MAKING THE POLK COUNTY FAIR

No successful event, fair, or auction just happens; it takes months of planning, vision, talent, and support. It also takes leadership and a dedicated staff to pull it all off and make it look effortless. Such is the case of the Polk County Fair that is about to take place starting on Aug. 10 and running until Aug. 13. According to Tina Andersen, who, starting in 1999, has been the Fair manager of the Polk County Fairgrounds and Event Center for 23 years, “None of this could happen without the efforts of an amazing group of staff and volunteers along with a supportive community.” The fairgrounds are run by a seven-member volunteer board of directors who are appointed by the Polk County commissioners. Tina manages a very select, small staff of “wonderfully crazy people like me who are committed to producing a great event every year for the county.”
The staff each year also hires teenagers to assist and that job is often their very first. In addition, the staff manages more than 600 volunteers to help in every area of the grounds. Tina continued, “We just want our community to come and enjoy their fair.” The Polk County Fairgrounds and Event Center is open all year long.
Pre-COVID, they hosted more than 600 events a year. Today, they’re regaining their edge and are now back to providing 475. Tina explained further, “We’re not a commercial fair. We’re a good old-fashioned county fair that’s dedicated to providing young people with an opportunity to exhibit and showcase what they do or accomplish during the year.” She continued, “And because we’re not a commercial fair, we try not to nickel and dime folks once they come in the gate.” Entry tickets are $10 for adults, $8 for folks who are 62 and better, as well as teens between 11 and 15. Children under 10 are free. Tina added, “Once you’re in, everything is free…except, of course, the food.” While there is an amazing variety of events within the Fair, one that deserves special attention is the 4-H and FFA (Future Farmers of America) Youth Livestock Auction. The annual event features animals that have been raised by young participants ranging from fourth graders to high school students. These competitors are responsible all year long for the feeding, caring for, and keeping of the records on the animal. Along with teaching

businesses sponsor these awards every year and are very generous. Tina finished, “One of the best take-aways for me after 23 years is realizing that kids I’ve worked with so many years ago are now attending the Fair with kids of their own. And many of these kids now comprise a large part of our volunteer core.” Polk County Fairgrounds are located at 520 S. Pacific Hwy W. in Rickreall. For instance, they go out into the community and market the animal they’re raising for competition to local businesses, and invite those business owners to get involved and attend the auction. Last year, the kids raised more than $400,000. The money raised goes directly to the winners for their education, school supplies, or college funds, as well as paying it forward towards next year’s auction. The first
entry year, the participant may have to borrow from family to cover their costs, but once they win, they are on their way to learning how to manage and invest their own money. There’s more for the kids other than raising animals for auction. They can compete in several other categories like sewing, cooking, baking, photography and artwork. These competitions, unlike the auction, award ribbons for outstanding work along with cash prizes. A number of Polk County

Have you ever wondered why birds have such a variety of beaks and what the differences are designed to do? Have you ever tried to make dill pickles? Ever wanted to watch bees make honey in a hive up close through a glass panel? Here’s your chance. Starting Wednesday, August 10 at 2 p.m., through the rest of the fair, you and your entire family can participate in all of these fascinating activities and more at the Cultivating Activity Tent sponsored by a partnership between Oregon State University Extension Services and the Polk Soil & Water Conservation District (SWCD). This annual partnership is devoted to helping landowners, farmers,

and urban dwellers learn invaluable information about conservation, soil health, wildlife habitat, and native plants, to name a few. The collaboration provides education and guidance at many events in the area. OSU and Polk SWCD also publish a quarterly publication called “Cultivating” that features all kinds of topics about noxious weeds, agritourism, home and garden, local events, and more. During this year’s fair, there will be a wide variety of activities for all ages, including OSU Extension’s Food Safety Specialist, who will be teaching a class on lacto-fermenting pickles. Master Gardeners will answer questions and conduct a plant clinic and herb cultivating class where free herbs will be gifted to eager students. A local beekeeper will give a demonstration during which the audience can watch, through a glass panel, bees making honey in the hive. There will also be areas where kids will be able to dissect owl pellets to learn more about what owls eat, and they can also learn more about pollination while creating animal masks. Finally, there will be an appearance by national star Caesar the No Drama Llama, “the World’s Friendliest Llama,” who always draws the largest audience. Caesar will be
there for hugs and pictures. Attendees can also make DIY seed balls with native flowers to take home and scatter, and OSU SNAP specialist will be there with a bicycle blender. As Hayley White, Small Farms Outreach Coordinator, explained, “It’s lots of fun, while learning about eating healthy…ride a bike while you make a nutritious drink!” There will
even be a Selfie Station for anyone wanting to commemorate the day. And finally, folks can play Pollinator Bingo, as well as take a class and learn more about why birds have so many different beaks and the purpose of all those different sizes and shapes. OREGON TRACTOR PULLERS ASSOCIATION BY OLIVE GALLAGHER
Mark your calendars and rev up your engines, folks, the fun and pulling action are about to start! On Saturday, August 13 at 1 p.m., in the main arena at the Polk County Fair, the Oregon Tractor Pullers Association (OTPA) will be putting on their annual competitive pulling event that’s guaranteed to excite the entire family, from toddlers to grandparents. Tractor pull clubs are found all across the country, and for years have conducted contests where tractors in multiple classes pull a progressive weight sled down a 300-feet track.

The farther the tractor travels the heavier the sled becomes, and thus more difficult to pull; the results are judged purely on distance, not time. OTPA is focused on promoting agricultural history and appreciation of antique tractors in a fun, family-oriented, and competitive environment. In any competition, the real question is always what separates the top winner from the bottom. In tractor pulling, tractors are separated into classes based on weight and the allowed speed in each class. It takes the perfect recipe within the allowed rules of weight balance of the tractor (i.e. where the weight is placed), tire pressure,
engine tuning, gearing, and driver skill, to finish on top of the podium. Founded in 1994 as a 501(c)(3) nonprofit, OTPA is committed to providing family-oriented events for the general community. Along with farm tractors, they also offer garden tractor pulling that has become very popular among kids and adults alike who get to compete pulling a smaller, dedicated garden tractor sled. OTPA has been blessed to have a very strong, proactive board of directors, and in 2017, an impactful decision was made to purchase their own sled, fueled by a desire to be more autonomous and do more to benefit the community. They established a community fund started on a whim with a $1000 raffle ticket from an event, which was generously turned back to OTPA and then paid forward to assist the Detroit community reeling from the wildfires. By the time that community effort finished, nearly $5000 was donated to help those in need. OTPA then established a $500 scholarship fund,
awarded each year to a student entering studies in an agricultural or mechanical field. Today, one of the OTPA’s biggest sponsors who provides annual support is Cascade Farm & Outdoor, a branch of BiMart. When the company has a store event, the OTPA is often invited to put on a display of tractors for the public. Don’t miss this special day and see these farm tractors and garden tractors in action. OTPA will be providing entertainment for the crowds during mid-day, and the whole family will get to see everything from stock tractors to those decked out with chrome. attend. Whether it’s the booths or the exhibits, the entertainment or the rides, the animals or the vast quantities of mouth-watering delicacies available; we all love going to the fair. Regardless of your own preferences, there is always something to enjoy. And without a doubt, one of the most exciting and
well-attended events here at the Polk County Annual Fair is the rodeo. This year’s rodeo will be one for the record books, folks. Now that restrictions have eased up regarding the pandemic, Wild West Events Inc., in partnership with Longhorn Productions, has one heck of a line-up planned for all of us. Owner of Wild West Events Inc., Wayne White, indicated they have bulls that will “jump six feet up in the air, turn wrong-side out, and spin so fast they’ll make a cowboy look like a frog in a blender!” He also likened the event to NASCAR, except that instead of having an accident every once in a while, they promise to have one every eight seconds. Wayne, along with his wife Evie, have been doing this for 40 years, and he couldn’t be more excited to be presenting this year’s show. Wayne’s expertise regarding the industry, and his enthusiasm for the rodeo, is truly inspiring. When I had the privilege of speaking with him, he referenced the old adage, “Do what you love, and you’ll never work a day in your life.” He applied that to his own situation, and I didn’t doubt his veracity for one minute.
He lives and breathes this stuff, and now his daughter and her husband have joined the fray. Longhorn Productions is owned and operated by Phil and Courtney Long (Wayne’s son-in-law and daughter). Together they are a formidable team, bringing in literally everything for the show: the arena, the sound-system, the horses, the bulls, and the contestants. They do it all. And Wayne himself does the announcing, so be prepared to do some laughing in between all of your amazed “oohs and ahhs.”

While fair season means something a little different for each of us, for most of us it typically involves some combination of the following: stuffing our faces with hand-dipped corn dogs or other such culinary wizardry, enjoying rides, playing games, or checking out all of the fun and exciting exhibits. Who doesn’t get a kick out of eating a fried Twinkie while walking through the animal enclosures to a chorus of oinking, bleating, and mooing? It’s something we look forward to all year. For all of those people—especially the kids—who participate in the 4-H programs and present so much of the content we love to see, the Fair is “The Big Show.” This is the culmination of months and months of hard work and dedication. This is their chance to shine, and shine they do! Whether it’s to display their skills
in the fine arts, agricultural sciences, or engineering and technology, these kids are eager participants and ready to engage. At the annual Polk County Fair, visitors are highly encouraged to ask questions and interact with the kids in the program. It’s actually an integral part of the process for them, learning how to articulate and
share their expertise and enthusiasm with the public, so choke down that elephant ear and introduce yourself. I had the pleasure of speaking with Samantha Bagby, a local leader in the 4-H program for 21 years. Although this year she is focusing on being a mom, supporting her own kids and the club she leads, the Willamette Valley Showstoppers, for the last 21 years she has been the Barn Superintendent for the Fair. She is one of those folks who puts in the hours, working tirelessly behind the scenes organizing and managing the events, and making sure everyone has a good time. We have Samantha to thank for many of the opportunities our local 4-H kids have had over the last couple of decades.

One of the most fascinating things I learned while speaking with Samantha was just how exceptional the 4-H organization really is. The four Hs are: Head, Heart, Hands, and Health, and their mission, as noted on the 4-H website, is to give all young people access to opportunity. They embrace the fact that children are our future, and have faith in their potential. Through life-changing programs, they have helped empower nearly six million youths to address critical issues in their local communities, to engage in civil discourse, and to advocate for equity and inclusivity for us all. It’s truly an amazing organization, which demands no less than our utmost respect and support. Samantha herself grew up in 4-H. She has lived on a farm her entire life, and started competing against her older siblings showing goats at the Polk County Fair when she was just a little girl. All these years later, she is still a huge supporter (and leader) of the organization, and has her own children involved in it. She had nothing but praise for the program, the kids involved, the organizers at the fairgrounds, and the Fair itself. Don’t miss the annual Polk County Fair. Full Steam Ahead S.T.E.A.M. MACHINE ENGAGES MINDS

The S.T.E.A.M. Machine is at the annual Polk County Fair! Come down to check it out, learn more about the programs, and participate in some fun, creative activities. According to Snapology.com, S.T.E.A.M. is an acronym which stands for Science, Technology, Engineering, Art, and Math. As a movement which began in 2004, it
seeks to educate children by engaging their whole minds—both the analytic left hemisphere and the innovative right—when solving problems. They employ various methods of teaching that incorporate hands-on activities from the five areas to ignite children’s creativity, boost their confidence, and teach them the importance of working well with others. Arguments have been made for decades suggesting that the human
mind more effectively retains information when critical thinking is implemented. The more senses engaged in the process, and the more hands-on the approach, the better the understanding of the subject. The S.T.E.A.M. Machine, brought to us by Jamie Richardson, Executive Director of the Dallas Community School, is a mobile makerspace. It is designed specifically to integrate all of these various elements, engage children in fun and exciting educational activities, and present it all to them in a unique and convenient way. Instead of having to take everyone on a field trip to OMSI, they bring all of the science and technology to you! Jamie is incredibly enthusiastic about the project. Originally inspired by the FutureBus, a very similar concept developed by the Beaverton School District, the S.T.E.A.M. Machine has only been in existence

since 2020. With COVID shutting everything down shortly thereafter, they’ve barely had a chance to introduce it to the public. Jamie is thrilled to have a spot at the Fair where kids can come, look at the bus (a repurposed shuttle), and participate in some interesting demonstrations, hands-on arts and crafts activities, and design challenges as well. The two big tech gadgets on board, which are the biggest draw, are their 3D Printer and Laser Cutter. While those machines typically take a little longer to complete projects than what will be available to visitors at the Fair, demonstrations will still show what the bus is capable of
under normal circumstances. On hand during the Fair, there will also be student ambassadors to answer questions and assist with the projects. The idea is not to simply help children learn by engaging in the variety of projects onboard the bus, but also to encourage leadership and confidence so that they can teach others. As Corporate America evolves, we are becoming more reliant on technology while simultaneously becoming more reliant on our workforce to understand and manage that technology. These things seem diametrically opposed; science and technology on the one side, and arts and humanities on the other, but it is
exactly where they intersect that the key to success is found. The S.T.E.A.M. Machine teaches kids to work cooperatively towards common goals, towards finding “the key,” and it teaches them how to do it on their own. After all, it’s usually in trial and error, mistakes, and even failure, where the answers are found. Rote memorization is only so effective. Although schools continue to teach these methods, there are better ways to learn. Support your community by coming to the Polk County Fair, and while you’re there, stop by the S.T.E.A.M. Machine. It promises to ignite imaginations, spark creativity, and revolutionize learning!

Ever dreamed of standing on a stage and performing your heart out for a live audience, along with the incredible opportunity of winning a cash prize, this is your big chance. On Friday, August 12, starting at 5 p.m., you will have the chance to dance, tell jokes, play an instrument, perform a magic trick, or sing a song you’ve written for a live audience, and maybe even win a cash prize. The Talent Showcase — supervised and managed by the GFWC Polk County Service Club, a member of the national organization General Federation of Women’s Clubs (GFWC) — will take place once again this year at the exciting Polk County Fair. The term “amateur” is defined as anyone whose never received compensation for any performance in which they are competing. The performers will compete in three age categories: “children” ranges
from 3 to 10 years old; “youth” ranges from 11 to 17; and “adults” from 18 up to, well, there’s no limitation after that. Anyone performing receives one free entrance ticket along with one extra free ticket and a parking pass. All amateur performers are welcome, including solo singers, solo dancers, groups of singers or dancers, solo musicians, songwriters, bands,

magicians, and comedians. Anyone who is a resident of Oregon qualifies to compete, all acts may last only five minutes, and since it’s a family show, all materials and costumes should be “appropriate.” In addition, if there is a difference in age within a performing group, the group will be placed in the category of the oldest person. While this wonderful event has been supervised by the Polk County Service Club since 2015, the clubs’ origins are, in themselves, quite fascinating. The first women’s club, known as the Civic Improvement Club of Independence, was founded in 1914, and their first mission was literally to work together to clean up the town of Independence. Today, managing this wonderful event is just one of the key activities of this remarkable organization. The Talent Showcase is free to anyone who has already purchased a general entry ticket to the Fair, and the event will feature a raised stage, audience seating, a sound system provided by the personnel of the Polk County Fair in compliance with the state of Oregon, and Vidal Pena, a well-known person from the area, will act as the evening’s emcee. It’s also not an uncommon sight to see some of the older performers encouraging and supporting the little

ones as they prepare to conquer the legendary butterflies and step out onto the stage. The show will start promptly at 5 p.m. The children’s category will perform from 5 to 6 p.m., followed by youth from 6 to 7 p.m., and ending with the adult category beginning at 7 p.m. According to Heather Thomas, the president of GFWC Polk County Service Club of
the event, “It will go on for however long it takes.” However, the show will at least start promptly, so come and get your seats early. The cash prizes, provided to the winners in each category and announced and awarded that night, are funded by the Board of Trustees of the Polk County Fair. For the children’s division, first prize is $100; second, $50; and third, $25. For the
youth division, first prize is $250, second, $150; third, $75. Finally, for the adult division, first prize is $500; second, $250; third, $100. Along with these amazing cash prizes, the winners will also receive a gold, silver, or bronze medallion provided by the club. In addition, everyone who participates in the show will receive a certificate of participation.

Historical Affair MARKING 130 YEARS OF FUN AND MEMORIES

It’s the highlight of every August in Polk County, and has been for over a century. I’m talking, of course, about the Polk County Fair, the crown jewel of the Dallas area’s summer events calendar, and a source of fun, nostalgia, fond memories, and guiltypleasure food. But before the mind-bending taste configurations of the food court, before the bright lights and bucking broncs, there was simply the Polk County Fair: A few prize pumpkins, some vegetables and pies, maybe a school project or two from a local youngster — and the chance to celebrate a well-spent summer of hard work and labor. The roots of the Polk County Fairgrounds go deep. The first fair, described as a “meeting of the Polk

County Fair Association,” was staged in mid-September 1892 between Independence and Monmouth on grounds built for the occasion. The highlight of the event in those days were horse races, and the Polk County Fair Association spent more than $8,000 to purchase the land and build the track, 70 stables, stalls, water tanks, fencing, and a grandstand capable of accommodating 2,500 people. A reporter for The Oregonian visited the site 130 years ago on opening day and recounted it this way: “In company with J.W. Kirkland, the president of the association, your correspondent visited the grounds and the busy scene augurs well for the success of the first meeting,” he wrote. “Although a large force of carpenters and laborers has been at work for several weeks, the piles
of lumber and continued activity indicate that much work yet remains to be done.” Still, the racetrack itself was “in splendid condition,” the writer noted, and the 2,400-square-foot pavilion for the display of merchandise, ag products, and machinery was said to be “well filled.” The races opened for the first time Sept. 20, 1892, despite a “fine rain” that muddied the track and slowed performances for the more than 60 horses and riders. Dog racing was soon added, as the Polk County track joined the circuit of the Portland Speed and Driving Association in 1893. The weather was much more cooperative that year, newspapers of the day recorded. “The weather has been delightful, the attendance large and the gate receipts very satisfactory,” a reporter noted on September 24, 1893. “Today’s races were the best of the [fair]. There were five on the programme, and from noon until 6 o’clock, nothing dragged.” Dignitaries at the 1893 Fair included Multnomah County Clerk T.C. Powell, Oregon State Printer Frank C. Baker, Customs Collector T.J. Black, and U.S. Marshal Grady, then a well-known lawman. The following year, he’d find himself at the center of a colorful episode spanning several days in which he confronted more than 500 members of “Coxey’s Army,” a group protesting widespread unemployment and the Panic of 1893, that illegally occupied a railyard in Troutdale. By 1907, the Fair had relocated northwest to Dallas and absorbed a new element: the School Children’s Fair, featuring more than 1,200 exhibits from local youngsters. “It is not often that school children have the honor of a whole County Fair to themselves, but so it was in the Polk County Fair just held at Dallas,” The Oregonian recounted. “This is the second fair held by these wide-awake boys and girls,
each time with splendid results. So beautiful a display of vegetables, flowers, canned fruits and jellies, and sewing of all classes that the many visitors concluded that Polk County produced splendid crops and still more splendid boys and girls.” Still another element was added in 1912, one that’s a head-scratcher as to its delayed arrival. Prior to that year, all agricultural exhibits at the then-
called “Polk County Harvest Festival” had been only of the floral variety. This, despite Polk County being home to nearly onethird of the state’s livestock, particularly Angora goats, causing the area to recognized as the “mohair center of the world,” according to The Oregonian. The 1912 Fair also featured a major “aeroplane” exhibit and several flyovers by expert aviators. The stocks sold in 1913 were used to build a new fairgrounds in Dallas, and a new barn and pavilion were added in 1924 on land donated by the city. The nomadic event was relocated again in 1938 to Monmouth, where it was held in a tent next to City Hall for two years,
before being moved yet again, this time to the grandstand of the Oregon State College of Education — its home until 1952. The Fair’s present 20-acre site in Rickreall was purchased by H.A. Dempsey and George Esau in 1949. The main exhibit building and first barn were constructed in 1953, in time for that year’s Fair, which was held in August. The grounds would continue to expand and evolve over the decades (see timeline on pages 42–43). Throughout the years, the history of the Polk County Fair is one of an event and a place that continues to grow, improve, and change with the times. But it is also a story of good people recognizing the value of hard work and agriculture, and coming together as a community to celebrate life’s blessings and accomplishments. And that is a story with no end.

Demolished Dairy Barn and Bingo Booth. Fixed septic pipe at south end of Main Building. New doors on south end of Main Building. Placed pocket door between main and textile rooms.
2016 Remodeled Board Room. Old concrete removed; rock and pavers put in for new patio with donated labor from Russ Brown Excavating and Scott Andersen.
2017 Back-up generator for Main Building installed. New caretakers home constructed in front of Fairgrounds. Two maple trees donated by Mark Fancy and planted at north end of Beef Barn. Barn bathrooms pressure-washed, scraped, and repainted as an Eagle Scout project by Christian Sarvila. Placed safety gates in between barn and show ring. New barn doors for north end of Beef Barn built by Central FFA. Replaced two gas fryers in kitchen.
2018 Removed old BBA booth; replaced concrete with pavers, and added electric and water for food truck hook-ups. Put in new walkway with pavers at Floral Building. All 20 portable stage pieces taken apart and remodled with new tops and hardware as an Eagle Scout project by Samuel Noack.
2019 Replaced sinks and countertops in Arts & Crafts Building restrooms. Added 750-gallon fuel tank for back-up generator from Emergency Management; grants obtained by Polk County Emergency Manager Dean Bender. Replaced front doors on Arts & Crafts Building. County replaced old tractor. Replaced office equipment and display cases donated by Red Cross. Replaced lights in barns, Buinlding C and parking lot, plus lights on general grounds and out buildings with grant from Energy Trust of Oregon.
