orest Grove artist Nate Marcel is one of those peo who started drawing as a kid and never stopped. “There’s always been a lot of encouragement,” said Nate. Woodburn Fire District • Measure No. 24-454

Explanatory Statement

n the May 18th ballot, voters of the Woodburn Fire District will consider a 20 year bond request for capital expenses at the same initial tax rate as the current bond. The proposed bond would replace the district’s current 20-year bond that expires in 2022 with no funds levied until the current bond expires.

GERVAIS FIRE STATION REESTABLISHMENT – About 4.5% of the bond funds would be used to improve the speed of emergency response to the growing Gervais area by re-establishing a fire station that will be jointly funded and used by the Fire District and the City of Gervais.

If approved by voters, the bond would raise approximately 12.7 million for capital expenditures including emergency response vehicles, district facilities, life-saving equipment and other emergency equipment. The fire district would continue funding long-term capital expenses through bond revenue, as it has for the last 20 years. This would allow the district to retain all firefighter-medics who provide emergency medical and fire response for 39,000 people that reside within the 75 square miles served by the fire district. As per Oregon tax law, bond funds can only be used for equipment and facility expenses that have at least a 10 year life span.

FACILITIES MAINTENANCE AND TRAINING CENTER INVESTMENT Nearly twenty percent of the proposed bond proceeds have been allocated for maintaining fire district facilities over the 20 year term of the bond. Approximately ten percent of the facilities amount has been earmarked for the investment in a fire district training center. The district does not currently have a dedicated area to be used for firefighter training.

With the maintenance of current response capability along with improvements made possible with bond funds, the district expects to see an improvement in the fire district insurance rating that will save residential property owners about half the total annual cost of the bond.

HOW WILL THE BOND FUNDS BE USED? EMERGENCY RESPONSE VEHICLES – The majority of the bond revenue has been allocated for the replacement of aging emergency vehicles that respond from the district’s four fire stations. EMERGENCY RESPONSE EQUIPMENT REPLACEMENT – The Fire District has an ongoing need to replace equipment used in the delivery of emergency services as it becomes worn or obsolete. Approximately 20 percent of the bond funds would be used to ensure that the district’s firefighter-medics are supplied with up-to-date emergency medical equipment, such as cardiac monitors and chest compression systems, that can substantially improve patient survival rates.

HOW MUCH WILL THE BOND COST? The Woodburn Fire is funded by property taxes. As per directive from the fire district board of directors, the proposed replacement bond would have the same initial tax rate that the current bond began with in 2003. The replacement bond is estimated to be 26 cents per $1,000 of assessed value (not market value). As with the current bond, the rate is expected to decline somewhat over the bond’s 20-year lifespan. Resetting the bond to the 2003 rate will increase the monthly bond cost about 60 cents a month for a total of $7 dollars per year for the typical residential property. No funds will be levied for the replacement bond until the current bond expires in 2022.

WHAT WILL HAPPEN IF THE BOND IS NOT APPROVED? If the bond is not approved, critical equipment and facility expenditures would require the use of operating funds that would otherwise be used to retain firefighter-medics who provide emergency medical and fire response throughout the growing fire district. FLYBOY BREWERY AND PUB

ortland is known, among other things, for our significant contribution to the booming craft beer industry. Nicknamed “beervana,” we are home to just under 70 breweries - more than any other city in the world! That said, living out in the suburbs, we don’t typically have as many choices. We’re typically relegated to big box stores and homogenized chains. Of course, there are always exceptions. Once in a while, luck shines on us enough to deliver a bright, shiny star like FlyBoy Brewery and Pub, just a short drive north in Tigard. Initially founded in 2014 by craft brewer Mark Becker, the business began as a taphouse in Lake Oswego. Mark had actually started home brewing as far back as the 1980s, before it was a common hobby, and even before it was a flourishing business that anyone might pursue. He just had a sincere love of beer and a courageous DIY spirit. From those early days, it became a dream of his to eventually open his own brewery and pub. After a successful and fulfilling career with Les Schwab, he was fortunate enough to be able to retire early and make his dreams come true. The opportunity presented itself and he seized on it. The taphouse was the first step towards his ultimate goal, but it was a tentative one. Especially in a city that has so many options, you

never really know if people are going to respond to your unique tastes. Luckily for Mark, and for us, people responded with great enthusiasm, and the taphouse is still thriving in Lake Oswego. To fully realize his vision, however, he needed to take the next step and open a full pub, and in 2017 it happened. Originally, the pub location was planned to be in an airplane hangar in Aurora. Mark has always been fascinated by aviation; both his and his wife’s grandfather were pilots, so there was a mutual interest going back generations on both sides of the family. The hangar was a perfect fit, hence the name, FlyBoy Brewery. Unfortunately for Aurora, the location fell through, but their loss was Tigard’s gain! All of their signature beers are brewed on site, and unlike many of their competitors, they do not standardize hops or malts across varieties. They actually pick and choose different types specifically to complement the different styles of beer. Great care is taken to find the exact right balance for every unique flavor. Again, Mark has been doing this for 40 years, so he’s perfected his recipes after much trial and error. Although all of their brews have gained a fanbase, their signature and most popular is the Pilot’s Peach, a peach pale ale with pure Georgia Peach extract used in the recipe. Mark’s been brewing that one since 1989. Another long-time favorite is their Fighting Redtails, an Imperial IPA

with an ABV of 9% that he’s been making for over 20 years. Both are smooth and balanced, with great flavor and no bitterness! If those don’t pique your interest though, there are over 30 beers on tap to satisfy any tastes. If you prefer wine, they’ve also partnered with Eola Hills Winery out of Salem to serve 3 unique wines exclusive to FlyBoy Brewery: a Pinot Noir, a Pinot Gris, and a Chardonnay. For those of you with gluten concerns, don’t fret! They also carry a delicious FlyBoy cider and at least one brand of gluten free beer to provide options. Believe it or not, the hype isn’t all about the beer! The food is fantastic as well, and it’s definitely an elevated dining experience over your typical brew pub. While they do serve a lot of food that is common to the industry (burgers, sandwiches, pizza, etc.), the menu is much larger than you’ll find at most taphouses, and Mark has taken great pains to use only the highest quality ingredients and serve dishes which are fresh. Their meat, in particular, is hand-picked by Mark himself to maintain his strict standards of quality. The mozzarella they use on their pizzas comes from rich, creamy, high-end buffalo milk and is made in Italy. Favorites on the menu include the Hells Angel Chicken Sandwich (with savory chicken, grilled pineapple, Swiss, bacon, house slaw, and house-made Hells Angel Aioli sauce), their Big Spring Steak Sandwich (with hand-picked New York strip steak, Hells Angel Aioli, grilled onions, and bleu cheese crumbles), and their steak pizza. Everything is delicious though, so you can’t go wrong. They even have a wide variety of salads, wraps, and vegan options. Mark

stated that, while a lot of restaurants were serving limited menus during the shutdowns, they simply were unable to do so because all of their items are popular! They don’t have one slow seller out of the whole menu. Family owned and operated by a local Oregonian with a dream… could you ask for a better small business to support? Do yourself a favor and treat the whole family to a night out at FlyBoy. This is a family-friendly restaurant, not a bar, so bring the kids and bring your appetites. How To Handle An Injured Pet

our precious furbaby has had an accident and is now injured (perhaps severely), in pain, scared and confused. They absolutely must get to a veterinarian as soon as possible, but you need to be careful to avoid getting bitten or scratched as you attempt to get them there.

Here are some things to keep in mind when administering first aid to your pet:

PET HOSPITAL

Never assume that even the gentlest pet will not bite or scratch if injured. Pain and fear can make animals unpredictable or even dangerous.

Don’t attempt to hug an injured pet, and always keep your face away from its mouth. Although this may be your first impulse to comfort your pet, it might only scare them more or cause them pain.

Perform any examination slowly and gently. Stop if your animal becomes more agitated. Call your veterinarian or an emergency veterinary clinic before you move your pet so they can be ready for you when you arrive. NEVER muzzle your pet if it is vomiting. If necessary and if your pet is not vomiting, place a muzzle on the pet to reduce the chances you’ll be bitten. Dogs may be muzzled with towels, stockings or gauze rolls. Cats and other small animals may be wrapped in a towel to restrain them, but make sure your pet is not wrapped in the towel too tightly and its nose is uncovered so it can breathe. If possible, try to stabilize injuries before moving an injured animal by splinting or bandaging them. While transporting your injured pet, keep it confined in a small area to reduce the risk of additional injury. Pet carriers work well, or you can use a box or other container (but make sure your pet has enough air). For larger dogs, you can use a board, toboggan/sled, door, throw rug, blanket or something similar to act as a stretcher. Always keep your pet’s medical records in a safe, easily accessible place. Mothers’ Day is almost here! Whether dad and the kids want to serve mom a wonderful breakfast in bed, or make a treat to drop off for grandma to enjoy, this easy and delicious french toast casserole will make sure her special day gets off to a great start! INGREDIENTS 6 large eggs 1 2/3 C whole milk 1 C heavy cream 3/4 C packed brown sugar 1 tsp ground cinnamon 1 tsp pure vanilla extract 1/2 tsp kosher salt

1 loaf white bread, preferably day-old 1/2 C sliced almonds (optional) 1/2 C powdered sugar, for serving (optional) Fresh berries, for serving (optional)

DIRECTIONS 1. In a large bowl, whisk together eggs, milk, heavy cream, sugar, cinnamon, vanilla, and salt. 2. Dunk each bread slice in the egg mixture for 4 seconds, flipping once, then arrange them in a 9”-x13” baking dish in an even layer, each slice slightly overlapping the last. Pour any remaining egg mixture over bread. Cover and refrigerate, 2 hours, or up to overnight. 3. Preheat oven to 375°. Sprinkle almonds over French toast if using, and bake until the tops of the bread are golden and crunchy, about 40 minutes. 4. MEET THE ARTIST Nate Marcel By David Bates

orest Grove artist Nate Marcel is one of those people who started drawing as a kid and never stopped. “There’s always been a lot of encouragement,” said Nate. His grandfather and mother were also artists, and upon discovering and collecting comics as an adolescent, he started drawing his own comics and sharing with friends. He attended South Eugene High School in the 1980s and found there was a demand for his work: posters advertising theater productions at the school. Nate has been drawing and painting professionally since 1995, even before he decided to get formal training. He studied art at Portland State University where he received a Bachelor’s Degree in drawing, painting, and printmaking in 2001 and an MFA two years later. Since 2004, he has been an adjunct drawing instructor at Portland Community College (his “day job”) while also working as a freelance illustrator for private clients, companies and collectors. He’s also currently teaching classes for the classic role playing game, Dungeons & Dragons. Visitors to his website are greeted by fantastical, other-worldly visions. His clients have included the tabletop role playing game Dungeon World, Khepera Publishing, the creator of Atlantis: the Second Age and other games. Also Dungeon Crawl Classics, for whom he just finished some work for the “gonzo super science & sorcery post-apocalyptic setting” of Umerica. He also illustrated The Clay that Woke for game designer Paul Czege.

He works in a variety of media - acrylic, oil, pencil and mixed media. You can get a sense of his eclectic output on his website, where you’ll find monsters, giants, insectoid creatures and imaginary worlds, but also more traditional paintings: pastoral landscapes and farm scenes, flora and bowls of fruit. He also has a personal passion project, Westessexford, an ongoing comic he’s worked on since 2009 that takes place in an extraordinarily detailed imaginary city. Given that Nate’s day job is teaching art, he obviously has thoughts about young people considering an art career. “I think there are more opportunities actually to get your art seen, but certainly I think the biggest piece I see younger people missing is learning the fundamentals and putting the effort in with the hard work earlier rather than learning twenty years later that you need to do it,” he said. Nate’s wife Emily is an artist and muralist who teaches art at Beaverton High School and is active in Forest Grove’s arts scene. “My wife has been a huge influence and has been a big piece of an environment to be creative in,” he said. “We both help each other in this way.” You can see more of Nate’s work through his website at www.natemarcel.com and his blog at nates-notes.blogspot.com/or support him at www.patreon.com/Nate. COVID-19 brought us the great toilet paper shortage and everyone went out in search of masks, gloves and hand sanitizer. About the time we felt like we all had a handle on that, wildfires wreaked their havoc all across the Northwest. For some people it meant evacuation (or worse) and power outages for many more.

Our event will include a wide variety of literature with checklists of emergency items as well as supplies and materials for clean-up and recovery available for purchase during the event.

We got a reprieve to enjoy a beautiful Christmas Season and New Year then, all of a sudden, Woodburn and the surrounding areas were hit hard by the Willamette Valley ice storm. It devastated our area trees, which were hit especially hard. That caused a vast swath of people to lose power for multiple days, some up to 11 or 12 days ... some even more!

Our goal is to get the infor mation in your hands so you can prepare today for anything that might come our way!

What is the number one thing you learned you were missing during this last storm? For me it was a flashlight! Yes, silly as it seems, I did not have a flashlight anywhere in the house. The other things were batteries, a generator, propane, gas cans, and more. Yes, I was that unprepared. We all bundled up in gloves and scarves trying to keep warm at the office. And after the ice storm, we were unprepared for the mass amounts of cleanup our community required. We quickly decided; it’s time for another Disaster Preparedness Event, because at home, I sure was not prepared! We all know now the potential for a major disaster here in Oregon. Rather than being scared, we want everyone to be prepared!
