The Ripple Effect Over the past four years, the Exton Region Chamber of Commerce has experienced remarkable growth, creating a ripple effect throughout the business community. Our members have come together to support each other, resulting in mutual benefits and increased value from their membership. This collaborative effort has not only strengthened our chamber but has also fostered a thriving business ecosystem in the Exton Region.

The growth of our Chamber has been a testament to the dedication and commitment of our members who embraced our 50th Anniversary Celebration last year and continued to participate in resources and events the Chamber provides. The opportunity to connect and learn from each other leads to the exchange of ideas, collaborations, and partnerships. As a result, our members have seen their businesses flourish and gain a competitive edge in the market.

Moreover, the ripple effect of this Chamber’s growth has extended beyond our membership. The positive impact is felt by the entire community as greater collaboration and exposure for the members continue. Exton Region Chamber of Commerce Chairman’s Welcome Heading into 2023, the Exton Region Chamber of Commerce was coming out of a historic year celebrating 50 years of supporting local businesses to grow and thrive.

Looking back, 2022 accelerated the ripple effect of growth and engagement for small businesses, non-profits, and educational organizations in Central Chester County and beyond.

Our Chamber continues to grow and is stronger than ever.

Our membership continues to grow and attendance at events shows that the Exton Region Chamber is providing value to our community. Through continued success, our chamber remains steadfast in advocating for our business community, providing member-valued events that create connections, and bring support to those we serve.

It is my distinct honor, as this year’s Chairman of the Board, to introduce this Membership Directory. Whether you have been a member of the chamber for years or a brand-new member, I want to encourage you to use this directory as a starting point to create your own ripple

effect. Our strength continues to lie in the relationships that we build together and how we support each other.

The Exton Region Chamber of Commerce (ERCC) was established in the late 1960’s as the “Exton Businessmen’s Association” and incorporated as the “Exton Chamber of Commerce” in 1972.

Their purpose was to lobby Harrisburg to construct the Route 30 Bypass.

Harold Martin, a founding member and former Director Emeritus of the Chamber worked tirelessly to transform Exton from a country crossroads to a commercial center. Today’s 30 Bypass between Malvern and Downingtown is there because a group of businesspeople saw the need, had a vision, and were determined to make it happen. The Chamber continues today to be led with a passion for making their community better today and into the future.

The Exton Region Chamber of Commerce is a platform for great people in businesses and organizations who come together.

They advance the economic success of the membership and community

by providing relationship-building, marketing, education, and community outreach opportunities.

As a broadbased business organization serving central Chester County and the varied and growing communities of which it is comprised, the Exton Region Chamber of Commerce focuses on meeting the diverse needs of its member businesses and fosters the economic growth, prosperity, and exceptional quality of life available in the region. The Chamber seeks to provide a wide array of valueadded services, benefits, programs, and networking opportunities to enhance all businesses and organizations.

Nonprofit Focus on Community Partnerships In 2023, the Community Partnership Council (CPC) has undergone a transformation, repurposing the Nonprofit Council to establish a dynamic platform fostering collaborative engagement between businesses and nonprofit organizations. The primary objective of this endeavor is to add value for our members by fulfilling the mission of the Chamber of enhancing the economic success of its members and the community by providing

networking opportunities, marketing, education, and community involvement. The CPC Council strives to accomplish its goals by providing ample opportunities for both nonprofits and for-profit entities to connect and interact, fostering fruitful relationships, and facilitating collaborations within our community. Through joint efforts, we aim to invigorate the local business landscape by encouraging partnerships with the nonprofit and forprofit sectors.

To achieve our mission, we have curated an array of annual events that continue to expand and flourish. Notably this year, we kicked off the first of two “In the Know 2.0,” an interactive educational series specifically designed to address critical challenges where the nonprofit and forprofit sectors can mutually contribute and share ideas, successes, challenges, and solutions. Additionally, we are proud to present a range of annual events, including the Nonprofit Board Reception, Exton’s Biggest Happy Hour, monthly “Pints for Purpose” gatherings, and the esteemed Executive Director Roundtable.

Through these initiatives, we foster a vibrant environment where collaboration thrives, knowledge is shared, and the entire Exton community reaps the benefits of united efforts.

The YP Council supported the Brandywine SPCA, who brought puppies to the event, by collecting supplies and donations at the YP Mini Golf Tournament.

Our members enjoy supporting other members and take advantage of supporting our nonprofit member organizations.

Diversity, Equity & Inclusion and Economic Development in the Exton Region As business owners and community leaders in the Exton Region, it is important to recognize the role that Diversity, Equity, and Inclusion (DE&I) play in promoting commerce.

DE&I is not just a social responsibility, but also a business imperative that can enhance the success and sustainability of our local economy.

Companies and organizations that embrace an inclusive culture see a wider range of perspectives, experiences, and talents, which can lead to innovation and creativity in businesses. Moreover, research shows that diverse and inclusive workplaces are more productive and profitable.

In addition, promoting DE&I in the community can attract businesses and customers who value these principles.

encourages people from all backgrounds to work, shop, and invest in the Exton Region. Recent events have been a source of reflection for organizations, often resulting in new or renewed commitments to diversity, equity, and inclusion. This focus on DE&I benefits not just individual companies but also contributes to the positive economic development of the region. This also creates an environment where people from all backgrounds have equal opportunities to participate, contribute, and benefit from economic growth and development.

One organization whose mission is to “promote business and community prosperity while preserving Chester County’s quality of life,” is the Chester County Economic Development Council (CCEDC). In 2021, the organization

convened more than fifty business and community leaders from across the region into a DE&I Task Force. After a year of examination and conversation, their efforts led to the creation of a DE&I Strategic Plan for CCEDC. The plan includesɔ a culturally inclusive communications strategy; internal training for staff and board; establishing a business support office in Coatesville, a historically underserved community; and developing a loan program that prioritizes lending for minority- and women-owned businesses.

The Pennsylvania Catalyst Loan Fund was created in Fall 2022 with American Rescue Plan (ARPA) funds. “What’s really exciting about this loan program is that we are able to help businesses and industries we have not been able to serve before, and on top of that, we can also provide direct technical assistance to help borrowers qualify for financing,” said Chris McHenry, CCEDC Vice President of Development Finance.ɔ

Since the DE&I Strategic plan was unveiled in May 2022, CCEDC has made progress toward many of its goals including:

Establishing a business support office in Coatesville.

More than one hundred people gathered in August 2022 for the opening of the 190 West Business Resource Center in Coatesville which operates in partnership between CCEDC, the Kutztown Small Business Development Center (KUSBDC), and West Chester University and serves small business owners and entrepreneurs with free access to business coaching in such areas as financing, human resources, marketing, and more. “Working with partners like 2nd Century Alliance and City officials, CCEDC has assisted Coatesville businesses with financing, site selection, workforce training, and other resources,” said Gary Smith, CCEDC’s CEO. “This new center reflects our commitment to being accessible to the business owners who work, live, and contribute to our community here.”

entrepreneurial skills in accounting, marketing, HR, legal and more. Awardees receive a comprehensive business needs assessment with program staff before working one-on-one with qualified experts in a wide range of industries. During the first two years of programming, among the applications were seventy-three minority-owned businesses, seventy women-owned businesses, thirty-six run by business owners without a college degree or the first in their family to go to college, and eighteen business owners who started a company after experiencing prolonged unemployment.

Beyond these efforts, CCEDC incorporates DE&I throughout its operations. For years, its programming has served diverse industry sectors - agriculture, energy, healthcare, manufacturing, and technology, through various Industry Partnerships. Its STEM Innovation programming works throughout the region to provide young people with access to hands-on career exploration activities including the “What’s So Cool About Manufacturing?” student video

contest, the after-school Career Connection Academies in Coatesville and Oxford, and the annual Girls Exploring Tomorrow’s Technology (GETT) event which address the underrepresentation of women in STEM fields.

that are looking to expand imports, exports, foreign direct investment, and international partnerships. The GBA’s two main goals are to expand global markets for PA companies and assist international businesses with investing in PA. GBA serves as a source of international information and expertise, leveraging but not replacing free and lowcost assistance available from federal, state, and regional trade organizations. Industries served include agriculture, finance, health care, life sciences, energy, tourism, logistics, and higher education.

The newest offering is Project RECONNECT recently launched in June. The program will provide financial assistance to at least one hundred students across Berks County, Chester County, Delaware County, and Montgomery County who were enrolled in college or in a technical training program but were unable to complete their degree or certification programs due to unforeseen challenges.

The funding is available for expenses, such as tuition, childcare, transportation, and more. This program intends to remove obstacles and support the completion of their

degree or certification. Priority assistance is given to career pathways in healthcare fields.

to all businesses operating in the region, is an important initiative of the Chamber and one that we actively seek.” One such organization is Chester County Community Foundation IDEA (Inclusion, Diversity, Equity & Access) Council, The IDEA Council helps the Community Foundation to authentically deepen its commitment to humanity in all its diversity. Early in the collaboration, the thought emerged that perhaps two separate organizations with two separate DE&I-focused councils, comprised of numerous diverse participants representing forprofit businesses, and not for profits organizations, can combine their “think tank” talents to identify concerns and apply their collective resolution skills to address DE&I/Social Justice concerns.

The facility, known as Iron Hill Brewery & Taphouse, has significantly increased the brewing capacity of the company. The site is home to a 10,000-square-foot brewery while the taproom covers 4500 square feet, and a semi-private dining room is a unique space for special events. Iron Hill continues the philosophy of offering fresh and innovative items from tap to table. Also, in Eagleview Town Center, Suburban Restaurant & Beer Garden features farm fresh food, Suburban’s delicious refreshing brews, and crafted cocktails.

The town of Kennett Square celebrates throughout the year at many spirited events. The Kennett Brewfest takes place on Saturday, October 7 in 2023, featuring 70+ brewers, food trucks, and unique vendors, plus live music. Warm up the winter at another great brew event – Kennett Winterfest, scheduled for February 24, 2024. This event is truly a bright spot of the chilliest season with regional breweries,

local fare, hot music, and good friends. The exclusive “Def Conn” (“definitely connoisseur”) session at Winterfest always features the winner of the “Best of Connoisseur Brewery” from the previous fall’s Kennett Brewfest event.

TRADES GROUP DESCRIPTION AND VISION The ERCC Trades group was formed at a suggestion from members of Connexton Member Only Networking Group. The purpose of the group is to build a stronger community of tradespeople in the Chamber.

Tradespeople naturally work well together and are supportive of each other’s businesses. The group was built to encourage the tradespeople to get to know each other better, allowing them to refer each other and provide introductions to fellow members of the Chamber to key business partners. A Tale of Two Exton Region Tr Join us on a journey through time as we explore the transformation of West Whiteland and Upper Uwchlan townships over the last 25 years and catch a glimpse of what they envision for the future.

From bustling commercial centers to serene residential neighborhoods, these townships have undergone significant changes, both in terms of their physical landscape and their cultural identity. As they continue to evolve, they remain committed to preserving their unique character and promoting sustainable growth.

West Whiteland Township Since the 1700s, West Whiteland Township has been a destination – a place people want to get to. Back in the day, the King’s Highway (today’s Swedesford Road) provided a route from Philadelphia to the northern part of the Township; by the end of the eighteenth century, the Lancaster Turnpike was in place, followed by the West Chester Railroad in the nineteenth century. Inns and businesses naturally sprang up along these transportation routes, making the community a center for commerce, as well.

As the “Crossroads of Chester County”, West Whiteland Township possesses a unique identity, juxtaposing economic vitality with historic preservation efforts, and transportation needs with abundant open space.

Ask a handful of people for the defining feature of West Whiteland Township twenty-five years ago, and chances are you’ll hear “Exton Square Mall”. Once the hub for families, teenagers, couples, and seniors, a mall visitor in the 1980s and ‘90s might have allowed extra travel time for traffic and finding a parking place when visiting the mall on a weekend. Today, the mall is the center of community speculation as many stores have relocated and malls across the country are closing.

The declining popularity of shopping malls has not dimmed Exton’s appeal to retailers, though. Shopping centers have flourished, with most offering a combination of shops, personal services, food, and even exercise clubs. Around the shopping centers have sprung up apartment buildings – high-end, luxury accommodations. “Who wants to live in an apartment?” some homeowners might ask. The answer is – lots of people!

Young professionals and empty nesters are renting the units as quickly as they are built.

Even with the development surge of the last few years, West Whiteland Township does not lack green space; in fact, nearly one-quarter of the Township land is permanent open space. In the past twenty-five years, the Township has added three new parks. Exton Park is over 700 acres of mostly undeveloped land that connects to the Chester Valley Trail. Church Farm School sold the land to the Township and Chester County rather than to a national builder in 1995, and it has been developed to strike a balance between meeting the demand for active recreational facilities and preserving natural environments.

Every July, families from around the region gather for Exton Park Community Day, the multi-use fields are extremely popular, visitors flock to the new playgrounds at the Swedesford Recreation Area, and the Township’s only dog park opened in June.

Catov Park was opened in 2021 to provide additional baseball fields for area leagues. It lies just across the street from Boot Road Park, which opened in 2006 and boasts a half-mile walking path, playground, baseball fields, and Boot Road House which may be rented for small private events.

The parks are strategically placed to be convenient for the Township’s residents. Numerous well-maintained single-family home and townhome communities with addresses in Exton, West Chester, Downingtown, and Malvern surround Exton’s Town Center, removed from the activity of the commercial area, yet only a short drive from everyday conveniences. Many residents can walk or bike to their destinations, with new sidewalks and bike lanes and safer intersections regularly being added.

Over the last twenty-five years, West Whiteland has worked to become both more business-friendly and more community-oriented. The population has grown and has become more diverse. New roads and paths have been built. Events like Miller Park’s Summer Concert Series, Exton Park Community Day, the annual egg hunt at Boot Road Park, and the tree lighting at the Township building invite people to gather, take a breath, and appreciate the benefits of this place they have chosen to make their home. As we look forward to the next twentyfive years, West Whiteland will strive to develop the Township to make it a preferred place to live, work, and play while accommodating the diverse needs of everyone living and doing business here.

Upper Uwchlan Township: Upper Uwchlan Township was incorporated as a municipality in 1858 but over the last 25 years, the population has nearly doubled in size! As of the census of 2000, there were 6,850 people residing in the Township. The most recent census of 2020 shows 13,077 calling Upper Uwchlan Township home.

The Township quickly realized this growth afforded an opportunity to grow and establish a community that people would be proud to call home. The importance of community gathering places was recognized early. A vision of places where people could come together, to celebrate and get to know fellow neighbors, began the process of creating community and the township’s biggest celebration of the year, now known as the Upper Uwchlan Township Annual Block Party.

This community event, originally organized by staff members was known as Family Day, held in Hickory Park annually from 2002 – 2007. The celebration was upgraded in 2008, and on July 19, 2008, the Township hosted a parade down Route 100. The parade featured many local businesses and organizations and marked the 150th anniversary of the township’s incorporation followed by a birthday celebration.

The event was so successful that by 2009, they outgrew Hickory Park, and future community celebrations were moved to, where else, but to the Township Building on Route 100-hence the new Continued on Page 48

name, the Upper Uwchlan Township Annual Block Party. This community celebration is held every June on Route 100 directly in front of the Township Building. Residents come together and enjoy music, entertainment, face painting, kids’ amusements, local fare, local businesses, and community organizations ending with an amazing firework display at dusk.

Even when the party is over, building community continues in a variety of ways including support for local youth sports organizations at the athletic fields at Hickory Park, Larkins, and Fellowship Fields. The Township also hosts several special events throughout the year, such as our Easter Egg Hunt, Trunk or Treat, and Tree Lighting, which brings people together and enhances the unique community of Upper Uwchlan.

On any given day you can travel on the Township’s robust trail system that connects you to many places, including Marsh Creek State Park and Hickory Park. Most eating establishments can be accessed by trail, as is the gathering park at Eagle Crossroads where many residents sit and relax and enjoy ice cream from one of our local ice cream shops.

In 2022 the Township completed a $1.9 million dollar renovation to the Upland Farm Barn. The renovations included indoor and outdoor bathrooms, a kitchen, three meeting rooms, a large multipurpose area, electrical upgrades, and a new roof. The facility is currently used for both Township events and by the public for private events such as birthday parties, baby and wedding showers, and more. The facility is available to rent for both residents and non-residents alike.

While the township is almost completely developed, the Township Board of Supervisors and Staff continue to work on improving service to our residents by continuing to expand the trail system, encouraging new businesses to come to the Village of Eagle, and being available to assist residents and Township businesses with any issues they may have.

Looking ahead, residents are continually encouraged to become part of the community by participating in existing events. Programs and offerings will be expanded to create new memories and experiences and continued partnership with Continued on Page 50

Over the last 25 years, West Whiteland and Upper Uwchlan townships have undergone significant changes. These townships have seen a significant increase in population and development, with new residential and commercial projects being developed and both townships have worked hard to preserve their natural resources and serve the residents and businesses in their communities.

EZ Pizzi Cleaning EZ Pizzi Cleaning is beyond grateful to be sponsored in the member spotlight for the Exton Region Chamber of Commerce. EZ Pizzi Cleaning was founded by Samantha Jackson.

In 2014, Jackson created a business plan for EZ Pizzi Cleaning.

She started the company in her garage with two employees and a few houses located in Marchwood.

The detail-oriented cleaning style quickly grew their customer base. In 2018, EZ Pizzi Cleaning transferred to a commercial office with warehouse space in Exton. The bright green EZ Pizzi vehicles made their appearance on the roads of Chester County. The motto “We don’t cut corners we clean them!” became an integral part of their identity. During the pandemic of 2020, EZ Pizzi Cleaning made a commitment to prevent the spread of infectious diseases. All employees completed extensive training and received the Global Biorisk Accreditation Council “GBAC STAR™” for their facility. Cleaning was no longer a luxury; it is now a necessity.

Having another person acknowledge that through a completely unsolicited donation made us feel seen and supported in a big way. I was at my max budget for the event, but Patricia was able to elevate our offerings with her kind gesture. A month later, when I needed an impressive snack for a lastminute gathering, Nothing Bundt Cakes was top of mind.

Doing business is so much more than monetary exchange.

Sean and said “I need some advice and I think you may be able to help. Are you available to catch up?” Sean had nothing but time. After a few conversations, he was offered a job as the VP and Chief Operating Officer. In 2021, Cassie had a very similar story when her position was eliminated. A week later, she gets a call from Sean Rinda. He heard she was looking for work through Laurie Ryan, had a conversation with Jeremy, and invited Cassie to the office for a conversation. Days later a new position was created, and Cassie accepted the job as Electrical Plus’s new Marketing Director. At Electrical Plus, we can say with confidence that Sean, Cassie, and Electrical Plus would not be where they are today without the Exton Chamber and being a direct recipient of the Ripple Effect.

More than a member-to-member business transaction or connection happened at Electrical Plus. Sean Rinda, and Cassie Dalmas, would literally not have their current career positions without the ERCC. First Resource Bank Corporate Culture - A Winning Strategy for Success Whether you’ve been in business for a decade or are a start-up company that just formed a few months ago, the goal is the same, to be a profitable operation. But profits alone don’t necessarily define success. In fact, in talking with First Resource Bank President and Chief Financial Officer, Lauren Ranalli, profits are just a piece of the puzzle.

“When Glenn Marshall and I decided to form First Resource Bank back in 2005, we talked a lot about what success looked like for our company,” commented Ranalli.

“Generating a profit and maximizing shareholder value were always top priorities, but we also focused on the differentiating factors that would set us apart from every other bank.”

Ranalli shared how up until that point in their careers both she and Marshall had been making mental notes on the practices which they felt helped to amplify the companies they worked for and those which were detrimental. It always boiled down to one thing, the employees. Much like they were having conversations about the strengths and pitfalls of their employers, they were now going to lead a group of people who would be having those same conversations about them and their company.

“Having been in our employee’s shoes, we understood how an employee’s perception of their employer can be a game changer in a company’s success,” commented Ranalli.

“From day one we decided that in order to be the kind of company we dreamed of, we had to put corporate culture at the forefront of everything we do.”

What did that dream company look like? Well, as Ranalli put it, “We wanted to be the kind of bank that people were excited to do business with and the type of employer that our team members were proud to say they worked for. “

Having been named the Best Bank in Chester County for seven consecutive years and a Best Places to Work company for the past 5 years, First Resource Bank has made great strides not only in reaching their goal but sustaining their overall success.

“We believe that happy employees create happy customers which is why focusing on corporate culture is so important,” said Ranalli. She noted how cultivating an inviting and inclusive workplace begins during the interview process.

Every First Resource Bank employee is interviewed by the Bank CEO and the President. This establishes the weight of importance that being a Bank employee holds. “As a founding member of this company, it’s my baby. I only want people I trust to care for it which is why both Glenn and I personally interview and approve every employee who works for First Resource Bank. I can train anyone to be a banker, but I can’t train people to be a decent human.”

Ranalli noted how hiring managers need to consider not only how an employee will interact with customers but also with the rest of the team. “We are not a company where people tread on one another to get ahead,” Ranalli stated. “The most successful people in our company have gotten there by helping others on their way to the top. It’s that team spirit mentality that we’re looking for when we hire someone.”

In addition to vetting every Bank employee, another important component that Ranalli feels plays a vital role in their corporate culture is work life balance. When she and Marshall formed the Bank, she was a new mother and needed flexibility in order thrive at work and at home.

She appreciated being able to adjust her work schedule around her family’s needs and has made it a point to offer employees that same flexibility.

Another contributing factor that Ranalli suggests fosters healthy corporate culture is giving employees the support they need to grow. Whether it’s exploring a new department through the Bank’s mentorship program, where employees are matched with seasoned Bankers to learn more about topics that interest them, or supporting continuing education opportunities, the Bank is committed to helping its employees be the best and brightest.

“Supporting our team members in achieving their career goals only strengthens the bond between

In a recent survey conducted by the Philadelphia Business Journal, the responses by First Resource Bank employees support the leadership’s belief that the Bank’s culture is really what sets them apart from other employers.

Bridging the Skills Gap for a Competitive Workforce in the Exton Region Chester County, Pennsylvania has one of the lowest unemployment rates in the state, with a vibrant economy that is constantly growing. According to the Center for Workforce Information & Analysis, Chester County’s unemployment rate is 2.7%, well below the state average of 4%. Unemployment claims are down, yet workforce issues persist.

Investing in the region’s workforce not only benefits individuals but also local businesses and the economy.

Chester County has a strong Workforce Development Board, producing workers better equipped to compete in the global economy and to continue to be perceived as a destination of choice and a desirable place to invest, live work, and raise a family. Additionally, Chester County has many organizations committed to offering a range of programs and opportunities for individuals to gain new skills and advance their careers.

Three such organizations in the Exton Region are highlighted in the directory for supporting workforce training and development to promote a skilled and competitive workforce in Chester County.

The Justamere Foundation, founded by a Chester County family several years ago, has been making an immeasurable impact on the community. The founders, made up of a philanthropic family, recognized a skills gap between unfilled job openings and eager, but unqualified individuals because of a lack of education or training. This family who remains anonymous, decided to focus their impact on tangible improvements in the employability of these individuals who need a hand-up.

With that, the Justamere Foundation was formed with a mission to impact generational poverty through grants for career education and supporting programs.

The Foundations’ stakeholders recognized that many open positions were in the trades and manufacturing sectors.

Over the past several decades, high school students have been advised that a four-year college education would ensure a good career and job security while good-paying jobs in the trades were sitting empty as workers retired.

Certifications for many of these jobs take considerably less time to obtain than a traditional four-year degree.

Acknowledging that the cost of certification for those positions was out of reach for many individuals and few scholarships were available for trade schools, the Justamere Foundation made it their mission to help with these costs and level the playing field for students looking to get a leg up in their education and careers. In just over two years, they have granted over $6 million dollars in scholarships, grants, and educational support programs. They have impacted the lives of at least 1,300 students in the region with career-altering education and are just getting started.

The mission has recently been expanded to include Veteran training programs and youth literacy initiatives.

The Justamere Foundation is currently working with the White House Task Force for Veterans with a joint objective to improve military training programs for veterans returning to the workforce and provide training for returning veterans to quickly start becoming employable in jobs that leverage the skills learned during their military career. Additionally, the Justamere Foundation has partnered with The Dolly Parton Imagination Library, a book gifting program that mails free books to children every month from birth to their fifth birthday. “We are proud to report that we are currently gifting over 5,000 children in Chester County with a monthly education book,” said Lori Cushman, the foundation’s Executive Director The Justamere Foundation is committed to improving the educational landscape in Chester County, providing opportunities for individuals and families to grow in a positive direction, and enabling students to seek a higher Continued on Page 68

Members of the community who have been incarcerated also face issues entering the workforce. The stigma that is faced is a difficult challenge and keeps people out of the workforce longer. The second organization highlighted is the Chester County Intermediate Unit which works to support education and training for children and adults alike in Chester County.

The Chester County Intermediate Unit (CCIU) offers a variety of programs that support youth and adults in our community. Services are currently provided to the 12 school districts in Chester County, including services to nearly 86,000 public and non-public school youth Continued on Page 70

The CCIU’s major services include special education and compensatory education programs; career, technical, and customized education; mentor training and staff development; technology initiatives; consortia for school business operations; and curriculum services. Working between the Pennsylvania State Department of Education and the local school districts, the CCIU’s mission is to provide services that can be offered most economically at the regional level.

The CCIU’s adult programs include GED and adult basic education classes; the Achieve program for adults with special needs; the Practical Nursing Program; and six adult career pathway programs, including the newly developed E3 (Exit, Enter, Employ) Re-Entry program.

The CCIU’s E3 Re-Entry program began last year and came to fruition in January 2023 when county and state grant funding was secured. The program serves individuals with

prior involvement with the justice system and provides them with vocational training, job readiness skills, cognitive behavioral therapy, employment connections, and supportive services to propel them into a new and successful career pathway. Post-release classes throughout the community as well as pre-release classes held at the Chester County Prison are offered to serve participants at all levels in their recovery process. To qualify for the program, individuals must have prior justice system involvement, be legal adults, need additional training, and be motivated to maintain full-time employment.

Applications and in-person interviews will be completed for those interested in participating in this free program.

Students will also receive a stipend to participate in the full program and an OSHA-10 certification.

The opportunity will give an intimate view of how important EMS providers and agencies are to your community and is as easy as calling the station at 610-363-1067 and asking to speak to an officer. The third step to moving forward in your EMS career will be to choose the Educational Institute that fits your needs as a student. UAC offers smaller class sizes with oneon-one instructor time from seasoned EMS educators and providers and each student spends time with the 9-1-1 crews and gets patient contact opportunities. The class runs twelve weeks, in person, and meets two times a week during the evening with Saturday day classes every other week. The Shifting Focus on DEI at the Exton Region Chamber Many organizations have, in good faith, shifted their focus to initiatives intended to address and elevate diversity, equity, and inclusion (DEI) and social justice concerns. The Exton Region Chamber of Commerce saw a need to dedicate a council to DEI initiatives in the region and in 2022, the ERCC Board of Directors approved the DEI Council and appointed Cassie Dalmas from Electrical Plus to lead as Chairperson.

The DEI Council is split into five task forces that cover the different business certifications and resources available to varying minority business groups, including those who identify as people of color, women, veterans, LGBTQIA+, and people with disabilities or neurodivergence and has been growing, evolving, and engaging with our dynamic communities. Ultimately, the revelation of organizational uniqueness often reveals that there is no perfect recipe, or secret formula, that has provided sustainable success with DEI, but the ERCC is committed to being an open and accepting chamber of commerce for everyone in the local business community. To further its mission of advancing the economic success of all businesses and communities in the Exton Region, the Council has made advancements in a short time. A survey of our stakeholders was conducted and a demographic study comparing ERCC membership and Chester County was completed as a benchmark. The DEI Small Business Resource Page was created for extonregionchamber.com as a source of news and resources for the DEI task forces to share information.

A quarterly newsletter is scheduled for late 2023 to highlight the Council as well. In May, the first networking event cosponsored with the IDEA Council of Chester County Community Foundation was held, “Relationships in Bloom”, and future events are on the horizon.

Chester County, renowned for its scenic landscapes and affluent lifestyle, may not immediately evoke thoughts of widespread food insecurity. However, the harsh reality is that this issue is on the rise in our county, affecting thousands of individuals, families, seniors, and veterans. The Chester County Food Bank (CCFB) was created in 2009 as a non-government 501c3 to be the central hunger relief organization in Chester County. Established to address the escalating hunger problem in the county, the primary goal was, and still is, to have a viable, sustainable organization that secures, manages, and distributes food to neighbors in need.

The past three years have been challenging for many of us. Surging costs of food and fuel have impacted us all, especially our most vulnerable neighbors as they experienced heightened trade-offs between meals for their families and paying rent or other bills. On the heels of a waning pandemic, the world economy took a turn, forcing families into impossible everyday household financial choices. With the termination of the COVID-19 Public Health Emergency designation, poverty relief programs such as SNAP (formerly known as food stamps) and summer student feeding

have been eliminated or reduced. This has required CCFB to fill this gap in government assistance by providing more food to the households that have been hit hardest by these changes.

With increased food insecurity in our county, the CCFB has played a central role in ensuring families have the nutritious food they need during unprecedented times by providing nearly 3.5 million pounds of food. Despite the limitations of rising food and supply costs, they have sustained the output of nutritious food while supporting our community agency network of over 160 partners in establishing the infrastructure needed for increased capacity, ensuring long-term sustainability, and providing more food with greater choice and improving the availability of culturally inclusive foods.

Headquartered in Exton, PA, CCFB serves over 40,000 people through access to real, healthy food and education & wellness programs. The households served are not only hungry but also lack the quality and diversity of nutritious foods needed to sustain a healthy lifestyle, leaving them at an elevated risk for stress and chronic diseases.

The High Price of Hunger There are several unique barriers for those experiencing food insecurity in our county including high cost of living. MIT’s Living Wage calculator currently estimates that a family of four with two working adults needs an annual income of $106,038 to pay for the basic living costs in Chester County which includes expenses such as rent, medical, and childcare. In contrast, the eligibility threshold for SNAP for a family of four is just $55,512, leaving many households with incomes that fall below the living wage but above the threshold for assistance. Because eligibility for SNAP does not consider local living costs, Feeding America estimates that 55% of the food-insecure households in Chester County are ineligible for food assistance because their income is deemed “too high.”

When compared to neighboring counties and states, food-insecure Chester County residents are much

less likely to receive government assistance making our services in the community more prominent and impactful. As a food bank, the CCFB serves a much higher percentage of clients who are unable to receive government assistance when compared to other food banks throughout the country.

For those who do qualify for SNAP, the recent reduction in SNAP benefits has left devastating effects. As of March 1, 2023, Pennsylvania households lost an average of $181 per month in SNAP benefits. This has caused an unimaginable financial strain on many local households leading to increased demand for local food pantries and cupboards. The CCFB has been working closely with its agency partners to ensure they have enough food to meet this demand. CCFB continues to procure food strategically and make the most of its purchasing power to ensure enough food is provided to this new wave of pantry visitors.

Going Beyond Hunger CCFB relies on contributions from individuals, organizations, and corporations to support its innovative programs to address the root causes of hunger through advocacy and education, operate a

36,000 sq. ft. warehouse with commercial kitchen and freezers, keep the fleet of trucks on the road, purchase food in bulk enabling them to pay a lower cost per pound than that of food bought at retail prices by individuals. Eighty-three percent of all donations go directly to program and operating costs to provide access to healthy food for those struggling with food insecurity in Chester County.

CCFB has cultivated a community-centered and holistic approach to not only address emergency needs but also the root causes of chronic food insecurity for households facing unique challenges in Chester County.
