keeps food safe almost indefnitely, recommended storage tmes are for quality only.

Safe Thawing

There are three safe ways to thaw food: in the refrigerator, in cold water, or in the microwave. It's best to plan ahead for slow, safe thawing in the refrigerator. Small items may defrost overnight; most foods require a day or two. Large items like turkeys may take longer, approximately one day for each 5 pounds of weight. When microwavedefrostng food, plan to cook it immediately afer thawing because some areas of the food may become warm and begin to cook during microwaving. If you ever queston the safety of your food, it’s best to throw it out and be safe. Use these guidelines to alleviate some questons you may have about freezing foods.

Healthy Living with Chronic Pain (virtual)

If living with ongoing pain is keeping you from doing the things you want to do, this 6-week workshop can help give you the tools and strategies to manage your pain. If you’re 18 or older and have or live with someone who has chronic pain, this program is for you!

Topics include: Short-term goal setting, Relaxation, Getting quality sleep, Better emotional health, Medication usage and evaluating treatment options, Balancing activity and rest, Creating a pain profle, Fatigue management, Communication skills with friends, family, and medical team.

This program does not replace existing treatments, but serves to complement your current medical treatment plan, and is not meant for a person who has pain medication addiction issues.

Mind Over Matter: Healthy Bowels, Healthy Bladder (virtual)

Three-session workshop designed to give women the tools they need to take control of symptoms. It provides information and group activities along with simple exercises and dietary changes to practice at home. Even if you do not have leakage symptoms now, it is never too early or too late to think about bladder and bowel health.

Information Session for new participants (virtual and phone conference)

Strength training is especially important as we age. Being physically active and socially connected are both essential for health and well-being. The StrongBodies program provides a safe environment for older adults to improve both strength and balance with a fun group of peers. Learn more in this free orientation and sign up for classes starting in January.

VEHICLE MODIFICATION GRANT AVAILABLE

Do you have a vehicle that needs modifications for accessibility? Are you short on the funds to pay for the work to be completed?

Contact the ADRC at 715-839-4735, we may be able to help pay for those modifications.

The Vehicle Modification Grant has money available, up to $5,000, to make a vehicle accessible for caregivers, adults over the age of 60 or adults (1859) that have a disability. This may also help with the purchase of a new/used modified vehicle. Applications are reviewed and granted based on funding availability. Must be an Eau Claire County Resident to qualify.

Examples of possible modifications: lifts, ramps, left foot accelerator, right hand turn signal, modified-effort steering, swivel seat…and so much more!

VEHICLE REPAIR GRANT AVAILABLE

Do you have a vehicle that needs to be repaired and you can’t afford to fix it?

Contact the ADRC at 715-839-4735, we may be able to help pay for those repairs.

The Vehicle Repair Grant has money available, up to $2,500 for caregivers, adults over the age of 60 or adults (18-59) that have a disability. Applications are reviewed and granted based on funding availability. Must be an Eau Claire County Resident to qualify.

Examples of possible repairs: brakes, tires, non-cosmetic fixes etc.

This grant does not qualify for general maintenance such as oil changes.

2022 Nutrition Survey Results

Below are the results from 35 surveys from Congregate Dining Participants:

93% of participants are very satisfed with the appearance of the meals.

94% of participants are satisfed or very satisfed with the taste of the food. 97% of participants are satisfed or very satisfed with the variety of the menu. 91% of participants are satisfed or very satisfed with the temperature of the food.

2022 Transportation Survey Results

Thank you to the riders of Paratransit who were selected and returned the Paratransit annual survey. Below are the results based on 28 riders:

The Caretaker’s Reward

Bob and Sharon were married on November 19, 1966, in Eau Claire. Later they moved to Wausau and bought a house. Their next-door neighbors were Scott and Michele. Thirty years ago, about a year after their 25th anniversary, Bob lost his wedding ring, upsetting Sharon who had bought it for him. She never quit yearning to fnd it and put it back on his fnger. They moved to another city and after other moves, landed in Altoona.

During those years while Scott worked in his lilacs, took out a picket fence on the lot line, and cleaned up, he found a wedding ring. He and Michele had no clue about fnding the owner, although they wanted to and tried.

While living in Eau Claire Sharon developed dementia and Bob became her caretaker for several years, she later moved to a memory care facility. She passed away on November 18, 2022. Her funeral was set for Friday, December 2nd.

In Wausau, Scott had kept the ring in his jewelry box, and he passed away in March of 2022. Michele was urged by family members to search for the ring’s owner. Using the date inscribed in the ring she searched the Wausau Daily Herald archives and Sharon’s obituary, which had just then been published in Eau Claire, popped up on a tribute page. Michele recognized Sharon’s picture as the neighbor of long ago. With the city and church listed in the obituary, she called and left a message for Bob. Two hours before Sharon’s funeral the church secretary asked Bob if he had lost a wedding ring and handed him a note. He called Michele, identifed the ring, she put it in the mail, and he is wearing it again.

The federal government’s department of Housing and Urban Development (HUD) has a goal of preventng and ending homelessness. To do this, HUD created Contnuums of Care (CoCs) in the mid-1990s to coordinate local access to housing for individuals and families that are homeless or about to be homeless. This access to housing is achieved through housing-related coordinated entry programs, ran by the CoCs. These programs screen individuals for eligibility and help connect them with services or resources to help them prevent or escape homelessness. Individuals are prioritzed for coordinated entry based on those with the greatest needs or those who are most vulnerable (I.e., any disabilites, feeing violence, pregnant or with children). These programs are person-centered and optmize choice for the individual choosing to partcipate. These programs ofen have outreach teams that go out into the community to meet people where they are and seek out those that are living on the streets to tell them about the coordinated entry process. If you are unsure of which agency(s) run your local coordinated entry program or you or someone you know is homeless, reach out to 21-1 for informaton on how to get connected to coordinated entry in your area.

MARTIN LUTHER KING, JR. DAY: A National Day of Service

This year marks the 28th anniversary of the national day of service. This day was established to honor the life and legacy of Dr. King and to encourage all Americans to volunteer to improve their communities. Americans celebrated the frst ofcial Martin Luther King, Jr. Day, the only federal holiday commemorating an African-American, on Monday, January 20, 1986. In 1994, Congress designated the holiday as a national day of service, and marking the third Monday in January every year as the Martin Luther King, Jr. Day of Service. Dr. King advocated for non-violent resistance to overcome injustice as a means of lifting racial oppression. Dr. King received the Nobel Peace Prize in 1964; the youngest person ever to receive the high honor. On April 4, 1968 at age 39, Dr. King was assassinated in Memphis, Tennessee as he stood on the balcony of his hotel. Dr. King had traveled to Memphis to lead a march in support of striking sanitation workers. According to Dr. King, the purpose of education is to enable one to sift and weigh evidence, to discern the true from the false, the real from the unreal, and the facts from the fction. The function of education is to teach one to think intensively and to think critically. We must remember that intelligence is not enough. Intelligence plus character, that is the true goal of education.
