MESSAGE I am happy that Advanced Centre for Integrated Water Resources Management (ACIWRM), under the leadership of Principal Secretary, Water Resources Department has brought out the Karnataka Water Atlas covering the salient water assets of our Karnataka State. I understand that this Karnataka State Water Atlas has been designed to support the requirements of various Departments of the State Government and stakeholders from the agriculture, industries and services sectors and all entities who rely on water resources to pursue their activities. This Atlas acts as a one-stop information repository on all the water resources related information. It provides access to many different dimensions of water resources information starting from State level data on river basins and sub-basins to providing insight on various aspects of water related characteristics such as rainfall, groundwater assessment across the past decade, evapotranspiration, soil characteristics, groundwater and surface water quality information, polluted river stretches among others. This rich, diverse and comprehensive information on water and its associated information in our State will support all the government personnel, public and the key stakeholders to take informed decisions and enable them address the challenges in water resources management in our State. I appreciate the efforts of ACIWRM and wish the Water Resources Department and ACIWRM more successes in all their endeavours.

FOREWORD Water is a critical part of human life and an essential component in the economic development and growth of the State. Karnataka has been one of the most progressive States in our country, and has achieved an economic growth rate of 8.5% in 2017-18. This progress has been achieved despite the State being one of the most drought prone States, ranked fifth in the country. Water would be a very important aspect in order to maintain and enhance the same growth rate of the State’s economy. For this to happen, all the different departments of the State administration, particularly the officials in the Water Resources Department need to synergize crucial information about water and its various parameters, in order to take and implement policy decisions to achieve the objectives of the State. The Karnataka State Water Atlas is one such integrated and comprehensive resource which will serve to meet the many needs of the personnel who needs vital information to achieve the goals of Integrated Water Resources Management (IWRM) in our State. I appreciate the efforts of Registrar and Chief Engineer, conceptualization and direction provided by the Director (Technical) and their team at ACIWRM for publishing this very useful information asset. INSIGHTS The Government of Karnataka’s efforts to bring in state of the art techniques and methods in water management to address the challenges of increasing water demand from various sectors of water users, particularly from agriculture, industries, growing urban and rural population among others. In particular, the Government of Karnataka has adopted the framework of Integrated Water Resources Management (IWRM) to appropriately address the increasing challenges in water management of the State. In collaboration with Asian Development Bank (ADB), the Government has established Advanced Centre for Integrated Water Resource Management (ACIWRM) to implement the objectives of IWRM and to build capacity of the officials of the Water Resources Department and allied Departments that deal with water resources. As part of the above initiative, the team at ACIWRM, under the guidance of Director (Technical) has come up with this Karnataka State Water Atlas with the objective to help and assist all those who are involved in enhancing the water security in Karnataka using the principles of IWRM. This Water Atlas will provide a summary of various dimensions of water resources of the State for the benefit of many departments in our State. I envisage that officials from these departments will find this Atlas a very useful reference as they strategize and plan for development and investments in water resources. I commend this Atlas which is the first step in disseminating vital information of the State’s water resources for the benefit of the entire spectrum of water user community of Karnataka.

PREFACE The economy runs on water availability. Reliable and clean water supplies are vital for the industry, agriculture incl. horticulture and animal husbandry, ever growing urban towns/populace to meet basic drinking water and sanitation needs, energy production - be it hydro or thermal and the rural water supplies. Every community and eco-system depends on water for sanitation and hygiene leading to good health and daily survival. This Water Atlas is a visual account of Karnataka’s endowment and use of water resources, revealed through 116 maps - some of them derived from satellite images, as well as, some basic information about the 7 river basins and 16 subbasins in the state. The Atlas is more than a collection of static maps and images accompanied by informative facts and figures: its visual elements vividly illustrate a succinct narrative describing and analyzing Karnataka’s water data to present the trends of use of water resources and the challenges exemplifying them through the snap-shot presentation to the eye of the reader. This Atlas is prepared for ease of understanding by the policy makers, the executive officers and the engineers and scientists of the government departments who yearn to have a comprehensive view of the water resources information for their decision making and strategising their activities to ensure water security of the state. It provides holistic information about water in Karnataka and its role in the economy and development, health, food security and environmental change into one comprehensive and accessible volume. ACIWRM undertook the production of this Atlas at the request of the Principal Secretary to Government, Water Resources Department and using the data collected by ACIWRM from various departments for the purpose of building a water data base - Karnataka Water Resources Information System (KWRIS) and preparing the River Basin Profile and River Basin Plan for Tungabhadra sub-basin. This Water Atlas empowers the district administration, strengthens the line department officials, the user groups and community to build a resilient, just and sustainable economic growth of the State.

Leaf Area Index i s a measure for the total area of leaves per unit ground area and directly related to the amount of light that can be intercepted by plants.

India is the seventh-largest country with a geographical area of 32,87,263 square kilometers (2.45% of the world’s land resources) and the second-most populous country with over 1.3 billion people (17.74% of the world’s population) and holds 4% of the world’s fresh water resources. The State of Karnataka, in the southern part of India is spread between Northings 11°35’ and 18°30’ and Eastings 74°5’ and 78°35’. It is situated on a table land where the Western and Eastern Ghats converge into the Nilgiri Hill complex. The State covers an area of 1,91,976 square kilometers, i.e 5.83% of the total geographical area of India and is the seventh largest Indian State and comprises 30 districts. With over 61 million inhabitants (Census 2011) and as per projection in 2019 is 69.3 million, Karnataka is the ninth largest state by population. Karnataka is one of the most water-stressed and drought prone areas in India. Droughts present a serious challenge in the State with about two-thirds of the State having 750 mm or less annual rainfall. The 2011 census indicates that 76% of the State area is falling either in Scarcity or Absolute Scarcity as per criteria of World Water Assessment Program, 2012. The increasing population trends resulting in higher water demand, effects of climate change and host of other factors have been posing challenges in managing the State’s water resources. As a response to these challenges, the Government of Karnataka has adopted an Integrated Water Resources Management (IWRM) framework which is a well-recognized best practice across the world. In order to develop the IWRM approach for Karnataka, the Government of Karnataka sought the assistance of the Asian Development Bank (ADB) to implement the Karnataka Integrated and Sustainable Water Resource Management Investment Program (KISWRMIP). To further advance the adoption of IWRM and its concepts in Karnataka, the Government of Karnataka established the Advanced Centre for Integrated Water Resources Management (ACIWRM) in 2012.

INTRODUCTION

The vision of ACIWRM is: “scientific and sustainable management of water resources to get the maximum water, food and energy security by balancing the demands of various sectors and to ensure harmonious sharing and utilization of resources by mutual understanding and coordination of various stakeholders”. One of the key initiatives of ACIWRM to implement the vision is to facilitate the exchange of expertise, knowledge and experience in adoption of IWRM principles and to drive IWRM as a process among all the personnel and stakeholders across various departments and sectors. “Karnataka State Water Atlas” is one such output from ACIWRM in the direction of providing a hands-on overview of the water resources of the State. The Water Atlas enables planners and decision makers to quickly understand the context in which various projects or interventions can be envisaged. “Karnataka State Water Atlas” also disseminates the information on water resources in its various dimensions and its utilization to stakeholders. The first edition of “Karnataka State Water Atlas” is an attempt to showcase the spatial and temporal distribution of the water, and its multiple dimensions and the way it is used. The Atlas and its contents are prepared and grouped as below: The first part highlights the country-level information. The second part covers maps pertaining to the state of Karnataka, viz., the physical, political, river basins and sub-basins, agro-climatic zones, source-wise irrigation, climate highlighting the rainfall distribution and actual evaporation. It also deals with the physiography and land-use characteristics of Karnataka. It also provides information of water and its different dimensions with the different thematic maps, namely, Administrative, Socio-Economic, Meteorology, Soils, Hydrology, Watershed, Agriculture, Water Resources, Irrigation, Groundwater, Environmental and Water Quality. An alphabetical index to irrigation projects of Karnataka has been provided at the end of the Atlas to enable the users to easily locate the maps related to their interest. All the international, state, district and taluk boundaries, coastal line outlined in the maps of this Atlas are as per Survey of India and spatial data provided by Karnataka State Remote Sensing Applications Centre (KSRSAC). Spherical Projections have been used for creation of all maps in this Atlas. The scale of 1:20,00,000 has been maintained for all Karnataka state maps presented in this Atlas. It turned out to be a challenging task to access consistent data and the compilation had to use data from different years for different themes. Transboundary basin maps of Krishna, Cauvery, West Flowing Rivers, Godavari, Palar, Pennar, Ponnaiyar are provided spanning beyond the geographic boundaries of the Karnataka state to provide the complete information of the water assets. The sub-basin maps provided in this Atlas are intended to help the end users to appreciate the water assets related information specific to the sub-basin. It is sincerely expected that the Atlas will prove to be a useful tool in decision-support for planning processes, information dissemination and knowledge creation. This being a “first of its type” effort to compile a Water Atlas of Karnataka, there might be scope for improvement. Finally, and most importantly, the genesis of this Atlas stems from the need for stakeholder consultation activities for River Basin Planning and Land and Water management. This Atlas provides a quick overview of water resources to multiple stakeholders. The Atlas serves as a one-stop data sharing document and unprecedented access to a seamless wealth of water resource information to all the departments both at the state and district level. The river Krishna from source to the confluence with it of the Dudhganga; the sub-basin includes the catchment area of the river Krishna and of all its tributaries which fall into the Krishna in this reach up to and including the Dudhganga. The river Krishna, from its confluence with the Dudhganga to its confluence with the Bhima; the sub-basin includes the direct catchment of the Krishna in this reach as well as of all its tributaries out falling in this reach, except that of the Ghatprabha and of the Malprabha (K3 and K4 below). The entire catchment of the Ghatprabha from source to its confluence with the Krishna, including the catchment areas of the Hiranyakeshi, the Markandeya and other tributaries of the Ghatprabha. The river Malprabha from source to its confluence with the Krishna; the sub-basin includes the entire catchment of the Malprabha and of all its tributaries. The river Bhima, from source to the confluence with it of the Sina; the Sub-basin includes the catchment area of the Bhima in this reach as well as of all its tributaries which fall into it in this reach including the Sina. The lower part of the river Bhima from its confluence with the Sina to the point where the Bhima falls into the Krishna; the sub-basin includes the direct catchment of the lower part of Bhima as well as of all its tributaries which fall into it in this reach. The lower part of the river Krishna from its confluence with the Bhima to the sea; the sub-basin includes the direct catchment of the Krishna in this reach and of all its tributaries which fall into it in this reach, except the area covered by sub-basins K8 to K9 described below. This sub-basin includes the entire catchment of the Tungabhadra and of all its tributaries, except that of the Vedavati (K9 below). The river Vedavati, from source of its out-fall into the Tungabhadra; the sub-basin includes the catchment area of the Vedavati (also called Hagari in its upper reach) and of all its tributaries.

PENNAR (UTTAR PINAKINI OR NORTH PENNAR) The Pennar river rises in the hill ranges of Nandidurga. Flowing in a north westerly direction for a distance of 48 Km and it enters Andhra Pradesh. After flowing 67 Km in Andhra Pradesh, it re-enters Karnataka and goes again into Andhra Pradesh. The Chitravati tributary, rising near Chik Ballapur town and flows in Northeast direction for 218 Km and drains into the Pennar. The Papagni rising near Sidlaghatta town is another tributary which flow in North-east direction for 205 Km and joins the Pennar. The Kumudvati and the Jayamangali are also the tributaries of Pennar. PONNAIYAR (DAKSHINA PINAKINI OR SOUTH PENNAR) The river rises in Chik Ballapur District and flows in a generally South direction through Kolar & Bengaluru Districts for 79 Kms and enters Tamil Nadu. PALAR The river Palar rises in Kolar district and flows in a generally South-easterly direction for 93 Kms in Kolar district & enters Andhra Pradesh. GODAVARI BASIN – MANJRA SUB-BASIN This sub-basin includes the entire catchment of the Manjra from its source to its confluence with the Godavari including the catchment area of Manar & other tributaries of the Manjra. WEST FLOWING RIVER BASIN The rivers in the Western Ghats region generally originate at an elevation ranging from 400 meters to 1,600 meters above the mean sea level, close to the Western Ghats ridge. The rivers generally flow westward and meet the Arabian Sea after a short run varying from 50 kms to 300 kms. the rivers are very steep in the upper reaches and fairly steep in the middle reaches. It is only near the sea that they have relatively flat gradients and some sort of flood plain. The major west flowing rivers draining into Arabian Sea are: Mahadayi (87 Km), Kalinadi (153 Km), Bedti (152 Km), Aghanashini (84 Km), Sharavati (122 Km), Chakra Nadi (52 Km), Varahi (66 km), Netravati (103 Km) and Barapole (110 Km). In addition to above rivers, there are number of other independent catchments draining directly into Arabian Sea namely: a) Independent catchment between Sharavati and Chakra river b) Independent catchment between Varahi and Netravati river c) Independent catchment between Netravati and Chandragiri (Payaswani)

ACIWRM

The ACIWRM was established to become a Global Centre of Excellence by Government of Karnataka in February 2012. ACIWRM acts as a think tank to the Government’s Water Resources Department (WRD). It is engaged in policy analysis, research, planning, capacity building and developing the knowledge base for gearing up the department up to its future vision 2030. The ACIWRM works with the various departments, civil society, the private sector, farmers and water user associations and other organizations to produce integrated advice to the WRD for managing the State’s water resources.

KISWRMIP

Karnataka being one of the most water-stressed State’s in India, with 61% of the State’s geographical area, the 5th highest, being drought prone in large number of years in a decade. The state has experienced severe drought conditions, consecutively for 6 years from 2011 to 2016. Government of Karnataka decided to develop Integrated Water Resources Management (IWRM) approach and sought the support of Asian Development Bank (ADB) through Government of India and a multitranche financing facility (MFF) for the Karnataka Integrated and Sustainable Water Resources Management Investment Program (KISWRMIP) was signed and made effective on 13 July 2015 for a period 2014 - 2021. The investment program comprises three outputs: (i) Output 1: State and Basin institutions strengthened for Integrated Water Resources Management (IWRM); (ii) Output 2: Irrigation system infrastructure and management mobilized; and (iii) Output 3: project and management systems operational. Output 1 is being implemented by ACIWRM, while Outputs 2 and 3 are being implemented by KNNL.
