FROM THE MAYOR
While at a doctor’s visit, a guy said to the doctor, “I have a problem with my ear.” The doctor asked, “Are you sure?” The guy answered, “I’m definite.”
This joke was sent in by Daisy Mills, who is a new resident of Duluth. Thanks for making me laugh…I had to pause on this one to understand it. Also, welcome to Duluth! We are glad to have you!
We are now approaching the holidays, and everyone is busy. Be on the lookout for events and activities in Duluth. Eddie Owen Presents will have some special holiday shows and the local restaurants will have specials throughout this time. Come celebrate with us and bring your family and friends.
You might notice that the train viewing platform is nearing completion. This is a great place to view the trains in a safe environment. Red Clay Music Foundry’s lobby is currently being renovated to improve the experience of music, and more restaurants are coming to downtown Duluth as well, which will complement our variety of food options.
In 2025, the City Council and I met with over 55 Duluth neighborhoods. The voices of the Citizens were heard with concerns about traffic/speeding, street parking, property taxes, stormwater, Northside Hospital’s Duluth expansion, street maintenance, land use and zonings, access to high-speed internet, streetlights, walkability, events, and a request for more police presence. Many of these meetings resulted in action from the city with infrastructure and services. If you were unable to attend to be part of these discussions, we are continuing our neighborhood meetings throughout 2026.
2026 is going to be an exciting year. Our Country turns 250 years old AND Duluth turns 150 years old. We are working on celebrations for these events in addition to our normal event programing. We can’t shoot fireworks (thanks Fire Marshall), but we are getting creative and look forward to celebrating these two big events with you.
Regardless of which holiday you celebrate, I wish you a joyful and blessed season filled with excitement and safe travels.
Duluth was MADE ME for
BY DAISY MILLS
“
What would change if most of what you needed in your daily life was only a short walk away? What if, in addition to what you needed, what you really wanted was also at your back door? For me, having both has redefined my quality of life.
As a child, I came to downtown Duluth in the early 2000s, but I have almost no memories of it.
Growing up in a more suburban Atlanta neighborhood in the early 2000s, we often walked to the neighborhood pool and ice cream shops, but that meant usually a 2-mile walk. At best, we walked along busy roads with broken sidewalks, at worst, we cut across neighbors’ lawns because there were no sidewalks along that journey. When I moved back to Atlanta in February 2024, I drove through downtown Duluth and felt like I was transported to a small European square. Downtown Duluth caught my eye, and over a year later, I moved here.
As a resident of Downtown Duluth, within walking distance, I have:
• Public art all across downtown
• A gym
• Beautiful green space (like the Duluth Town Green) with programmed activities, including my weekly cornhole league
• 3 + coffee shops
• Group run clubs
• A veterinary office
• Historic homes / venues
• A theater
• Countless restaurants
• A bank
• An orthodontist
• Vintage stores
• And more!
Just before I moved to Duluth in summer of 2025, the city completed (among other projects) the wide path along N. Main St., which leads me to my grocery store, Lidl. While I don’t walk there (yet!), I could, and more than likely, I will start biking there. My point is not that everything must be within walking distance. That’s not practical for many communities. But, because of the walkability I have, the quality of life I have here surpasses anywhere I have lived before. It makes me more likely to stay here longer, to spend money here (which is good for the businesses downtown but bad for my own wallet), and to invest in the community of wonderful people. It makes a healthier, happier community, because individuals, like me, are healthier both psychologically and physically (through movement like walking or biking).
What is not easily quantifiable is the value of community and connectedness. Outside my doors, I often run into people I’m both familiar with (i.e., acquaintances) but also people I know well. There is support and accountability in seeing familiar faces in my everyday life. In the evenings, I often walk downtown, sometimes with no real purpose. I get to pop into stores and say “hello” to the business owners and retailers, look for interesting reads in the library, watch dogs frolic on the lawn, and play cornhole (poorly) on Tuesdays. I am a small part of this community life.
I thank the leaders who came before me who had the forethought to create a “livable community” before that term and concept became more widely known among U.S. suburbs. That’s why I believe… Duluth was made for me.

Going Green
Conventional stormwater management uses curbs, drains, pipes and ditchescollectively called gray infrastructure - to move water away from a site as quickly as possible. In recent years, naturebased solutions that manage rainwater where it falls have become popular for a variety of ecological, economic and social benefits. Rain gardens, permeable pavement and green roofs are all examples of green infrastructure that do more than just collect stormwater. They remove pollutants from the water at the same time!
Did you know that you can find green infrastructure in Duluth? Right on Main Street, in front of Coleman Middle School in Downtown Duluth, there is a bioswale that captures stormwater runoff from the surrounding road and parking lot.
The bioswale slows the flow of water, allowing it to soak into the soil where the roots of native plants filter out contaminants that would otherwise end up in local waterways.
The bioswale on Main Street was recently restored with new soil and vegetation, made possible in part by the Gwinnett Creativity Fund Placemaking Grant. On September 23, 2025, the sixth graders at Coleman Middle School got a first look at the new and improved bioswale. Staff from the City of Duluth Stormwater Division and Brad Crouch of S3 Environmental spoke to more than 250 students about the simple ways that they can prevent stormwater pollution, like picking up after their pets and putting litter in its place.
The bioswale is a fresh reminder of Duluth’s commitment to a healthier, greener city. Be sure to check it out the next time you’re downtown!
Head to duluthga.net/stormwater to learn about the ways you can be a solution to stormwater pollution!

The City of Duluth is an ideal suburban environment that offers a great place to live, work and play. We are excited to provide an avenue for citizens to learn about city operations, services and the city government's essential functions. This program offers interactive learning experience, including information about city services, programs and responsibilities. Additionally, citizens will casually interact with elected officials and city staff. Class participants have the opportunity to ask questions and gain a better understanding of Duluth's local government and their role in local government.
The 17th Annual L.E.A.D. (Learn, Engage, Advance Duluth) Academy will begin on February 4, 2026. The program runs for six (6) weeks and consists of six (6) sessions, one of which will be a regularly scheduled Council Work Session and Council Meeting. A graduation celebration will be held in the final week. To participate in this FREE program, you must be a city resident or business owner.
To provide a more in-depth look into City operations and combine staff efforts, this program has merged the former Citizens Budget Review Committee sessions into one of the L.E.A.D. sessions. So, if the city budget interests you, please sign up for the L.E.A.D. Academy.
Citizens engage when they are armed with good information and L.E.A.D. provides that foundation. You will be empowered to help address community issues when you understand all the possible ways you can help. This program will spark your interest in local issues, provide insight into the decisionmaking process and provide an avenue for participants to help advance the community to a better future.
More information, dates and an application may be found at duluthga.net/lead. The deadline for applying is January 21. .

ESTATE PLANNING BASICS (WILLS, POAS DIRECTIVES, TRUSTS) YOU NEED TO KNOW
Wills. Trusts. Beneficiaries. These aren’t just for the ultra-rich. It’s a common misconception that only the wealthy need to bother with wills and trusts. The truth is, without careful planning, the family you leave behind could face unnecessary difficulties when it comes time for them to divide up your assets.

WHEN IS BEST AGE TO START YOUR SOCIAL SECURITY BENEFITS?
Each person’s situation is different. This course is a great resource for anyone who plans to retire in the next 15 years. Topics include how your benefits are calculated, what are COLAs and how it’s calculated. We explore spousal and ex-spousal benefits, survivor benefits, potential taxation of benefits, early retirement and delayed retirement strategies. It’s possible to increase your lifetime benefits by over $125,000 or more with the right strategy. Attend only one session.
It’s easy to think that your family will figure it out after you’re gone, and that may be true. But clearly communicating your wishes and setting things up to transfer smoothly may go a long way toward keeping harmony in the family.
No Plan for Your Estate? Uncle Sam Has One. The government sets estate tax rates, but careful preparation can help you minimize the impact on your heirs. What’s your vision for your estate? Enhanced/Estate planning gives you more control over who gets what and how much – and that includes Uncle Sam.
Learn how enhanced and estate planning may help you: Transfer assets efficiently • Gifting as one option • Reduce taxes with DAFs and QCDs • Leave a legacy • Preserve family harmony.
Education-only course provided by instructor: Robert Cox a Retirement Strategies Specialist and Certified Financial Fiduciary
MINIMIZING TAXES IN RETIREMENT
For middle income and higher income households, taxes are likely to be one of your highest yearly expenses. We explore how drawing down your IRAs or 401ks (voluntarily or thru RMDs) creates taxable income thus making your Social Security Benefits more taxable (aka The Social Security Tax Trap). You will learn how the Provisional Income calculation will determine how much of your Social Security benefits are taxable. We demonstrate the value of a ROTH IRA and how if used correctly can mitigate the taxation of your Social Security Benefits. Learn “Tax Bracket Harvesting” and how that is key to efficient ROTH IRA conversions. Also, what happens when one spouse passes, and the tax/financial implications for surviving spouse.
