A budget surplus from the previous fiscal year totaling $165,000 made the difference between a 2016 budget proposal that was higher or lower than the present year. Other line item decreases from the present year include water and sewer ($1,419); repairs and maintenance services ($6,261); swimming pool maintenance ($4,548); student transportation ($2,297); and electricity ($155). But there are also some increases in line items compared to the present fiscal year, including tuition to private schools ($162,832), tuition to
vocational programs ($14,882), software ($4,284), and Internet ($5,500) and computers ($50,000). The supervisory union created a new line item for construction services, totaling $245,160. The school is projected to have 795.41 equalized pupils in grades 7-12 next year, down from 823.38 this year, and 830.71 in the 2013-14 academic year. Enrollment at Mount Abraham peaked in the early 2000s, and supervisory union officials project it will continue to decline for several years. (See School budgets, Page 20A)

By JOHN FLOWERS NEW HAVEN — Sen. Chris Bray had hoped Senate leadership would appoint him to the Natural Resources and Energy Committee this session. The sophomore senator is an avid outdoorsman and he believes the state’s long history of good environmental stewardship should be perpetuated. So it’s safe to say that the New Haven Democrat was positively ecstatic when he learned a week ago that he had not only been named to his preferred committee, he would in fact serve as its chairman. “I could have fallen out of my chair when they announced my name,” Bray

layoffs. Addison Northeast Supervisory Union Superintendent David Adams said the budget both preserves the quality of education at the school and lessens the tax burden for residents. “This is a very responsible budget in that it minimizes the impact on property taxes at a time when we’re concerned about controlling that,” Adams said, adding that the 2.76 percent spending increase over the current fiscal year is in line with the rate of inflation. Adams said the proposed cuts are not a reflection of the competency of instructors, and that the recommendation to lay off employees is not one administrators take lightly. (See Bristol, Page 15A)

By ZACH DESPART BRISTOL — A proposed Bristol Elementary School budget that would increase spending by 2.76 percent in the next fiscal year is drawing criticism from some faculty and staff who are concerned that it would cut several staff positions and hurt students. The $4.9 million spending plan, which the school board tentatively signed off on last week, would curb costs in several areas, including by eliminating one faculty position and five non-special education support staff positions. The supervisory union and school board tout the budget as a win for students and taxpayers, while some staff believe the board could formulate a budget that doesn’t call for
