Legislative Worksheet (SBAR Format) – How a Bill Becomes a Law SITUATION: IS THIS SOMETHING THAN CAN BE LEGISLATED? 

Identify the problem/concern: The problem that I have identified for purposes of this paper is nursing shortage. Research has shown that the number of available nurses in the healthcare industry is far lower than what would be desirable for effective healthcare provision (Grant, 2016). Further, a study conducted by the World Health Organization (2018) concluded by suggesting that around one million more nurses would be required by 2020.

State your proposal/idea. My proposal for the measures to be taken to deal with this problem is two pronged. The first arm of the solution would aim at ensuring that there are enough professionals that are being trained for the purpose of providing skilled and competent Registered Nurses for employment by healthcare organizations. On the other hand, the solution would also aim at ensuring that when they are absorbed in the job market, these nurses would be adequately compensated for their services in a manner that would encourage them to remain employed in their various capacities in healthcare organizations.

BACKGROUND: DO YOUR RESEARCH 

Include studies, reports, personal experience, or anecdotal stories related to your proposal. Towards the end of increasing the nursing professionals available in the market, I would suggest that my state embraces educational policy initiatives that would subsidize the cost of education for potential nurses. Other scholars have also considered the establishment of a Federal training fund for nurses as one of the useful measures that may be taken to encourage nurse training (Aiken, Cheung & Olds, 2009). been suggested that subsidies could be offered more in the fields of nursing that are experiencing the highest levels of shortages (Aiken et al., 2009). 

For the purpose of increasing the pay that nurses are entitled to, I would suggest that a fund be established, which shall be sustained by a tax that is levied on the earnings of healthcare stakeholders e.g. pharmaceutical companies, healthcare equipment manufactures and distributers etc. This fund would be used to add onto the salaries that are being earned by nurses so as make nurses pay more competitive as compared to the pay of other healthcare professionals. What is more, contribution to this fund could be made a licensing requirement so that organizations are given more incentives to contribute.



Has there been similar legislation introduced and/or passed in other states? If so, include it. I do not know of any similar legislation which is either aimed at subsidizing the cost of training or improving the pay that nurses are entitled to.

ASSESSMENT: FINANCES AND STAKEHOLDERS 

allocation from both federal and state governments. Both suggestions are monetary in nature and they will definitely require financial contribution for their success. 

Identify stakeholder groups that would support this bill: Some of the stakeholder groups that would support this bill are nurses, physicians, healthcare organizations, professional bodies which accredit nurses, nursing training colleges and universities etc.

All these people are directly influenced by the practice of nursing, in the sense that nurses provide great support for their functions and in many cases, their functions cannot be successfully undertaken without the participation of nurses.



Identify people/groups that would oppose this bill: In my opinion, the people that would be more likely to oppose this bill are those who may be required to make the financial contribution that is necessary for the solutions suggested to be effected, especially those who would have to contribute a percentage of their earnings to the fund for bolstering nurses pay.
