Our Story This is Phoenix’s origin story, a tale of friendship and purpose. Phoenix RTP grew out of the passion of two former college teammates. As teammates, Dr. Christopher Frazeur and James Nunno were able to problem-solve together, work through adversities, challenge one another, and form a lifelong bond along the way. After graduating from Cal Poly, Dr. Christopher quickly found his passion by working with the most vulnerable youths in Southern California. His dedication to helping at-risk youths cope with their trauma, and reintegrate with their community continued when his career led him to the Department of Child and Family Services (DCFS) and Probation. There he opened up literacy centers throughout Orange County, a project he was later recognized for by the County Board of Supervisors for improving literacy and having a positive impact on youth in Orange County. Dr. Christopher’s partner, James discovered his passion for helping youth in his community while working on his senior project prior to graduating Cal Poly. During his project, he taught Engineering principles to kids in an effort to get them interested and excited about the world of Engineering. Post-college, he also taught high school track and field. It was through teaching and investing in teens' lives, that he found his passion for making an impact on young adults and adolescents. Together, Dr. Christopher and James have been able to help enrich countless lives of at-risk youth in the Orange County area through Phoenix RTP. A passion that leaves them both feeling rewarded every day.

Introduction What is an STRTP Short Term Residential Therapeutic Programs provide intensive care, supervision, supports services, mental health treatment, and short-term 24-hour care of children and non-minor dependents, not previously required in group home settings. All services are designed to stabilize, support and transition children to a lower level of care on a case-by-case basis, consistent with the child’s needs and plan designed by the Child and Family Team.
Focus of STRTP’s include: •
Stabilizing youth that are high risk for behavioral issues
•
Increase in services (individual/family therapy, case management, linkages to community resources)
•
Family reunification
•
Serve as family/community resource
•
AB12/THP housing
STRTPs are intended to serve children/NMDs who are in need of care and supervision that cannot be met in a family-like setting and for children not needing inpatient services (such as a psychiatric hospital or Community Treatment Facility). STRTPs provide specialized intensive treatment and oversight of children/NMDs whose needs cannot be served in a less restrictive environment.

Phoenix’s Compassionate Call to Action Join Phoenix in our pursuit to be an agent of change and beacon of hope for our youth and community.
An average daily population of 3,259 young
individuals are held in juvenile facilities in CA counties.
YOUTH INCARCERATION
Jeopardizes mental health Hinders their educational Delays social development Perpetuates a cycle of future justice involvement with no permanent solution out
It’s time to break the cycle.
1/3 of incarcerated youth
The negative repercussions of youth incarceration extend to education.
diagnosed with depression after their incarceration began.
43 percent of incarcerated youth who received remedial education services in detention did not return to school after release
This educational setback not only limits the future prospects of these young individuals but also exacerbates their vulnerability to further criminal involvement.
In 2013-2014, the dropout rate was at a staggering 37.7% far exceeding the statewide dropout rate of 11.6%.
It is clear that the very system designed to rehabilitate often perpetuates a cycle of trauma, leaving lasting scars on young lives.
PROBLEM:
That data is sobering. Juvenile incarceration increases the likelihood of adult incarceration by 23 percent, but we can be an agent of change with partners like you.
Phoenix STRTP
Additionally, 16 percent enrolled but dropped out within just five months.
SOLUTION:
Would you join us as we seek to emphasize alternatives to incarceration by prioritizing rehabilitation, education, and mental health support for at-risk youth in Orange County?

Dr. Chris Frazeur President | CEO
James Nunno
Vice President | CFO
After graduating from Cal Poly San Luis Obispo, Dr. Frazeur quickly found passion and purpose in serving at-risk youth in the most highly socio-economically disadvantaged areas of Southern California. He began his career as a special education teacher, a position held near and dear to his heart due to the struggles he faced in school as a student with learning disabilities. Dr. Frazeur was committed to showing his students that if he could overcome these obstacles, so can they. This dedication and passion continued on when Dr. Frazeur later worked with the Department of Child and Family Services (DCFS) and Probation to open up literacy centers throughout Los Angeles County. As a result of this work, Dr. Frazeur was later recognized by the County Board of Supervisors for improving literacy and being a positive impact throughout LA County. Now, Dr. Frazeur serves as a Sr. Director for schools of choice where he continues his work in changing the stories of over 50,000 at-risk youth each year. Through his experience in education and understanding of the population served, Dr. Frazeur believes he and his close colleague James Nunno will bring about positive change in the lives we serve and will set the standard in the residential treatment services industry.
James has a degree in Structural Engineering from Cal Poly San Luis Obispo and was on the track and field team. James was a two time All Conference Champion of the decathlon. In addition he also competed in pole vault, the 400m and high jump for the team. James and Chris also first met while teammates at Cal Poly and formed a lasting friendship. While at Cal Poly, James’ senior project was teaching Engineering principles to kids in an effort to get kids interested in Engineering. Through this and coaching high school Track and field it gave him a new found insight into the difference that one can make in a young adult’s life and how rewarding it can be. Through a shared goal Chris and James came together to bring this STRTP to life. As an entrepreneur of several small businesses, James looks to help make Phoenix Residential a successful and life changing home for young adults.
