Dear stakeholders, I hope everyone is keeping well and warm as we head into winter and continue to progress our way through this ever changing COVID-19 pandemic.

As you would all be aware by now, Adelaide PHN continues to actively support general practices and Respiratory Clinics with the COVID-19 vaccine roll-out across South Australia, including phase 1a, 1b and most recently 2a. If you have any questions about our role or are a practice requiring support, please contact our dedicated COVID-19 team on 8314 3698 or email covid19@adelaidephn.com.au.

While COVID-19 continues to be in the forefront of our minds, it’s important to remember that vaccination against influenza remains important this year. Vaccinating now will provide protection before the peak flu season. To learn more about the 2021 schedule and how to align it with your COVID vaccine, please visit the Department of Health’s website.

In other news, Adelaide PHN recently celebrated the official launch of headspace Marion, which will provide tailored, youth friendly mental health and AOD services to support young people aged 12-25 in the southern metropolitan region. Having already seen 358 young people since opening, it’s clear this was a much needed service for young people in the region.

Our HealthPathways team have been busy developing new clinical pathways and will soon launch a suite of youth mental health pathways, as well as respiratory and child youth health pathways, with many more to come. More information can be found within this issue.

We are pleased to announce our preferred providers for our Alcohol and other Drugs Treatment Services Program 2021-2023. Read more on page 6-7.

In partnership with the Local Health Networks, we created three regional (north, south and central) health profiles to help us better understand the health needs of the Adelaide metropolitan region. Check out our website to download these resources.

We are also excited to announce that our first combined face-to-face membership meeting of the year is scheduled for 16 June, where all of our members will come together for a workshop, to input into our annual Needs Assessment process.

As we quickly approach the end of our two-year membership cycle, we are now looking for clinicians, primary health care providers, community and Aboriginal and/or Torres Strait Islander people to join our membership groups. If this sounds like you, check out page 24 and apply now!

Adelaide PHN is proud to support National Reconciliation Week (27 May to 3 June). #MoreThanAWord urges the reconciliation movement towards braver and more impactful action. Commissioning Matters Highlights from our Development and Commissioning Team Adelaide PHN receives funding from the Australian Government Department of Health to commission services which meet the health needs of the Adelaide metropolitan community.

Supporting the Response to COVID-19 Playing a key role in the South Australian Response Adelaide PHN continues to be an active partner in the SA COVID-19 Command Centre, along with other key stakeholders. Collectively, we’ve been working together to ‘flatten the curve’ and reduce the spread of COVID-19 across the state, which we have managed exceptionally well!

Across our involvement in the Command Centre, Adelaide PHN has continued to advocate for ongoing inclusion and consideration of GPs, general practice, and other primary health care providers in the State’s response to COVID-19.

Since April 2020, Adelaide PHN has led the establishment of four Commonwealth funded GP-led Respiratory Clinics across the metropolitan region - harnessing local general practice teams to provide dedicated COVID-19 testing services, and most recently, COVID-19 vaccinations to those in eligible groups.

In preperation for the National COVID-19 vaccine roll-out and to ensure competency in the safe management and administration of the COVID-19 vaccine, Adelaide PHN (in partnership with AMPHEaT) supported three half-day workshops for practice nurses in our region. These workshops also supported nurses throughout the compulsory COVID-19 vaccine training modules provided by the Department of Health.

Since March 2021, almost 200 general practices in our region have opted in to deliver the COVID-19 vaccines for phase 1b and 2a of the roll-out. Following the successful onboarding of primary care vaccination sites between March and April, the Commonwealth is further expanding participation in the COVID-19 Vaccination Program through general practices. Updates relating to this expansion will be available shortly.

Electronic Prescribing UPDATE

Following the release of the electronic prescription token system, the Active Script List (ASL) allows patients to have their electronic prescriptions viewed in a consolidated list. The ASL will be released throughout 2021 with pharmacy software the first to allow patient registration.

As the ASL is an opt in service, a patient will need to attend their preferred pharmacy and request to be registered for an ASL. After the patient consents and accepts the terms and conditions, they can withdraw this consent or ask for prescriptions to not be uploaded at any point.

Doctors can continue to prescribe tokens as normal with these being automatically uploaded to the ASL. If the patient asks, the doctor will have the option to not upload specific prescriptions to the patients ASL. The patient can then go to their preferred pharmacy and have this dispensed. Pharmacists with updated and conformant software will be able to access their ASL and dispense any tokens that have been prescribed to the patient.

Telehealth UPDATE With the extension of the Telehealth MBS items to 30 June 2021, Adelaide PHN is continuing to support sites with the implementation of healthdirect’s Video Call Service. This allows access to a purpose-built telehealth system, with a waiting room that patients access through a single organisation specific link. Patients and providers can conveniently access this service via their smartphones or another smart device with a camera and microphone, including laptops and computers with a webcam setup.

Central Referral Unit UPDATE

Adelaide PHN’s Central Referral Unit (CRU) is now accepting referrals from HealthLink Users.

The CRU continues to support the adoption of Secure Messaging across the Adelaide metropolitan region.

To support the safe and secure exchange of clinical information between health care providers and our CRU, Adelaide PHN will be ceasing fax to the CRU on the 30 June 2021.

Up until now, the CRU has been able to safely receive electronic referrals from Argus and ReferralNet users, now the CRU team can successfully take electronic referrals from HealthLink users.

Immunisation Update Is your provider looking at your immunisation HALO? Your what? We all have an ‘immunisation HALO’ and immunisation providers should be looking at it!

Whenever you present to an immunisation provider (GP, local council immunisation service, Aboriginal health service or pharmacy) they should assess your: • Health – noting if you have any chronic diseases, are immune suppressed (due to disease or treatment), are pregnant or planning to be pregnant, or if your baby/child was born pre-term.

• Age – as many vaccines are recommended or due when individuals attain certain ages.

• Lifestyle – establishing if you are planning travel (maybe not at the moment as our wings are clipped a bit!), or if you undertake any lifestyle activities which increase your risk of other vaccine preventable diseases.

• Occupation – identify if your occupation increases your risk of certain diseases. Additional vaccines, such as the Hepatitis A vaccine if you are a plumber or a healthcare worker working in remote Aboriginal or Torres Strait Islander communities, or Rabies vaccine for people who come into regular contact with bats will be recommended.

In short, HALO is an assessment of an individual to determine if they are recommended, or due, to receive additional vaccines, funded or un-funded.

While the COVID-19 vaccination program is attracting enormous attention, the activities of the SA PHN’s Immunisation Hub continues to support providers and advocate for community to maintain routine immunisation of babies, children, adolescents, and adults.

With attention diverted to the COVID-19 vaccine program, and “do not enter if you are unwell” messages on doors of general practices, there is increased risk of lower uptake of National Immunisation Program (NIP) vaccines, particularly for babies who often have a viral illness but are well enough to vaccinate. Furthermore, there is risk of missed opportunity to advocate for, and discuss the unfunded, but recommended, vaccines such as dTpa (diphtheria, tetanus and pertussis – whooping cough) boosters for adults, influenza vaccine for all non-NIP eligible individuals over six months of age and Zoster vaccines for individuals over 60 years of age.

Zostavax vaccine reduces the risk of shingles and complications such as Post Herpetic Neuralgia (PHN) in older Australians and will remain on the funded NIP for all individuals at 70 years of age. However, the catchup Zostavax vaccination program for individuals aged 71 – 79 years, will end 31 October 2021. The vaccine retails for about $260 so if you, or someone you know, meets the age criteria, please access this vaccine before the program ends!

Nurses from Adelaide PHN’s commissioned Champion Nurse Immunisation Program have been key performers in providing clinical advice and education to immunisation providers, advice, and support to organisations and community members, and advocating for the immunisation program at community events, as COVID-19 restrictions have allowed.

Now, let’s talk about the elephant in the room… COVID-19 vaccination!

The Immunisation Hub continues to support providers and Residential Aged Care Facilities with the rollout of the COVID-19 vaccination program. Both COVID-19 vaccines used in Australia are safe and effective. They both have the same outcome. Clinical trials for all COVID-19 vaccines demonstrated no vaccinated individual who contracted COVID-19 disease, was hospitalised or died from COVID-19 disease. This is the perfect outcome which is why our Immunisation Hub Coordinator, Angela, not only talks the talk, but walks the walk! See image below.

HealthPathways Update Keeping providers up to date Maintaining currency and being up-to-date in health can often be a challenge for health professionals and services within this space.

HealthPathways SA strives to maintain accurate and quality information on its online portal to support our clinical users.

HealthPathways content is continually being updated as evidenced based practice, clinical guidance and service information evolves. When our team of GP Clinical Editors and Clinical Coordinators are made aware of changes to guidelines or services, we respond appropriately and swiftly to ensure accuracy of the pathways within the HealthPathways SA portal.

Our team also appreciates our community of clinical users notifying us if they become aware of a clinical update or change in local service information. You can contact our team at any time by pressing the “Send Feedback” button located on all pathways within the portal.

While the clinical team is able to respond to updates as they emerge, all pathways follow a rigorous review process for currency, accuracy and quality at minimum once every 36 months. For many pathways such as those within our immunisation suite, revisions occur more frequently as immunisation schedules and information on vaccines change on a regular basis.

We are committed to bringing you the latest medical evidence on easy to use technology, so you can continue to get answers and advice quickly.

With HealthPathways SA, you benefit from the expertise of South Australian based GP clinical editors and Subject Matter Experts who understand our local context. The pathways may assist to improve your confidence when faced with complex clinical presentations.

The headspace Marion service celebrated an official opening event on Wednesday 31 March 2021. The service is providing tailored, youth friendly mental health, alcohol and drug and work and study services to support young people aged 12-25 in the inner south Adelaide region.

Among the representatives at the launch were headspace National CEO Jason Trethowan, Sonder CEO Sageran Naidoo, Mental Health Commissioner David Kelly, Nicolle Flint MP, member for Boothby, and City of Marion Mayor Kris Hannah.

The afternoon events included a smoking ceremony and Welcome to Country led by Ngarrindjeri Elder Major Moogy Sumner and a speech from headspace Youth Reference Group Member Charlotte Raynor. An excerpt of Charlotte’s speech is below.

Charlotte’s speech “Before coming to headspace, I had been in and out of various therapist offices and community programs for years where not even one felt like they were on the same page as me. So naturally I was skeptical.

As soon as I walked through the doors, I felt welcomed, like I had a place there and I wasn’t just “another kid”. It did not take me long to see real changes happening in my life for the better. I felt heard, the professionals were patient and flexible, and for once, I was always excited for my weekly appointments as all the clinicians were relatable and kind.

If I had issues with my medication or medical problems, I could see a headspace GP, If I had anxiety around finding work during COVID-19 I had access to career advisors, and If I was having a tougher week than usual had access to eheadspace, where within 10-15 minutes I could text or call a clinician to work through thoughts and gain valuable coping mechanisms to get me through the week. Unbelievably, this was at a cost of nothing, and as a struggling university student living out of home, I would not have been able to afford these services on my own.

I can confidently say headspace changed my life. I am now thriving and top of my class in a degree I am passionate about and can balance multiple part times jobs as well as volunteering and hobbies. I am now a healthy, productive, young adult paving my own way along the path of a happier life that was originally carefully created and guided by the team at headspace.

Now, headspace Marion will do the same for many young people just like me.

I have lived in the Marion community my whole life, and headspace could not have arrived at a better time. I was extremely fortunate to have the means to transport to get me to my appointments at my closest centre, but this was a deterrence for many of my fellow youth in this area. I strongly believe because of the accessibility and visibility of this location we will see more youth seeking help than ever before.”

Membership Update The COVID-19 pandemic has certainly been challenging for everyone, with people adapting to working from home, discovering online meeting platforms such as Zoom and Teams. Adelaide PHN wants to acknowledge and thank our membership groups for being flexible and responsive to these new methodologies, despite the occasional IT issue most meetings proceeded smoothly.

We are also excited to announce that our first combined face-to-face membership meeting of the year is scheduled for 16 June, where members will come together for a workshop, specific to our annual Needs Assessment review.

National Reconciliation Week May 27 - June 3 marks National Reconciliation Week across Australia.

Reconciliation Australia’s theme for 2021, ‘More than a word. Reconciliation takes action’, urges the reconciliation movement towards braver and more impactful action.

Reconciliation is a journey for all Australians – as individuals, families, communities, organisations and importantly as a nation. At the heart of this journey are relationships between the broader Australian community and Aboriginal and Torres Strait Islander peoples.

Here at the Adelaide PHN, we have started our reconciliation journey as an organisation with the development of our Innovate Reconciliation Action Plan. We hope (in the not-toodistant future) to celebrate this with a launch event.

Over the coming week, Adelaide PHN will be holding some reconciliation activities for staff.

We are also proud to support the ‘Reconciliation Round’ football event on Saturday 5 June at O’Sullivan Beach/Lonsdale Football Club - Sherrifs Road, Morphett Vale.

Syphilis is becoming more and more common. In response to rising syphilis infections, the Aboriginal Health Council Ltd of South Australia (AHCSA) and SHINE SA have collaborated to create the Respect Me + You, Is Your Syphilis Check Up Due? Campaign.

The campaign seeks to raise awareness of syphilis and encourage South Australia to reduce the spread of syphilis in three steps: test, treat and notify partners.

Stigma and discrimination towards LGBTQA+ (lesbian, gay, bisexual, trans, queer, asexual) communities impacts the health and wellbeing of LGBTQA+ people.

A recent Australian study revealed that 81.0% of LGBTQA+ young people reported high or very high levels of psychological distress. This is at least three times higher than the level observed in studies of young people in the general population.1 It’s important that health care providers take steps to tackle discrimination and actively ensure inclusivity and celebration of LGBTQA+ people.

REFRAMING CHILDREN’S MENTAL HEALTH Communications toolkit The words we use make a difference. Research shows that child mental health experts and practitioners working with children, parents/adults and families have different understandings about children’s mental health. How we communicate our messages is key to bridging this gap.

This toolkit, by the FrameWorks Institute and the Emerging Minds: National Workforce Centre for Child Mental Health (NWC), has been developed for this purpose. It is based on research about how practitioners understand children’s mental health, and how their understanding impacts their support for policies to promote better mental health outcomes for Australia’s children. It is intended to support child mental health experts and organisations who communicate about children’s mental health to create messages that resonate and inspire positive change.

What do the red and amber ScriptCheckSA alerts mean?

Alerts are designed to draw attention to the risk of harm if your patient’s prescription history meets certain criteria. You are responsible for your clinical decisions and should consider ScriptCheckSA alerts and information as part of your decision-making when determining if it is appropriate to prescribe a monitored drug.

Alerts do NOT mean that you cannot prescribe a monitored drug, but should serve as prompt for you to gather more information (from your clinical software, the Drugs of Dependence Unit (DDU) and other health practitioners involved in the patient’s care) and have a conversation with your patient about how you can safely and effectively treat their medical condition. Patients have a right to good healthcare but not a right to monitored drugs. If you believe it is unsafe or inappropriate to prescribe a monitored drug, you should not prescribe the medicine.

However, failing to provide alternative treatment, dismissing the patient from your care or abruptly stopping treatment may have serious health implications. If you choose not to prescribe a monitored drug, good practice involves ensuring that your patient understands your decision, and that you make arrangements for their continuing care.

This might mean treating the patient with a different medication, or where appropriate referring them to other health practitioners/ specialist support services.

It is good practice to record in the patient’s notes your rationale for changing treatment (or maintaining the status quo), especially where an alert exists in ScriptCheckSA. It’s important that everyone understands what they can and can’t claim at tax time and how to best prepare and lodge their returns, especially after a challenging year. This is why the ATO has prepared a range of resources to help nurses and midwives this tax time.

If you’re a

You can only claim the work-related part of expenses. You can’t claim a deduction for any part of the expense that relates to personal use.

You can claim a deduction for the cost of buying, hiring, mending or cleaning certain uniforms that are unique and distinctive to your job, or protective clothing, eg non-slip nursing shoes or support stockings, that your employer requires you to wear.

* You can use the ATO app myDeductions tool to keep track of your expenses and receipts throughout the year.

You can’t claim a deduction for the cost of buying or cleaning plain clothing worn at work, even if your employer tells you to wear it, and even if you only wear it for work, eg black pants and a white shirt.

There are limited circumstances where you can claim the cost of trips between home and work, such as where you carry bulky tools or equipment for work – eg, a set of baby scales. The cost of these trips is deductible only if: ■

your employer requires you to transport the equipment for work

■

the equipment was essential to earning your income

■

there was no secure area to store the equipment at the work location, and

■

the equipment is bulky – at least 20kg or cumbersome to transport.

You can’t claim a deduction if your study is only related in a general way or is designed to help get you a new job, eg you can’t claim the cost of study to enable you to move from being a carer to being a registered nurse.

Other common deductible work-related expenses

If you claim car expenses, you need to keep a logbook to determine the work-related percentage, or be able to demonstrate to the ATO a reasonable calculation if you use the cents per kilometre method to claim.

As long as the expense relates to your employment, you can claim a deduction for the work-related portion of the cost of: ■

PALLIATIVE CARE ONLINE MEDICATIONS MASTERCLASS Register now In 2020, the Pharmaceutical Society of Australia (PSA) received funding through the Department of Health and Wellbeing 2020 Palliative Care Grants Program to deliver an online Palliative Care Medications Masterclass for clinicians.

This masterclass has been designed to increase awareness of and confidence in palliative care medication management and provide networking opportunities for clinicians who support patients receiving palliative care.

QUIT YOUR WAY IN MAY Heart Foundation campaign SA Health is encouraging South Australian smokers to have a go at quitting smoking this May in a national first – a ‘Quit your way in May’ campaign.

And, in the process, they will learn more about quitting smoking and become more confident about having a smoke-free future.

‘Quit your way in May’ invites smokers to set themselves the goal of quitting smoking for an entire month or a period of their choice.

Smokers can register to receive regular emails of support with tips and information to assist them as they prepare to stop smoking, and throughout their quit attempt.

‘Quit your way in May’ is supported by the Heart Foundation, the Australian Medical Association (SA) and Quitline – 13 7848.

The campaign has a focus on quitting ‘your way’ because it is important for smokers to feel empowered to quit smoking on their own terms. Because there is no one right way to quit smoking, ‘Quit your way in May’ offers smokers information about a variety of ways to quit, along with strategies for managing cravings and feelings of withdrawal.

It usually takes more than ten attempts to successfully quit smoking so setting a short-term goal gives smokers an opportunity to experience success and celebrate stopping smoking, even for a short amount of time.

Lung disease and lung cancer affects almost 1 in 3 Australians; however, research shows that almost half of Australians rarely or never think about their lung health. If 2020 has shown us anything, it is the importance of prioritising and looking after your lung health.

Symptoms of lung disease and lung cancer tend to creep up slowly and many people put them down to ageing or lack of fitness. But breathlessness and fatigue are not a normal sign of ageing, and a persistent or changed cough shouldn’t be put down to the flu or a cold. Though they may seem mild, these symptoms can be a sign of something serious, such as lung disease or lung cancer.

LUNG CANCER SUPPORT NURSE Telephone support service Being diagnosed with lung cancer and navigating the complexities of the health system can be stressful, confusing and overwhelming for patients and their families. Research indicates that 50% of Australians living with lung cancer experience distress, anxiety and/ or depression. However, only one in two patients have access to a multidisciplinary team to support them in accessing best-practice treatment, care and support.

Lung Foundation Australia’s free Lung Cancer Support Nurse telephone service aims to bridge the gap in lung cancer care and provide an additional layer of support to the care provided by health professionals. The national service provides patients with evidencebased resources, tools and information to help them navigate their diagnosis and treatment, and manage symptoms, side effects and their overall wellbeing. Through a series of telephone-based appointments, the service empowers patients, families and carers to navigate the system and work with their healthcare team to make informed choices about treatment and management.

Tuesday 23rd November, also at the Adelaide Convention Centre, will feature an extended workshop by our Clinical Psychologist, Chris Yelland and colleagues on the Mother-Infant Dialectical-Behavioural Therapy (MI-DBT) program developed at Helen Mayo House for mothers with borderline personality disorder.

Further highlights may include - your work! We are asking our extended Perinatal and Infant Mental Health community members, such as yourselves, to consider submitting an abstract for an oral presentation or a poster, so that you can share your insights with us all. Oral presentations will occur during a break-out session on the Monday, either in the morning or the afternoon, while posters will be displayed throughout the day on Monday.

Please find attached the abstract submission form, which includes all that you need to know about the process. Submissions will close Monday, 7th June. Successful presenters will be notified by Friday, 30th July and will be required to register for the conference by 27th September. Registration will be through Eventbrite.
