Water Crisis: Knysna Declared Disaster Area
The council has declared the Greater Knysna region a disaster area because of the water crisis.
A er low rainfall this winter and a drier-than-average summer looming ahead, the council took this step to enable it to apply to Provincial and Na onal Government for disaster funding to help the town keep the taps on – and to try to find addi onal water sources.
The council also passed a resolu on at the special mee ng on Tuesday to raise water restric ons from level 3 to the more stringent level 4.
Water tariffs will remain unchanged.
Mayor Thando Ma ka said at the mee ng that these moves were not designed to cause panic.
“This is not Day Zero, but we’re trying to make the community aware that we have a water crisis right across the Garden Route.”
Knysna has not yet published details of level 4 restric ons.
Level 3 water restric ons have been in place since 2017, but apparently have done li le to reduce water use.
Of course it’s not only residents using too much water coupled with low rainfall that has caused the crisis: Knysna’s aging infrastructure is a massive culprit. Every second street seems to have sprung a leak.
Director of Infrastructure Services Regenald Wesso reported that a whopping 48% of water produced by the KM is “lost” – nearly half our en re water supply.
Wesso said that in Dam se Bos, for instance, residents used around 15 to 18 kilolitres an hour
“But they’re losing 30 kilolitres an hour, so they’re losing more than they use. We need to ramp up our leak management. Last week there was a leak was ng eight litres a second that had been there for three years,” Wesso said.
Consultants are “intensifying their efforts” to find leaks, he said.
Another scary disclosure was that although 11,000 households have water meters, only 3,000 pay for their water, meaning 8,000 households are ge ng water totally free.
One reason is that meters can be “bypassed”. It was not clear what this meant, but sounded as if these meters can be jimmied so that households don’t get billed for their water
Wesso said they had a list of the 8,000 water meters that had been “bypassed” and were working hard to get the loca ons.
The municipality must be losing millions this way
Globally, “lost” water is called “non-revenue water” and includes water lost to leaks, to the and to non-payment.
There is a huge difference between water loss in developed countries and in developing countries: Singapore’s loss is only 5%, Denmark 6% and Japan 7%, whereas Chile is 34%, Mexico 51% and Nigeria 72%.
Councillors were not amused at Knysna’s 48% water loss, and said the officials responsible must be held accountable.
“There must be consequences!” said one.
“Heads must roll!” said another.
My shout would have been that Knysna Municipality puts a moratorium on approving large developments un l our water supply is secured and water infrastructure upgraded, and the same goes for our sewerage infrastructure.
You cannot build a func oning town without these basics.
The cracks in the system are a warning.
