Will Dissolving Council Really Solve Knysna’s Problems?
So the Provincial Government is set on disbanding the Knysna Council.
Lots of people are cheering: “Yes! Water crisis, sewage in the lagoon, let’s get rid of these guys”.
But some people I spoke to have raised an important ques on: “How will this bring about fundamental change that will benefit Knysna?”
Good point.
This has been a long me coming, star ng in 2023.
Provincial Government has issued various no ces with objec ves that Knysna Council had to meet. Now Province is saying you’ve had your chance, we intend to dissolve the council and put it under administra on.
An administrator would then make all decisions for three months. I spoke to Knysna’s Speaker Mark Willemse, an Independent, who believes dissolving the council is not the solu on.
“Look, council has been a mess: poor poli cal appointees, court cases, people in charge not competent, huge sewage and solid waste problems, and the last straw was the water crisis with no back-up pumps.
“But to be honest, the council has really se led down in the last three months with a new mayor, deputy mayor and speaker
This mayor understands the quagmire Knysna is in which the previous mayor didn’t,” Willemse said.
However, an administrator can only do so much: he or she s ll has to work within the current budget and cannot change it.
And within 90 days of being under administra on, there have to be elec ons to vote in a new council.
Many believe most of the old councillors will be re-elected, so what would have been achieved?
“Even if there were an en rely new council, there is nothing much they can change. They s ll have to work within the budget. They cannot change that,” says Willemse.
“So no, this is not going to be a game-changer. In fact, it could play into some people’s hands and things might even get worse,” Willemse said.
“What would make a difference is to put Knysna under administra on, but don’t disband the council because right now we have a very precarious peace.”
Plenty needs to change.
MEC Anton Bredell said there have been very few consequences for poor performance in the municipality.
One businessman, who did not want to be named, said councillors are given reports from officials about infrastructure, but don’t ask ques ons or hold officials to account.
An example: we s ll have 17 pump sta ons not working. What have councillors done about that?
“If that happened in business, I would say ‘Give me a proper report in 48 hours and this is what we expect from you’ and they would have to report on everything that was not working, and why, and what they were doing about it,” he said.
He believes one solu on would be public-private partnerships.
“We have unbelievable skills and experience in this town, lots of engineers prepared to assist, to help explain technical stuff to councillors and support them. Let’s park our egos and party poli cs at the door, and we can change things together in 30 days.”
As a businessman, does he support dissolving the council?
“No. With elec ons 90 days a erwards, it will be the same lame duck council again. Nothing would have been achieved.”
