TOD and Management Takayuki Kishii: Major cities around the world are working to move away from urbanism structured around cars and towards increased use of rail, light rail transit (LRT), buses, and other modes of public transport. As a result, rail stations and the areas around them are being redeveloped.

But mass motorization*1 occurred 50 years later in Japan than in the United States, and 10 years later than in Europe. This meant that cities grew up along rail lines, producing Japan’s distinctive landscape of shopping streets leading to stations and large mixed-use station buildings. This method – the coordinated development of the station and its environs – is now entering a new phase with the addition of the element of management.

Takashi Yajima: Integrated development of the station and its community is often called transit-oriented development (TOD). This term was first proposed by the architect and urban planner Peter Calthorpe (b. 1949) in his 1993 book The Next American Metropolis: Ecology, Community, and the American Dream (Princeton Architectural Press) (for details, see pp.

22–23). According to Calthorpe, TOD is a development method in which the principal infrastructure is a railway line or other express public transit system, and the area is zoned for densities that decrease with distance from the station, from high in the area around the station (core commercial and transit stop), to medium (public uses and open space), to low (residential areas).

One figure in the book (see p. 23) shows a development area with a diameter of 600 m, within walking distance from the station.

The book was originally published to present guidelines for improving American cities, which at the time were overly dependent on cars. But cities all over the world were facing similar problems, and the term TOD came to be recognized internationally. In Japan, in the decade leading up to 1920, Ichizo Kobayashi (1873–1957) established what is now the Hankyu railway network and Eiichi Shibusawa (1840–1931) established the Garden City Company (now Tokyu Corporation) to develop the areas along railway lines. Today, 90 years later, these achievements are regarded as examples of TOD. But TOD is not limited to a clearly defined concept. In contemporary usage, it often refers to the whole range of developments centered around a transit station. Different countries, cities, and stations have different social backgrounds, and the concept is constantly changing.

Transportation and the Emergence of Modern Cities Tsuneaki Nakano: The ancestor of the railroad is the steam locomotive, which was invented in the early 1800s, only 200 years ago, in England. At that time, railroads were built as long-

矢島隆：駅とまちの一体開発はよく TOD（Transit Oriented Development）と 言われていますが、もとは都市計画家・建築家のピーター・カルソープ（ 1949 年 ∼、Peter Calthorpe）が 1993 年に上梓した『The Next American Metropolis:

Ecology, Community, and the American Dream 』 （Princeton Architectural Press）の中で提唱された概念です（詳細は本誌 22 ∼ 23 頁）。カルソープによると TOD とは、鉄道などの集約輸送型の公共交通機関を主要インフラとし、駅を中心 として近いエリアから順に高密度（主要な商業施設、公共交通の停留所）、中密度 （公共／オープン・スペース）、低密度（住居エリア）とゾーニングしていく開発手 法のことを意味していました。同書に掲載された図面（本誌 23 頁）には、駅から半 径 600m 程度の歩いて到達できる範囲が開発の対象地として示されています。 当時、過度に車社会化した米国内の都市問題を改善するために考案されましたが、 世界の都市でも同様の課題を抱えており、TOD（和訳は「公共交通指向型開発」） という用語は世界に広がりました。日本では、小林一三（1873 年∼ 1957 年）によ る阪急電鉄や渋沢栄一（1840 年∼ 1931 年）による田園都市株式会社（現：東京急行 電鉄）の沿線開発といった実績が 1910 年代からあり、それらが 90 年代に TOD とし てあらためて分類されたという印象です。現代における TOD は、明確に定義され た手法というよりは、駅を中心としたまちづくり全般を指すことが多く、国ごと、 都市ごと、駅ごとの様々な社会背景を受けて常に変化していると考えています。

海外の交通とまちの成り立ち 中野恒明：鉄道の祖である蒸気機関車は、わずか 200 年ほど前、 1800 年代初頭に 英国で発明されました。当時、鉄道は陸路の長距離物流インフラとして整備され たため、舟運との接続が重視され、駅舎は港湾や河川沿いに建てられました。そ の後、鉄道が人の移動手段としても利用されるようになると、駅舎のまわりでは 商業施設などの開発が進められました。一方、都市や市街地では既存のまちなか に駅舎や線路を敷設できず、それらの周縁部に整備されました。これは世界中で 共通したまちと駅舎の関係です。その後、鉄道は物流から人流へとシフトし、駅 前にはまちが形成されるも、海外の多くの都市では中心市街の位置は不動でした。 それは大都市圏でも地方でも共通です。一方、都市の膨張を支えたのも鉄道で、 郊外ニュータウンは駅を中心に計画されていきました。ある意味では鉄道は近代 の都市形成に大きな影響を与えた、産業革命を代表する発明だと思います。 5

distance terrestrial freight networks. Connections to maritime shipping were important, so stations were built in seaports and along rivers. Later, railroads began to carry people, and commercial developments sprung up around stations. Since stations and railways could not be built in the middle of existing cities and towns, they were located on the periphery. This relationship between towns and stations was repeated all over the world. Despite the shift from carrying freight to carrying people and the development of areas around stations, most overseas cities remained centered around their historical cores, both in major metropolitan regions and in the provinces. But railways did contribute to the expansion of cities, as new towns were planned around suburban railway stations. In one sense, the railway was one of the greatest inventions of the Industrial Revolution. It exerted an immense influence on the emergence of modern cities.

Kishii: Diagrams in the Garden Cities of To-morrow (1902)

by Ebenezer Howard (1850–1928), a seminal book on urban planning, show small cities linked by canals and “inter-municipal railways”. In fact, garden cities near London were founded along railway lines (Letchworth, Welwyn). The invention of the railway broke up the urban structure of dwellings adjacent to workplaces.

The next major change was brought about by mass motorization.

In the United States, the Ford Motor Company launched the Model T in 1908 at the unprecedented low price of $850. This was the beginning of the shift away from public transportation and toward a life (and urban structure) of personal mobility. In the 1920s, the rate of vehicle ownership in the United States reached 200 per 1,000 persons. Against that background, the American urban planner and sociologist Clarence Arthur Perry (1872–1944) advocated the neighborhood unit from around 1924.

Yajima: Yes. But the auto industry grew into one of the leading drivers of economic activity in the United States. Manufacturers brought down vehicle costs, the government pursued autofriendly policies, and the result was mass motorization.

Construction of the interstate highway system (Opposite, below) was emblematic. Beginning in the 1950s, it linked the entire nation together. On the metropolitan level, it linked cities and suburbs. The new auto-centric lifestyle was accepted by the American public, and continues to this day. On the minus side, highways into city centers were plagued with terrible traffic jams. Motorization and the interstate highway system spurred the migration of people and increased purchasing power from cities to suburbs. From the 1960s, stores in the cities began to close while large shopping malls were being built in the suburbs. In the 1980s, offices and other workplaces began moving to the suburbs, and office buildings were built around freeway interchanges. Unchecked growth in the suburbs led to the hollowing out of city centers. From the 1980s through the 1990s, American cities fell into a downward spiral of population losses and worsening crime rates – the so-called inner-city crisis.

However in Europe, where mass motorization arrived 40 years 6

later than in the United States, moved quickly to regulate large commercial projects in the suburbs.

Nakano: In a European city, old city quarters date from the Middle Ages. Streets were designed for horse-drawn carriages.

They are paved in stone–winding, narrow, and uneven – not at all like the smooth, straight, wide streets of a young American city. So with the advent of motorization, new towns had to be built. Like the United States, Europe experienced an inner city crisis, and city centers began to be hollowed out. But Europe had the advantage of observing the acute urban problems that motorization had brought in the United States. As such, beginning in the 1960s, Europe adopted transportation policies that used LRT, buses, and other modes of public transit to stem the influx of cars into city centers.

Yajima: Recommendations for dealing with the intrusion of cars into historic European cities were given by Traffic in Towns, an influential report published in 1963 for the UK Ministry of Transport. Called the Buchanan Report after its lead author, Sir Colin Buchanan (1907–2001), a Scottish town planner, it could be said to mark the turning point in European transportation policies.

Kishii: It was not until the mid-1960s that Britain’s vehicle ownership rate reached 200 per 1,000 persons, the level that the United States had reached 40 years earlier. Japan, incidentally, reached that level in 1970, a year when traffic deaths set a new record. People called it the “traffic wars”.

Nakano: The Buchanan Report kind of became a Bible for European cities that wished to provide alternatives to motorization. In fact, in the years after 1970, the major European states revised their traffic laws to introduce a twotiered system with ring roads on the outside for automobile traffic, and people-oriented “traffic cells” on the inside where pedestrians have priority. The forerunner was the famous Dutch woonerf, which set an example for other countries. In addition to giving priority to pedestrians, city centers provided access to transit modes such as LRT and buses running in reserved lanes.

This approach is different from transit malls such as Nicollet Mall in the city of Minneapolis, Minnesota, in the United States, where a street is shared by pedestrians and limited vehicle traffic. In Europe, access by cars to city centers is restricted, and public transit plays a central role in the lives of the city dwellers.

This issue introduces examples of direct connections between terminal stations and such transit networks.

distance terrestrial freight networks. Connections to maritime shipping were important, so stations were built in seaports and along rivers. Later, railroads began to carry people, and commercial developments sprung up around stations. Since stations and railways could not be built in the middle of existing cities and towns, they were located on the periphery. This relationship between towns and stations was repeated all over the world. Despite the shift from carrying freight to carrying people and the development of areas around stations, most overseas cities remained centered around their historical cores, both in major metropolitan regions and in the provinces. But railways did contribute to the expansion of cities, as new towns were planned around suburban railway stations. In one sense, the railway was one of the greatest inventions of the Industrial Revolution. It exerted an immense influence on the emergence of modern cities.

Kishii: Diagrams in the Garden Cities of To-morrow (1902)

by Ebenezer Howard (1850–1928), a seminal book on urban planning, show small cities linked by canals and “inter-municipal railways”. In fact, garden cities near London were founded along railway lines (Letchworth, Welwyn). The invention of the railway broke up the urban structure of dwellings adjacent to workplaces.

The next major change was brought about by mass motorization.

In the United States, the Ford Motor Company launched the Model T in 1908 at the unprecedented low price of $850. This was the beginning of the shift away from public transportation and toward a life (and urban structure) of personal mobility. In the 1920s, the rate of vehicle ownership in the United States reached 200 per 1,000 persons. Against that background, the American urban planner and sociologist Clarence Arthur Perry (1872–1944) advocated the neighborhood unit from around 1924.

Yajima: Yes. But the auto industry grew into one of the leading drivers of economic activity in the United States. Manufacturers brought down vehicle costs, the government pursued autofriendly policies, and the result was mass motorization.

Construction of the interstate highway system (Opposite, below) was emblematic. Beginning in the 1950s, it linked the entire nation together. On the metropolitan level, it linked cities and suburbs. The new auto-centric lifestyle was accepted by the American public, and continues to this day. On the minus side, highways into city centers were plagued with terrible traffic jams. Motorization and the interstate highway system spurred the migration of people and increased purchasing power from cities to suburbs. From the 1960s, stores in the cities began to close while large shopping malls were being built in the suburbs. In the 1980s, offices and other workplaces began moving to the suburbs, and office buildings were built around freeway interchanges. Unchecked growth in the suburbs led to the hollowing out of city centers. From the 1980s through the 1990s, American cities fell into a downward spiral of population losses and worsening crime rates – the so-called inner-city crisis.

However in Europe, where mass motorization arrived 40 years 6

later than in the United States, moved quickly to regulate large commercial projects in the suburbs.

Nakano: In a European city, old city quarters date from the Middle Ages. Streets were designed for horse-drawn carriages.

They are paved in stone–winding, narrow, and uneven – not at all like the smooth, straight, wide streets of a young American city. So with the advent of motorization, new towns had to be built. Like the United States, Europe experienced an inner city crisis, and city centers began to be hollowed out. But Europe had the advantage of observing the acute urban problems that motorization had brought in the United States. As such, beginning in the 1960s, Europe adopted transportation policies that used LRT, buses, and other modes of public transit to stem the influx of cars into city centers.

Yajima: Recommendations for dealing with the intrusion of cars into historic European cities were given by Traffic in Towns, an influential report published in 1963 for the UK Ministry of Transport. Called the Buchanan Report after its lead author, Sir Colin Buchanan (1907–2001), a Scottish town planner, it could be said to mark the turning point in European transportation policies.

Kishii: It was not until the mid-1960s that Britain’s vehicle ownership rate reached 200 per 1,000 persons, the level that the United States had reached 40 years earlier. Japan, incidentally, reached that level in 1970, a year when traffic deaths set a new record. People called it the “traffic wars”.

The Development of Railways in Tokyo Yajima: In Japan, like elsewhere in the world, railways were originally built to haul freight. By the 1900s, there were four terminal stations in Tokyo – Shimbashi (later renamed Shiodome) to the south of the Imperial Palace, Ueno in the north, Ryogokubashi in the east, and Iidamachi in the west.

They served as relay points with the port of Yokohama and between Tokyo and other regions. The areas between these stations were already flourishing urban districts, so railway lines were built to avoid them, in the same way as in Europe. Then, in 1923, the Great Kanto Earthquake struck and razed the existing city. The reconstruction plan called for stations and railways to be built in the middle of the city. As they say, the city was lucky in its misfortune. In the end, an urban railway network formed a ring in the center of Tokyo (Opposite).

Nakano: I visited many of these cities in the 1970s, and it is true that there was less vitality around the stations and in the city center than in Japan. In Europe, the regeneration of a city meant regeneration as a residential city. For that reason, in Germany, local authorities drew up a detailed plan called the Bebauungsplan (B-Plan), which specified how land could be used on a plot-by-plot basis. By specifying everything down to the location of open space for sunlight and fresh air, it ensured that neighborhoods supported residential use. The United Kingdom and France are tending in the same direction, and similar plans have been realized in some American cities, such as San Francisco and Denver. Japanese cities could probably learn from their example.

The government-operated line between Shinbashi and Yokohama and the Nippon Railway stations between Kumagaya and Ueno (Takasaki Line) were built during the steam locomotive age.

They were brick or wood-frame buildings clad in stone, but they collapsed or were damaged in the 1923 earthquake and were renovated to better suit the era of electric trains. Ueno Station is the only one that still retains traces of the great spaces of the locomotive era.

The Development of Railways in Tokyo Yajima: In Japan, like elsewhere in the world, railways were originally built to haul freight. By the 1900s, there were four terminal stations in Tokyo – Shimbashi (later renamed Shiodome) to the south of the Imperial Palace, Ueno in the north, Ryogokubashi in the east, and Iidamachi in the west.

They served as relay points with the port of Yokohama and between Tokyo and other regions. The areas between these stations were already flourishing urban districts, so railway lines were built to avoid them, in the same way as in Europe. Then, in 1923, the Great Kanto Earthquake struck and razed the existing city. The reconstruction plan called for stations and railways to be built in the middle of the city. As they say, the city was lucky in its misfortune. In the end, an urban railway network formed a ring in the center of Tokyo (Opposite).

Nakano: I visited many of these cities in the 1970s, and it is true that there was less vitality around the stations and in the city center than in Japan. In Europe, the regeneration of a city meant regeneration as a residential city. For that reason, in Germany, local authorities drew up a detailed plan called the Bebauungsplan (B-Plan), which specified how land could be used on a plot-by-plot basis. By specifying everything down to the location of open space for sunlight and fresh air, it ensured that neighborhoods supported residential use. The United Kingdom and France are tending in the same direction, and similar plans have been realized in some American cities, such as San Francisco and Denver. Japanese cities could probably learn from their example.

Kishii: Recently the idea of Mobility as a Service (MaaS) has been widely discussed. The “a” implies that multiple transportation services have been combined and are offered through a unified interface.

Europe, stations from the locomotive era have become historical monuments. Fronted by plazas where citizens gather, they are symbols of their cities. Recently the American business improvement district (BID) system is attracting attention from Europe. The problem is that inner city blight leads to declines in property prices and economic activity. To remedy this, local governments levy a “plus alpha” tax on commercial property owners and distribute it to the operators of a BID, who take actions such as hiring security guards, controlling the amount of vehicle traffic, or staging events. In Japan, similar projects for the common good have been carried out as part of land consolidation programs, and the Marunouchi district in downtown Tokyo has organizations through which property owners and tenants pool resources and sponsor events such as the temporary conversion of a paved street to a grass-covered plaza. But organizations that utilize such systems seem to be more numerous and more active in Europe and the United States.

Nakano: Both in the United States and Europe, regional transportation alliances are being organized to offer common management and coordinated services from public transit organizations of various types. People’s mobility patterns don’t stop at municipal boundaries. This is a very MaaS style of management.

Kishii: As you had mentioned, Europe has seen numerous cases of a single entity integrating buses, trains, LRT and other transportation modes. In Japan, there are so many operators that it is difficult for a single organization to manage them all.

is easy to imagine a railway company taking the lead. In this business model, providing the means for mobility is only part of the service – the profit is generated by the final activity.

Toward the Era of Management – TODM in Japan Kishii: Peter Calthorpe mentions good examples of TOD in Japan. It is true that the private railways have adopted TOD as a business model. The government has also consistently placed a high priority on rail. When designating functional core cities to receive government-related organizations that are moved out of Tokyo, it has specified rail cross points as destinations. The government incentivizes development projects that emphasize rail, and the private sector has also worked hard to coordinate railway operations and urban development.

Now the time has come for renewal of those projects. About 30 years have passed since the start of renewal in the Marunouchi district in downtown Tokyo. In that time, an underground parking network has been built, and station-front plazas and streets have been redesigned to make them friendly to pedestrians. Tokyo Station has been restored to its former glory.

There used to be nothing but offices in Marunouchi, but now it has been transformed into a mixed-use district with many more reasons to visit. The Shibuya, Shinjuku, and Ikebukuro areas in Tokyo, all major transportation hubs, are being redeveloped.

I think that these projects go one step further than traditional TOD. Up to now, TOD has meant the planning, design, and realization of projects along railway lines. But the new projects involve multiple railway operators cooperating to increase the value of an area. Specifically, it involves the reorganization and combination of properties, the transfer of unused floor-space ratio, and consolidation of street spaces. A major factor is that the various owners and operators share the realization that the value of an area cannot be increased without crossing property boundaries and reshaping the area itself. This has enabled the methodical realization of major development projects. It should be better known around the world.

Yajima: I think we need to distinguish between the former Japanese National Railways and private sector railway companies. JNR was owned by the government and was not allowed to engage in real-estate development. It focused on transport. But in addition to running their railways, private companies went into communities and played the role of developer. Their business is based on both railways and real estate, and they have acquired a considerable stock of knowhow, which is being put to good use in city-center redevelopment projects. In Tokyo, other actors include private developers with strong bases in specific districts – Mitsui Fusosan in Nihonbashi, Mitsubishi Estate in the Otemachi / Marunouchi / Yurakucho area, and Mori Building in the Roppongi / Toranomon area.

They run community bus services and take the lead in the development of stations and environs. The government supports them by relaxing regulations and in other ways. Despite the wide range of businesses involved, large-scale stations and neighborhood projects have been realized through consensus 12

building and flexible application of laws and regulations. These mechanisms are a characteristic of TODM in Japan.

Kishii: TOD has evolved along each individual railway line.

Advanced countries around the world will soon face the problem of aging suburbs. That will change the relationship between suburbs and city center. The role of railways will no longer be limited to commuting from the suburbs into the city. More and more, railways will be expected to serve as a platform to support an active and enjoyable life in which elderly citizens get out and participate in society. The penetration of ICT is changing our society. The strategy of encouraging consumption by building a department store in a terminal station building no longer seems relevant, and we are coming closer to an environment in which it will be possible to work from home without needing to commute to anoffice in the city center. I think that we need to think about a TOD business model that will create opportunities for people to work in their communities and participate in regional activities. It will be nothing other than TODM for the purpose of supporting life in the community.

As pointed out in this discussion, the day will surely come when urban development is always coordinated with public transit. Further, the truly important thing lies beyond mobility destinations and beyond new architecture – it is a richer range of activities by people. In the end, that is what increases the value of an area. This issue focuses on that kind of TODM, and introduces examples from Europe and the United States.

Redevelopment of the station and Revitalization of its surrounding area With the completion of Regent’s Canal in 1820, King’s Cross was linked to major industrial cities in the north of England. Redevelopment of the station and Revitalization of its surrounding area With the completion of Regent’s Canal in 1820, King’s Cross was linked to major industrial cities in the north of England. Pennsylvania Station is New York City’s main intercity and commuter railroad station and the busiest station in the Western Hemisphere. Thousands of commuters from throughout the region travel through the station every day to get to jobs in Midtown Manhattan and Hudson Yards, and therefore is critical to the economic position of the city.

The station has seen significant growth in commuter usage, with the number of trains entering the station doubling since the 1970s, and this growth is expected to continue. As such, the City and the regional transportation agencies have looked to expand the station and its track capacity to accommodate this projected growth.

This effort has been hampered by the station’s limited footprint and the fact that much of the station sits underground below the Madison Square Garden arena, which replaced the original iconic beaux-arts station on the site in 1963. The surrounding area contains high-density commercial development that was attracted to the transit connectivity the station provides but which further limits expansion opportunities the station.

Unlike Grand Central Terminal, which is considered a global landmark, the current Penn Station is considered a crowded and underwhelming space not befitting to its role as one of the main gateways to the city.

While planning efforts in the past have considered moving Madison Square Garden to allow the station to be fully renovated, this has yet to occur due to cost issues and the lack of available sites for the arena. Instead, a new station extension is currently being constructed in the beaux-arts James Farley Post Office building, located across the street from the station.

This extension, named the Moynihan Train Hall, is expected to open in 2021 and will be used mainly by intercity passengers; it will give the facility a prominent head house and public space that the station currently lacks. The project will free up space in the current station which would then allow for significant improvements to the station itself.

In addition, new tunnels under the Hudson River are in the planning stage. They would alleviate track congestion between the station and New Jersey, and address damage to the current tunnels sustained during Hurricane Sandy in 2012. However, the project currently lacks funding.

Underground level Improvement work of the underground pathway

Development of public space around Osaka Station As outlined above, development of Osaka’s Umeda area has primarily taken place in four districts around Osaka Station and been led by separate operators, but in recent years private-sector reinvestment has been accelerated by utilization of an urban regeneration program established in 2002. Pedestrian-centered public spaces are being developed in conjunction with large-scale development based on loosening of regulations such as those governing floor area ratio. Among these spaces, Osaka Station is located at the center of the four development areas and is the starting and ending point for many visitors, making it the most important hub for pedestrians. The pedestrian environment was significantly improved when the station was thoroughly renovated in 2011. This renovation took place not only inside the ticket gates, where 74 escalators were installed, but also outside the station, where freely accessible passageways and a public deck (elevated walkway) connecting Osaka Station with Hankyu Umeda Station were newly built or redeveloped. This improved the network of pedestrian flows in the station vicinity, primarily on three levels (elevated deck, ground level, and subterranean level).

Development of public space around Osaka Station As outlined above, development of Osaka’s Umeda area has primarily taken place in four districts around Osaka Station and been led by separate operators, but in recent years private-sector reinvestment has been accelerated by utilization of an urban regeneration program established in 2002. Pedestrian-centered public spaces are being developed in conjunction with large-scale development based on loosening of regulations such as those governing floor area ratio. Among these spaces, Osaka Station is located at the center of the four development areas and is the starting and ending point for many visitors, making it the most important hub for pedestrians. The pedestrian environment was significantly improved when the station was thoroughly renovated in 2011. This renovation took place not only inside the ticket gates, where 74 escalators were installed, but also outside the station, where freely accessible passageways and a public deck (elevated walkway) connecting Osaka Station with Hankyu Umeda Station were newly built or redeveloped. This improved the network of pedestrian flows in the station vicinity, primarily on three levels (elevated deck, ground level, and subterranean level).

Overall development plan The aftermath of the Great Hanshin earthquake of 1995 demanded the seismic reinforcement of JR Shibuya Station.

However, the station was an indivisible structural element of the adjacent Tokyu department store, which meant that the reinforcement could not be completed without simultaneously rebuilding the store. The first step, therefore, was a series of studies led by administrative officials at the national, metropolitan, and city level, as well as representatives from the rail company.

The urban plan to build the Tokyo Metro Fukutoshin Line underneath Meiji Dori was decided in 2001. The following year, in 2002, it was decided that the Tokyu Toyoko Line would be shifted in order to connect to the Fukutoshin Line. At the time, there was also a proposal to surround the station with decks, but it was rejected by the local community. After being designated an urgent urban renewal area in 2005, the Committee for the Review of Basic Infrastructure in the Area around Shibuya Station (chairman: Morichi Shigeru) was set up, led by three university professors. At the same time, the Council for the Coordination of Infrastructure in the Area around Shibuya Station was also established, operated by Shibuya City for the purposes of coordinating communication with local organizations.

As a result, a series of guidelines for urban planning in the central area around Shibuya station was formulated in 2007, and the Basic Infrastructural Plan for the Area around Shibuya Station was put in place the following year, in 2008. One of the aspects that was emphasized in both the guidelines and the Basic Infrastructural Plan was “the importance of lifestyle and culture.” At the same time, various decision were made to shift the JR Saikyo Line platform to the north, so that it would be parallel to the JR Yamanote Line platform; to relocate the Tokyo Metro Ginza Line Shibuya Station above Meiji Dori; to install underground rainwater storage tanks following the diversion of Shibuya River, which runs beneath the open square in front of the station; to reorganize the sites belonging to each railway operator and unify the station building along the south side; to insert a floor in the space above the JR lines on the north side in order to ensure a new railway sky plaza; to use the first floor of the west side of the redeveloped station building as a bus terminal for the west exit plaza; to relocate the taxi stands at the west exit plaza underground, and to construct an underground network of parking lots by connecting buildings to each other.

that would reflect the culture of Shibuya. The mechanisms that manage the entire redevelopment as a whole, based on the dual principles provided by this basic framework and design, would subsequently continue. Based on this, the urban plan for the infrastructural development of this land parcel, with a view to completing the infrastructure and urban facilities for this transport hub was decided in June 2009. Shibuya Hikarie, a redevelopment project for the Tokyu Bunka Kaikan that had been underway on the east side of Meiji Dori, also opened in June 2009.

Subsequently, a series of guidelines on urban planning for the central area around Shibuya Station was put together in 2010, and another plan for its basic infrastructure in 2011. In recent years, however, with the planned rebuilding of Tokyu Plaza on the west side, the development of the site that used to be occupied by the Tokyu Toyoko line on the southeastern side, and the redevelopment of Sakuragaoka on the southwestern side, it was decided that a new south exit for JR Shibuya Station that takes these surrounding developments into account would be opened, and a free passageway linking the east and west sides would be built in order to accommodate this new south exit.

The development built on the former site of the Tokyu Toyoko Line (Shibuya Stream) opened in September 2018, with Google planning to take up residence there. The development of the former site of Tokyu Plaza at the west exit (Shibuya Fukurasu) is scheduled to be completed in the autumn of 2019, with limousine buses bound for Haneda Airport planned to depart from and arrive at the first floor. Construction of the east wing of the central station block building (Shibuya Scramble Square) is also underway, with a planned completion date of autumn 2019.

The relocation of the Tokyo Metro station and the JR Saikyo Line platform is scheduled to be completed in 2020, while the full-scale construction of the central and western blocks and the Sakuragaoka area will subsequently follow. In addition, the Shibuya Station Area Management Council, a joint partnership with Shibuya City and the railway operators seeking to enhance the charm and appeal of Shibuya, was founded in 2013. The council currently provides information on construction projects and organizes various events that promote the charm of Shibuya.

Shibuya’s new Transit Oriented Development and Management (TODM) consists in how multiple railway operators go beyond their respective positions and make a cooperative effort to enhance the value of Shibuya.

The first step was to tackle the issue of how to reorganize the relationships surrounding land rights. This site organization was achieved through a uniquely Japanese method of rezoning.

Rezoning does not involve the sale and purchase of land: rather, it allows for the swapping of plots and the securing of land for and construction of public facilities, with the cost borne by the beneficiaries, while performing land appraisals according to certain legal procedures (land reallocation laws). This was an indispensable method in the Shibuya Station area, where plots were irregular.

Urban Cores In addition to serving as “public lines of flow in a longitudinal direction” that support a form of multi-layered urban development across the topography of a valley, “urban cores” are vital elements of spatial design that ensure a quality unique to Shibuya. From here, one can gaze across the city: it is where one gets a feel for Shibuya, where one can see all the people who move through this space. The Design Conference called for each building in the area around the station to appoint a different architect as a design adviser. The design of the urban cores, however, was not prescribed in a specific way: what was required was to create a unique style that responds to the individuality of each building.

The only conditions stipulated were to situate the urban core in a location that would be highly visible, in a way that would allow one to feel the movement of people and the neighborhood. The first urban core was realized in the form of a column-like space in front of Hikarie. Subsequently, the yellow escalators of Shibuya Stream became memorable urban cores.

One of the aspects that was emphasized in both the guidelines and the Basic Infrastructural Plan was “the importance of lifestyle and culture.” At the same time, various decision were made to shift the JR Saikyo Line platform to the north, so that it would be parallel to the JR Yamanote Line platform; to relocate the Tokyo Metro Ginza Line Shibuya Station above Meiji Dori; to install underground rainwater storage tanks following the diversion of Shibuya River, which runs beneath the open square in front of the station; to reorganize the sites belonging to each railway operator and unify the station building along the south side; to insert a floor in the space above the JR lines on the north side in order to ensure a new railway sky plaza; to use the first floor of the west side of the redeveloped station building as a bus terminal for the west exit plaza; to relocate the taxi stands at the west exit plaza underground, and to construct an underground network of parking lots by connecting buildings to each other.

that would reflect the culture of Shibuya. The mechanisms that manage the entire redevelopment as a whole, based on the dual principles provided by this basic framework and design, would subsequently continue. Based on this, the urban plan for the infrastructural development of this land parcel, with a view to completing the infrastructure and urban facilities for this transport hub was decided in June 2009. Shibuya Hikarie, a redevelopment project for the Tokyu Bunka Kaikan that had been underway on the east side of Meiji Dori, also opened in June 2009.

Subsequently, a series of guidelines on urban planning for the central area around Shibuya Station was put together in 2010, and another plan for its basic infrastructure in 2011. In recent years, however, with the planned rebuilding of Tokyu Plaza on the west side, the development of the site that used to be occupied by the Tokyu Toyoko line on the southeastern side, and the redevelopment of Sakuragaoka on the southwestern side, it was decided that a new south exit for JR Shibuya Station that takes these surrounding developments into account would be opened, and a free passageway linking the east and west sides would be built in order to accommodate this new south exit.

The development built on the former site of the Tokyu Toyoko Line (Shibuya Stream) opened in September 2018, with Google planning to take up residence there. The development of the former site of Tokyu Plaza at the west exit (Shibuya Fukurasu) is scheduled to be completed in the autumn of 2019, with limousine buses bound for Haneda Airport planned to depart from and arrive at the first floor. Construction of the east wing of the central station block building (Shibuya Scramble Square) is also underway, with a planned completion date of autumn 2019.

The relocation of the Tokyo Metro station and the JR Saikyo Line platform is scheduled to be completed in 2020, while the full-scale construction of the central and western blocks and the Sakuragaoka area will subsequently follow. In addition, the Shibuya Station Area Management Council, a joint partnership with Shibuya City and the railway operators seeking to enhance the charm and appeal of Shibuya, was founded in 2013. The council currently provides information on construction projects and organizes various events that promote the charm of Shibuya.

Shibuya’s new Transit Oriented Development and Management (TODM) consists in how multiple railway operators go beyond their respective positions and make a cooperative effort to enhance the value of Shibuya.

The first step was to tackle the issue of how to reorganize the relationships surrounding land rights. This site organization was achieved through a uniquely Japanese method of rezoning.

Rezoning does not involve the sale and purchase of land: rather, it allows for the swapping of plots and the securing of land for and construction of public facilities, with the cost borne by the beneficiaries, while performing land appraisals according to certain legal procedures (land reallocation laws). This was an indispensable method in the Shibuya Station area, where plots were irregular.

Urban Cores In addition to serving as “public lines of flow in a longitudinal direction” that support a form of multi-layered urban development across the topography of a valley, “urban cores” are vital elements of spatial design that ensure a quality unique to Shibuya. From here, one can gaze across the city: it is where one gets a feel for Shibuya, where one can see all the people who move through this space. The Design Conference called for each building in the area around the station to appoint a different architect as a design adviser. The design of the urban cores, however, was not prescribed in a specific way: what was required was to create a unique style that responds to the individuality of each building.

The only conditions stipulated were to situate the urban core in a location that would be highly visible, in a way that would allow one to feel the movement of people and the neighborhood. The first urban core was realized in the form of a column-like space in front of Hikarie. Subsequently, the yellow escalators of Shibuya Stream became memorable urban cores.

Public-private-academic Community Development In 2006, the Kashiwanoha Urban Design Center (UDCK) was established as a public-private-academic community development center. In 2008, this was followed by the Kashiwanoha International Campus Town Initiative, or CT Initiative. Conceived by Chiba Prefecture, Kashiwa City, Chiba University and the University of Tokyo, the CT Initiative proposed a public-private-academic community development partnership aimed at building an international research and development center and an urban space endowed with stateof-the-art environmental design. The UDCK took the lead in formulating guidelines about urban space design and the environment and about moving community development forward. Moreover, on behalf of the municipal government, UDCK performs maintenance management for public spaces such as the Kashiwanoha Campus Station west exit route and Aqua Terrace. Additionally, under the guidance of the UDCK, local businesses and universities work together on events and local partnerships aimed at publicizing the appeal and raising name recognition of the community around Kashiwanoha Campus Station.

Community Development along the Tsukuba Express Route and Its Potential Development along the Tsukuba Express route has conformed to the provisions of the Housing and Railroad Law enacted in 1989. Under the law, both railroad infrastructure and housing development must be developed inclusively as a community along the Tsukuba Express route (the law refers to this as an “integrated specific land readjustment project.”) The diverse urban communities along the Tsukuba Express have fostered profound interaction and communication among each other, and the route serves. One of these urban communities is the Kashiwanoha Campus Station area. As a new suburban community with easy access to central Tokyo, it has promoted community development guided by forward-looking urban design, such as autonomous management for municipal administration and area operated by a public-private-academic partnership and solution-based community development for building a smart city.

Kashiwanoha Campus Town, the broad area next to the station, stands as an example of forward-looking community development based on the CT Initiative, and in recent years it has steadily taken shape as an international research and development city and an innovative ecological city. One of these efforts to build a city of the future that is home to cuttingedge technology, that continuously evolves, and that inspires other cities by its accomplishments is the Innovation Field City initiative. Innovation Field Kashiwanoha is a platform for creating new industries and finding solutions to social problems that can be deployed to society at-large. The platform began operation this year and is soliciting experimental projects in the AI and IoT field and the life science and medical fields.

Located midway along the Tskuba Express route and with the Tsukuba International Strategic Zone—a cutting-edge science and technology research hub centered around Tsukuba Science City—on one end and the Akihabara area, one of Tokyo’s venture business center, on the other, Kashiwanoha Campus Station organically links the features of these two regions in a way that is further expected to function as a hub that fully realizes the potential of railroad route community development.

Additionally, when the anticipated extension of the Tsukuba Express to Tokyo Station currently being studied becomes reality, the Life Science Domain Open Innovation Development

initiative in Tokyo’s Nihonbashi area will join the Life Innovation/Green Innovation initiatives integrating Tsukuba science and technology and the Kashiwanoha Innovation Field Initiatives to form a single integrated chain.
