CONFERENCE "Green Cities": After the first two years, in March, 2015, the research team organised a two-day conference in cooperation with bw-i and supported by the City Museum of Seoul. The conference was titled "Green Cities. Implementing Environmental Goals in the Regeneration of Existing Quarters" and happened at the premises of the museum.

이 자리에서는 도시계획과 도시설계, 건축물의 에너지 효 율 개선, 교통계획, 도시관리 및 수법에서 독일과 한국의 실 무경험이 교환되었다. 무엇보다 독일의 경험이 한국의 도 시에 어떻게 적용될 수 있는지에 대하여 전문가와 청중은 상당한 관심을 보이며 토론에 적극적으로 참여하였다. (컨 퍼런스 발제 내용은 부록 참조). 서울 리빙랩은 컨퍼런스 주제를 토대로 하고 있다. 도시재 생의 경험이 컨퍼런스에서의 발표와 토론으로 끝나기 보다

The German and Korean reports from the fields of urban planning, urban development, energy-focused building refurbishment, traffic planning, urban management and urban technology triggered a lively debate with the expert audience, in particular in view of the possibility of transferring the German experiences and strategies to Korean cities. (A summary of the conference reports will be given in the appendix).

Now the exchange of experiences by way of lectures and discussions was supposed to result in a concrete cooperation in the context of a pilot project of urban regeneration. Thus, many lecturers of the conference were very interested in the LivingLab and could be won over for cooperation.

The Results of the LivingLab The LivingLab was a ten-day workshop where people from different cultures and disciplines were meeting to work jointly on a common question – this provided many opportunities but also resulted in frictions and misunderstandings, as they come along with such an international, cross-cultural and interdisciplinary project. In the course of a creative process we developed ideas, possible solutions and draft concepts.

Sometimes some teams produced double or even contradicting results because there was simply not enough time for adjustment. After all, the LivingLab

Spatial structure of the City of Seoul To sensitise and understand the current situation in the City of Seoul, a comparison between Germany and South Korea might be conductive: Germany on the one hand covers an area of approx. 360,000 km2, whereas South Korea on the other hand comprises only 100,000 km2.1 In Germany, about 80.7 million inhabitants live in that area, in South Korea it is about 50.3 million inhabitants,2 which leads to a population density in Germany of 224.2 p/km2, contrasted by 503 p/km2 in South Korea.³ Considering the fact that about 70% of the Korean peninsula is mountainous and traditionally not inhabited, the density in the metropolitan area of Seoul is much higher.

This leads to an extreme pressure on the housing market and, accordingly, high real estate prices. Advancing living standards, which come hand in hand with increasing floor area consumption, significantly amplify the pressure on the housing market.

The city of Seoul has a polycentric urban structure, and its urban fabric is represented by three patterns – roughly: the first pattern is large-scale new urban fabric resulting from area rehabilitation according to the tabula rasa principle and is characterised by huge and monotonous residential complexes.

According to the defined goals, the urban concept for the quarter provides a number of different measures, from superior, large-scale interventions such as a green alleys as far as to small-scale interventions at neighbourhood level, such as pocket parks or small neighbourhood squares. What is important in this context – each measure cannot be considered independently and is not intended to be seen as being independent.

All measures must always be integral parts of the strategic framework and must match the intended overall design.

Apart from a framework plan showing the various measures in their spatial context, a catalogue of rules or patterns was developed which might be helpful in the context of the development. Then, by the examples of two focus areas, the contents of the framework plan and the patterns were implemented and explained in detail.

스터플랜의 내용 및 패턴을 시범적으로 적용하고 더욱 구 체적인 계획과 설계방안을 수립하였다. 하지만 전반적인 변화 및 개선과정이 사회적으로 공감을 얻는 것도 중요하다. 너무 빠르게 진행되는 도시재생사업 은 실패할 위험이 있다. 이 때문에 비록 전문가들이 전체적 계획을 세우고 실행한다 하더라도 책임감 있는 주민들의 적극적 참여가 필수이다.

However, it is important that the conversion and upgrading process will be socially acceptable. If the urban redevelopment process runs too fast, the whole project will be at risk. The project requires support by the residents who have to commit themselves to the further process, while professionals are responsible for holistic planning and its implementation.

A new pavement may fundamentally revalue the nature of a street, even if the architecture of neighbouring buildings is not changed. The striking wavy pattern as well as trees and seating accommodations will provide the market street with a unique identity. 새로운 가로포장은 도로에 접 한 건축물을 손대지 않더라 도 가로경관을 근본적으로 개 선할 수 있다. 눈에 띄는 물결 모양이나 나무, 벤치 등은 시 장길에 독특한 개성을 부여할 것이다.

By help of seating steps the pocket park opens up to the street. Opposite a small green space will be established so that the street will be integrated as a place for recreation. 폐쇄적인 난간보다는 앉을 수 있는 계단을 만들어 공원의 접 근성과 개방감을 높여주고 맞 은 편에 작은 녹지를 조성하 여, 기존의 도로를 머물 수 있 는 공간으로 만들 수 있다.

Zoom 3: Shared Space Residential Streets (see Fig. 017) Streets of this category are either extremely narrow or only provide access to buildings. It is very interesting to recognise that it is most of all their shoulders are intensely used in various ways. Such streets are planned according to the idea of shared spaces, there, stationary traffic is reduced to the minimum.

Strategies

전략 At the LivingLab workshop in Seoul Kerstin Gothe and Kurt Werner had been asked to express how this concept, jointly developed at the Lab, might be implemented or, rather, how it would be implemented in Germany. Both of them look back to many years of leading positions in administration and are familiar with tools and ways of proceeding. The text presented here addresses nine issues drawn from their experiences. As a concluding contribution, it was presented and discussed at the LivingLab final presentation in Seoul.

The debate mainly focused on the question of how this German way of proceeding could be transferred to the situation at Sangdo-Sa-Dong. The debate went on even in the aftermath of the LivingLab – an indication that some issues still have not been clarified or turned out to be more difficult than initially imagined by many participants in the LivingLab. Not least, this sometimes controversial, sometimes answers-seeking discussion happened even among the three editors, Philipp Dechow, Kerstin Gothe und Seog Jeong Lee. It is documented as an addition to the text by Kerstin Gothe and Kurt Werner, to better embed the recommendations, given rather from a German point of view, into the Korean context.

서울 리빙랩에서 우리는 케어스틴 고테와 쿠어트 베르너에 게, 우리가 같이 연구한 결과가 어떻게 실현될 수 있을지 혹 은 독일에서는 이러한 아이디어가 어떻게 실현되는지 설명 해 달라고 부탁했다. 두 사람은 모두 여러 해 동안 지자체 에서, 결정권을 가진 자리에서 일했었고, 그러한 실무 경험 을 토대로, 이러한 프로젝트의 접근방식과 수단을 알고 있 기 때문이다. 이러한 맥락에서 다음의 9개 주제가 발표되 고 논의되었다. 과연 독일의 접근방식이 서울의 동작구 상 도4동의 상황에도 적용될 수 있는지가 가장 큰 쟁점이었다. 이 논점은 리빙랩 이후에도 계속 논의될 수 밖에 없었다. 왜냐하면 서울의 건설문화는 독일의 건설문화와 다르기 때 문에, 상도동 리빙랩에서 나온 계획들을 실현하는데 독일 의 전략과 경험이 그대로 적용되기는 힘들기 때문이다. 결 국, 서울의 리빙랩이 끝난지 거의 반년이 지난 후, 연구의 주체인 이석정, 케어스틴 고테 그리고 필립 데효는 다시 한 번 한국과 독일의 도시 건설문화의 차이점을 논하고 "한국 형 전략"에 대하여 좀 더 심도있게 논의하였다. 그리고 이 내용은 이 절의 앞 부분에 수록된 케어스틴 고테와 쿠어트 베르너의 전략에 이어, 이 절의 뒷 부분에 정리되어 있다.

Kerstin Gothe, Kurt Werner Sangdo-Sa-Dong is structured into different neighbourhoods. Lower and higher buildings for different use, of different age and scale are intensively mixed.

Many buildings show insufficient lighting, and there are insufficient green spaces. The streets are dominated by the car.

Concerning a regeneration of Sangdo-Sa-Dong, the authors do not suggest redevelopment by a clean sweep. Instead, we advocate for a cautious regeneration that preserves existing buildings, further develops the existing building structures and revaluates public spaces. In this context, the significance and spatial quality of individual places, but also of the entire district, shall be increased. Any rebuilding measure should respect the function and typical features of the place as well as its history and existing social structure.

Preservation-focused regeneration is different from large-scale demolition and the construction of new buildings: it works step by step and allows for learning from mistakes: the plan acts as a framework, details are decided in the course of the process.

생으로 이루어져야 한다. 개별 공간뿐만 아니라 전체 지역 의 의미와 공간의 수준이 향상되어야 한다. 그리고 재생사 업은 기능성, 장소의 특색, 지역의 역사, 그리고 기존의 사 회구조를 존중해야 한다. 보존형 재생사업은 대규모 철거와 신축에 의한 개발과는 다른 방식으로 진행된다. 실수에서 배우며 천천히 진행되 어야 한다. 큰 틀의 계획을 설정하되 세부적인 내용은 진행 과정에서 유연하게 결정되어야 한다.

This form of redevelopment serves as sustainable value retention for the owner. He/she will keep his/her own flat as well as those of his/her tenants in the long run.

It stabilises a middle class structure in the context of which each individual owner may renew his/her building structure on his/her own parcel according to personal needs and financial possibilities.

도시재생사업은 지역의 사회적 자산을 늘려줄 뿐 아니라, 오랜 시간에 걸쳐 형성된 이웃간의 사회적 네트워크를 보 존하여야 한다. 이러한 사업은 기존의 기반시설을 이용하 고 세입자들이 그들의 거주지를 떠날 필요가 없도록 한다.

It strengthens the local social capital and preserves local networks which have developed over many years and are important for living together in the neighbourhood. It makes use of the existing infrastructure. Tenants may stay within their environment.
