TEXAS BIG FREEZE LOAD-SHEDDING THERE is a funny YouTube video doing the rounds about load-shedding in that giant oil state of Texas.

It’s called “Load-shedding Is Our Latest Export!” A happy chap announces: “First Charlize Theron. Then Trevor Noah. Now Load-Shedding! South Africa keeps on producing world class talent.

Load-Shedding, you started in 2007. No one believed in you Load-Shedding, but you were like: ‘I’m coming!’ and now you’ve made it into Texas! All that neglect, corrup on and mismanagement finally paid off! Keep shining Load-Shedding!

Never forget where you came from!”

There were two factors that caused Texas’ load-shedding: the first was the extreme weather, with parts of Texas colder than Alaska.

This caused a huge spike in hea ng demand and grid operators were forced to impose “rota ng blackouts”. Four million Texans were without electricity.

This second factor was that the fossil fuel power plants in Texas were not designed to withstand extreme cold.

According to Bloomberg’s, instruments froze in the gas and coal industry and 40% to 50% of the en re fossil fuel genera ng capacity failed.

This was coupled with a gas shortage, as shale gas fracking ac vi es came to a halt with 70% of US crews at shale basins unable to work because of the freeze.

There were a lot of fingers pointed at wind power ini ally, accompanied by fake news, in par cular a photograph claiming to have been taken in Texas showing a helicopter “de-icing” a wind turbine. It is true that some Texan turbines did freeze, but it turns out that the photo was taken in 2014 in Sweden. This fake news shot was apparently posted by a “fossil fuel publicist” and shared about 88,000 mes. Oh boy. “Post-truth poli cs” at work.

Wind turbine shutdowns accounted for less than 13% of the Texas blackouts.

Why did normally hot Texas experience such extreme cold?

It has to do with the polar vortex, air that flows in an an -clockwise circle around the polar region, keeping the icy air at the poles. Some mes during the northern winter the polar vortex does a bit of a wobbly, and the winds that normally flow from west to east around the poles weaken, resul ng in a breakdown of the polar vortex. Instead of being “trapped” over the Arc c, this icy air flows south over North America or Europe. It happens several mes a decade.

But here’s the thing: although this phenomenon is not new, some climate researchers say it appears to be happening more frequently, and that this might be linked to climate change and the warming of the Arc c.

Others say there is li le evidence.

I liked the report by the NOAA in the US that says although the exact causes of the polar vortex disrup ons are s ll only par ally understood, their link with unusual weather condi ons in the Arc c and in regions to the south “is plain”.

So: Texas burns huge amounts of fossil fuels that produce carbon that causes climate change that may affect the polar vortex that in turn makes Texas freeze and shut down fossil fuel plants.

Okay, not science, but a bit of poe c jus ce perhaps?

APPLICATIONS FOR APPOINTMENT OF AUDIT COMMITTEE MEMBERS Applica ons are hereby invited from suitable candidates to be appointed to fill two vacancies in the Knysna Municipality’s Audit Commi ee for a three-year term, with possible renewal depending on performance. The vacancies are for: • An individual with financial exper se (accoun ng exper se will be an added advantage) • An individual with Community understanding (see below).

In terms of the MFMA and the Audit Commi ee Charter adopted by Council, the independent Audit Commi ee should meet as o en as is required to perform its func ons but at least four mes a year as a commi ee. However, it usually meets about ten to twelve mes per year and, in addi on, members are expected to share the task of a ending Council mee ngs and Council commi ee and other relevant municipal mee ngs to keep the Audit Commi ee apprised of important developments in the Municipality. The Audit Commi ee is required, amongst other tasks, to advise Council, its office bearers and the Municipality’s officials on: 1. Financial control and internal audits, 2. Risk management, 3. Accoun ng policies, 4. The adequacy, reliability and accuracy of financial repor ng and informa on, 5. Performance management, 6. Effec ve governance, 7. Compliance with the MFMA, the Annual Division of Revenue Act and any other applicable legisla on, 8. Performance evalua on, 9. Informa on and communica on technology, and 10. Any other issues referred to the Commi ee by the Municipal Council.

The Audit Commi ee further reviews the Council’s annual financial statements, responds to issues raised in the AuditorGeneral’s annual audit report, carries out certain inves ga ons and performs other func ons commissioned by Council.

The Audit Commi ee also carries out the func ons of the Performance Audit Commi ee To qualify as a member, a person should be reasonably financially literate and available to a end Commi ee mee ngs and mee ngs of the Council, por olio commi ees, officials and other persons during office hours.

The Audit Commi ee should at least include: • Two members who should preferably have sound financial knowledge; • A member with sound performance management knowledge; • A member who has the necessary standing and exper se to provide the Municipality with assurance that the risks are being appropriately managed; • A member who has sound legal knowledge; • A member who has a sound knowledge and experience of local government Informa on Technology systems and structures; and • A member who has community understanding (have experience in community involvement, e.g. former municipal councillor, member of a ward commi ee, municipal employee etc.)

Some members may have skills that cover more than one of the categories set out immediately above.

Applicants must reside or own property in the Knysna Area. Preference will be given to members of previously disadvantaged groups.

A monthly remunera on is payable to members of the Audit Commi ee for the rendering of their services.

NB. A person appointed to the Audit Commi ee may not have any business or contractual dealings with the Knysna Municipality. This is to ensure that the Audit Commi ee members remain independent during the period of appointment on the Audit Commi ee.
