HE new Bankwest Stadium will turbocharge the Parramatta CBD and inject millions of dollars into the Western Sydney economy, according to analysis by the Western Sydney Business Chamber.

The analysis found that visiting sports fans and major event goers to the new stadium would spend more than $176M in the next two years.

David Borger, Executive Director of the Western Sydney Business Chamber said: “The opening of the new Bankwest Stadium will see a surge of new visitations to Parramatta that we have never seen before. This is now one the best stadiums in the country with a spectator experience unparalleled.

“The flow-on benefits from the stadium will be immense. Parramatta’s night-time economy will be supercharged.

“Parramatta will expect to see a wave of tourists – coming to watch sports games and concerts at Bankwest Stadium.

“Patrons making their way to and from the stadium will be stopping at one of the many cafes and restaurants nearby – boosting the vibrancy of Parramatta Eat Street. We will also see out-of-towners booking accommodation at local hotels,” Mr Borger said.

BRIEFS Airport commissions build contract

WESTERN Sydney Airport has commissioned design firm Architectus to develop a masterplan for the 191-hectare business park within Western Sydney’s “economic zone” The park will sit 1.5 kilometres from the airport terminal and is a separate development project to the 11,200-square-metre aerotropolis. The park is expected to be complete by mid-2019.

Report reveals new trends in tech banking

A

GROWING number of younger Australians are adopting new payment technologies but are lagging in using money management tools to help control their spending habits.

The emerging trend was revealed in a Bankwest survey focusing on the changing influence of technology.

Of the Gen Y respondents who used digital payments for everyday shopping, close to half (44.7%) did so for most purchases, with 48.4% increasing their usage over 12 months.

trends came in their embrace of digital services, such as music (79.9%), ride sharing (60%), food delivery(59.3%) and video streaming (45.2%).

However, while young Australians reported strong use of banking apps (76.8%) and online banking (56.5%), fewer than one-in-five (18.7%) adopted tech tools to manage their spending.

The digital spend-trend came despite an almost unanimous belief from Gen Y respondents that tech made it easier to spend without thinking (93.5%) and spend money they didn’t have (90.1%).

The reliance on tech for making payments was not as present in the Baby Boomers generation, which placed the least amount of faith in tech for financial management.

Bankwest EGM Customer Solutions and Insights Pieter Vorster said the trend around spending was consistent with the adoption of emerging technologies, especially among younger people.

“When new innovations merge, people often jump in quickly to integrate them into their lifestyles, but they don’t always consider where that can lead them,” Mr Vorster said.

“Banks have an opportunity to better connect their customers with these tools, such as payment alerts and credit limit adjustments, so they can use tech safely, while spending within their limits.”

North West Metro due to open

A

USTRALIA’S biggest public transport project, the North West Metro, will open to customers on Sunday, May 26, delivering a turn up and go rail service from Rouse Hill to Chatswood.

Premier Gladys Berejiklian and Minister for Transport Andrew Constance today confirmed the opening date of the new Metro line, which is now undergoing final commissioning.

“This is an exciting time for the future of public transport.

Thousands of commuters will have access to world class metro rail,” Ms Berejiklian said.

“We have delivered the North West Metro on time and more than $1B under budget.

“This project is the result of hard work, discipline and focus. I want to thank all those involved in delivering this important project.”

Mr Constance said the Metro North West Line includes 13 stations between Tallawong and Chatswood and 4000 commuter car parking spaces.

“The new generation of driverless trains have now completed more than 180,000 kilometres of testing and final commissioning is underway,” Mr Constance said.

“Sydney Metro is Australia’s first fully accessible railway which will deliver fast, safe and reliable travel.

“The Metro line is currently being extended from Chatswood to Bankstown and by 2024 Sydney will have 31 metro stations and a 66 kilometre standalone metro railway.”

At full operation, trains will run every four minutes in each direction at peak times on the Metro North West Line, with the ability to run up to every two minutes in the future.

NSW economy firing on all cylinders

C

ONSISTENT strength across the board sees NSW retain pole position according to CommSec’s latest State of the States report released recently.

Of the key economic indicators considered in the report – including economic growth, retail spending, and unemployment – NSW is consistently strong, ranking second in seven of the eight indicators.

Treasurer Dominic Perrottet said NSW’s sterling performance showed the State’s strong fundamentals were helping to support jobs for the people of NSW at a time when global and local economic headwinds were picking up.

“A strong economy isn’t important for its own sake–it means jobs to support families today, and a pipeline of new opportunities as the people and businesses of NSW work to build a brighter future,” Mr Perrottet said.

The report highlighted NSW’s exceptionally low unemployment, noting that “In NSW the trend unemployment rate of 4.3 per cent hasn’t been bettered in monthly records going back to 1978.”

The excellent unemployment figure has contributed to strong retail spending which was 15.6 per cent above the decade average in the December quarter.

According to the report, economic activity

in NSW was 25.4 per cent above its ‘normal’ or decade average level of output in the December quarter.

Notably, construction activity in NSW was 29.1 per cent above the decade-average, reinforced by strong infrastructure investment and home building.

NSW also saw solid equipment investment for the December quarter, 10.9 per cent above the decade average.

“Our $90B infrastructure program isn’t just rebuilding the state, it is building jobs, fuelling the economy, and helping protect the state against economic headwinds,” Mr Perrottet said.

Big plans for Westfield Parramatta RE#D DWYER

ETAIL landlord Scentre Group has extensive plans for its major shopping centres in Parramatta and Liverpool worth approximately $600M. The group, which co-owns Westfield Parramatta with GIC and proposed a 25-storey office development above the shopping centre in 2014, has lodged revised plans for a 42-storey tower to be built on top of the centre creating a total of 112,000 square metres of office space.

The revised proposed Woods Bagotdesigned skyscraper would be located on the corner of Argyle and Church streets in response concerns voiced by council, at a cost of some $500M. To the south, Westfield Liverpool is set to receive a $93 million revamp after Scentre submitted plans that would include an 8-storey commercial tower and new entertainment precinct.

The 84,000-square-metre centre is poised to add 5500 square metres of additional retail space and 11,000 square metres of commercial space.

If approved the project would include ground-floor retail while the new entertainment precinct would feature new dining options as well as a reconfigured cinema.

The delivery of new commercial premises would also "provide space for the expanding Liverpool business community", Scentre said.

Labor pledges $7M to Blacktown university

USTRALIAN Catholic University has welcomed the federal Labor Party’s pledge to dedicate $7M to support the establishment of ACU’s new Blacktown campus in the heart of Western Sydney.

Shadow Assistant Minister for Universities and Equality Senator Louise Pratt announced that the ALP would allocate the

grant from its $300M University Future Fund.

Senator Pratt said this was part of the party’s wider commitment to remove caps on university places.

“We are going to lift university caps by 2020, which is when you are hoping to enroll your first students here in Blacktown.”

The grant will assist ACU to fit out an existing building as the start of its new campus, providing facilities for students from Western Sydney.

Eat Street on board for game day

AME-goers at Parramatta’s new Bankwest Stadium will receive discounts and deals at the popular ‘Eat Street’ dining district as part of a campaign to attract visitors to the area.

The local advertising campaign, which includes a restaurant guide featuring more than 25 local eateries, is part of Transport for NSW’s ‘Activate Parramatta’ plan to support local businesses ahead of and during construction of the Parramatta Light Rail.

The NSW Government launched ‘Activate Parramatta’, a business activation plan for Parramatta Light Rail, in November 2018 to highlight its commitment to local businesses.

Participating businesses along Parramatta’s ‘Eat Street’, Church Street between George and Palmer Streets, are offering ‘Game Day’ discounts and meal deals to celebrate the first game at Parramatta’s new Bankwest Stadium.

A number of retailers and accommodation providers have also joined the campaign.

The local advertising campaign for Eat Street is one of many ways Transport for NSW and the Parramatta Light Rail project are working hard to support businesses before major light rail construction begins.

Local businesses will be supported with regular advertising and promotional activities from April to July.

This is in addition to the existing, free one-on-one business support services available through Transport for NSW, helping businesses develop individual strategies from growing brand awareness to building an online presence.

E all know the story: you lay awake at night worrying about your business and dreaming up ways to make ends meet.

There’s the tax nightmare to sort out and the wages to be made up. There’s reports to government agencies due tomorrow and you can’t work out how to navigate their web site seemingly designed by a mad government scientist.

And there is forms to fill in, endless forms.

Well, you are not alone. Western Sydney businesses spend on average 540 hours per year trying to sort out the government’s infamous “red tape” roundabout and the business’ admin requirements.

And the red tape and admin costs add up to more $14,000 for the average small business, or $20 billion across the economy..and it is also costing us our health.

It’s less desirable

A research study by accounting software firm Recon claims the stress of it all means the average owner gets just 4.5 hours of sleep, compared to the recommended 7 to 9 hours.

This all adds up to one massive problem that is making running a business less desirable amongst the 1300 owners who were surveyed.

It showed that half the owners believed red tape and admin were “killing the dream” that had made them start the business in the first place. And the dream is what keeps most people going.

The research theme was identifying barriers to small business owners “getting in the zone” and being at their most productive and effective.

Half the owners also said the sacrificed

their health, including sleep to stay on top of admin. A surprising 13% said they did their admin before 6am.

And the government is making it even harder to stay on top of it all with the Single Touch payroll system rolled out on July 1.

It means more frequent reporting of payroll information to the ATO. It is cited as the biggest compliance change for small business since the GST was introduced in the late1990s.

All drink drivers face immediate loss of license

A

LL drink driving offenders can now immediately lose their licence under tough new penalties announced by the Minister for Transport and Roads Andrew Constance.

From May 20 drink drivers who are first-time, lower range offenders will receive an immediate three-month licence suspension and fine of $561.

“This means anyone caught drink‐driving in NSW, at any level, including low-range, can now lose their licence immediately,” Mr Constance said.

Under the new laws, simpler and more certain penalties will also apply for drug drivers.

Offenders who drive with the presence of illicit drugs

for the first time will receive a $561 fine and a three-month licence suspension if the offence is confirmed by laboratory analysis.

Alcohol related crashes claimed the lives of at least 68 people on NSW roads last year, accounting for nearly one in five road deaths, including 55 lives lost on country roads.

A

28ha site in the heart of the CBD is set to become the next major stage in the evolution of Liverpool into Sydney’s third city centre Nine firms have been shortlisted to design a 20-30 year master plan to transform the site at the corner of Hoxton Park Rd and Hume Hwy. Liverpool Council last year released artist impressions of the kind of development they would like to see on the site.

Known as Woodward Place, the development has been described by the council as the “next transformational project” that would cement Liverpool as Sydney’s third CBD. Leading site Urban Developer reports Aspect Studio, CHROFI, Cox Architecture, Ethos Urban, GHD, Group GSA, Hassell, RPS Australia, and SJB Architecture are the shortlisted firms invited to submit ideas for the master plan in the western Sydney precinct.

The shortlist follows the rezoning of the site by council last year.

Council then released impressions of multi-storey towers as an example of the type of development it would welcome.

Council has released artist impressions of the kind of development they would like to see on this site.

The winning designer will be announced by June and be tasked to deliver a 20-to-30-year master plan that would transform the project, to be known as Woodward Place.

Liverpool Mayor Wendy Waller said council’s vision for Woodward Place was to see it become a regional destination comprising high-quality mixed-use development, open space, sporting, and recreational facilities.

Blacktown welcomes City Deal inclusion

LACKTOWN City Council has welcomed the announcement today that a Shorten Labor Government would expand the Western Sydney City Deal to include Blacktown City Council.

Blacktown City Council Mayor Stephen Bali MP said the ability to work alongside all levels of government will allow opportunities in business, education and employment to be unlocked.

“Blacktown City Council will be the largest Council to be included in the Western Sydney City Deal and should have never been overlooked,” Mayor Bali said.

“Being included in the Western Sydney City Deal will allow Council to develop partnerships within all levels of government and pursue its goal in transforming the City. “ Blacktown City Council is excited to

sit alongside the local governments of Blue Mountains, Camden, Campbelltown, Fairfield, Hawkesbury, Liverpool, Penrith and Wollondilly, and to lead and collaborate in working to unlock opportunities for the millions of residents of Western Sydney.

Mayor Waller said Liverpool CBD’s resident population was expected to double to 30,000.

“Every day, those residents will be joined by students attending three major universities expanding their presence in our city centre, and workers from across the region,” Waller said.

Woodward Park is currently home to the Whitlam Centre, netball courts, football fields and a range of facilities and community services.

A preliminary concept design for Woodward Place is expected by the end of the year.

Western Sydney Business Chamber, said: “Blacktown City Council is a significant part of the region and is one of the most populous local government areas in Sydney so it makes sense that it is included in the Western Sydney City Deal.”

The Chamber also welcomes Labor’s $7.5 million commitment to invest in local projects identified by Blacktown City Council.

Hawkesbury launches solar program

AWKESBURY City Council has launched the Hawkesbury City Solar Program, which will install 500kW in total solar power to generate electricity for 12 Council sites and provide cost savings for the community.

The new solar systems are being installed at sites including the Deerubbin Centre in Windsor, the Waste Management Facility at McGraths Hill, Wastewater Treatment Plants in South Windsor, the Council Depotin, Wilberforce, Windsor Function Centre, OASIS Fitness and Aquatic Centre in South Windsor.

New solar panels will also be installed at the South Windsor Family Centre, where the launch was held.

The Mayor of Hawkesbury, Councillor Barry Calvert welcomed community members to the launch as well as Ms Robyn Preston, State Member for Hawkesbury, Councillor Amanda Kotlash, Hawkesbury Sustainability Committee members, representatives from Western Sydney Regional Organisation of Councils, Richmond North Public School Vice-Captain Jessica Hayter, and Ben Henderson, CEO of the Green

Council is also working with WSROC on the Light Years Ahead Energy Efficiency Initiative. The project is coordinated by WSROC to help Western Sydney councils invest in energy saving and renewable technologies such as solar panels, LED street lighting, insulation and energy saving appliances.

“Our solar project highlights the crucial role local government can play in driving initiatives,” he said.

“We are taking the lead on climate change in our community to help create a sustainable Hawkesbury while also providing cost savings for the community.

European investor acquires four SOP hotels RED DWYER

EUROPEAN investment giant has acquired three hotels in Sydney Olympic Park from a Middle Eastern global wealth fund as part of a four-hotel deal worth $330.4M. Paris-based AXA Investment Managers – Real Assets has purchased the portfolio, on behalf of its clients, from the Abu Dhabi

Investment Authority, which is acknowledged as the world’s third biggest sovereign wealth fund.

The properties are the 5-star, 218-room Pullman Sydney Olympic Park, the 4.5-star, 177-room Novotel Sydney Olympic Park, the 3.5-star, 150-room Ibis Sydney Olympic Park, and the 4.5-star, 286-room Novotel Canberra, The 831-room portfolio is managed on long-term agreements.by another French firm,

Exploring business insurance fundamentals As a business owner you know and are perfectly aware of the challenges of day-to-day operations which often involves a great degree of personal financial risk.

n such circumstances it makes perfect sense to mitigate and or manage risk where possible by reducing uncertainty and protecting your business.

Business insurance is capable of not only protecting your assets, equipment and machinery that keep your business operating but can also protect your employees and customers from risks which you may face.

Furthermore, an appropriate insurance policy can provide you with the necessary financial support if your business is affected by unexpected circumstances.

In this two part series on business insurance we look at the types of insurance policies available, important year end check lists to ensure you are adequately covered, specialised needs and policies, how premiums are calculated and how you can save and home based businesses and the policies available in this area.

At the outset it is important to highlight that there are a diverse range of different insurance products and policies which aim to cover tradespeople, small businesses, professionals, those operating in hospitality and many more.

Insurance companies provide a variety of policies that cover small businesses, tradespeople, professionals, hospitality operators and more. It is therefore pertinent that you familiarise yourself with the kind of policy that your business requires.

Which business insurance policy suits me?

In today’s ever-changing business environment customisation is fast becoming the go-to approach for business insurance. Many insurance providers offer tailored business insurance policies and or industry specific products.

Often as a first step it may be wise to speak with your industry association to find out if they recommend a particular policy, product or provider.

It is important to note that most pre-packaged policies are really suitable for small businesses. Every small business’ insurance needs will vary greatly depending on their trade, and industry. By way of example, the risks involved in running a plumbing business will differ significantly to a home-based website development business.

Are some business insurance policies compulsory?

The short answer is yes, in most Australian businesses. Specifically, workers’ com-

pensation policies which cover such events as an accident or sickness are compulsory and as such need to be obtained. Furthermore, if you operate a work vehicle Compulsory Third Party Insurance or CTP which covers claims made against your business for personal injury arising out of the use of your work vehicle is mandatory. You should consider other forms of motor vehicle insurance to cover other risks and liabilities, such as damage to property or your own or another person’s vehicle.

Common types of business insurance

Common types of business insurance focus on assets and revenue, liabilities, and personnel. These include:

Professional indemnity/liability

Protects you from legal action taken against you if someone suffers a loss after following your professional advice or as a result of your receiving your service.

Property

Covers damage or loss to buildings, contents and stock caused by insured events and accidental damage.

Theft and burglary

Theft insurance generally covers your business against loss or damage to your

Covers your money for theft at the premises, in transit and at your private residence.

Tax audit insurance

Covers costs incurred by your accountant, or registered tax agent, when notified by the Australian Taxation Office to conduct an audit or investigation into your tax liability.

Business interruption

Covers businesses that suffer a loss because they cannot trade for a period due to loss or damage from a weather event, flood, fire or other insured interruptions.

Setting new standards for cafes

HE Baristas’ Shed in Marsden Park is setting the bar for cafes in Western Sydney to a new level.

USINESS leaders from across Western Sydney have supported Blacktown City Council to launch Trade Mission India 2019.

Council has partnered with Austrade to invite businesses from Blacktown and Western Sydney to join a trade delegation to India later his year. Blacktown City Mayor, Stephen Bali MP, said: “Blacktown City has one of he fastest growing economies in Australia, while India has one of the fastest growing economies in the world.

“Trade between our city and cities across India is a perecfect fit” More than 100 business leaders from Western Sydney, and officials from neighbouring councils, Austrade and the Indian Consulate attended the launch. There was immediate interest in joining the trade delegation.

business connections.”

“Blacktown is home to 360,000 people from 188 birthplaces representing 182 different language groups.”

“Our community is one of the most diverse in NSW and possibly the country, we know that a very large percentage of our population are from the Indian diaspora so it makes sense to build links with India,” said Mayor Bali.

He said here are more than 20,000 businesses operating in the City and Council supported businesses ready to grow.

“Blacktown’s economy is $17.4 billion and we are always looking to support our businesses to grow this economy.

“Leading a business delegation to one of he fastest growing economies presents a platform for our businesses to grow beyond our City and the Ausralian economy,” Mayor Bali said.

Thousands of students will soon have a new university in Blacktown

lacktown City Council and Australian Catholic University (ACU) will be partner’s to provide a new university in Blacktown’s CBD. ACU is ranked in the top 3% of universities worldwide. It has also been rated by the Department of Education and Training as Australia’s top provider of graduate teachers and graduate nurses.

‘The university is a vital part of Council’s vision for transforming our City,’ said Blacktown City Mayor Stephen Bali, MP. ‘Following a rigorous assessment, ACU WESTERN SYDNEY BUSINESS ACCESS MAY 2019

not only proved it could respond to the needs of a growing and diverse population but was also willing to make a considerable capital investment.’

The new university will cut down travel time enormously for many Western Sydney students. The university will put the people of Western Sydney first,’ said ACU Vice Chancellor and President, Professor Greg Craven. ‘It will stand in the cultural and geographical heart of the community and forge deep ties with local businesses, schools and community groups.’

The new campus will initially occupy several floors of the Council-owned office block at 22 Main Street. In partnership with Council, ACU is planning 2 new campus buildings in the Blacktown CBD’s Warrick Lane precinct.

EEPING pace with the latest technology is a challenge for every business owner.

As well as preventing fraud, AI is improving

customer satisfaction and removing unnecessary financial hurdles.

Beyond the banking sector, machine learning is helping the recruitment industry better match candidates to job opportunities, retailers are adopting AI communication channels to build relationships with customers, robotics are streamlining the automotive industry and major logistics firms are leveraging AI to plan, track and manage difficult operations.

Businesses can leverage AI in a number of ways: Absorbing mundane tasks: Rather than viewing AI as a ‘job-taker’, smart operators are seeing it as a way to make their company more efficient. Mundane, everyday tasks such as accounting, scheduling and data entry can be automated, allowing humans to focus on more important and creative tasks.

Data mining: For large entities, AI can seek out and deliver business-critical findings while parsing big data. Such insights can give enterprises a competitive edge in crowded industries.

AI at your fingertips: Software like Microsoft 365 is already assisting business owners through the power of AI. Features include My Analytics, which reviews your work and suggests better ways to do it, Microsoft Stream, which automatically transcribes and captions videos and Time to Leave, which uses real-time traffic data to notify you about when to leave and directs you to your destination, and more.

Demystifying Chinese Investment in Australia DOUG FERGUSON HELEN ZHI DENT

C

HINESE investment in Australia dropped to AUD 8.2 billion in 2018 – down by 36.3 percent from 2017. Private companies dominated the investment landscape, accounting for 87 percent of deal value and over 92 percent of deal volume.

Healthcare was the most popular sector for Chinese investors, with commercial real estate falling to second position. Chinese investors still see Australia as a relatively attractive country to invest in, with an improving political climate, but they also confirmed that they are finding it harder to get capital out of China, and there are challenges raising capital in Australia.

2018 was a year of uncertainty in global economic affairs amidst slower global growth, decline of global foreign direct investment (FDI) and general apprehension about worsening conditions for international business.

China remains a major global foreign investor, with the latest official figures showing that in 2018 China’s outbound direct investment (ODI) actually grew 4.2 percent from a year earlier to reach USD 129.8 billion in 2018. Despite this, Australia has felt the pinch of a significant reduction to our shores, reflecting the impact of policy changes in China.

Our rate of decline has been accelerating and is now closer to the trend observed in the United States and Canada, where Chinese Overseas Direct Investment dropped by 83 percent (in USD terms) and 47 percent (in USD terms) respectively in 2018.

This April 2019 report is the latest in a series of 'Demystifying Chinese Investment in Australia' reports, by KPMG and The University of Sydney. The report analyses Chinese Overseas Direct Investment (ODI) into Australia in calendar year 2018. Knight Frank contributed data and analysis on commercial real estate transactions.

The report also incorporates the biannual Chinese Investors in Australia Survey – providing insights into the perceptions of the Australian investment climate by Chinese investors.

Report highlights

• Chinese investment in Australia declined by 37.6 percent from USD 10. billion in 2017 to USD 6.2 billion in 2018. In AUD terms the rate of decline was 36.3 percent from AUD 13 billion in 2017 to AUD 8.2 billion in 2018.

Private companies accounted for 87 percent of deal value and over 92 percent of deal volume with an overall trend towards smaller sized deals.

State-owned enterprise investment in Australia contributed only 8 percent in deal volume and 13 percent of deal value in 2018.

Healthcare was the most popular sector for Chinese investors, attracting 42 percent of total investment in 2018 and maintaining the growth trend of previous years.

Commercial real estate fell to second position with 35.8 percent of total value.

New mining investment has dropped sharply in 2018 after a big year in 2017.

While global foreign direct investment (FDI) in 2018 declined by 19 percent to USD 1.2 trillion, Chinese global outbound direct investment actually grew by 4.2 percent in 2018 to reach USD 129.8 billion.

• Our Chinese Investors in Australia Survey revealed Chinese executives still see Australia as a relatively attractive country to invest with improving political climate and there has been a slight increase in their sense of feeling welcome to invest.

• Survey respondents also confirmed it’s getting harder to get capital out of China, there are challenges in raising capital in Australia and there is a deteriorating outlook for revenue and profit growth in 2019.

Outlook

It seems Australia’s investment links with China may be increasingly affected by global, rather than purely bilateral dynamics. At the same time, the recent decline in Chinese investment in Australia provides an opportunity to reflect on the role that future Chinese investment should play in Australia’s longterm domestic economy and our economic integration into the Asian region.

This should be done with clear focus on the new opportunities for foreign investment which are expected to continue to open up in

the China market, including with the implementation of the new Foreign Investment Law and related rules and regulations.

Whilst Chinese investors confirm they remain positive about many aspects of the Australian market and its prospects compared with many other countries, there is an increasing concern around transparency of regulations, high costs and their continued perception of being unwelcome as reflected by negative Australian media coverage.

It is against this backdrop that Australian companies seeking further investment must continue to explore and present unique opportunities that appeal to the key value drivers of targeted Chinese investors if Australia is to remain a leading destination for Chinese investment.

Wage growth puzzle: the productivity and technology piece DR BRENDAN RYNNE

A

FTER years of wage stagnation, KPMG digs deeper to find out what is causing it, while challenging common theories and exploring what government can do to turn the tide.

In Australia, aggregate nominal wage growth has averaged just 1.8 percent per annum since 2013 – less than half the average annual growth rate of nominal wages recorded over the previous 18 years.

To explore the causes of this stagnation, KPMG has considered real wage growth from the perspective of the employer via the behaviour of real producer wage RPW (which reflects the real cost to producers of hiring workers) – and from the perspective of employees via real consumer wage RCW (which reflects the workers’ purchasing power).

The recent lack of growth in RCW has accentuated concerns that the long relationship between wage growth and productivity has broken down.

However, our analysis shows there has not been a break down in this fundamental economic relationship. Labour productivity remains the key factor across all industries, while the mix of capital and labour an industry employs is also influential in the wage outcome for workers.

Interestingly in the digital age, our analysis shows a step-change in the importance high-tech capital in improving productivity and wage growth. If an industry is slow in investing in technology, wage growth will also be slow.

Our insights lead us to conclude that if government wants Australians to enjoy real wages growth, then it should be pursuing policy settings that promote productivity growth, investment in high-tech capital specifically, capital more broadly, and increased employment.

SMALL BUSINESS CGT concessions on the sale of an investment property?

HE ATO has issued a draft taxation determination reminding taxpayers that assets used by companies to mainly derive rent can’t access the small business CGT concessions.

The recent release of Taxation Ruling TR 2019/1 Income tax: when does a company carry on a business? (TR 2019/1) sets a very low threshold for when a company is considered to be carrying on a business.

This may leave some thinking that if the company carries on a rental property business an investment property may be an active asset and the small business capital gains tax (SB CGT) concessions may be able to be accessed.

Perhaps pre-empting the possibility of an increase in the

number of companies applying the SB CGT concessions, the Australian Taxation Office (ATO) concurrently released Draft Taxation Determination TD 2019/D4 (TD 2019/D4).

This publication sets out the ATO’s view that a company carrying on a business in a general sense as described in TR 2019/1 will not be able to access the SB CGT concessions on the disposal of an investment property where its only activity was the rental of that property.

Why can’t the SB CGT concessions apply to a capital gain realised on the disposal of a rental property?

One condition needing to be met to access the SB CGT concessions (which provides for various reductions, exemptions or rollovers to the capital gain) is for the asset to be an active asset.

This requires the asset to be used in the course of carrying on a business. However, if the asset’s main use is to derive rent it is excluded from being an active asset (except where it is used by an affiliate or connected entity in which case its use by that entity is imputed to the asset owner).

TD 2019/D4 reminds taxpayers that an asset whose main use is to derive rent is excluded from being an active asset regardless of whether a business is being carried on. These are separate requirements needing to be met to access the SB CGT concessions.

Purplebricks, a success in Britain and Canada, but struggling in the USA, failed to offer a significant point of difference and a significant improvement over the existing real estate business model.

And therein lies the lesson for us all. You can’t simply bring a successful overseas business to Australia and hope it works. You have to understand the unique Australian market and what buyers expect.

Purplebricks took a confrontational approach to its marketing, claiming it could slash agents’ commission fees while offering the same service. This meant right from the start it had the might and power of the real estate industry against it.

Comes to a head

It all came to head recently when Purplebricks management announced it will exit the Australian market.

After creating a stir and much controversy since opening its doors in Australia, the fair fixed-fee network will wind up its business in this country.

Purplebricks Group CEO Vic Darvey said that, after much consideration, the business had made the “difficult decision” to close the Australian business.

“We’ve been operating here for two and half years and, unfortunately, we have been unable to make the progress in the Australian market that we’ve wanted, despite the tireless efforts of our employees.”

“Our present intention is that, over the

next few months, we manage the process of closing down the Australian business in an orderly way, attempting to minimise disruption for both our people and our customers.”

Mr Darvey said that Purplebricks would take no further listings in Australia, but it intended to engage with customers to finalise all existing agreements.

“This is not a decision we have taken lightly, but with market conditions becoming increasingly challenging, we do not believe that the prospective returns in Australia are enough to justify continued investment.”

Chad Knight, leading agent for the Wisebery Group said the online business was doomed to failure because vendors were more interested in getting the maximum return for their sale property, rather than cutting agents’ fees.

“For example, a property will get a lot more exposure and will probably sell for a lot more in the hands of a top agent, rather than just listing it with an online company just to save a few dollars,” he said.

It now remains to be seen if another major player comes into the online market with a better model. The leading real estate sites in Australia are Domain.com.au and Realestate.com.au They both complement the existing real estate market rather than disrupting it…and therein lies the key to their success.

In some industries it still pays to be a ‘constructor’ rather than a ‘disrupter’.

HE cruise staff and crew aboard their superb ship Reef Endeavour are quite simply the friendliest people I have ever had the fortune to travel with in my time as a travel writer. It has a large expedition boat which is easy to access on a hydraulic ramp and is simply lowered into the water and away you go. The expedition boat doubles as a glass bottom boat and snorkeling and diving base.

Captain Cook Cruises is known for its quality diving experiences and they have two expert instructors on board. The reefs of the Somsomo Strait and the surrounding area have some of the best soft coral displays anywhere on earth and the divers on board my cruise raved about them.

And how refreshing it was after a stunning day of exploring and snorkeling to sit on the back deck, enjoy a cleansing ale with new found friends and watch the sun go down over the endless South Pacific.

Meals a highlight

The evening meal was a la carte with a quality selection of Australian and New Zealand wines and plenty of excited banter amongst the guests. The meals on Captain Cook Cruises are always a highlight and Reef Endeavour well and truly matched the constantly high standards of the cruise line.

Taveuni, the legendary Garden Island, has always been on my list of places to visit for many years and it didn’t disappoint. We went ashore in the expedition boat and a local tourist bus was waiting to take us to the base for the easy walk to Tavoro Bouma Waterfall and rock pool in the Bouma National Heritage Park on the eastern side of the island.

That night we went ashore again for a traditional Fijian welcoming ceremony and concert, at followed by a Luau, at a local village on the shores of Taveuni.

The old Fijian capital of Levuka on Ovalau Island was a highlight of the cruise. It is the best preserved island town in the world and has gained World Heritage status for its Wild West style buildings stretching along Beach St, framed by vertical rainforest clad mountains.

At Savusavu, you visit the capital of Vana Levu, the northern or “second” island of Fiji. Locals say you will never want to leave when you visit- and I could soon see why.

What will it take to enjoy being served by robots?

Coding a sociable and emotional presence remains a challenge

OU know that voice you use when booking a taxi through a chatbot. "Yesss.

Nooo." Monotone diction, through gritted teeth and barely veiled hostility.

We wouldn't talk to a human like that. Not one trying to organise a ride to dinner, anyway. But we drop all the niceties when we talk to robots and clever software, as if it is easier to be rude than polite.

Now, extrapolate from that to how we may behave in the future if, as predicted by advisory firm Gartner, 85% of our customer interactions take place without a 'human agent' by the year 2020 – just two years away.

It doesn't bear thinking about.

The opportunities for robotics in the service sector are exciting, especially when combined with sensors, speech and facial recognition, big data, analytics and AI. Robots could significantly improve customer service and productivity in areas such as contact centres, hotels, restaurants, and even hair stylists.

Robots will cut the costs of basic services, such as health screening and education services, and many high-end services (personal concierges and personal tuition) could become widely affordable.

But how will our relationship with these robots play out? And will they give us the social and emotional experience we want as customers, clients and patients?

Paul Patterson, a professor in the school of marketing at UNSW Business School, says these are some of the intriguing questions about the impact robots, AI and machine learning will have on our society – and on customers, in particular.

"It could bring out the worst in human beings. In the near term, artificial intelligence will not be programmed to pick up your emotions, so you could abuse it endlessly," Patterson says.

Fourth revolution

Patterson is part of an international team of academics who have been modelling likely customer acceptance of front-line service robots. Their study, Service Robots in the Front Line: Will it be a Brave New World?, was recently presented at an American Marketing Association conference in Paris.

Service robots could be the humanoidlooking robots that greet you in a hotel lobby or the non-humanoid Roomba pill-shaped device that cleans the carpet in your room.

They could be your chauffeur, provide a physiotherapeutic massage, or deliver a parcel.

Aside from the level of civility directed to robots, there are questions about how, as customers, our interactions with robots could affect our emotional lives.

While robots offer promise in helping care for the elderly by performing routine tasks, the study's authors discuss the possibility that replacing carers with robots could deprive elderly people of human contact.

"The elderly voiced concerns that their usual social networks may start neglecting them as they would assume that the robot would be there to take care of them, thus increasing social isolation. Even replacing a human cleaner with a robot vacuum cleaner would take away the opportunity for an elder to interact with a human being," according to the study.

Patterson says the colonisation of our workplaces by robots is being talked about as the 'Fourth Industrial Revolution'.

It is certain that people will be displaced at work by robots. McKinsey Global Institute is predicting unemployment rates of 15% across the world as a result, but also that new jobs will be created to replace them.

Patterson says he supports a positive, rather than an apocalyptic, view: "If you looked at automation over the past 25 years,

It has never happened. New jobs have been created and I think the same thing is going to happen here – jobs that perhaps don't even exist at present.

"Jobs that either support the robots, or other support industries will pop up and, once we get a bit more advanced, there will probably be more TAFE and industry-run courses to train people to work side-by-side with robots.

"If you look at the jobs that are going to be replaced, they are going to be low level, not highly educated, on the front line, on a minimum wage," says Patterson, noting that the NAB has begun its campaign to retrench 6000 workers across three years in exchange for hiring 2000 'tech-savvy people'.

Emotional skills

With service robots taking on the more routine tasks, restocking shelves in a shop or processing payment, for example, humans could be left to deal with more complex

interactions that require some emotional intelligence or out-of-the-box thinking.

The study's authors say humans are likely to continue to deliver services that require high emotional elements, while being supported by powerful service robots to provide additional analytical and cognitive power. But services that require high cognitive/analytical with low emotional skills will be replaced by robots.

"In a medical context, a robot may take blood pressure, assess other patient health indicators, prepare medication while a nurse would perform the soft skills (display empathy, caring, affiliative communications skills to minimise psychological discomfort)," they say.

Despite the incursion of robots at work and at home, Patterson says he fears the Australian government is lagging in readying the country for the disruption.

Social presence

He says governments in Thailand, China and Europe are developing policies around AI, machine learning, productivity and social impact. Some countries, such as Finland, are experimenting with a universal basic income, knowing robots may lead to high unemployment.

"Some governments are taking this very seriously. But I have seen little to suggest the Australian government is getting ready for the invasion.

"This is coming and it is coming very quickly. It is already here to some extent and it is growing exponentially."

Patterson says we have not yet started to feel the impact of front-line service robots, partly because the social and emotional aspects of their programming are still being developed.

"The thing that is holding front-line service robots back at the moment is their inability to, for example, detect customers' emotions and respond appropriately."

Patterson says a robot or chatbot would not be able to adequately handle an irate customer who has a complaint.

"Service recovery, when something goes wrong, is a particularly tricky issue to bring a customer back to a state of satisfaction, even with human beings," he notes.

"How does a robot become persuasive, for example? How do they generate genuine rapport, engage people, display empathy and compassion, and develop loyal customers?"

For a successful service interaction, humans and robots must act in accord with their socially defined roles.

"Likewise, social presence, which refers to the extent to which a human being is 'really present', or it encompasses the feeling to 'be with someone' will be pivotal to customers accepting service from robots," says Patterson.

Manufacturers have to walk a fine line when they create humanoid robots. Research shows that human-like attributes inspire trust but, if they are too much like us, we find it creepy.

According to the 'uncanny valley theory', when an artificial face becomes indistinguishable from a human's, it starts to look unnatural.

"The more realistic a face is, the more a person (customer) expects it to behave like a real human," say the study authors. "Therefore, small deviations from humanness make a big difference and can be unsettling, and they can deter people from being willing to interact with robots."

"It scares people. It increases our expectations of what the robot can do, particularly socially and emotionally," says Patterson.

"Then, we are dismayed when the robot's inadequate emotional intelligence fails to pick up on our cues."

ODAY’S consumers are tech-savvy shoppers with easy access to reviews and recommendations to inform their buying decisions.

These consumers are not passive ingesters of traditional marketing techniques that aim to sell an idealistic life, instead they actively use their readily available smartphones to seek out additional product information, compare prices and look for better deals either from the comfort of their own homes or while standing in front of the product in the actual brick-andmortar store.

Evolving technology and easy access to smartphones has not only changed the way in which we all interact with the world but has also fundamentally impacted the way in which consumers interact with brands and businesses; from the way in which goods are sourced for purchase to the elements that impact and inform a decision to buy.

The report talked of parents contacting lecturers to ask about their adult children’s grades, sitting in on meetings with course coordinators and repeatedly phoning academics to inquire about students’ progress.

Over-parenting involves parents using developmentally inappropriate tactics that far exceed the actual needs of their children. It involves excessive protection of children by their parents.

Over-parenting is often called “helicopter parenting”, as these parents hover over their children to make sure nothing goes wrong.

While commentators have been talking

about the rise of helicopter parenting among school-aged children for some years now, the idea parents would be using the same tactics on young adults is a bit more foreign.

But researchers have been exploring overparenting among university students for some years now too, and they’ve found negative consequences for these children, including higher levels of anxiety and narcissism.

Research shows today’s parents spend more time per day parenting than in the 1980s. But we don’t know how many are overparenting.

That’s because most population studies of this nature rely on self-reports and parents are unlikely to admit to being over-zealous or controlling of their children.

Sometimes over-parenting is called “lawnmower parenting”, illustrating how parents clear their children’s life path of obstacles.

Others have called this type of parenting like growing up in a green house. Media also refers to children of such parenting as “cotton wool” kids or as being in “bubble wrap”.

Obviously, most parents want the best for their children. Research shows children of loving and attentive mothers grow up more resilient and less distressed. But at which point is this positive love and care going too far? And is over-parenting actually bad for children?

In 2012, we asked 128 Australian psychologists and counsellors what they considered to be examples of over-parenting. Some of the examples they gave were: • cutting up a ten-year old’s food.

Bringing a separate plate of food for a 16-year-old to a party as he is a picky eater.

• a mother who won’t let her 17-yearold son catch the train to school.

make sure their child is in a specific class the following year.

• parents rushing to school to deliver items such as forgotten lunches, assignments or uniforms at the whim of their child.

• parents believing that, regardless of effort, their child must be rewarded.

Research on school-aged children

There is very little research on the effects of over-parenting in school-aged children.

A 2015 study, that included 56 parents of children from prep to Year 8, found overparenting was associated with an authoritarian parenting style and parents being anxious themselves.

Excessive parenting has also been associated with reduced self-esteem in adolescents, and a lower ability to show leadership.

University-aged ‘children’

The most knowledge we have of overparenting consequences comes from university students. Excessive parenting for young adults is noticeable, and usually considered inappropriate, as it exceeds what the children developmentally want or need.

Research shows parents of university children have stepped in to advocate if their child breaches the university code of conduct or to discuss their child’s academic difficulties with lecturers.

Some parents impose curfews on when their university-aged child should be in bed, monitor their adult child’s diet and exercise, vet their friends and decide what subjects they will study.

There are a number of negative consequences for university students whose parents help them too much. It has been shown these students suffer from more anxiety and depression than their peers.

University students whose parents are controlling also have low levels of self-efficacy (confidence over one’s own ability) which leads to poorer university adjustment, resulting in lower grades and difficulties in relating to others. Other studies have found negative consequences of over-parenting on the child include less autonomy, decreased levels of self-regulation, increased narcissism, attention seeking and wanting approval and direction from others.

Why are parents so concerned?

Why this type of overbearing parenting seems to be increasing is explained in various ways. Some researchers say economic pressures are responsible for parents being more invested in their child’s education so they get a well paying job.

We know that more university students are living at home and so are more influenced by their parents. In general young people often have a more delayed growing up period. Some researchers have dubbed this period of development as “adultescence”.

Regardless, whether over-parenting comes from too much love or the need to see yourself in your children, it is not the best way of parenting.

A better way is allowing your child to make mistakes and learn from them. To help them when they ask for your help but not to always jump in. Each child is different and so is every parent, so one-size parenting does not fit all. But we know loving and attentive parents have resilient children, so let them be “free range” sometimes, and enjoy being a parent.
