t feels amazing to be gathering again, sans Zoom, after such a long period of separation. It is fitting that our friends, including top leadership from the cruise and cargo industries, our scholars, folks traveling from the Caribbean, Europe, and across Florida, are here to celebrate two distinguished honorees, Alyse Lisk, SVP Technology and Operational Excellence at TOTE; and the Caribbean shipping stalwart, Harriat Maragh, Chairman, The Lannaman & Morris Group of Companies.

Highlighting some of what you’ve helped us accomplish this year:

A record number of scholarships awards, including Covid relief grants; we held our second Maritime Link-up Webinar; donated laptops to help students study remotely; and are building a virtual job board platform to promote our scholars and graduates to prospective employers. With the leadership of Rick Murell, we are also working to get critical time at sea for our scholars.

But honestly, it surprised me when, without hesitation, Rick Murrell, CEO/ President, Saltchuk Logistics; Michael Bayley, President Royal Caribbean International, Remy Vyzelman, Chairman, Integra Marine & Freight Services/DP World, agreed to be presenters at the 2020 webinar which attracted over 500 participants. Not because I felt they wouldn’t be interested, but because this was during the first months of the pandemic, and they were under enormous pressure. This showed the real commitment of these leaders to our youth, and the ACMF will forever honor them. I know that Carlos Croston, Acting President of the Caribbean Shipping Association, who also presented, joins me in thanking them. In 2021, we featured our distinguished honoree, Alyse Lisk, SVP Technology and Operational Excellence at TOTE, as webinar speaker. Over one hundred students, teachers, and professionals from across the Caribbean were in attendance. Girls got a much-needed opportunity to hear from a female leader in the sector.

Today, I join with the American Caribbean Maritime Foundation (ACMF) in celebrating its achievements.

The Foundation has made significant contributions to the development of the maritime sector. Indeed, the Foundation’s Anchor Awards is a fitting platform to honour and pay tribute to your distinguished honorees who have served the ACMF as critical stakeholders in its operations.

Undoubtedly, the Maritime sector is vital to several sectors and economies, not only in Jamaica. Through the efforts of the ACMF, there has been continuous support of education and the next generation of Caribbean maritime professionals, port managers and leaders in the industry.

In that regard, the Government commends the Foundation for its continued support of the work of the Caribbean Maritime University (CMU). Indeed ACMF has been steadfast in its mission to alleviate poverty and transform lives in the Caribbean through maritime education and community development. Since the launch of the Foundation in 2016, ACMF has provided over 40 full tuition scholarships and grants including 30 awards for students to study at the CMU. Since the COVID-19 pandemic has hit the Caribbean, the education sector has been one of the most impacted and the Government is grateful for the Foundation's assistance in establishing a COVID Relief Fund, donating learning devices to several students as well as grants to those nearing the end of their final semester of classes.

My Administration continues to support the regional strategy to increase the development of the Maritime sector and we thank ACMF for its continued efforts.

I use this opportunity to once again congratulate the ACMF Board of Directors, your donors, partners and this year’s honorees, Mr Harriat Maragh, CEO of Lannaman and Morris Shipping Limited (posthumous) and Ms Alyse Lisk, Senior Vice President of TOTE Marine Shipping.

he Bahamian and Caribbean people have given and shared so much with the world’s maritime sector and your generous support serves as both a meaningful acknowledgement and sincere effort to ensure continuity and resilience within these communities.

Education, opportunity, and mentorship are urgently need throughout the region and the ACMF scholarships are an effective means to support continued growth and pride within our young men and women.

It is my honour to salute our inspiring 2021 Anchor Award recipients – Alyse Lysk and Harriat Maragh (posthumously) - the scholarship students, and the generous donors whose support ensures the inclusion of more Caribbean nationals in the global maritime industry. Caribbean Cadets Need Sea Time: An Essential Component For Their Success

ur Foundation’s mission is to alleviate poverty and transform lives through maritime training, and in three years it has helped over fifty financially challenged but deserving students, many of whom intend to find careers at sea.

In our industry, a graduate degree or diploma in marine engineering or navigation is but the first step in the process of securing the necessary qualification for employment on ships. Each graduate must spend a year at sea as a cadet, earning practical experience under supervision of an officer, following the guidelines set out in the Standards of Training Certification and Watchkeeping (STCW) before returning to school to sit exams for the Certificate of Competency.

At a time when the shipping industry anticipates a chronic shortage of seagoing officers within three years, supporting the education of Caribbean officers would seem to be a sound investment.

Yet securing sponsorship from a shipping line or shipowner to work as a cadet aboard ship can be a huge challenge, and this is not just a Caribbean

problem. Worldwide, shipowners have been lax in preparing young men for careers at sea.

Our Foundation recognizes this as a major impediment to the development of a Caribbean officer corps, and has been working with shipowners to establish a cadet program for our graduates, notably with Rick Murrell, CEO and President, Saltchuk Logistics.

“Maritime cadets need time at sea. Armed with academic success, the Caribbean cadets have to have time at sea in order to work on board a ship.

I am calling on all vessel operators in the Caribbean Region to work with the non-profit American Caribbean Maritime Foundation (ACMF) to secure on-board time and experience for these deserving young Caribbean mariners,” says Mr. Murrell.

A web-based jobs board is also being created to provide easy access to information on our graduates as well as available postings, sponsorships and cadet opportunities. But there is much that remains to be done, and we invite the participation of interested shipowners and cruise lines.

AT THE FOREFRONT OF MARITIME CLIMATE ACTION IN THE CARIBBEAN

The MariƟme Technology CooperaƟon Centre for the Caribbean (MTCC Caribbean) was established as 1 of 5 MTCCs within the Global MTCC Network (GMN) Project, with other Centres established in Asia, Africa, La�n America and the Pacic. Funded by the European Union and implemented by the Interna�onal Mari�me Organiza�on (IMO), the GMN aims to promote technology coopera�on and capacity building within the mari�me sector to improve mari�me energy efficiency and help navigate shipping into a lowcarbon future.

MTCC CARIBBEAN’S FOCUS IN THE REGION In line with this aim, MTCC Caribbean’s core objec�ves focus on forging partnerships for mari�me climate ac�on coopera�on, promo�ng green technology uptake, and building capacity to achieve compliance with MARPOL Annex VI. Since its incep�on in December 2016, the MTCC has successfully achieved its objec�ves for the 16 mari�me administra�ons under its purview.

MTCC Caribbean’s Capacity Building ac�vi�es spanning the period 2017-2021 have reached an aggregate of over 1200 face-toface and online par�cipants comprising mari�me administra�ons, private sector organi-

sa�ons and academia. The two pilot projects; Uptake of Ship Energy-Efficient Technologies and Opera�ons, and Fuel Consump�on Data Collec�on and Repor�ng in Line with IMO Regula�ons, have led to the establishment of the rst Online Voluntary Repor�ng System in the region, providing a database for the sixteen (16) Mari�me Administra�ons, in addi�on to developing a regional network for coopera�on in mari�me climate ac�on.

Moreover, this has created a scien�c founda�on for policy makers and solu�on providers to be�er tailor their interven�on strategies to support MARPOL Annex VI implementa�on and the crea�on of an enabling environment for technology uptake.

MTCC CARIBBEAN’S HOST INSTITUTE MTCC Caribbean con�nues to be proudly hosted by The University of Trinidad & Tobago’s (UTT) Centre for Mari�me and Ocean Studies (CMOS). CMOS is home to several interna�onally accredited and recognized undergraduate and postgraduate programmes covering a range of disciplines.

These include Diplomas in Naviga�on and Marine Engineering, leading to seafaring careers, that have been accredited by the

UK’s Mari�me and Coastguard Agency (MCA). These programmes provide aspiring seafarers with the skills, competence and required sea �me to obtain a Cer�cate of Competency at the Opera�onal level under the STCW Code.

CMOS also offers shoreside programmes focusing on mari�me opera�ons at both the Bachelor’s and Master’s levels, which are accredited by the Ins�tute of Marine Engineering, Science and Technology (IMarEST); in addi�on to a host of short courses that cater to the opera�onal needs of the global mari�me industry. To date, CMOS has produced 486 graduates from its seafarer and shore-based programmes, and cer�ed over 4,000 short course par�cipants.

Supported by its host ins�tute, MTCC Caribbean stands ready to con�nue assis�ng countries in the Caribbean in naviga�ng towards decarbonised mari�me shipping.

Honoree Alyse Lisk SVP, Technology & Operational Excellence TOTE, LLC

A

lyse Lisk was named Senior Vice President of Technology and Operational Excellence for TOTE in October 2018. In this role, she is responsible for ensuring operational excellence throughout the TOTE organization – including TOTE Services, TOTE Maritime Alaska and TOTE Maritime Puerto Rico – with a focus on continuous improvement that leverages technology, people and process. She is also responsible for overseeing the effectiveness and security of technology resources within the TOTE organization, managing systems that enhance safety, operational excellence and customer service.

Lisk joined TOTE in October 2011, where she served as Vice President of Cargo Services for seven years.

Prior to joining TOTE, Lisk was Vice President of Market Management for the Transportation Division at Yusen Logistics, formerly known as NYK Logistics. She began her career in transportation logistics at A.P. Moller-Maersk more than 20 years ago, advancing her way through various positions of increasing responsibility.

A native of Milford, Penn., Lisk graduated from Wells College with a BS in Fine Art, English, and Italian. Lisk currently serves on the American Red Cross Northeast Florida Chapter board of directors. She resides in St. Augustine, FL with her husband Greg and their two children.

Honoree Harriat Pershad Maragh

Chairman Lannaman & Morris Group of Companies (Posthumous)

A “

big heart; a warm smile; a gentle manner” – these qualities immediately come to mind at the mention of the name Harriat Pershad Maragh, affectionately known as “Harry” throughout the Caribbean. Harry’s selfless sense of responsibility was evident from his early years when, upon receiving news of his mother’s illness, he interrupted his university education overseas in the early 1970s, to return to Jamaica and help support his family. He started with R. S. Gamble (a local shipping firm) and moved on to become a validating/traffic clerk with Lannaman & Morris in 1977.

After the retirement of the then owners of Lannaman, he became the owner and Chairman/CEO of the Lannaman & Morris Group of Companies which he transformed into the Caribbean’s most diversified shipping company, and which became the leading cruise agent representing in excess of 75 % of all cruise that calls at Jamaican ports. He was instrumental in forging a new ownership/leadership paradigm for Kingston Wharves Limited (KWL) that resulted in that company becoming a top performer on the Jamaica Stock Exchange and the Caribbean’s leading Multipurpose Port. The development and growth of Seafreight Shipping

Lines owes much to his stewardship, as Chairman and major investor, that saw that shipping line becoming the first and largest owned and managed by Caribbean nationals before being sold.

Mr. Maragh served as President of the Shipping Association of Jamaica (SAJ) from 2003 to 2006.

It was during his leadership that the SAJ made a substantial contribution in both financing and manpower toward the certifying of the Port of Kingston under the International Ship and Port Facility Security Code (ISPS), thereby making Kingston one of the first ports in the western hemisphere to qualify for such world-class certification.

He also had great faith in our youth. His strong and consistent support to the Caribbean Maritime University (CMU) continues today through his family and companies. His wife, Charmaine, continues his legacy of mentorship and assistance to the new generation of shipping professionals. In recognition of his outstanding professional accomplishments and contribution to the development of the Jamaican and Caribbean Shipping Industry, the Shipping Association of Jamaica, paid tribute to Mr. Harriat Pershad Maragh in 2019.

DYNAMICS OF A NEVER-ENDING QUEST T

he quest for making computer systems of the maritime industry – and all they control – secure against illicit and dangerous intrusions is neverending. This is the case because human ingenuity is diligently at work in a game of strategy and deception, where the payoffs can be in the billions of dollars – as illicit gain or loss avoidance.

In the movie, “Catch Me If You Can”, starring Leonardo DiCaprio and Tom Hanks, you will recall the extraordinary ability of Frank Abagnale Jr, the real-life man DiCaprio portrays, to impersonate and deceive supposed peers, ranging from doctors to airline pilots.

Abagnale, now a security consultant, makes two key observations: First, technology has actually facilitated the perpetration of fraudulent schemes. Second, all cybercrimes are enabled by someone who did something wrong, or failed to do something he or she should have done.

FOCUSED While not specifically focused on maritime sector, the National Cyber Security Index (NCSI) is a reasonable gauge of cybersecurity status among island nations in the Caribbean. It is useful to get an indication of where the region stands relative to other countries in the world, particularly island nations. See graph on the opposite page.

respective indices of cybersecurity, digital development and rank among the 160 countries for which data is collected. The region has an average rank of 127 (the higher the ranking the lower are the cybersecurity capabilities) out of the aforementioned total of 160 countries in the index. A selection of other small island economies, including Singapore, Iceland, and Cyprus had a much lower average score of 49.

The data illustrated clearly suggests the need to raise cybersecurity capabilities of the region.

Cybersecurity proceeds at two levels: The individual business or public entity, a micro perspective and a collective, or macro, effort aimed at promulgating and enforcing community-wide protocols.

Employee (and public) awareness of potential breaches of security is critical for developing effective systems of cybersecurity. Abagnale’s admonition cited above is mirrored in the words of Cynthia Hudson, CEO, and her team at HudsonAnalytix, a cybersecurity consultancy, based in Cherry Hill, New Jersey: “Awareness is the first step,” she stresses. “Without an awareness of the threat and the extent of it, there is little incentive to investment in cybersecurity – and what is invested will have little impact.”

The second step Hudson notes is the need for an assessment. Because cyber threats adapt and evolve, a cybersecurity protocol must be based on an ongoing assessment. An assessment implemented five years ago, is unlikely to stand the test of sophisticated hackers of today.

THIRD STEP “Education and training provide the third step of building an effective cybersecurity system,” Hudson emphasized. Team member Marc Smith, Chief Operations Officer, adds, “Almost all breaches of security start with an unguarded response to a seemingly innocuous, routine inquiry from a hacker.”

Andrew Baskin, Vice President and General Counsel at HudsonAnalytix, cites the example, all too common, that once a hacker becomes part of the network of contacts within the company data base, the hacker can at an opportune time submit a fake invoice that is errantly processed by accounts payable.

After the first three steps in building the firewall, implementation is a combination of using the investment in human capital and the requisite software, to activate the system. Importantly, the full system is composed of both the investment in human capital and physical capital (the software and hardware). The one will not work well without the other.

In this regard, I interviewed Juan Carlos Croston, President of the Caribbean Shipping Association (CSA) to draw upon his perspective as its chief executive.

Croston notes there is yet insufficient incentive within the industry for companies, ports, and government agencies to coordinate their cybersecurity efforts. The issue is often one of reluctance to divulge proprietary or competitive information.

Further, entities within the industry may be hesitant to make significant changes to their IT system, fearing a major disruption of the system.

“Although these obstacles can be overcome, a foundational system of cybersecurity has yet to be put in place – one that is sustainable over the long term and is permanent in structure and platform attributes,” Croston concludes.

The CSA has a major role in two areas,

education and advocacy, both of which come into play with the cost of investment in cybersecurity – particularly given the Covid-19 crisis. Croston explains, however, that, “Initial investments in cybersecurity don’t need to be, and shouldn’t be, in expensive technologies. Addressing personnel and processes are the first priority.”

INSURABLE Croston discussed the possibility of cybersecurity insurance. He notes, however, this requires “insurable” organizations that have achieved a level of cybersecurity maturity, at which point insurance companies will offer such services.

Collective security starts with individual efforts at the micro level, guided by the comprehensive perspective of macro level (i.e., inherently collective) organizations, such as the CSA and its broadly-based membership.

he ACMF began its scholarship and grants awards program in Jamaica and over the last three years, in addition to Jamaica, have funded students from The Bahamas, St. Vincent and the Grenadines, Grenada, and Trinidad and Tobago. In our short history, we’ve awarded 59 full tuition scholarships and grants, funded the construction of a lecture hall, donated laptops so students could study remotely during the Covid pandemic, provided additional support through special Covid Relief grants, and established two additional academic partnerships with the LJM Maritime Academy in The Bahamas, and The University of Trinidad and Tobago. Cyber Security for the Maritime Transportation Industry:

A Better Approach

The management of risk is a familiar topic to the maritime transportation industry. Approaches are as numerous and varied as the risks themselves.

ood morning ladies and gentlemen. It is indeed a privilege for me to participate at this Maritime Webinar hosted by the American Caribbean Maritime Foundation in association with the University of Trinidad and Tobago, formally themed “Your Education, Your Future: Connecting Caribbean Youth with Job Opportunities in the Blue Economy”.

I take this opportunity to commend the American Caribbean Maritime Foundation (ACMF) which in its short history working with educational institutions such as the University of Trinidad and Tobago, the Caribbean Maritime University of Jamaica (CMU), the LJM Maritime Academy of Bahamas (LJMMA), the Caribbean Association of National Training Authorities, the Women’s Chapter of the International Maritime Organization and the Caribbean Shipping Association has raised the level of maritime awareness and successfully promoted the maritime sector as a career option for aspiring students in the Caribbean.

All of the organizations represented here today can attest to the importance of the maritime industry. For the Caribbean in particular, due to our archipelagic nature, the maritime industry is critical in facilitating the import and export of goods within the region and further afield. It is therefore only logical that our people should be suitably trained and employed throughout the maritime industry, whether on seafaring vessels or in shore-based operations.

For Trinidad and Tobago maritime services play a critical role in supporting our offshore energy sector. As the development of the hydrocarbon industries of countries such as Guyana and Suriname picks up, it is expected that the demand for a range of maritime services will follow suit.

Construction of the nation’s first heavy-lift berth is already underway in Guyana, and similar infrastructure works are being planned for Suriname. These investments and developments in infrastructure need to be accompanied by

commensurate development of human resources.

The Caribbean and particularly the English Speaking Caribbean are coastal states bordering two of the largest marine areas in the world in the form the Caribbean Sea and the Atlantic Ocean. The North America sea route carries the heaviest traffic of all sea routes. These and other sea routes are important to the shipping industry as shipping is the life blood of the global economy.

The international shipping industry is responsible for carriage of 90% of global trade and without shipping, intercontinental trade will not be possible. This global trade is enabled by a global fleet of over 74,000 merchant ships manned by seafarers of virtually every nationality. The worldwide population of seafarers serving on internationally trading merchant ships is estimated at 1,890,000 seafarers.

This region including Latin America is responsible for approximately 10% of global loaded goods. Yet with that volume of traffic the region is grossly underrepresented with respect to personnel employed in the maritime sector.

With projected expansions in seaborne trade, the merchant fleet is projected to exceed 79,000 ships by 2025, which will in turn require increased manpower. It is estimated that there will be a need for an additional 89,510 officers by 2026 to operate the world merchant fleet. Therefore, the industry must significantly increase training and recruitment levels if it is to avoid a serious shortage in the total supply of officers by 2025. Increased collaboration between the industry and training institutions is required to address the manpower shortage, and to provide trained personnel with the skillsets required by the industry.

The skillsets are continuously evolving with the introduction of revolutionary technology such as sensor technology, robotic automation, cloud based internet systems, the movement to megaships and environmentally friendly fuels.

Technology has become an important tool in driving effi-

ciency, reducing greenhouse gas emissions and minimizing waste. However, with the usage of internet based technology the occurrence of digital attacks to networks, systems and programs have elevated the importance of cyber security.

The global shortage in seafarers provides a gilt edged opportunity for UTT, CMU and LJMMA to expand and to adapt their programmes to meet the growing and technology driven needs of the maritime industry.

However, Training Institutions cannot carry the responsibility alone for ensuring that our countries are appropriately represented in the manning of maritime operations. Stakeholders comprising Governments, Regional Shipping Operations and Port Authorities must leverage their influence and/ or authority on shipping operators whose ships traverse the Caribbean Sea, the Panama Canal and the Atlantic Ocean.

As a well-placed transshipment hub, with some of the largest transshipment ports in the world, and heavily used sea routes such as the Panama Canal, it estimated that 60% of the worldwide shipping traffic passes through the Caribbean Sea. As coastal states, we receive the majority of imported goods and services via transportation by sea. Other major commercial activities taking place within the region and which provide great economic benefit to their shareholders include the cruise ship industry, the oil and gas sector and the fuels market. It would be in the interest of these industries to have good relations with the stakeholders in the region.

There is an opportunity here for Governments and Interest Groups to leverage their influence to ensure that these industries provide sustainable employment for our people, and that we capitalize on the opportunities which will enable the building of capacity and diversity in our maritime workforce.

The Government of Trinidad and Tobago has identified the Maritime Sector as a key sector for development with a focus on port operations, ship repair and dry docking, and marine services including off shore bulk transshipment, bunkering, and maritime logistics. The transshipment business accounts for 40% of the country’s Ports activities which average port throughput of 600,000 TEUs, with the energy sector accounting for the highest volumes of imports and exports.

In recognition of the importance of the maritime sector, Government has introduced incentives to stimulate activity

in the industry, such as import duty concessions for locally registered firms engaged in ship building and ship repair, value added tax exemption for repair service for ships engaged in commercial activity and an allowance to companies amounting to uplift of 50% of expenditure incurred in training of employees.

Our jurisdiction over the sector is in line to be enlarged if our current proposal before the United Nations Convention on the Law of the Sea to extend the country’s maritime borders beyond our continental shelf is successful. This will require an increase of our physical and human resources to properly manage the expanded marine resources.

The current activity and the realization of the potential of our maritime sector makes it imperative that we aggressively develop our human resources. In this regard as Minister of Energy and Energy Industries it is my intention to prioritize the maritime sector for the funding provided for training by the energy sector companies as part of their contractual obligations.

From a wider Caribbean perspective, the astute management of marine environment provides not only opportunity for economic growth but alignment with the global move to green and carbon neutral economies. As small island states, relative to our land mass, we have vast ocean resources at our disposal presenting a huge opportunity for boosting our economic growth and a responsibility to sustainably manage, protect and preserve our ocean now, for the present and future generations.

We must continue to pursue an integrated approach to the building of the blue economy.

Ladies and gentlemen, as I conclude, once again I applaud the ACMF and its partner institutions for its invaluable contribution to the development of the human resources in the maritime industry, and more importantly, to the lives of its scholarship recipients. I must heartily praise Dr. Geneive Brown Metzger for the sterling work she performs in advancing the cause of Caribbean Nations in the Maritime Industry. I urge the partner institutions and those in attendance here today to continue to support the work of the ACMF and to continue to invest in our aspiring young people as the they represent our best hope if Caribbean countries are to become a significant force in the global Maritime Industry.

ACMF: Leading in Developing Future Caribbean Seafarers

S

hipping, like many other industries, is a stressful, hard, 24/7 business. Without passion and commitment, a person cannot succeed in this business. As a seafarer, it takes considerable fortitude and mettle to make potentially life-altering decisions day after day. Your team relies on your decision-making process and they also expect you to express yourself in a calm, yet decisive manner, even in times of crisis. A ship literally sinks if a good, qualified captain does not call the shots. A true leader will always lead the team to safe shores.

Captain Iakinthi Tzanakaki won a special ‘ Woman of the Sea’ Award at the Greek Shipping Awards 2014 for her action in protecting her tanker, Amphitrite, and its crew, during strong winds at an oil terminal in Beirut.

The Mooring Master had assured her that he had the situation under control and that the tugs would soon arrive to assist the ship. Very soon, the wind gusts picked up speed, the tanker’s mooring ropes started parting and the ship was pushed towards another tanker at the terminal. Realizing that no help would arrive in time, Captain Tzanakaki took control, expertly maneuvering the tanker out of imminent danger. Had she not taken the initiative, everyone else would have waited for the Mooring Master to take action, blaming him if things had gone wrong. But that is not what passionate leaders do. Instead, they channel their conviction into doing what needs to be done. Inspirational leaders truly care, and that’s why people follow them. Ergo, if you fail to lead by example, you fail to lead. It’s as simple as that.

I became a maritime lawyer for many reasons, but one major reason is the opportunity to lead in an exciting and ever-changing industry. I decided to serve on the board of the American Caribbean Foundation, again because of the opportunity to lead the only entity of its kind dedicated to Caribbean youth, and to be in a position to really make a difference. We have a great team of top professionals and each of us brings different assets to the table. All of us bring commitment to the maritime sector and appreciate how “indispensable” it is to the world and to the Caribbean.
