at Action Ads AM not a smoker, but I think the government’s about-turn on cigare es was not well thought out. Why did it decide to con nue the ban on cigare e sales during the already severe stress of indefinite lockdown? We all know that smoking is bad for one’s health. If governments worldwide were to embark on a concerted, sustained, effec ve mission to reduce cigare e addic on over me, I am sure it would be met with massive approval, including from many smokers. But they have not. All over the world cigare es con nue to be sold as a legal drug. So why, when people are forced to be shut in their homes for weeks during lockdown, when many are facing serious economic problems watching their businesses go down the tubes, when many have lost their jobs, why does government put an added stress on millions of smokers by taking away their cigare es during such a difficult me? The reasons from government are not convincing. One was because of a risk of spreading Covid-19 from sharing cigare es. Well, that is really weak. Another was that it had received over 2 000 complaints from the public a er President Cyril Ramaphosa announced that the ban on selling cigare es would be li ed under level four lockdown. But government did not ask for comment on its sudden decision to do a U-turn and retain the ban. If it had, one can be pre y sure many smokers would have said: “Li the ban”. A pe on to do so has apparently already got half a million signatures. The other reason government gave was that smoking could exacerbate the Covid-19 pandemic. Where is the evidence? One can understand that people whose lungs have been damaged by smoking are more likely to be suscep ble to respiratory illness, but where is the evidence that preven ng them from smoking for a few weeks during the pandemic will improve their chances of not ge ng the disease? On the other hand, banning cigare e sales increases stress on smokers in an already stressful situa on. We know that nico ne withdrawal can cause anxiety, stress, depression and irritability. I would not be surprised if the cigare e sales ban has contributed to the reported spike in domes c violence during the coronavirus lockdown. There are other nega ves. The tax lost in April alone from the ban was around R400m. Then there is the rise in criminality as smokers move to the black market to sa sfy their craving. Now the tobacco industry has taken legal ac on against the government. The Fair Trade Independent Tobacco Associa on filed court papers on Monday which argued there was no basis for the government’s conten on that the prohibi on of cigare e sales was related to comba ng the Covid-19 virus, nor had it shown how the ban would help prevent the spread of the virus. Don’t get me wrong: I wish no one in the world smoked and would back governments all the way to get smoking off the planet. But to put a ban on cigare e sales during one of the most stressful global events of our me in the hopes that it will somehow lessen the pandemic, is misguided.
