The Chinese central government is determined to adjust the type of fast development that focuses on grandiosity at the expense of efficiency and the welfare of subsequent generations. For this reason, the central government is now supporting supply-side structural reform as a strategic objective, enabling it to impose the necessary constraints and norms on social and economic development as well as more stringent, rational requirements on various aspects of social and cultural development. Situated in this context, this essay argues that more efficient and effective supply should, therefore, be among the strategic considerations contributing to a radical reform of design education.

Ping Xu is Professor at the College of Design, China Central Academy of Fine Arts (CAFA). He is the Convenor of Academic Degrees Committee of the Chinese State Council for the subjects of design, head of the Institute of Design Culture and Policy Studies (CAFA), Vice Director of Industrial Design Council of the China Artists Association, and President of Beijing Design Association. His publications include, for example, The Vast Land of Design (2014), Studies on Graphic Design of 20th Century (2012), Vision and Border (2004), Creation of the Gate (1998). He completed various major projects including: A Study on the Application of Traditional Cultural Elements into Modern Art and Design (Key Project of Philosophy and Social Sciences Research, Ministry of Education, 2015), A Comparative Study on Chinese and Foreign Public Policy on Design and Art (Humanities and Social Sciences Project, Ministry of Education, 2010).

Innovation networks are common in the IT industry where such networks are understood to facilitate technological advances. These networks are typically built around a single subject matter and often concern a specific, already known problem. But what is the meaning, relevance, and task for an innovation network intended to foster public sector innovation more broadly? Different government agencies and ministries all have different innovation needs and face varying challenges. What form can an innovation network take that depends on volunteers? What might be its role?

Who might be part of it and what might each participant contribute? These are some of the questions addressed in this paper, which reflects on an Inovando Juntos project by the Brazilian Ministry of Planning, Development, and Management. It provides an example of design research and design practice at work for the public good when it comes to re-framing problems, engaging people, and identifying actionable problems.
