ACHIEVA was founded in 1951 by a group of family members who all desired the same thing, to ensure their children with disabilities had the same chances in life that all children should be given. Their commitment helped to establish a nationwide movement that changed the long history of isolation and segregation for both children and adults with disabilities.
Happy New Year!! ACHIEVA is grateful to have experienced another successful year. The agency’s growth in 2015 tied directly with our innovative practices and commitment to empowering individuals with disabilities and their families. Thanks to the successful planning and implementation of ACHIEVA’s strategic vision, we are very happy to report new and exciting endeavors. ACHIEVA developed opportunities to increase employment opportunities and experiences for individuals with disabilities through the expansion of ACHIEVA’s pallet manufacturing plant and with the launch of ACHIEVA’s Pathway to Employment. We also enhanced community-living options with the successful launch of ACHIEVA’s “A Home of My Own”, President and Chief Executive Officer which gives individuals with disabilities a choice of where they live and with whom. We also wanted to promote Marsha Blanco better financial planning for families, which we’re achieving with ACHIEVA’s Future Planning Project. This helps families develop and execute detailed financial plans to ensure the needs of their loved ones with disabilities are met. With these programs, ACHIEVA was able to expand our reach to offer additional support services to more individuals across southwestern Pennsylvania. From early intervention, vocational training, recreational outings, respite care for families and establishing financial trusts for families, we have been there for thousands of children and adults with disabilities this year.

Throughout the fiscal year, ACHIEVA Early Intervention (EI) services provided therapies and supports to 1,844 children with a variety of delays or diagnoses in three counties. 40 percent of families in Allegheny County chose ACHIEVA as their early intervention service provider. 58 children attended preschool readiness programs in Allegheny and Westmoreland Counties. ACHIEVA introduced EI services to children and families in Washington County.

ADVOCACY AND FAMILY SUPPORTS ACHIEVA advocates assisted over 250 families in communicating their concerns with school districts in order to meet the student’s needs. ACHIEVA advocates provided educational advocacy services to nearly 400 individuals and families. Advocates collaborated on writing legislation for the ABLE Act in Pennsylvania and directed the Legislative Budget and Finance Committee to study and issue a report of services for adults with autism spectrum disorders.
ACHIEVA Home Care provided more than 135,000 hours of home and community based supports to more than 320 individuals with disabilities throughout southwestern Pennsylvania. 250 Direct Support Professionals aided ACHIEVA customers in fully participating in their communities. ACHIEVA Home Care organized more than 70 community events and secured more than 110 free cultural and amusement admissions for individuals with disabilities.
ACHIEVA RESIDENTIAL SUPPORTS ACHIEVA Residential Supports provided living options for over 400 individuals with disabilities, supporting full inclusion in the community. Parenting Education, for parents with disabilities, is now being offered in Westmoreland County.
Provided resources for individuals with disabilities to increase their access to healthcare. Received $49,000 from the DentaQuest Foundation to collaborate as a national partner on increasing access to oral health care.
Residential Supports increased its Lifesharing participation and is now a member of western region and statewide Lifesharing coalitions.
Collaborated on “Dental Services for Persons with Disabilities in Pennsylvania” report conducted by the Legislative Budget and Finance Committee. This report was distributed to all legislators.
Lifesharing Services both in Pittsburgh and Greensburg received 100 percent from the Bureau of Licensing.
Received the Benjamin Rush Community Service Award from the Allegheny County Medical Society for work on access to healthcare for people with disabilities. 5
ACHIEVA VOCATIONAL SUPPORTS ACHIEVA Vocational Supports services offered community based employment services and facility based job training in five counties to 1,200 individuals with disabilities. Allegheny, Washington and Westmoreland Counties saw an 18 percent increase in community employment placements for ACHIEVA Vocational customers. ACHIEVA’s Pathway to Employment launched in April 2015 and ended the fiscal year with 14 people, with five of those individuals now employed within the community. The pallet manufacturing plant in Bridgeville expanded, hiring seven material handlers who were direct referrals from ACHIEVA’s Community Employment program.
Fundraising events raised $319,000 with over 600 attendees. ACHIEVA received 16 grants totaling close to $292,000. ACHIEVA’s Capital Campaign concluded with $8.8 million raised from more than 300 individuals, corporations and foundations. Direct mail campaign generated an average gift of $206. Partnered with The Arc of the United States as a pilot site for planned giving.

Against all odds Marli Van Horne has blossomed into an outgoing, intelligent and talented young woman, mother and artist. In the ninth grade, Marli learned she had a gift. While not fully understanding or acknowledging her craft, she depended on the opinions of others for guidance. “People would tell me I was good at it, and I should keep it up, that made me want to do it more.” Her method is rather simple; she turns up the music and tunes out the world, using anyone and anything around her as inspiration. Her paintings have become a huge part of her life and have gained recognition across her community. Today, her artwork serves as a footprint of all the places she has been and the people she has inspired. Marli’s artwork is displayed at her former high school, Marion Center High School, Greensburg Garden and Civic Center, the offices of state leaders in Harrisburg and most recently Marli was commemorated at the Westmoreland County Courthouse, where her artwork now hangs for all city visitors to see. At just four years of age, Marli was diagnosed with an Intellectual Disability (ID) and Attention Deficit and Hyperactivity Disorder (ADHD). Marli makes it clear, “I made it. I never let my disability stop me. I just kept going and doing what I had to do to succeed.” And, Marli not only succeeds as an artist, she is a proud single mom of a vibrant son, Jameson, whom inspires her to push forward each day. Her love for her son fuels her determination to be the very best she can be. Marli has plans to further her training and plans to enroll in art classes at the Westmoreland County Community College. She’ll also need that training for her next career goal, interior design. Marli has a very bright future ahead and she will always continue to succeed against all odds.

Marli currently receives Home Care and Residential services through ACHIEVA. She says “ACHIEVA helps me learn how to manage my life, which helps me be a better person and mother.”
ACHIEVA’s Vocational Support program works with individuals with disabilities to expand their choices and opportunities when seeking employment or employment experiences. ACHIEVA’s goal is to help individuals make informed decisions, contribute to their communities and experience the benefits that come with increased community participation. ACHIEVA is able to make these opportunities possible through the help of Community Partners, people and businesses that choose to hire and/or offer on-site work experiences for ACHIEVA customers. Community Partners offer invaluable support to individuals with disabilities, including the opportunity for a job seeker to try-out a job and learn more about the skills and qualifications needed for a particular job. That experience can be the difference between a person with a disability working a job that is meaningful and matches their skill set to never working at all. Different people need different kinds of supports to succeed in community employment. For that reason, ACHIEVA offers support that overlaps between vocational programming, small group instructions and community partnerships. Vocational programming and small group instructions provide daily job skill training, including essential workplace skills such as: punctuality; attendance; health and safety. At the same time, Community Partners offer real-world experiences to best optimize the skills being taught.

After much anticipation, President Obama signed the Achieving a Better Life Experience or “ABLE” Act into effect on December 19, 2014, which amended Section 529 of the Internal Revenue Code. The ABLE Act provides for the creation of “ABLE Accounts,” which will allow an individual with a disability to fund an account in his or her own name and use for qualified disability expenses, much like a traditional 529 plan allows for individuals to save for education related expenses. In the same manner as a traditional 529 plan, the earnings on and qualified distributions from an ABLE account do not count as accountable income. Traditionally, an individual with a disability who receives certain government benefits would be in danger of losing such benefits if they were to accumulate more than $2,000 in financial resources. ABLE Accounts will allow individuals with a disability to establish and manage a savings account without compromising government benefits such as Supplemental Security Income (SSI) and Medicaid. Following the passage of ABLE at the federal level, states must then pass their own ABLE bills and develop their own system of administration and regulation in order to establish state ABLE programs for their residents. At present, 31 states have enacted the ABLE Act and legislation is pending in 10 additonal states. Pennsylvania is currently one of the states with pending legislation. On September 18, 2015, PA Senate Bill 879 passed the Senate unanimously and is now under consideration by the House. Additionally, comments to the proposed IRS regulations were due in September with a hearing scheduled in mid-October. It is anticipated that ABLE Accounts will be available in Pennsylvania soon along with final regulations from the IRS and Treasury Department. 10
ABLE Accounts will provide more financial freedom for individuals with disabilities, however; certain limitations are worth noting. To qualify for an ABLE account, an individual must have a disability that occurred before the age of 26. Currently, only $14,000 may be added to the account annually and, for individuals who receive SSI, each account is limited to a total value of $100,000. Each individual is permitted to have one account which must be opened in the state in which he or she resides. Any person is permitted to contribute to the ABLE account. The funds in the ABLE account may only be used for approved disability related expenses such as education, transportation, employment training and support, assistive technology, support services and other expenses which will be further described in the regulations that will be developed by the IRS and Treasury Department in 2016. Additionally, any funds remaining in an ABLE Account at the time of the beneficiary’s death will be subject to Medicaid payback and cannot be distributed to a remainder beneficiary. While ABLE Accounts may serve as a useful financial tool for individuals with disabilities in certain situations, they will not serve as a replacement for a traditional Special Needs Trust. ACHIEVA thanks the congressional leaders and state legislators who co-sponsored these bills and for working in a bipartisan manner to support ABLE legislation in both the House and Senate. Improving Oral Healthcare The Disability Healthcare Initiative at ACHIEVA/The Arc of Greater Pittsburgh was recently awarded a two-part grant from DentaQuest Foundation to improve access to oral healthcare across the southwestern region of Pennsylvania. This initial grant funding will support community-level collaboration to access the oral health awareness landscape and determine barriers in vulnerable populations. As part of this work, ACHIEVA created two electronic surveys to gather data about the oral health in southwestern Pennsylvania, one for the parents of young children and one for adults. Based on the information gathered through this survey process, ACHIEVA will lead a group of community partners to create an action plan to address oral health barriers and work towards implementation to reduce those barriers. ACHIEVA’s goal is to create partnerships to build better awareness about the value of oral health and integrating oral health into overall well-being for everyone. These local efforts will connect with state level work to reduce cavities in children and make oral health care education a priority in schools, alongside medical practices and with families across the community. As part of this work, the Disability Healthcare Initiative at ACHIEVA will also hold a seat on DentaQuest’s national oral health connection team to share insight about the oral health of persons with disabilities and ACHIEVA’s work around increasing access to dental care for those with Medicaid insurance coverage. The DentaQuest Foundation (DQF) is the leading U.S. philanthropic entity focused solely on oral health. The DQF is supporting the development of the Oral Health 2020 network across the nation, a group of partners committed to working collectively at the national, state and community levels to eradicate dental disease in children and improve lifelong oral health. 11
This fall, 10 volunteers from Kennametal volunteered for a fun-filled project through the United Way of Westmoreland County’s Day of Caring. “Dirt on My Shirt” offered a day of sensory activities for young children with developmental delays and disabilities enrolled in ACHIEVA’s Preschool Readiness Program, which is funded, in part, by the United Way of Westmoreland County’s Impact Fund. Volunteers had a blast rolling up their sleeves and getting dirty with the kids as they helped them through a variety of fun activities in the backyard of our Greensburg campus. Finger painting, soapy water, mud pies and a big sandbox kept both the kids and volunteers busy all day. This messy play isn’t just for fun, it’s also incredibly important for a child’s development. These activities help with gross and fine motor skills, coordination and concentration.

ACHIEVA transformed Carson City Saloon on Pittsburgh’s South Side to a sports fan’s paradise. This year, ACHIEVA introduced a new fundraiser, Sports N’at, an ultimate happy hour and sports auction, that had over 200 guests throwing their hands in the air for one-of-a-kind sports items. From a baseball bat signed by Neil Walker, to a Steelers jersey signed by Antonio Brown and a hockey helmet signed by Evgeni Malkin, there was plenty of merchandise to keep the crowd engaged. WDVE’s Bill Crawford entertained as the Master of Ceremonies and former Steeler and ACHIEVA supporter Louis Lipps posed for pictures, helping ACHIEVA raise over $4,000. Funds raised from Sports N’at are being used to support people with disabilities and their families who don’t qualify for other assistance, create and expand services and fund programs that don’t receive other funding. Even after so many years of working for the rights of people with disabilities, including my own, I am still sometimes surprised at how far our society has come. The ADA is now not just a law. It has become a way of thinking. It transformed our society. It has led people – and any of us at any time can become disabled – to take the spirit of the law to heart.- Judy Barricella July 26 marked the 25th anniversary of the signing of the Americans with Disabilities Act, the greatest piece of civil rights legislation focused on people with disabilities. The day President George H.W. Bush signed the bill into law; I sat on the White House lawn with hundreds of other people, witnessing history. We knew the ADA was a monumental achievement, but I don’t think we realized the size of the impact it would have, the way so many things would change, not just the creation of more ramps and curb cuts. The legislation would give a voice to people with disabilities. We wouldn’t have to be afraid to ask for an accommodation or timid about taking a stand on our civil rights anymore. The ADA opened up a whole new conversation across the nation – not just about civil rights but about the humanity of people with disabilities. People started thinking outside of the old “medical model” box, which had been society’s paradigm for far too long. In that view, people with disabilities like me had something wrong with them and had to be fixed. Doctors, not the people they administered to, knew best.

With the advent of independent living centers in the 1970s and ’80s, disability activists tried to initiate a national conversation about changing society’s paradigm regarding disability. But, we were largely speaking to ourselves and our allies. The ADA broadened that conversation. Those in business and industry, government civic organizations, transportation, housing and other sectors began to understand their collective responsibility to change their communities. They began to realize that it wasn’t people with disabilities who needed fixing: What needed fixing were our environments and attitudes. For me, working toward passage of the ADA was the first time I felt the joy of being part of a greater whole. All of us who joined together to get the bill passed were different in terms of our disabilities, yet we were all the same. We identified with a common culture, the disability culture. We had fought together and won. All of the people who ensure that people with disabilities have full membership in our community are heroes: Those who keep the lifts on buses working. Those who install automatic door openers on buildings. Those who develop accessible technology, who build accessible housing, who keep our wheelchairs and other equipment working. The personal assistants who ensure that we may live in our own homes, rather than in institutions. The parents and guardians who advocate for their children. The teachers who welcome the children into their classrooms. The creative artists who adjust their performances and exhibitions so we all may enjoy. The store owners with ramps at their entrances before receiving a threat to be sued. They are all heroes. -Judy Barricella

Future Planning for individuals with disabilities is a topic that has earned both local and national attention. Human Services organizations and for-profit entities alike are taking notice of the needs for individuals with disabilities and their families to have a plan for a secure future. In March of 2014, The Arc of the U.S. announced it had been awarded $800,000 to develop a National Center on Future Planning for families and individuals with intellectual and developmental disabilities (I/DD). The Arc’s Center for Future Planning aims to support and encourage adults with I/DD and their families to plan for the future. The Center provides reliable information and practical assistance for individuals with I/DD, their family members and friends, professionals who support them and other members of the community on areas such as person-centered planning, decision-making, housing options and financial planning. Locally, ACHIEVA is addressing the needs of families for future planning services in Allegheny County through a grant awarded to ACHIEVA Family Trust from the United Way of Allegheny County. In its first year, the Future Planning Project has reached over 2,200 families in Allegheny County, with 215 family members and over 400 special needs service providers receiving in-depth education on future planning.

The goal of the Future Planning Project is to lessen the number of families in Allegheny County who will experience crises due to a lack of planning. In addition to educating families, the project is ensuring that families receive this information by engaging providers from an array of specializations, including law, aging, autism, intellectual disability, mental health, healthcare and physical disability. ACHIEVA Family Trust has created a variety of tools and special programs to assist in the planning process, including the Special Needs Personal Planning Guide. ACHIEVA Dear ACHIEVA, I want to commend your organization in providing outstanding support for my son Daniel. It’s not an overstatement to say the actions by ACHIEVA have made a life changing impact on my son.
