I would like to welcome all the new and returning members to Dogs West as we complete the recent membership renewals in July.
Firstly, for those that have not yet paid your membership fees, especially those with Prefixes, please do not delay. If you cannot locate your email or paper Invoice, call the office and we can assist you further.
Breeders, please double check and ensure your memberships are paid and up to date BEFORE 30 September to avoid the requirement to re-sit Section A of the Prefix Exam.
Secondly, this month we have held the 2023 Elections on 25 August and the AGM on 30 August. You will find Election results on the Dogs West’s website Home Page and within the next edition.
I was blown away by the positive feedback of the new electronic voting option, thank you to everyone that used this option and for all that provided overall feedback on the packs and process.
Lastly, I would like to raise a concern about treatment of fellow exhibitors and of Dogs West officials at Conformation Shows, in recent months. Disappointingly, I have seen a number of Chief Steward reports outlining what I would describe as ‘yelling’ or frustration. This is extremely uncomfortable for by-standers, and negatively impacts on the wellbeing of our volunteers.
All complaints received regarding this aggressive or unpleasant behaviour will be taken seriously by the Office and the Governance Pillar. I ask for everyone’s support to stamp this out permanently, to ensure that our volunteers are safe, and exhibitors get to experience a positive competitive environment.
Please do not stay quiet, come forward, seek the Chief Steward and together let’s improve the culture of our Shows.

I just had the pleasure of watching the WA State Junior Handler final held on a bright sunny winter day at Dogs West. It was a joy to watch our young and very talented handlers from the three age groups go through their paces under the watchful eye of Matthew Smith from South Australia. A stellar performance from the winner and runnerup, with the overall quality through all the heats outstanding.
Congratulations to all our Junior Handlers, and many thanks to everyone who contributed and worked throughout the year to make it happen.
Special mention must go to the tiny tot handlers who injected a lot of fun into the event.
Once again the Perth Royal Show gives our Members an opportunity to showcase their dogs to the general public. The Dog Pavilion is one of the most visited during the Show and the engagement with the public is so worthwhile. Good luck to everyone competing, and thank you to those who help to make these shows happen.
Whilst I was not able to attend the Dogs West Annual General Meeting this year, my congratulations go to those who have been successful in the Elections, and my sincere thanks to those who were not successful for nominating, and for work done for the Association in the past.
As I write this report the voting process is still underway with our first step forward to providing better service to our Members in play with electronic voting through Vero available. Change can sometimes be confusing and challenging, but can also be very rewarding, and I am pleased to note the very many positive comments made by Members on this initiative.
It has been another challenging year, and I look forward to working with Governing Council and our CEO to continue to improve our Member communication offering and support to all our Affiliated Clubs.

B16.5.1.1 At FCI Conformation Shows a conformation judge cannot handle any dog that is not owned, or part owned, leased or part leased at a show. This does not apply to Junior Handler judges.

A written critique of five (5) dogs examined at each event is to be submitted to the Member Body within 14 days of the event. The critique is to be countersigned by the Breed Specialty Judge or a recognised Assessor for the Group, who is not a trainee judge currently enrolled in the scheme and who has examined the said dogs on the day. Critiques may be completed at shows out of the State provided that the CJTWP have arranged for a suitable assessor to be present to countersign critiques. (02/19)
Distance Trainees are to submit photos of five (5) dogs of five (5) specified breeds in the group accompanied by critiques on each of the dogs. These may be obtained from the Internet. Mentors will be appointed (where possible) to countersign the critiques for the Trainees. (03/23)

Amendment to Dogs Australia Regulations
Regulations Part 6 – The Register & Registration will be amended with the inclusion of Clause 8.17.2 to read as follows:
8.17.2 Effective from 01/01/23 ALL Rottweilers be tested for JUVENILE LARYNGEAL PARALYSIS POLYNEUROPATHY (JLPP) prior to being mated and only Clear to Clear or Clear to Carrier be permitted. The exception to this is Frozen Semen whereby a sample can be taken from left over semen when a bitch is inseminated and then sent off for testing; in these cases the bitch must be a Clear on the chance the sire may be a Carrier. Certificate to be provided by the Laboratory carrying out testing eg: Laboklin, OFA, Orivet. Samples must be taken by a Vet or a Certified Collector

Inductees in the category of Prominent Persons are acknowledged as being exceptional people who have made an outstanding contribution to the sport over an extended period of time.
Inductees in the category of Outstanding Gundogs are recognized for their outstanding achievements in the disciplines of Retrieving or Field Trials.

Eligibility:
1. The applicant must be at least 18 years of age.
2. Have been a member of the ANKC Member Body for a minimum period of eight (8) years during the ten (10) years immediately prior to the date of the application.
a) The ANKC Member Body may consider an application from a person transferring from another State or Territory of Australia or overseas, who can provide evidence that their canine experience extends over a minimum period of eight (8) years, during the ten (10) years immediately prior to the date of the application, as a member of the canine controlling body in the State, Territory or country of prior residence immediately prior to the date of transferring.
b) The ANKC Member Body may consider for approval an application from an applicant over the age of eighteen (18) years who otherwise would not qualify under Clause 4(a)& (b) below. Such applicant must demonstrate active involvement in canine activity for the minimum period as a handler for parents and others in ordinary classes and supply evidence as required by 4.(c) below and such other evidence of experience as the ANKC Member Body may require.
3. Provide sufficient evidence of experience as a breeder, exhibitor and steward in canine activity, as outlined hereunder, or meet the criteria as approved by the ANKC and affiliated National Breed Council.
The applicant must:–
a) Have bred at least three (3) litters under their own or shared prefix.
b) Have bred at least two (2) Champions under their own or shared prefix. Applicants can define any other success in the Show Ring (i.e. any major awards or achievements by dogs bred and/or exhibited by the applicant).
c) Dispensation may be granted from (a) on production of evidence from the applicant that they reside in an area that prohibits the breeding of dogs by State or Local Authority law.
d) Have successfully completed the CAWA’s Stewards Course. Should an Applicant not have completed the Steward’s Course when applying to join the scheme, the course must be completed before the Rules and Regulations lecture is conducted.
e) In the two years prior to application, completed the minimum stewarding experience as laid out in Regulation F4.1.1.6(c)
f) In the two years prior to application, have demonstrated a history of ongoing commitment to dog showing through the various aspects of the sport such as Show Management and other aspects of Affiliate and Show Administration. This commitment is to continue for the duration of training.
Applicants must be approved by the relevant committee of the ANKC member body in the state or territory of residence. In WA, this will be on the recommendation of the Conformation Judges Training Working Party.

The 2023 Perth Agility Nationals is done and it feels all a little surreal that an event that took literally years to plan for can be done and dusted, all in the space of six beautiful Perth weather days. What an amazing event, words hardly seem enough to encapsulate the experiences for all involved in this occasion. Yet here we are, Gail and I and our intrepid band of stalwart Working Party members without whom none of this would have been possible. The Nationals Working Party would formally like to acknowledge the efforts of each and every one of the WA dog community who assisted in helping our group ensure we made this event a Nationals that not only WA remembers, but that all our visiting Eastern State and International agility people will look back on with fondness and enjoyment. WA welcomed them all and were delighted to share our world class facilities, event grounds and stunning weather with every one of them.
Starting on the Tuesday we commenced with a community BBQ where everyone was able to meet and greet our competitors and Judges and be welcomed by the Working Party, Dogs West and our major sponsor Eukanuba. Following the community lunch we were all able to watch the five state teams run in our National Teams Competition under our judges from Finland (Sari Mikkila) and New Zealand (Kevin Burnette) who laid out lovely flowing courses to get the first event underway. Some fabulous runs were put down by handlers from all over the country and support for every team was evident from the spectating crowds. We all want our home state to win but one of the more unique aspects of agility is no matter who you go for, a good run is a good run and it’s lovely to see handlers congratulating each other no matter how competitive!
Ultimately the results see the team with the least amount of faults and DQs win and to say the WA team did their entire state proud would be putting it mildly.

Congratulations to Team WA - Kriszty Kelly with Ag Ch Wicked Born To Be Wild, Sarah Ogden with Ag Ch Netherdee Revvin It Up, Nic Ford with Ag Ch Tiakina Time to Shine, Jessica Burren with Tri Ch (A/R) Bursirius Hakuna Matata, Jerline Chen with Scoobiee (our Reserve who stepped up as Gina was injured) and Gina O’Keefe with Millison Park Bizzie.
Wednesday dawned cold and clear and the rest of the event got underway. Over the course of the next three days dogs and handlers competed across eight different rings and under several different judges. Each day providing an opportunity for handlers to get their dogs into the Finals’ Day on Sunday. Each team had the potential of having four runs each day - two jumping runs and two agility runs if they chose to run in the Open classes (a class with a distance handling line challenge where all levels and heights compete against each other). Whilst the Working Party has always been a little saddened by the COVID delays and increased costs associated with flying dogs causing the numbers entering (people travelling) to drop from our original 2020 dates (we had nearly 3.5 thousand runs entered for 2020, just under 2 thousand for 2023), the lower numbers did allow for more relaxed event days with handlers being able to make sure they had time to walk courses and run their dogs without the worry of having to be in other rings straight away. At the conclusion of each ring, each day, handlers and helpers alike stepped up to ensure the rings were set for the following day and this meant most handlers and their dogs got to head back home or to accommodation by late afternoon. Everyone was keen to get a good night’s sleep ready for the next day.
The WA weather really turned it on and whilst the mornings made even the Victorians concede that layers might be warranted, the days were a perfect temperature and the Nationals Working Party were absolutely delighted with the perfect agility weather for dogs and handlers. By the end of the events on Friday, some of the finalists were already aware of who they were but it was time to wait and see who made the unfilled spots in the Finals. A points-based formula used by the Working party to ensure the fairest allocation of Finals berths would be worked out and triple checked by Saturday lunchtime.
Saturday was the day of our Inaugural Junior Teams event and Games, for some a day off and for others a more relaxing play in agility. When WA first added the Junior Teams event to the Nationals schedule in 2020 we were pleased when several states said they would be sending a team. However, sadly, due to the pandemic and air fare costs that seemed no longer possible. However, we wanted to show support for our Juniors here in WA and we still held the event with Seth and Kira Rogers running courses by our international judges. It was lovely to see them so supported by those watching. Onto the Games and less rings running combined with lower numbers meaning plenty of relaxing flexibility implemented making sure no one needed to be in three rings at once. Games presentations took place at the conclusion of Set Up for Finals Day and then it was one last sleep before the culminating day of the 2023 Nationals.
Finals Day dawned crisp and clear. It was a big schedule to get through. Eight rings, eight courses, 318 Finals runs with the Masters and Novice Jumping finals being the biggest. The Working Party had feared that we would need to have some crossover with more than one ring running at a time, but with some creative scheduling and having only certain groups walking the next event while one event was running, we were able to juggle it so spectators for the day did not miss a thing. It was truly lovely to see three sides of each ring surrounded by spectators enjoying our sport and showing their appreciation for the efforts of every team lucky enough to step to the line. The whole crowd moved en masse at the end of each event to the next ring to eagerly watch the next runs. The first event of the day started at just after 8am - our Novice Agility finalists and concluded just before 5pm with the very exciting Masters Jumping finals course and judge Sari Mikkila.
WA did themselves extremely proudly in the finals - plenty of fast clear rounds were seen despite the nerves and the pressure handlers felt now they’d finally made it to that point. Agility is a sport that can be as much mental as it is physical and it was so pleasing to see so many in our community rise to the occasion. Here are the official results (WA winning unless noted):

Whilst all our winners were definitely grinners myself and Gail as Co-Chairs of this event feel it appropriate to make sure our thanks and appreciation is embedded in ink here as well. You have your dog registered with Dogs West, you have been to training club, you have read the rule book and now you are ready to take the next step, it’s time to trial, are you ready? Here are a few tips to help with your first competition with your dog.
1. STEWARD - at a couple of events before entering, the organiser’s will be very grateful for the offer of help and you will learn so much
2. BE PREPARED – Can your dog do all the exercise’s reliably in training without the use of treats or toys, the more your dog and you can work together the better your chance of success in the ring
3. PRACTICE ON THE GROUNDS – Before the event, try to get to the grounds you are going to be competing on, this will help both you and your dog on the day to be more relaxed as it will be a more familiar environment, if working your dog undercover for the first time this is vital for success as the pavilion can echo and spook your dog
4. ARRIVE EARLY – this allows you to park, know where your ring is, have your dog walked and relaxed before your turn

5. WATCH – If you are not drawn first, try and watch the round or how the course is being run, pay particular attention to what the steward is calling and how the competitors are reacting, listen to what instructions are being given by the judge
6. ENJOY – Remember to breathe and remind yourself that you are at the event to enjoy yourself so try and relax and have a great day
Don’t Panic, if for whatever reason your dog or you feel too stressed to compete, or the course or the round is too hard for you and your dog, or everything that you have trained seems to have flown out the window, don’t stress, take it as a learning curve, work out what you could have done better and try again next time. Everyone that owns a dog, everyone that has ever competed knows what can go wrong, the dog world is a friendly place and we are all wishing you to do well

· Provide a daytime telephone number or email address
· Pay all normal fees plus an additional $75.00 per application. Payment will only be accepted by cash, money order or EFTPOS.
What we will do:
· Process your application as a top priority within 24 hours of receipt.
· Should your paperwork be incomplete or incorrect we will attempt to contact you to resolve. Your application will then be processed within 24 hours of all required information being corrected and received.

Each person, when signing an application for membership or renewal of membership of the Canine Association of Western Australia agrees to the following:
• to be bound by the ANKC Ltd regulations and rules
• to be bound by the Constitution, Rules and Regulations of the Association
• to be bound by the Association’s Code of Ethics
• To allow the inspection of the member’s premises as required for the purpose of investigating compliance with the regulations and the code of ethics. 04/17
1.2 Each member by signing any document shall be certifying that the information contained therein is true and correct.
1.3 A Member shall not forge, falsify or misrepresent the signature of another Member or person on any document relating to the activities of Dogs West or the Australian National Kennel Council Ltd. (05/21)
2.1 A member shall not knowingly or recklessly misrepresent the ANKC or the member’s Member Body.
2.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.
Members and others defined in HM2.3 will not engage in bullying or harassing or unacceptable behaviours towards other members, staff, volunteers or contractors or disorderly conduct.
• Bullying is defined as repeated inappropriate behaviour direct or indirect, whether verbal, gesture, physical or otherwise, conducted by one person or persons against another person or persons.
This includes, but is not limited to:
• Cyber bullying – placing an offensive or hurtful public message, image or statement on a social network site or other public forum where that message, image or statement can be viewed and/or repeated by other people will be regarded as bullying behaviour.
• Unacceptable behaviour is defined as any behaviour that a reasonable person, having regard for the circumstances, would see as victimising, humiliating, undermining or threatening.
• Disorderly conduct is defined as disturbing the peace or endangering the morals, health or safety of others. (07/15)
2.3 Members shall be responsible for any and all actions by themselves, their family members or guests when attending sanctioned events and their interactions with other members at all times.
This includes but is not limited to:
• Littering
• Damage
• Unacceptable behaviour
• Bullying
2.4 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.
2.5 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.
2.6 A member shall at all times and in all forums, including at DogsWest approved events, in dealings in wider forums including chat lists on the internet and in all other communications, conduct themselves in a manner respectful of the reputation of the ANKC and DogsWest members, judges, staff and officials. 08/11

2.7 An exhibitor is not to contact a judge after the announcement of that judge’s appointment by any means that may be interpreted as promoting that exhibitor or exhibitor’s exhibits. This includes social networking sites, email, and all electronic forms of communication as well as traditional forms of communication. Should a judge receive such an approach, they are required to make a report to the appropriate member body and disciplinary action may be taken against the exhibitor. 08/11
2.8 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.
2.9 Members shall ensure that all dogs under their control are properly controlled, housed, fed, watered, exercised and receive veterinary care as and when required. A member shall not knowingly allow any dogs under their care to roam at large.
2.10 A member shall permit any person authorised in writing by the Administrative Officer, following a resolution of the Governing Council, to enter and inspect any premises owned or occupied by the member for the purpose of investigating compliance with HM2.9 of this Code. 2.10.1
During the conduct of the inspection the member will permit the authorised person to record any necessary details by tape, video or photographs.
2.10.2 Failure to permit the inspection of the premises without reasonable cause shall result in suspension of the member’s privileges until that inspection has taken place. (04/17)w
2.11 The registered owner of a dog shall remain ultimately responsible for said dog, including if left in the care of another person.
2.12 A member shall take all appropriate lawful measures to assist a dog in distress.
2.13 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.
When the dog is away from home a member shall ensure that it is kept on a leash and/or effective control at all times.
2.14 A member shall not participate in nor support any activity that involves cruelty or damage to animals, excluding legal hunting activities.
2.15 A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge. Breed Rescue Clubs run by ANKC Ltd members are exempt. (04/20)
2.16 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC Ltd and the member’s Member Body. (08/22)
2.17 A member shall at all times comply with all relevant consumer laws and regulations, both State and Federal. (08/22) (03/23)
2.18 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically for the pet or commercial market. A member retains the right of free trade, to advertise directly and sell dogs not kept for line maintenance purposes by that member.
2.19 A member shall not breed with a bitch unless the bitch has reached adequate maturity for that breed as determined by the member’s Member Body. The minimum breeding age for bitches across all breeds is twelve (12) months at the time of mating. Except in extenuating circumstances or with the approval of Governing Council prior to the mating, a member shall not breed from any bitch causing it to be mated before it is twelve months of age. 2.20 A member shall not breed a bitch causing it to whelp more than twice in any eighteen month period (11/22)

2.21 Number of Litters
2.21.1 A member shall not breed a bitch causing it to whelp more than five (5) times.
2.21.2 It is the responsibility of the current registered owner to verify the number of litters a bitch may have had prior to their ownership of said bitch. (2/23)
2.22 Maximum Breeding Age
2.22.1 A member shall not mate a bitch over the age of seven (7) years. Note: after the bitch’s seventh birthday. (07/18)
2.22.2 Extenuating Circumstances
2.22.2.1 A member may apply to Dogs West for permission to mate a bitch over seven years of age. The application is to include:
• a veterinary certification of fitness for further breeding issued in the last 30 days
• the positive identification of the bitch – microchip
• reasons for the need for a litter from a bitch of this age
2.22.2.2 The member must have obtained written permission PRIOR to mating the bitch
2.22.2.3 The permission is valid for a period of six months – after this permission must be re-applied for.
2.22.2.4 Under no circumstances will permission for a further litter be granted. (04/17) (11/22)
2.23 First generation (father/daughter, mother/son, brother/sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/ daughter, mother/son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member(s) who are the owners of the sire and the dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties as may be determined by the member’s Member Body. 2.24 A member shall not permit any of that members’ ANKC Pure Bred Registered dogs, without prior approval from the Association, to be used in any mating which would result in a litter being ineligible for registration on the ANKC Register. This includes
2.24.1 To a dog of a different breed
2.24.2 To a cross bred dog
2.24.3 to a non ANKC registered dog of the same breed or
2.24.4 to a dog not on the ANKC Main Register
2.24.5 a mating not in compliance with R2.1. (04/21)
2.25 Breaches of Regulations 2.18, 2.19, 2.20, 2.21 and 2.22 are considered to be a serious breach of the Code of Ethics. For that reason, offences in relation to each of the separate regulations will be considered cumulatively in applying penalties to the Registered Breeder/Member.
Any puppies not registered on the Main Register are to be registered on the Limited Register with the endorsement ‘Not to be upgraded to Main register’. (08/11) (04/13)
2.26 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases.
2.27 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age without the approval of the member’s Member Body.
Puppies are to be microchipped and vaccinated prior to leaving the Member’s care.
2.28 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.
2.29 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without first satisfying the member’s Member Body that the purchaser is a member of an ANKC recognised canine controlling body in the overseas country. The member and purchaser must further acknowledge in writing to the member’s Member Body that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose.
2.30 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities.
2.31 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.
2.32 A member must register all puppies bred by that member that are living at the date of registration. Such registration must include all living puppies from the litter on the one litter registration application form and must be applied for within six [6] months of the date of whelping.
2.33 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of:
2.33.1 The breed characteristics;
2.33.2 Current Vaccination certificate signed by a Veterinary Surgeon evidencing that the dog has been immunised against Canine Distemper, Hepatitis and Parvo Virus
2.33.3 Microchip number verification – transfer is the responsibility of the vendor in accordance with R19.
2.33.4 Responsible dog ownership information; and
2.33.5 All documentation required by the member’s Member Body, including-
2.33.5.1 a written receipt clearly stating whether, in accordance with R11.1, the dog is to be transferred to the purchaser or a Non-Transfer Agreement executed.(05/22)
2.33.5.2 any other conditions of sale and/or agreements (04/17)
2.34 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.
2.35 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where a dog with a health issue or disability is disposed of the member must obtain from the recipient written and signed acknowledgement of the condition of the dog.
2.36 A member shall not:
2.36.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop. Nor shall a member’s dog/s be advertised, displayed or sold on commission by a commercial dog wholesaler or retail pet dealer. (07/15)
2.36.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.
2.37 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that:
2.37.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and
2.37.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.
2.38 A member shall oppose all activities which involve cruelty to dogs or in which dogs inflict damage on other dogs or other animals excluding the hunting of vermin.
2.39 A breeder must include their ANKC Ltd Member Body Membership Number in any advertisement for puppies whatever the media and all members must include the following wording in their advertisements:
“Please contact Dogs West on email: k9@dogswest.com to verify my membership.”
2.40 A member shall not use or cause to displayed, in any form or in any media, their Dogs West membership number in relation to any progeny, real or planned, from a dog not on the ANKC MAIN register. (06/20)
2.41 A member shall not declare, make or infer any relationship, in any form or in any media, between their membership of The Association, The Association and any dog not eligible for entry onto an ANKC register. (06/20)
