TIGARD POLICE SERVICES LEVY: ONE YEAR LATER “I’m really excited about who we’ve been able to hire,”
says Chief Kathy McAlpine about officers added because of the Police Services Levy approved by voters in May 2020. “I believe we have picked some guardians who all want to serve their community and have chosen Tigard as their first choice.” A year after the levy’s passage, our department has hired all eight patrol officers and one school resource officer. Chief McAlpine is proud of their diverse work, life experiences and ethnic backgrounds. Our new officers include people who were raised in Oregon, born abroad, grew up in or are raising intercultural families, speak Spanish and French, hold bachelor and master’s degrees, were laid off from the corporate world during the COVID-19 pandemic, proudly served our country and have decades of law enforcement experience. Entry-level officers typically complete their training within 18 months between the basic academy and field training. Scheduling slots for this 16-week academy is challenging because we are competing for spaces with other agencies in the state. Many classes have also been delayed due to the pandemic. Chief McAlpine wanted half of all new hires to be laterals who come from other law enforcement agencies and have already completed the basic academy. Hiring laterals is definitely a strategy that has paid off, with all but one of the five already working independently.
Despite this progress, our department has recently experienced setbacks with COVID-19 exposures, retirements, officers on military leave, on-the-job injuries and light duty assignments, due to medical issues. We also continue to work on filling the remaining support staff position that is open in our records department. Without the additional officers the levy provided, our staffing issues would have been at critically low levels that often lead to fatigue, burnout and injuries. As a result, Chief McAlpine anticipates that we will see a real impact from the levy hires beginning in 2022. We also hope to make significant strides toward officers completing the advanced crisis intervention and de-escalation training next year, since those classes have been postponed due to the pandemic. When our staffing is restored and levy officers are trained and ready to go, we look forward to continuing to deliver on our commitments to Tigard voters. “Our end goal is to increase our coverage geographically, to respond to our high priority calls in under six minutes and be able to handle more than one high priority call at a time,” says McAlpine. "Thanks to the staffing provided by the levy, we are well on our way!"

Scarecrow Cookies Enjoy these Halloween-style cookies that are creatively shaped to look like scarecrows.
INGREDIENTS
1/4 C Betty Crocker™ Ready-To-Spread Vanilla Frosting 10 Creme-Filled Vanilla Sandwich Cookies 5 Baked Whole-Grain Wheat Crackers, Cut In Half 1 Tablespoon Sugar 10 Large Gumdrops 10 Pieces Candy Corn Black Decorating Gel
DIRECTIONS
1. Spread 1 slightly rounded teaspoon frosting on each cookie. For each scarecrow cookie, cut half cracker into shreds with sharp knife; place shreds on 2 sides of each frosted cookie to resemble hair. 2. Sprinkle work surface with sugar. Place 1 gumdrop on its side on sugar; flatten with rolling pin into 1/8-inch-thick triangle. Fold up one edge to form hat brim; place on cookie, trimming to fit if necessary. 3. SUGAR-FREE GUM • Sugary gum is one of the worst kinds of treats for your child’s teeth. Instead, choose a sugar-free gum that’s been approved by the Amerian Dental Association (ADA). Chewing sugar-free gum after a meal or Halloween treat stimulates saliva production, which can help prevent cavities when combined with twice-annual dental visits and daily brushing and flossing. UNSWEETENED APPLESAUCE • Though unsweetened applesauce still contains natural sugars, applesauce offers your child the healthful addition of dietary fiber. Alongside promoting healthy digestion, dietary fiber helps maintain healthy blood sugar and cholesterol levels. Experts recommend that children aged one to three get about 19 grams of fiber daily, while children aged four to eight should consume 25 grams daily. A one-cup serving of unsweetened applesauce provides approximately 3 grams of dietary fiber. CHOCOLATE • Of all the conventional sweets that may make it into your child’s Halloween bounty, chocolate is usually a better option. Though chocolate does contain sugar, it is also believed to be more easily cleared out of the mouth than other sweets. Chocolate has a melting point between 93 and 96.8 degrees. In a human mouth of 98.6 degrees, chocolate melts and can wash off the teeth more quickly than hard or sticky candies. The best choice is chocolate that doesn’t include sticky additions, like caramel or nougat. B
eing a “child of the Internet” and social media savvy, Crystal whipped into action when COVID hit and kept busy networking and creating. “I began making content with friends,” she said. “Auditions were all self-tape, so I was able to audition for jobs easily without worrying about commute time and other obstacles.” Crystal’s résumé is long and deep. A native of Binghamton, New York, she is an accomplished screen actor, voice artist and model, and she’s also comfortable behind the camera: Crystal has produced and directed, and she’s currently working on a web series called Spearheading, where she plays a character who is kidnapped for ransom but “starts running the show.” “It’s one of the funniest projects I’ve ever worked on,” she said. “We are hoping to put it through the film festival circuit this year. I’m also the lead in a feature film, Seventy One Percent. I don’t want to give too much away on that one, but we filmed it at the Oregon Coast. I’m very excited for people to see it.” It’s an artistically-rich life for a woman who initially planned a career in medicine. She graduated from Binghamton University with a degree in neuroscience and pre-health. “I’ve had a secret passion for performing my entire life,” she says. “My aunt, Darlanne Flugel, was an actress. She inspired me from a young age.” “I realized how unhappy I was and knew I needed to make a change and start pursuing my passion of being a performer.”

Initially drawn to dramatic work and horror, Crystal discovered she loved playing comedies. As an actor, she’s laid on the cold ground covered in fake blood, done an ATV chase on camera and even sniffed fake cocaine. “It’s something called inositol powder,” she said. “They use it in Hollywood. It stung a bit and tasted like sugar.” Crystal’s training is also extensive: She’s done scene study work, improvisation, character analysis, and acting techniques such as Meisner, Strasberg and Stanislavski. She also speaks French and can pull off an Irish (Cork) or British (Standard and Cockney) accent. When she’s not working, she enjoys Krav Maga, photography, hiking and backpacking. Along with her producing and directing credits, Crystal’s Internet Movie Database (IMDb) page lists more than a dozen films she acted in and another three that are in development where she will perform. Clearly, she keeps busy: An agent in the Pacific Northwest handles her regional work, while another in New Mexico submits globally on her behalf. “I am open to traveling anywhere for well-paid work,” she said.
