President Report

As we close out the financial year, Dogs West financial sustainability is again at the forefront of our planning. While we have successfully secured further income for the Association and more ideas to trial in the year ahead, the continuing trend of lower dog registrations and cost increases in services, is having a significant impact on balancing the budget this year and potentially in 2024/2025. We will continue to stay vigilant in this area and offer the best service possible.

A big shout out to everyone who made our Open Day another great success. The weather was wonderful, the crowds came and the working party and Dogs West staff put together an outstanding event. The Agility demonstrations on the main oval were a huge hit with the crowds, with people lining the ropes to catch all the action. Breed stands were well attended, and the vendors and food vans were all kept busy. And we had lots of enquiries about our events and membership. My sincere thanks to everyone who made it happen.

CEO Report

I concur with the President’s thoughts on the fabulous Open Day. It is such a great opportunity to talk directly to the public and better understand the information and services they are seeking from Dogs West. Performance Sports displays captured interest and many people wanting more information. Other common comments were ‘what training is available’ and ‘how can I become a member’.

One such project aimed at addressing these exact questions, is the new website development. The new website will improve access to reliable, quality information, as well as improving service outcomes and attracting new members. Excitingly, the meetings have commenced with the Web Developers, and we look forward to keeping you updated on its progress.

Also, this issue includes important information and closing dates on Dogs West’s 2024 AGM and Elections that all members need to be aware of. Please take the time to review this information and ask Administration any questions you may have.

Electronic and telephone voting will open from midnight on 1 August 2024

ALL VOTING CLOSES at 5.00 P.M. WEDNESDAY 21 AUGUST 2024.

COUNTING OF PAPER BALLOTS will take place on FRIDAY 25 AUGUST 2024 9AM at the Association’s office.

Election results will be published on the Website by Monday 26 August and acknowledged at the AGM.

How to vote in 2024

Voting for the 2024 Elections will again be conducted by Vero Voting, providing additional voting methods including electronic and phone voting.

To ensure a smooth process, there are a few things you need to consider, these are outlined below.

1. Contact Details

Ensure Dogs West has your latest address, phone and email in the members database. Are you receiving your Canine News and Dogs West e-Newsletters? If you are, you are ok.

2. Paper ballots

Paper ballots are by request only. These are sent to the printers and mailed out with a tight deadline. All requests for a paper ballot must be received BEFORE 30 June 2024.

3. Sharing information with Vero Voting

You must notify Dogs West before 30 June 2024 if you do not want your contact details shared with Vero Voting in 2024. Remember this restricts your voting option to telephone only. You will be provided with a phone number to call and will be asked to confirm your name and Dogs West membership number before voting.

Dogs Australia Canine Grooming Committee

Following discussions with the President of the FCI Grooming Commission, Mr Chua Ming-Kok, the Dogs Australia Board of Directors have resolved that a National Canine Grooming Committee be formed to conduct FCI Grooming Competitions. Mrs May Wong who is a Dogs Victoria Member / Exhibitor and is currently the organiser of the Canine Grooming Competitions at the Sydney and Melbourne Royals was appointed Chair of the Committee by the Board. May is a professional groomer herself and highly respected in the sport. The Committee Members will be appointed by the Dogs Australia State and Territory Member Bodies.

In the coming months, the Committee will be formulating Competition Rules and Judges Approval Regulations for consideration by the Dogs Australia Board. In the future we will be offering a Dogs Australia Groomers Certification Program.

SUMMARY OF THE DOGS AUSTRALIA

Special Board Meeting held via Zoom Video Conferencing on 10 February 2024

At the February 2024 Dogs Australia Special Board meeting, Directors resolved/considered the following:

1. * Dogs Australia Rules for the Conduct of SprintDog™

It was RESOLVED that Dogs Australia approve the Rules for the Conduct of SprintDog™ Trials and the Dogs Australia SprintDog Qualifying Certificate to be effective from 1 July 2024.

2. * Dogs Australia Rules for the Conduct of Obedience Trials

It was RESOLVED to rescind the October 2023 Board meeting decision to amend the Glossary in the Rules for the Conduct of Obedience Trials as follows:

Page 3 Fouling Present Rule:

A dog which fouls at any time while it is under the control of the Judge must be disqualified

Change to:

A dog which fouls at any time while it is under the control of the Judge must be disqualified and removed from the ring immediately.

Page 4 Disqualification Present rule:

No points awarded. The dog is disqualified from all Trial Competition on the day and the Judge must provide a written report to the Member Body within 14 days – the only exception being in the instances where the disqualification was incurred for continual barking, a correction penalty, fouling the ring or for handlers bringing training aids into the ring.

Change to:

No points awarded. The dog is disqualified from all Trial Competition on the day and the Judge must provide a written report to the Member Body within 14 days. It was RESOLVED that Regulations Part 5 – Conformation Shows Section 7 Order of Judging be amended as follows:

(h) Where an All Breeds Championship Show is not concluding at General Specials as defined in 7.1.7 all in Group awards are to be signified as Best in Group, Runner-up in Group and Classes in Group as offered.

5. * Dogs Australia Regulations Part 5 – Conformation Shows

Clause 9.7.1 – Amendment

It was RESOLVED that Regulations Part 5, Conformation Show

Clause 9.7.1 be amended to read.

a.Classes ineligible for the CACIB to be awarded: (Amended 02/23, 5.11 – Effective 01/07/23) Class 1 Baby Puppy For dogs aged three and under six months.

Class 2 Minor Puppy For dogs aged six and under nine months. Class 3 Puppy For dogs aged six and under twelve months.

Class 12 Veteran For dogs aged eight years and over. (Added 02/23, 5.11 – Effective 01/07/23)

b.Classes eligible for the CACIB: (Amended 02/23, 5.11 –Effective 01/07/23)

Class 4 Junior For dogs aged nine and under eighteen months. (providing the winner is over 15months of age)

Class 5 Intermediate For dogs aged eighteen and under thirtysix months. Class 11 Open For dogs 15 months and over that are not Champions

Class 21 Champion To enter a dog in Champion Class, the title must have been confirmed by the issue of a Registered Pedigree Certificate with the title added by the day of the official closing date of entries.

6. * Dogs Australia Regulations Part 5 – Conformation Shows Clause 9.7.1 – Amendment

It was RESOLVED that Regulations Part 5, Conformation Show Clauses 9.5.5 and 9.5.6 be amended to read.

Existing

9.5.5 At all shows with few entries the organisers are permitted to have different groups judged together in the ring of honour for “Best in Group” competitions; however, this does not apply to World and Section Shows.

9.5.6In accordance with the above provision, at FCI/CACIB Shows conducted in Australia the following combined groups may be utilised:

a. Group 1 Sheepdogs and Cattle- Dogs (except Swiss Cattle Dogs)

b.Group 2 Pinschers and Schnauzers – Molossoid Breeds - Swiss Mountain and Cattle Dogs

c.Group 3 Terrier Group

d. Combined Group 4 Dachshunds Group 6 Scenthounds and related breeds Group 10 Sighthounds

e. Group 5 Spitz and Primitive Types

f. Combined Group 7 Pointing dogs Group 8 Retrievers – Flushing dogs – Water dogs

g.Group 9 Companion and Toy dogs

Procedure and Forms for the Registration of Frozen Semen – Correction to Form

A correction has been made to the Declaration by Owners section in Form 1 – Combined Collection and Registration of Semen Application form as highlighted below upon instruction from the President.

Currently reads:

I/We hereby certify I/we are the registered owner/s of the above mentioned frozen semen and apply to have the semen registered in my/our name/s. I/

We attach the Certificate of Collection of Semen (Form 1) and in the case of imported semen, an original or certified copy of a complete three generation pedigree of the dog issued by the DOGS AUSTRALIA recognised Overseas Canine Controlling Body in the Country of which the dog is resident in, the necessary import/quarantine documentation and in the case of a nonresident dog, the completed Re-registration application and fee.

Corrected to read:

Judging Approvals for Canadian Kennel Club Judges in Australia

CKC licensed judges are permitted to judge in foreign countries and issue Challenge Certificate for championship points for breeds that they are licensed to judge in Canada.

For breeds that are not recognized in Canada, it would be up to the foreign governing body to determine if the judge is eligible.

FCI Notice

The FCI and the Bulgarian National Federation of Cynology (BNFC) entered into a partnership contract on November 13, 2023. This contract confers on BNFC the status of FCI contract partner. From now on, BNFC is the only FCI contract partner existing in Bulgaria (BG).

The Latvijas Kinologiska Federacija (LKF) informs the FCI members and contract partners that

Mrs Sanita Goricka has been definitively excluded as LKF member and breeder since 3/08/2020.

In addition, her FCI kennel name “NOBARTASKRASTA” has been cancelled from the international FCI kennel name register.

FCI General Committee meeting 2024 Re: Docking & Cropping

The FCI Americas & Caribbean Section and the FCI Asia, Africa & Oceania Section presented a joint proposal to the General Committee of FCI related to the 11 breeds for which the FCI standard has been changed, related to docking and cropping.

The two (2) FCI Sections give a definitive guideline regarding how to deal with the topic as follows: dogs born after 1 January, 2025 will only be able to participate in any dog show if they fully meet the original requirement of the relevant FCI breed standards, but the above mentioned breeds cannot be shown (if cropped/ docked), in any FCI Section/World shows. The FCI

General Committee has no objection against the above statement.

In other words, dogs born before 1 January 2025 can be shown cropped and/ or docked even after the deadline. But they cannot be shown in Section Shows or World Dog Shows after 1 Jan 2025. This is only for the 11 breeds, mostly German and Italian, where the standards were revised 10 years ago.

Change of Criteria for Applications for DWD Titles

Dogs Australia has provided a Summary of requirements for Dances with Dogs titles in relation to the rules which commenced 1 January 2024.

Open and Veteran Classes in Lure Coursing

Information sheet clarifying points for the Open and Veteran Classes in Lure Coursing which the National Lure Coursing Committee Chairperson, Anita Langford has confirmed the committee has requested to be circulated for clarification purposes.

Amendment to ANKC Ltd Regulations

The National Retrieving & Field Trial Committee Chairperson, Ron Jackson has confirmed the committee has identified an error in the RATG rules which occurred at the last rule review with the rules being effective from 1 January 2024. The error occurred in Rule 2.4 pertaining to the eligibility to enter the Open Stake of RATG. Refer below.

Currently reads:

2.4. To be eligible to compete in an Open Retrieving Ability Test, a dog must not have gained any of the following Titles as defined in the Rules for the Conduct of Retrieving Trials for Gundogs (effective 1 Jan 2010) – RRD, AARD, RT CH, Nat RT CH, Grand RT CH. The committee has agreed the rule should read as follows as the correct interpretation.

2.4 To be eligible to compete in an Open Retrieving Ability Test a dog must have gained its Novice Retrieving Ability Test (NRA) title or gained any one of the following titles as defined in the Rules for the Conduct of Retrieving Trials for Gundogs – Qualified Novice Dog (QND) or Novice Retrieving Dog (NRD).

Dogs are ineligible to compete in an Open Retrieving Ability Test if they have gained any of the following Titles as defined in the Rules for the Conduct of Retrieving Trials for Gundogs:

QRD, RRD, AARD, RT CH, Nat RT CH, Grand RT CH or been awarded a CM (Certificate of Merit) or DM (Diploma of Merit)

Amended Dogs West Regulations

B3 GRANTING OF SANCTIONED EVENTS - CONFORMATION

Affiliated Clubs may be granted the following number of Conformation Shows in any one year:

3.1 All Breeds Clubs a maximum of three weekends for Championship Shows and a minimum of one Open Show or Parade.

18.1.1 Online – At a date and time nominated by the Affiliate up to a maximum of four weeks prior to the sanctioned event.

18.1.2 Postal (if offered) - a minimum of two weeks and up to a maximum of four weeks prior to the sanctioned event. Postal entries for sanctioned events shall be accepted by an Affiliate provided they are postmarked with the date inclusive of the advertised closing date.

18.2 The above closing dates must be included in the Schedule submitted for approval.

18.3 Affiliates may not exceed these limitations without prior approval of Council.

B19 RIGHT TO REFUSE ENTRIES:

19.1 The Committee of an affiliated club shall have the right to decide to refuse the entry or entries of any exhibitor. Such decision must be made at least 28 days before the first event it shall apply from.

19.2 Any exhibitor so penalised shall be notified of the decision and reason, in writing, within 7 days of the Affiliate’s decision.

19.3 The exhibitor shall have the right of an appeal to Council which must be lodged within seven days of receiving the notice from the Affiliate.

19.4 Entries may be refused if not made out in accordance with the rules of the Canine Association of WA.

T3.7 Qualifications

3.7.1 To be eligible to judge the Tracking Champion and Tracking Grand Champion Classes, a judge must have: -

3.7.1.1 Successfully judged a minimum of two (2) each of all TD and TDX tracks and have officiated as a steward at a minimum of four (4) Tracking Trials, which must include acting as steward for at least two Champion tracks and two Grand Champion tracks.

Prior to judging a Tracking Champion or Tracking Grand Champion track, the judge must complete a “mock” Grand Champion 10 track under the supervision of a member of the Board of Examiners. He/she is required to prepare all aspects of the track, judge, and afterwards, will be required to make an oral report on the reasons for the various points and/or deductions made.

No dog/s or membership/s, the subject of a complaint, may be transferred between membership/s or registers from the date a complaint has been lodged, or date of an incident, until all investigations and/or disciplinary action has been completed by Dogs West and the parties advised of the outcome.

TOP DOG IN OBEDIENCE TRIALS COMPETITION RULES

If two (or more) dogs score equal aggregate points for the year, the trophy shall be awarded to the dog gaining the most first places. If the dogs are still equal, second places will be counted and if they are still not separated third places will be counted. If the dogs still remain equal, they will then be declared joint winners and a trophy will be awarded to each of them.

The Retrieving Working Party, as part of the Events Committee, will be responsible for keeping progressive scores for publication in the Canine News.

Top Retrieving Dog of the Year

In the Top Dog Retrieving Trials, the season to remain as from the first Trial in April and to end after the State Championship Retrieving Trial. Competitors to be made aware that the presentation would not take place until the following year.

17.04.00

2. Handlers are to submit their six (6) best scores obtained at sanctioned trials held in WA (except National trials) from Utility and/or Utility Dog Excellent classes

Hugh Gent AOM (NSW)

All Breeds Judge President, Dogs Australia

With my wife Elizabeth, I have been involved in breeding and exhibiting Labradors under the Gunnislake prefix since 1964. I obtained my All Breeds Licence in 1990 and have judged in all States of Australia, New Zealand, Japan, Hong Kong, Taiwan, Korea and the UK. The highlight of my judging career was being invited to judge Best in Show at the 2021 Sydney Royal Easter Show.

I have been President and Chairman of the Board of Directors of the Australian National Kennel Council Ltd since 1998 and served as President of the RNSWCC from 1994-1997. In 2004 I was awarded Life Membership for my long service to the Council.

I am currently the Chairman of the RNSWCC Health and Welfare Charity Ltd, In the 2006 Australia Day Honours I was awarded a Medal in the Order of Australia (OAM) for services to Canine Activities. I am looking forward to judging at the Celebration of the Best event and Championship Shows.

Footnote: Hugh is very proud of his Grandson Harry Edwards who is a key defender with the West Coast Eagles.

Hugh last judged in WA in 2019.

My involvement with dogs commenced back in 1974 with Shih Tzu and during the past couple of years, Airedale Terriers have been introduced into my world. I commenced Conformation Dog Judging back in 1980 whilst the current Utility & Non-Sporting were classified as one group in Australia. I am recognised by the Australian National Kennel Council & the FCI as an All-Breeds Judges. Have judged in all States & Territories within Australia, China, Japan, India, Malaysia, New Zealand & South Africa. My wife Marilyn & I started showing Dalmatians in 1976 and then started breeding under the Liteflite Prefix. We have also shown & bred Bullmastiffs. Our successes have included many Best In Show awards including Best In Show at Royals and specialities. I have been judging since 1982 and am licensed to judge All Breeds. I have judged extensively throughout all Australian States, New Zealand & China. I have been privileged to judge Dalmatian Specialty Shows in New South Wales, Victoria & South Australia. I have also judged the Bullmastiff Specialty in Victoria & was also honoured to judge the inaugural Bullmastiff Show in Queensland.

I have presented the Judges Training Breed lectures for both the Dalmatian & Bullmastiff & also have been the Judges Training Coordinator for Group 7 in Queensland. I am the current Patron of The Dalmatian Association of Queensland, having been a member since 1976 and also a past President. David hasn’t judged in WA since 2017.

My involvement with pure bred dogs commenced in 1989 with a German Shepherd (via Obedience) followed shortly after with Airedale Terriers (Conformation). Involvement has also included Bedlington Terriers & Schnauzer (Giant). I have imported Airedales from New Zealand and semen from South Africa. Exported dogs – India, New Zealand, Singapore, USA & UK. In addition, I have had my breeding shown both at Crufts (UK) & the Montgomery Terrier Show (USA). I gained my Terrier licence in 2000 and finally achieving All Breed Judging Status in 2018. Mrs Dianne Jovanovic (QLD)

I started in the dog world as a Junior Handler in NSW showing my parents Corgis. In 1977 we started in obedience with a Dobermann bitch. We have owned, shown and bred GSPs under the Pushkacairr prefix since 1979 with considerable success including many multi BIS, BISS, Grand CH and NZ CH until we retired a few years ago.

In 1975 I purchased the first of many Shar Pei successfully campaigning them for over 15 years. Other breeds I have owned and/or shown include Field Spaniel, Labrador, Weimaraner, Beagle, Dachshund, Whippet, Rottweiler and Dalmatian. I started Judging in 1995, achieving ANKC All Breeds status in 2009. Over the years I have the privilege of judging many Breed Club Specialties including in NZ and Canada. I’ve had the honour of Judging Dogs NSW Dog of The Year, Puppy of The Year and Neuter of the Year January 2016 & Dogs SA Dog and Puppy of the Year 2019.

I have judged in all states and territories of Australia, and in New Zealand, India, Canada, South Korea, China, Philippines, Thailand and Japan. I have presented the breed lectures for German Shorthaired Pointer and Shar Pei to trainee judges over a number of years. Di hasn’t judged in WA since 2020.

Kerin Hutchings (SA)

All Breeds Judge

I have been involved in the dog world since 1973 when I bought my first Afghan Hound. I entered my first dog show back then and my passion for my breed is still as strong as ever! We have seen much success with our showing and breeding under the Suliman prefix and 9 years ago we added Chinese Cresteds to our show team. We have also owned and shown whippets and a beagle.

I became an All Breeds Judge in 2018 and have been lucky enough to be invited to judge in Russia, Spain, USA, New Zealand, Thailand and all states of Australia. Such a fantastic array of appointments that has broadened my experience in many breeds including some we don’t see in Australia. My other commitments to the dog world include having served as a Councillor on the DogSA Board of Councillors, current 2IC for the Toy group for our SA judges training scheme and I also serve on the disciplinary panel for DogSA.

All Breeds Judge

I began showing British and French bulldogs in 1994. My husband and I successfully bred and exhibited under the Greybull prefix, making up many champions along the way.

Wanting to learn more and become more involved in our sport I commenced judges training in the Non Sporting group in 2011 and attained my All Breeds licence in 2023. I thoroughly enjoy my judging appointments and have been privileged to be invited to judge at the prestigious Western Classic in 2020 and the Top Open Show dog of the year competition. Over the years I have served on the committees of the British Bulldog Club of WA, the French Bulldog Awareness group of WA, Canine Stewards Association and currently on the Ladies Kennel Club.

I am looking forward to a great day of judging at the COTB All Breeds Show.

I grew up in the USA, where my love for animals centred around competitive horse show jumping, and agility trials with my first pedigree Border Collie. From there, I expanded into competing in rally obedience, tricks and conformation, as my knowledge for training and behaviour grew. This journey then propelled me to Australia with three of my border collies, where I pursued a degree in veterinary medicine with a focus on behaviour and reproductive medicine.

I also started my judging career and currently am licensed for groups 1,5,6 and a trainee for group 7. I am passionate about canine health and welfare, and enjoy sharing knowledge about showing and breeding, while still leaning about all breeds of dogs and connecting with fellow enthusiasts and dog lovers.

Coral Gray (WA)

All Breeds Judge

I have been judging since 2004 when I was showing Boxers, then Miniature Schnauzers and several other breeds. I have imported 3 Miniature Schnauzers from America and 2 white Miniature Schnauzers from Spain. I’m proud to have the honour of owning and exhibiting the first male Australian Grand Champion Miniature Schnauzer and recently titled my Spanish white Miniature Schnauzers creating breed history by doing so.

I’ve had the pleasure of judging several breeds and Best in Show at FCI International shows in Spain, Philippines, New Zealand, China, Finland together with judging in all states of Australia. In June this year I will be making another trip to Spain to judge one of the major shows hosted by the Royal Spanish Kennel Club to judge Best in Show, truly an honour.

While we encourage members to explore PD Insurance and its offerings, we recognise that individuals have different insurance needs and budgets. We encourage you to conduct your own research before making a decision.

As a Breeder, if recommend PD Insurance to puppy buyers, what are the benefits for successful referrals?

As part of our partnership, Breeders will have the option to provide 3 weeks of free PD Puppy Insurance (Starter Cover) to new puppy owners just before the transfer of ownership. This ensures that new owners have peace of mind during the initial period of pet ownership. PD Insurance will then contact the new owner to discuss their insurance options for continuing coverage.

Breeders will receive a $100 reward for each new owner who converts their Starter Cover into a Full Insurance Policy for their pet. This aims to contribute to the Dogs West Breeders’ community while providing added value to new pet owners.

TRANSFER OF OWNERSHIP OF MICROCHIPPED DOGS

Dogs West has noticed an increase in queries from puppy buyers about their responsibility to register their puppies microchip details, in response we want to highlight some important sections of the Dog Act.

24. Microchip implanter to give information to microchip database company.

A microchip implanter who implants a microchip in a dog must, within 7 days after the microchip is implanted, give notice in writing in the form, if any, prescribed of the information prescribed to the microchip database company for that dog.

Penalty: a fine of $5 000.

26B. Transfer of ownership of unmicrochipped dogs.

(1) A person must not transfer the ownership of a dog that is not microchipped unless, at the time of the transfer, the person is satisfied that a certificate referred to in section 21(4) or 22(4) applies in respect of the dog.

Penalty: a fine of $5 000.

26C. Transfer of ownership of microchipped dogs. Within 7 days after the transfer of the ownership of a microchipped dog, the person who effected the transfer must give notice in writing to the microchip database company for that dog, of —

(a) the name and address of the person to whom the ownership of the dog was transferred; and

(b) any other changes to the information prescribed under section 24 in respect of the dog.

Penalty: a fine of $5 000.

LITTER REGISTRATION FORMS – INFORMATION FOR BREEDERS

One of the biggest focuses of the Administration team is Litter Registration Forms. When submitting a Litter Registration Form please take care with the documents/images you provide. Rather than emailing a photograph of your documents, which can be distorted by shadows and poor lighting, Dogs West recommends the use of Scanning Apps such as Adobe Scan and CamScanner. These apps are free to download and easy to use. We are here to help, unfortunately we can’t continue to accept poor and unreadable paperwork.

Please complete your registration forms carefully.

• Is the owner of your stud dog a financial member of an ANKC Ltd Member Body?

• Does your breed have testing requirements and have those results been provided to the office?

• Have you supplied microchip stickers?

• If transferring to new owner/s, have you included all relevant applications?

Pay careful attention to the Important Notes included on our Litter Registration forms.

IMPORTANT

1. TO BE COMPLETED IN TYPE OR LEGIBLE BLOCK LETTERS.

2. The owner of the Dam must have a current financial ANKC Prefix at the dates of mating, whelping and registration.

3. Whenever frozen semen is used, a copy of the Certificate of Use form is to be lodged within ten (10) days of insemination.

4. All litters must be registered - registration after four (4) months will incur a penalty fee. No litter shall be accepted after six (6) months from the date of birth without prior approval of the Administrative Officer.

5. Additions to a litter already registered are not permittedrefer Regulation R2.5

6. CHOOSE M/R = MAIN REGISTER or L/R = LIMITED REGISTER.

NOTE

1.If a second name is not provided and first choice is rejected, then a name will be chosen for you.

2. No name, including the prefix, shall exceed thirty (30) spaces to be used as letters or spaces.

3. Original microchip stickers MUST be attached on form or copies of individual paperwork to be attached. Handwritten or typed microchip numbers are NOT ACCEPTED

4. Once submitted the information contained herein will become property of this body and used as determined by this body (Governing Council 11/1/95)

5. Limited Register Transfers must include a signed Limited Register Agreement at the time of submission

6. Main Register Transfers will NOT include endorsements without a signed Transfer/Lease A Dog Application Form

Another reminder, although the late fees and incorrect paperwork fees contribute to Dog West’s revenue, we encourage you to follow Regulations Sections R and ensure litters are registered correctly to avoid these penalties.

HM1 ACKNOWLEDGMENT

Each person, when signing an application for membership or renewal of membership of the Canine Association of Western Australia agrees to the following:

• to be bound by the ANKC Ltd regulations and rules

• to be bound by the Constitution, Rules and Regulations of the Association

• to be bound by the Association’s Code of Ethics

• To allow the inspection of the member’s premises as required for the purpose of investigating compliance with the regulations and the code of ethics. 04/17

1.2 Each member by signing any document shall be certifying that the information contained therein is true and correct.

1.3 A Member shall not forge, falsify or misrepresent the signature of another Member or person on any document relating to the activities of Dogs West or the Australian National Kennel Council Ltd. (05/21)

HM2 CODE OF CONDUCT

2.1 A member shall not knowingly or recklessly misrepresent the ANKC or the member’s Member Body.

2.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.

MembersandothersdefinedinHM2.3willnotengageinbullyingorharassing or unacceptable behaviours towards other members, staff, volunteers or contractors or disorderly conduct.

• Bullyingisdefinedasrepeatedinappropriatebehaviourdirectorindirect, whether verbal, gesture, physical or otherwise, conducted by one person or persons against another person or persons.

This includes, but is not limited to:

• Cyber bullying – placing an offensive or hurtful public message, image or statement on a social network site or other public forum where that message, image or statement can be viewed and/or repeated by other people will be regarded as bullying behaviour.

• Unacceptablebehaviourisdefinedasanybehaviourthat a reasonable person, having regard for the circumstances, would see as victimising, humiliating, undermining or threatening.

• Disorderlyconductisdefinedasdisturbingthepeaceorendangeringthe morals, health or safety of others. (07/15)

2.3 Members shall be responsible for any and all actions by themselves, their family members or guests when attending sanctioned events and their interactions with other members at all times.

This includes but is not limited to:

• Littering

• Damage

• Unacceptable behaviour

• Bullying

2.4 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.

2.5 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.

2.6 A member shall at all times and in all forums,including at DogsWest approved events, in dealings in wider forums including chat lists on the internet and in all other communications, conduct themselves in a manner respectful of the reputation of the ANKC andDogsWest members, judges, staff and officials.

2.7An exhibitor is not to contact a judge after the announcement of that judge’s appointment by any means that may be interpreted as promoting that exhibitor or exhibitor’s exhibits. This includes social networking sites, email, and all electronic forms of communication as well as traditional forms of communication.Should a judge receive such an approach, they are required to make a report to the appropriate member body and disciplinary action may be taken against the exhibitor. 08/11

2.8 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.

2.9 Members shall ensure that all dogs under their control are properly controlled, housed, fed, watered, exercised and receive veterinary care as and when required. A member shall not knowingly allow any dogs under their care to roam at large.

2.10 A member shall permit any person authorised in writing by the Administrative Officer,following a resolutionoftheGoverningCouncil,toenterandinspect any premises owned or occupied by the member for the purpose of investigating compliancewithHM2.9ofthisCode.2.10.1

During the conduct of the inspection the member will permit the authorised person to record any necessary details by tape, video or photographs.

2.10.2 Failure to permit the inspection of the premises without reasonable cause shall result in suspension of the member’s privileges until that inspection has taken place. (04/17)w

2.11 The registered owner of a dog shall remain ultimately responsible for said dog, including if left in the care of another person.

2.12 A member shall take all appropriate lawful measures to assist a dog in distress.

2.13 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.

When the dog is away from home a member shall ensure that it is kept on a leash and/or effective control at all times.

2.14 A member shall not participate in nor support any activity that involves cruelty or damage to animals, excluding legal hunting activities.

2.15 A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge. Breed Rescue Clubs run by ANKC Ltd members are exempt. (04/20)

2.16 A member shall display good sportsmanship and conduct at all times so as to reflectcredituponthemselves,theANKCLtdandthemember’sMemberBody. (08/22)

2.17 A member shall at all times comply with all relevant consumer laws and regulations, both State and Federal. (08/22) (03/23)

BREEDING

2.18 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specificallyforthepetorcommercialmarket. A memberretainstherightoffree trade, to advertise directly and sell dogs not kept for line maintenance purposes by that member.

2.19 A member shall not breed with a bitch unless the bitch has reached adequate maturity for that breed as determined by the member’s Member Body. The minimum breeding age for bitches across all breeds is twelve (12) months at the time of mating. Except in extenuating circumstances or with the approval of GoverningCouncilpriortothemating, a membershallnotbreedfromanybitch causing it to be mated before it is twelve months of age. (08/14)

2.20 A member shall not breed a bitch causing it to whelp more than twice in any eighteen month period (11/22)

2.21 Number of Litters

2.21.1 Amembershallnotbreed a bitchcausingittowhelpmorethanfive(5) times.

2.21.2 It is the responsibility of the current registered owner to verify the number of litters a bitch may have had prior to their ownership of said bitch. (2/23)

2.22 Maximum Breeding Age

2.22.1 A member shall not mate a bitch over the age of seven (7) years. Note: after the bitch’s seventh birthday. (07/18)

2.22.2 Extenuating Circumstances

2.22.2.1 A member may apply to Dogs West for permission to mate a bitch over seven years of age. The application is to include:

• a veterinarycertificationoffitnessforfurtherbreedingissuedin the last 30 days

HM MEMBERS’ CODE OF ETHICS (latest amendment March 2023)

2.22.2.2 The member must have obtained written permission PRIOR to mating the bitch

2.22.2.3 The permission is valid for a period of six months – after this permission must be re-applied for.

2.22.2.4 Under no circumstances will permission for a further litter be granted. (04/17) (11/22)

2.23 First generation (father/daughter, mother/son, brother/sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/ daughter, mother/son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating onthebasisofhealthorgeneticreasonstothebenefitofthebreed.

Any breach of this regulation will constitute an offence by the member(s) who are the owners of the sire and the dam of the litter.

The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties as may be determined by the member’s Member Body. Refer ANKC Part 6 – 8.4 (10/10) (12/14)

2.24 A member shall not permit any of that members’ ANKC Pure Bred Registered dogs, without prior approval from the Association, to be used in any mating which would result in a litter being ineligible for registration on the ANKC Register. This includes

2.24.1 To a dog of a different breed

2.24.2 To a cross bred dog

2.24.3 to a non ANKC registered dog of the same breed or

2.24.4 to a dog not on the ANKC Main Register

2.24.5 a mating not in compliance with R2.1. (04/21)

2.25 Breaches of Regulations 2.18, 2.19, 2.20, 2.21 and 2.22 are considered to be a serious breach of the Code of Ethics. For that reason, offences in relation to each of the separate regulations will be considered cumulatively in applying penalties to the Registered Breeder/Member.

Any puppies not registered on the Main Register are to be registered on the Limited Register with the endorsement ‘Not to be upgraded to Main register’. (08/11) (04/13)

2.26 A member shall take responsible action to reduce the incidence of hereditary diseasesinaccordancewiththeANKCCodeofPracticeforHereditaryDiseases.

2.27 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age without the approval of the member’s Member Body.

Puppies are to be microchipped and vaccinated prior to leaving the Member’s care.

2.28 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.

2.29 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without firstsatisfyingthemember’sMemberBodythatthepurchaseris a memberofan ANKC recognised canine controlling body in the overseas country. The member and purchaser must further acknowledge in writing to the member’s Member Body that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose.

2.30 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and thattheyhavethetimeandfacilities,e.g.adequatefences,sufficientroomand propershelter,tofulfiltheirresponsibilities.

2.31 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.

2.32 A member must register all puppies bred by that member that are living at the date of registration. Such registration must include all living puppies from the litter on the one litter registration application form and must be applied for within six [6] months of the date of whelping.

Code of Ethics

2.33 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of:

2.33.1 The breed characteristics;

2.33.2 CurrentVaccinationcertificatesignedby a VeterinarySurgeon evidencing that the dog has been immunised against Canine Distemper, HepatitisandParvoVirus

2.33.3 Microchipnumberverification – transferistheresponsibilityofthe vendor in accordance with R19.

2.33.4 Responsible dog ownership information; and

2.33.5 All documentation required by the member’s Member Body, including-

2.33.5.1 a written receipt clearly stating whether, in accordance with R11.1, the dog is to be transferred to the purchaser or a Non-Transfer Agreement executed.(05/22)

2.33.5.2 any other conditions of sale and/or agreements (04/17)

2.34 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.

2.35 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where a dog with a health issue or disability is disposed of the member must obtain from the recipient written and signed acknowledgement of the condition of the dog.

2.36 A member shall not:

2.36.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop. Nor shall a member’s dog/s be advertised, displayed or sold on commission by a commercial dog wholesaler or retail pet dealer. (07/15)

2.36.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.

GENERAL

2.37 Amemberwhoprovidesormakesavailable a dogforusein a film, advertisement, promotion, or any media or public display must ensure that:

2.37.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and

2.37.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.

2.38 A member shall oppose all activities which involve cruelty to dogs or in which dogsinflictdamageonotherdogsorotheranimalsexcludingthehuntingof vermin.

2.39 A breeder must include their ANKC Ltd Member Body Membership Number in any advertisement for puppies whatever the media and all members must include the following wording in their advertisements:

“Please contact Dogs West on email: k9@dogswest.com to verify my membership.”

2.40 A member shall not use or cause to displayed, in any form or in any media, their Dogs West membership number in relation to any progeny, real or planned, from a dog not on the ANKC MAIN register. (06/20)

2.41 A member shall not declare, make or infer any relationship, in any form or in any media, between their membership of The Association, The Association and any dog not eligible for entry onto an ANKC register. (06/20)
